The article analyzes Louis Adamic's early translation phase that included, apart from his translations from Slovenian, also Croatian literature. His translations had a double function: to help him improve his English and to promote him as a writer. He randomly chose some Croatian short stories which he partly translated and partly adapted. He also did his best to introduce the authors to the American readers. The stories were published in American magazines but Adamic's repeated effort to publish a book of Yugoslav translations sadly failed. In spite of this, he was an important groundbreaker in the field paving the way for other translators who followed in his wake.

Chinese translations of U.S. literature manifest a shift from the third-world internationalism and anti-Western and anti-capitalist politics of the 1950s toward a diminished rhetorical antagonism in the late twentieth and early twenty-first centuries. Because translation introductions are instrumental in introducing Chinese readers to the social context of U.S. literature, we surveyed a broad sample of prefaces. Based on this survey, we theorize China-U.S. translation relations within a world system; examine the ideological character of post-Revolution translation introductions to American literature; and identify shifting ideological tides following the Cultural Revolution.

In a recent article, I argued that Native American literature, as a minor literature according to Deleuze and Guattari, is a great candidate for being translated in a minoritizing way, as proposed by Venuti. Since this literature is very popular in Spain –13 translations published in the 2010s–, I analysed the most recent translations of Sherman Alexie’s, Louise Erdrich’s and N. Scott Momaday’s novels and concluded that they were aimed at entertainment, at linguistic and syntactic fluency, and at over-refined stylistics. This kind of translation means, hence, the erasure of indigenous cultural and literary aspects from the target texts and the hiding of the socio-political implications of the source texts. In the present article, I insist on the idea that Venuti’s ‘minoritizing translation’ can be adapted to attend to the minor literature features of American Indian books and, consequently, to produce culturally and socio-politically engaged translations. After revising Venuti’s proposal and Tymoczko’s criticism on it, I present a brief description of the translations of works by Alexie, Erdrich, Momaday and Zitkala-Ša, all published during the 2010s. Then, I detail the precise strategies that would help to emphasize the specific characteristics of this literature, and I compare passages from the published translations with my alternative minoritizing translations.

The rise and development of Chinese-American literature is closely related to the socio-cultural context in which the subject of its creation resides. Because the works contain a lot of Chinese elements, the writing of Chinese American literature often entails translation from the perspective of cultural studies. This kind of translation does not refer to the simple conversion on linguistic level, but the adaptation of Chinese culture, Chinese history and Chinese experience, which is a kind of invisible cultural translation. Chinese American writers have applied Chinese traditional culture to their works and achieved success in the target audience, which provides effective solutions and rich experience for the dissemination of traditional Chinese culture. This paper intends to study Chinese American literature from the perspective of cultural translations, and its enlightenment on the dissemination of traditional Chinese culture overseas.

Ideology has always influenced translation, yet this fact became a topic of scholarly research only in the 1990s. The working of ideology in literary translations most often manifests itself as a conflict of value systems. From vast reservoir of foreign sources, the native axiology absorbs values that it needs to sustain its culture. It is not a coincidence that Anglo-American literature, propagating ideas of democracy and individual freedom, became popular in Poland in the first half of the nineteenth-century when Poland did not exist as a state. Only a century later, American literature was the most popular of all foreign literatures in pre-1939 Poland. World War II changed this situation, and the Soviet-controlled apparatchiks favored translations that were “politically correct.” Yet, because of their connections with earlier revolutionary movements, avant-garde Anglo-American writers were often published during the communist regime, for example Virginia Woolf, whose novels were standardized to appeal to the tastes of popular readers. After Poland regained independence in 1989, the national book market was privatized and commercialized, and avant-garde literature needed advertising to get noticed. Cormack McCarthy’s novels were translated into Polish on the wave of popularity of the Coen brothers movie based on No Country for Old Men. The two Polish translations of McCarthy’s novel try to sound like a typical hard-boiled realistic fiction. This is where the ideology of consumerism meets the ideology of communism: literature is a means to sustain – and control – a cultural monolith, where all differences are perceived as possible threats to social order.

