Abstract (sommario):
This thesis describes the conditions that influence technology acquisition when an industry partner is involved. The objective of this thesis is to contribute to the knowledge regarding the conditions that affect effective acquisition of technology by collaboration by identifying and describing the relationship between the following variables: key activities and influential factors. The results are drawn from the analysis of eleven case studies involving experiences from different industries including chemicals, oil and gas and biofuels. The research adopts the perspective of an acquiring firm, which is interested in incorporating a new technology into its operations in order to meet a particular business need. Such a business need can be, for example, entering into a new market, meeting key customer requirements or improving operational efficiency. The results indicate that technology acquisition involving an industry partner can be described as a six-stage process where the acquiring firm may or may not get involved in the development of the technology concept. During the process a number of factors can influence the acquisition and implementation of the technology in the acquiring firm’s operations. These factors can be divided into six categories: business alignment, structural match, development management, technology uncertainty, implementation opportunity and contextual factors. The results also suggest that effective acquisition of technology by means of collaboration is achieved by the combination of three conditions: effective partnership management, effective execution of the co-development project and effective transference of the technology to the recipient system in the acquiring firm. The research provides relevant implications for theory and practice. On the one hand, technology acquisition by means of collaboration has been marginally addressed in technology management literature; extant literature has given more attention to organisational modes to acquire technology by collaboration rather than increasing our understanding of the dynamics of technology partnerships. On the other hand, the outcomes offer practitioners an account of the key factors and activities in technology acquisition projects involving an industry partner. These insights are key to systematically managing collaborative projects aimed at acquiring new technologies.

There are clear signs that data recorders using solid-state and disk-based technologies now represent a serious alternative to conventional linear and rotary tape recorders for a broad spectrum of data capture applications. As the number of RFQs specifying these so-called ‘new technology’ solutions increases, virtually every major manufacturer has responded with announcements of new off-the-shelf products. A NATO technical support team has even been tasked with drafting standards for certain aspects of solid-state and disk recorders. But what has caused this sudden explosion of interest? Strange to say, in almost every case it has been the perceived shortcomings of the new technologies which have forced the issue. For all their advantages, solid-state and disk recorders are essentially only temporary storage devices. To overcome this problem manufacturers have found it necessary to address the total data capture/storage/distribution/archiving scenario – with some interesting results. It is in the ‘data handling’ area therefore that some of the most significant advances are to be found. This Paper offers an overview of some of the new technology solutions now available - RAID (Redundant Arrays of Independent Disks), JBOD (Just a Bunch Of Disks) and FLASH memory recorders. New paradigms for airborne, mobile and laboratory data collection, handling, analysis and archiving are discussed, demonstrating that (for once) the migration path has been carefully thought through, with industry-standard data interfaces, true computer connectivity (Windows and UNIX) and familiar control techniques. It concludes that many users with a keen interest in replacing legacy products for whatever reason can now do so with confidence and minimal disruption to their day-to-day operation while nevertheless gaining access to the important benefits which ‘new technology’ solutions can offer.

Development of new technology is critical to the growth and success of technology-driven companies. New technology is generated in a number of ways, one of the most important being the company's own internal research and development department. This thesis examines the transfer of technology developed in an internal R&D group into product development groups across multiple business units of the company. An analysis of the company's documented development process activities and metrics will establish the context in which technology is transferred. The company's organizational structure is a central R&D group that supports two market-focused business units, each with their own technology development group. A series of five case studies tracking technology that was developed in the central R&D group and transferred to the business units will illustrate the way technology development activity occurs in the organization. The R&D organization is structured to support research, applied research, and development activities that drive both incremental and radical innovation, and it is managed to support a balance of short term and long term strategic goals.

The case studies highlight the fact that project definition should include attention to the goal the project is intended to achieve, the type of innovation used to achieve that goal, recognition of the phase or maturity of technological research in that area, and how those aspects of the project should shape the development process and plans for communication and collaboration.

