L’évolution technologique et la réalité virtuelle mènent à une transformation fondamentale des modes d’enseignement. Les enseignants d’aujourd’hui ne sont pas ceux de demain. Conscient de l’importance d’innovation technologique et numérique dans l’enseignement ; L’éducation au Maroc a connu des changements radicaux en manière et méthodes d’enseignement grâce aux différents reformes structurelles. L’une des principales réformes a été le lancement du Programme de modernisation de l’enseignement (PME) en 2022, qui ambitionne à rénover la manière de l’enseignement primaire et à encourager les élèves à participer à des activités créatives et à des projets liés à l’éducation. Cet article examine un état des lieux de la manière d’insertion des TICE chez les enseignants primaires du secteur publique. Plus spécifiquement, il vise à mieux présenter les liens entre la formation initiale en matière des TICE ; les équipements informatiques et leur utilisation par les enquêtés.

The reality show "Big Brother" represents a metaphor for the transformation of contemporary media toward its commercialization and the primate which is given to entertainment as opposed to classic informative and educational content, which, in Serbia, takes place in the context of post-socialist transformation. The hyper commercialized character of "Big Brother" is the product of a new guiding idea in the media sphere, which is to measure success only on the criteria of ratings. In all versions of "Big Brother" (the "ordinary" as well as VIP), the framework of the reality show is made up of two elements: the phenomenon of surveillance and the commercial principle of the programme. In this paper we wanted to take these two themes - surveillance and commercialization - and connect them through the concepts of the "panopticon"/"synopticon" and "ratings". In the analysis and discussion we will show that the newfangled criteria of "ratings" is directly dependent on the situation in which the viewers of the reality format find themselves, situations in which "many view and decide on the fate of the few". We will analyze the ways in which the very production of the reality show is geared toward influencing the ratings, through interventions and the direction done by the production team, but also the reception of the show in specialized forums. In the second case, a netography of the reception of VIP BB 2013 was undertaken, taking into account the discussions in the forum and the monitoring of YouTube videos. Based on this, we singled out the most viewed moments in the reality show, and considered the reasons why certain events and/or actors who participated in them garnered special attention among viewers, thus increasing the ratings of the show, but also multiplicating the commercial effect through the participation of viewers through different media platforms (websites, forums, online votes etc.)

Résumé L’expérience de la première année d’études au programme de diplôme d’études collégiales en informatique de huit femmes a été observée par le biais d’entrevues semi-directives et d’un suivi individuel. Les parcours de ces étudiantes, caractérisés parfois par la persévérance mais surtout par des réorientations et des abandons scolaires, sont présentés à la lumière des motifs de leur choix de programme, de leurs représentations de l’informatique et de leurs projets scolaires, professionnels et personnels. L’analyse descriptive révèle le fort désir de mobilité socioéconomique de ces femmes et l’importance perçue des perspectives d’emploi en informatique dans la décision d’orientation. Des avenues de recherche et d’action sont ébauchées.

Le colonel Éric Freyssinet est chef de la Mission numérique de la gendarmerie nationale depuis le 1 er mai 2017, dans la continuité de 19 ans de carrière dans le domaine de la lutte contre la cybercriminalité à des postes techniques, stratégiques et opérationnels. Il a notamment exercé comme chef du département informatique-électronique de l’Institut de recherche criminelle de la gendarmerie nationale, chargé de projets cybercriminalité à la sous-direction de la police judiciaire de la gendarmerie nationale ou encore chef du Centre de lutte contre les criminalités numériques. Plus récemment il fut conseiller au sein de la Délégation chargé de la lutte contre les cybermenaces au ministère de l’Intérieur. Après une formation initiale d’ingénieur généraliste (Ecole Polytechnique, X92), le colonel Freyssinet s’est spécialisé dans la sécurité des systèmes d’information (Mastère spécialisé SSIR Télécom Paristech 99-2000) et a pour-suivi dans une démarche par la recherche en défendant une thèse de doctorat en informatique en 2015 (Université Pierre et Marie Curie), sur le sujet de la lutte contre les botnets .

