Abstract Between 1884–1885, Britain requested a contingent of boatmen – “voyageurs” – from Canada to assist transport troops and supplies through the Nile's system of cataracts (rapids). The expedition's cross section of participants included Egyptians, Sudanese, roughly one hundred indigenous subjects from Canada and subjects from across Britain's empire. Primary sources authored by four participants are central to understanding how the role of travelogues and their accompanying illustrations and photographs combine with discourses of imperialism to establish a foundational framework for the discursive practice of colonialism. Two authors – Louis Jackson's Our Gaughnawagas in Egypt (1885) and James D. Deer's The Canadian Voyageurs in Egypt (1885) – were members of the Mohawk community of Kahnawake near Montreal, Quebec. This visual essay is interested in the way in which indigeneity is produced through contact and exchange under conditions of imperial conquest. It intersperses maps, historical illustrations, photographs, fragments of musical transcription texts and travelogues that were produced in Canada, Britain, Egypt, and Sudan during the 19th and 20th centuries.

Abstract (sommario):
The Organisation for Co-Operation between Railways (OSJD) is an international organisation established on the basis of the “Provisions on the Organisation for Cooperation between Railways” international agreement. The year 2021 is significant for the OSJD since the Organisation celebrates 65 years of its existence. The past years were a period of constant development of the OSJD, full of important events and changes, both within the Organisation itself and in the economic and geopolitical situation of the regions in which it functions. The OSJD has always been focused on the development and improvement of railway transport in Eurasia through the development and improvement of transport corridors and the harmonization of transport law. It is one of the major organisations in the railway sector, actively operating and cooperating with other important international organisations functioning in the railway transport sector, such as the International Union of Railways (UIC), the International Rail Transport Committee (CIT), and the Intergovernmental Organisation for International Carriage by Rail (OTIF), whose task is to promote, cooperate, develop, improve, and facilitate international railway transport as a means of transport that could meet the challenges in terms of mobility and sustainable transport. As part of this cooperation, the OSJD is focused on the constant improvement of railway transport through the simplification of border procedures and the harmonisation of transport documents, which is exemplified by the common CIM/SMGS consignment note. The purpose of this article is to outline the main tasks and roles of the Organisation in the development of railway transport in Eurasia in recent years. La longévité de l’empire de Chine constitue une « énigme sociale » que Frédéric Le Play cherche à percer après ses Ouvriers européens (1855). Ne pouvant aller enquêter sur place, il a recours aux recherches qu’il suscite au sein de la Société d’économie sociale et aux récits de voyageurs comme le père Huc pour comprendre l’étonnante stabilité du Céleste Empire. Son œuvre écrite, de 1864 à sa mort (1882), porte la trace de son interrogation constante sur la société chinoise et ses ressorts. In fine , Le Play pense trouver la solution de l’énigme dans l’existence, aux marches de l’empire, de sociétés pastorales matrices d’une organisation sociale patriarcale adoptée par la masse des paysans sédentaires obéissant à une loi morale mise en forme et transmise par les lettrés disciples de Confucius.

La montée en puissance des préoccupations environnementales et la régionalisation ferroviaire ont depuis la fin des années 1990 impliqué davantage les « gouvernements » régionaux dans les politiques de transport. Cet article rend compte des résultats d’une enquête comparative et pluridisciplinaire dans le but de repérer comment les Régions agissent face à ces enjeux. Il ressort clairement que ces dernières prennent au sérieux la compétence des « transports collectifs de voyageurs d’intérêt régional » et qu’elles s’appuient sur cette compétence pour se légitimer territorialement et politiquement. Cette légitimation se joue à travers trois catégories de conflits : le financement des investissements de transport, le financement et la configuration des services ferroviaires, l’insertion dans le jeu politique local.

