Sport mega-event organizing committees have three uniquely challenging characteristics: They grow rapidly; they are temporary; they are accountable for event symbolisms. Effects of these characteristics are examined via participant observation and in-depth interviews with twelve lower-level employees of the Beijing Organizing Committee for the Olympic Games (BOCOG) two years before the Beijing Olympics. Four themes about their working lives were identified: The daily work is mundane; BOCOG is bureaucratic; privilege has its privileges; my immediate working environment nurtures me. The mega-event context was also important; workers described it using: The Olympics are great and grand; the Olympics are valuable for China; the Olympics illustrate the challenges that China faces in the 21st century; BOCOG is uniquely high profile; BOCOG helps us to understand Chinese society. Employees used four themes to describe the coping strategies they applied to manage the challenges of working for the organizing committee: I have to confront or adjust; my work at BOCOG allows me to develop myself; working at BOCOG represents a passionate life with idealism; I get to be part of history. Findings suggest that social support, the symbolic significance of the event, and learning through event work mitigate the stresses of working to host a mega-event. Future work should examine the workers’ lives longitudinally over the lifespan of an organizing committee to delineate the dynamics of meanings and experiences in mega-event work.

I was not one of David's students, though I wanted to be. I had applied to Yale for graduate school and had gone up to New Haven to meet him beforehand. But I didn't get in. Apparently, the admissions committee (which he wasn't on that year) considered it too risky to admit someone who had worked in the labor movement, in light of the union organizing going on among Yale's graduate students and employees. I thought this was ironic because, although I was sympathetic to the Yale organizing, I was searching for the life of the mind. If I had wanted to organize workers, I would have continued what I was already doing. In any case, I ended up elsewhere, and I've had no complaints about my graduate education. David and I stayed in touch over the years, and I was honored by a kind review he wrote of my first book in the Journal of Social History.

Among the 40,000 workers in Canada’s largest workplace, Lester B. Pearson International Airport in Toronto, a small but significant group of worker-organizers has created the Toronto Airport Workers’ Council (TAWC), a nonunion organization open to all Pearson workers. In this paper, we discuss the capitalist context of Canadian labor relations and the neoliberal restructuring that has attacked working conditions and workers’ solidarity across the airline industry. Then, after examining the insufficient responses by the twelve Pearson unions, we explain how workers formed the TAWC, whose participatory structures, direct action strategy, and broader class focus have achieved considerable successes, despite tensions with union leaders wary of potential “dual unionism.” We also discuss how the TAWC provides a space for socialist-led workplace organizing training and political education by the Toronto Labour Committee. Finally, we explore the possible roles of this council model in labor movement renewal and labor education in socialist movement renewal.

The article examines the activities of the Ivanovo-Voznesensk military-industrial committee in 1915– 1917. Close attention to the object of study is determined by the fact that Ivanovo-Voznesensk was the center of the largest textile region in Russia, and the local military-industrial committee united enterprises with a total number of more than 30 thousand workers. On the basis of the analysis of the archival documents of the committee, the author comes to the conclusion that the sole direction of its activity was the supply of the army with military equipment: the production of grenade and shell cases, and the production of asphyxiant gas. For this, special enterprises (shell and phosgene plants) were founded, generously financed by the members of the Committee. They regularly carried out deliveries for the military department. On the other hand, the local textile enterprises, which fulfilled large defense orders for the supply of fabrics, found themselves outside the sphere of influence of the military-industrial committee. All factories received orders and reported on them independently. Based on this, the thesis is confirmed that the military-industrial committees were not monopolists in the distribution of military orders. Even the attempts of local manufacturers, with the help of the military-industrial committee, to ensure the allocation of additional labor, raw materials, fuel and equipment were not very successful. As a result, no more than 40 % of the capacities of the Ivanovo-Voznesensk textile industry were mobilized for “defense production”. In addition, there is absolutely no trace of the role of the local military-industrial committee in the political organization of the bourgeoisie in Ivanovo-Voznesensk. This can be attributed to the fact that, on the one hand, the committee solved mainly economic problems, and, on the other hand — that the local bourgeoisie had other economic and political organizations that had operated long before the committee was created.

AbstractPopular discourse and academic scholarship both accent divisions between African American and immigrant workers. These debates most often focus on the question of job competition, positioning African Americans and immigrant workers asa prioriadversaries in the labor market. We take a different tack. Drawing upon a case study of hotel workers in Chicago, we identify ways in which workers themselves challenge and bridge these divisions. Specifically, we reveal how union organizing activities, such as diverse committee representation and inclusion of diversity language in contracts, counter notions of intergroup competition in an effort to build common cause that affirms rather than denies differences. We argue that these activities represent political efforts on the part of workers to contest and even reshape the racial and ethnic division of labor, thereby revealing competition as a socially contingent and politically mediated process.

The article contains an analysis of several dozen declassified resolutions and orders of the State Defense Committee, dedicated to the city of Sverdlovsk and the enterprises and organizations located on its territory. On the basis of the materials introduced into scientific circulation for the first time, the decisions of the State Defense Committee on the placement of the evacuated population, as well as enterprises, organizations and institutions in the city, are shown, the restructuring of the work of industry for the production of military products is shown. The paper shows that on the basis of the decisions made by the State Defense Committee, intensive industrial and housing construction was going on in the city, new enterprises were created and transport logistics improved. The decisions of the State Defense Committee on changing the range of military products manufactured at the largest enterprises of the city, providing them with labor force, and organizing mass housing construction of a simplified type for its workers are characterized.

Through meticulous analysis of steel workers at the workplace in Duquesne, Pennsylvania, James D. Rose explains the emergence and eventual victory of the Steel Workers Organizing Committee (SWOC), a part of the Congress of Industrial Organizations (CIO), in all its complexity. In doing so, he reveals the inadequacy of Lizabeth Cohen's culture of unity as well as Staughton Lynd's militant alternative unionism to explain the labor history of the 1930s. In addition, he reintroduces the idea that the federal government's role in industrial relations was crucial to the success of the CIO.

Abstract This essay intends to provide an introduction into an interesting aspect of the German war economy of the First World War not previously examined in detail: home-based outwork for the production of military supplies. In particular, this type of home-based outwork enjoyed great popularity amongst women with no previous experience of this form of work, such as soldiers’ wives and war widows. They were supported by various charitable welfare societies and women’s organizations which campaigned for public welfare during the war. Their efforts included the establishment of sewing rooms in which military home-based outwork was provided as emergency work. Orders were supplied by the military procurement bodies of the German Reich. Although many potential workers were thus withheld from the armaments industry, the development was not seen as a problem by the military administration. However, it did react critically to the many cases in which particularly female home workers were duped by firms when picking up their work. Especially in the area around Berlin, the military authorities intervened vigorously to enforce standard wages for the home workers sewing military uniforms. Nevertheless, the year 1916 marks a turning point: This benevolent stance on home-based outwork changed under the pressure of new employment priorities. New contract regulations made military home-based outwork difficult for unskilled male and female workers to access. These were in theory then available to work in the armaments industry and in agriculture, areas both struggling to meet labour demands. Moreover, the changes led to an organizational separation between sandbag sewing and other home-based outwork involved in producing textiles for the military. In the case of sandbag sewing, a separate war committee was responsible for the planned distribution of sandbag orders throughout the whole Reich.

This article examines the activities of the People's Commissariat of the Textile Industry of the USSR for the placement of Leningrad textile workers, the re-evacuation of equipment, the restoration of destroyed enterprises and the construction of new facilities in 1942. Great attention is paid to solving organisational issues of increasing production capacity in order to produce finished products necessary for uninterrupted supply of the needs of the front and rear. The content of the article is mainly based on the materials of Moscow, Ivanovo and Yaroslavl regions, since it was their textile enterprises that bore the main burden of fulfilling defence orders during the period under review. To write it, the office materials of the People's Commissariat of the Textile Industry of the USSR, the State Planning Commission under the Council of People’s Commissars of the USSR, the State Defence Committee and the Office of Alexei Kosygin were used. Most of such information obtained in the State Archive of the Russian Federation, the Russian State Archive of Economics, the Russian State Archive of Socio-Political History and the State Archive of Ivanovo Region has been introduced into scientific circulation for the first time. The article is addressed to specialists in the field of the history of Russian textile industry, to graduate students, undergraduates and students of higher educational institutions.

Abstract: This article introduces readers to the ongoing African American struggle for full voting rights from Reconstruction to the present. It explains some of the significant ways white supremacists (mis)used the legal and political system, along with violence and economic terrorism, to suppress the Black vote. The essay gives particular attention to the collective work of African Americans to secure voting rights during the modern Civil Rights Movement, with a focus on the organizing work of the Student Nonviolent Coordinating Committee (SNCC), mentored by Ella Baker. While many people give well-known leaders like Dr. Martin Luther King Jr. and President Lyndon Johnson credit for the Voting Rights Act of 1965, SNCC workers immersed themselves in communities for bottom-up organizing to demand the vote and make it impossible for the country to continue to ignore the violent suppression of Black rights. The article concludes with contemporary voting rights challenges.

