Abstract (sommario):
A significant theoretical and practical work in the study of issues, related to the modeling of the architectural environment, has been made by architectural scientists for today. The use of architectural environment modeling method, opens up an opportunity to simplify the process of developing models of one or another architectural environment as a system, and will also contribute to improving the process of formulating efficiency criteria. Architectural systems, which differ in quantitative and qualitative characteristics of their components, can be represented by one formal model with accuracy up to C-isomorphism. Therefore, the structural model of the urban planning system "population - activity - environment" and the model of human life-activity processes (functional model) can be taken as a basis for building a model of public safety centers (PSC). Public safety centers belong to the public service system and includes three services (law enforcement, medical and emergency services). Basing on this, it is possible to build a structural and functional model of the PSC organization, which includes all systemically determined components. The constituent components of the specified PSC model should be as following: recreation, service, material production and communications. These subsystems should include the following structural components: "restoration" - population in need of restoration, population restoration activities (human recreation) and environment for restoration; "service" - service personnel, their activities and environment for service; "production" - production personnel, production activities and environments for production; "communications" - the personnel of communication networks, the service of communications and the environment for communications. In general, the presentation of public safety centers in the form of a structural and functional model allows to do the research of them and formation based on a systematic approach.

Experience of foreign countries demonstrates that approaches to the organization of territorial defense are based on theoretical foundations of state regulation. In the US, emphasis is placed on improving the Department of Defense’s contractual regulation of public good contentment with an actual product or service acquired by the government or the procurement process itself, with a prominent role for the private sector, to which the powers of the state (legal, economic, and public territorial defense state regulation mechanisms) are delegated. In the UK, emphasis is placed оn the territorial defense of overseas (remote) territories as important zones that require defense responsibility in terms of ensuring the security of the nation and its overseas territories, protecting their citizens and their way of life, which are the duties of the government (economic and social territorial defense state regulation mechanisms). The territorial defense of France depends on state jurisdiction and know-how, and the idea of «a spirit of protection» that is developed from school age (social, legal, information, public territorial defense state regulation mechanisms). The concept and system of territorial defense, based on military service and aimed at increasing the combat readiness of the mobilization forces, by which the government identifies potential candidates for professional armed forces in Finland (territorial defense state regulation mechanisms: political, organizational, legal, information, public, economic). For China, territorial defense is the protection of the homeland for which the frontier forces of public security (legal, social and organizational territorial defense state regulation mechanisms) have been created. Polish territorial defense is based on training, equipment, cooperation and interaction of territorial defense forces with third parties (legal, social, organizational, cultural, economic, informational, educational and propaganda territorial defense state regulation mechanisms). Implementation of the territorial defense state regulation mechanisms of foreign countries provides an opportunity to develop proposals for improvement of territorial defense state regulation mechanisms as a component of defense reform.

Spatial saturation of a city of consumer product and services leads to the formation of territorial systems of servicing, where service spheres is interacting actively, to complement each other and competing for the consumer. This process covers all of residential area, it differentiats between areas of the city, stands out the centers and complexes of service. They performs only regional function in some urban areas, but there are centers of educational, medical and merchant services citywide and regional significance. It was allocated areas by the nature of the service of the population, security of services, comfort conditions for people’s lives with consideration the complex development social infrastructure and provision of public services in territory of Saransk city. These areas has relatively high complexity of territorial organization of social infrastructure and high endowment the population of services combined with a satisfactory level of comfort of people living conditions; with average complexity of the territorial organization of social infrastructure and high complexity of population services in combination with a low level of comfort of living conditions (influenced by industrial enterprises and highways); with relatively low complexity of territorial organization of social infrastructure and low complexity of population services in combination with a satisfactory level of comfort of living conditions - the private sector of one-story buildings, old buildings. Area has the average complexity of the territorial organization social infrastructure and average endowment of the population services in combination with a satisfactory level of comfort of living conditions for residential peripheral districts of Saransk city. The average complexity of the territorial organization social infrastructure and average endowment of population services in combination with a low level of comfort of living conditions determines to the districts remote from the centre of the city and located in the former industrial plants. The existence of these areas confirms concentric development model spatial structure of Saransk city.

Abstract (sommario):
Purpose: The nature of contemporary development processes determines the development of the area of public services, which is related to the distribution of these services and is of interest to public sector economics. The state’s key commitment to its citizens is to guarantee adequate availability of public services. It is an important issue that determines the quality of life of the citizens and determines the level of social and economic development of territorial units. The aim of this paper is to analyze and evaluate inequalities in access to selected public services in Poland from a regional perspective. Design/methodology/approach: To assess the level of availability of selected public services in Poland, Hellwig’s synthetic indicator was used, which made it possible to indicate the ranking of voivodeships in terms of availability of public services. The research is complemented by the Ward’s clustering method, which was used to identify clusters of territorial units with a similar level of availability of the analyzed services. The research used data made available by the Statistics Poland (GUS), including the Local Data Bank and statistical studies: Use of information and communication technologies in 2014 (orig. title: Wykorzystanie technologii informacyjno-telekomunikacyjnych w 2014 roku) and Use of information and communication technologies in 2018 (orig. title: Wykorzystanie technologii informacyjno-telekomunikacyjnych w 2018 roku). The analysis concerns the years 2014 and 2018. Findings: Regions of Poland are characterized by a diverse level of availability of public services. The analysis allowed to identify the regions with the highest, high, low and very low level of availability of public services. The distance between the highest and the lowest ranked voivodeships indicates quite significant territorial inequalities in access to public services, although it has slightly decreased throughout the analyzed years. Social implications: The study of availability of public services is an important component of the assessment of the level of social and economic development of territorial units and the standard of living of local communities. Therefore, it is justified to determine the essence of spatial diversity of the level of availability of public services, which play an important role in shaping the level of social and economic development of territorial units and influence the implementation of development priorities of the country and the European Union. The development of public services requires identifying existing barriers in the area of public governance as well as possibilities for their improvement and then proposing a set of instruments to improve the service management process.Originality/value: The results of the research can be used in the process of management of public services by public administration units in the context of increasing the universal availability of these services and improving their quality. The results of the analysis may provide a source of knowledge for both national and regional economic policy actors as well as European Union decision-making bodies in the area of public support to improve the availability of public services in the next development programming perspectives.

The Sustainable Deveopment Goals prioritize universal essential public services as the second most important development goal after human basic needs in a global perspective. Indonesia implements a public service provision standard with a territorial approach and a set of minimum population requirement that lead to urban bias, resulting in border areas failing to meet the requirements for the provision of public services. Daerah Istimewa Yogyakarta Province is one of Indonesia's provinces with more than 70% of its border areas being rural, and more than 40% of border villages having limited essential public services. Because of the territorial delivery system for essential public services, formal cross-border services require a significant amount of resources. Using quantitative approach by indexing essential public services availability, this paper examines changes of essential public services coverage when cross-border services are provided informally. The case of Pustu Panggang informal crossborder service delivery provides lessons on how informal collaboration works. Although it involves misdeeds and omissions, the application of informal collaboration in cross-border services increases essential public service coverage by 57 percent in Daerah Istimewa Yogyakarta Province's rural border areas. As a result, informal collaboration should be viewed as a low-cost coping strategy in Indonesia's efforts to provide universal public service coverage.

