Abstract (sommario):
Abstract Multinational Brigade Operations involving NATO and its European Partners are the norm in the post-Cold War Era. Commonplace today are Multinational Brigades, composed of staffs and subordinate units representing almost every NATO Country and Partner, participating in training exercises or actual operations in both the European and Southwest Asian Theatres. Leadership challenges are prevalent for the Multinational Brigade Commander and his staff, especially those challenges they face in achieving an effective level of brigade interoperability in order to conduct successful operations in NATO’s present and future operating environments. The purpose of this paper is twofold: to examine the major interoperability obstacles a multinational brigade commander and his staff are likely to encounter during the planning and execution of brigade operations; and, to recommend actions and measures a multinational brigade commander and his staff can implement to facilitate interoperability in a multinational brigade operating environment. Several key interoperability topics considered integral to effective multinational brigade operations will be examined and analysed to include understanding partner unit capabilities and limitations facilitated by an integration plan, appropriate command and support relationships, compatible communications, synchronized intelligence and information collection, establishing effective liaison, and fratricide prevention. The paper conclusion will urge for a NATO land brigade doctrine considering doctrine’s critical importance to effective brigade command and control interoperability and the expected missions a land brigade will encounter in future NATO operating environments as part of the NATO Very High Readiness Joint Task Force (VJTF).

Abstract (sommario):
The radical changes in the nature of modern military conflicts, the range and content of the tasks involved in the Armed Forces of Ukraine require a series of measures aimed at improving their training system. One of the components of the Armed Forces training is combat training, which is conducted both in peacetime and during a special period. The experience of the counter-terrorist operation and the operation of the Joint Forces in eastern Ukraine shows that the successful accomplishment of combat tasks by tank brigades (units) to a large extent depends on the effectiveness of combat training during combat readiness recovery, the result of which is their preparedness level. All this requires finding and implementing new approaches to the organization and conduction of combat training during combat readiness recovery, which requires the development of a scientific and methodological apparatus to assess their preparedness level. Based on scientific and methodological approaches to assessing the effectiveness of military units combat training and the experience of carrying out combat readiness recovery, the article presents a partial methodology for assessing the tank brigade preparedness level during combat readiness recovery, which takes into account the preparedness level of each structural unit of the brigade, taking into account its importance. Assessing the preparedness level of the tank brigade structural unit is calculated by dependence, which takes into account the overall level of military personnel training and their coherence. The indicators that characterize the training level of the serviceman include: the level of individual abilities of the serviceman, length of service and occupational training courses in the field of activity. The level of coherence in the management of the military unit depends on the experience gained by each serviceman in the occupied position during the exercise (training), taking into account their importance, and the unit – on the results of working out of collective training standards. This partial method allows to make quantitative assessment of the tank brigade preparedness level to perform the tasks on purpose, and also identifies "weaknesses" in carrying out combat recovery, which necessitates the development of recommendations for improving the efficiency of combat recovery. The results of the study can be used in the practice of restoring the combat capability of tank brigades and in the research on the readiness level assessment in scientific institutions.

Abstract (sommario):
Introduction. The Pyatikhat offensive operation of the Steppe (2nd Ukrainian) front completes a series of major battles in 1943, but it remains poorly studied, especially on the issue of the actions of individual units (corps, divisions, and brigades). Methods and materials. Declassification of a large set of archival materials allows gradually eliminating this gap in the historiography of the Great Patriotic War. Conducting an objective analysis of combat logs, comparing them with previously published sources has allowed considering the participation of the 16th mechanized brigade in the first stage of the Pyatikhat operation from October 15 to November 5, 1943. Analysis. The article discusses the process of forming and training of the brigade in July-September, the breakthrough of the German defense, the liberation of the city of Pyatikhat and other localities from October 15 to 21, 1943, defensive battles on the approaches to Krivoy Rog (from October 21 to November 4, 1943). Results. For the 16th mechanized brigade formed in summer 1943, participation in this operation was a real baptism of fire. Together with other brigades of the 7th mechanized corps, it actively participated in the liberation of the city of Pyatikhatka and other localities. At the same time, soldiers of the brigade showed mass heroism, breaking through the defense of the Nazis and destroying enemy’s equipment. Then, retreating slightly under the counterattacks of fresh German units, the 16th MB steadfastly and courageously defended the lines assigned to it. The analysis of the ratio of losses of the brigades personnel and similar damage to the enemy shows that in the Pyatikhat operation, the 16th mechanized brigade performed its task with high efficiency, and most of its officers proved themselves competent commanders and courageous soldiers.