Bluetooth is the codename adopted by a consortium of wireless equipment manufacturers that is working toward a low-cost, global standard for wireless communication of data and voice. It will operate in the unlicensed ISM band (industrial, scientific, and medical) with gross transfer rate up to lMbps and it will connect devices within a range of 10 or up to lOOm. The benefits of Bluetooth technology are twofold. First, it enables a user to replace the various cables between devices with a universal short-range radio link. For example, a cellular telephone and a portable computer equipped with the Bluetooth technology can interface without the need for cables. Further, they could interoperate with similarly equipped devices such as printers, fax machines, desktop computers and peripherals, and a host of other digital devices. The second major benefit of the Bluetooth technology is its ability to provide a connection between the ad hoc network and existing data networks. Bluetooth technology is designed for wireless personal area networks (WPANs), which are networks of personal electronic devices in close proximity to each other. Expectations for Bluetooth technology are that it will become a major player in the wireless data communications market, due primarily to its simplicity and its support from large companies, many of whom are integrating the technology into their products. Further, Bluetooth members are encouraging vendors to incorporate the technology into their products by waiving intellectual property royalty fees. That being said, this paper will explore the technical aspects of Bluetooth as well as the strategic rationale behind the founding companies. Since e-commerce might be heavily affected by this technology, especially business-to-consumer and consumer-to-consumer, this paper also explores the impact and possible changes in consumer and merchant behaviors.

This causal and correlational study was designed to extend the Technology Acceptance Model (TAM) and to test its applicability to Valencia Community College (VCC) Engineering and Technology students as the target user group when investigating the factors influencing their decision to adopt and to utilize VMware as the target technology. In addition to the primary three indigenous factors: perceived ease of use, perceived usefulness, and intention toward utilization, the model was also extended with enjoyment, external control, and computer self-efficacy as antecedents to perceived ease of use. In an attempt to further increase the explanatory power of the model, the Task-Technology Fit constructs (TTF) were included as antecedents to perceived usefulness. The model was also expanded with subjective norms and voluntariness to assess the degree to which social influences affect students decision for adoption and utilization. This study was conducted during the fall term of 2009, using 11 instruments: (1) VMware Tools Functions Instrument; (2) Computer Networking Tasks Characteristics Instrument; (3) Perceived Usefulness Instrument; (4) Voluntariness Instrument; (5) Subjective Norms Instrument; (6) Perceived Enjoyment Instrument; (7) Computer Self-Efficacy Instrument; (8) Perception of External Control Instrument; (9) Perceived Ease of Use Instrument; (10) Intention Instrument; and (11) a Utilization Instrument. The 11 instruments collectively contained 58 items. Additionally, a demographics instrument of six items was included to investigate the influence of age, prior experience with the technology, prior experience in computer networking, academic enrollment status, and employment status on student intentions and behavior with regard to VMware as a network virtualization technology. Data were analyzed using path analysis, regressions, and univariate analysis of variance in SPSS and AMOS for Windows. The results suggest that perceived ease of use was found to be the strongest determinant of student intention. The analysis also suggested that external control, measuring the facilitating conditions (knowledge, resources, etc) necessary for adoption was the highest predictor of perceived ease of use. Consistent with previous studies, perceived ease of use was found to be the strongest predictor of perceived usefulness followed by subjective norms as students continued to use the technology. Even though the integration of the task-technology fit construct was not helpful in explaining the variance in student perceived usefulness of the target technology, it was statistically significant in predicting student perception of ease of use. The study concluded with recommendations to investigate other factors (such as service quality and ease of implementation) that might contribute to explaining the variance in perceived ease of use as the primary driving force in influencing student decision for adoption. A recommendation was also made to modify the task-technology fit construct instruments to improve the articulation and the specificity of the task. The need for further examination of the influence of the instructor on student decision for adoption of a target technology was also emphasized.

Maintaining an information advantage for the Department of Defense (DoD) and its military departments is critical to national defense objectives and the acquisition of new information technology (IT) is key. The DoD seeks to quickly acquire IT systems that meet requirements and are within budget; however, this goal has been very difficult to achieve given the cumbersome and deliberate process through which IT systems have been acquired. Essentially, the DoDs acquisition process cannot keep pace with the rapid development of IT systems that occurs in the commercial sector. For years, the DoD has relied on a common approach in acquiring different systems and services. This approach has been laced with inefficiencies and inadequacies that have resulted in prolonged schedules as well as increased cost. Currently, the DoD is implementing a new IT acquisition process; however, this new process does not resolve all the issues that have plagued IT acquisition. This study will identify the causes or impeding factors that have prevented the DoD from acquiring new IT systems in a timely manner and will recommend alternative solutions to solving the problems. Ultimately, this thesis contributes to the DoDs efforts to resolve the issues that continue to undermine timely IT acquisition.