This research, conducted from the point of view of management sciences, is based on a hybrid exploratory approach. In view of the experience of the territory of the Pays d’Aix in carrying out a territory project – the development and structuring of a local contemporary music sector – an integrative model of territorial leadership is proposed here. This is hinged around three dimensions (being at the service of the territorial stakeholders, being a local transformer, being a collaborative leader) that are interdependent, making it possible to question the roles and missions of public organizations in the implementation of territory projects. Points for practitioners The goal of this research is to question the capacity of a territorial authority to seize leadership in its territory of action. The theoretical construction carried out as well as its managerial implications are aimed at both local elected officials and territorial managers. Indirectly, they can also be of interest to the various territorial stakeholders who will see them as key elements for the understanding of territorial authorities. Territorial leadership is a process that is built around different, interdependent dimensions and is based on territory projects.

The article considers the ways of improving the management of providing public services process by Federal service for accreditation. Based on the analysis factors affecting the quality of government services are revealed: increased burden on the staff of the accreditation department, the "flow" of personnel, insufficient informatization of work on providing public services. These problems can be solved by expanding the functions and modernizing the structure of Federal state information system of Federal service for accreditation (FGIS of the Federal service for accreditation), the process of selection, adaptation and motivation of personnel improvement, auditing of working conditions, redistribution of the workload between the central body and territorial administrations of this organization.

Abstract (sommario):
This study analyzes the inequality of service distribution of Korea's local welfare services including basic living security, childcare, and senior care services in terms of territorial justice. Using Korea's welfare finance database, the units and resources of local governments, annual tendencies and factors of inequality are investigated by employing the welfare expenditure per service consumer as a measurement index. The results show that inequality is high in the expenditures of Si (city), Gun (county), and Gu (district) governments per service consumer, with grants from upper governments excluded. It is lessened when the budget includes the aid of the central government, which implies that the assistance of the central government plays a role in resolving the unequal expenditure distribution per service consumer. High inequality in the self-funded expenditure of Si, Gun, and Gu governments hints to wide regional gaps caused by differences in financial independence of local governments which will affect social welfare services provided by local governments. Therefore, welfare programs need to be fully financed by the central government in light of territorial justice.

In order to optimize the public administration process, the local authorities, which operate in a decentralized regime, provide public services to the population that satisfies the needs of the beneficiaries of the administrative-territorial unit they represent. In this context, in this paper we propose to analyze the local public transport service in the Municipality of Suceava, which is part of the sphere of community services of public utility and which is a decentralized public service subordinated to the Town Hall of the Municipality of Suceava. We want to analyze how this service is provided to the population of Suceava Municipality and whether decentralization has influenced the development of the local public transport service and the effects that decentralization has in terms of increasing the quality of life for the local community.

L’emploi public administratif territorial regroupe l’ensemble des agents publics travaillant pour le compte d’un service public administratif relevant de la compétence d’une collectivité territoriale ou d’un de ses établissements publics. Cet emploi, initialement conçu afin d’être majoritairement pourvu par des fonctionnaires, est en réalité occupé au cinquième par des agents contractuels dont la présence constante et incompressible déstabilise profondément l’édifice statutaire. L’emploi du contrat y est en effet révélateur de l’inadaptation du statut de la fonction publique à l’ensemble des missions de l’emploi public administratif territorial. La multiplicité et la banalisation des cas de recrutements contractuels l’attestent. Une contractualisation de l’emploi public administratif territorial pourrait permettre d’en assurer la modernisation. Plusieurs possibilités seraient alors envisageables: une privatisation de l’emploi public administratif territorial ou, au contraire, une amélioration du régime juridique actuellement en vigueur par l’accroissement de ses composantes contractuelles. La logique de carrière, véhiculée par la construction statutaire de l’emploi public depuis désormais plus de trente ans, serait alors nécessairement remise en cause. Administrative jobs of local authorities cover all public employees working on behalf of an administrative public service managed by a local authority or one of its subsidiary. Those jobs, originally conceived to be mainly occupied by civil servants, are in fact occupied by a fifth of contract agents. Contract agents demonstrate that civil servants alone are not able to fulfill every tasks of local authorities. Contractualization could be a way to ensure modernization of those jobs: either a global privatization or an increase of their contractual components could be solutions. The career logic, used for more than thirty years, would then necessarily be called into question. This thesis, after having established that civil servants alone are not able to fulfill every tasks of local authorities, discusses the proposed solutions

D'autre part, le management de l'eau, de par les problématiques de développement territorial et durable, d'Agenda 21, associé à la question de raréfaction de la ressource « eau », représente l'un des enjeux majeurs auxquels font face les managers des collectivités territoriales. Cette recherche s'intéresse dans son ensemble à la gouvernance de l'eau comme étant un élément pouvant être considéré comme un levier dans le cadre du développement d'un territoire. En nous situant au cœur d'un écosystème urbain « global », nous avons choisi de nous intéresser à l'un des sous écosystèmes le composant, celui relatif à l'eau. Nous focalisons notre recherche sur la dimension relative à la gouvernance du service public de distribution d'eau potable, qui compose ce « sous écosystème ». A travers notre étude nous cherchons donc à déterminer s'il serait ou non possible de caractériser un écosystème relatif à la gouvernance d'un service public de distribution d'eau potable, pouvant conduire à une meilleure efficacité managériale au niveau de la coordination des parties prenantes et des processus décisionnels, et jouant un rôle moteur du point de vue du management territorial. Our research is in the core of the sustainable city issues. The current context of improving management efficiency of public services, including local utilities, will raise issues relating to the quality and performance of these utilities. On the other hand, water management, through the issues of sustainable territorial development, agenda 21, associated with the question of the water resource scarcity, is one of the major challenges facing managers of local authorities. This research deals with the whole water governance as an element which can be considered as a lever in a territory development. By taking position in the core of an urban comprehensive ecosystem, we aim to deal with one of the sub-ecosystems componements, the one related to water. We focus our research on all aspects of water distribution public service governance, making up this "sub ecosystem". Through our study, we will therefore seek to determine whether or not would be possible to characterize an ecosystem on the governance of a public drinking water supply, which can lead to better managerial efficiency with the coordination of stakeholders and decision-makers, and playing a leading role in terms of territorial management. Our concern will be the example of drinking water distribution within the Bouches-du-Rhone and Herault areas