Abstract (sommario):
Human remains detection dogs (HRDDs) are powerful police assets to locate a corpse. However, the methods used to select and train them are as diverse as the number of countries with such a canine brigade. First, a survey sent to human remains searching brigades (Ncountries = 10; NBrigades = 16; NHandlers = 50; Nquestions = 9), to collect their working habits confirmed the lack of optimized selection and training procedures. Second, a literature review was performed in order to outline the strengths and shortcomings of HRDDs training. A comparison between the scientific knowledge and the common practices used by HRDDs brigade was then conducted focusing on HRDDs selection and training procedures. We highlighted that HRDD handlers select their dogs by focusing on behavioral traits while neglecting anatomical features, which have been shown to be important. Most HRDD handlers reported to use a reward-based training, which is in accordance with training literature for dogs. Training aids should be representative of the odor target to allow a dog to reach optimal performances. The survey highlighted the wide diversity of homemade training aids, and the need to optimize their composition. In the present document, key research topics to improve HRDD works are also provided.

Abstract (sommario):
Based on the results of the analysis of command and staff training of the territorial defence units and scientific research conducted to determine approaches to the estimation of the effectiveness of military units training, a set of indicators required to estimate the effectiveness of training of territorial defence units of the Armed Forces of Ukraine has been suggested. The achievement of the designated combat capabilities has been defined as an overall indicator for the effectiveness estimation. This indicator depends on the readiness to perform tasks of such components as personnel management, organizational core and units of the territorial defence brigade. Being a measuring tool the indicator should reflect the level of the item’s specific property display. The definition of the well-grounded indicators required to estimate the separate territorial defence brigade training effectiveness is of great theoretical and practical importance. Justification of the criterion and a set of indicators required to estimate the effectiveness of training of a separate territorial defence brigade is a challenging task. In practical terms, a set of indicators required to estimate the effectiveness of training of a separate territorial defence brigade is a result of activities of the relevant social and technical systems (territorial defence structures and agencies) established to perform missions. Estimation of the effectiveness of training of a separate territorial defence brigade requires application of complex indicators which can generalise a certain amount of information and at the same time maintain the objectivity of estimation. In some cases, in particular, when dealing with new tasks, this may require synthesis (a combination of earlier identified concepts and goals), the formulation of new indicators and algorithms for their calculation. Based on the results of the analysis of command and staff training of territorial defence units and scientific research conducted to determine approaches to the estimation of the effectiveness of military units training, a set of indicators required to estimate the effectiveness of training of territorial defence units of the Armed Forces of Ukraine has been suggested. The achievement of the designated combat capabilities has been defined as an overall indicator for the effectiveness estimation. This indicator depends on the readiness to perform tasks of such components as personnel management, organizational core and units of the territorial defence brigade and can be used to develop a partial methodology for the estimation of effectiveness of training the territorial defence brigade organizational core.

In the Warsaw Pact member states mandatory military service enlistment of people created a serious financial burden, while depriving the economy of a large chunk of its labour force. To resolve this dilemma, in 1964 two engineering brigades were set up in the Hungarian People’s Army. Following a brief basic military training, these brigades supplied the labour force for national economy projects, but also created an opportunity to acquire income for the military budget. The 150th Transportation Engineering Brigade was created to support transport projects. Soldiers took part in Hungary’s all key, still operating road and railway developments. Also, thanks to acquiring specialised knowledge, they got a chance to work for transport services following their military discharge

