Abstract (sommario):
The current town ecological landscape planning and governance methods are mainly based on the high quality, high energy-saving, and environmental protection effect of the town ecological landscape. How to innovate the town ecological landscape planning and governance process with the help of Internet of things technology and fuzzy optimization method is the current development trend. Based on this, this paper studies the application of Internet of things technology in town ecological landscape planning and management. Firstly, a small town ecological landscape evaluation model based on fuzzy optimization algorithm is proposed. Combined with multivariate matrix transformation function, the authenticity data of ecological landscape are simulated. The original analysis of different types of small town ecological landscape is realized by selecting the multivariate extremum of autocorrelation function curve in the process of planning and governance. Secondly, in the simulation evaluation link, the fuzzy evaluation method is adopted and improved. At the same time, the improved three-dimensional original planning governance model is used to comprehensively analyze the simulation results of three-dimensional landscape planning governance. Finally, by designing fuzzy simulation experiments, the application effects of different Internet of things technologies in town ecological landscape planning and governance are analyzed. The experimental results show that the correlation data indicators of fuzzy optimization methods corresponding to different Internet of things technologies are very different. The application effect of different types of Internet of things technology in ecological landscape planning and governance of small towns is targeted and shows strong regularity.

Abstract (sommario):
Among ancient Russian towns, Pereslavl-Zalessky stands out for the rare preservation of its historical town-planning structure. The basis for such estimation is provided by the evidence of sources on the town’s history during the 12th — 17th centuries and a comparative analysis of cartographical documents of the early modern time. The views on the formation of Old Russian towns and assessment of the factors affecting the town-planning have recently undergone considerable changes. The comparison of historical and archival as well as archaeological evidence with the present-day topography of Pereslavl allows us to trace the modification of the planning structure that has retained not only separate architectural objects of the 12th — 17th centuries but also parcels of the medieval town layout. The article presents examples of the ‘exceptions to the rule’ during the execution of a regular plan at the end of the 18th century that, together with historical evidence on the composition and occupations of the trading quarter’s population, permit to more precisely determine the historical peculiarity of Pereslavl.

Abstract (sommario):
In this paper I argue that the debate about urban and regional planning is polarised into two competing ‘discourses’ of town planning and political economy. I assert that the language and concepts of town planning continue to take precedence in both the field of practice and in teaching and research and that this is a most unsatisfactory state of affairs. Town planners relegate urban and regional political economy to the periphery and place town planning at the centre. This is a conservative situation in that most town planning education places great emphasis on plans and very little on ‘how cities and regions work’. I recommend the abandonment of ‘planning’ education in favour of spatial political economy which might sit easiest in human geography.

Abstract (sommario):
The changes in niche roles and functions caused by competition for survival resources have implications in various domains, with natural science and social science standing out. Currently, expanding the ecological niche concept and its practical interpretation in the fields of social ecology, geography and sustainable science is becoming a crucial challenge. This paper is based on niche theory to observe niche evolution and resulting socio-ecological effects of 1186 towns in 19 prefecture cities in Yangtze River delta. The results indicate that: Towns around the Taihu Lake displayed obvious spatial agglomeration, which was leading the development of the entire region. The town niche shows obvious characteristics of north-south differences and hierarchy distribution. The niche coordination degree of Jiangsu Province was higher than that of Zhejiang Province. The higher the subsystem coordination degree, the better the town development. Towns with poor ecological conditions are often subject to competition, while towns with better ecological conditions often benefit from cooperative development. The niche separation and collaboration could enhance niche competition of towns and cities in the region. The proposed framework can facilitate interdisciplinary exchanges among geography, sociology, landscape ecology and regional planning and provide insights for understanding regional co-opetition relationship and regional sustainable development.

Abstract (sommario):
This paper provides empirical evidence from Durgapur (a post-Independence, industrial new town of eastern India) which tends to support the Harris–Todaro model of migration and introduces the concept of how the age of a town and growth of its indigenous population may affect a potential migrant's expected probability of finding a job. Thus a new town like Durgapur can be expected to experience distinct phases of labour force migration with different proportions of different types of employment certainties which in turn will guide the growth of squatter colonies in the town.