This article studies the translation of Brazilian literature in the United States between 1930 and the end of the 1960s. It analyzes political, historical and economic factors that influenced the publishing market for translations in the U.S., focusing on the editorial project of Alfred A. Knopf, the most influential publisher for Latin American literature in the U.S. during this period, and Harriet de Onís, who translated approximately 40 works from Spanish and Portuguese into English. In addition to translating authors such as João Guimarães Rosa and Jorge Amado, de Onís worked as a reader for Knopf, recommending texts for translation. The translator’s choices reflected the demands of the market and contributed to forming the canon of Brazilian literature translated in the United States.

Comparing three Chinese translations of Amy Tan’s novel The Kitchen God’s Wife (1991), this article explores gender issues in Chinese translations of Chinese American women’s literature from a feminist perspective. Using the feminist concept of female alienation, it explores how feminist consciousness and sexual alienation caused by marital sexual violence in the source text are expressed in the Chinese translations, and how far the translations achieve (feminist) translation equivalence. Special attention is paid to the translators’ gender consciousness and ideologies, as reflected in their translations, in order to explore the role played by gender in the translation of women’s writing.

Brazilian literature is traditionally understood to have developed in relative isolation from the literatures of Hispanophone Latin America, inhabiting a peripheral cultural space within the already peripheral sphere of Latin American literature. Perhaps the most striking example of this traditional conception is the commonly held assumption of the complete literary-historical separation of two of Latin America’s most renowned fiction writers: the Brazilian Joaquim Maria Machado de Assis and the Argentine Jorge Luis Borges. Machado de Assis, in particular, is often regarded as inhabiting a double cultural periphery, as both a Latin American and a Brazilian, who, furthermore, wrote in a “minor” language, never traveled outside of his own country, and rarely ever left his native Rio de Janeiro. Another enduring belief, tangential to the tale of Brazil’s cultural isolation, is that Machado de Assis’s work went untranslated, by and large, until about half a century after his death. Yet the early translation history of Machado’s work offers a fascinating insight into the literary ties that connect his work to the dominant literary cultures of the Americas and Europe and provides an intriguing literary-historical link between Machado de Assis and Jorge Luis Borges. Curiously, the connection between Machado and Borges, whose countries share a border, follows a route of translational cultural exchange through France and Spain, and involves a prolific translator who was both the first Spanish translator of Machado’s short fiction and the mentor of a young Borges: Rafael Cansinos Assens. Thus, the early history of Machado’s fiction in translation demonstrates that Machado is a much less peripheral figure than previously imagined, and that, through Machado, Brazilian literature is more intimately intertwined with the literatures of Hispanophone Latin America and the cultural capitals of Europe than critics and scholars have recognized.

The paper reviews instances of intralingual translation between British and American English. Its main focus is the translation of literary texts aimed and children and young readers which were written in Britain and then altered before being released on the American market. Examples of cases where originally American texts were altered for British readers, a less common trend, are also provided. The text explores typical differences between British and American English, the position of children’s literature and the motivations behind the changes, examples of alteration to titles of books, changes that trigger changes of larger portions of texts, alterations to the style of the books, and areas where the authors of the translations corrected authors’ mistakes. Most of the examples are based on previously published works which analyzed intralingual translation between British and American English in children’s literature, with some taken from unpublished research by the author. The paper was written with the hope that it will help create more awareness of the existence of such translations, especially since in most cases no information that such changes were made is provided within or outside the literary texts discussed in this paper.

This article presents the translations of Spanish and Latin American authors into Lithuanian during the 50 years of Soviet occupation (1940–1990). The purpose of this research is to explore the legacy of these translations within the context of preventive censorship practiced in the Soviet Union. Preventive censorship involves selectively filtering books and authors for inclusion or exclusion from publication due to ideological or political considerations (cf. Leonardi 2008). The article addresses three main questions: (1) What was the volume of Spanish-language literature in the overall corpus of translations in Soviet Lithuania? (2) Which Spanish-language authors were accessible to Lithuanian readers during the period under consideration? And (3) What factors might have influenced their selection for publication in Lithuanian translation? An attempt is made to describe the corpus of translations from Spanish into Lithuanian, with a particular focus on the selection criteria to be met for inclusion of these literary works in the Soviet canon of foreign literature.

