O presente artigo tem o intuito discutir a relação estabelecida entre o Estado e as favelas do Rio de Janeiro ao longo do tempo e até os dias atuais. Tomando como referência a territorialização de políticas públicas e a ação de instituições estatais e da sociedade civil, busca-se compreender de que forma a estigmatização do favelado e de seu território influencia as relações de poder construídas no contato entre agentes públicos e moradores de favela. O artigo consiste, metodologicamente, em uma pesquisa bibliográfica e documental, com base principalmente na literatura sobre o tema. Os resultados indicam que a estigmatização das favelas tem contaminado diversas políticas públicas formuladas para esses territórios, e que a falta de diálogo entre diferentes órgãos públicos envolvidos em tais políticas gera o que chamamos de atrofia burocrática, perdendo-se potencial de atuação da esfera pública.PALAVRAS-CHAVE: Políticas Públicas, Favela, Territorialização. ABSTRACTThis article aims to discuss the relationship established between the State and the favelas of Rio de Janeiro over time and up to the present day. Taking as a reference the territorialization of public policies and the action of state institutions and civil society, it is sought to understand how the stigmatization of the favela and its territory influences the relations of power built in the contact between public agents and residents of favela. The article consists, methodologically, of a bibliographical and documentary research, based mainly on the literature on the subject. The results indicate that the stigmatization of favelas has contaminated several public policies formulated for these territories, and that the lack of dialogue between different public agencies involved in such policies generates what we call bureaucratic atrophy, losing the potential of the public sphere.KEYWORDS: Public Policies, Favela, Territorialization.

Introduction: In Brazil, territorialization has been used in public policies through different public instruments that promote social improvement or protection. These territorialized policies seek articulation between the various national, state and municipal spheres, with specific programs and actions built on territorial bases, the main example being the SUS. The ESF acts as a new basis for intersectoral articulations, due to the greater proximity of professionals with the population and the interactions in the territory covered, allowing the verification of problems that affect the health-disease process. Objective: To evaluate the territorialization of the population that make up the microregions that is covered by Family Health Strategy Teams in the municipality of Marabá-PA. Methodology: This is a descriptive, analytical study with a quantitative approach of the situational health reports of the Family Health Strategy teams in the municipality of Marabá-PA. Results and Discussion: In 2022, so far, it has a coverage of 36%, so we can say that the primary care of the municipality is undergoing a transition process, due to this, the ascription of the population is also evolving. Currently, the city of Marabá-PA is made up of 24 Health Units, 14 in the urban area and 10 in the rural area. Conclusion: The process of territorialization in this health team is hampered by the transition of health systems, making it difficult to create the profile of the enrolled population. In addition, the data evaluated demonstrated the importance of the presence of primary health care in order to achieve the universal coverage that the SUS advocates, improving health indicators.

Territorialization aims at improving the effectiveness of public action by adapting to local contexts and including a wide diversity of actors. In the 2000s, the French local authorities, with the support of the European Agricultural Fund for Rural Development (EAFRD), launched more transversal and bottom-up policies on the development of mountain pastoral territories in order to counter national and European sectoral and top-down policies. This article focuses on the Territorial Pastoral Plans (TPPs), a policy of the Rhône-Alpes region, which funds projects defined collaboratively between multiple actors in pastoral territories. The objective is to shed the light on the implementation modalities of the TPPs, and to understand the strengths and weaknesses of this policy in terms of governance to respond to the sustainability challenges of the Rhône-Alpine pastoral territories. A document analysis was achieved and interviews were conducted with nine key actors from four pastoral territories. Results showed that awareness-raising and mediation projects are becoming increasingly important because of the growing conflicts linked to the multi-purpose use of these lands and to wolf predation. Moreover, the integration of environmental actors allows better consideration of ecology in projects. However, the current budgetary restrictions limit their capacity of action within the policy.