Abstract (sommario):
Background. Firefighter profession is characterized by a high level of risk due to the threat, mainly related to rescue and fire extinguishing, workouts, training and other actions. They result from the firefighters’s duties and affect the health and life of the firefighters on duty. The aim of the study was to assess the specificity of injuries in the State (SFB) and Volunteer Fire Brigade (VFB), assessment of the cumulation of health-related behaviors based on the Modified Inventory of Behaviors by Juszczynski, and the effect of the cumulated behaviors on the injury rate, both in the State and Volunteer Fire Brigades. Material and methods. The sample included the occupationally active firefighters from the Volunteer Fire Brigade in the Opole and Lower Silesia voivodeships. The applied approach involved the application of an anonymous questionnaire filled out by volunteers participating in the study. The questionnaire included basic data on their service (State or Volunteer Fire Brigade), age, gender and the presence or absence of contusions, and a possible form of treatment to be applied. Moreover, the Modified Inventory of Health-Related Behaviors by Juszczynski was applied. The questionnaire contained 18 statements describing health-related behaviors. Results. The comparison of the results corresponding to physical activity among the firefighters from the State and Volunteer Fire Brigade indicates that all the firefighters from the State Fire Brigade were physically active. In the case of the Volunteer Fire Brigade (VFB) there were 20 firefighters including 6 firefighters who did not practice any form of physical activity. In State Fire Brigade (SFB) there were 29 firefighters who had sustained contusion and 5 healthy ones. In both groups, the subjects most often sustained contusions while performing other types of physical activity than rescue and fire fighting actions. The majority of firefighters (16 in SFB and 11 in VFB) sustained joint sprain. Despite the numerous fire extinguishing interventions, the cases of burns poisoning are rare. The results also suggest that the surveyed firefighters neglect the recommended dietary habits and rest. Conclusions. 1. The results indicate no statistically significant differences between SFB and VFB membership and the circumstances of injuries sustained. 2. The membership in SFG and VFB has an effect on undertaking physical activities, however, it has no effect on injuries/contusions. 3. Neither SFB nor VFB firefighters believe that correct eating habits and rational rest are important.

Abstract (sommario):
Abstract Introduction Western militaries have consumption rates of alcohol and tobacco which are higher than the associated civilian populations, and are concerned about the negative effects on health, wellbeing, and military performance that such high rates may have. Materials and Methods A survey questionnaire which collected nonidentifiable data was distributed to all accessible members of an Australian Army Combat Brigade over the annual induction training and prefield exercise period between January and March 2019. The survey was composed of personal and demographic questions, followed by questions concerning the personal consumption habits of alcohol and tobacco. 1,606 complete and valid surveys were returned, representing 55.3% of the Brigade’s posted strength. Ethical clearance for this project was provided by the Australian Defence Force Joint Health Command Low Risk Ethics Panel (18-012). Results Almost one quarter of the Combat Brigade exceeded the Australian daily risk guideline for alcohol consumption, and over three quarters exceeded the occasion risk guideline; with 6.1% of soldiers drinking alcohol daily. 24.3% identified as tobacco smokers, with 15.9% smoking daily. Smoking rates and volumes were higher when deployed on field training exercises and on international training and operational deployments; as was the consumption of roll-your-own cigarettes. Overall, the main determinants of the negative consumption behaviors were gender (male) and age (under 25). Conclusions This study confirmed that the members of an Australian Army Combat Brigade have higher negative health consumption behaviors concerning alcohol and tobacco than the general civilian population. The results also identified a cohort of Senior Non-Commissioned Officers and Warrant Officers (E5–E9) between the ages of 35 and 44 who had high negative consumption behaviors which could result in poor health outcomes. This could be a suitable cohort for a targeted campaign to reduce tobacco and alcohol consumption and to assist to make healthy life changes.

Abstract (sommario):
Abstract: When World War I began in 1914, Britain had neither a conscript army nor any bureaucratic mechanism for implementing conscription. By 1916, however, it had the largest volunteer army in the history of the world. Such an astounding achievement was credited to patriotism and the efforts of Field Marshall Kitchener. In reflecting on this development, contemporaries and historians largely overlooked the religious culture of militarism that dominated the pre-war years as well as the impact of the church brigade movement. The brigades fused military discipline and training with religious teaching and spiritual formation, and they ensured that well over 50 percent of British boys received a form of military training in the decades prior to the conflict, popularizing the ideas of military organization, drill, and serving in the armed forces.