In order to examine how children's literature might be translated, two different English translations of two Swedish picture books have been analyzed. The original Swedish books are Rävjakten and Pannkakstårtan by Sven Nordqvist. Rävjakten was translated as The Fox Hunt in 1988 and as The Fox Hunt in 2000. Pannkakstårtan was translated as Pancake Pie in 1985 and as The Birthday Cake in 1999. Literary translation in general, specific translation issues for children's literature, and trends in international English style have been considered. Analysis of the four texts has been made, with consideration given to the following areas: changes in illustrations, layout, or format; text changes; lexical choices; and retention, deletion, or modification of names and culturally specific references. The analysis revealed that the following tendencies were true for the later translations: foreignization of the text, word-for-word translation of the text, and a neutral international English variety.

The thesis investigates the sociological, cultural and ideological factors that affect the production and marketing of two major translations published in Fascist Italy and targeting both adult and young readers. The dissertation focuses upon a selected corpus of translations of the American novels, Uncle Tom’s Cabin (1852) and Little Women (1868), which were repeatedly translated between the 1920s and 1940s. By adopting an interdisciplinary approach, which encompasses fields such as the history of publishing, the sociology of translation, children’s literature, studies on the role and functions of the Paratext and scholarship on Fascism and its cultural policy, this study aims to offer a detailed examination of the Italian publishing market during the Ventennio. It probes the contexts informing the publishing history of these translations, their readerships, and interrelations with the growing importance of cinema, as well as questions related to the various retranslations produced. Furthermore, given the central role of publishing in the shaping of political consent and the contradictory attitude of the regime towards translations, this thesis explores ideological influences affecting selected translations of these novels that centre on issues of particular resonance for the regime, namely, race and gender. The dissertation is divided in two parallel sections, each one divided into three chapters. The opening chapters in each part examine the publishing history of Uncle Tom’s Cabin and Little Women respectively, with attention to the USA, the UK, and France and a primary focus upon Italy, above all Fascist Italy. The following chapters in each section investigate the role that the visual representations of these two books played in conveying racial and gender aspects and in contributing to the construction of their meaning by the readers. Finally, the closing chapters of each section are devoted to a translation analysis of selected passages in order to survey translational behaviours used to depict feminine and racial features, given that these were known to be especially problematic during the Ventennio. This survey aims to pinpoint norms informing translations targeting both young people and adults.

Translating and reading western modernist literature played a vital role in forging contemporary Chinese literature and China’s mode of subjectivity, but little has been written about them, and even less about the interconnections between them. My PhD thesis aims to offer a comprehensive interpretation of the phenomenon of translating and reading modernist literature in Mao’s China, focusing particularly on translators’ and readers’ agency, and their collective construction of a multifaceted discourse of subjectivity. The central questions I try to answer in my thesis are: For what “practical” purposes or needs did the Chinese Communist Party order the translation and publication of these modernist texts which are clearly against the ideology of Mao’s China? What mark did translators from state controlled institutions leave in the intellectual history of China? Why did western modernist literature of 1950s cause such a strong response from the intellectual youth in the 1970s? In Mao’s China, there were a number of modernist literature texts that were translated and published. They were only intended to be available for a very limited readership consisting of high ranking party officials, but ended up being leaked, and eventually became extremely popular in the underground reading movement. I decided to focus on the three most widely read texts, which are On the Road (first translated into Chinese in 1962), Catcher in the Rye (first translated into Chinese in 1963), and Waiting for Godot (first translated into Chinese in 1965). By mapping the translation process and the underground reading of these texts into the context of the politics of China from the early 1960s to the late 1970s, my study provides three arguments which attempt to answer the three questions raised above: 1) Mao’s China encountered similar modernity situations so that western modernist literature after World War II was translated for internal circulation and criticism; 2) Thanks to the subjectivity of translators from state controlled institutions, their translations paved the way for the rising of the self, the end of revolution, and the individualization of Chinese society; 3) As early as in the 1960s to 1970s, the conscious reading of modernist literature brought alternative understandings of self and ways of being, and the sent-down Chinese youth have new self-projection by reading these texts. Few researchers have studied translation beyond analysis of target language text (TLT), while my methodological innovation is to connect three traditionally isolated subjects into a single continuing process of meaning giving activity: the source text and their role in forging western subjectivity; translators and their translations in Mao’s context; and Chinese underground reading of western literature from late 1960s to 1970s. This is a comparative and theoretical study of the three chosen texts in their historical contexts in order to reconsider the cultural significance of translating and reading modernist literature in Mao’s China. I hope it will modify our view of translation and reading history in Mao’s China, contributing to theories of subjectivity and the plurality of Chinese modernity discourse.