Abstract (sommario):
The article discusses the problem of organisation of public transport in metropolitan areas as a task of self-government units. The comparative analysis of the manners of organising and integrating public transport in selected metropolitan areas in Poland shows weaknesses and strengths of these applied manners, especially organizational solutions used in the analyzed examples concerning unified tariffs and coordination of various means of transport. The Polish law provides for three types of models for public transport organisation – metropolitan unions, communal unions and communal agreements. At this moment no metropolitan unions have been established so there are no practical experiences in this matter. Two existing conurbations (Silesia Metropolitan Area and Gdańsk Metropolitan Area) organise public transport on the basis of a communal union, whereas in other Polish metropolitan cities (i.e. Warsaw) the instrument of communal agreements is being used. On the other hand the example of London shows that also other legal entities (regional authorities) may be responsible for organising public transport. The size of a metropolitan area and the applied legal model should not influence the functioning of public transport. Nevertheless, the organizational solutions used in the presented transport systems show that the legal framework can make a difference. This article can contribute to an in-depth study on the organization of public transport in metropolitan areas which could lead to the use of good practices in various cities and changes in the Polish law.

Organisation is a significant segment of every enterprise, and so is the case with companies providing railway freight transport services. The success of a company depends on the organisational structure that makes it much easier to conduct business owing to the clearly defined hierarchy and responsibilities that lead to the ultimate goal – freight transport. This paper defines and describes railway freight transport, as well as the impact of freight transport market liberalisation on the sole organisation of a company. Moreover, various organisational schemes are analysed along with their potential benefits for the railway transport. The organisation of HŽ Cargo Ltd. is shown together with an outline of business activities of certain organisational units of the company.

Cet article vise à articuler politique d’orientation client d’une entreprise publique de transport, d’une part, et (in)civilité des voyageurs à l’égard des salariés aux guichets, d’autre part, à partir du cas d’une nouvelle ligne de transport public collectif voulant inaugurer de nouveaux modes de relations entre agents et clients, basés sur l’attention et la convivialité. En fait de convivialité, c’est essentiellement l’incivilité que les salariés doivent régulièrement subir. L’énoncé, par la direction de la ligne, de la position centrale des clients dans l’organisation ainsi que l’évolution des missions confiées aux agents en contact avec les clients, viennent modifier la nature des rapports sociaux de service entre agents et clients, qui évoluent vers des rapports de pouvoir en faveur des clients et au détriment de la civilité dans l’espace public.

In the member states of the European Union, especially in Germany and Austria, regionalism has a growing importance by the organising of public services. At the field of public transport services the regional organising methods will be realised through the establishment of public transport associations in interest of coordinating the local, suburban and regional public transport interests. In the period since the 90’s there are a not a lot of best practices regarding the regional organisation of public transport services in Hungary. The study goals to present the position of the local and regional interest in the public transport organisation in Hungary, and deals with the reason the lack of best practices also.

Introduction. The organisation of cargo delivery in various transport connection options requires the identification of the most optimal parameters of transportation by certain transport modes and the development of better transport connections. The systematisation of transport and logistics processes requires a comprehensive solution to the problems of organising the delivery of goods in international multimodal connections. The growing demands of the freight clientele are becoming a key factor in the competition between both carriers and logistics operators to serve more profitable cargo flows. Problem Statement. International integration processes involve interaction between all participants in international cargo delivery, and its reliability depends on the effectiveness of its organisation. Ensuring high-quality transport services for a particular cargo delivery is only possible if the criteria are correctly selected and adequately assessed. Purpose. To determine the criteria of influence on the choice of transport mode in the organisation of cargo delivery, taking into account the factor influence characterising the carrying capacity of each transport mode serving a particular order, as well as the synergy of their interaction.