Abstract (sommario):
In order to improve the planning effect of the development path of the sports and wellness town, this article combines computer virtual technology to analyze the development path planning of the sports and wellness town and conducts research on the effect of the development path planning of the sports and wellness town through simulation research. Moreover, in order to deal with unknown time-varying actuator faults and uncertain disturbances of the system, an improved cost function is constructed in this article, which guarantees the expected performance index of the original system. In addition, this article uses the single-network ADP algorithm to solve the event-triggered HJB equation and adopts a new weight update law. Finally, an event-triggered near-optimal controller is obtained when evaluating the network’s success in approximating the improved cost function. The simulation study shows that the development path planning method of sports and wellness town based on computer virtual reality technology proposed in this article has a good effect and can effectively promote the progress and development of sports and wellness town.

Abstract (sommario):
With the development of modern industrialization, the rational planning of land resources, especially rural settlements (RSs), has become an important part of rural revitalization. Optimizing the RS spatial layout and enhancing its evolution simulation can encourage effective land resource allocation. It helps improve rural residents’ production and living standards, alleviates the pressure of urban and rural land conflicts, and promotes the common development of urban and rural economies. This work mainly uses the ANN-CN (artificial neural network-cellular automata) model to study the cultural landscape gene construction of ancient towns in Shaanxi. First, RSs’ spatial layout and landscape pattern index (LPI) in Shaanxi are analyzed. Second, the ANN-CA model is designed using the artificial neural network (ANN). Finally, Hua Yang Ancient Town in southern Shaanxi, Feng Huo Town in Guan Zhong, and Zhong Jiao Town in Northern Shaanxi are selected as the research objects. The influencing factors of spatial layout are extracted, and the evolution extracted of spatial layout is simulated based on the ANN-CA model. The simulation experiment finds that the area change of Hua Yang Ancient Town is more obvious than that of the other two ancient towns, with a change rate of 6.98%. Although the area change rate of Feng Huo Town is 19.79%, the actual change area is less than that of Hua Yang Ancient Town. Second, comparing the simulation accuracy of the model under different parameters, we can obtain the most suitable parameter for predicting the ancient towns’ land-use type and construing landscape gene land. Specifically, for Hua Yang Ancient Town, T = 0.9 and the random disturbance parameter α = 1.0. For Zhong Jiao Town, T = 0.8 and α = 1.0. For Feng Huo Town, T = 0.9 and α = 1.0. It is hoped that this work can further carry forward Shaanxi’s traditional culture and carry out the protective development of traditional rural buildings.

Abstract (sommario):
With the advent of the knowledge economy, universities have increasingly important roles in cities. However, some universities and cities are still fragmented, and popular science tourism is one way to solve this. The purposes and destinations of popular science tourism differ from those of traditional tourism. Consequently, their resources have a high development value for ecological and human resources. However, research on popular science tourism in China is still in its infancy. Here, we studied popular science tourism from a geographical perspective, selecting scale capacity, environmental level, resource level, location, and service conditions as factors to construct a judgment matrix to calculate the weights of indicators at various levels. Analytic hierarchy was used to build a popular science tourism evaluation system for Guangzhou University Town as a case study and the suitability of each tourist destination in the university town was evaluated. The results show that west Guangzhou University Town is more suitable for popular science tourism than the east, which possesses more value for popular science tourism development. Finally, we give recommendations for developing popular science tourism in Guangzhou University Town.