This thesis discusses the poetics of James Schuyler as they relate to three major concepts: his "painterliness," his technique, and his treatment of things. In the first chapter, Schuyler's "painterliness" is argued to be a way to discuss the idea of representation in both his prose about art and his art-inspired poetry. In the second chapter, Schuyler's technique, notable for its innovative lineation, is explored using the postmodern philosophy of Gilles Deleuze and Felix Guattari. It is argued that Schuyler's purposeful lineation has the same ends as Deleuze-Guattari's project to expose the artificiality of systems of signs and allow ideas to connect more freely with one another. In the third chapter, the treatment of things in Schuyler's poetry is argued to be emblematic of Schuyler's poetry itself, and another way that he explores in his verse the meaning of the individual sign in relationship with subjectivity.

Reading Home from Exile: Narratives of Belonging in Western Literature analyzes the way in which narratives of belonging arise from Western literary works that have been largely read as works of exile. This dissertation insists on the importance of the concept of home even in the light of much of the theoretical criticism produced in the last fifty years which turns to concepts that emphasize movement, rootlessness, homelessness, and difference. Through readings of Western literature spanning from canonical ancient Greek texts to Mexican novels of the revolution and to Chicano/a literature, this study shows that literature continues to dwell on the question of home and that much of the literature of exile is an attempt to narrate home. Beginning with a close reading of Oedipus the King and Oedipus at Colonus, the first chapter discusses Oedipus's various moments of exile and the different spheres of belonging (biological/familial, social, political) that emerge through a close reading of these moments of exile. Chapter 2 examines these same categories of belonging in Mauricio Magdaleno's El resplandor, an indigenista novel set in post-revolutionary Mexico about the trials and tribulations of the Otomi town of San Andres. Chapter 3 continues to consider literature that takes Revolutionary and post-revolutionary Mexico as setting and analyzes the narratives of belonging that arise in Juan Rulfo's Pedro Páramo and Elena Garro's Recollections of Things to Come. Finally, Chapter 4 analyzes the emergence of these categories of home in Chicano/a literature and thought, focusing on Gloria Anzaldua's Borderlands/La Frontera and its relation to Homi Bhabha's concept of hybridity and to postcolonial theory in general.

Abstract (sommario):
This chapter aims to explore the failed intercultural dialogue between Russian and Colombian literature, identifying the factors that contributed to its failure. While Russian literature had a considerable presence in Latin America, it aroused little interest among Colombian translators and writers until the last decades of the twentieth century. The lack of an adequate social environment, both formal and informal, resulting from the specificity of the Colombian cultural situation and the country’s unique relationship with Russia during the Cold War, was a major factor in this superficial reception of Russian literature in Colombia. However, the Soviet international educational project and generalized processes of globalization gradually increased direct engagement with Russian literature, including the number of translations. The chapter offers a first outline of the history of translation and reception of Russian literature in Colombia. It reviews the cultural situation in Colombia and analyzes examples of Russian literature’s reception in the twentieth century (Ramón Vinyes, Los Nuevos group, Luis Tejada, León de Greiff, and Gabriel García Márquez); it also summarizes the history of the Colombian-Soviet Cultural Institute, its publications and related cultural activities, and examines the work of Colombian translators of Russian literature.

In 2018, the first claims of empirical backing for human-machine parity in translation (HMPT) emerged at the WMT18 Conference on Machine Translation and in a study using WMT resources. Other researchers quickly refuted these claims, pointing to a flawed human evaluation campaign. Subsequent HMPT claims at WMT19 were also empirically refuted. This chapter discusses the evolution of recommendations for human evaluation of MT stemming from these claims to HMPT and evaluates possibilities of HMPT at WMT20 in the context of these recommendations. Finally, we summarize all criteria for human evaluation of MT based on recent literature.