Notre recherche doctorale contribue à éclairer l’appréhension d’une notion floue, celle de développement durable, par la saisie d’un transcodage singulier, celui de l’entreprise La Poste. La notion de développement durable, telle qu’appréhendée génériquement, ne désigne qu’un ensemble de significations largement ouvert et n’échappe pas à la critique de coquille vide. En refusant de nous pencher sur la faiblesse conceptuelle de la notion, nous proposons, différemment, de saisir son caractère dynamique au regard de sa large diffusion et de la multitude des réalités qu’elle désigne. Au contraire, ce sont ses caractères, dynamique, fluctuant et heuristique, qui furent l’angle saillant de notre intérêt pour cette recherche. La notion fait ainsi l’objet d’appropriations multiples et variées, propres aux groupes d’acteurs qui s’en emparent. C’est ainsi que cette notion plastique et contingente ne se révèle qu’à partir de sa prise en charge par un système d’action concret.Appréhender analytiquement la notion, selon nous, ne peut se faire qu’à partir de la prise en charge de la thématique par un groupe d’acteurs en particulier, c’est que nous faisons en nous attachant à analyser la construction d’une démarche de développement durable par l’entreprise La Poste. Notre recherche, articulée autour de la prise en charge de la notion de développement durable par un groupe d’acteurs situés, pourrait d’emblée apparaître comme la simple occasion d’étudier les réorganisations et le travail collectif opérés par les acteurs sur des représentations. Saisir le transcodage postal du développement durable nous a permis d’interroger le travail opéré par un groupe d’acteurs situés sur des représentations et des instruments d’action collective, tant au sein de l’organisation postale que sur les scènes d’action publique locales. Progressant, notre analyse s’intéresse au travail opéré sur la notion de service public par une entreprise en mutation mais encore dépositaire de missions de service public. Notre recherche propose ainsi une contribution à une plus vaste question, celle de la participation des entreprises à l’intérêt général et aux évolutions du service public au prisme de la libéralisation du secteur. This thesis deals with La Poste’s transcoding of sustainable development, a process which highlights the role of the representations and rules that have been mobilized as regards this term.Because sustainable development is a fuzzy and modulable term, its analysis is grounded around the concept of transcoding in order to understand both its managerial and political usages. Such a starting point has two aims: first, to go beyond debates and criticism’s that make sustainable development a black box; second, tracking transcoding enables analysis to focus on contextualized actors’ representations and concrete usages of sustainable development. Indeed, a multiplicity of actors have taken ownership of the term and, in so doing, put into circulation and competing, different definitions of it.In this respect, using neoliberal references and drawing upon New Public Management orientations and debates, La Poste has been transformed over the last twenty years in order to make it fit both with new competition regulations and liberalize postal markets. This change has also applied to the French public utilities system as a whole, which had thus far been defined as regards the issue of accessibility for any user wherever they live and work. Consequently, analysis of the Postal transcoding conducted here concerns the dynamics of struggles, interests, strategies and mobilizations over the « new public utilities », as defined within La Poste but also by other stakeholders, especially local Government in the form of Regions and municipalities. As users have been turned into consumers, our research helps to understand how a former monopolistic public service transformed its management and political discourses in order to reform its organisation, reinvent its historical legitimacy, maintain the closest possible relations with local government and, finally, take ownership of the new public utilities’ assets and tools.On a wider scale, the approach to the term sustainable development formulated in this thesis contributes to the understanding of polycentric public action within territories, and this especially by shedding light on how actors transcode policy change, external injunctions and public action recipes into self-defined, managerial and territorialized usages

Dans un contexte de réflexions contemporaines sur la durabilité des services urbains d’eau potable, nous nous intéressons à la stratégie de responsabilité sociétale de Lyonnaise des Eaux comme contribution à la mise en mots et mise en œuvre du développement durable dans ce secteur d’activité. L’objectif de ce travail est d’analyser et questionner la stratégie de responsabilité sociétale de l’entreprise (RSE) pour y mettre en lumière d’une part ses causes, processus, finalités, et en comprendre, d’autre part, les impacts sur l’ancrage territorial de l’entreprise. Le mouvement de territorialisation de la RSE s’exprime dans un processus d’interaction global-local aboutissant à la régionalisation de la stratégie RSE de Lyonnaise des Eaux et à son incarnation locale sous la forme de projets développement durable. A partir de l’exemple de la gestion de l’eau potable dans la métropole bordelaise, nous avons étudié et mené deux projets de développement durable au sein de Lyonnaise des Eaux : le premier centré sur la gestion des usagers en situation de précarité hydrique ; le second portant sur l’accompagnement des usagers à la gestion durable de leur consommation d’eau. L’exploration des conditions territoriales de faisabilité de ces projets met en lumière les possibilités offertes à l’entreprise de répondre aux enjeux du territoire en limitant l’impact lié à son activité et de générer les ressources spécifiques nécessaires à son intégration dans des dispositifs locaux d’innovation. L’analyse spatiale de la responsabilité sociétale montre qu’elle est aussi l’interface négociée de l’adaptation et de l’action territorialisée de l’entreprise aux différents échelons
In a context of contemporary reflections on the sustainability of urban water utilities, we focus on Lyonnaise des Eaux’s corporate social responsibility strategy as a contribution to putting into words and implementing sustainable development in this sector. This work aims at analyzing on the one hand the causes, processes, goals of Lyonnaise des Eaux CSR strategy and understanding on the other hand the impact of these strategies on the company’s territorial embeddedness. CSR's territorial impetus is expressed via a global-local interaction process leading to the regionalization of Lyonnaise des Eaux CSR strategy and, its local embodiment through sustainable development projects. Based on the example of water management in the Bordeaux metropolis, we have studied and conducted two sustainable development projects within the company, one focused on water poverty management and the other focused on sustainable management of domestic water consumption. Exploring the feasibility conditions of these CSR projects highlights the opportunities for the company to meet the challenges of the territory by limiting the impact associated with its business or generate specific resources necessary for its integration into local innovation systems. The territorial approach of corporate responsibility strategy shows that it also appears as a negotiated interface used by Lyonnaise des Eaux for its adaptation and action at different scales