This work project’s objective is focused on developing a Technology Market Transfer for the implementation in an international market, France, of a Video Home Telephone Service which technology belongs to Zonadvanced, a company that works on a B2B Basis and aims at providing Telecommunications solutions for the B2C market. As a Management Masters student I have performed a complete analysis of the firm, product, and environment. The B2B market for the product is National Telecommunications Operators and the B2C market is people having Fixed Home Telephone. The competitors are other Telecommunications Devices that allow communication through Fixed Networks or Mobile Networks. The Core Service of the product is executed through software for Telephones. Zonadvanced should launch its product as a new Video Technology used to provide Free Telephone Calls to the User through advertisement revenues to satisfy the need of paying low Telephone bills to talk freely. The service is meant to satisfy the communication needs of people who want face-to-face communication through Video Calls. The last need is the informational one, services will be provided by a Virtual Portal. The Communication efforts were concentrated on the B2B perspective, a Pull Strategy will be used through Personal Selling. Zonadvanced will insure the Distribution of the product between its headquarters and the Telecommunications Operator headquarters. The pricing will be cost based. The Implementation will involve the settlement of headquarters in France, the product launch is scheduled for September 2009, and Payback will be reached 1 year and four months after the launch.

Since the fieldâ s inception, Science and Technology Studies (STS) has grappled with the task of creating suitable definitions of the terms â scienceâ and â technology,â but the discourse has become cyclical and unproductive. By focusing on real-world applications of these terms, through a case study of the technology â beatâ at the Chicago Tribune, this research attempts to correct that misstep. At the Tribune, as in other major American newspapers, technology reporters operate within the business section, whereas science reporters are located within the general news section of the paper. Through personal interviews and an examination of science and technology articles, it became clear that reporters see â scienceâ as pure research, whereas â technologyâ signifies the application of that knowledge toward a specific end. Though science and technology reporters cover similar topics, they do so in distinct ways with disparate goals. Moreover, technology journalism is actually more complex than the reporters recognize, as these articles discuss a variety of themes beyond commercial application, including project funding, administration and even research. This thesis illustrates that a disconnect exists between STS scholarship and the world of journalism. If STS scholars desire to remain relevant, they must embrace a stronger interaction with the journalism community. Not only should STS welcome more journalists into its fold, through educational programming and increased dialogue, but STS academics must also participate in the journalistic process themselves, by using their STS perspectives to write provocative articles for the general newspaper reader. Readers â and journalists â would benefit from the critical viewpoint that STS offers, and journalism can challenge and invigorate the scholarship in a way that has been lacking in recent years.

The intention of this dissertation is to better locate aspects of discourse on technology within the social sciences, especially the discipline of international political economy. To do this, I have focused on the idea of control, a concept which is applicable to both social organization and technological systems. In the first chapter I develop the concept of control and outline its relationship to existing modes of social analysis. I identify the specific politics of control and discuss the role of electronic information processing and communications technology in social change. In Chapter Two I place the origins of electronic control technology (telegraphy, telephony and radio) within the wider euro-centric but tendentially global liberalinternationalist order dominant during most of the nineteenth century. In Chapter Three I consider the development of electronic control technology, including institutional formation, within the context of US industro-militarist development from around the end of the nineteenth century to 1945. Chapter Four is concerned with a study of the rise to central importance of microelectronics-based control technology in a context of post-war US hegemony. In Chapter Five I examine the construction anew of transnational politico-economic control arrangements dominated by transnational corporations and growing financial market structures, and the role of globally capable telematic networks in this development. Finally, in the last chapter, I attempt to identify and analyse the key characteristics of the emergent new world order, which I describe as cyber-financial, and which I consider to be a synthesis of preceding social control structures. Aside from Chapter One, the procession of argument is roughly historical, covering around a century and a half, but with specific themes being dominant in each chapter. Methodologically, the dissertation is an attempt to further synthesize existing history and commentary in the light of manifest global change currently underway.