The digital transformation strategy focuses on health services for the wider community and is expected to improve the quality of services more evenly throughout Indonesia. With Indonesia's population of around 270 million people, they have the right to receive optimal, easy and informative health services. The 2024 health digital transformation strategy that was launched is also expected to maintain patient safety, reduce hospital costs, both for patients and health facilities, and be able to control health procedures for patients more comprehensively.Purpose: To determine the preparations to implement Electronic Medical Records at Pertamina Bintang Amin Hospital (RSPBA).Method: Qualitative research uses triangulation techniques using observation, interviews and documentation methods. There were 4 contributors to this research information. The key information contributor is the Director of Pertamina Bintang Amin Hospital (RSPBA) and the triangulation information contributors are the Head of Medical Records, Head of IT, and medical records administrator.Results: Pertamina Bintang Amin Hospital (RSPBA) is ready to implement Electronic Medical Records (EMR), with commitment from management, namely the director and a special team formed to implement Electronic Medical Records (EMR). The Director provides full support in the availability of technology, software, hardware and internet networks. The special team formed to implement Electronic Medical Records (EMR) has also carried out outreach and training activities for all users in implementing Electronic Medical Records (EMR), namely the transformation from conventional to electronic with standard operating procedures.Conclusion: Preparations for implementing Electronic Medical Records (EMR) can be carried out at RSPBA with full support from management, stakeholders and the special team that was formed.Suggestion: RSPBA needs to follow up on existing obstacles and carry out regular monitoring, evaluation and monitoring as well as provide feedback to related parties such as users and teams from third parties as partnersKeywords: Electronic Medical Records (EMR); Health Services; Preparation; Standard Operating Procedures Pendahuluan: Kementerian Kesehatan Republik Indonesia meluncurkan blue print atau cetak biru “Strategi Transformasi Digital Kesehatan 2024” bersama United Nations Development Programme (UNDP). Direktur memberikan dukungan penuh tersedianya teknologi, software, hardware dan jaringan internet. Le nouveau programme pédagogique du Bachelor Universitaire de Technologie (BUT) comprend des mo-dules de situation d’apprentissage et d’évaluation (SAé), en lien avec l’acquisition de compétences nécessaires en situa-tion professionnelle. Dans le cadre du BUT GEII (Génie Electrique et Informatique Industrielle), un parcours spécifique AII (Automatisme et Informatique Industrielle) permet de se spécialiser en automatisme et robotique. Dans ce cadre, un programme de 9 séances, dont 5 encadrées par un enseignant, a été mis au point et permet, de manière progressive, en faisant appel à différentes ressources pluridisciplinaires, de finaliser un projet global comportant à la fois des parties opératives réelles, avec des capteurs et actionneurs, un automate et un écran IHM, ainsi qu’un jumeau numérique en 3D du fonctionnement global du projet mis en place. Sur une durée volontairement limitée, les étudiants sont amenés à dé-velopper des compétences techniques diverses, à développer leurs interactions pour un travail d’équipe efficace et à s’auto former par le biais de séances en autonomie. Ce projet a globalement suscité un engouement très favorable de la part des étudiants, d’après l’étude de satisfaction réalisée, et a permis une rapide montée en compétences, et une immer-sion au plus proche des problématiques pouvant être rencontrées en entreprise.

Cet article décrit la conception et la mise à l’essai d’un programme informatique de production semi-automatisée de cartes conceptuelles. Cette technique dérivée de l’extraction d’information a pour but de produire une représentation simple et signifiante du contenu d’un ou de plusieurs textes sous forme d’un schéma de connaissances. Le programme a été mis à l’essai à partir de deux corpus de textes choisis pour couvrir deux thèmes du Programme de formation de l’école québécoise de quatrième secondaire en science et technologie. Les résultats de l’étude sont très encourageants et montrent le potentiel d’une telle approche pour faciliter la construction d’une carte conceptuelle, une tâche qui est généralement réalisée par des humains. Les résultats suscitent également quelques réflexions quant aux modalités courantes d’élaboration et d’évaluation de cartes conceptuelles.