Optimisation of organisation of transportation technological process, in the context of digitalisation and technological progress, is currently an urgent task following its significant impact on efficiency and competitiveness of transportation business. Currently, development of the economic environment requires a significant restructuring of organisational aspect of activity of the transport industry. An efficient transport and logistics process allows us to reduce time associated with cargo handling, cargo delivery, paperwork, etc. Automated storage systems can be mounted at facilities of different area, from largest warehouses of enterprises to compact storage premises. Favourable conditions created so allow to increase attractiveness of the transport industry. Though, the full implementation of information technology requires a systematic and scientific approach to organisation of transportation. Given the trend towards growth in international container transportation, expansion of global distribution networks, as well as development of scheduled transportation systems and the length of routes, which is particularly relevant for Russia, the issue of tracking positioning and controlling over the current state of the cargo becomes an important condition for improving safety and quality of transportation. The objective of the study was to develop a systematic approach to organisation of transportation technological processes for a multimodal transport system based on information technologies. Based on the study of organisation, engineering, technological, infrastructure factors, including those related to transition to electronic document exchange and electronic cargo positioning tracking, the paper offers a basic systematisation of more promising factors. The introduction and use of innovative and effective methods of organising cargo transportation will reduce time required to process cargo transported in a container, and to promptly pass the container through control and supervisory procedures.

Près de deux millénaires après l’épopée d’Hannibal, et malgré les formidables progrès accomplis depuis, cette connexion est toujours fortement contrainte par la barrière physique des Alpes. Le Lyon-Turin ambitionne de s’en affranchir. Plus de vingt ans après la signature du premier traité franco-italien actant sa réalisation, le dossier a bien avancé. Il est toutefois régulièrement exposé aux risques d’erreurs d’aiguillages.

The purpose of the article is to characterise the road transport of abnormal loads and theprocess of obtaining an abnormal transportation clearance as well as to present a method of supportingtransport organisation. The authors undertook to characterise road transport of abnormal loads inlight of Polish conditions. The current legal environment in Poland, foreign and domestic literaturewere used in the research for analysis. The planning process for transport of abnormal load with theanalysis of requirements specified was performed in a practical manner. In addition, the successivesteps of this process were included on a structured algorithm, showing the steps taken in the researchmethodology. A detailed analysis showed the complexity of abnormal road transport and the challengesit faces. The experience conducted shows that the process of obtaining an abnormal transportationclearance is time-consuming and involves many institutions working together. An analysis of therequirements for abnormal transport shows the process areas that are bottlenecks. Focusing effortson their proper organisation can ensure safe preparation of transport and effective management ofthe entire transportation process. The experience conducted to obtain an abnormal transportationclearance allows us to learn and understand this process, which can be a kind of signpost for thoseorganising such transport without the necessary knowledge. The authors conducted an experiment,applying for a hypothetical abnormal transportation clearance to the General Directorate of NationalRoads and Motorways.Keywords: abnormal transport, road transport, organisation of transport, transport management

Le lieu commun concernant le métro est justement qu’il n’est ni un lieu (mais un réseau), ni commun (les personnes qui en constituent la foule n’ont rien en commun et n’ont pas de lien entre elles), ce qui fait du métro notamment parisien un espace qui semble particulièrement inhabitable; il est perçu comme un univers dans lequel l’humanité des voyageurs est mise en doute. Or, cette image ne correspond pas avec les situations effectivement observées par nous dans le métro. Nous avons donc cherché comment décrire au plus juste ces situations, de façon à repenser l’aisance du voyageur au sein du réseau de transport collectif et à limiter le report vers l’usage de la voiture. L’intuition pragmatiste et interactionniste d’Isaac Joseph, sa façon de comprendre l’espace de mobilité comme un espace public support d’interactions sociales, sont utilement mises à profit pour identifier et décrire les sociabilités qui s’y déroulent entre voyageurs, et permettre de comprendre comment l’indifférence apparente même est en fait une marque de sociabilité. Notre propos est ici de démontrer, à partir d’entretiens semi-directifs et d’observation directe, comment le métro répond aux exigences de ce qui définit un espace public et qui constitue le substrat nécessaire à la constitution d’un territoire. Le propos de l’article est ainsi de démontrer la façon dont la notion d’habitabilité permet d’articuler celles d’espace public et de territoire.