AbstractThis paper focuses on the ideology and discourses of Tekstil İṣçileri Sendikası (the Textile Workers’ Union, Tekstil) in Turkey to highlight some of the specific visions of the organized labor for an emancipatory gender politics during the 1970s. This history of intersection between gender and working-class organizing has been overlooked by the Left scholarship on the one hand and liberal feminist scholarship on the other. This paper addresses this gap in the literature by highlighting gender and class concurrently throughout the history of the transformation of gender politics in labor organizations. The history of the simultaneous development of gender-related policies in Tekstil/DİSK and TEKSİF/Türk-İṣ reveals an unexplored aspect of the contentious dynamic between rival labor organizations. Between 1975–1980, the politics of gender became another pillar in trade union competition. Following the transnational influences in this transformation, this paper highlights a forgotten period of labor organizing and locates it within the history of labor and women's movements at the national and global scale.

AbstractAs part of a growing working-class movement that sought full legal status as employees in South Africa, stable urban residence and union recognition, female African factory workers became part of a dynamic new labour movement emanating from the shop floor. At the same time, this new role allowed them to challenge patriarchal structures of authority in the factory, the community and the home. This article examines the gender dimension of a bitter inter-union rivalry that beset Durban's Frame textile complex during the early 1980s. With African unions at last recognized by the apartheid state, Frame sought to bolster the strength of a compliant company union in order to thwart the organizing drive of a more confrontational independent union, an affiliate of the newly established Federation of South African Trade Unions (FOSATU). This union rivalry was fought out in the courts as well as inside the factory, in the streets of Durban's townships, and in an African workers’ hostel in nearby Clermont. The legal dispute generated affidavits by women workers attesting to the pressures they faced to join the company union and their reasons for preferring FOSATU. This evidence shows that African women successfully challenged the patriarchal authority of male managers, security personnel, indunas and male co-workers at Frame in order to join an independent union.

The relevance of the issues of balneology is determined by the decision of the Central Committee of the Communist Party of the Soviet Union, the Council of Ministers of the USSR and the All-Union Central Council of Trade Unions "On measures for further improvement of sanatorium treatment and recreation of workers and the development of a network of health resorts of trade unions". High true prevalence of diabetes mellitus (up to 2.5%-4%) dictates the necessity of involving medical service of sanatoriums and preventive clinics in solving the main task of practical diabetology - in discovering the diabetic patients in initial stages of disease, in organizing proper treatment and rehabilitation of patients, in preventing diabetes mellitus.

Abstract Smart farming is an agricultural concept based on precision agriculture. It utilizes technology automation supported by big data management, machine learning or artificial intelligence, and the Internet of Things to improve the quality and quantity of agricultural production. In its implementation, extension workers play a vital role as the vanguard of this program escort. Therefore, increasing the capacity of extension workers in smart farming is very necessary. This paper evaluated several aspects of smart farming training for extension workers. This paper uses secondary data from the evaluation form of 30 participants collected from Batangkaluku Agricultural Training Centre. Results showed that male extension officers dominated the training participants (70%). The subjects/training modules can be mastered by participants with scores>3.4 out of 5. The training can increase participants’ comprehension of the material up to 2.75x higher. The satisfaction level was above 4 out of 5. The findings can help the organizing committee in improving related aspects. Increased capacity building of agriculture extension officers by such training was expected to overcome the gap in the information of technology innovation from researchers to farmers.

A significant phenomenon in the years of the Great Patriotic War was the evacuation of population, enterprises and institutions to the Eastern regions of the country which changed to a great extent the appearance and gave a new impetus to the economic and socio-cultural development of the rear regions. Molotov region was one of these territories. The Executive Committee of the Molotovsky regional Council of Workers ' Deputies (regional Executive Committee) was responsible for organizing the reception of evacuees, and the city and district Executive committees, village councils, and collective farms were directly responsible for housing the evacuated population. Analysis of the records of local authorities provides an opportunity to study the policy implemented on the ground in relation to the evacuated population. The sources of the study were the documents of local authorities deposited in the funds of the regional Executive Committee, city and district Executive committees of Molotov region, but the funds are presented unevenly. The author comes to the conclusion that in practice of city and district authorities the work with certain categories of the evacuated population occured due to the administrative documents of the Molotov regional Executive Committee, operational tasks for supplying the evacuated population and their employment. It should be noted that the evacuated population as an integral group appeared mainly in summer and autumn 1941, when the main task facing the authorities was the rapid deployment of citizens. A significant ranking during this period was provided by the type of evacuation – organized arrived evacuated population (with enterprises and institutions) and unorganized arrived population (single). Further, in the recordkeeping documentation the ranking of the evacuation population according to definite categories was provided primarily when solving the problems of social supply of citizens and at their statistical accounting. According to the documents a number of groups being under special attention of the local authorities were identified among the evacuated population: children, engineering and technical workers of enterprises arriving for evacuation, evacuated families of red army soldiers, front – line soldiers, families of the red Army command staff, families of responsible party workers. Significant specifics in the mechanisms of work with evac population in certain districts of Molotov region have not been identified.

The history of the Olympic Games is fraught with racism, class privilege, and questionable leadership from the International Olympic Committee (IOC). In the modern era, the Olympics have generated an increasing scale of dissent. Activists challenging the 2010 Winter Olympics in Vancouver adopted concertedly spatial strategies and tactics. Organizing around three main issues—indigenous rights, economic concerns, and civil liberties—they linked in solidarity with civil libertarians, human rights workers, and bystander publics. This article analyzes these activist actions through the lens of geographical theory, examining how the production of space, scale bending, and the calculated construction of discursive space helped anti-Olympics activists build camaraderie and foment a meaningful challenge to the Games that resonated with the general public. Activists in Vancouver were effective, and before the Olympics dock in London for the 2012 Summer Games, it makes sense to pause and reconsider their methods of dissident citizenship.

Introduction:The lack of planning and coordination by the mass gathering event organizers involving other stakeholders, especially from the health sector, caused mass casualty incidents which could not be managed in a timely manner and resulted in many victims. This was worsened by the fact that the nearest health facilities to the mass gathering event did not have a disaster management plan such as a hospital disaster preparedness plan which, if any, was not operational. No firm regulation forced, monitored, and evaluated the necessity of high-risk mass gathering events to have such a preparedness plan yet in Indonesia.Method:Using a case study qualitative research method by conducting media observations and listening to webinars on experiences with health workers involved in handling the social disaster of the Kanjuruhan tragedy. Supported by analysis of policy reviews and in-depth interviews with the involved stakeholders on the field.Results:This is ongoing research, the results have not been finalized. However, from the information that has been obtained so far, it can be concluded that there is no synergy between the plans prepared by the football match organizing committee, police, local government, and nearest referral health facilities. This was identified by the absence of a medical director at the referral health facility, the absence of in and out access for the medical team to the mass gathering event location, and the absence of crowd management at the site of the incident resulted in 720 injured and 135 of them dead. This made the incident the second worst football stampede incident in history.Conclusion:Specific mass gathering regulation specific to football matches is required as Indonesia has a risk of hooliganism in some areas. This will be mandatory for the organizing committee to comply with and involve relevant stakeholders, especially the local health sector.

After the Great Patriotic War, the interest towards the history of the city increased among Leningraders, also the regional cultural identity developed, reinforced by the tragic experience of the siege. During this period, the organization of cultural and educational work in Leningrad became one of the most important activities of local authorities. The article is devoted to aspects of the implementation of the cultural and educational policy in Leningrad in 1945, viewed through the prism of the key principles reflected in the Master Plan for the Reconstruction and Development of Leningrad. The main emphasis in the article is made on the consideration of organizational issues that were under the jurisdiction of the executive committee of the Leningrad City Council of Workers’ Deputies. Even before the end of the war, on March 15, 1945, the Department of Cultural and Educational Work was formed. The key vectors of work were: to restore the tourism potential of the suburbs of Leningrad, organization of museum work in terms of preserving the memory of the Great Patriotic War and the blockade, erection of memorials dedicated to the Leningrad epic… The post-war Master Plan was not fully implemented because of the Leningrad affair. This research problem has not been studied enough, although certain aspects of the topic were reflected in historical, museological and cultural literature. The source base for the study was the regulatory and legal materials and office documentation of the Leningrad City Executive Committee of the 1940s, materials from periodicals, data from official museum sites.

By introducing an economic cycle of a new sort in Europe the Great Depression of 1873–96 encouraged the alignment of iron and textile industrialists’ interests with those of the great growers and livestock raisers. The French version, perhaps best labelled the alliance of cotton and wheat, is the concern here, for since profits and sales for both agriculture and industry traced parallel curves, for the first time in French history, representatives of these interests could unite and press the new republican leadership for common relief against depression and intensifying foreign competition. They were also impelled to unite in the face of the growing militancy of the new working class emerging in the provinces. Their spokesmen of the Association de l'Industrie Française and the associated Société des Agriculteurs addressed themselves to the new incarnation of the social question by offering protective tariffs – and protected jobs and pay checks – to workers striking more frequently and organizing more solidly than ever before. Their slogan was “the protection of national labor”. Having no reforms to offer, the Opportunist republicans and their ex-monarchist allies offered the emergent industrial working class safe incomes and economic nationalism.