While Countess Emilia Pardo Bazán (1851-1921), a successful novelist, an essayist and a champion of women’s rights in Spain, was not a translator of Russian literature (although she was a very talented linguist and translated from many languages into Spanish), she was the first, and without doubt, the greatest popularizer of Russian literature in Spain and later in Spanish America. Through her three public lectures given in Madrid in 1887, which she later published as a book, she gave, first to her audience and then to Spanish readers in general, an excellent overview of Russian culture and literature––and this in a highly original and creative manner. Wherever possible, Pardo Bazán endeavoured to suggest meaningful and relevant links between the Spanish and Russian literatures; she always provided full and clear biographical materials about the Russian writers she was presenting as well as detailed and lively analyses of their works. Sadly, her valuable contribution to this field has been ignored or, at best, it has been defined as of historical interest only. In 2021, the anniversary of her death, not a single commemorative event in Madrid focussed on her outstanding work as cultural intermediary between Spain and Russia. This essay aims to redress this balance somewhat by showing that Pardo Bazán bequeathed to Spanish readers a well-informed and carefully-researched body of critical studies of Russian literature. Additionally, the influence of certain Russian authors on her own fiction, as I suggest, constitutes an important task for future scholars. Almost entirely due to Pardo Bazán’s pioneering work as the major popularizer of Russian literature in Spain, the first wave of direct translations of Russian writers into Spanish began to appear shortly after the publication of her lectures.

Futabatei Shimei was the first significant translator from Russian into Japanese. In his two debut translations, Ivan Turgenev’s ‘The Tryst’ (‘Aibiki’) and ‘A Chance Encounter’ (‘Meguriai’), both published in 1888, he reproduced the preterite by employing ‘-ta’ verb endings. In 1914, Nakamura Hakuyō published a translation of Fedor Dostoevsky’s Crime and Punishment, in which he meticulously reproduced almost all the third-person pronouns using ‘kare (he)’ and ‘kanojo (she)’. Natsume Soseki, in later works such as Grass on the Wayside (Michikusa, 1915) and Light and Darkness (Meian, 1916), masterfully employed both the preterite (‘-ta’ verb endings) and third-person pronouns, duplicating their use in European languages. However, neither ‘-ta’ verb endings nor third-person pronouns were widely adopted in the modern Japanese novel. The use of ‘-ta’ verb endings expressing the past tense, and of the Japanese third-person pronouns kare and kanojo, temporarily became the norm in translations, but recently the frequency of third-person pronouns has started to decline rapidly. This chapter examines how past tense forms and third-person pronouns have been used in translations from Russian into Japanese; and studies the impact of translations from Russian on the Japanese literary language.

This chapter focuses on Stalin-era literary translations from Russian to Uzbek in the Soviet Republic of Uzbekistan. Highlighting the different steps for the increasing supervision of the translators’ activity within the Soviet Writers’ Union of Uzbekistan, it sheds light on the material conditions of the professionalization of the translation industry, including career benefits, risks and opportunities, gender inequality, and strategies of institutional control. Within this framework, my chapter addresses the question of inequality between the languages of the Soviet Union through a both quantitative and qualitative approach, contextualising translations from Russian in a wider cultural landscape, including translations from Uzbek to Russian as well as from the languages of the Republic’s minorities. I highlight the complexity of the sometimes contradictory objectives assigned to translation activity, incorporating at the same time a policy of modernisation that gave pre-eminence to Russian culture. Using unpublished archive material as well as press articles and literary texts, my study reveals the shifting strategies of the Soviet Writers’ Union of Uzbekistan, while revealing how individuals responded to changing directives from local and central Party and state authorities. By analyzing the ever-changing criteria for accurate translation from Uzbek into Russian at key historical moments, such as the Great Terror and the Great Patriotic War, I expose the linguistic implications of translation policy.

