Abstract Between 1884–1885, Britain requested a contingent of boatmen – “voyageurs” – from Canada to assist transport troops and supplies through the Nile's system of cataracts (rapids). The expedition's cross section of participants included Egyptians, Sudanese, roughly one hundred indigenous subjects from Canada and subjects from across Britain's empire. Primary sources authored by four participants are central to understanding how the role of travelogues and their accompanying illustrations and photographs combine with discourses of imperialism to establish a foundational framework for the discursive practice of colonialism. Two authors – Louis Jackson's Our Gaughnawagas in Egypt (1885) and James D. Deer's The Canadian Voyageurs in Egypt (1885) – were members of the Mohawk community of Kahnawake near Montreal, Quebec. This visual essay is interested in the way in which indigeneity is produced through contact and exchange under conditions of imperial conquest. It intersperses maps, historical illustrations, photographs, fragments of musical transcription texts and travelogues that were produced in Canada, Britain, Egypt, and Sudan during the 19th and 20th centuries.

The Organisation for Co-Operation between Railways (OSJD) is an international organisation established on the basis of the “Provisions on the Organisation for Cooperation between Railways” international agreement. The year 2021 is significant for the OSJD since the Organisation celebrates 65 years of its existence. The past years were a period of constant development of the OSJD, full of important events and changes, both within the Organisation itself and in the economic and geopolitical situation of the regions in which it functions. The OSJD has always been focused on the development and improvement of railway transport in Eurasia through the development and improvement of transport corridors and the harmonization of transport law. It is one of the major organisations in the railway sector, actively operating and cooperating with other important international organisations functioning in the railway transport sector, such as the International Union of Railways (UIC), the International Rail Transport Committee (CIT), and the Intergovernmental Organisation for International Carriage by Rail (OTIF), whose task is to promote, cooperate, develop, improve, and facilitate international railway transport as a means of transport that could meet the challenges in terms of mobility and sustainable transport. As part of this cooperation, the OSJD is focused on the constant improvement of railway transport through the simplification of border procedures and the harmonisation of transport documents, which is exemplified by the common CIM/SMGS consignment note. The purpose of this article is to outline the main tasks and roles of the Organisation in the development of railway transport in Eurasia in recent years. Ne pouvant aller enquêter sur place, il a recours aux recherches qu’il suscite au sein de la Société d’économie sociale et aux récits de voyageurs comme le père Huc pour comprendre l’étonnante stabilité du Céleste Empire. Son œuvre écrite, de 1864 à sa mort (1882), porte la trace de son interrogation constante sur la société chinoise et ses ressorts. In fine , Le Play pense trouver la solution de l’énigme dans l’existence, aux marches de l’empire, de sociétés pastorales matrices d’une organisation sociale patriarcale adoptée par la masse des paysans sédentaires obéissant à une loi morale mise en forme et transmise par les lettrés disciples de Confucius.

Ce mémoire présente une contribution à la personnalisation dans les systèmes d'information. La personnalisation consiste à adapter les informations et leur présentation selon les besoins, les capacités, les préférences des utilisateurs et le contexte des requêtes. Notre contribution consiste à proposer une organisation multi-agents (MAPIS) flexible et coopérante capable de mettre en relation les données hétérogènes et distribuées récupérées en exploitant la mobilité des agents avec les profils des utilisateurs mis à jour grâce aux capacités d'apprentissage des agents. Nous avons appliqué ces travaux à un système d'information multimodale pour le transport terrestre de personnes. L'objectif de ce système est de proposer des itinéraires personnalisés aux usagers. Ces travaux font l'objet de nombreuses perspectives théoriques (par la formalisation de MAPIS et son évolution vers un outil de conception de systèmes d'information personnalisée) et applicatives
These works, based on a multiagent organization, are related to the personalization in the information systems. The personalization consists in adapting information and their presentation according to the needs, the capacities, the preferences of the users and the context of the requests. Our contribution consists in proposing a flexible and co-operating multiagent organization (MAPIS) able to connect the heterogeneous and distributed data retrieved by exploiting the agents mobility with the profiles of the users. The profiles are updated thanks to the agents capacities of learning. We have applied this work to a multimodal information system (AgenPerso) for the surface transport. The aim of the system is to propose personalized routes. This work will have several future works: theoretical (by the MAPIS formalization and its evolution towards a tool for the design of personalized information systems) and applicative (by the enrichment of the new services in AgenPerso)