The article deals with the participation of scientific and pedagogical workers in the management of Ukrainian universities. The statutes, regulations, codes of the five leading universities of Ukraine are analyzed. It is revealed that higher education management in Ukraine is carried out by the Academic Council of higher education institutions and self-government bodies. It is noted that in accordance with the statute of the universities, the direct management of the activities of the university is carried out by the rector. Scientific and pedagogical workers take part in university management and rector's elections. It is established that in the universities of Ukraine there are constantly functioning commissions (organizational, attestation, budget, commissions on ethics, education, science), which include scientific and pedagogical workers, and who deal there with questions in accordance to their expert issues. The codes of values of the universities of Ukraine that are consistent with the moral principles and norms of ethical behavior in the system of governance of the universities of Great Britain are analyzed. It is established that the main functions of scientific and pedagogical workers are participation in financial, administrative decisions, approval of educational programs and curricula, decision making on the organization of educational process, in determining the terms of training at the appropriate levels, adopting the main directions of conducting research and innovation activities, participate in the assessment of the scientific and pedagogical activities of structural units, consider many other issues related to the activities of a higher institution of higher education the bottom of his statute. The main functions of the Election Commission and the Organizing Committee are the organization, preparation, conduct of the voting, and the establishment of the voting results of the rector of the University.

According to the European Committee (EC) on Transport, the future road transport strategy lies in creating a strong road transport sector which is based on a well-functioning internal market, fair competition and workers’ rights, decarbonization, and use of digital technologies. Urban and suburban passenger transportation systems, according to the principles of the EC, have a key role in achieving the goal of sustainable development and sustainable transport in cities. The fare, ticketing, and payment modes have a significant impact on public urban transport systems, primarily in terms of collecting transport service fees, and represent the basic source of financing of such systems, in addition to subsidies and grants from city budgets. This paper presents the selection methodology of the optimal fare system for urban public transport, applicable for all cities with an organized public city passenger transport (PCPT) system. Based on the established criteria with respect to setting tariff limits and fare systems, passenger demand, and the enterprise organizing the transport, the tariff system was selected. The presented method is that of multi- criteria optimization of the tariff system with numerical results on the example of the City of Novi Sad.

The article examines the role of figures of the Alash movement and the Kazakh intelligentsia in organizing assistance to Kazakhs mobilized for rear work during the First World War. With the beginning of the requisition, the activities of public committees for the organization of assistance to mobilized Kazakhs intensified. The article examines the activities and his direct participation of Alikhan Bukeikhan and his associates in the creation of a foreign department under the Committee of the Union on the Western Front, which monitored the living and working conditions of the rear guards, dealt with their nutrition and treatment. The authors come to the conclusion that numerous appeals of «Alash» figures demanding the immediate return of Kazakh workers mobilized for rear duty and the cessation of further mobilization lead to the fact that the Provisional Government was forced to issue a special decree suspending the mobilization of Kazakhs for rear work. In general, the analysis of archival materials showed that the involvement of educated Kazakh youth in the work of the Foreign Department to assist compatriots mobilized for rear work allowed them to go through a serious political school, and they fully managed to prove themselves during the subsequent revolutions.

Abstract Background People Living with HIV (PLHIV) in Singapore continue to face stigma and confidentiality concerns in their interactions with Healthcare Workers (HCWs). There is a recognized gap in HIV-related knowledge and lack of training opportunities for HCWs in Singapore, particularly amongst nonphysicians and other HCWs who do not regularly care for PLHIV. The HCW HIV Education Series was conceptualized to address these issues and to improve the HIV-related knowledge, attitudes and practices of HCWs in Singapore. Methods The HCW HIV Education Series is organized by an interprofessional organizing committee. The series is made up of four half day modules which are conducted quarterly. The modules are designed and implemented to cater to as many HCWs as possible. The modules function as a series but can also be run as standalone education sessions. The modules are: HIV Basics, Working with PLHIV, Basic HIV Clinical Care and Advanced HIV Clinical Care. In its pilot year (2016–2017), 334 HCWs, predominantly nurses, pharmacists, and social workers attended the series. The HCWs attended from diverse healthcare settings, including public and private hospitals, nursing homes, faith based and community organizations. Pre- and post-module evaluations were completed by participants. Results Only 5% of Module 1 attendees had previously received training in HIV. Across all four modules, there was a marked improvement in knowledge and confidence pre- and post-training. 95% of attendees across all modules felt that they had gained new skills that would add value to their work. While 97% of attendees of Module 1 planned to attend future modules, the attrition rate between modules was high. Conclusion The HCW HIV Education Series is highly evaluated and well attended. Efforts to maintain and strengthen attendance across all modules is needed, the delivery of the modules over a 2-day period may be an effective way to achieve this. Introduction. Peculiarities of the ‘Cultural Revolution’ in China’s national regions remain a poorly studied issue in modern Oriental studies. In this regard, Hulunbuir league of the Inner Mongolia Autonomous Region had been a strategically important and geopolitically significant region of the country. This territory bordered on the Mongolian People’s Republic and the USSR, therefore the central government of China considered its population potentially dangerous and marginal. The People’s Revolutionary Party of Inner Mongolia had two party factions in Hulunbuir league: the ‘unification’ faction, and the ‘justice’ one. The Maoists viewed the ‘Mongol Unification’ faction of the People’s Revolutionary Party of Inner Mongolia as a particularly dangerous, separatist trend. Goals. The paper aims to examine the political events and facts that took place in Hulunbuir league in 1965–1968. Objectives. Chronologically, the first objective is to examine the ideological and political campaigns —struggle against the ‘Four Olds’, and the ‘Four Purges’ — as a prehistory to the ‘Cultural Revolution’. The second objective is to analyze the cardinal changes that took place in the leadership of the party committee and local authorities in 1966–1968. The third problem studied deals with repressive activities of the Red Guards and Zaofan in Hulunbuir league, their division into two fighting camps. The fourth objective is to examine the creation of the aimag revolutionary committee and its activities in 1968. Materials. The work analyzes three collections of official documents published in the PRC. The information thereof is supplemented with materials from works by Russian and foreign authors. The article provides a comparative analysis of events and facts, translates some terms from Mongolian and Chinese. Results. The introducing part the paper examines a prehistory of the ‘Cultural Revolution’, the ideological and political campaigns. Its main part studies the events of the ‘Cultural Revolution’ in the region. In July of 1966, a special working group arrived in Hailar on behalf of the CPC Northern Bureau. Members of this group were cadre Party workers from Hubei and Shanxi provinces. In September of 1966, Party Committee Secretary of Hulunbuir league Qi Junshan and Deputy Secretary Zhargal were dismissed from their posts. Red Guards appeared in Hulunbuir in August of 1966 and began organizing ‘struggle meetings’. They actively recruited local Mongolian youth. In 1967, the Red Guards in Hulunbuir split into two opposing factions. They were confronting each other and for a while forgot about ‘class enemies’. Activities of the Red Guards were out of control of the regional authorities, and the situation needed stabilization. In March of 1967, the State Council and the Central Military Commission of the People’s Republic of China decided to create a military council in Hulunbuir league, also referred to as ‘the first line to contain the Revolution and stimulate production’. On December 20, 1967, a revolutionary committee was formed in Hailar. In March of 1968, Shangmin, a loyal follower of Mao Zedong, became the leader of the revolutionary committee. Making false accusations, he intensified repressions against members of the ‘Mongol Unification’ faction. Conclusions. Political events in Hulunbuir league in 1965–1968 were directly related to the situation in the whole autonomous region and country. Repressions against members of the ‘Mongol Unification’ faction were a distinctive feature of the repressive policy in the region. Still, the appointments of cadre Party workers from central provinces are a poorly understood issue. So, the ‘Cultural Revolution’ in this territory of Inner Mongolia obviously has local features that require further scientific research.