Abstract (sommario):
Due to the high rate of methane ignitions at active continuous miner working faces in underground coal mines, this location has been the focus of many researchers, as well as safety initiatives. Multiple ignitions occur annually in US mines, and outcomes vary widely based on the magnitude of the ignition and the subsequent damage to ventilation controls or development of active fire. Depending on the magnitude of the explosion or fire, auxiliary ventilation controls, such as exhausting line curtain or tubing may be damaged or completely removed, affecting the ventilation into the area. Investigation of a typical dead end continuous miner working face with exhausting ventilation was undertaken to explore firefighting conditions post ignition. Regular mining crews are trained in the fighting of mine fires, while mine rescue or fire brigade teams may also be utilized for firefighting depending upon the conditions. The research in this article develops an approach to analyze the tenable limits in a fire event in an underground coal mine for barefaced miners, mine rescue teams, and fire brigade teams in order to improve safety and training of personnel trained to fight fires. A detailed computational fluid dynamics analysis was conducted to investigate temperature, visibility, radiation, and concentration of combustion products based on different damage assumptions following an ignition at the continuous miner working face. The source of the combustion products analysis and the exposure effects were considered to assess the potential for harm to mine personnel, mine rescue teams, or fire brigades during a firefighting operation, taking into account their training and personal protective equipment during the 5- and 15-min exposure. This study has shown that if the exhausting line curtain was destroyed, the situation would not be tenable for barefaced personnel. The findings were utilized to recommend the tenable limits for barefaced miners, mine rescue team, and fire brigade teams during the 15-min exposure to the methane fire at a continuous miner working face. The outcome of this research, applied to training, will result in the more efficient evacuation, as well as safe and effective firefighting under certain conditions.

Abstract (sommario):
Looking at the environment of recent disasters, wide-area disasters that are difficult to respond to by one fire station frequently occur. In disaster management, it is urgent to establish an orderly command system and convert firefighters to national positions for disaster management by the government trusted by the people. Discussions on redefining the role of volunteer fire brigade are active at a time when public opinion is prevailing that a unified command system capable of responding quickly and accurately to disasters should be established by strengthening the firefighting organization, which is the responsibility of the head of a metropolitan government, as a national organization. it is progressing Considering these disaster environments and national firefighting policies, it is necessary to seek ways to strengthen the capacity of volunteer firefighters according to the transition of firefighters to national positions. Therefore, the purpose of this study is to analyze the operational problems of the volunteer fire brigade, which is limited to auxiliary roles other than fire suppression, and to investigate and consider advanced activities at home and abroad, to establish a practical way to redefine the role as a safety keeper contributing to the improvement of community resilience. I am working on an alternative. In order to redefine the role of the volunteer fire brigade, based on the results of overseas cases and statistical analysis, this study's policy suggestions for organizational operation, financial operation, activity matters, and education and training are as follows. First, it is necessary to convert into various volunteer fire departments that meet regional needs, such as serving as volunteers of private resources for local residents or regional disaster safety managers. Second, when budgeting a volunteer fire brigade, the budget for operation according to the capacity of each volunteer fire brigade must be budgeted so that the expenses necessary for the basic activities of the local volunteer platoon can be executed. Third, dedicated personnel in charge of the volunteer fire brigade are in charge of tasks related to various fire and disaster prevention governance, such as cooperation with private fire organizations or other civic groups, and vitalize volunteer fire brigade activities through communication and cooperation between social groups. do. Fourth, it is necessary to spread safety culture in the local community and induce consensus formation by recruiting experts in each field such as machinery, chemistry, and heavy equipment that are appropriate for the situation by utilizing the regional characteristics of a volunteer fire brigade and differentiated from other organizations. In addition, education and training to strengthen the on-site response capability of existing volunteer firefighters should be strengthened.