Dans ce cadre, cette thèse s’efforce d’analyser sous un angle forcément transdisciplinaire les relations entre les différentes composantes du système ferroviaire, afin de le rendre intelligible. En complétant cette approche empirique par la modélisation du fonctionnement des services ferroviaires conventionnés de voyageurs, captant la majorité des fonds publics alloués au secteur, il s’agit également de contribuer à la compréhension du système ferroviaire et de ses enjeux contemporains, au bénéfice de ses décideurs, et tout particulièrement les autorités publiques
The current government’s legislation to restructure the rail sector defines the national rail system as a complex system composed of “all the human and material means implemented on the national rail network in order to ensure the management and delivery of transport services using it”. Within this framework, this thesis attempts to analyze in a necessarily interdisciplinary perspective the relationship between the different components of the rail system, in order to make it intelligible. It aims to contribute to understanding the railway system and its current issues, by completing this empirical based approach to modeling the public service obligations, which represent most of the traffic and publics funds on the French rail network

Ces dernières années, on a assisté à une tendance croissante à l'adoption de solutions de transport flexibles telles que le transport à la demande (DRT), principalement en raison du confort accru qu'elles offrent aux passagers. Cependant, cette flexibilité s’accompagne d’importants coûts économiques. Par conséquent, les autorités de transport explorent actuellement des méthodes pour augmenter la flexibilité des transports publics conventionnels (CPT), qui sont plus conservateurs que le DRT. Cela amène à l'importance du Flex-Route Transit (FRT), un système innovant fusionnant les avantages du DRT et du CPT. Dans cette thèse, nous menons une enquête exhaustive sur le FRT. Plus précisément, nous examinons la littérature académique pertinente, mettant en évidence les lacunes existantes dans la recherche. Ensuite, nous formulons un modèle de programmation linéaire en nombres entiers mixtes (MILP) étendant l'état de l'art pour inclure des caractéristiques du problème précédemment négligées, et nous le complétons par un ensemble d'inégalités valides pour améliorer sa relaxation linéaire. Nous introduisons également un algorithme heuristique pour obtenir une solution réalisable et employons une technique de démarrage à chaud pour booster la solution du MILP. Par la suite, une analyse de sensibilité est réalisée sur la base d'un plan factoriel complet. Ici, nous évaluons les niveaux de saturation du système selon divers scénarios de demande, en nous concentrant sur les temps d'attente prolongés pour les passagers. Dans le dernier chapitre de contribution, un modèle MILP stochastique pour le FRT est proposé, dans lequel certains paramètres initiaux du MILP de base sont élevés au statut de variable. Nous concluons la thèse en décrivant des pistes prospectives pour de recherches futures
In recent years, there has been an ascending trend towards the adoption of flexible transit solutions like Demand Responsive Transit (DRT), primarily due to the enhanced convenience they offer to passengers. However, this flexibility comes with an associated economic burden. Consequently, transport authorities are presently exploring methods to augment the flexibility of Conventional Public Transport (CPT), which is more conservative compared to DRT. This gives rise to the significance of Flex-Route Transit (FRT), an innovative system amalgamating the benefits of both DRT and CPT. In the doctoral dissertation presented here, we conduct an exhaustive investigation of FRT frameworks. Specifically, we scrutinize pertinent academic literature, highlighting extant research lacunae. Then, we formulate a Mixed Integer Linear Programming (MILP) model extending the state of the art to include previously neglected problem features, and we supplement it by a set of valid inequalities to enhance its linear relaxation. We also introduce a heuristic algorithm to procure a feasible solution and employ a warm start technique to boost the MILP solution. Subsequently, a comprehensive full factorial experimental design sensitivity analysis is carried out. Here, we evaluate the system's saturation levels under various demand scenarios, focusing on the elongated wait times for passengers. In the final contribution chapter, a stochastic MILP model for the FRT is proposed, wherein certain initial parameters of the base MILP are elevated to variable status. We conclude the dissertation by outlining prospective avenues for future research