Abstract Background Building the capacity of healthcare workers (HCW) can positively influence service quality and patient care. Given the limited HIV training opportunities in the Asia Pacific Region, the Asia Pacific HIV Practice Course (APHPC) aims to improve knowledge and skills and encourage patient-centered practice. Methods The APHPC is organized by an interprofessional organizing committee. The course was developed based on a needs assessment of HCWs in the region and is run over 4 days. Using didactic and interactive learning approaches, the course covers psychosocial, biomedical and service delivery topics. One hundred HCWs, predominantly nurses, social workers/counselors and, pharmacists have attended the course over 2 years (2016 and 2017). Participants have attended from Singapore, Sri Lanka, Indonesia, Malaysia, Philippines, Bangladesh, Papua New Guinea, Myanmar, and Vietnam. Pre- and post-course evaluations were completed, as well as daily session evaluations and a 3-month post-course evaluation. Participants rated their confidence from 1 to 5 (not confident–very confident). A paired-samples t-test was conducted to compare mean (M) confidence levels pre- and post-course in the various topics covered. Results There was significant improvement in mean confidence scores pre-course (M = 3.40, SD 0.27) and post-course (M = 4.09, SD = 0.13); t(11)= 13.1958, P < 0.0001. This was seen across all topics (figure) with the most marked improvement found in models of care and barriers to care, topics that are not routinely or explicitly covered in the same detail or frequency as HIV basics, testing, treatment and prevention. In the 3-month post-course survey, participants shared the changes they have made to their local practice since attending the APHPC. Changes include, additional staff training, revisions to counseling models and services and the implementation of monitoring and evaluation structures. Conclusion The APHPC has proven to be an impactful and highly evaluated course. To ensure the course continues to influence and improve practice, the content of the course can be expanded to cover nonstandard topics, and further interactive learning experiences can be incorporated. Introduction: The prevalence of stunting in Lamongan is reaching 35,5%, so the efforts to reduce the prevalence of stunting in Lamongan was implementing the Lamongan Toddler Nutrition Care program. There is no evidence of the successes of that program. The purpose of this study is to analyze the process of the Lamongan Toddler Nutrition Care (PELITA LA) program on stunting in Lamongan, East Java.Methods: This research uses qualitative methods with in-depth interview data collection techniques and includes descriptive research. The sample of this research is 5 respondents who are selected using purposive sampling. This research has been approved as ethical by the ethics committee. The process of data analysis in this study starts by collecting data from the interview results and then reducing the data that has been generated. After that, the data are presented and concluded.Result: The results showed that not all the the village health workers had received training, the infrastructure was insufficient and there were no program implementation guidelines so can influence prevalence stunting. However, the process of management like planning, organizing, actuating, and controlling have been good. In another statement about the successes of the program is decreasing the prevalence of the stunting and increasing the participants’ knowledge but the participants are not measured with certainty to find out their knowledge.Conclusion: The conclusion is the nutrition care program for Lamongan toddlers at the Lamongan Health Center has not been running optimally because the input and output aspects have not been going well

The article analyzes documents from the fonds of the State Archive of the Mari El Republic (GARME) and considers the circumstances of the State Optical Institute (GOI) under the People’s Commissariat of Armament of the USSR evacuated to the city of Yoshkar-Ola of the Mari ASSR in the days of the Great Patriotic War. The authors study materials from the fonds of departments for economic arrangement of evacuated population under the Council of People's Commissars of the Mari ASSR and the Executive Committee of the Yoshkar-Ola City Council of Workers’ Deputies of the Mari ASSR; those of the M. Gorky Volga State Forestry Institute; the Ministry for Higher and Specialized Secondary Education of the RSFSR; the Directorate for Vocational and Technical Education under the Council of Ministers of the Mari ASSR; the Mari Republican and Yoshkar-Ola City Committees of the Communist Party of the RSFSR; the Council of Ministers of the Mari ASSR. They focus on the working conditions in the institute and its structural divisions, trends of scientific research, provision of its employees. On July 11, 1941, the State Defense Committee of the USSR issued a decree “On the Evacuation of Industrial Enterprises,” according to which the GOI was transferred from Leningrad to Yoshkar-Ola. The institute’s output was scientific work in the field of optics, both theoretical and applied, calculation of optical systems, design of optical devices and their prototypes, as well as research of new types of optical glass and its technology. In the years of the GOI’s evacuation to Yoshkar-Ola (1941 to 1945), more than 70 types of optical devices were invented. The Institute performed scientific and technical management of the optical industry factories work, covered defense requests, including supervising the production activities of one of the optical industry enterprises evacuated to Yoshkar-Ola, factory no. 297 of the People’s Commissariat of Armament (now a leading enterprise of the Mari El Republic, Mari Machine-Building Factory). The best work of the GOI scientists was awarded state awards, and even Stalin Prize. The complex of archival documents from the fonds of the State Military Academy of Economics, which has been introduced into scientific use, reflects the role of the party and state bodies of the Mari ASSR in organizing reception and accommodation of and assistance to scientists, engineers, designers, qualified workers of the State Optical Institute under the People's Commissariat of Armament in pilot production of new weapons samples for the Red Army, which was of particular importance in the wartime.

Women’s participation and the nature of assistance in the provision of social policies, especially in healthcare related to socially significant diseases, is becoming more prominent. The aim of this study is to develop proposals for streamlining the palliative care system in Kazakhstan based on the analysis of the influence of women volunteers on the process of public administration. The paper interviewed two groups of respondents: volunteers and workers (medical institutions and charity organizations employees). Atlas.ti software was used to analyze and construct specific feedback on the data received. The coding results revealed that women volunteers act as an intermediary between the state administration and the palliative care system. In addition, it was determined that the prominent participants in developing the palliative care system are hospitals and charitable foundations. In general, the contribution of women volunteers to financial assistance, organization of training and master classes for doctors in the field of oncology, and provision of additional beds for patients and consultations was revealed. Further, the state’s main shortcomings in organizing palliative care were identified: poor regional budgeting system, weak legislative system, and inadequate financing of hospitals. The findings imply that women volunteers should be given a higher status and included in the public administration structure, especially for different representations of the needs of minorities. Hydrogen cyanide (HCN) and its salts: potassium cyanide (KCN), sodium cyanide (NaCN) and calcium cyanide [Ca(CN2)] are very toxic. Hydrogen cyanide at ambient conditions is a colourless liquid or a colourless gas with the characteristic odour of bitter almonds. Sodium, potassium and calcium cyanides are white hygroscopic, crystalline solids with a slight HCN odour. Hydrogen cyanide is used mainly in a fumigation of ships, buildings, orchards and various foods, in electroplating, in the production of chelating agents such as EDTA, and in metal treatment processes. It is also used as a chemical intermediate. Cyanides are used in the extraction and recovery of gold and silver from ores, the heat treatment of metals, and electroplating. They are also precursors in chemical syntheses. Workers from metal, electrochemical, plastics, pharmaceutical, textile, chemical and food industries are exposed to these compounds. In 2008–2013, there were no workers exposed to the concentration of hydrogen cyanide and sodium, potassium and calcium cyanides exceeding the maximum admissible ceiling concentration MAC(C) 5 mg/m3 (the national database maintained by the Regional Sanitary Station in Bydgoszcz). Hydrogen cyanide and cyanides are irritating to mucous membranes and skin. They are absorbed by inhalation, dermal and oral exposure. The acute hydrogen cyanide and cyanides poisoning indicate a great danger and hazard, because these compounds are quickly absorbed into the body and their effects are present within a few minutes after the start of exposure. Exposure to sodium cyanide at a concentration of 286 mg/m3 or to hydrogen cyanide at a concentration greater than 300 mg/m3 for 1 min may be fatal. Sodium, potassium or calcium cyanides at concentrations of 25 mg/m3 are direct hazards to life and health of workers if exposure lasts about 30 min and without respiratory protection. For hydrogen cyanide this value was established as 56 mg/m3. The development of symptoms of acute poisoning by hydrogen cyanide or cyanides in humans occurs in three phases: breathlessness and excitement, convulsions and paralysis. The results of studies of subchronic and chronic exposures of workers to cyanides by inhalation indicate that symptoms of exposure were associated with changes in the central nervous system (headache, weakness, changes in the sensation of taste and smell) and damage to the thyroid (enlargement, changes in uptake of iodine, elevated concentration of thyroid stimulating hormone TSH and a reduction of thyroid hormones T3 and T4). Other studies suggest that chronic exposure to hydrogen cyanide in the hardening plant of metals caused decrements in lung functions among workers. Hydrogen cyanide and cyanides, both in aqueous solution, applied to the conjunctival sac or on the skin is quickly absorbed into the body of animals in amounts sufficient to cause toxic effects and death. In rats and mice treated with sodium cyanide in drinking water at a dose of 4.5 mg/kg bw/day for 13 weeks, no significant changes in biochemical and haematological parameters of peripheral blood and histopathological findings in the internal organs were observed. There were no pathological changes in the respiratory, cardiovascular, nervous system and kidneys in rats which were feed with hydrogen cyanide over two years. Calculated NOAEL was approximately 10.4 mg/kg body weight. There is no available data on the carcinogenicity of hydrogen cyanide and cyanides in human and animals. Positive effects were obtained in one study only, in which hydrogen cyanide was tested with Salmonella typhimurium strain TA 100 in the absence of metabolic activation, while the other strains employed in this study yielded negative results. Cyanides did not show mutagenic activity in the tests in vitro and in vivo. On the basis of the studies on hamsters, teratogenic effects of sodium cyanide were observed. This compound was toxic for pregnant mothers and caused an increase in fatal resorption and malformations in an offspring. The results of the study of workers exposed to hydrogen cyanide and cyanides and with changes in thyroid were the basis for calculating MAC (NDS) value. The LOAEL value was establishes as a concentration of 4.7 mg/m3. The MAC of 1 mg/m3 (calculated CN–) was established for hydrogen cyanide and the inhalable fraction of sodium, potassium, calcium cyanides was accepted. Due to totally different mechanism of action of hydrogen cyanide and cyanides (sodium, potassium, calcium) in chronic exposure (effects on the thyroid gland) and in the acute exposure, which is primarily associated with inhibition enzymatic system of cytochrome c oxidase, which prevents cells from using oxygen (histotoxic hypoxia), for these compounds the ceiling value MAC(C) of 5 mg/m3 was not changed. Such an approach is a deviation from the basic methodology adopted by the Group of Expert and the Interdepartmental Commission for MAC and MAI. MAC and ceiling MAC(C) values for these substances should be establish due to the different effects of critical action and mechanisms of action in the acute and chronic condition. This approach is consistent with the DECOS Committee (Dutch Expert Committee on Occupational Standards) from 2002. According to the committee, the acute human data show the most sensitive effect, i.e., death. The steepness of the dose-response relationship and the severity of the acute effects in humans imply at the same time that utmost care should be taken to prevent this exposure level from being exceeded, not even for a short time. Therefore, the committee proposed to establish a ceiling value for the acute health effects of 10 mg/m3 for hydrogen cyanide. The Scientific Committee on Occupational Exposure Limit Values (SCOEL) proposed an OEL value of 1 mg/m3. However, since the acute effects in humans are severe (i.e., death) and show a rather steep dose-response relationship, peak exposures should be avoided. Based on the steepness of the dose-response relationship and the severity of the acute effects in humans a STEL of 5 mg/m3 is recommended as CN– from any combination of the three compounds. Based on the very high skin permeability measured for hydrogen cyanide and cyanide anions in aqueous solutions, a skin notation is recommended for hydrogen cyanide and sodium, potassium, calcium cyanides.