This research studies the rural development public policy and the rural tourism activity in Rosana and Presidente Epitácio municipalities in São Paulo State/Brazil and Santiago de Compostela and Padrón municipalities in Galicia/Spain. Thus, the general objective is to analyze the tourism territorialization process in rural areas and compare public policies for rural development based on case studies in the Pontal do Paranapanema region in the State of São Paulo and the Autonomous Community of Galicia/SP. The methodological procedures used comparative analysis, highlighting the experience of two Spanish municipalities, Santiago de Compostela and Padrón, to draw similarities and differences with the Brazilian cases. The main results obtained in Brazil derived from the actions of the National Program for the Strengthening of Family Agriculture (PRONAF). The research in Santiago de Compostela and Padrón identified the presence of rural tourism houses, which were restored through subsidies from European Union rural development policies. Abstract (sommario):
The research shows how violence, trafficking and drug use has been recurrent within schools, causing directions that are difficult to contour by Brazilian government officials. The research had a qualitative and quantitative character. The method used was interviews with teachers and the use of questionnaires with a group of one hundred and seventy students and sixteen teachers. Among all the problems, misery; the use of drugs; the arrival of adolescence; the insertion of the researched group in risk areas belonging to Perverse Territorialization; the lack of definition of a full and adequate curriculum for our social problems; the lack of adequate punishment; the influence of family habitus has contributed to the spread of violence, stimulating parallel activities with the predominance of drug trafficking and organized crime where it presents a growing approximation with the local community in need of all types of services and improvements not provided by the State, causing the increase in all crime rates, the increase in drug trafficking as well as the increase in cases of psychological disorders. Among these reasons, violence in the school environment has increased. The actions necessary to reduce school violence are pointed out in this article, knowing that for its consolidation, the support of the school community and the creation of internal codes of conduct essential to living in the school environment are necessary.

This article addresses the importance of territorial planning and ordering, highlighting the influence of works such as "Right to participation in urban policies: advances after 15 years of city statute", "For Another Globalization: From Single Thought to Universal Consciousness" and "Experiences in Urban Territorial Planning in Latin America: the context of Brazil”. The understanding of territory as a dynamic product of social actions highlights territorialization as intrinsic to the reorganization of territorial information and social stratification. The analysis of power relations, according to Raffestin and Saquet, reveals political-ideological conflicts in the territory. Settlements, as products of complex power relations, highlight the struggle for land and social inequalities. The rational management of natural resources, aligned with sustainability, is vital to balance environmental preservation and social equity. The main objective of the article is to analyze the resistance of the settlers, highlighting their difficulties and exploring the potential of public policies to improve their living conditions, contributing to the understanding of the dynamics of territorial planning.

Abstract (sommario):
The European Union’s strategic priorities for the post-2020 period – focused on areas such as globalization, demography, migration, climate change, security and defense, employment and digitalization of the economy and society – pose relevant challenges as to the feasibility of its territorialization conditions and how to ensure operationalization at regional and local levels. As the EU prepares to implement the Cohesion Policy 2021-2027 and draw up the Territorial Agenda 2030, it also seeks to relaunch the EU policy framework in areas such as sustainable development, artificial intelligence and reindustrialization, examples of which are: European Green Deal, EU Circular Economy Action Plan and EU Digital Strategy. The current context of the COVID-19 pandemic has, however, forced a refocusing of the intervention priorities, at least in the short term, in the need to respond to the urgent economic, social and public health challenges caused by the pandemic. This article seeks to analyse, on the one hand, how the European policy cycle has adapted to respond to the pandemic, and on the other, the extent to which the place-based approach, one of the central operating rationales of the 2014-2020 financial perspective, may see its role strengthened and its performance extended as a consequence of the changes introduced in the current phase of the policy cycle due to the COVID-19 pandemic. The analysis carried out led to concluding that the current context of COVID-19 is implying the redesign of many of the Union’s public policy instruments and reordering some of the current strategic priorities. It is also changing the conditions of resilience and competitiveness of territories, whereby the place-based approach seems to be a public policy instrument especially suited to the process of economic and social recovery at the local and regional level.

Busca-se também traçar um panorama preliminar dos contextos conjunturais dos embates relativos aos comerciantes e prestadores de serviço de rua, frente às ações dos agentes hegemônicos de produção do espaço metropolitano e aos processos de requalificação/refuncionalização dos espaços públicos na Capital baiana, a partir do final dos anos 1990 até os dias atuais.Palavras-chave: comércio de rua; serviços de rua; espaço público; requalificação; territorialização; metrópole. ABSTRACTThe aim of this paper is to analyze the relationship between street trade and requalification processes in public spaces based on a geographical approach to the problem. It is intended to pursue and, therefore, make explicit the tactics and strategies of the agents involved in those projects and their trajectories and practices in the everyday life of the metropolis. We hope to outline the conjunctural contexts of the existing conflicts too, which are related to street traders and service providers, as opposed to the actions of the hegemonic agents of production of the metropolitan space and to the processes of requalification/refunctionalization of public spaces in the capital of Bahia state - Salvador, from the late 1990s to the present day.Keywords: street trade; street services; public space; requalification; territorialization; metropolis.