Abstract (sommario):
Urban Design and Planning, being a significant field of architect’s professional activity, science and education, in the Lithuanian classificators of science (1998) and education (2001) is replaced by Land Management which is concerned with another field closely related to engineering management of rural territories. The paper discusses diferences in the conception of these disciplines, and need of correcting the classificators is suggested with intention to create reasonable development conditions for the science and education of urban design and planning corresponding to those existing in the other EU countries. Some of the conceptions and incorrectly used concepts of the Law on Territory Planning requiring changes are indicated. It is stated that during 11–19 years an inadequate approach to a complex and socially urgent matter, related with culture, science and art, has brought the urban development of the country to a situation having evident attributes of chaos. Most damage is done to the architecture of towns, where the role of urban design activity, defining the conceptions of built-up morphostructure, urban complexes and the architecture of public spaces, is essential. Sustainable compositional development of a town defining its individual image and aesthetic attraction also depends on the qualification of a participating architect urbanist and his role in a team of planners. A model of positioning urban design and planning in the systematic conception of architect’s professional activity, science and education as well as possibilities of supplementing the classificators are proposed. Santrauka Lietuvoje priimtuose mokslo (1998 m.) ir studijų (2001 m.) klasifikatoriuose reikšmingos architekto profesinės veiklos, mokslo ir studijų kryptys – urbanistinis projektavimas ir planavimas (Town and Country Planning) – pakeistos į kraštotvarką (Land Management) – kitos srities dalyką, artimą inžinerinio kaimo teritorijų tvarkymo vadybai. Abstract (sommario):
Using a diverse range of source material this paper highlights the colonial appropriation of the existing Gaelic market town of Cavan, founded by the O'Reillys, in the establishment of the first Ulster plantation town. In contrast to what may be expected, a reading of the socio-economic, political and cultural landscape of the newly incorporated town of Cavan in the early years of the 17th century, highlights the dominant position and important civic role played by families of Gaelic origins in the governance of the town. Unlike other plantation towns Cavan town remained 'unplanned' in its morphological layout with the colonisers utilising and modifying the existing Gaelic urban fabric. The decision by English colonial powers to use the pre-existing urban settlement of Cavan town led to success for the colonial project on paper. Unlike other Ulster plantation towns, it also uniquely permitted the retention of a strong and distinct Gaelic presence and character which manifested itself in both the population and space of the town during the early decades of the 17th century.

Abstract (sommario):
Although towns are constantly changing, changes may have a major impact on town character. Town character reflects the distinctiveness of town form and there is a risk that town may change unrecognisably. This issue is particularly close to small towns, which characters are especially fragile. Additionally, small towns are often neglected or undeservedly underestimated, though people already are searching for slower life and more authentic experiences. Nevertheless, small towns can offer close community, sense of place and attachment to it, local production, cheaper real estate and safe, sustainable environment. Undoubdetly, counterurbanisation processes are underway and Lithuania has a lot of resources for slow town concept development. Lithuanian urban settlement system consists of mostly small towns, so the research of changes of town form and their impact on the town character is extremely important. The article discusses what causes changes in small towns, paying the particular attention to the Lithuanian context. Initial methodological guidelines and insights give basis for further investigation and levels of changes are categorised. Preliminary findings state that due to the level of maturity, completeness of town form in relation to the ideology of the period and on the consequences of World War II, transformations had a different impact on town form during the second half of the XX c. and the extent of changes differ. The concept of the research is illustrated with a case study of Anykščiai town which analysis of changes of town form allows to define main transformations and actions for nurturing the character of the town. The article presents the assumption that the complex research of changes of town form may enable a possibility to identify the model of the town form character and define the townscape capacity.

Abstract (sommario):
The autarchy system established by the new dictatorship following the Spanish Civil War proposed the reconstruction of the country as a new Renaissance based on idiosyncratic Spanish values. One of the most unique experiences was the creation of the private society The National Federation of Town Planning and Housing (1939–1954). The aim was to create a social environment appropriate for dignity development in the habitability conditions. The project was very ambitious about town planning dissemination. A professional network concerning town planning and housing knowledge was required. Instruments applied for achieving the objective included publishing books and magazines, exhibitions, congresses, and centers of information within and outside Spain.