Cette thèse examine trois questions importantes dans l'industrie du transport aérien. Le premier chapitre traite des impacts structurels et des changements politiques sur l'industrie aérienne. Un modèle structurel économétrique est utilisé pour analyser la mesure dans laquelle le trafic aérien est affecté par la hausse des prix du carburant et la proposition de la Commission Européenne sur l'adhésion de transport aérien au marché de permis Européen (EU-ETS). Une augmentation des coûts d'énergie implique une hausse de tarifs aériens et une baisse aux niveaux de trafic. L'EU¬ETS pourrait en effet affecter de manière significative le niveau des émissions de l'aviation alors qu'il ne devrait pas changer radicalement la compétitivité des compagnies aériennes européennes. Le deuxième chapitre analyse le model d'affaire de l'aéroport dans le cadre de marché biface par un modèle structurel économétrique. Les aéroports de notre base de données ne sont pas internaliser les externalités existent entre les deux parties. Ils utilisent différents systèmes de tarification de chaque côté. Nous trouvons la preuve empirique des prix de la maximisation du profit pour les passagers et des prix Ramsey pour les compagnies aériennes. Le troisième chapitre porte sur le partage du code entre compagnies aériennes par un modèle structurel. La hausse des prix et la baisse du bien-être après le partage du code plus si partage de code n'incite pas l'entrée de nouveaux produits. Le paramètre de division des bénéfices entre compagnies partenaires dans un accord de partage de code est estimée 91 pourcent signifient que le transporteur reçoit 91 pourcent des bénéfices du partage du code produit
This thesis examines three important issues in the air transport industry. The first chapter deals with the structural impacts and policy changes on the airline industry. A structural econometric model is used to analyse the extent to which the air traffic is affected by an increase in fuel prices and the proposal of the European Commission on the accession of air transport to the European Emission Trading Scheme (EU-ETS). An increase in energy costs implies an increase of air fares and a dec1ine in the levels of traffic. The EU-ETS could indeed significantly affect the level of aviation emissions while he should not radically change the competitiveness of European airlines. The second chapter analyzes the model of case of the airport in the framework of two-sided market. The airports of our database are not internalize externalities exist between the two parties. They use different price setting strategies for each side. We find the empirical evidence of profit maximization pricing for the passengers and the Ramsey prices for the airlines. The third chapter focuses on code sharing between airlines by a structural econometric model. The prices increase and the dec1ine in the consumer surplus after code sharing if it does not encourage the entry ofnew products. The parameter for the division of profits between partner airlines in a code-share agreement is estimated 91 percent mean that the operating carrier receives 91 percent of the profits of the sharing of the product code

Jusqu'aux annees quatre-vingt, l'information des voyageurs ne constituait pas une priorite pour les entreprises de transport collectif urbain dans les pays industrialises. Centree sur la fonction "transport", la communication avec les voyageurs semblait une dimension oubliee par les entreprises. Des nouvelles pressions, liees aux mutations contextuelles (urbanistique, economique, politique et sociales), ont cependant modifie le cadre de reference traditionnel de ces entreprises et place celles-ci face a de nouvelles exigences notamment, celle de communiquer avec les voyageurs. Si ces entreprises ont su s'approprier les innovations en matieres de technologie de l'information et de la communication, la demarche comparative retenue (france, quebec) revele, qu'a developpement technologique comparable, les politiques d'information des voyageurs mises en oeuvre par les entreprises de transport public urbain, suivent des voies diversifiees selon les pays et s'inscrivent dans un processus socialement construit.