Objetivo: descrever e comparar as características sociodemográficas e clínicas dos idosos, e o acesso e a utilização dos serviços de saúde, segundo três microrregionais de saúde de Minas Gerais. Método: inquérito domiciliar transversal realizado com 1.635 idosos residentes nas Microrregionais de Saúde do Triângulo Sul, em Minas Gerais. Procederam-se às análises descritivas e teste qui-quadrado (p<0,05). Resultados: na comparação entre os grupos obteve-se diferença significativa em relação à faixa etária (p<0,001), número de morbidades (p<0,001), uso contínuo de medicamentos (p<0,001) e não realizar consulta com dentista no último ano (p=0,005). Conclusão: as políticas públicas devem considerar os fatores sociodemográficos e as condições clínicas dos idosos, mediante o contexto da territorialização e regionalização em saúde, para proposição de estratégias de ação que favoreçam o acesso e uso dos serviços por essa população.ABSTRACTObjective: to describe and compare the older adults’ sociodemographic and clinical characteristics, and their access to, and use of, health services, by three health micro-regions in Minas Gerais. Conclusión: en el contexto de territorialización y regionalización asistencial, las políticas públicas deben considerar las características sociodemográficas y las condiciones clínicas de los adultos mayores, con el fin de proponer estrategias de acción que favorezcan el acceso y uso de los servicios por parte de esta población.

Encensée par le discours politique récent, la planification environnementale est une pratique que mobilise le droit de l'environnement depuis la fin des années 1960. Elle prend généralement la forme de plans, cartes ou schémas chargés d'organiser - à moyen ou long terme - la sauvegarde du milieu naturel et de ses ressources, la protection du paysage ou encore la prévention des risques et des nuisances. Ces « documents de planification » constituent aujourd'hui une part importante de l'action publique en matière d'environnement.En dépit de cette omniprésence, sur la scène politique autant que dans le droit, la planification environnementale se présente comme un objet aux contours juridiques flous, dont la place et le rôle au sein des politiques publiques demeurent mal définis. De manière primordiale, c'est donc la définition d'une grille de lecture permettant d'en comprendre les enjeux fondamentaux que propose cette thèse : au-delà de l'identification des dénominateurs communs à l'ensemble des documents d'environnement, la présente recherche s'attache à inscrire la planification environnementale dans son milieu non seulement politico-juridique, mais aussi historique, social et économique.C'est par le biais de cet exercice de contextualisation qu'il est possible de dépasser les éventuelles critiques dont peut faire l'objet son utilisation contemporaine, pour replacer la planification environnementale au cœur des mutations du droit public. Au prisme d'une analyse transversale - qui nécessite de se placer au carrefour du droit de l'environnement, du droit administratif, du droit des collectivités territoriales tout comme de la science administrative et de l'économie -, il apparaît qu'elle reflète les tensions, les défis, mais aussi les paradoxes, qui traversent les collectivités publiques depuis la fin de la Seconde Guerre Mondiale : à la fois prototype et archétype des évolutions contemporaines du droit public, la planification environnementale peut être lue comme le réceptacle des mutations juridiques entamées dans la France des Trente Glorieuses, mais également comme le laboratoire des transformations institutionnelles et juridiques qui caractérisent une France qui doit gérer des crises économiques, sociales et, désormais, écologiques
Praised by recent political discourse, environmental planning is a practice that has been used in environmental law since the late 1960s. It generally takes the form of plans, maps or schemes responsible for organizing - in the medium or long run - the protection of the natural environment and its resources, the protection of the landscape or the prevention of risks and nuisances. Today, these "planning documents" constitute an important part of public action in environmental matters.Despite this omnipresence, on the political scene as much as in law, environmental planning is an object with vague legal contours, whose place and role within public policies remain poorly defined. This thesis therefore proposes the definition of a reading grid that will allow to understand the fundamental issues at stake: beyond the identification of the common denominators of all environmental documents, this research endeavors to place environmental planning in its political and legal environment, as well as in its historical, social and economic context.It is through this contextualization exercise that it becomes possible to go beyond the possible criticisms of its contemporary use, and to place environmental planning at the heart of the changes in public law. Through a cross-cutting analysis - which requires to place the focus at the crossroads of environmental law, administrative law, local government law, as well as administrative science and economics - it appears that it reflects the tensions, the challenges, but also the paradoxes, that have been present in public authorities since the end of the Second World War: both a prototype and an archetype of contemporary developments in public law, environmental planning can be read as the receptacle of the legal changes begun in France during the “Trente Glorieuses”, but also as a laboratory for the institutional and legal transformations that characterize France, which must manage economic, social, and now ecological crises