La Corse est la plus septentrionale des grandes îles de Méditerranée Occidentale, elle est la plus petite (3680 km2) et la moins peuplée.(330 000 habitants). Plus proche des côtes italiennes, elle fait néanmoins partie intégrante de la France où une forte diaspora est installée et génère des échanges serrés. Depuis l’Antiquité, la Corse a toujours eu des relations commerciales avec le continent, d’abord avec la péninsule italienne puis, depuis l’annexion de 1768, avec la France continentale. Deux révolutions technologiques favorisèrent un fort accroissement des échanges : l’arrivée des navires à vapeur en 1830 et celle de l’avion au vingtième siècle. Les évolutions se poursuivent toujours pour réduire la durée des vols et des traversées et augmenter la capacité de transport. La Collectivité Territoriale de Corse a la maîtrise des transports et conclut des délégations de service public avec les compagnies maritimes et aériennes ; tandis que l’État s’est retiré, l’Union Européenne intervient davantage pour imposer la libre concurrence. Les infrastructures ont dû s’adapter à l’évolution des flottes mais elles sont toujours déterminées par le relief cloisonné de l’île qui a l’originalité de disposer de sept ports et quatre aéroports afin de mieux desservir les territoires. Le trafic des marchandises est modeste et déséquilibré, les entrées étant très supérieures aux sorties ; celui des passagers a été décuplé en soixante ans, sa répartition est très inégale dans l’année et entre les ports et aéroports. ; la part de l’avion se rapproche de celle du bateau. Les touristes sont majoritaires chez les passagers mais sont beaucoup moins nombreux que ceux des îles concurrentes. Les tarifs ont été nettement réduits pour les résidents mais restent élevés pour les autres usagers, ce problème devra être résolu pour améliorer la continuité territoriale
Corsica is the northernmost of the big western Mediterranean islands, as well as the smallest (3680 km2) and the less populated (330 000 inhabitants). Even if Corsica is nearer from Italian coasts than French ones, it takes part fully of French mainland where a significant diaspora lives and creates tight trades.Since Antiquity, Corsica had business relations with the mainland. It started with Italian peninsula, and went on with mainland France after its annexation in 1768.Two main technological revolutions promoted a huge increase in the trade relations: the emergence of steamboats in 1830 followed by the plane in the 20th century.Technological improvements are still continuing to reduce time of flights and sea crossings, increasing thus transport capacity.Territorial collectivity of Corsica is in charge of transports and delegates public services to the airlines and shipping companies. While French state progressively withdraws, European Union is more and more involved to impose free market.Even if infrastructures evolved with the fleet changings, they are still determined by the compartmentalized relief of the island which led to the construction of seven ports and four airports in order to serve better the different territories.Goods’ traffic is of modest size and unbalanced (entries rather higher than exits), whereas passengers’ one has increased tenfold in sixty years. For this last one, an inequality of distribution along the year is observed (seasonal variations), as well as between ports and airports. Progressively the plane’s part gets closer to the boat’s one. Passengers are mainly tourists that remain less numerous than those of the competing islands.Fares have been reduced significantly for Corsican residents, but still remain high for the other passengers. This problem will have to be solved to improve territorial continuity

A partir des années 90, de nombreux professionnels du paysagisme ont participé en France et en Europe à la naturalisation de l'espace vert public dans la ville; ce mouvement a été qualifié parfois de "retour au naturel". Animés par le souci d'appliquer des méthodes plus respectueuses de l'environnement et soucieux d'offrir aux citadins une variété d'espaces de nature allant du jardin sophistiqué à l'espace d'aspect sauvage, les ingénieurs des services d'espaces verts des agglomérations ont expérimenté la "gestion différenciée" de leur patrimoine vert. Parallèlement à cette nouvelle approche essentiellement technique, l'évolution de l'idée de nature urbaine revendiquée par les gestionnaires des services espaces verts a entraîné la création de nouveaux projets de parcs publics alternatifs, dont les images et les usages sont à fortes références champêtre et sauvage. En l'absence de recherche antérieure sur la signification culturelle de la gestion différenciée, cette étude porte autant sur l'origine que sur la construction matérielle et symbolique de ce nouveau type de nature. L'hypothèse que nous voulons vérifier est que la mise en oeuvre de la gestion différenciée, avatar philosophique et esthétique du wild garden anglosaxon du XIXe siècle imprégné des valeurs contemporaines durables, a contribué à la construction de nouveaux territoires urbains publics aux références champêtres et sauvages. Ceux-ci ont été dessinés et gérés par les ingénieurs des services d'espaces verts de nombreuses villes dans la dernière décennie selon de nouveaux modèles de parcs intégrant des intentions écologiques et esthétiques.

Cette fonction relativement récente dans les collectivités territoriales et semble-t-il assez méconnue, fait suite à l’ouverture du secteur public à l’apprentissage à la fin du XXème siècle.Qui est –il ? Que fait-il ? Sur quelle base accède-t-on à cette fonction ? Quelle est sa formation ? Voici quelques-unes des questions qui sont posées au travers de cette recherche pour dégager la spécificité de cette catégorie d’acteurs préalablement à toute proposition de formation.Cette étude de nature exploratoire, prend appui sur les témoignages de maîtres d’apprentissage exerçant dans les collectivités territoriales et les établissements de coopération intercommunale. Dans une perspective diachronique et synchronique, la première partie est consacrée à une exploration historique qui permet d’entrer dans la compréhension, les évolutions et les enjeux de ce mode de formation au métier à travers les âges et la seconde partie interroge le statut et l’identité du maître d’apprentissage aujourd’hui dans ce secteur d’activité. Dans une troisième partie, sont dégagés les impensés et les enjeux d’une formation de cette catégorie d’acteurs
Apprenticeship is now one of the government's priority issues for youth training. Integrated into the field of vocational training as a field in its own right, its implementation requires an actor, without whom nothing is possible, the apprenticeship master in a work situation. This function is relatively recent in local authorities and seems to be relatively unknown, following the opening up of the public sector to apprenticeship at the end of the 20th century.Who is it? What does it do? On what basis does one access this function? What is its training? These are some of the questions that are asked through this research to identify the specificity of this category of actors preliminary to any training proposal.This exploratory study is based on the testimonies of apprenticeship masters working in local authorities and intermunicipal cooperation establishments. In a diachronic and synchronic perspective, the first part is dedicated to a historical exploration that allows us to understand the evolution and the issues of this mode of training in the profession through the ages, and the second part questions the status and identity of the apprentice master today in this sector of activity. In the third part, the unthoughts and the challenges of training this category of actors are identified