Abstract (sommario):
Road infrastructure is set to be a catalyst to urbanization and development in Sub-Saharan African towns. This article hypothesises that the Bamenda-Mamfe highway has contributed to the urban growth and development of Mamfe. The paper reveals that spatial growth, socio-economic development and trade of Mamfe town have been triggered by the highway. A multi-spectral Landsat satellite imagery of 1986 and 2020 were used to determine the spatial expansion of the town over a period of 34 years. Some 110 questionnaires were administered to households of 7 neighbourhoods in Mamfe to determine the outcome of expansion. Field observation and interview sessions were done to have information on the socio-economic development of the town. An in-depth secondary data collection was done to gather information on the rate of population growth in Mamfe. The data was processed to generate maps through the ArcGIS 10.4 and MapInfo soft wares and tables through SPSS 17 for results and analyses. Results from findings propound a rapid increase in the spatial expansion of Mamfe instigated by the construction of road as the urban space increased from 21% in 1986 to 59% in 2020. This was accompanied by a population upsurge of 119,000 inhabitants from 18,000 in 1987 to 137,000 inhabitants in 2020. There has been a remarkable increase in trade and commerce influenced by the construction of the road as people and goods can move in and out of the town with ease. The socio-economic development of Mamfe has as well improved with the presence of commercial centres, schools and health units. The development of Mamfe is however faced with planning challenges and urban ills which might escalate if not controlled. This paper recommends that stringent majors are taken to implement planning and proper security in Mamfe with the hope to render the town sustainable for living.

Abstract (sommario):
With the development of natural science, more and more attention has been paid to the relationship between man and nature, and various natural crises have begun to be valued. Global warming and sea level rise are beginning to be recognized by the public. Hard or soft measure has been tried around the world to prevent marine disasters and build ecological coasts and cities. The site selected for the project is Fish Quay in the North Shield, which is a town that is typically vulnerable to marine erosion due to its proximity to the estuary and low-lying topography. The universality of the area’s qualities and the richness of the region’s history make it a very well-suited testing ground for measures to deal with sea level rise. This paper takes this as an example to formulate effective and feasible survival strategies for coastal cities.

Abstract (sommario):
Purpose The purpose of this paper is to investigate the information-seeking behaviour of Malaysian Town Planners (MTPs) in fulfilling their specific work task, which is to prepare the Development Proposal Report (DPR) that incorporates flood risk reduction aspects for planning permission purposes. The researcher investigated MTPs’ involvement in the DPR preparation, types of information sought from five town planning reference instruments, the uses of five town planning reference instruments and additional information sources and the problem faced when seeking for and using of the information from five town planning reference instruments for the DPR preparation. Design/methodology/approach This study was based on quantitative research using the postal survey method. Data were collected from 60 MTPs using questionnaires, with a response rate of 81.7 per cent. Findings The study showed that limited professional knowledge is the main factor influencing information-seeking behaviour of MTPs in the DPR preparation. The study revealed that MTPs seek information which are mainly related to the incorporation of flood risk reduction aspects in site planning, detailed information on existing conditions for all planning sectors especially for planning sectors that influence flood risks, detailed information on how development controls that influence the risks of flooding should be considered and detailed information on site planning aspects that influence flood risks from five town planning reference instruments. The MTPs gave various answers for the seven factors influencing their choice of use for each town planning reference instruments. Familiarity and prior success and trustworthiness factors got the most absolutely very important answers; followed by the quality factor with the most important answers; the timeliness factor with the most moderately important answers; accessibility factor with the most somewhat important answers; the cost factor with the most not so important answers; and the packaging factor with the most not important at all answers. The MTPs used additional sources such as the local planning authority, other agencies, colleagues, internet, clients, books, journals, seminar or conference papers and magazines to get useful information for the DPR preparation besides the five town planning reference instruments. The study found that the top three problems encountered by the MTPs during their information seeking for and using of information were the related information on incorporation of flood risk reduction aspects in site planning in all five town planning reference instruments were not sufficient, not in detail and not complete. Research limitations/implications Only 60 MTPs, whose DPRs for lowland development areas with planning permission from the Selayang Municipal Council, Selangor, Malaysia, from the year 2012 to 2014 were chosen as samples in this study. Besides that, only site planning aspects in five town planning reference instruments were taken into account in this study. Practical implications This paper provides useful understanding of the information-seeking behaviour of MTPs in fulfilling one of their professional tasks, which is preparing the DPR that incorporates flood risk reduction aspects for planning permission purposes. Originality value Being the first study on information-seeking behaviour of MTPs, it contributes to the very limited research literature on the topic for this profession in the world generally and Malaysia specifically.