Cette recherche a porté sur le « temps » de la mise en oeuvre d’une réforme éducative : la réforme des rythmes scolaires dans les écoles primaires françaises (décret du 24 janvier 2013) et des projets éducatifs de territoire qui lui sont associés. Elle visait à engager une réflexion sur les transformations ou « changements » promus au titre de la mise en oeuvre de ces projets, considérant ainsi une version encore peu étudiée du système éducatif, l’action publique locale. « Changements » que nous avons cherché à interroger du point de vue des orientations (le « pour quoi et pour qui ») de la réforme, des contenus et des pratiques éducatives tels qu’ils sont mis en place par ces projets (le « quoi »). Mais aussi par l’analyse des modalités, moyens, processus à l’oeuvre dans les différents espaces de leur production (le « comment »). Quels sont les acteurs qui en sont à l’initiative ? Qui intervient dans le cadre du déploiement de ces projets sur les terrains nationaux, locaux et internationaux ? Et, finalement, quel est le public visé par cette réforme (« pour qui » est-elle mise en oeuvre) ? Qu’entendent résoudre, part là, leurs promoteurs et leurs fabricants et comment ?
This research focused on the "time" of the implementation of an educational reform: the reform of school rhythms in French primary schools (decree of 24 January 2013) and the associated territorial educational projects. It aimed to initiate a reflection on the transformations or "changes" promoted as part of the implementation of these projects, thus considering a version of the education system that has not yet been studied : local public action. We have sought to question the "Changes" from the point of view of the orientations (the "for what and for whom") of the reform, the contents and the educational practices as they are implemented by these projects (the "what"). But also by analysing the modalities, means and processes at work in the different spaces of their production (the "how"). Who are the actors who are at the initiative ? Who is involved in the deployment of these projects on national, local and international sites ? And, finally, who is the target audience for this reform ("for whom" is it being implemented) ? What do their promoters and manufacturers intend to solve and how ?

Quarante ans de politiques publiques d'environnement ont profondément modifié la gestion de l'eau et des déchets. Beaucoup de choses ont changé : le référentiel gestionnaire n'est plus le même, la législation s'est renforcée, les enjeux territoriaux se sont recomposés, les modalités et l'échelle d'intervention publique ont été remodelées... En un mot, l'action publique territoriale s'est recomposée. Progressivement, les acteurs territoriaux ont inventé de nouvelles formes d'organisation, eu égard aux conditions et aux problématiques spécifiques de leurs territoires. Quelle(s) forme(s) ces recompositions peuvent-elles prendre ? Et selon quelle(s) trajectoire(s) ? Existe-t-il des invariants ? Qui pilote ces dynamiques territoriales et quelle place occupent les collectivités ? L'objectif de la thèse est de mettre en lumière l'existence d'une variété de formes d'organisation territoriale dédiées à la gestion de l'eau potable et des déchets municipaux, à partir d'une entrée " services publics ". Par le biais de monographies départementales, la thèse met à l'épreuve de la réalité du terrain les résultats d'une importante revue de littérature. Cela permet ainsi de mettre en exergue la force des coalitions d'acteurs et le jeu structurant entre Conseils Généraux et pôles urbains dans ces trajectoires de recomposition, ou encore l'existence d'un phénomène d'hybridation des modes de régulation influençant les trajectoires départementales. Enfin, en croisant la littérature spécifique à l'action publique et la grille d'analyse développée, la thèse propose de contribuer au lexique analytique de ce domaine d'étude.