Cette recherche envisage la compréhension et la représentation du phénomène de compétitivité territoriale. Phénomène encore peu étudié par le management public, le parti pris est celui d’une exploration hybride susceptible d’inclure dans l’analyse les contextes, les contenus et processus mobilisés. La compétitivité territoriale est donc appréhendée comme un construit et non comme une donnée. L’approche par la complexité vise à re-construire les pratiques effectivement mise en œuvre par les managers territoriaux au travers d’une confrontation de la théorie et de l’empirie.La première partie est destinée à formaliser un cadre conceptuel et méthodologique pour le management de la compétitivité territoriale. Suivant une approche transdisciplinaire, les contours de la mise en action publique pour la compétitivité des territoires y sont délimités. L’heuristique d’axiome global permet la prise en compte des influences des contextes selon une logique « en marché » et une logique « en société ». Les dimensions idiosyncrasiques et diachroniques de la compétitivité territoriales sont définies pour analyser contenus et processus de l’objet de la recherche. Les analogies mécaniques et biologiques permettent ainsi de faciliter la compréhension des modalités managériales émergentes. La deuxième partie passe l’objet de la recherche à l’épreuve empirique. Une étude de cas longitudinale avec deux unités d’analyse encastrées est menée en pays d’Aix. Quatre modalités de management de la compétitivité territoriale sont ainsi dégagées. Suivant un régime d’accumulation, la délimitation du périmètre de la mise en action publique est l’étape initiale. La construction par les managers des arènes collaboratives via les structures génériques de projets des politiques publiques volontaristes dégagent des bouquets de services. La transition de la logique « en marché » à la logique « en société » est assuré par une modalité de proximité sociétale qui émerge des politiques publiques territoriales. La construction d’une arène de convergence des intentions finalisées d’acteurs hétérogènes passe alors par une chaîne locale de l’innovation tissée entre des managers experts. L’écosystème local de l’innovation est constitué par l’encastrement des réseaux personnels de chaque manager et permet de relier des structures hétérogènes aux finalités diverses. Cet écosystème doit alors être managé pour assurer la pérennité du système de compétitivité territoriale au travers du temps. A ce titre, les modes de gouvernance de la compétitivité territoriale doivent favoriser des configurations souples, différenciées et partagées. Des configurations susceptibles de voir se croiser les chemins de la prospérité avec ceux de la compétitivité (différenciées) ; des configurations susceptibles encore de permettre la dialogique des processus d’actions publiques pour arbitrer entre polarisation et dispersion des activités productives (souples) ; des configurations susceptibles enfin de permettre à l’énergie cinétique de se déployer sur un territoire pour le rendre compétitif au travers de la construction d’une arène de convergence des intentions par la proximité sociétale (partagées)
This research considers the understanding and representation of the phenomenon of territorial competitiveness. The thesis is an hybrid exploration of new phenomenon studied by the Public Management and may be included analysis of the contexts, contents and processes used. Territorial competitiveness is understood as a framework, not a fact. The complexity approach is to re-build practices effectively implemented by managers through a territorial confrontation of theory and empiricism. The first part formalizes a conceptual and methodological framework for the management of territorial competitiveness. As a transdisciplinary approach, the outlines of public policy-making are defined for the competitiveness of territories. The overall heuristic axiom allows the consideration of the influences of contexts according to a market logic and society logic. Idiosyncratic and diachronic dimensions of territorial competitiveness are defined to analyze contents and processes of the subject of research. Thus, the mechanical and biological analogies allow a better understanding of the emergent management modalities.The second part goes over the empirical test. A longitudinal case study based on two embedded units of analysis is conducted at Aix-en-Provence. Four modalities of territorial competitiveness management have been found. The boundaries lines of public policy-making are defined by the growth of continuous additions. The packages of services emerge from the construction of collaborative arenas by managers through proactive public policies projects. The transition from market logic to society logic is provided by a form of societal proximity that emerges from the territorial public policies. The erection of an arena to lead intentions finalized of heterogeneous actors goes through a local chain of innovation between managers. The local ecosystem of innovation is constituted by the embedding of personal networks of each manager and for linking heterogeneous structures with different purposes. This ecosystem must be managed to ensure the sustainability of the system of territorial competitiveness. Tree types of territorial competitiveness governance would appear concurrently: flexible, differentiated and shared. The first one type will mix the paths of prosperity with those of competitiveness (differentiated). The second type may allow the dialogical processes of public policy-making to arbitrate between polarization and dispersion of productive activities (flexible). The last one may permit the kinetic energy to deploy in an area to be competitive through the construction of an arena of convergence of intentions by social proximity (shared)

Abstract (sommario):
The paper describes an exercise of classification of a subset of five-digit categories of the 2007 ATECO classification system of economic activities. The analysis is grounded on the hypothesis that economic sectors can be clustered according to the competency level required to human resources recently working in industries or services in Italy. The analysis may be useful to evaluate a possible relationship between economic development and education. The analysis consisted of a mapping and then a clustering of the Ateco categories according to the between-distribution dissimilarity of any possible couple of categories. The basic idea was to highlight the Ateco categories that require either more education than others or more education and working experience (human capital) than others, pinpointing, in particular, the categories that require larger percentages of tertiary education and those residing close to territorial hubs. The competency level was measured with a combination of educational attainment and in-service experience of Italian employees, as defined by Istat, the Italian statistical institute. The employees’ educational level was evaluated with the frequency distribution of five (ordinal) classes of education of people employed in 2018 and 2019 in both private and public establishments and offices; the working experience with a logarithmic transform of the average number of in-service years of employees. The analysis highlighted both a sort of input-related classification of the economy and a supply-side classification of the labour market. The results are in line with the theory of the existence of a cluster of creative companies residing close to territorial hubs.

AbstractThe chapter is focused on collaborative processes through which the functions and spatial hierarchies of public or public use areas are redefined. The field of action is: on the one hand the urban metabolism, interpreted as a study of the life cycle of the city, including wastescapes; on the other, collaborative processes, aimed at defining the uses of tailored, place-based, and collective services. In this sense, the research moves from the analysis of places born for public use, but abandoned over time or never actually completed; disused places waiting to reenter the urban metabolism. Among those, there are also Italian “planning standards,” publicly designed in compliance with the quantities defined by law, and often partially used or not properly managed. The proposal of new uses and services for these contexts is based on criteria of flexibility, not fixed once and for all, not predetermined in time, but in progress in order to overcome the limits of the implementation of policies and programs of the past. These integrated processes can activate a dialogue between public institutions, privates, local associations and citizens’ groups. The research also intends to cross-reference the issue of spatial inequalities in access to spaces and services, with the evolution of the public actor from provider to service enabler, in a wider redefinition of welfare and welfare spaces concept, as an effect of global economic and financial crisis. The question needs non-sectoral responses, which take into account environmental, social, spatial issues. Welfare can no longer be provided as a self-sufficiency device: contextual services, for everyone, can be realized by recapitalizing wastescapes, co-creating “planning standards” through the recovery of degraded local contexts, collectively investing in the use and care of public, and open services. The paper will focus on: (a) the case of the former NATO area in Naples (in Bagnoli neighborhood) which is the subject of a Plan for urban renewal, adopted by the Municipality of Naples in 2020. The area, owned by a public company whose purpose is the assistance of children in the disadvantaged segment (Fondazione Campania Welfare), has been redesigned as a public facility on a metropolitan scale, within a public consultation process between the ownership, the Municipality of Naples and several local stakeholders (third sector organizations, citizens, cultural associations, etc.). As an effect of this collaborative process, the reuse of the area started before the adoption of the Plan; (b) the case of Horizon2020 research REPAiR in which the issue of circular economy applied to the recovery of wastescapes for public purposes has been investigated in living labs, working on waste perception and awareness as key factors for regenerating wastelands. The co-creation process partly resumed a strategy foreseen in 2013 by the Campania Region in the Plan of waste prevention, for the implementation of Integrated Centres for the reuse of durable goods, originally excluded by the Regional Waste Law.

Society and policy makers demand innovation systems oriented towards several goals of sustainable development. Therefore, recent literature has dedicated a growing interest to both innovation and sustainability in the pursuit of environmental, economic and social development; in addition, the emerging topic of ‘sustainable innovation’ (and ‘eco-innovation’) seems to combine the main features of them. The definition of these concepts has been significantly changed during the last decades, and a broad discussion continues today about which indicators should be used to measure innovation, sustainability and their combination. The current paper investigates this relationship, and - in the authors’ opinion - the research question connected to the impact of the innovative product (and service and process) solutions on sustainability can be addressed by means of a stable theoretical framework. To study the interaction between innovation and sustainability, the usage of specific territorial features might represent a useful perspective to manage short-and long-term environmental and economic issues. As for the theoretical model, the present article considers a specific technique suitable for investigating the entire set of characteristics involved in the model. From a public makers and managerial point of view, the possibility of improving the firm’ efficiencies in terms of several dimensions of sustainable innovation represents a relevant topic that must be encouraged.