Le transport aerien mondial de passagers est aujourd'hui caracterise par un oligopole mondial, dote de structures fortement concentrees aux grands aeroports, dans les principaux marches domestiques et internationaux, et notamment aux trois poles de la triade. L'emergence d'un oligopole mondial est le resultat de choix politiques et de decisions d'acteurs prives qui ont cherche a maitriser la destabilisation provoquee par les mouvements de dereglementation et de liberalisation. Dans le transport aerien, l'oligopole mondial revet une configuration particuliere, composee d'une juxtaposition de marches domestiques et internationaux individuellement dereglementes, mais non integres en raison de la persistance de certaines barrieres reglementaires. La rivalite dans l'oligopole mondial du transport aerien releve ainsi de la concurrence systemique, s'exprimant autant dans le domaine de la cooperation que dans le domaine concurrentiel stricto sensu. L'etude de l'emergence et du fonctionnement de l'oligopole mondial du transport aerien de passagers est abordee dans ce travail sous la perspective des fusions et acquisitions, de la cooperation interfirme et des systemes d'information. Les developpements permettent de prendre la mesure du pouvoir de marche reel des compagnies en presence de structures concentrees. L'existence d'un tel pouvoir est incompatible avec les postulats de la theorie des marches contestables, laquelle a pourtant servi de principale justification theorique a la dereglementation du transport aerien. L'analyse des raisons d'une non-pertinence de la theorie des marches contestables dans cette industrie conduit a l'identification d'un processus cumulatif, permettant aux compagnies en place de perpetuer des asymetries initiales et de maintenir un avantage competitif, notamment grace a une capacite d'innovation dans le domaine organisationnel.

Dans la présente thèse, nous modélisons l'évolution des trafics nationaux de voyageurs à longue distance, ferroviaires, aériens et autoroutiers, à l'aide de modèles macro-économiques calés sur séries temporelles. Les modèles calés sur séries temporelles offrent l'avantage de s'appuyer sur de l'information dynamique et permettent de mettre en évidence des relations de long terme entre les fluctuations de certaines variables et celles des trafics. Toutefois, ces modèles ne sont pas sans présenter des inconvénients. Ces modèles sont généralement des modèles de demande directe et perdent la logique de génération – partage modal. Par ailleurs, les variables explicatives sont généralement en nombre restreint et fortement agrégées, ce qui n'est pas sans soulever des problèmes de pertinence. Ainsi une même vitesse ferroviaire moyenne peut correspondre à des structures de temps de parcours différentes et donc à des impacts différents sur les trafics. Dans la présente thèse nous proposons un indicateur de vitesse ferroviaire qui permet d'intégrer des effets de structure et de seuils de concurrence air/fer. Nous testons par ailleurs différentes architectures, demande directe ou génération - partage modal. La thèse est divisée en 4 chapitres. Après avoir présenté les bases de données disponibles et décrit l'évolution des trafics, nous explicitons les principaux déterminants de la mobilité à longue distance puis effectuons une analyse bibliographique des différentes méthodes de modélisation existantes. Dans un dernier temps, nous construisons, et analysons sous l'angle de l'opérationnalité, différents modèles
This thesis models long distance traffic in France, by rail, plane and motorway, at a national level, with macro-economic time series models. Time series models are based on dynamic information and thus enable to show long term links between traffic variations and explanatory factors variations. However time series models also have some drawbacks. Direct demand models are often used and miss the generation / modal share logic. Only a few variables can be used and these variables are highly aggregated. A certain amount of average national train speed may correspond to different time travel structures and thus to different impacts on rail traffic. In the models that we fit, we use a rail speed indicator that takes travel times structure and thresholds in air / plane competition into account. Besides, we test different model structures, both direct demand and generation and modal split. This thesis is divided into four chapters. Chapter 1 presents the data available and describes past traffic variations. Chapter 2 focuses on long distance travel main explanatory factors. The various methods for long distance travel modelling are analysed in chapter 3. In chapter 4, we produce and analyse different model forms