Abstract (sommario):
The article reveals and analyses the content of unpublished decrees on the shock-brigade of higher educational institutes adopted in Soviet Russia at the late 1920s. Despite the fact that the documents were signed by the government of the country, they have been practically not mentioned in the sourcebooks of legal acts, decrees of the Soviet government and historical and pedagogic literature. At the same time, they contributed to the transformation of the Russian system of pedagogic education, defi ning a course for the centralisation of management and outlining the contours of the model of continuous professional training of pedagogues. Evaluation of the text of the resolutions, their correlation with socio-cultural and historical conditions allowed us to determine the prerequisites for the formation of a shock-brigade of higher pedagogic educational institutions. Based on the analysis of archival sources in the Upper Volga region, the article provides examples of implementing the decision on the shock-brigade of pedagogic institutes at the regional level. The research materials supplement scientifi c information about the features of the national educational policy in the fi eld of teacher training and can be used to supplement the sourcebooks of legal acts of the beginning of the Soviet period of Russian history, implement modern educational policy in the fi eld of pedagogic education, analyse the activities of supporting universities, supplement the educational literature and content of training courses on the history of pedagogy and education.

Abstract (sommario):
Police reform in the Mobile Brigade Corps unit in Indonesia, which seeks to break away from militaristic elements, has not been fully implemented optimally. This is reflected in the lack of implementation of human values in serving the community. The extra effort of officers in encouraging community service based on human values can be realized through Organizational Citizenship Behavior which is not only directed at fellow officers, but also towards organizations in the context of community service. Based on Social Exchange Theory, this study aims to investigate the mechanism of strengthening Organizational Citizenship Behavior in the context of the Police Mobile Brigade Corps with the support of Empowering Leadership, Psychological Empowerment, and Job Satisfaction. Using a quantitative approach, this study distributed online questionnaires to 395 Mobile Brigade Corps officers. Furthermore, this study analyzes the data using Partial Least Squares–Structural Equation Modeling. The test results show that Empowering Leadership can strengthen Organizational Citizenship Behavior. In addition, this study reveals the mediating role of Psychological Empowerment and Job Satisfaction in the influence of Empowering Leadership on Organizational Citizenship Behavior. With these findings, the Police Mobile Brigade Corps needs to improve the competence of officers through training and development efforts so that officers feel psychologically empowered and have job satisfaction. On the other hand, Mobile Brigade Corps needs to encourage leaders to provide opportunities for officers to participate in decision making and recognize their contributions to work.

Abstract (sommario):
ABSTRACT Introduction The Cohesion Assessment Team (CAT) provides battalion and brigade command teams with actionable insight into the climate of their unit and the presence of certain harmful behaviors. This assessment, initiated by the Vice Chief of Staff of the Army and initially managed by the Headquarters Department of the Army’s People First Task Force, employs a framework from the Center for Army Professional Leadership to structure data and findings. Materials and Methods This manuscript describes how to conduct a CAT assessment. To start, two battalions within the same brigade are selected or volunteer for observation based on various metrics. Data are collected from multiple sources including (1) army metrics, such as promotion rates and Uniformed Code of Military Justice actions, (2) subject matter expert in-person observations and interactions, (3) discussions with battalion and brigade staff, (4) survey data from approximately 90% of the soldiers in participating units, and (5) targeted interviews, focus groups, and listening sessions. Onsite data are collected and synthesized with the survey results within a week. Results are presented to battalion and brigade command teams. Briefs highlight key elements of the unit climate that should be maintained or improved. In addition, summarized results are presented to progressively higher echelons of leadership, culminating with the Vice Chief of Staff of the Army for consideration of army-wide changes. Results and Conclusions The CAT focuses on providing leaders at brigade and below with relevant and actionable information to help inform their internal decision-making to improve their unit’s climate. This capability is distinct in many ways, including its non-attributional systems focus and its methodical approach to quickly collecting and triangulating multiple data points. Additionally, the CAT helps leaders identify areas under their control that will impact unit climate, similar to the feedback that training events provide on unit readiness. Army leadership deemed the CAT pilot a success, and responsibility for future CATs was transferred to the Training and Doctrine Command (TRADOC) in October 2022.