AbstractRacist and discriminatory policies against the Roma persist in both eastern and western Europe. Methods of repression have varied over time, but it is striking that strategies of open or tacit discrimination and expulsion of the Roma are still found in some contemporary policies of the older and transitional democracies, in EU Member States and countries that are candidates for EU membership. Of major concern is the fact that xenophobic statements and actions against the Roma often come from leading politicians or from national governments. Additionally, despite various international and regional human rights instruments, the ongoing structural discrimination that the Roma face has not yet been addressed within the existing legal framework. Many of the measures that have been proposed to address social exclusion and marginalisation are largely unenforceable; they tend to overlook the harsh living conditions, lack of access to public services, low level of education and embedded prejudice against the Roma. This paper addresses the human rights violability of cultures commonly marginalised in society. In many cases, although human rights protection regimes are enacted for certain cultures, the measures do not encompass groups that are non-dominant and territorially dispersed. The case of the Roma exemplifies not only this situation in respect of their language, cultural and educational rights in Spain and in North Macedonia, but also how the establishment and implementation of possible non-territorial autonomy (NTA) arrangements can help to overcome lasting discrimination. There is no unique model of NTA since it is applied differently in different contexts and circumstances. However, in essence, NTA arrangements can help minorities to enjoy cultural or other activities without territorial limitation. NTA can thus support the protection of territorially dispersed cultures and alleviate some of the harsh practices that they face.

AbstractOpioid use has risen dramatically over the past 40 years. In response, federal programs and policies aimed at decreasing supply of prescription opioids have stabilized excessive prescribing. Unintended consequences of limiting the quantity of prescription opioids in the population has resulted in increased use of illicit drugs and opened a pathway of transition from misuse of pills to injection of heroin and use of potent formulations of cheap, synthetic opioids such as fentanyl. Harm reduction interventions function at the community level to provide health benefits and avoidance of harm to persons engaging in illicit and injection drug use. The Consolidated Appropriations Act of 2016 gives states, local, tribal, and territorial health departments the opportunity to use federal money to support a comprehensive set of harm reduction services. Critics of harm reduction strategies argue that formalizing and legalizing certain activities creates the perception that communities and local authorities are sanctioning or encouraging illicit/illegal drug use. Syringe services programs that provide clean needles and syringes so people who inject drugs are not forced to share or reuse injection equipment, are often at the heart of such controversy. This story addresses tensions that exist in communities grappling with harm reduction approaches to opioid and injection drug use.

In its theoretical approach, this contribution draws outlines of the conceptual framework of the co-construction of the general interest, and social innovation. It also includes an empirical approach through the results of surveys among concerned social economy associations and public actors in territory of Kabylia (Algeria). It focuses on characterization of social innovation carried by these organizations in relation of public offer, and analysis of its impacts on community and territory. Then, social innovations’ forms of institutionalization were investigated and the institutional predispositions to shared territorial governance that integrates innovations in the economic and social services delivery were identified. Subsequently, we assessed the contributive capacity of the public economy and social economy organizations to the construction of the general interest policies. From there, we were interested in the induced interaction between the various partnerships’ forms what we called “public-community”, “public-social” and “publicinternational” observed in three case studies in the investigated territory. We have characterized social innovation types of the associations that manage community projects in different SSE activities. Their contribution to provide social and economic services for the general interest has been assessed. Finally, we attempted to prove the relevance of forms of governance integrating the co-construction of the general interest in the provision of social services and the forms that the institutionalization of the social innovation takes for the public authorities in the field studied.

AbstractGerman public administration is rooted in the tradition of the Rechtsstaat, which aims at the protection of human dignity and individual freedom by providing rules, principles and institutions that ensure the prevention of arbitrary state action and the protection of individual rights. At supranational and international levels, the principle of the Rechtsstaat has been merging with the common law concept of the rule of law. A dynamic interpretation of the Basic Law (the German constitution) of 1949 by the Federal Constitutional Court has constantly specified and extended the normative scope of the fundamental rights, which are directly binding on the legislative, executive and judicial powers. The constitutional principle of the social state (Sozialstaat) has enhanced not only the dynamic evolution of the law, but also the creation of largely equivalent levels of infrastructure and services in the different territories of the German state.

AbstractIn this chapter, the understanding of circularity goes beyond material resource management, deepening the spatial implications of a more circular management and use of wastescapes, investigated at the urban and metropolitan scale.Besides the health (care) related challenges presented by the current outbreak of the COVID-19 pandemic, additional ones related to our living environment have been—and will continue to be—an urgent call for academic researchers, designers and policymakers to find (eco)innovative solutions and strategies for enhancing the quality of life of all and the availability of more and more safe public (open) spaces and facilities to sustain this. In this situation, the spaces most at risk of urban and peri-urban areas could be found in the unresolved places which are defined as wastescapes, since they are in general still poorly used and valued. Building on the European H2020 research project REPAiR, the definition of wastescapes, provided in this study, builds upon work for two main cases: the metropolitan areas of Amsterdam (The Netherlands) and Naples (Italy). Wastescapes are discarded territories, however, they can also be understood as opportunities to realize regenerative concepts and support strategies related to environmental, spatial and social challenges of the territories and their surroundings. Core is then to improve the socio-ecological values of such territories. Wastescapes are different case by case, being affected by site-specific challenges and characterized by high complexity. The research presented in this chapter shows that the route towards a Circular Economy requires the consideration of wastescapes as ‘spatial resources’ important to be included in strategies of transition. It represents a fundamental step to overcome problems related to both resource (and land) scarcity, land use in general and spatial fragmentation, while providing opportunities to include through eco-innovative services other values than just the monetary ones to society. The spatial regeneration of wastescapes in the built environment involves a re-thinking of the structure of these areas in a larger (metropolitan) context. Within such metropolitan settings, in particular peri-urban territories, also referred to as the areas in-between urban and rural landscapes, are most affected and characterized by this problem of wastescapes.