En tant que ville-hôte de la Coupe du Monde de Football en 2014 et des Jeux Olympiques en 2016, la municipalité de Rio de Janeiro tente de répondre aux attentes internationales concernant les enjeux de planification urbaine et de sécurité. Au cœur des actions publiques se trouvent des espaces longtemps considérés comme un « problème urbain » : les favelas. Malgré plusieurs tentatives d’éradication durant la dictature militaire, principalement dans les zones aisées de la ville, elles se sont multipliées et font aujourd’hui l’objet de politiques de sécurisation et d’urbanisation. Pour plus d’efficacité, les politiques publiques se territorialisent, favorisent les partenariats public-privé et la participation de la société civile. Il s’agit de faire sortir les favelas d’une situation d’exception en y introduisant les normes et les aménités urbaines similaires aux quartiers formels (infrastructures, équipements, services, etc.). Avec des taux de criminalité très élevés, la sécurité est un défi posé à la ville. Aussi, depuis 2008, une nouvelle politique de sécurité a été mise en place : la pacification, visant à reprendre le contrôle des territoires dominés par des groupes criminels et à améliorer les rapports entre la population et les policiers en mettant en place une occupation permanente par des Unités de Police de Pacification (UPP). Si les conditions de vie dans les favelas s’améliorent, ces nouvelles actions publiques affichent toutefois des résultats contrastés : la recrudescence de confrontations entre policiers et trafiquants dans certaines favelas pacifiées a contribué à renforcer le sentiment d’insécurité des habitants. De plus, le processus de valorisation, voire de gentrification, observé dans certaines favelas pacifiées offrirait à la fois de nouvelles opportunités aux habitants, mais, face à l’augmentation des prix, certains sont contraints à déménager. Plus généralement, l’accélération des transformations urbaines dans le contexte des méga-événements peut bouleverser l’organisation socio-spatiale de la ville (déplacements de population, travaux d’infrastructure de transport, construction d’équipements sportifs, etc.). En s’intéressant plus spécifiquement à deux favelas récemment pacifiées, Rocinha et Vidigal, situées à proximité des quartiers les plus aisés et touristiques de Rio de Janeiro, nous cherchons à mettre en lumière les transformations socio-spatiales et les effets des actions publiques territorialisées
As host city of the FIFA World Cup in 2014 and Olympic Games in 2016, municipality of Rio de Janeiro seeks to respond to international expectations in terms of urban planning and security. Favelas, which have often been considered as an « urban problem », are at the heart of the public actions. Despite several eradication attempts during the military dictatorship, especially in wealthy areas of the city, the favelas have increased and are now subject of security and urbanization policies. For efficiency, public policies are rethought in a territorialised way, reinforcing public-private partnerships and the participation of the civil society. It pretends to remove the favelas of a situation of exception by introducing standards and urban amenities similar to formal neighborhoods (infrastructure, equipment, services, etc.). With very high crime rates, security is a challenge for the city. In 2008, the Public Security Secretariat of the State of Rio de Janeiro developed the so-called “pacification” policy, aiming at regaining control of the territories dominated by criminal groups, and at improving relations between the population and the police force, with the establishment of permanent Police Pacification Units (UPP). If the living conditions in the favelas are improving, these new public actions, however, show contrasted results : a new outbreak of confrontations in pacified favelas, between traffickers and police officers has contributed to reinforcing the feeling of insecurity of favelas residents. Moreover, valuation process and even gentrification, observed in some pacified favelas open up new opportunities to residents, but because of the price increase some of them are forced to move away. More generally, acceleration of urban transformations in the context of mega-events could modify the socio- spatial organization of the city (population displacements; transport infrastructure works, sports facilities construction, etc.). Focusing more specifically on two recently pacified favelas, Rocinha and Vidigal, located near wealthiest and most tourist areas of Rio de Janeiro, we seek to highlight the socio- spatial transformations and the effects of territorialised public actions
Como cidade-sede da Copa do Mundo FIFA em 2014 e dos Jogos Olímpicos em 2016, a municipalidade do Rio de Janeiro procura atender as expectativas internacionais em termos de planejamento urbano e de segurança. No centro das ações publicas se encontram áreas que foram consideradas durante muito tempo como um " problema urbano " : as favelas. Apesar de várias tentativas de erradicação na época da ditadura, especialmente nas áreas mais ricas da cidade, elas multiplicaram-se e são agora objeto de políticas de segurança e urbanização. Para mais eficiência, as políticas públicas se territorializam, e promovem parcerias público-privadas e a participação da sociedade civil. Trata-se da saída das favelas duma situação de exceção através da introdução de normas e amenidades urbanas semelhantes aos bairros formais (infra-estruturas, equipamentos, serviços, etc.). Com índices de criminalidade muito altos, a segurança é um desafio para a cidade. Assim, desde 2008, uma nova política de segurança está sendo implantada : a pacificação, para tentar recuperar territórios dominados por grupos criminosos e melhorar as relações entre a população e a polícia através de uma ocupação permanente das Unidades de Polícia Pacificadora (UPP). Se as condições de vida nas favelas estão melhorando, essas novas ações públicas, no entanto, mostram resultados contrastados : o aumento de confrontos entre a polícia e traficantes em algumas favelas pacificadas contribuiu para reforçar o sentimento de insegurança dos moradores. Além disso, o processo de valorização até mesmo de gentrificação, observado em algumas favelas pacificadas iria oferecer novas oportunidades para alguns moradores, mas por causa do aumento dos preços, algums deles têm que se remover. Dum modo mais geral, as accelerações das transformações urbanas no contexto dos mega-eventos pode modificar a organização sócio-espacial da cidade (remoções, obras de infra-estrutura de transporte, construção de instalações esportivas, etc.). Centrando-se mais especificamente em duas favelas recentemente pacificadas, Rocinha e Vidigal, localizadas perto das áreas mais ricas e turísticas do Rio de Janeiro, procuramos destacar as transformações sócio-espaciais e os efeitos das ações públicas territorializadas

Urban public space is arguably far from the pacified, freely accessible, democratic space which Western normative literature proposes. It is a site of contention, where different interests, norms and perceptions over appropriate uses and presence come into conflict. The visual is a relevant dimension to understand this process: in fact, claims to space by people with a visible migratory background are often problematized by the media and often responded to with securitization practices. This study contributes to gain insight into spatial practices and the manner in which visibility and invisibility are experienced and strategically influenced by Othered subjects in Piazza Duca D´Aosta, a Milanese square. The result is a case study on the paradoxical meanings that are associated with re-territorialization practices in public space, on a continuum between domestication and detachment, as well as an exploration of the complex relation between visibility as an experience and a practice.