Abstract (sommario):
Purpose: The purpose of the article is to discuss the training system and forms of improving rescueskills of members of volunteer fire brigades, as well as to present training topics and programmesimplemented by the Training and Improvement Centre of the “FLORIAN” Harbour Fire Servicein Gdansk. The article also addresses the impact of volunteer fire brigade (VFB) firefighter trainingon the safety of their rescue activities and rescue operations.Introduction: One of the ways in which the state fulfils its obligations to its citizens is by providinga well-functioning security system, which comprises entities and non-governmental organisationsresponsible for countering threats to civilization and the environment (Zwęgliński, Radkowski,2020). Such organisations include volunteer fire brigades (Zając, 2018). Owing to the progressof civilization, volunteer fire brigades play an increasingly important role in the national internalsecurity system. The scope of their activities continues to grow. It is worth noting that over the pastfew years the nature of rescue operations carried out by volunteer fire brigades and the assistancethey provide has changed. Presently, there are fewer fires, while the number of road accidents andlocal dangers, such as local flooding, floods, broken/collapsed trees and damaged buildings hasincreased. In addition to fighting fires and battling natural disasters, members of the volunteer firebrigades also carry out technical, medical, chemical or environmental rescue tasks (Forjas, 2020).In particular, a key role is played by VFB units comprised by the national rescue and firefightingsystem, which must meet a number of requirements among other things in terms of having thenecessary equipment at disposal, remaining ready to undertake rescue operations, as well ascompleted training (Marjański, 2017, pp. 137–138). The participation of authorised VFB membersin a wide range of rescue operations requires that they be properly trained, which can be achievedthrough a system of training and forms of improving rescue skills.Methodology: The article has been drafted on the basis of principles developed by the NationalHeadquarters of the State Fire Service for the preparation of volunteer firefighters to participate inrescue operations, training programmes for VFB rescue firefighters and available literature on the subject. The paper also draws on the training materials of the Training and Improvement Centreof the “FLORIAN” Harbour Fire Service in Gdansk and the authors’ experience. Conclusions: The growing range of rescue operations carried out by volunteer fire brigadesrequires that its members be properly trained and that their rescue skills be continuously improved.Training in simulators makes it possible to perform a simulation of a real fire and demonstrate thecharacteristic phenomena accompanying it. It also has a significant impact on raising awarenessamong trainees of the fire hazards of working in a fire environment. One of the centres providingsuch training in Poland is the Training and Improvement Centre of the Harbour Fire Service in Gdansk.

Abstract (sommario):
The experience of using tank brigade and units in the of anti-terrorist operation (ATO) and the operation of the Joint Forces (OJF), which are the main strike force of the Land Forces, indicates that their successful combat performance depends to a large extent on their combat capability. The level of preparedness of the brigade has a direct impact on combat capability.During combat renewal, combat training activities are conducted during which the training facilities acquire certain capabilities to perform combat missions. Due to the limited time involved in conducting combat training, methodological training of trainers has a significant impact on their level of training. This requires the search and implementation of new approaches to the quality of combat training activities by leaders of training in the course of combat readiness, which requires the development of a scientific and methodological apparatus to assess their level of methodological training. The article proposes a partial methodology for assessing the level of methodological training of leaders of training during combat training in the course of combat readiness, as part of a comprehensive methodology for assessing the effectiveness of combat tank training in the course of combat capability, which allows to take into account the impact of training leaders on the quality of training. The use of the proposed method allows the training subjects to quantify the level of methodological training of the trainers and to identify problems in the organization of their classes. The above methodology uses indicators that characterize the level of knowledge and skills of the head teacher in the subject of study, their experience in their classes and the availability of training courses to improve pedagogical skills.