The research methods used are source studies, historical and typological, retrospective, statistical and biographical methods.The author focuses on the problem of organizing the underground movement in the territory of the Akh-Sheikh region from the middle of 1942, on the role of A.A. Mikhailov, authorized by the Crimean Regional Committee of the All-Union Communist Party of Bolsheviks, in uniting disparate underground groups into an integral cohesive structure, analyzing the activities of the underground workers of the Ak-Sheikh region district, on the establishment of contacts by patriots of the Ak-Sheikh region with intelligence structures of the 51st Army of the 4th Ukrainian Front (late 1943 – early 1944).The study revealed previously unpublished materials on the activities of the underground movement on the territory of the Akh-Sheikhsky, the Larindorfsky, the Krasno-Perekopsky regions of the Crimean Autonomous Soviet Socialist Republic. The contribution of the undergrounders to the common cause of the anti-fascist struggle, as well as the creation of conditions for the successful liberation of the Peninsula from the German-Romanian occupation in the spring of 1944 was noted.

In the early XX century, Turkestan represented a remarkable model of economic modernization. Russian commercial banks and the local bourgeoisie welcomed the economic integration of the Central Asian periphery into the Russian Empire. Bukharan Jews had found their economic niche by the 1860s: they traded in cotton and acted as intermediaries between Turkestan cotton producers and Russian textile workers. However, the segregationist policy in the regional industry prohibited them to establish trading houses and, therefore, restricted their ability to obtain bank loans. Eventually, the liberal economic policy initiated by Prime Minister Sergei Yu. Witte facilitated the reorganization of Bukharan-Jewish enterprises. The patriarchal family businesses turned into modern trading and industrial companies, e.g., the Davydov Trading House, the Vadyaev Brothers, etc. The National Bank and the Russian Commercial Bank opened their outlets in the most important commercial and industrial centers of Turkestan, which was another important step towards economic modernization. This article focuses on the role of Russian commercial banks in the activities of Bukharan-Jewish business circles during the modernization of the Central Asian periphery of the Russian Empire in the early XX century. The Davydov Trading House was reorganized in 1906 and became a leader in the cotton trading market. It used the loans from Russian banks to build cotton ginning factories, breweries, and an internal network of seed-cotton suppliers. Unlike the Vadyaev Brothers, the Davidov family failed to create a stable family business model: in the summer of 1914, the Trading House and all its property were controlled by a committee board established by the major creditors from among the Russian commercial banks. In spite of the Great War, the board managed to save the Davydov Trading House from bankruptcy and modernized its operations.

The article considers the process of establishing Soviet power in Ukraine in 1919. The political principles of the Ukrainian Socialist Soviet Republic (USSR) as a variant of the Bolshevik model of statehood are analyzed. It is substantiated that the political system of the Russian Socialist Federal Soviet Republic (RSFSR) was taken as a model. The power structure was headed by the Provisional Workers and Peasants Government of Ukraine, which exercised the powers not only of the central governing body, but was also the highest legislative body of state power. All its activities were directed and controlled by the TsK RKP(b), the Radnarkom of the RSFSR, and the TsK KP(b)U. The most common form of Soviet power on the ground were revolutionary committees. The Revolutionary Committees carried out all current work on the places: organizing kombidy and komnezamy, seeking to implement prodrozverstki plans, conducting an election campaign, etc. A characteristic feature of the Bolshevik political system was the establishment of an absolute monopoly on state power – all the People’s Commissars of the USSR represented only one ruling party. Ukrainian left-wing socialist parties have been denied a request to include their representatives in the government. Another characteristic feature of the Bolshevik political system in Ukraine was its foreign non-Ukrainian character – in the leading party and government bodies of the republic several times the majority were representatives of other nationalities. Based on the analysis of Bolshevik documents, it is proved that the Central Committee of the RKP(B) steadfastly sought the complete elimination of the sovereignty of the USSR and its unification with the RSFSR. During the spring and summer of 1919, a number of measures were taken to unite the two republics. However, the formal unification of Ukraine with Russia was hampered by the forces of Denikin.

The article offers a source study of the letter of the head of the Financial Department at the Siberian Revolutionary Committee F. A. Zemit to the People's Commissar of Finance of the RSFSR N. N. Krestinsky. Its text analysis clears up the issue of creation of Soviet regional governing bodies in the financial–economical sphere in Siberia at the final stage of the Civil War. The published source allows to outline major impediment to restoration of the Soviet finance system in Siberia after the Civil War: shortage of financial workers, their low professional qualifications, lack of regulatory documentation for organizing activities, etc. Key methods used in the study are biographical and problematic/chronological. Biographical method allows to interpret the document and to link it with professional activities of F. A. Zemit in Omsk. The problematic/chronological method allows to trace the developments in regional finance and to understand their causes by placing them into historical framework. The letter was written by F. A. Zemit in early January 1920 – at a most difficult time in his career in Siberia. The author considers this ego-document unique and revealing in its way. On the one hand, it is an official appeal of an inferior financial manager to the head of the People's Commissariat of Finance; its content is practical and no-nonsense. On the other hand, its style indicates a warm friendly and trusting relationship between the sender and the addressee; F. A. Zemit was, apparently, able to report personally to the People's Commissar of Finance of the RSFSR on the difficult situation in the region and to do so with great frankness. This publication may be of interest to scholars in history of Russian finance, Russia Civil War, Soviet society, and Siberia of the period.

The topic of industry evacuation, including aviation, the problems of locating enterprises and organizing their production in the rear regions remains relevant. At this stage, it is worth paying attention to the problem of locating specific enterprises and other problems they faced during evacuation. The purpose of the study is to study, based on the analysis of sources, one of the regional aspects in the history of the Great Patriotic War – evacuation of aviation plant No. 168 in Volzhsk, the Mari ASSR. Materials and methods. The sources were identified in the State Archive of the Republic of Mari El, the State Archive of the Russian Federation and the Russian State Archive of Socio-Political History. The main methods were the analysis and systematization of documents. Study results. According to the resolution of the Evacuation Council dated November 11, 1941, Plant No. 168 of the People’s Commissariat of Aviation Industry of the USSR, which had arrived from Ryazan, was located on the production areas of the Volga (Lopatinsky) Woodworking Plant. 10 main workshops were located on the territory of the woodworking plant. The assembly of KC-20 troop-carrying gliders began immediately. In accordance with the decision of the State Defense Committee dated September 13, 1942, plant No. 168 began serial production of UT-2MV light bombers, which required an increase in space and the number of workers, and creation of new production facilities. Special difficulties were caused by the issues of locating two large enterprises on the same territory – plant No. 168 and the Volga (Lopatinsky) woodworking plant: lack of production facilities, living space, problems with provision, construction deadlines, etc. By the decree of the State Defence Committee of the USSR dated October 1, 1944 and by the order of the USSR People’s Commissariat of Aviation Industry and the USSR People’s Commissariat of Railways dated October 31, 1944, Plant No. 168 was relocated to Rostov-on-Don. All production buildings and structures, including unfinished construction of the production building, were transferred to the Volga (Lopatinsky) woodworking plant. Conclusions. Evacuation of enterprises is one of the main issues in the history of the rear regions during the Great Patriotic War. The common problems for all industrial enterprises during this period were the lack of production facilities, electricity, fuel, raw materials, manpower, transport, etc. Despite all the difficulties, plant No. 168, being evacuated to the Mari ASSR, was able to organize the production and output of aircraft.