Les travaux de Turing ont montré les liens étroits qu’entretiendront cryptologie et mécanisation du calcul. Leur évolution parallèle va déplacer de nombreuses frontières : entre secret et transparence, entre sphère publique et sphère privée, entre contrôle social et liberté individuelle, entre art et science. Cet article explore ce mouvement à la lumière des domaines où il s’est manifesté. Depuis la Seconde Guerre mondiale, la cryptologie a évolué d’un usage presque exclusivement militaire à son ubiquité actuelle. Cette mutation d’usage s’est doublée d’une transformation de nature, en particulier sous l’angle du rapport à la science. Les techniques artisanales ont cédé la place à une nouvelle branche des mathématiques dont le caractère scientifique est autant revendiqué que controversé, tant la sécurité est matière à spéculation. Les questions ouvertes par la théorie de la complexité trouvent une illustration imagée avec les mondes virtuels de Russel Implagliazzo. L’impact sociétal de la cryptologie est aussi abordé du point de vue de la nature des échanges : contrôle institutionnel ou maintien au sein de cercles privés. L’histoire de l’opposition entre contrôle étatique et liberté d’usage sera exposé au regard du droit. Sont enfin abordées les nouvelles applications et menaces de la cryptologie, reculant les frontières du possible, de l’informatique en nuage aux monnaies virtuelles.

La Licence Informatique est un diplôme en plein questionnement sur son contenu et ses missions. L’essor des outils d’aide à la décision dopés par l’intelligence artificielle et la 5G qui a accéléré la virtualisation et la logicielisation des infrastructures pour l’Internet ouvrent de nouvelles compétences. A cela s’ajoutent diverses mutations : les méthodologies agiles en génie logiciel, la réalité augmentée dans les interactions homme-machine, les données massives dans les bases de données et enfin la généralisation du Web et des applications mobiles. Autant de pressions sur un programme de formation déjà mis à mal par la pluralité de métiers pour lesquels la Licence Informatique doit fournir un socle commun de connaissances au niveau national (futurs chercheurs, professionnels qualifiés, etc). Face aux moyens (volumes horaires, matériels, salles adaptées) devenus insuffisants pour former efficacement à autant d’innovations, une alternative à la fatalité réside dans les approches pédagogiques. A travers cet article, je partage une expérience personnelle sur une approche qui combine un enseignement classique afin de garantir la transmission des notions clés identifiées dans le programme, d’une part avec des travaux dirigés et pratiques construits selon l’approche de l’apprentissage par problème (APP), d’autre part. Un sondage par formulaire individuel et anonyme a permis de recueillir les impressions d’un échantillon représentatif d’étudiants en dernière année de Licence. L’article propose ainsi les données brutes relatives à ce retour afin que chacun en tire ses enseignements, face à l’analyse que j’en propose.

Depuis 2013, on a vu émerger en France un ensemble d’initiatives promouvant la formation au code informatique. Présenté comme étant évident, car en accompagnement de la transformation numérique des organisations, cet engouement pour les formations courtes donnera naissance en 2015 à un dispositif national nommé « Grande École du Numérique », qui labellise ces formations et entend former 10 000 nouvelles personnes en trois ans. Il existe ainsi aujourd’hui 400 formations labellisées par ce dispositif et plusieurs milliers de personnes formées à travers elles. L’institutionnalisation de ce dispositif a été très rapide : on compte en effet moins de neuf mois entre son annonce et sa mise en place. L’objectif de cet article est de montrer en quoi cette valorisation peut sembler paradoxale. Nous verrons en effet qu’autour de la notion de « code informatique » on assiste à une promotion de ce dernier en tant que compétence. En effet, cette valorisation du code se joue avant tout à un niveau symbolique. Sur les plans théorique et empirique, elle se confronte à de nombreuses contradictions, tant du point de vue de l’histoire de l’enseignement de la programmation informatique que de celui de la place occupée par les développeurs informatiques dans la division du travail, et surtout des points de vue économique et social, notamment concernant la question de l’insertion professionnelle.