Abstract (sommario):
The reviewed collection of documents is timed to the 80th anniversary of the formation of the 75th Stalin Volunteer Independent Infantry Brigade of the Omsk Siberians. The authors-compilers have conducted painstaking research in order to identify documents in the archival fonds. The collection contains five sections related to the following main thematic areas: formation of the Omsk volunteers and their way to the field army; their participation in the hostilities at the Kalinin front and their reformation into a guards division; unity between front and home front; veterans’ memoirs; historical memory. Relevance of the reviewed documents collection is determined not only by the high interest of the contemporary Russian society in the events of the Great Patriotic War, but also by the conditions of the special military operation in Ukraine in 2022-23, by the fact that the Russian Federation is now partially mobilized and, as 80 years ago, the former territory of military camps “Cheremushki,” where the Omsk Institute of Armored Vehicle Engineering is now stationed, has once again became training ground for the armed forces of our state. The book is supplemented with a synoptical scientific article by the famous scholar, Doctor of Historical Sciences, Professor A. V. Sushko, a list of abbreviations, geographical and name indexes, which greatly facilitate the readers’ work. The uniqueness of the collection is due to engaging documents that provide a comprehensive picture of the insufficiently studied mass heroism of the Omsk Siberians in the Great Patriotic War of 1941-45. The structure of the book is logical, falling in line with this particular type of publication. The publication is preceded by a detailed introduction substantiating its scientific significance, describing the state of the scholarship on the brigade history, and providing a brief source studies description of the materials thus introduced into scientific use. The history of the 75th Stalin Volunteer Independent Infantry Brigade of the Omsk Siberians, as revealed by the team of authors-compilers, has many “white spots” and has been studied insufficiently. The reader, acquainted with the published materials, becomes aware of the lack of the brigade history written on modern theoretical and methodological level, using available archival documents. The reviewer notes disproportionately small (in relation to the total mass of published documents) amount of materials from the Central Archive of the Ministry of Defense of the Russian Federation, where there is a significant collection of sources on the 75th Brigade’s participation in combat operations at the front. This observation applies to the second section of the collection, in which documents of the military counterintelligence bodies prevail. The publication would have benefited, if the authors had set apart the documents of the special services, forming a separate section, and prepared an additional section on combat operations of the brigade on the basis of documents from the Central Archive of the Ministry of Defense of the Russian Federation.

Abstract (sommario):
This research analyzes the technical training needs required by the Mobile Brigade Pioneer Battalion of Polda Metro Jaya in securing the National Capital City. Securing the National Capital is a complex challenge and requires high readiness and competence from the police, especially the Pioneer Battalion. In this research, the author uses a qualitative approach with the Training Need Analysis (TNA) analysis method, which involves questionnaires and a literature study. The results of the analysis show that the Pioneer Battalion is widely applied in various security tasks, which include handling high-intensity crime threats and managing natural disasters. The involvement of the Vanguard Battalion generally plays a role in supporting regional police when the intensity of the threat reaches a high escalation. Training uses a training manual published by the Foster Police Department. The research results show that there is still potential to improve training. In this analysis, the author emphasizes training based on actual needs for securing the National Capital, enhancing services to the community, and preparing to face future threats. In conclusion, this research identifies the importance of technical training in securing the National Capital by the Mobile Brigade Pioneer Battalion of Polda Metro Jaya. Based on the analysis, it is recommended to provide training that is not only related to the tasks and duties of the Pioneer Battalion in the context of securing the capital. Because the involvement of the pioneer battalion was extensive and not only related to security. The development and improvement of technical training that is relevant to the actual needs for security of the National Capital will strengthen the readiness and competence of Pioneer Battalion members in carrying out complex security tasks involving various other security aspects.

AbstractThis article describes a study investigating the medical interoperability of 3 Commando Brigade (3 Cdo Bde) with the US Marine Corps (USMC), predominately in the Role 2 and overarching Command and Control domain. This was conducted over two main exercise periods in 2017. The information was gathered through coalition casualty serials, face to face interviews, attendance at US training courses and visits to US facilities. The operational patient care pathways are broadly interoperable. There is no critical factor that would prevent medical interoperability between 3 Cdo Bde and the USMC if medical treatment facilities were required to deploy on imminent operations.

Abstract (sommario):
ObjectivesIncreased demands are placed on emergency services and their role and ability to act in incidents in challenging environments, for example, road tunnels. Collaboration between officers from emergency services (fire brigade, police and ambulance services) is important for an effective rescue effort. In Gothenburg, Sweden, a position as a senior ambulance officer (SAO) within the emergency medical services (EMS) has been introduced to support the regular force during major incidents. The aim of this paper was to explore the perceptions and experiences of the SAO’s new management role in challenging incidents, such as those occurring in road tunnels.DesignA qualitative interview study.SettingThe study was carried out from February to June 2019 in Gothenburg, Sweden, which is a municipality with several road tunnels and a population of approximately 580 000 people. SAOs collaborate with the corresponding function within the police and fire brigade, both having senior officers at major incident sites.ParticipantsTwelve SAOs.MethodsThe study used semistructured interviews. The collected data were analysed using qualitative content analysis.ResultsAccording to SAOs’ experience, prehospital medical management included not only leadership, but also planning, training and indepth knowledge of, for example, tunnel environments. Furthermore, SAOs adopted an encouraging and teaching role for their colleagues. SAOs’ responsibilities also included proactive planning together with the fire brigade and police, which was regarded as enhancing interorganisational collaboration. An overall theme emerged which the SAOs described as ‘A new holistic approach to EMS leadership and management’.ConclusionsThe participants considered that the new SAO role not only seems to improve the prehospital medical management, but also makes the EMS command structure during challenging incidents symmetrical with the fire brigade and police command structure. The implementation of national guidelines is desirable and is requested by the SAOs.