This study aims to explore in depth the audience's response to the Mandalika 2022 MotoGP title regarding the service and shuttle system for the official Mandalika Circuit bus. This research uses a qualitative approach with the type of case study research. The selection of research subjects was carried out using a purposive sampling technique, namely the Mandalika MotoGP audience from Lombok and the Special Region of Yogyakarta (DIY) who came to watch the Mandalika Circuit Lombok live. Methods of data collected by using interviews, observation, and documentation. Data analysis was carried out through the stages of data reduction, data display, and verification and drawing conclusions. The validity of the data was tested using the triangulation method. The results showed that: (1) All respondents admitted that they were disappointed with the organizers or committees who did not pick them up at the pick-up location in front of the Mandalika Circuit entrance as they should. (2) All respondents admitted that they had told their negative experiences to their relatives, co-workers, and family. (3) All respondents admitted that they will not watch the MotoGP event in 2023 at the Mandalika Circuit, but there is a possibility that they will watch it again in the following years if they see that there is a better development of the organizing system at the Mandalika Circuit. (4) A total of four respondents admitted to renting a passing pick-up car to reach the parking location, as many as six respondents admitted to using impromptu ojek services from local residents who had motorbikes, and as many as five respondents admitted to walking quite a distance before getting a ride from an impromptu ojek. that have sprung up in the Mandalika Circuit area. (5) A total of four respondents who are natives of Lombok gave their opinions regarding alternatives that the committee could take at the 2023 Mandalika MotoGP.

Background: Infection prevention and control (IPC) programs are important to control the Lassa Fever (LF) outbreak. We reported IPC's status at the Federal Medical Centre, Owo, southwest Nigeria, before and after implementing the IPC program during a surge in the LF outbreak. Methods: We conducted a longitudinal observational study among five health care professionals at the Federal Medical Centre, Owo, between February 2019 and May 2019 using the IPC Assessment Framework (IPCAF). The tool has eight core components with a score of 0-100 per component and provided a baseline assessment of the IPC program and evaluation after three months. We interviewed relevant unit heads and IPC committee members in the first phase. In the second phase, we designed and implemented the IPC program, and in the third phase, we conducted a repeat interview similar to the first phase. The program initiated included training healthcare workers and providing relevant IPC items according to identified gaps and available funding. Results: We interviewed five health care professionals, two female nurses, and three male doctors responsible for organizing and implementing IPC activities at the Federal Medical Centre, Owo, with an in-depth understanding of IPC activities. The overall IPC level score increased from 318.5 at baseline to 545 at three months later. IPC improvements were reported in all the components, with IPC education and training [baseline (20), final (70)], IPC guidelines [baseline (50), final (92.5)] and monitoring/audits of IPC practices and feedback [baseline (40), final (82.5)] recording the highest improvements. Healthcare-associated infection [baseline (10), final (25)], and built environment, materials, and equipment for IPC [baseline (43.5), final (55)] had the least improvement. Poor motivation to adopt recommended changes among hospital staff were major issues preventing improvements. Relevance. The probability of emergency situations in the Barents region determines the need of improvement of forces and means of rendering first and emergency medical care to victims. In September 2017 the large-scale international exercise of rescue services of Russia, Norway, Sweden, and Finland under the code name “Barents-Rescue 2017” was carried out in the Republic of Karelia. The exercise worked oved rendering first-aid and emergency medical care to victims of emergency situations.Intention. To summarize experience in preparation, rendering and result assessment of first-aid and emergency medical care to victims of emergency situations in the framework of the international exercises.Methods. Medical document analysis (hospital records, medical triage records, expert assessment records), statistical analysis of groups using Student’s t-test. The exercise involved 76 victims with injuries of various severity levels, among them 30 were of minor severity, 19 were of medium severity and 27 were of heavy severity. They received first-aid and emergency medical care by 42 rescuers and 67 health workers (doctors, paramedics, nurses) of rescue services of Russia, Norway, Sweden, and Finland. Results assessment was made on the basis of the developed hospital records, medical triage records and expert assessment records and also statistical analysis methods.Result and their analysis. The average expert assessment of a first-aid rendered by rescuers was sufficiently high and was equal to 4.6 ± 0.1 on a 5-score rating system, where 5 points means providing full assistance in accordance with the established standards of its provision. A qualitative medical triage was provided competently, the ordering of evacuation was right, life-threatening damages and injuries were properly defined. At the stage of medical evacuation all the victims were provided with full assistance, there were no divergence of diagnoses, some differences from final diagnose were permissible at the stage of medical evacuation and had no effect on victim’s condition. In addition, a part of the victims in the hospital had medical cards, where was information about the diagnoses and the measures taken. These medical documents were also analyzed in terms of the timeliness and quality of the provision of specialized medical care to injured people in the hospital.Conclusion. The results of expert assessment during the international exercise of rescue services of Barents Rescue 2017 showed that the quality of first-aid, medical triage and emergency medical care during the evacuation and also in the hospital is high enough, but there were some remarks too. Suggestions and comments were addressed to the Exercise organizing committee to improve the engagement during first-aid and medical care to victim of the emergency and they were included in the final report on the exercise.

Nikolai Alexandrovich Velyaminov was born in 1855 in St. Petersburg. He studied at the gymnasiums of Wiesbaden and Warsaw. In 1872 he entered the Moscow University in physics and mathematics, and in 1873 transferred to the faculty of medicine. In 1877 he was sent to the army in the Caucasus. In 1878-1879, Nikolai Alexandrovich became ill with typhus, developing a chronic process in the lungs, which requires long-term treatment abroad. After recovery in the years 1880-1881 N. And. Velyaminov works in Central Asia as a surgeon of the Akhal-Teke expedition, develops a system of medical sorting and evacuation of the wounded, writes "Memories of the surgeon from the Akhal-Teke expedition." In 1883 he received the degree of doctor of medicine and worked as an assistant to Professor K. K. Reyer, lectured on operative surgery in Women's medical courses. In 1884 N. Ah. Velyaminov becomes an assistant to the chief physician and surgeon of the Holy cross community of sisters of mercy. In 1885 he founded the first in Russia authoritative scientific surgical journal "Surgical Bulletin". Since 1887 N. Ah. Velyaminov as a Junior doctor of the life guards of the Preobrazhensky regiment heads the surgical Department in Krasnoselsky hospital, since 1893 works as the Director of the Maximilian hospital in St. Petersburg, since 1894 the senior doctor of the Semenovsky regiment, is appointed the life-physician and honorary surgeon of the Highest Court, and then the senior doctor of the Imperial headquarters. In 1889 he defended his doctoral thesis. In 1894 N. Ah. Velyaminov is elected Professor of the Military medical Academy. In 1896 he designs the device for the first time in St. Petersburg service of "Ambulance", organizing children's sanatoriums. In 1900, Velyaminov was elected an honorary member of the Royal medical College in London, the Chief Commissioner of the Russian red cross society for assistance to the sick and wounded in the far East. In 1905 N. Ah. Velyaminov was awarded the rank of privy Councilor, and in 1907 was awarded the order of St. Anne of the 1st degree. In the same years N. Ah. Velyaminov was the first in Russia to study occupational injuries, insurance of workers and organized the "Bureau of medical examination for workers" (1907). In 1910 1912 N. Ah. Velyaminova works as the head of the Imperial Military medical Academy in St. Petersburg. In 1913, the conference of the Military medical Academy elected him academician of medicine. At the beginning of World war I. Ah. Velyaminov took part in the work of the Main Directorate of the red cross, and from the end of August he was a surgeon-consultant at the Headquarters of the commander-in-Chief to inspect the surgical case in the army. By the beginning of 1917 N. Ah. Velyaminov held many positions: Director of the Mariinsky hospital for the poor, Alexandrinsky women's hospital and Maximilian hospital; Chairman of the Medical Commission for reception in the sanatorium "khalila", the Russian Society for the protection of public health, the Interdepartmental Commission for the revision of medical legislation; Vice-Chairman of the Committee of the Community of the Seaside sanatorium for chronically ill children; editor of the magazines "Surgical archive" and "Hygiene and sanitary Affairs"; inspector of the court medical unit; honorary consultant of the Alexander-Mariinsky hospital and hospital for incoming patients; consultant of the Royal office for the institutions of the Empress Maria Feodorovna, member of the Board of the Community. Kaufman red cross and the Medical Council of the interior Ministry. In 1919-1920 he headed the Department of surgical pathology with desmurgy at the Women's medical Institute. In March 1920, he was offered the post of Chairman of the Commission for the reform of medical education, from which N. Ah. Velyaminov refused. By this time the new government took away the Professor's apartment, and he found refuge in the utility room of the Petrograd hospital named after Peter the Great. N. And. Velyaminov author of over 100 scientific medical works, including 8 monographs. He described thyrotoxic polyarthritis, gave the classification of diseases of the joints and thyroid gland, one of the first pointed to the importance of the endocrine glands in the development of surgical diseases, used phototherapy; opened the first Russian light therapy room. A lot of new N. And. Velyaminov contributed to the doctrine of surgical treatment of bone tuberculosis and abdominal surgery. April 9, 1920 N. Ah. Velyaminov died and was buried at the Volkov cemetery.