Abstract (sommario):
Many communities work on trail projects as opportunities for sustainable development. Kentucky Trail Towns are accomplishing certification through a systematic state-wide program that guides communities, established in geographically advantageous locations, through a resource-based approach to community and economic development. Kentucky Trail Town communities proactively assess and explore physical assets, economic feasibility, and marketing strategies to capitalize on trails associated with adventure tourism. Since 2013, 17 Kentucky Trail Town certifications have been celebrated, particularly in and around publicly protected and managed areas, such as national and state parks and trail systems among other types of recreational destinations pertaining to adventure tourism. This study systematically evaluated 16 Kentucky Trail Towns with a focus on wayfinding systems and communication of trail-related amenities and services emphasized in the program guidelines. This study found the effectiveness of trail towns in Kentucky to be in its infancy from a short-term perspective. As a long-term strategy, Kentucky Trail Towns should continue their efforts to sustain and strengthen their relationships between core areas of town and major destination trails along with implementing visible indicators throughout the community. Further planning and design considerations can complement existing trails to enhance visitor experiences while also supporting the host community to preserve their landscape characteristics and place identity.

Abstract (sommario):
Within the last 20 years, medium-sized cities in Portugal’s interior have been subject to a process of “desertification.” They have progressively lost in terms of economic activity, value and vitality, with the corresponding erosion of their heritage value. One exception to this general trend is the town of Évora. Of particular note is the vitality of its historic center (designated as a World Heritage Site in 1986) and the balance achieved between the center and a number of subcenters outside the walls. Here, urban centralities have proven to be an essential component of the urban structure in the fight against urban failure. This research project analyzes the relationship between town planning and the emergence of urban centralities. Historic towns are a very particular case, with subcenters emerging as a town grows and the historic center co-evolving with the entire urban area and surrounding urban centralities. The rise of centralities testifies to the vitality of the town. This article seeks to understand what factors have led to the balance of urban centralities in Évora by examining their structure and how they have emerged in the context of planning policies and urban growth. The methodology adopted crosses the results of three different approaches to highlight the emergence of urban centralities: identification and assessment of urban centralities, analysis of urban areas based on a space syntax approach, and the study of urban planning and management policies focused on centralities. The results help to characterize urban centralities that coexist with a strong historic center.

Abstract (sommario):
China'sde jureurbanization level more than doubled in the five years between 1982 and 1987, jumping from 20.8 per cent to 46 6 per cent (Table 1). The Chinese State Statistical Bureau (SSB) officials explained that this unprecedented increase was largely the result of an increase in the number of urban towns since the mid 1984 relaxation of criteria for urban town designation.1 This is, however, only a partial explanation. My own analysis shows that much of the gain in the town population was in fact due to the post-1984 governing system of“town administering village” (zhen guan cun). Many newly designated urban towns (and some existing towns as well) have enlarged their administrative territories to include a huge number of agricultural residents in their official urban population. Most of these rural persons, however, judged by strict occupational and residential criteria, should not have been counted as urban population. The inclusion of many agricultural persons in the urban sector since mid 1984 has thus greatly exaggerated the actual urbanization level.2

Abstract (sommario):
A buildout analysis is an important methodology in land-use planning. The GIS technicalities of doing a buildout analysis tend to be the purview of professionals with a background in geographical sciences. However, it is argued that planners ought to be able to conduct buildout analysis in order to develop a better understanding of how land-use patterns could change sustainably over time depending on a community’s regulatory environment and pace of development. A state buildout analysis is compared and contrasted with buildouts conducted for two local jurisdictions on the opposite ends of Massachusetts: the towns of Amherst and Georgetown. The town of Amherst’s computations identified lower values of developable and new commercial/industrial land and 1,878 more new dwelling units than the state-led planning initiative three years earlier. In the case of Georgetown, the UMass Amherst planning consultancy identified lower values of developable land and fewer new dwelling units and 3.5 million square feet more of new commercial/industrial land than the state-led analysis. A series of implications for teaching buildout analysis in Urban and Regional Planning studio courses is presented.