Mental Health service provision organizations have strong professional norms of cooperation, which exert pressures on organizational actors to integrate and coordinate services to better, serve clients. Pressures to integrate services sometimes run counter to the funding mechanisms employed in delivery systems. This is especially true for managed care. This study examined whether integration increased or decreased as a result of the introduction of risk-based managed care in one community. Data were collected at two points in time, 1996 and 1999, in order to assess changes in services integration over time. Survey instruments and field interviews were employed to collect the relevant data. Standard network analysis techniques and simple content analysis were used for the analysis. The theoretical portion of this dissertation sought to determine which set of literature better described what occurred in a normatively cooperative network with competitive, managed care incentives. I reviewed literature in organization theory, common pool resources, and mental health to support a cooperative view of mental healthcare delivery, and reviewed principal-agent theory and managed care to support a non-cooperative view of mental healthcare delivery. I found that despite the competitive incentives introduced into the mental health delivery network, integration increased over a three-year period. Integration was measured using network measures such as density, degree centrality, cliques, core provider analysis, and blockmodels. The network findings were further supported by the qualitative analysis performed on the interview data. The latter part of the dissertation develops a model that explains collective action in interorganizational networks. It draws upon the organizational theory literature by describing the determinants necessary for network formation and using the concepts of communication, norms, time, and context. The common pool resource literature contributes a diagnosis stage to the model that assists in explaining how networks change and develop desirable characteristics over time, while supplementing the OT literature's perspective on communication, context, and time. I also suggest ways in which this dissertation contributes to practice, focusing on the systems design of mental health delivery systems.

The development of affirmative action strategies designed to achieve equal employment opportunity has been studied along six dimensions of functioning within four separate organisations. Three of these organisations were participants in the Federal Government's Affirmative Action Pilot Program in 1984/5, and one was not. It has been shown that change occurred in a continuous developmental sequence, here called an "Affirmative Action Continuum", within each of these six dimensions over the period of study, with each organisation following a similar sequence of movement. Exceptions occurred where an organisation made no movement at all, or where one or more of the sequential processes was omitted or displaced, in a dimension. The reasons for some of these exceptions, and some of their consequences for later action, have been explored. It has been shown that simultaneous activity occurred across several, dimensions, so that no organisation acted upon only one dimension in isolation from all others. There was some chronological sequencing between dimensions. The indicators of movement along the Affirmative Action Continuum within each dimension were used to describe the change process in each organisation. These indicators proved to be useful both in this regard, and in placing each organisation an the Affirmative Action Continuum in each dimension at two different points in time. In this way, the indicators' usefulness was shown to generalise to four very different institutions, thus suggesting applicability beyond the bounds of this particular study. It is intended that the results of this dissertation, and in particular the model of the Affirmative Action Continuum and the indicators described in Chapter Two, be used by Equal Employment Opportunity practitioners to facilitate their decision making about sequencing of activities designed to achieve equal employment oppportunity.

The South African public service has been undergoing fundamental transformation since 1994. The new government has had to build a democratic, inclusive and responsive public sector to the extent that the last two decades have witnessed the most dramatic shifts in public reform. After 1994, the public sector had to be transformed so that it could be representative of the nation’s racial composition, caters for the needs of all citizens irrespective of their racial, ethnic, gender, sexual persuasion and orientation. The government agenda of reconstructing and developing a democratic state depends on the willingness, capabilities and patriotism of the public service. As part of its transformation agenda, the government had to introduce policies that were focusing on promoting affirmative action and employment equity. Through this policy and other related employment equity measures, the South African public sector had to be transformed in terms of racial and gender representivity. This study assesses and evaluates whether the policies and legislation that were geared towards the transformation and democratization of public sector have yielded positive or negative results. By way of a literature review and comparative analysis, this study examines the objectives of affirmative action and analyses the approaches that have been taken since the adoption of this policy in the workplace. It looks at public sector and argues that there are still flaws relating to the implementation of affirmative action in public sector. The extent to which affirmative action programs attempt to implement affirmative action differs if South Africa and the United States of America can be taken as examples. The study considers some of the challenges faced by the new South African government in transforming public sector and interrogates the courts’ application and interpretation of affirmative action legislation. It concludes with recommendations that could be put in place in order to position affirmative action policies in line with the objectives of the South African Constitution, labour laws and American approach where the policy was adopted from.