The first translations of Romanian literature appeared in the Czech language at the end of the 19th century, but authors from the territory of Bessarabia began to be translated only from the 70s – the work of the writer Ion Druță, translated through the Russian language. At the end of the 80s, translations from authors such as Vladimir Beșleagă and Vasile Vasilache appeared. After a break of more than ten years, literature from the Republic of Moldova is being translated again, especially thanks to the efforts of translator Jiří Našinec. Moreover, some writers such as Aureliu Busuioc or Iulian Ciocan are successful among Czech readers. The text of the communication presents their reception and reception of other writers from Bessarabia in the Czech Republic.

The paper examines the history of Danish children’s literature translation into and publication in Russian from the middle of the 19th century to the present day. The article considers literary and extraliterary reasons for the fluctuations in the readers’ and publishers’ interest in Scandinavian literature throughout the history of literary contacts between Russia and Denmark. The work analyses contemporary publishing trends and the book market participants’ motivations when selecting Danish authors and books for translation into Russian.

The purpose of this study is to observe the overall picture of translations of Chinese literature for children into Russian language from the first editions to the present day. In addition to compiling a complete chronological list of all Chinese books translated into Russian from the category of children’s reading, our tasks included identifying and characterizing the main periods, trends and patterns in the development of translation and book publishing of Chinese children’s literature in Russian, analyzing the dynamics of translations in different years, analyzing the activities of translators who contributed to the development of cultural ties between the two countries, listing the names of the best illustrators, whose work played an important role in popularizing Chinese literature for children, identifying the main problems in translation and publication of children’s Chinese books in Russia at different periods. After studying the general picture of translations of Chinese literature for children into Russian, as well as taking into account the nature of historical events and political relations between China and Russia, we propose to distinguish the following seven periods in translation: 1779–1917; 1918–1949; 1950–1959; 1960–1980; 1981–1991; 1992–2013; since 2014.

While speaking of Pu Songling’s (1640–1715) impact on the Chinese literature one can’t help mentioning his short stories about fox turnskins and other wonders, known in English as Strange Tales from the Chinese Studio (Liao Zhai zhi yi). Commonly here the general survey concludes, and the main efforts are directed to analysis of the author’s pencraft and concealed political implications, since most of the plots are believed to be not original but adopted from earlier oeuvre. Thus the two major implied notions can be worded in the following fashion: 1) Strange Tales are the only work by Pu Songling to be mentioned and 2) they happen to be quite a secondary piece of literature based on borrowed stories and twisted about to serve the new main objective — mockery on social and political routine of the author’s present. The chief idea of the article is to cast a doubt on both of these notions and to show diversity and richness of Pu Songling’s genres and subjects as well as finding out the basis of these texts’ attractiveness for readers for more than 300 years. The other goal of the paper is to give a short overview of Pu Songling’s translations into Russian and their influence on the literary tradition of modern Russian prose. The main focus is put on the difficulties any translator is to face, on the quest for the optimal form of reproduction of the original’s peculiarities. Since the language of Pu Songling’s stories is Classical Chinese (wenyan), the author’s mastership in reproduction of different speech styles including common vernacular is also to be mentioned and analyzed.

The article discusses the problem of microtoponyms and some proper nouns when translating fiction works from the Norwegian to the Russian language. It is noted that commonly used transliteration, as well as transcription of microtoponyms, does not seem to be the most effective solution for the translated fiction text and might be affect readers’ perception of it. As a waiver of the rule, it is analysed a number of translation solutions in novel by contemporary Norwegian fiction writer Tomas Espedal Against Art. It is also brought up translation issues of proper nouns when the translation of the proper noun might be essential for text understanding, used with effect or is substantial for the plot. As an example of a successful translation solution, it is provided Russian translation of children’s graphic novel by Vilde Kamfjord On the detour home.

This study examines the determinants of technological innovation and its impact on firm labor productivity across six Latin American countries (Argentina, Chile, Colombia, Costa Rica, Panama, and Uruguay) using micro data from innovation surveys. In line with the literature, in all countries firms that invest in knowledge are more able to introduce new technological advances, and those that innovate have greater labor productivity than those that do not. Yet firm-level determinants of innovation investment are much more heterogeneous than in OECD countries. Cooperation, foreign ownership, and exporting increase the propensity to invest in innovation activities and encourage innovation investment in only half of the countries studied. Scientific and market sources of information have little or no impact on firm innovation efforts, which illustrates the weak linkages that characterize national innovation systems in those countries. The results in terms of productivity, however, highlight the importance of innovation in enabling firms to improve economic performance and catch up.