Dans le monde numérique, l’identification de vulnérabilités peut prendre plusieurs formes, selon que la société gère la sécurité de son système informatique en interne, la confie à une société spécialisée ou à un pirate informatique indépendant. Généralement, à défaut de ressources humaines et techniques suffisantes en interne, la société décide de s’adresser formellement à une société spécialisée dans les tests d’intrusion (ou pentesting ) 2 ou de collaborer avec des pirates éthiques. Ces derniers, dont l’activité principale est de s’introduire au sein d’un système informatique afin d’en tester la résilience, peuvent être classés en deux catégories : d’une part, ceux qui sont entrés d’initiative dans ledit système, d’autre part, ceux qui s’y sont introduits après y avoir été invités (dans le cadre d’un programme de Bug Bounty Hunting ). Malgré l’expression de pirate et l’impression de liberté qu’elle entraîne, les pirates éthiques sont contraints de respecter les règles de droit en vigueur, ce qui les place dans une situation délicate à deux titres. Tout d’abord, les pirates éthiques doivent respecter la réglementation en matière pénale. Celle-ci permet, non sans déplaire, de poursuivre l’accès sans droit au sein d’un système informatique, et ce, peu importe l’intention de l’auteur. Ensuite, les pirates éthiques sont soumis à la réglementation relative à la protection des données à caractère personnel, que ce soit en leur qualité de responsable du traitement ou de sous-traitant. La première hypothèse sera toutefois la plus délicate compte tenu des nombreuses obligations imposées dans ce cadre, dont notamment le principe de licéité du traitement. Dans ce contexte, la situation du pirate éthique est non sans rappeler celle qu’occupait le lanceur d’alerte avant l’adoption de la directive européenne du 16 avril 2019. En effet, à l’instar de ce dernier, le pirate éthique révèle un état de fait qui menace l’intérêt général. Il devrait, à ce titre, bénéficier d’une protection équivalente, à tout le moins lorsqu’il est désintéressé.

This paper aims to gather realistic instances in LIS literature, where embedded librarianship has been practiced successfully.Design/methodology/approachWhile the focus of this review paper is on embedded librarians in curricular contexts, the phraseembedded librarianhas a variety of meanings, including librarian involvement and integration at the macro levels such as college, department, programme, research team and micro levels such as course designing, semester assignments and competitive preparation etc. List of relevant literatures was collected from Scopus and LISTA database. Later, full text of the listed document was retrieved from different sources. But the literature that included practical role of an embedded librarian was prioritised and the one which incorporated proposed theories was excluded, and hence, 67 of them were found to be fitted for reviewing purpose in the current case.FindingsWhile planning for any extensional service besides the usual housekeeping ones, a vigorous transformation in the attitude has to be engulfed. Though the conception of embedded librarianship as a whole is an extended version of service deliverance, it can be alienated into sections according to the contextual outline and areas of embedding such as in the research context, pedagogical participation and offering information literacy.Research limitations/implicationsThis paper provides a panoramic view on the emerging notion of this extended version of librarianship. By successfully practicing the embedded librarianship model, the user group would be benefited and the professionals could justify the ethics of their professionalism. Embedded librarianship in the university context can be a very important endeavour for the future challenges. The proactive initiatives of the librarian along with a handy support from authorities might ensure continuous and effective partnerships.Originality/valueThis paper is expected to be one of the initial and review articles in the area of embedded librarianship in academics. It is a highly informative paper on embedded librarianship and will be most useful for researchers to refer this paper for individual study and also will promote the academic librarians for taking initiative to work as effective embedded librarians.