The article examines the prospects for organizing a cluster as an effective tool for ensuring connectivity of territories of the Russian Federation through the systematic and integrated implementation of intelligent transport technologies, which corresponds to strategic directions of development of transport in the Russian Federation and determines the relevance of the topic. The objective of the study is to determine the features of organisation of the transport and logistics cluster prioritising development of intelligent transport technologies by analysing the prospects for their development, studying variability of characteristics and structure of the cluster under various conditions of its formation based on the methods of formal logic, grouping, analysis of statistical data, normative-legal information, information synthesis. The study resulted in identification of prerequisites for the most rapid development and effective implementation of intelligent transport systems within the cluster. The expediency of using this approach has been substantiated, despite its labour intensity and cost. The study suggests definitions of an innovative transport and logistics cluster, as wells as characteristics of the transport and logistics cluster prioritising intelligent transport technologies. The study revealed the specifics of organisation of this cluster, which is primarily determined by the presence of dual characteristics. The peculiarities of cluster formation are reflected in the proposed structure of the cluster under study. The role of the state in organizing an innovative transport and logistics cluster is also defined

Esta llegada se traduce por mutaciones profundas en las estrategias y el funcionamiento de las empresas de transporte y de logística de la región, marcadas por el peso de las PYME familiares. Estos cambios se pueden observar también en los actores públicos que tratan de aprovechar de la autopista, para lanzar políticas de desarrollo de la organización y de recomposición territorial. Quieren también aportar más coherencia al departamento de la Dordogne que conoce una heterogeneidad económica creciente.

Abstract (sommario):
The article addresses the issue of financing and organising metropolitan rail transport. It identifies challenges for this segment, which include the absence of organisational and funding obligations on the part of metropolitan government structures. It describes the forms of vertical co-operation which are legally permissible for local government units and identifies the drawbacks in this respect. It cites the examples of management of the metropolitan railway transport in Poland, operated despite the existing restrictions. The absence of complete legal and financial instruments providing metropolis with legal certainty in the organisation of metropolitan transport is identified. Specific solutions are recommended, referring to information on dealing the described problem outside Poland. International transport corridors are part of the global transport system and are an important part of the activities of the Organisation for Co-operation of Railways2. The development activities in the Eurasian space are aimed at modernising and developing rail transport by upgrading the technical and operational parameters of the corridors in order to improve the competitiveness of railways in freight transport in Asia and Europe. These corridors are widely used to plan and organise the routing of container trains in international traffic between the OSJD member states. Today, nearly 300 container trains are in continuous operation. The aim of the article is to present the activities to date in the development of corridors, their role and importance in rail transport in the area of the member states of the Organisation for Co-operation of Railways. The article presents issues related to the development and freight transport on 13 international rail transport corridors from the Eurasian railway area. New corridor solutions were highlighted, as well as the New Silk Road3 which is part of China’s broader so-called One Belt, One Road Initiative concept. It is a global infrastructure plan developed in China and implemented in more than 100 countries, mainly in countries referred to as emerging markets. Using motor vehicles, which uses fossil fuels, is connected with emissions. The main goal of cities, towns and also of the state is to keep these emissions as low as possible. Vehicles move on a traffic network where they are forced to accelerate and decelerate due to various impacts. Junctions and traffic jams are examples of these impacts. An important task is to build transport networks and junctions where vehicles can cross the junction as quickly as possible without unnecessary delay and a significant change in speed. This can contribute to lower vehicle fuel consumption and thus lower emissions.

The value chain can be defined as a set of all processes and procedures necessary to deliver a product or service to the end-user through various stages of development. A concept of the value chain is essential in the context of transport, as the transport process is usually one of the last elements of the value chain and determines the final value of a product or service offered. In recent years, the domestic and international rail transport market has undergone significant changes, including ongoing globalisation processes, growing importance of international trade, increase in intermodal transport significance, numerous investment outlays in transport infrastructure, means of transport, and the area of rail transport interoperability. All the above-described aspects have an impact on the value chain in transport. This paper presents an analysis of the value chain in transport processes in an aspect of rail transport. Elements of the railway transport organisation process, which affect the entire value chain, were briefly characterised in this article. Moreover, based on statistical data and a literature review, factors that fundamentally impact the efficient organisation of rail transport processes were identified.