Mais pour atteindre un (ou des) objectif(s) - dont le contenu peut varier- les décideurs et les techniciens doivent pouvoir disposer d'outils de comptabilité et de gestion. Des entreprises comme la RATP et la SNCF disposent d'outils et d'indicateurs de gestion internes (méthodes d'analyse des performances, coûts unitaires, indicateurs pluriannuels de l'entreprise. . . ). Cependant ils ne permettent pas d'appréhender l'ensemble des avantages que procurent les transports en commun. Le voyageur n'est pas le seul à tirer des avantages. Il y a d'autres bénéficiaires (indirects) du système de transport car cette activité engendre des effets externes positifs dont bénéficient la collectivité dans son ensemble, les promoteurs immobiliers, les automobilistes, les grands magasins. . . Aussi la réalisation d'un compte transport présentant notamment les effets externes des différents modes, les flux financiers, les mécanismes fiscaux, l'origine des financements et leur affectation. . . Peut réellement apporter une aide aux décideurs et aux techniciens

En revanche, des interrogations subsistent, notamment dans la sphère professionnelle.Dans le cadre de cette thèse, l’étude portera sur la négociation collective relative à l’égalité professionnelle, dans les sociétés de Transport Routiers de Voyageurs (TRV). Il s’agira d’identifier les freins entre l’obligation qui leur est faite de négocier sur ce thème et les difficultés à se saisir de ce sujet comme objet de négociation. La singularité de ce secteur d'activité et le peu d’études menées dans ce domaine ont été de nature à motiver notre démarche
The implementation of gender equality at work in companies has been driven for more than 50 years by regulatory, legislative and contractual changes, either specific to equality between women and men, or in a more general framework of non-discrimination.There is no doubt that we are still far from an optimal enforcement of "equality" between women and men, as this concept is such a cause of controversy and fluctuations. However, questions remain, especially in the work area.Within the frame of this thesis, the study will focus on collective bargaining for gender equality at work in road passenger transport companies. This work aims at identifying the obstacles between the obligation for women to negotiate in this area and the difficulties in owning this topic as a means of negotiation. The uniqueness of this sector of activity and the few studies carried out in this particularly area motivated our approach

Modern-day leadership demands competencies to embrace challenges and uncertainties as a part of a working career. Uncertainties bring in many unknown outcomes and a loss of direction to any team. This is much acknowledged when the unknown outcomes are affecting the team spirit and, in turn, organisational sustainability. Leadership integrity is a watershed to handle such uncertainties with positive outcomes. Like in any other business domain, uncertainties are part of the business in shipping. However, there are specific instances in the nature of COVID-19 that came with many challenges, like extended work contracts, no shore leaves, infrequent crew change, quarantine rules before sign-in, online surveys, etc. Such an uncertain and challenging work environment on board a ship (which itself is an organisation) results in anxiety, stress and depression. In this context, leadership integrity provides much-needed direction and can create a healthy work environment in any organisation. It is in this context that this paper tries to measure this hypothesis in an explorative study, particularly among active marine engineers who worked on board ships during the COVID-19 pandemic. Such knowledge facilitates the understanding of organisational behaviour during challenging times and provides a timely prescription for organisational success during uncertainties and challenging times with much significant focus on the integrity of leaders.

In the last few years, maritime transport between China and European Union has experienced huge capacity limitations and enormous delays. An alternative has emerged in railway transport. Currently, railway transport is less time consuming but is more expensive. So, there are optimisation challenges in organising transport of goods between China and European Union. Naturally, only goods in containers are transferred to railway transport as they will probably be able to bear the more expensive transport costs considering the reduction in transport time. Since 2013, China has been implementing the Belt and Road Initiative strategic plan to create a single market. One part of the plan also refers to establishing land connections, mainly by railway, between China and the European Union. There are currently four main corridors: (1) Northern, (2) Mongolian, (3) Southern, and (4) the New Silk Road. The most significant challenges can be divided into technical and organisational. The main technical challenge is the different track gauges that cause loading limits and loading gauge issues. The main organisational challenge is different customs procedures, operational rules, and administration tasks. This paper analyses the corridors used for railway transport of containers between Asia and European Union. We tackle issues regarding the technical and organisational obstacles. We have analysed container equipment, transloading equipment, railway vehicles, and terminals on the technical side. After that, we collected and analysed statistical data regarding traffic flows. We made a detailed analysis of the organisational process. According to our analysis, we have proposed organisational improvements that facilitate the overall transport of containers between China and European Union.