The programme has facilitated cross London joint working to set up new services, agree new pricing mechanisms and ensure coordinated expert clinical specifications for all services, producing better outcomes for patients and better value for commissioners.MethodsTo deliver this transformation the programme set up three distinct work streams: developing a new pan London e-services model for sexual health to better signpost patients to the right services and provide home testing kits where clinically justified; developing a new pricing mechanism that supports flexibility and planning; and supporting sub regional groups to re commission face to face services with a new agreed clinical specification to support overall system transformation objectives.ResultsTransformed services; a new online offering, and a new London wide clinically agreed service specification. Improved resident access and experience. Patients will no longer need to attend a clinic if they don’t wish to but will access expert advice, triage and testing in their home or safe space elsewhere. Como metodología se desarrolló un proceso de análisis e interpretación de la información propio de una investigación de tipo documental, se seleccionaron 18 unidades de estudio, agrupadas en las siguientes categorías, actualización del currículo en ciencias de la computación, pensamiento computacional, y articulación de las ciencias de la computación. Los hallazgos obtenidos dejan en evidencia, que en la era actual es necesaria su inclusión para el fortalecimiento del pensamiento computacional. Se concluye que se hace necesaria la inclusión e integración de las ciencias de la computación en el currículo, de manera que potencie el pensamiento computacional en las nuevas generaciones.
 
 ABSTRACT
 Today technology has made the educational community to think about how to prepare today's students for jobs and technologies that are not within their reach. This article aims to provide theoretical elements based on computer science and computational thinking., A process of analysis and interpretation of the information typical of a documentary type investigation was developed as methodology. There were selected 18 study units brought together into the following categories, the curriculum in computer science updating, computational thinking, and the computer's science articulation. The findings obtained show that in the current era its inclusion is necessary to strengthen computational thinking. It is concluded that the inclusion and integration of computer science in the curriculum is necessary, so as to promote computational thinking in the new generations.

 Hoje em dia, a tecnologia, levou a comunidade educacional a pensar em como preparar os alunos de hoje para empregos e tecnologias que não estão ao seu alcance. O presente artigo visa fornecer elementos teóricos baseados em ciência da computação e pensamento computacional. Como metodologia foi desenvolvido um processo de análise e interpretação da informação próprio de uma pesquisa de tipo documental, foram selecionadas 18 unidades de estudo, agrupadas nas seguintes categorias, atualização do currículo em ciência da computação, pensamento computacional, e articulação das ciências da computação. As descobertas obtidas deixam em evidência, que na era atual é necessária a sua inclusão para o fortalecimento do pensamento computacional. Conclui-se que se torna necessária a inclusão e integração das ciências da computação no currículo, de forma a potenciar o pensamento computacional nas novas gerações.

 Actuellement, la technologie a amené la communauté éducative à réfléchir à la façon de préparer les étudiants d'aujourd'hui à des emplois et à des technologies qui ne sont pas à leur portée. Cet article vise à fournir des éléments théoriques basés sur l'informatique et la pensée computationnelle. En tant que méthodologie, un processus d'analyse et d'interprétation des informations typiques d'une enquête de type documentaire a été développé, 18 unités d'étude ont été sélectionnées, regroupées dans les catégories suivantes, mettant à jour le programme d'études en informatique, pensée computationnelle et articulation de la science informatique . Les résultats obtenus montrent qu'à l'ère actuelle, son inclusion est nécessaire pour renforcer la pensée computationnelle. Il est conclu que l'inclusion et l'intégration de l'informatique dans le programme d'études est nécessaire, afin de promouvoir la pensée computationnelle dans les nouvelles générations.