This research analyzes power relations in the urban space of the city of Londrina, Paraná, guided by street prostitution. The general objective is to identify sociospatial functions correlated to territorial moralities. It is based on a case study, centered on content analysis of news reports that sought to capture the tension between the residents of a residential neighborhood and a group of prostitutes who articulated themselves to perform their work during the daytime, in the face of restrictive measures of the Covid-19, which included the prohibition of the circulation of people without justification of essential or emergency health service between 11 pm and 5 am on the avenues and public squares. The results show a dimension of the production of segregation directly related to the stigma of "being a prostitute", with effects on urban vulnerability and the condition of sub-citizenship. Based on Elias' established-outsiders theoretical model, we develop the concept of territorial morality to make intelligible the moral panic triggered by the presence of prostitutes in a residential neighborhood. The final considerations demonstrate that the stigma of "being a prostitute" has a relevant morally disempowering territorial component that, by moving in forbidden territories, reinforces the hegemonic morality promoting socio-spatial segregation. Keywords: prostitution, socio-spatial segregation, stigma, covid-19. Esta pesquisa analisa relações de poder no espaço urbano da cidade de Londrina, Paraná, orientadas pela prostituição de rua. O objetivo geral é identificar funções socioespaciais correlacionadas a moralidades territoriais. A partir de um estudo de caso, centrado na análise de conteúdo de notícias que buscaram capturar a tensão entre os moradores de um bairro residencial e um grupo de prostitutas que se articularam para exercer seus trabalhos durante o período diurno, face às medidas de restrição da pandemia de Covid-19, dentre as quais a proibição da circulação de pessoas sem justificativa de serviço essencial ou emergencial de saúde entre 23h00 e 5h00 nas avenidas e praças públicas. Os resultados mostram uma dimensão da produção da segregação socioespacial diretamente relacionada ao estigma do “ser prostituta”, com efeitos sobre a vulnerabilidade urbana e a condição de subcidadania. Com base no modelo teórico estabelecidos-outsiders de Norbert Elias, desenvolvemos a noção de moralidade territorial para tornar inteligível o pânico moral acionado pela presença das prostitutas em um bairro residencial. As considerações finais demonstram que o estigma do “ser prostituta” tem um relevante componente territorial moralmente desabonador que, ao se movimentar em territórios interditos, reforça a moralidade territorial hegemônica promotora da segregação socioespacial. The study entitled �Representative values of the Romanian Police in interaction with public authorities� is an exclusively qualitative research. The purpose of the research was to identify mechanisms for streamlining the police service, communication and relations between the police, public authorities and citizens, performance and activity in the service of the community. In order to achieve the main objectives, we used the interview-based survey as a research method. The interview included 13 questions and was structured on several main investigative topics: institutional relations, functional, structural and logistical problems of the police, the phenomenon of corruption and traffic of influence, degradation of public space, the role of the media, loss of authority and influence, perception of public opinion. Interviews were conducted with representatives of the authorities in public office: Mehedin?i County Council, A.T.O.P. Mehedin?i (Territorial Public Order Authority), Prefecture of Mehedin?i County. The main results obtained were: The strengths that characterize the police service are: the authority of the institution, conferred by law, the professionalism of the management and execution staff, the operative situation that ensures a climate of safety and trust of the citizen. The weaknesses are determined by the lack of clear and coherent legislation and procedures regarding the use of weapons and the mode of action in critical situations, the lack of trained personnel in areas that have direct contact with the public, the lack of equipment necessary to ensure police protection.

Pendant longtemps en Haïti, le développement fut pensé comme l’apanage des autorités centrales qui ont conçu, dans des logiques nationales, des stratégies à cet effet sans forcément prendre en compte les spécificités infranationales. Cette vision de mise en projet des territoires a émergé d’un contexte et d’une histoire uniques qui impliqueraient dès lors une logique de développement unique. En prenant le cas d’études des allocations budgétaires aux communes haïtiennes pour l’année fiscale 2017-2018, nous voulons démontrer que la logique de répartition du financement des collectivités territoriales n’est ni neutre ni stratégique. L’objectif de cet article est double. D’une part, c’est de modéliser les disparités spatiales et l’instabilité structurelle sur le territoire national. D’autre part, c’est d’étudier les variations dans l’espace et d’expliquer le caractère inclusif et complémentaire du processus de développement territorial. L’analyse spatiale des dotations communales de crédits budgétaires révèle deux grandes anomalies dans la logique de financement de ces territoires. La première anomalie considère la légitimation des disparités territoriales et socioéconomiques qui vient d’un choix non éclairé des dirigeants à concevoir le territoire haïtien et les relations de proximité entre les acteurs localisés. La seconde anomalie se retrouve dans le manque de vision ou de considérations globales dans la stratégie nationale pour le développement territorial. L’État haïtien ne peut donc pas faire une gestion prévisionnelle et stratégique du territoire, car il est trop dépendant des événements conjoncturels.

Nowadays, the increasing density and expansion of urban areas make cities as complexes with massive activities. The new input of the upgrating urban functions brings uncertainty to the transformation of downtown. Previous to the urban design, to visualize and assess the land value, and evaluate the possible density of the urban development supported by the public transport, a GIS platform is required. During the project of urban renewal design for the 13 km2 area of downtown Baotou (China), our GIS work as advanced territorial analysis tools, helps to provide the technological support for the decision of the urban spatial plan. The overall project site has been divided into a 20x20m grid, and in each cell a specific value for each factor deems relevant for this design stage was assigned. The factors include topographical morphology (sun exposure, elevation, slope or flat terrain), the positive ones are the accessibility, proximity to public transport stops, to waterfront or park, to attractive places (cultural and commercial facilities), and so on. While the traffic congestion, pollution and noise are considered as Negative factors. For some important urban facilities like shopping mall, theater or symbolic buildings the calculation of “visibility” is also a crucial factor. This process allows us to derive new information from the existing data and to analyze complex spatial relationships. The public transport service provides great support for the future construction. Based on the capacity of public transport modals and the estimated frequency, the PTAL (Public Transport Accessibility Level) map, produced by GIS as well, reflects the acceptable passengers and hence shows the support to the density of the future development, the PTAL level is direct related to modal share and quantify the usage of private car. In this sense the 3D PTAL map can be regarded as the visualization of the city’s skyline. Vice versa, if the density estimated by PTAL could not meet the requirement of official plan the increase of certain capacity and frequency of public transport vehicles can be accordingly suggested. In a word, the maps of land value and development density could help the urban plan to utilize the land portion or find suitable locations for main urban attractors in a more reasonable way. In addition, in some cases the renewal design of some important urban areas requires the modification of traffic flows. Does the new project meet the necessary of urban livability in term of traffic generation? Or would it improve the organization of traffic flows? The traffic simulation could assess and visualize the effect. Our project for Piazza Santa Croce (Parma) demonstrates this solution.

In an inland southern region of Portugal, pathologies that intersect social and environmental problems have been identified, such as low density, aged and dispersed population, as well as low rainfall and high temperatures. An applied research and development initiative endorsing those problems was carried out by students and staff of the University of Lisbon along two years. This text reflects on this experience and the role of design on such predicaments.The research questions are: how and what kind of innovation can design bring to the community's quality of life in territories under adverse conditions of that kind?A previous analysis, carried out between local authorities and our design school, allowed us to trace two lines of investigation, one aimed at intensifying the flow of people within the territory, and the other focused on promoting the relationship between Man and his environment.Considering that design can contribute to the process of social change, through design for social innovation and collaborative services, we reflect on the main characteristics that the design projects must contemplate, which are: a user-centered perspective; be a participatory process; to draft with a sustainability perspective; adopt a multilevel perspective; to endorse innovation and; sustain problem solving.The research methodology involves the transversal use of design methods and participatory processes, immersion in the territory, collection of primary and secondary data, definition of the concept, development of proposals, communication and validation by the municipal authorities.The results are a set of projects with a wide range of solutions in the field of social innovation, with the aim of valuing social interaction, valuing culture and regenerating the local landscape, namely: a cultural caravan service; a Lab-desk service; a cultural project to reactivate community wood-fired bread ovens; a website to publicize local projects focused on agroecological food; a Center for the Intangible Cultural Heritage; a co-working and co-living service; an environmental festival; a research service aimed at better understanding the needs of the “silent population”; a garden at the historic urban center of Mértola town; a public botanical garden; and, the renovation of a public area in a small village.The relevance of this work lies in the assertion of the potential of design strategies for social inovation, particularly in a context of social and environmental adversity, where design can fullfill a key role valuing the daily lives of populations. This article demonstrates that there is an immense space for work involving the public institutions managing this type of territories and the design academia. From our experience, a transversal line stands out: the intersection between local knowledge and the external population. This converges it the idea that the value that design brings to this kind of community is the drafting of arenas of social interaction where the local social fabric is nurtured and, simultaneously, beholding people´s awareness of the surrounding environment’s frailty.