In the course of my research in archives – in search of documents about the history of the Art Foundation of the People’s Republic (from 1968 Art Fund) – while leafing through the sea of files in the National Archives of Hungary (MNL OL) year after year, I came across so-far unknown documents on the life and fate of Béla Kondor which had been overlooked by the special literature so far.Some reflected the character of the period from summer of 1956 to spring 1957, more precisely to the opening of the Spring Exhibition. In that spring, after relieving Rákosi of his office, the HWP (Hungarian Workers’ Party, Hun. MDP) cared less for “providing guidance for the arts”, as they were preoccupied with other, more troublesome problems. In the winter/spring after the revolution started on 23 October and crushed on 4 November the echelon of the HSWP (Hungarian Socialist Workers’ Party, Hun. MSzMP) had not decided yet whether to strike a league with extreme leftist artistic groups or to pay heed to Memos Makris (Hun. Makrisz Agamemnon), the ministerial commissioner designing the reform of the artists’ association and organizing the Spring Exhibition and to leave the artists – so-far forced into the strait-jacket of socialist realism – alone. I found some documents which shed bright light on the narrow-mindedness of the dogmatic artistic policy trying to bend the artists toward its goals now with the whip, now with milk cake.I start the series of recovered documents with a ministerial file dated summer 1956 on the decision to purchase Kondor’s diploma work (the Dózsa cycle). The next piece of good news is a record of the committee meeting in February 1957 awarding Kondor a Derkovits scholarship. This is followed by ministerial letters – mirrors of the new artistic policy – by a changed, truly partyist scholarship committee which apparently revel in lecturing talented Kondor who was not willing to give up his sovereignty, so his works were often refused to be bought on state funds for museums.In addition to whip-lashing documents, I also present a few which offered some milk cake: a letter inviting him to a book illustrating competition called by the Petőfi Literary Museum and one commissioning him to make the sheets on the Heves county part of a “liberation album”.Next, I put forth a group of illumining documents – long known but never published in details: the files revealing the story of the large panels designed for the walls of the “Uranium city” kindergarten in Pécs and those revealing the preparations for the exhibition in Fényes Adolf gallery in 1960 and the causes of the concurrent tensions – including texts on decisions to hinder the publication of Lajos Németh’s catalogue introduction.The last group includes futile efforts by architects to get Kondor commissions for murals. They give information on three possible works. Another for Pécs again (this time with Tibor Csernus), for works for a “men’s hostel” and on the failure of the possibility. The other is about works for Kecskemét’s Aranyhomok Hotel, another failure. The third is about a glass window competition for a new modern hotel to be built in Salgótarján, to which Kondor was also invited, but the jury did not find his work satisfactory in spite of the fact that the officials representing the city’s “party and council” organs, and the powerful head of the county and town, the president of the county committee of the HSWP all were in favour of commissioning him.Mind you, the architects’ efforts to provide the handful of modern artists with orders for “abstract” works caused headache for the masterminds of controlled art policy, too. On the one hand, they also tried to get rid of the rigidity of the ideologically dogmatic period in line with “who is not against us, is with us”, the motto spreading with political détente, and to give room to these genres qualified as “decoration”. On the other hand, they did not want to give up the figurative works of socialist contents, which the architects wanted to keep away from their modern buildings. A compromise was born: Cultural Affairs and the Art Fund remained supporters of figurative works, and the “decorative” modern murals, mosaics and sculptures were allowed inside the buildings at the cost of the builders.Apart from architects, naturally there were other spokesmen in favour of Kondor (and Csernus and the rest of the shelved artists). In an essay in Új Irás in summer 1961 Lajos Németh simply branded it a waste to deprive Kondor of all channels except book illustration, while anonymous colleagues of the National Gallery guided an American curator to him who organized an exhibition of Kondor’s graphic works he had packed into his suitcase in the Museum of Modern Art in Miami.From the early 1963 – as the rest of the explored documents reveal – better times began in Hungarian internal and cultural politics, hence in Béla Kondor’s life, too. The beginning is marked by a – still “exclusive” – exhibition he could hold in the Young Artists’ Studio in January, followed by a long propitiatory article urging for publicity for Kondor by a young journalist of Magyar Nemzet, Attila Kristóf. Then, in December Kondor became the Grand Prix winner of the second Graphic Biennial of Miskolc.From then on, the documents are no longer about incomprehensible prohibitions or at time self-satisfying wickedness, but about exhibitions (the first in King Stephen Museum, Székesfehérvár), prizes (including the Munkácsy Prize in April 1965), purchases, the marvellous panel for the Grand Hotel on Margaret Island, the preparations for the Venice Biennale of 1968, the exhibition in Art Hall/Műcsarnok in 1970 and its success, and Kondor’s second Munkácsy Prize.Finally, I chanced upon a group of startling and sofar wholly unknown notes which reveals that Béla Kondor was being among the nominees for the 1973 Kossuth Prize. News of his death on 12 December 1972, documents about the museum deposition of his posthumous works and the above group of files close the account of his life.I wrote a detailed study to accompany the documents. My intention was not to explain them – as they speak for themselves – but to insert them in the life-story of Kondor, trying to find out which and how, to what extent contributed to the veering of his life-course and to possibilities of publicity for his works. I obviously included several further facts, partly in the main body of the text, and partly in footnotes. Without presenting them here, let me just pick one or two.Events around the 1960 exhibition kindled the attention not only of the deputy minister of culture György Aczél, but also of the Ministry of the Interior: as Anikó B. Nagy dug out, they asked for an agent’s report on who Kondor was, what role he was playing among young writers, architects, artists, the circle around Vigilia and the intellectuals in general. Also: what role did human cowardice play in banning the panels for the Pécs kindergarten, and how wicked it was – with regulations cited – to ask back the advance money from an artist already hardly making a living with the termination of the Der ko vits scholarship. Again: what turn did modern Hungarian architecture undergo in the early sixties to dare and challenge the still prevalent culture political red tape? It was also a special experience to track down and describe the preparations for the Hungarian exhibition of the Venice Biennial of 1968 and to see how much caution and manoeuvring was needed even in those milder years to get permission for Béla Kondor (in the company of Tibor Vilt and Ignác Kokas) to feature in the pavilion. Finally, it was informative to follow the routes of Kondor’s estate as state acquisitions and museum deposits after his death which foiled his Kossuth Prize.