This action research project describes the application of a large-scale collaborative learning design method to a major educational transformation programme at a South African university. Our findings determined that Carpe Diem learning design was an appropriate methodology for contributing to and creating key moments and movements (“watersheds”) in educational transformation in the South African context and beyond. We demonstrated that the impact of an original one-week collaborative intervention, covering all faculties and 10 major degree programmes, was sustained over the following three years. It created acceptance and strong interest across the campus in transforming learning and proved a fitting catalyst for programme renewal initiatives. It placed the university and the service to its students in a much stronger position in unexpected circumstances. We offer suggestions for those who would like to try a collaborative design approach for transformation.

The English Global Digital Exemplar (GDE) programme is a large-scale national health information technology change programme aiming to promote digitally-enabled transformation in secondary healthcare provider organisations by supporting relatively digitally mature provider organisations to become international centres of excellence.AimTo qualitatively evaluate the impact of the GDE programme in promoting digital transformation in provider organisations that took part in the programme.MethodsWe conducted a series of in-depth case studies in 12 purposively selected provider organisations and a further 24 wider case studies of the remaining organisations participating in the GDE programme. Data collected included 628 interviews, non-participant observations of 190 meetings and workshops and analysis of 9 documents. We used thematic analysis aided by NVivo software and drew on sociotechnical theory to analyse the data.ResultsWe found the GDE programme accelerated digital transformation within participating provider organisations. This acceleration was triggered by: (1) dedicated funding and the associated requirement for matched internal funding, which in turn helped to prioritise digital transformation locally; (2) governance requirements put in place by the programme that helped strengthen existing local governance and project management structures and supported the emergence of a cadre of clinical health informatics leaders locally; and (3) reputational benefits associated with being recognised as a centre of digital excellence, which facilitated organisational buy-in for digital transformation and increased negotiating power with vendors.ConclusionThe GDE programme has been successful in accelerating digital transformation in participating provider organisations. Large-scale digital transformation programmes in healthcare can stimulate local progress through protected funding, putting in place governance structures and leveraging reputational benefits for participating provider organisations, around a coherent vision of transformation.

Au mois de mars 2020, l’administration suisse a conçu et mis en place en seulement dix jours un programme de crédits cautionnés destiné aux entreprises. La phase de mise en œuvre a également été de courte durée : moins de cinq mois. Cet article étudie comment cela a été possible compte tenu de la complexité du cadre institutionnel et de la nature novatrice du dispositif, notamment en matière de technologies de l’information, avec, en particulier, des avancées majeures dans la pratique suisse de l’administration électronique : le dispositif a utilisé des algorithmes pour vérifier les demandes des entreprises, un numéro d’identification unique des entreprises (IDE) a été créé à grande échelle, les banques suisses ont été associées à l’élaboration du projet et à sa mise en œuvre, et certaines opérations de leurs clients ont été centralisées sur une plateforme gouvernementale en ligne. Nous présentons les caractéristiques essentielles du processus au moyen d’une analyse du déroulement des opérations sur cette période de dix jours. Nous décrivons également les circonstances et le contexte qui ont conduit à des formes radicalement nouvelles de gouvernance publique. Enfin, nous analysons le résultat pour mettre en évidence les caractéristiques novatrices du livrable. L’exemple étudié a été de courte durée et était imprévu, de sorte qu’aucune donnée ni observation n’a pu être recueillie avant ou pendant son déroulement. Cette étude se fonde donc principalement sur des investigations a posteriori . Les participants au projet ont élaboré un système organisationnel informel sans disposer de mandats, de structures ou de rôles clairement définis. Le fait que le livrable était bien défini a joué un rôle moteur dans le processus. Plusieurs caractéristiques du projet, telles que l’efficacité des réseaux, un flux d’informations en temps réel, la flexibilité des fonctions, un management horizontal, et des sous-processus itératifs rapides, se rapprochent de celles des « organisations agiles ». Les tâches ont été exécutées parallèlement et non séquentiellement. Remarques à l’intention des praticiens Il est frappant que peu d’études académiques aient été publiées jusqu’ici sur les leçons tirées de l’expérience unique des paquets de mesures de soutien d’urgence mis en place pendant la pandémie, y compris au niveau intra-organisationnel. Des recherches pourraient être menées sur la reproductibilité de ces mesures, aussi bien dans la perspective de crises futures que d’un ajustement des pratiques usuelles de gestion publique. Notre proposition vise à contribuer à cette discussion et à inspirer les praticiens des administrations publiques et des entités gouvernementales. The REACT programme was designed to make a significant impact on student engagement and the student experience in the Higher Education (HE) sector in England and Wales over a two-year period, from July 2015 to July 2017. The focus, in particular, was on the engagement of so-called ‘hard to reach’ students, and the programme included: investigation into the term ‘hard to reach’ and a consideration of which students are characterised in this way; a formal research project looking at links between student engagement, retention and attainment; and a development programme as a collaboration between fifteen UK universities. Outcomes from each of these were disseminated at a final conference at the University of Winchester in May 2017, where practice and findings from the programme as a whole were shared. The programme also included the creation of a website of case studies and tools for use by the sector. The programme was funded by the Higher Education Funding Council for England (HEFCE) and was formally evaluated by an external team from GuildHE.

