Abstract Research on the military's removal from politics overemphasizes the attitudes and interests of officers. Civilians are portrayed as incapable of confronting refractory men with guns. This essay compares regime transitions in Egypt (2011–2013) and Tunisia (2011–2014) to show that unified civilian elites strengthen and polarized elites undermine civilian control of the armed forces. Research for the cases is based on interviews with Egyptian and Tunisian businesspersons, party members, and civil society activists; the International Consortium of Investigation Journalists's tax-offshoring database; loan disbursements from the IMF and World Bank; and secondary sources in Arabic, French, and English. The cases reveal novel insights about the military's removal from politics in fledgling democracies. Pleasing Egypt's officers did not shield President Mohamed Morsi of the Muslim Brotherhood from a coup in July 2013 because Morsi and the Brotherhood threatened the wealth and power of civilian politicians and oligarchs. In Tunisia, Islamist and non-Islamist political and economic elites pushed democratization for fear of another Ben “Ali-style kleptocracy. Even during crisis in 2013, united civilian elites contained opposition calls for army intervention. The study's findings suggest that democratizers are not at the mercy of soldiers, but rather civilian leaders have the power to sideline their armies.

Abstract (sommario):
This paper aims to investigate the behavioral and the rational explanations for the contrarian profits in the Tunisian stock market. We use the CAPM and the three-factor model of Fama and French (1993, 1996) to examine the rational explanations including the market risk, the size effect and the book to market effect. Behavioral explanations include the overconfidence bias and the investor sentiment. We use the decomposition of the trading volume advanced by Chuang and Lee (2006) to extract the factor reflecting the investor overconfidence and the ARMS index to measure the investor sentiment. These two variables are included in the three-factor model of Fama and French (1993, 1996) in an attempt to confront the rational approach with the behavioral approach. The results indicate that the contrarian profits on the Tunisian stock market are explained by the market risk, the size effect and the Book to Market effect; and that once adjusted for these three risk factors, they disappear. However, only the factor reflecting overconfidence among the two behavioral factors seems to play a role in explaining these abnormal returns.

Abstract (sommario):
The essay examines distinct patterns in the evolution and history of contemporary Maghreb Francophone literature (Algeria, Morocco, Tunisia), in which the employ of French language resulted to be a kind of weapon “seized” from the enemy colonizers. Its new forms of understanding reality are both an opportunity to formulate ideals of a better world order for postcolonial and modern times and the need to expose the flaws of the traditional societies, flaws caused by the reception by these societies of new methods of violence over individuals. These are among the main distinctive features of the Maghreb Francophone literature, which not only opposes the extremism of radical Islam and the challenges of the globalization but also reflects hopes for the triumph of Harmony and Justice.

This chapter discusses The Holocaust and North Africa (2019), a collection of fifteen essays edited by Aomar Boum and Sarah Abrevaya Stein. As this collection makes clear, the Holocaust did not target European Jewry exclusively. North African Jews of Tunisian, Algerian, Moroccan, and Libyan origin were also subjected to German, French, or Italian occupation. While the focus is on North Africa, no attempt is made to remove it from the geographical margins of Holocaust history. Instead, almost all of the essays point to what was clearly unique to North Africa: the link between antisemitism and colonialism. The book is divided into four sections, with the first two parts examining the interface between the Holocaust and colonial North Africa. Topics covered include the application of race laws, the expropriation of Jewish property, and the internment of Jews in forced labor camps.

This essay demonstrates how unique geographic characteristics of the Mediterranean Sea dramatically shaped European colonial policy throughout the nineteenth and twentieth centuries. The Mediterranean Sea created critical trade routes made the colonization of Algeria, Tunisia, and Morocco not only politically useful for establishing and maintaining France’s power relative to other European nations but also economically vital for France’s industrial production. After the decline of the French colonial empire, national immigration policies were dictated by the desire to maintain France’s economic strength and political influence in the region by controlling its surroundings in the Mediterranean. While the Mediterranean once represented the possibility of expanded control and geopolitical power, it now represents just the opposite, a source of anarchy and chaos that is frequently seen as requiring strong border control.

This chapter ponders the insights that an analysis of sound—as a material object open to resemanticizations and imaginative investment—can bring to the study of Francophone lyric. It aims to bring nuance to the study of the transcultural movement of lyric by unlocking the forms of sonic transfers and cognitive negotiations that occur between languages in the process of poetic circulation and intertextuality. Through a study of the collaborative recording Dalle Sponde del Mare Bianco, a musical transposition of Tunisian poet Moncef Ghachem’s francophone verse in the distinctive, plurilingual register of the Sicilian band Dounia (through performances that filter French verse through Arabic, Italian, and Sicilian), this essay pinpoints the multiple translational, heteroglossic registers laboring underneath the Francophone text. As “an aperture for interventional creativity” (Chow 2012: 54), sound capture emerges here as a generative process distilling the enduring resonance of lyric’s orality. Chipping away at any solid demarcating line between linguistic systems, Ghachem’s transmedial lyric invites a scrupulous reading of the multiple affinities between languages and of their sonic intimacies. For it is in the hospitable interval between sonic emission and deferred, transposed reception that lyric—as an intermedial, translingual process—fully resonates.