Results of research of dynamics of development of market mutual relations in sector of transport building and influence of efficiency of functioning of the enterprises of transport building on activity of transport area, as major element of national economy of Ukraine are presented. At application of the developed complex toolkit as a whole, the transportno-building organisation will provide increase of economic efficiency of the activity at the expense of increase of degree of validity of the offers under the price and terms of building of object in mutual relations with the customer at the turnkey contract conclusion. Increase of validity of indicators which pay off, in the course of preparation of offers allows to represent accurately to a contract organisation the planned costs on building of object which in turn, gives the chance to guarantee to the customer of data of object under the given price, to the specified term. Performance of the obligations taken on strengthens competitiveness of the building organisation in the market of contract works. The customer, taking into consideration offers of the contractor, really represents the size of investments on building. As a result, the performed works are paid by the building organisation in due time, that allows to work to it(her) more stably. Besides, reception by the building organisation of the size of profit according to the proved calculations, allows to conduct to it(her) necessary building of objects of non-productive appointment, to expand manufacture. Besides, use of separate positions of toolkit at formation of strategic reference points of development of the enterprises of transport building allows to do(make) the analysis of the caused aspects of activity, calculation of the size of necessary financial assets for timely elimination of bottlenecks in is industrial-economic activities.

International Railway Organizations functioning in the world such as e.g. e.g. the International Committee on Rail Transport (CIT), the Intergovernmental Organisation for International Carriage by Rail (OTIF), the Organisation for Railway Cooperation (OSJD) and are actively working and cooperating to improve the functioning of international rail transport and rail transport chains. Their main task is to strive to promote, cooperate, develop, improve and facilitate international rail transport as a means of transport that can meet the challenges of mobility and sustainable development. The aim is to strive for continuous improvement of rail transport by simplifying border procedures and harmonising transport documents. A special feature is the common consignment note of CIT and OSJD organizations, i.e. the CIM/SMGS waybill. The aim of the article is to indicate the role of the basic transport document, i.e. the consignment note, in the development of modern international rail transport. The consignment note is an important document in international transport. The article is based on the analysis of available sources, research conducted by the World Customs Organization and experience in the field of its implementation in the practice of business activity of entities of the rail transport market.

The transport process consists of many stages, where many interferences and problems may occur. It is important to identify these problems and find solutions to them, for example, using innovative tools supporting transport process management. A properly organised transport process allows the entire supply chain to function properly. For a transport process to be effective, it must be appropriately coordinated from planning, organising, implementing and controlling. In each of these phases, different types of problems may be encountered; therefore, the persons responsible for the various phases must monitor them closely. By reacting quickly, they can resolve any interference, so that the whole supply chain runs without major problems. The organisation of transport processes consists of several phases, which are an integral part of the whole process. Properly trained staff, knowledge of the transport market and the needs of the customer are essential for a company to function properly. Thanks to these three components, a company can offer services at the highest level. This work aims to develop a scheme of the transport process on the international market and also identify problems occurring in the organisation of transport processes. Some solutions to existing problems are also proposed.

Urban transport plays a massive role in the proper functioning of cities [1, 2]. Prioritisation of public transport [3] is an attempt to fight growing traffic congestion, which has a noticeable impact on people’s comfort of living, especially in large cities [4-6]. Shaping the road environment to improve the quality of functioning of public transport means that the management of urban infrastructure cannot cause difficulties. The continuous execution of construction works in Wroclaw has forced the ordering party to introduce temporary, and often complicated, traffic organisation solutions. The primary goal is to ensure the most efficiency for public transport users while maintaining the smoothness of private transport. This article presents solutions to temporary tram traffic organisation used in Wroclaw. The frequency and effects of the applied solutions were analysed using examples of completed and planned tram investments in Wroclaw. The reasons for the applied solutions and possible directions for further analyses were considered.