A pandemic caused by the COVID-19 has caused disorders and enormous damage in all modes of transport. Carriers as well as transport users have faced great challenges of maintaining traffic. Measures and requirements imposed on them were often obscure, imprecise, and the journey itself was uncertain. Passengers were in fear of whether they would be able to reach their destination, but also whether they will succeed in preserving their health. Carriers, on the other hand, have also sought to adapt and provide passengers with safe transport. Nevertheless, the pandemic caused financial collapse of many carriers, landed the world fleet and closed many airports. Various legal instruments related to the protection of public health are applied in air transport, and they have been adopted within the framework of the World Health Organisation (WHO), the International Civil Aviation Organisation (ICAO) and the European Aviation Safety Agency (EASA), which will be presented in the paper. Various epidemiological measures related to the COVID-19 coronavirus pandemic have been prescribed in air transport, applicable during the journey, which have certain specifics in relation to other modes of transport. The paper will present epidemiological measures as well as the procedure applied when there is a passenger on the flight who shows symptoms of an infectious disease, and new procedures related to transport of goods. It will also address the obligation to complete certain forms and provide various information as well as the obligation to compensate costs for cancelled flights. There is no doubt that the COVID-19 pandemic has a significant economic impact on air transport, and efforts will be made to present measures and provide forecasts for the recovery of air traffic in the period that follows. The paper will also address the question as to whether existing legislation and measures are appropriate, whether relevant international organisations have taken prompt measures to protect and ensure air transport during the pandemic, and whether sufficient measures have been taken to protect the health of passengers on the flight.