Successful graduates of the Bachelor of Māori Language and Indigenous Studies at Te Puna Wānaka at Ara Institute of Canterbury Ltd (Ara) were interviewed about their learning experience, from their first day through to graduating, and commented on their motivation to study, their times of struggle and pressure, and their supports and strategies to overcome barriers to successfully complete their qualification. The learning experiences of tauira Māori were analysed using a framework informed by the Māui narrative. An outcome of this analysis was a better understanding of key factors that influence the learning journey at Ara for tauira Māori. In addition, the findings of this study informed the Māui Te Tauira pastoral support and mentoring programme and teaching practice at Ara, and guided programme design and delivery to support Māori achievement.

Innovation is a key factor to bring about change. The government should formulate policies that are innovative to bring change to the nation. A government that enhances transformation, is a dynamic and progressive government. The Government Transformation Programme (GTP) in Malaysia, that is implemented in three phases started in 2010, is studied to examine how the programme is being accepted by the people. GTP is a programme that has never been implemented before. This programme emphasises more on performance and results of civil servants rather than budget spending. It also emphasises more accurately on planning. The aim is to produce high levels of accuracy and accountability of public employees and to provide rapid results in a short time as desired by the people. The 2011 GTP report showed that more than three million people have been positively impacted by this programme although it has only been implemented for two years. However, empirical studies found that people did not really feel the impact of the GTP programme. Although this programme was advocated through electronic and on-line media, many people still do not understand what is exactly the GTP and what are to be achieved through this programme.

Purpose Higher education (HE) institutions worldwide are experiencing fundamental changes, moving from the traditional Humboldt-type model towards an entrepreneurial model. In the context of these global trends, the Russian university landscape is being prepared to undertake a great transformation towards international standards in HE. The Russian State is currently funding a large-scale reform package for universities. The purpose of this paper is to examine trends and institutional reforms in the Russian HE system including the perspectives of universities, governments and business. Design/methodology/approach Currently, much attention is focussed on increasing the global competitiveness of Russian universities by making Russia’s HE system more integrated in international activities. The Programme “5-100-2020” launched in 2013 provides funds from the federal budget in order to push selected universities to increase their international rankings. A central aspect of the analysis is the policymaking process based on Kingdon’s theory of agenda setting. Furthermore, it is necessary to explore how the reforms of HE are implemented in practice, presented with the help of a single representative case study demonstrating how the Programme “5-100-2020” is implemented in a large Russian polytechnic university. Findings The present research shows the ways in which international trends influence educational and research environments in Russia, which provides a better understanding of the evolution of the university landscape in the light of growing marketisation, identifies important policy issues associated with becoming top international universities. The study of the timeline of reforms and reconstruction of the Russian HE system revealed an ambivalent picture which presents contradictions. Research limitations/implications The data were collected within one organisation only. This is a single representative case study. This means generalisation is only possible for similar organisations. Practical implications The study allows university managers to be more aware of the challenges and opportunities which arise with such organisational change. Social implications The paper draws attention to HE system reforms in Russia. University is a very important organisation for society with numerous stakeholders. The findings of the study are important for better understanding what is happening in education now. Originality/value The research adds value to policymaking process in the field of HE, and gives example of transformation process in Russian universities.