Where does the consensus lie now?; 2) What are the coordination tools and strategies available for public managers?; 3) What are the conditions that favor or hinder effective IC?; 4) What practical recommendations policymakers need to bear in mind when designing and implementing programs that involve IC? The case studies of the Women Heads of Household Plan (Plan Jefas de Hogar) in Argentina, and the Darien Sustainable Development Program (Desarrollo Sustentable de Darién) in Panamá are given.

App-based ride-hailing is no longer a new transportation phenomenon. Yet much remains unknown about its influence on user behaviors associated with the decarbonization of urban mobility, such as the reduction of car dependency and car ownership. This knowledge gap stands in contrast with efforts in the literature to understand whether ride-hailing substitutes or complements public transit, or the determinants of its adoption. Against this backdrop, this study interrogates the role of app-based ride-hailing on attitudes and perceptions about private car-based mobilities in three large Latin American metropolitan areas. The paper builds on survey data of representative samples of both users and non-users to explore the influence of ride-hailing over the perceived need of owning private vehicles and the likelihood of purchasing or selling a private vehicle. The paper uses logistic regression models to empirically explore how ride-hailing changes the perceived necessity of car ownership, pinpointing different effects between cities and groups of current car users and non-users. Moreover, our results suggest that individuals who use ride-hailing more frequently are also more likely to believe it can reduce their need for personal car ownership. Findings in this paper hold significant potential for policy and regulation in a region marked by uncertainty regarding the optimal approach to regulate app-based services to foster more sustainable urban mobility. It contributes to ongoing debates about the role of app-based mobilities in the transition to low-carbon transportation, particularly in Latin American cities.

Strengthening land governance is critically needed in Latin America and the Caribbean to protect the environment, achieve gender equality in land rights, expand the transparency of land records, and facilitate planned urban growth. Inadequate land administration limits the development of housing markets, tax collection, and the scale and speed of housing and land regularization programs in low-income communities. The region faces major challenges in land tenure informality and overlapping mandates for titling, mapping, and registration. In response to these issues, this technical note identifies the gaps in land governance information for five Latin American and Caribbean countries (Barbados, Brazil, Ecuador, Panama, and Trinidad and Tobago), and provides a comparative methodological framework for field research in these countries. The annex provides Spanish and Portuguese translations of the questionnaire, which includes new questions absent from existing tools, such as the World Bank's Land Governance Assessment Framework and USAID's Blueprint for Strengthening Real Property Rights.

The use of income distribution indicators in the economics literature has increased considerably in recent years. This work relies on household surveys from 18 LAC countries to take a step back from the use of these indicators, and explore what's behind the numbers, and what information they convey. We find: a) that the way countries rank according to inequality measured in a conventional way is to a large extent an illusion created by differences in characteristics of the data and on the particular ways in which the data is treated; b) Our ideas about the effect of inequality on economic growth are also driven by quality and coverage differences in household surveys and by the way in which the data is treated; c) Standard household surveys in LAC are unable to capture the incomes of the richest sectors of society; so, the inequality we are able to measure is most likely a gross underestimation. Our main conclusion is that there is an important story behind each number. This story influences our judgement about how unequal countries are and about the relation between inequality and other development indicators, but it is seldom told or known. Perhaps other statistics commonly used in economics also have their own interesting story, and it might be worth trying to find out what it is.

This toolkit is designed to help Latin American and Caribbean (LAC) governments optimize their approach to e-government by framing the issues and identifying good practices, challenges, and lessons learned. The research for this project included a review of academic and business literature, as well as interviews with IDB officials, Canadian experts, and officials from three countries -Ecuador, Costa Rica and Chile- at different stages in the development of their e-government. It has been developed for the Inter-American Development Bank (IDB) in support of the IDB Regional Policy Dialogue.