Abstract (sommario):
In this paper I endeavour to show that town planning in Britain, although placed within the ‘public domain’, is largely operating in accordance with the principles of private law. I also argue that town planning is an integral part of the land and property market which itself is conditioned by the definition of the rights in land and property. These rights are shown to be grounded in the traditions of the private land law as evolved over centuries from the feudal system of land and property relations. I therefore begin with an examination of development under the leasehold system in London during the 18th and 19th centuries and find that landowners, in their efforts of maintaining the value of their estate, conducted a form of environmental control very similar to what planners do nowadays as part of their activities in development control. It is then shown how the old system was unable to cope with the pressures of industrialisation and rapidly expanding urban areas. Politicians, royal commissions, and expert committees sought to adapt the leasehold system and to reform existing property rights to accommodate a newly emerging property market. These efforts finally culminated in the 1925 Property Statutes. At the same time governments pursued efforts of devising new structures of urban governance. However, these measures generally were piecemeal and their implementation was fraught with difficulties. A new approach, recognising the interdependence between market processes, market regulation, and ‘public improvement’, were championed by the radical Liberals towards the end of the 19th century. This philosophy is reflected in the enactment of the first planning statutes of 1909 and 1919. Both Acts made provisions for the retainment of development value for reasons of social justice and the funding of urban infrastructure. Subsequent enactments have tended to isolate town planning not only from housing but also from the land market and the issue of betterment, and thus from urban governance. The reason, it is argued, is that property as well as planning legislation are still hemmed in the strait-jacket of the private land law. I conclude that the isolation of town planning within a fragmented ‘public domain’ bodes ill for the future of our cities.

Abstract (sommario):
The role of the discourses of town planning and development played an important role in the Zionist leadership's attempts to expand its urban territorial base, nowhere more obviously than in Tel Aviv. This article examines the land and town planning legislation introduced by the Mandate, how the rapidly growing Municipality of Tel Aviv used this legislation to annex lands from the surrounding Arab villages, and the local Palestinian population's understanding of and resistance to the Zionist-inspired urbanization of the region.

Abstract (sommario):
Early colonial administrations faced multiple challenges in their daily work. In specific areas, administrators reached out to science as a tool to understand and support their decisions. Town planning was an issue that brought together Europeans and Africans, and therefore created common living and working spaces for them. It became an important issue immediately after the conquest of Northern Nigerian territories, especially because a growing number of Europeans started living in the region on a more permanent basis. Town planning often seemed an arbitrary policy, yet, as it is demonstrated in this paper, daily administration reached out to science as helping tool to guide and validate their goals. Segregating Europeans from Africans was a question that very soon became a hotly debated topic, that was supported or rejected by some governors. This contested question shows that colonial policy was not by default racial based, let alone racist.

Abstract (sommario):
Abstract For public consultation in town planning, town planners can employ various software systems to improve the dialogue with citizens. This article looks at attempts to do so by following the work of a team of municipal town planners across four stages of public consultation held between 2012 and 2015. The study is based on detailed semi-structured interviews, field notes from regular visits to the planners’ office, and a database of public consultation comments and attendance at consultation events across the stages. Using an approach that considers planners’ work in the selection and implementation of software within institutional objectives and constraints as “infrastructure” work, we examine the joint deployment, use and effects of nine software tools and arising practices for public consultations. Our findings demonstrate how the infrastructure work of planners involved numerous interpretations about the possibilities for software adaptation and the effects of software use, which were enabled and constrained by consultation and planning requirements. The results also indicate a role for researchers in helping planners mediate between formal processes and public concerns, and illustrates how this technological-institutional struggle in infrastructuring work forms an essential part of town planners’ practice.