研究目的泛華裔女性移民跨境遷移,依然受到傳統家族主義影響,在家庭與工作中擺盪與尋求平衡。本研究探討來自不同國家、不同移民類型、在家庭生命週期不同階段的泛華裔女性移民,移居澳洲後,面對家庭-工作衝突的因應及其家庭性別權力關係。 研究方法透過深度訪談法,在澳洲墨爾本訪問20位,來自台灣、香港、中國已婚女性移民,並運用主題分析法進行資料分析。 研究結果受訪者的家庭-工作共容及其策略運用,受到家庭生命週期階段及傳統與澳洲文化交織影響,透過「三角」、「四角」協商,歸納三種「階段」因應模式,而次文化團體存在「同中存異」現象。次文化團體同樣受到傳統文化影響家庭-工作共容策略,而「面子文化」與「家族主義」對於中國受訪者的「婚姻關係」與「做生意」有較多影響。澳洲是多元文化國家,教育與勞動制度設計仍未考量移民家庭需要,反而強化移民家庭內部的性別不平等。泛華裔女性移民的家庭-工作共容策略,在不同家庭生命週期階段,受到傳統家庭主義與性別文化交織影響個人到家族內外系統的協商,形成三種動態的階段因應模式。 研究建議本研究結果不僅具時代意義,亦可提供多元文化社會、移民政策、家庭社會工作實務的參考。Research Purpose: Chinese female immigrants, influenced by traditional Confucian familism, are often found to juggle between work and family, trying to seek a balance during the processes of migration and settlement. The purpose of this research was to explore the coping strategies for family-work conflict and the gender-family power relationship among Chinese female immigrants who are from different places, migrated under different types of Visa, and were in the different stages of the family life. Method: This research adopted qualitative design, using thematic analysis method. Twenty in-depth interviews were conducted with married, female immigrants from Taiwan (6 people), Hong Kong (5 people), and China (9 people) in Melbourne, Australia. Each in-depth interview took about 1.5 to 2 hours. The in-depth interview outline included: (1) participants’ migration status and post-migration life experiences; (2) post-migration work experiences, reconciliation of work and family life, and negotiating with the family; (3) the role of informal support system plays in work and family arrangements. Participants are aged between 37 and 62 years old, and the majority (16 people) holds a bachelor’s degree or higher qualifications. They came to Australia under various types of immigration visa, including, skilled immigrants (7 people), investment immigrants (4 people), spouses of international marriage (4 people), and international students (5 people). This research complies with research ethics and had been approved by a university research ethics committee (approval numbers 201705HS024). Results: The family life cycle of female immigrants in this research can be divided into four stages, including childless adults, post-migration childbearing, preschool-age children, and school-age children. For participants who never had a child, it’s evident that they didn’t experience conflict between work and family, and their work experiences were impacted by their individual social capital. Participants who had a child right after migration experienced greater challenges in work and family conflict due to lack of preparedness and adjustment. For participants who had preschool-age children at the time of migration, the majority chose to leave the job and focused on childcare. Some participants who had school-age children re-entered the workplace; however they still took childcare and household duties into consideration. is research found that reconciliation of work and family is subject to the stages of the family life cycle and determined by Chinese-speaking female immigrants’ negotiation with their husbands, informal support system (eg. extended family members), and formal support system (eg. paid childcare and parenting leave). Through the three- or four-party negotiation, three types of “stage” coping mode were adopted by participants. Female immigrant participants who adopted one-stage coping mode (short or no break in employment) were more likely to use both formal and informal resources to provide care and support to the family. They often have more equal gender division of labor in family. For participants who used two- or three-stage coping modes (not return to work or re-enter the workforce after a long break), there was a lack of family negotiation, and their male spouses were often absent from housework duties or childcare. This reached also found that Chinese-speaking female immigrants’ coping strategies were not differentiated by their places of origin. However, there were some differences within these three subcultural groups due to their informal support resources and employment experiences. This research found that participants from Taiwan and Hong Kong tend to negotiate with their husbands, while those from China were inclined to connect cross-broader resources (informal support from the extended family) to achieve family goals and personal development. This research also found that the influence of “Face culture” and “Familism” has the stronger impact on martial relationship and the choice of business investment among participants from China. Conclusion: Even though Australia is a multicultural society, this research suggested that gender inequality can be reinforced by Australian education systems and labor markets, due to its lacking consideration of the needs of immigrant family. This research, by focusing on the work and family compatibility of three Chines-speaking female communities, contributes to a better understanding of different “stage” coping modes of female immigrants. The findings of this research also provide implications for multicultural society, immigration policy, and family social work practice. Suggestion: 1.Australia and Taiwan have very different employment systems and labor markets. For people who plan to immigrate to Australia, it is a necessity that they understand local labor markets and skills required and prepare themselves for reskilling or upskilling if needed. This transition requires financial support and good mentality. 2.Taiwan is gradually becoming a multicultural society. Families from diverse cultural backgrounds bring new challenges to social work practice. When providing support to families with diverse cultural backgrounds, social workers need to be aware of challenges and needs of families have when they are in the different stages of the family life cycle. 3.The government shall actively develop a diversified and flexible immigration policy to attract professionals and skilled immigrants or encourage the international students staying in Taiwan after graduation. For immigrant family members, the government shall provide free Chinese learning courses via multiple learning channels. By organizing multicultural events and school activities, immigrant and local families can have a better understanding towards each other’s cultures and further reduce social barriers.

The globalization of the world economy has opened up new possibilities for cross-border labor organizing. In fact, several U.S. unions are working together with unions from Mexico, Honduras, Guatemala, the Dominican Republic, Japan, South Korea, and many European nations. For example, over the last several years, UNITE (Union of Needletrades, Industrial, and Textile Employees), the AFL-CIO, and the international garment workers trade secretariat have worked directly with maquiladora workers in Honduras and the Dominican Republic. These efforts led to the formation of several labor unions and the first contracts ever negotiated in the maquiladoras in the Dominican Republic. In addition, labor rights and solidarity organizations, like the Campaign for Labor Rights, Witness for Peace, and the US/Guatemala Labor Education Project (US/GLEP), along with many other groups, have also played key roles in the formation of maquiladora unions in Nicaragua and Guatemala.

Neoliberal restructuring and the feminization of export-led industries are often associated with the disempowerment of women in the workplace. Surprisingly, this disempowerment was not the case with a public textile company in Mahalla, an industrial city north of Cairo. Between 2006 and 2008, workers organized wildcat strikes involving around 24,000 workers. In contrast to the strike waves of the 1980s, women were integral to organizing the strikes and assumed leadership roles in them. This article argues that even as Egypt adopted structural adjustments in the 1990s that led to the decline of the historically leading sectors of textiles and yarn, exports of clothing increased. By the 2000s, the clothing sector was completely feminized and women in Mahalla were positioned in the most productive departments. This change empowered women by elevating their role and induced skeptical male colleagues to support women’s activism in the company and to build cross-gender solidarity.

The activities of the Organizational and Instructional Department of the Leningrad City Council during the war and blockade have not previously been subjected to detailed study. The significance of this scientific problem is, first of all, due to the role of instructors, which they played in organizing and monitoring the implementation of regulatory decisions of the Leningrad City Executive Committee, as well as resolutions of local and central party authorities. The article reconstructs the main approaches to the work of an instructor in 1943–1945, identifies the most significant areas of activity, analyzes the problems of the functioning of Department and practical steps to solve them. During the period under study, the key vector of activity of the Leningrad City Executive Committee was the implementation of restoration measures in Leningrad. The study introduces into scientific circulation regulatory and records materials deposited in the Central State Archives of St. Petersburg. By reconstructing the main approaches to instructor work, analyzing key directions of activity, and evaluating challenges and solutions, this article sheds light on the multifaceted dynamics of governance amidst the exigencies of war and blockade.

Abstract Background: Community health committees (CHCs) are a mechanism for communities to voluntarily participate in making decisions and providing oversight of the delivery of community health services. For CHCs to succeed, governments need to implement policies that promote community participation. Our research aimed to analyze factors influencing the implementation of CHC-related policies in Kenya. Methods: Using a qualitative study design, we extracted data from policy documents and conducted 12 key informant interviews with health workers and health managers in two counties (rural and urban) and the national Ministry of Health. We applied content analysis for both the policy documents and interview transcripts and summarized the factors that influenced the implementation of CHC-related policies. Findings: Since the inception of the community health strategy, the roles of CHCs in community participation have been consistently vague. Primary health workers found the policy content related to CHCs challenging to translate into practice. They also had an inadequate understanding of the roles of CHCs, partly because policy content was not adequately disseminated at the primary healthcare level. It emerged that actors involved in organizing and providing community health services did not perceive CHCs as valuable mechanisms for community participation. County governments did not allocate funds to support CHC activities, and policies focused more on incentivizing community health volunteers (CHVs) who, unlike CHCs, provide health services at the household level. CHVs are incorporated in CHCs. Conclusion: Kenya’s community health policy inadvertently created role conflict and competition for resources and recognition between community health workers involved in service delivery and those involved in overseeing community health services. Community health policies and related bills need to clearly define the roles of CHCs. County governments can promote the implementation of CHC policies by including CHCs in the agenda during the annual review of performance in the health sector.

This article discusses the sector-wide organization of contractual archaeologists in Québec, beginning with the formation of a workers’ committee and leading subsequently to union accreditation. We theorize the difficulty of organizing these “precarious professionals” and suggest that self-organization outside of an industrial relations framework may be required to overcome barriers to their unionization. Deliberation, norm setting, and informal parlays with employers lead to clarifying class distinctions that professional identification often occludes, while self-organization increases worker confidence in collective action. Cet article traite de l’organisation sectorielle des archéologues contractuels au Québec en commençant par la création d’un comité de travailleurs et menant par la suite à l’accréditation syndicale. Nous mettons en théorie les difficultés qui ont entravé l’organisation de ces «professionnels précaires», et proposons que l’auto-organisation en dehors d’un cadre de relations industrielles peut être nécessaire pour surmonter les obstacles à leur syndicalisation. La délibération, l’établissement des normes et les discussions avec les employeurs conduisent à clarifier les distinctions de classe que l’identification professionnelle occulte souvent, tandis que l’auto-organisation augmente la confiance des travailleurs dans l’action collective.

Machine Reading Comprehension (MRC) has recently made significant progress. This paper is the result of our participation in building an MRC system specifically for Vietnamese on Vietnamese Machine Reading Comprehension at the 8th International Workshop on Vietnamese Language and Speech Processing (VLSP 2021). Based on SQuAD2.0, the organizing committee developed the Vietnamese Question Answering Dataset UIT-ViQuAD2.0, a reading comprehension dataset consisting of questions posed by crowd-workers on a set of Wikipedia Vietnamese articles. The UIT-ViQuAD2.0 dataset evolved from version 1.0 with the difference that version 2.0 contained answerable and unanswerable questions. The challenge of this problem is to distinguish between answerable and unanswerable questions. The answer to every question is a span of text, from the corresponding reading passage, or the question might be unanswerable. Our system employs simple yet highly effective methods. The system uses a pre-trained language model called XLM-RoBERTa (XLM-R), combined with filtering results from multiple output files to produce the final result. We created about 5-7 output files and select the answers with the most repetitions as the final prediction answer. After filtering, our system increased from 75.172% to 76.386% at the F1 measure and achieved 65,329% in the EM measure on the Private Test set.