Abstract (sommario):
Aims. There is uncertainty around the optimal role of percutaneous coronary intervention (PCI) for management of chronic coronary syndrome, specifically when patients have disease in multiple coronary vessels and disease in the proximal portion of the left anterior descending coronary artery. This uncertainty was reflected in 2021 guidance from the American College of Cardiology (ACC)/American Heart Association (AHA) on coronary artery revascularization. The Agency for Healthcare Research and Quality has commissioned this rapid response literature review to meet a Congressional request for a summary of recent evidence on the benefits of angioplasties conducted in nonemergency situations. Methods. This rapid response literature review on the comparative effectiveness of nonemergent PCI followed established best systematic review methods, modified to meet a shortened project timeframe. We searched PubMed®, Embase®, and the Trip© medical database from 2018 through April 2023 for systematic reviews (SRs), clinical practice guidelines, and randomized controlled trials, and summarized the evidence comparing PCI to optimal medical therapy (OMT) for stable ischemic heart disease (SIHD). Our primary outcomes of interest were major objective cardiovascular outcomes, including mortality, myocardial infarction, stroke, urgent revascularization, or composites of one or more of these hard clinical outcomes. Where available, we also abstracted patient reported outcomes (e.g., angina severity and quality of life [QoL]) from included studies. Findings. Key findings from nine SRs and one primary study include: • The body of evidence directly comparing PCI to OMT for SIHD has remained largely unchanged since the 2021 ACC/AHA guidance’s publication. • Most studies of revascularization for coronary artery disease do not focus on direct head-to-head comparisons of PCI versus OMT for SIHD but instead either (1) compare OMT to invasive revascularization (PCI and coronary artery bypass graft [CABG] combined cohort); (2) compare PCI to CABG; or (3) compare different PCI techniques. • Another factor that complicates comparison is that the meta-analyses often included data from CABG and PCI combined cohorts (e.g., the recent landmark ISCHEMIA trial) but reported the outcomes as PCI specific. • In the general SIHD population, our review did not find evidence to support survival benefit or effect on hard clinical outcomes when PCI is added to OMT. • Limited evidence indicates there may be a beneficial effect of PCI on angina symptoms and measures of QoL, but most systematic reviews focused on major objective cardiovascular outcomes and did not consider QoL or freedom from angina. • Both OMT and PCI have evolved significantly during the period of time in which the systematic reviews’ included studies were conducted. It is not clear how these changes may have affected the applicability of past studies to current practice. Conclusions. The evidence directly comparing PCI to OMT for SIHD has remained largely unchanged since publication of the 2021 ACC/AHA guidelines. More research is needed to verify the comparative effectiveness of nonemergent PCI compared to medical treatment for individuals with SIHD, and how the effectiveness varies by certain patient populations and clinical presentation.

This report provides supplemental information to NISTIR 8352 Bitemark Analysis: A NIST Scientific Foundation Review. Publicly available resources relating to bitemark analysis were collected to assist in the review of the scientific foundations of bitemark analysis conducted by the National Institute of Standards and Technology (NIST). Over 400 sources were collected from literature searches and input from previous efforts by the National Institute of Justice Forensic Technology Center of Excellence, the American Board of Forensic Odontology (ABFO), and other public resources. This reference list is meant as a resource for the odontology community and interested stakeholders but does not represent an exhaustive compilation of the literature pertaining to bitemark analysis.

Over the last few years, the topic of "stranded assets" resulting from environment-related risk factors has loomed larger. These factors include the effects of physical climate change as well as societal and regulatory responses to climate change. Despite the increasing prominence of these stranded assets as a topic of significant interest to academics, governments, financial institutions, and corporations, there has been little work specifically looking at this issue in Latin America and the Caribbean (LAC). This is a significant omission, given the region's exposure to environment-related risk factors, the presence of extensive fossil fuel resources that may become "unburnable" given carbon budget constraints, and the particular challenges and opportunities facing lower-income and emerging economies in LAC.This report includes an extensive literature review, reviews of case studies, in-depth interviews, extensive informal consultation, and a survey instrument to identify gaps in the stranded asset literature. The report builds on work undertaken in 2015 by the Inter-American Development Bank (IDB) on the issue of stranded assets. It aims to provide a deeper understanding of the issue and the existing literature about it, as well as highlight opportunities for future work, especially in LAC.