Este artículo no tiene como propósito presentar un “primer balance” de los avances que ha tenido el Grupo de investigación PU sobre el desarrollo del esquema para el análisis de las políticas públicas en el territorio fundamentado en la interdeterminación entre territorio, territorialidad y territorialización de las políticas públicas o “sistema socio territorial” de Monnet (Jolly, 2012), sino presentar algunas reflexiones a partir de los mismos. Recuerda los nueve “consideraciones” o ideas fundamentales de la propuesta de esquema y su relación con el esquema de análisis de las políticas públicas en el territorio (Jolly, 2007) y con la planeación, y presenta avances y resultados conceptuales e instrumentales de las utilizaciones de esta propuesta realizados por miembros del Grupo y las perspectivas e interrogantes que plantean el desarrollo del esquema en cuanto a sus aspectos analíticos y a sus utilizaciones normativas e instrumentales como manera de entender mejor las complejas interrelaciones entre políticas públicas, planeación y territorio y responder así a los retos de la territorialización de la acción pública “desde abajo y del “despliegue territorial” de las políticas públicas formuladas “desde arriba”. This paper does not aims to present an “initial assessment” of the progress that has been PU research group (in terms of the development of the scheme for the analysis of public policies in the territory based on the interdeterminacion between territory, territoriality and territorialization of public policies ("territorial social system" of Monnet) (Jolly, 2012), but to offer some reflections from them. Remembers the nine “considerations” or fundamental ideas of the proposed scheme and its relationship with scheme analysis of public policies in the territory (Jolly, 2007) and with the planning and presents conceptual and instrumental advances and results of the uses of this proposal that have been members of the group and perspectives and questions posed by the development of the scheme in terms of its analytical aspects and their policy uses and instruments as a way to better understand the complex interrelationships between public policies, planning and territory to meet the challenges of the territorialization of public action bottom up and the territorial deployment top down.

This article aims to present the elaboration process of the Jardim Lapena Neighborhood Plan, the results obtained, and discuss the actions that aim at the continuity of the process of urban requalification, in the context of the Movimento Pacto pela Cidades Justas. What would be the next steps for the territorialization of the Neighborhood Plan is the question stated. The hypothesis sustained in this article is that the third sector, more than the public power, has the necessary flexibility to assume the role of promoting innovation in vulnerable territories, proposing situations and creative solutions that are tested and systematized before being presented to the public power. Keywords: Neighborhood Plan; urban requalification; urban governance. Este artigo objetiva apresentar o processo de elaboração do Plano de Bairro do Jardim Lapena, os resultados obtidos e discorrer sobre as ações que visam à continuidade do processo de requalificação urbana, no contexto do Movimento Pacto pela Cidades Justas. Quais seriam as próximas etapas para a territorialização do Plano de Bairro é a pergunta aqui colocada. A hipótese sustentada neste artigo é que o terceiro setor, mais do que o poder público, tem a flexibilidade necessária para assumir o papel de promover inovação nos territórios vulneráveis, propondo situações e soluções criativas que são testadas e sistematizadas antes de serem apresentadas ao poder público. The article covers the issue of consistency of manifesto texts with a political system underpinned by publicness principles. The ever-increasing production of manifestos witnesses a crisis in the political system which necessitates the investigation of how such texts influence both their readers and public sphere as a whole. The public sphere concept by J. Habermas, perception of policies by J. Ranciere, and dialogue-based approaches of M. Buber and A. Pyatigorsky constitute the basis for analysing structural elements of a manifesto text, and highlighting their core traits shedding light on the relationship between a manifesto text and the public sphere. Through highlighting the three main elements of a manifesto text, i.e. ‘speaking I’, ‘Object’, and ‘Other’, and by clarifying the configuration of interrelations between the elements, the militant message of a manifesto is asserted as the opposite to the dialogue-based foundation of the public sphere. Such texts postulate the necessity both to eliminate the ‘Other’ and to immediately achieve a set objective by way of taking on an active participative position. The latter to be implemented via the ‘speaking I’ replication mechanism, which is expressed through a call for readers to take on the image of the person speaking through the manifesto. Thus, the manifesto becomes both a tool for getting rid of an existing system incapable of satisfying the needs of an actor, and a tool for leveling political space. Manifesto texts demonstrate the monological basis expressed in the postulation of the necessity for action to uncompromisingly transform the world.