Résumé: Les représentations des villes depuis la mer ont eu, à partir du XVe siècle, un grand succès dans l’iconographie urbaine des voyageurs. Depuis 1911, Le Corbusier a pris l’habitude d’esquisser dans ses carnets de croquis les paysages urbains découverts au cours de son voyage en Orient. Villes, remparts ou monuments significatifs sont souvent représentés depuis la mer ou les fleuves, car l'arrivée en bateau autorise une perception progressive et globale du site. Suite à son séjour en Amérique du sud en 1929, l'architecte exprime ouvertement son appréciation pour la perspective obtenue depuis le bateau au milieu des baies, car ce point de vue lui permet de contextualiser immédiatement ses propositions d’aménagement urbain. De simple connaissance des villes, cette pratique iconographique devient, chez Le Corbusier, un instrument d’élaboration du projet. Mais la vue horizontale est bientôt accompagnée du procédé de survol des centres urbains pour appréhender la grandeur du paysage naturel et construit. À travers l’analyse des nombreuses images – dessins, croquis, photos – élaborées par Le Corbusier à partir des différents moyens de transport, ainsi que des commentaires accompagnant ces documents iconographiques et de quelques textes publiés, on essayera de mieux comprendre le rapport entre l’échelle de ces visions panoramiques et la nouvelle approche territoriale mise au point par Le Corbusier à partir des années Trente. Abstract: The representations of cities viewed from the sea have had, since the fifteenth century, a great success in urban iconography. From 1911, Le Corbusier began drawing urban landscapes in his sketchbooks, which he discovered during his trip to the Orient. Cities, fortifications or significant monuments are often depicted from the sea or rivers, because the arrival by boat allows a gradual and overall perception of the site. After his stay in South America in 1929, the architect openly expressed his appreciation for the panoramic view obtained from the boat in the middle of the bay. This point of view allows him to contextualize his urban development proposals immediately. This iconographic practice is no longer a simple function of knowledge, but it has become an instrument for realising the project. However, the horizontal view was soon accompanied by the process of flying over urban centres to understand the magnitude of the man-made and natural landscape. Through the analysis of the many images – drawings, sketches, photos – developed by Le Corbusier using different means of transport, of comments accompanying these iconographic documents and of some published texts, the paper aims to better understand the relationship between the scale of these panoramic visions and the new territorial approach developed by Le Corbusier from the Thirties onwards. During the 88th General Session held virtually in May 2021, the World Organisation for Animal Health (WOAH: founded as OIE) Regional Commission for Europe agreed “Long-distance transport of live animals: WOAH’s standards and best practices including societal perception and communication aspects” as the Technical Item I to be presented during the 30th Conference of the Regional Commission in Catania (Italy), from 3 to 7 October 2022. An online questionnaire was designed and distributed to WOAH Members of the Regional Commission for Europe from 21 June to 8 July 2022 (with minor finalisations by 2 August 2022). The persons responsible for completing the questionnaire (of 47 Members in total) were mainly WOAH Delegates, National Focal Points for animal welfare or National Contact Points for long-distance transportation. The qualitative analysis of the information provided was carried out by grouping similar answers and, when proper, the United Nations geoscheme was applied to highlight any spatial clustering of the results. The wide majority of the Members (46 out of 47) declared to have in place specific legislation on animal welfare during transport, and most of them stated to be “generally aligned” with WOAH standards, there are still many countries in the Region where certain crucial requirements are not mandatory. Journey and contingency plans are commonly part of the specific legislation on animal welfare during transport, as well as monitoring and evaluation of the implementation of the legal requirements concerning animal transport by the Competent Authority or other certification bodies. The presence of major gaps in budget and/or available resources and trained personnel was declared by almost half of the responding Members (21 out of 47). Concerning the awareness of the civil society regarding animal welfare issues during transport, 11 Members reported a “low” level of awareness, and they were mostly included in the areas of Southern Europe, Western and Central Asia. The greatest part of Members responding “high awareness” clustered in the Northern and Western Europe geographical areas. Members were also asked to indicate possible WOAH initiatives that could improve the implementation of the standards, and most of them suggested to develop training activities and provide additional guidance through revised and/or new standards in the Terrestrial Animal Health Code and/or through other WOAH documents.

This brief summarises key considerations concerning cross-border dynamics between Uganda and Kenya in the context of the outbreak of Ebola (Sudan Virus Disease, SVD) in Uganda. It is part of a series focusing on at-risk border areas between Uganda and four high priority neighbouring countries: Kenya; Rwanda; Tanzania, and South Sudan. The outbreak began in Mubende District, Uganda on 19 September 2022, approximately 340km from the Kenyan border. At the time of writing (December 2022), the outbreak had spread to eight Ugandan districts, including two in the Kampala metropolitan area. Kampala is a transport hub, with a population over 3.6 million. While the global risk from SVD remains low according to the World Health Organization (WHO), its presence in the Ugandan capital has significantly heightened the risk to regional neighbours. Kenya is categorised as a priority level 1 country, following a case in Jinja on the road between Kampala and the Kenyan border, on 13 November 2022. A total of 23 suspected cases were tested in Kenya up to 1 December 2022, all with negative results. To date, no case of SVD has been imported into the country from Uganda. This brief provides details about cross-border relations between the two states, the political and economic dynamics likely to influence these, and the specific areas and actors most at risk. The brief is based on a rapid review of existing published and grey literature, news reports, previous ethnographic research in Kenya and Uganda, and informal discussions with colleagues from the International Organisation for Migration, UNICEF, UNDP, Save the Children, the Kenyan Red Cross Society, the Kenyan Ministry of Health (MoH) and Ministry of Livestock, Agriculture and Fisheries in Kenya, and the Safe Water and AIDS project in Kisumu. It was requested by the Collective Service, written by Hugh Lamarque (University of Edinburgh) and Hannah Brown (Durham University) and supported by Olivia Tulloch (Anthrologica).