This article reports on research done on resilience in urban public transport organisations. It presents the guiding principles and the framework of resilience, and the ability of public transport organisations to embed this capability. The emerging discipline of resilience studies is multidimensional and multidisciplinary. The phenomenon has been examined to present a holistic perspective on resilience through an extensive review of the literature, supplemented by empirical research in the European public transport sector. Resilience has been defined as the capacity of an organisation to survive, adapt and grow in the face of turbulent change. The literature research produced several logical conclusions, which were reviewed by using structured interviews with a selected group of specialists in this field. This made it possible to determine guiding principles, to structure the framework and to develop a unique classification of (i) the most fundamental vulnerability factors that make an organisation susceptible to disruptions; and (ii) the capability factors as attributes required for sustained performance or accomplishment. These findings are synthesised and this research establishes the ability of public transport organisations to implement a resilience approach within the boundaries of their level of advancement and prioritised direction statements.

The scientific paper is devoted to the study of the sources and consequences of emerging risks in the organisation of delivery of special cargoes in road-air transport. A critical analysis of scientific research on the occurrence of risks in road transport of cargo, as well as in the interaction of transport modes has re-vealed the lack of a comprehensive study on the analysis of sources and consequences of risks in multimodal de-livery involving road transport In order to achieve the aim of identifying the sources and implications of risks in the special cargo deliv-ery organisation in road and air transport, the scheme of sources and consequences of risks in organising the special cargo delivery by road and air transport was proposed. The scheme was described and characterised in detail. A critical analysis of risk management methods has made it possible to assert that each of them has its advantages and disadvantages, as well as the scope of practical use, which is most appropriate. A typification of managerial decisions was also carried out and an assessment of the possible consequences of risk situations in the organisation of delivery of special cargoes in the road-air transport was carried out, with allocation of methods, managerial decisions, determination of possibilities of practical implementation, as well as the rele-vant consequences. A detailed description of risk transfer methods has made it possible to talk about their limited use in the delivery of special categories of cargo, since not all types of risks are transferable. The considerable limitations of the insurance instrument are noted, since not all types of cargo can be insured. The active use of risk reten-tion methods can be economically feasible only if the probability of a risk situation occurring is low and is mostly associated with additional costs. The scientific paper presents a concrete research carried out by the author in order to implement theoretical and practical concepts of a technical-managerial nature, in which aspects of quality and quality management in the field of road vehicle transport are presented. In this way those interested can learn about quality and quality management in the knowledge-based economy, described by increased competition with direct implications for the management of the road transport organisation. The following are aspects of quality and quality management in road transport in the context of market demands and the increasing complexity of the services provided. It also deals with issues related to how the activities and services of road transport organisations are certified in terms of quality and reviews the most important ISO standards used in the certification process of the quality of specific services. The principles and functions of knowledge-based quality management in road transport are defined. They are analysed from both an economic and a knowledge perspective. At the end of the paper it is shown how to implement Total Quality Management (TQM) in a road transport organisation and the conclusions in the field are drawn.

The article deals with the geographical organization of the Czech transport system and with the changes in the transport hierarchy of settlement centres of Czechia during the transformation period. This paper focuses on long-term development tendencies in the transport hierarchy of settlement centres development, which create the basic framework for further research. It also considers changes of significance and structure in the transport hierarchy of settlement centres between 1990 and 2005 with regard to the trends in the development of the transport sector. The analyses mainly result from the Road transport census and are focused only on changes in the transport system of Czechia at the national level.

To perform the basic management functions, a developed organizational culture is required. It is based on a system of common values, beliefs and norms that are formed for all employees of a given organization as a result of a complex process of interacting.The article proposes to consider the «safety culture» (including, for example, traffic safety culture, environmental safety, labor activity safety culture) as an element interconnected with all other elements of organizational culture. This is especially relevant for transport companies, including JSC Russian Railways, where technology development and technological sophistication are progressing rapidly andwhere, for objective reasons related to nature of the activity, the level of occupational injuries is high.Organizational culture is considered in the article, as a set of functional cultures in the field of corporate management, interaction and communication, labor organization, safety culture, and interaction with external clients.JSC Russian Railways uses modern technologies and sophisticated technology in its activities, while there are infrastructural restrictions; all this is a source of safety risks and threats. Therefore, the maturity level of safety culture, as well as its assessment are of great importance both for development of the organizational culture, and for the company.