The social issues involving off-campus students are quite serious as these students are more susceptible to negative influences such as friends and the surrounding environment. Results from the preliminary study showed that there were four major problems which are relationship with the Creator, self-management, social relationship with housemates, as well as housekeeping management and upkeep. Therefore, an intervention programme named Transformation Leadership Programme for Off-Campus Students was designed. The study aimed to examine the effectiveness of the leadership transformation programme among off-campus student. The effectiveness of the intervention programme reported in this study is based only on pre- and post-tests from quantitative data collected from 30 respondents. The results show that there is no significant difference for the variable, ‘respondents’ belief in the Creator’ although the mean value increased in the post-test. Apart from that, the findings also show significant improvements in the other three variables assessed, (i.e., relationship with the Creator, <strong></strong>self-management, social relationship with their housemates and housekeeping management and upkeep). Data also show that there was also positive impact on off-campus students’ academic achievement due to the decrease in the number of respondents with CGPA below 2.5. Therefore, this means the programme is successful in helping off-campus students to understand and make a connection between the value of belief in the Creator (spiritual intelligence) with the exercise of social responsibility as a leader to oneself, others and housekeeping management and upkeep.

Since 2019, the Kaliningrad Region has run a regional programme for digital transformation as part of the national initiative The Digital Economy of the Russian Federation. The programme seeks to improve the quality of life by creating information infrastructure and streamlining public administration. The regional Ministry of Digital Development has presented a report on programme implementation, which placed emphasis on economic performance. The study employed the questionnaire survey method to carry out a sociological analysis of the regional population as a participant in digital transformation. Quota sampling was used to select 384 respondents. Slightly over a half of the population had a positive attitude to digitalisation, and about 20 per cent believed that the digital economy led to the degradation of society. The development of a high-tech economy was named the main advantage of digitalisation and proliferation of digital surveillance, its distinct disadvantage. Kaliningraders reported heavy use of digital technology. Yet, the low indices of digital literacy and personal information protection raise concerns. The findings, which supplement the regional digitalisation report with sociological data, may help in planning and delivering activities within the regional digital transformation programme.

Purpose The purpose of this paper is to investigate the lessons that could be learnt from the first year of implementing the Wholesale and Retail Sector Education and Training Authority’s Rural Development Programme. Design/methodology/approach This exploratory, qualitative study involved unemployed people from a rural location in Mpumalanga Province, South Africa. A focus group and in-depth interviews were held with the current learners, the programme manager, the skills training providers, and the royal custodian of the locality. Findings While highlighting the factors that enhance success as well as those that impede development, the study found that the learnership contributed significantly to social transformation through rural entrepreneurship. It empowers disadvantaged women and youths to gain access and skills which, if the recommended measures to sustain the programme are implemented, could enable them to grow bigger businesses. Research limitations/implications Since this was an exploratory, qualitative study, the limitations of a small, convenience sample need to be overcome by a larger, quantitative study, and a more complete collection of accurate secondary data. Originality/value Despite the obvious limitations, this study has contributed to the literature on both rural entrepreneurship and transformation in South Africa. Both are under-researched topics, despite transformation being a socio-political imperative and entrepreneurship, especially in rural areas, being a key to overcoming South Africa’s high unemployment rate.