Abstract (sommario):
AbstractThe primary mission of the military physician assigned to a combat-arms unit is to sustain the unit's fighting strength through prevention, primary medical care, and trauma resuscitation. Technical and organizational details of civic action assistance are not emphasized routinely during training. Real-world deployment, however, presents challenges approachable only with flexibility and improvisation. Historically, combatant commanders have recognized the health of civilians in their operational area as a target through which local acceptance of United States (US) intervention may be achieved. The medium-unit (battalion and brigade) physician may be charged with providing care to the host-nation populace. Because the mission's emphasis is one of public relations and not sustainable development, lasting medical benefits are not attained. This article addresses the challenge of on-the-spot military civic assistance. The experience of the 173d Airborne Brigade (Bde) Medical Section is used to color concepts with real events. The unit attempted to reach beyond the immediate directive in order to create a program of lasting results.

Abstract (sommario):
This study attempted to design a scenario to improve a fire safety manager's actual fire response-ability based on elements that may occur in actual fire situations. The scenario was linked with revised educational subjects, starting with fire recognition, propagation, occupant evacuation guidance, use of fire extinguishers and indoor (outdoor) fire hydrants considering combustion characteristics, and protection safety. Finally, it covered fire brigade induction and police handover. The scenario demonstrates the procedures to respond to fire from the fire safety manager's perspective and includes seven stages. These are fire outbreaks, fire situation propagation, initial fire extinguishing, evacuation guidance, firefighting facility operation and action, protective measures and first aid, fire brigade guidance, and collaboration. The study concluded that it would be helpful to improve the fire safety manager's decision-making ability to respond to critical situations and prepare for recurring diverse situations by developing scenarios by utilizing fire safety manager instructional and practical training.

Open source intelligence (OSINT) is a rapidly expanding intelligence discipline in the Intelligence Community (IC), both in scope and impact to national security. US Army organizations conduct pre-deployment training and validation at combat training centers (CTC) across the full spectrum of warfare. Military intelligence professionals are tested on their ability to collect and analyze data using each of the intelligence disciplines. However, OSINT is the only intelligence discipline that is not currently graded at CTCs. Although there are various reasons why OSINT is not being sufficiently evaluated, this project focuses on the lack of defined OSINT evaluation criteria and endeavors to develop defined task, conditions, standards, and evaluation criteria for the planning and execution of OSINT operations. Abstract (sommario):
The aim of this study was to investigate the influencing factors of successfully rescuing year-round housed cattle in case of a barn fire. Empirical research indicates the reluctance of cattle to leave their familiar barn. Subsequent retreat back to the perceived safety inside, which stands in contrast to the unknown and thus adversary elements outside, for example, the fire brigade, is to be expected. We examined the evacuation of 69 dairy cattle, split into three groups, to an adjacent pasture by night and inspected the animals’ acceptance of two differently designed escape routes and the effect of preceding training. Along with the time needed for evacuating all animals, we measured faecal cortisol metabolites and daily milk yield to assess stress in the animals. Our preliminary assumption was that cattle trained for pasture would have a decisive advantage over untrained cattle. However, adapting the exits to the sensory physiology of the cattle resulted in an extensive impact on the animals’ readiness to leave the familiar housing, as the evacuation of the cattle non-habituated to the exit was comparatively quick and successful. We consider this study instructional for fire brigades and farmers, encouraging them to develop a customised concept for rescuing their cattle in case of an emergency.