The present study deals with the systematic analysis of the bus network characteristics in many Italian cities and towns, characterized by a supply of public transport services mainly based on buses. The aim of the analysis is to derive the key characteristics for providing effective public transport services. The database built for the study is related to 54 municipalities, with a population from 80,000 to 360,000 inhabitants, and it is composed by a large set of indicators about supply and demand of the bus services network and of the territorial characteristics of the municipalities. The results of the analysis permit to underline the existence of very different condition about level of provided services, impacting on the level of demand using the public transport. These differences are not only related to the territorial characteristics but are also due to completely different characteristics of the supply.

The “Smart City” concept and “smart digitalization” represent implementation of information and communication technologies in local government units. This is a new approach to local governance in managing various local government services and delivery of goods. Local government represents a form of political and administrative territorial organization, with specific local tasks and services regarding the local community. It has a separate jurisdiction and specific autonomy and functions mostly independently of the central government administration. Different administrative and political systems have different models of local government organization. The position of local government units depends on the degree of centralization present in the political system. Local government organization and public authorities are focused on delivery of goods and maintaining various public services for the local community, and their services usually have a local character. Their radius of influence is territorially limited in local units and social communities connected with these units. Services and tasks provided from local government units are specific because they usually influence daily life and quality of living in the local community. The concept of “Smart City” and implementation of “smart digitalization” in managing local public tasks and delivery of local services and goods can improve local governance and help in establishing an efficient model of local government administration. In this paper a comparative and deductive approach is used to explain main elements of the “Smart City” concept and their application to local government tasks and obligations. Second, it uses a synthetic approach to explore how implementation of “smart digitalization” and the “Smart City” concept can be used as an efficient tool for social, economic, and political challenges in the post-Covid era.

Digital formats dramatically expand the prospects for interactive regional branding technologies. They implement at all stages of branding the interaction and cooperation of the efforts and capabilities of all development stakeholders. The key role has the augmented reality platform, which has transition points between the online and offline infrastructures of the city. The platform allows you to integrate the advertising of services, goods, primarily – companies operating at the points of entry into the physical space of the city. At the same time, the companies activities of can be immersed in the content of programs, presenting products as artifacts. The article contains a description of an attempt to use modern technologies of regional branding as a tool for consolidating government, business, the orga-nized public, the population and the employed, which is fundamentally important for the development of the region. Abstract (sommario):
The study of user behavior and mobility choices is a crucial aspect in the design of innovative transportation services that genuinely cater to people's needs, placing the user and their senses at the core, developing services that address not only the needs but also the sensemaking of individuals (Pennington, 2016). To achieve this goal, the design team developed a strategy for mapping qualitative and quantitative data, including the identification of user needs and frustrations In the collection of qualitative data, the method introduced by Cooper in 1999 known as Personas is employed (Cooper, 1999). This method serves to gather input for designers, compelling them to take into account the specific needs of users. Originally utilized in software development, this method is now increasingly applied in the creation of products and services. It can also be leveraged in the design of public services and within the realm of mobility (Siddall, 2011). Personas are constructed through meticulous observation and subsequently (Turner, D.W., 2010), the conduct of a significant number of user interviews. These insights are then translated into personas by identifying common needs, frustrations, dreams, and fears(Çalışkan 2012).The objective was to create a scalable approach to easily understand local needs, fears, trends, and opportunities related to mobility systems, walkability, road desirability, and services (Dogan, T., 2018).This research was conducted in collaboration with the laboratory of the Master's Degree program in Design at Palermo University, within the scope of territorial development strategy and services.The user research analysis was divided into several simple steps to be easily executed with the aid of guidelines, incorporating methodologies utilized in design, such as Design Thinking, and in urban planning disciplines, like participatory interviews and observations (Carrasco, Pizzaro 2022). The project commenced with an analysis of the context of two specific mobility hubs in Palermo, namely, two stations within the city's metro system, which are major and complex nodes, serving different user bases and allowing for interaction with a large number of users (Turner, D.W., 2010). Alongside the contextual analysis, the next step involved actual participatory observation, establishing discussions with users in the areas, and identifying potential users who utilize them most frequently, developing semi-structured, empathic interviews aimed at identifying their needs and the reasons why they chose to take that route or use the station (Kalbach, 2020).The designers also took photographs, marking the most interesting nodes, strengths, and weaknesses according to the users, and analyzed them to create proto-empathy maps using a five-senses format and proto-personas (Califano et al. 2022).The aim is to develop qualitative maps of users' daily experiences, referred to as "User Journey Maps" as well as empathy maps, where their feelings are traced to identify needs and frustrations (Tharon, H., 2014).Subsequently, these maps could be employed to delve deeper into the urban and mobility design process (Gothelf, Schloesser, 2023).The project is committed to making this methodology scalable, showcasing its results and design contributions to facilitate its adaptability in other contexts within the same city of Palermo or in other Italian cities. The goal is to provide a well-defined, phased methodology for developing the replicability of the approach, thus enabling the creation of personas in any location we wish to analyze in mobility services.In conclusion, the strategy developed by the Design team provided valuable insights into user behavior and mobility choices (Sheller, 2011). The use of Design tools, such as empathy maps and personas, contributed to creating profiles that could be used to deepen the design process, as well as to serve as a testing phase. The combination of methodologies was successful in achieving a new level of mapping to be integrated into the mobility service design processes. The methodology was designed to be easily scalable in other contexts, which could prove invaluable in the future of the research project.

Abstract (sommario):
This edition of the "Basque Country Digital Economy and Society Report. DESI 2023" has adapted the new methodology developed by the European Commission in the context of the Digital Decade to compare the performance of the Basque Country with that of the Member States of the European Union in a dashboard structured in 4 dimensions: (i) digital skills; (ii) digital infrastructures; (iii) digital transformation of enterprises; and (iv) digitalisation of public services. The results of the analysis show that the Basque Country has improved in all indicators, something that reflects the situation of continuous progress in which we find ourselves with respect to the digitalisation of our economy and society. However, improved indicators are a generalised trend in all territories and the positioning of the Basque Country relative to others, as well as the recent evolution in this positioning, presents a mixed and nuanced scenario in each of the dimensions.