Purpose– the purpose of this conference paper is to present to the reader a systematic overview of the definitions of the smart public governance (SPG) concept in the presented literature. In the field of social sciences, it is possible to find various definitions of the concept, however, their number is scarce, since the concept is relatively new in the literature and still in development. The main objective of this conference paper is, therefore, to provide a thorough theoretical overview of the definitions of SPG in the available literature, and on this basis, upgrade the existing table of definitions and attributes of the concept from 2015. Design/methodology/approach– the approach of this conference paper is to provide a comprehensive theoretical overview of the definitions of the SPG concept in the literature in the field of social sciences between 2015 and 2021. Findings– when interpreting the concept of SPG, most scholars do not rely on just one attribute but interpret it on the basis of various attributes. The review of the papers has shown that the scholars relate the concept of SPG mostly with the attributes of external collaboration and participation, the decision-making process, and information-communication technology.

Why does the rail infrastructure of the United States lag behind those of many other developed countries? Where is U.S. high-speed rail? This research approaches this in a dilemma by exploring Amtrak’s traditional rail services and high-speed rail projects in the nation to understand the workings of public rail transportation policies, what they contain, and how they are developed and pursued by the different stakeholders. This research utilizes case studies and a multiscale approach to analyze the territorialization of intercity rail transportation policies. The analysis demonstrates the emergence of a bottom-up approach to projects, notably apparent in the California HSR project and in the modernization of the Cascades corridor. Furthermore, this research concluded that, first, the development of uniform arguments and recommendations to encourage new rail policies emphasizes structuring effects and economic role of high-speed rail, congestion reduction, modal shift. Second, a tangible though uneven pro-rail position exists among public actors at all levels. Stakeholders prioritize improving and modernizing existing corridors for the launch of higher-speed services, and then on hybrid networks that combine different types of infrastructures. Although there are no publicly backed projects for new lines exclusively dedicated to high-speed rail, most of the high-speed corridors are in fact “higher-speed” corridors, some of which are intended to become high-speed at some time in the future.

Multiple development actors are interested in stimulating more inclusive fiscal governance. Efforts to generate greater budget transparency, citizen participation in resource allocation, and public oversight of government spending are commonplace. How can development donors and lenders support such efforts, and what are their limitations? How do their attempts to do so interact? Exploring the outcomes of two projects in the Nigerian States of Jigawa and Kaduna provide some answers to these questions. The projects pursue overlapping goals, but with different approaches. The Partnership to Engage, Reform and Learn (PERL) programme funded by the UK Foreign, Commonwealth & Development Office works in a granular and contextually adapted way in each state to construct joint government and civil initiatives that test and embed citizen engagement and oversight approaches. The World Bank States Financial Transparency Accountability and Sustainability (SFTAS) initiative offers financial incentives to states if they meet a set of common public financial management benchmarks. Their actions have been complementary in several ways, despite significant contextual differences between the states in terms of conflict dynamics and prevailing citizen–state relations. The projects also reinforced each other’s efforts on public procurement reform in Kaduna State. However, in Jigawa State, SFTAS incentives to pass a procurement law following a standard template failed to codify and may indeed reverse gains from longstanding PERL efforts supporting transparency. This illustrates how donors with similar reform objectives in the same contexts can unconsciously undermine existing efforts towards overarching public accountability goals.

This case study engages with the journey of SNEHA (Society for Nutrition, Education and Health Action), a public health non-profit organization founded in Mumbai in 1999. India has the distinction of being witness to a long history of efforts by public-spirited healthcare professionals. Alongside treatment, their work in public health has consistently involved giving due emphasis to prevention, reducing the excessive reliance on institutional-led public health delivery, moving towards community-based approaches and giving considerable attention to maternal and child health, the bedrock of any sound public health system. The efforts of SNEHA (which means “love” or “affection”) in developing, expanding and adapting this approach amongst some of the world’s largest and dense poor and low-income urban settlements in India constitutes an important part of this history. Started with little funding, in a little over two decades, it now oversees over Rs. 29 crores of funds; and its programs, which started as small pilot projects to gather evidence, have evolved into large interventions drawing in many individuals and institutions along the way. Public health, unlike many other spaces of developmental interventions, demands balancing affordability, quality care and credibility with little margin for error. The case engages with the ways in which intentional evolutions to its practice have allowed SNEHA to grow, in full public glare, in a rapidly urbanizing agglomeration. The case also offers an opportunity for learners to reflect on how SNEHA’s organizational culture of appreciative inquiry and its adoption of technology have enabled it to hold together a team of 500 staff and over 6,000 volunteers; and how community-based models can overcome the shortage of full-time medical professionals in a resource-constrained to deliver consistently high standards of care.