This thesis develops an intersectional, critical analysis of the field of practice known as Civic Tech and highlights other relevant community-organizing and activist practices that utilize technology as a central component. First, I develop critiques of Civic Tech as a dominant technocratic, neoliberal approach to democracy and bureaucracy and trace the history and intellectual genealogy of this specific movement. I then highlight civic technologies outside of the field of Civic Tech that have resulted in more redistributive and democratic outcomes, especially for Black people and other people of color. Finally, I define a research and design practice called Critical Community Technology Pedagogy that is demystificatory, multi-directional, transferable, and constructive, and draws upon examples from the Civic Lab for Environmental Action Research (CLEAR) in Newfoundland, Data DiscoTechs in Detroit, and the Center for Urban Pedagogy in New York City.

As the importance of R&D has been growing in economic growth, the accountability and effectiveness of R&D programs are highly emphasized. Especially, in times of economic downturn, the evaluation of performance in a firm is needed to justify R&D investment. In response, various attempts have been made to improve success rates of R&D projects, gain competitive advantage, and achieve a firm's growth in profitability. In particular, in industries where technological innovation is significant, strategic technology planning and R&D capabilities may be the lead ones in defining the dynamic capabilities of a firm. In addition, technology forecasting (TF) in technology planning is a crucial step to follow before developing technologies/products/processes in need. In this regard, researchers have an abiding interest in enhancing methods to forecast emerging technology, while practitioners have a considerable interest in selecting appropriate tools to apply in their field for better forecasting results. Nevertheless, so far it is not well documented how appropriately the current research responds to this need. Thus, a thorough review on TF techniques is conducted to help researchers and practitioners capture methodologies in a tangible way and identify the current trends in the TF arena. Moreover, there is still a lack of clear guidance as to where and how particular TF methods are useful in strategic planning based on technology characteristics as well as the nature of industry. The purpose of this study is to enrich the stream of research on TF activities in a firm for practitioners and researchers, a unique context where TF could lead to technological innovation. This research offers a classification of the approaches, and presents technological, industrial, methodological, and organizational aspects of TF methods that are inherent in TF activities. Furthermore, this study provides empirical evidences to support organizational and managerial implications regarding TF activities associated with technology planning in a firm. Research findings in regimes of technological change suggest insights on technological, organizational, and managerial processes within the firm. On the other hand, research on the effects on business performance of "best practices" of strategic planning, which enable firms to articulate their plans to develop, acquire, and deploy resources for accomplishing firms' financial growth, has so far ignored the roles of strategic technology planning associated with TF. In this regard, this study explores a set of indicators, discusses, and presents the findings from the literature in such a way that they become useful for researchers or managers who are in charge of measuring the R&D performance and business performance from innovation activity. Next, this research tested the hypothetical framework proposed not only to provide a current snapshot of how firms across industries implement best practices in strategic technology planning, but also to improve the effectiveness of strategic planning. The results present the positive linkages between TF, technology planning, and superior business performance. The findings in this research help policy makers, universities, research institutes/national labs, and companies to enhance their decision making process on technology development.

This study developed and empirically examined a model to help understand how key individuals in businesses decide on whether or not to buy and utilise technology in the context of managing their obligations in relation to business taxes. In restricting the frame of reference to a taxation context, it enabled a link to be made to individual decision making, as it is ordinarily the case that one lead buyer is evident in the context of tax and technology in organisations. The model was developed from a review of extant literature in the areas of technology acceptance, behavioural intention, and consumer and business buying models. The overall model was built on a framework that has at its core the Augmented Technology Acceptance Model (Taylor & Todd, 1995a). A correspondence between attitude to use of the technology and product quality is theorised, allowing a connection to a wider model of purchase intention. The initial model was developed with thirteen hypotheses, ultimately leading to an examination of intention to buy tax technology. After an initial pilot study, in the main study a questionnaire was designed to capture empirical data for measurements related to the model. Data collected from 125 informants (i.e. senior tax staff in large organisations) about tax technology buying decisions they were currently considering was used to empirically test the model, using Structural Equation Modelling. The low sample size caused a need to simplify the original model to retain statistical power. This had the result of reducing the number of hypotheses to ten. The analysis was performed testing the measurement model and the model fit and thereby investigating its underlying hypotheses. The results supported the key hypotheses and the overall explanatory power of the model in examining intention to buy tax technology was strong. The use of technology acceptance principles as core to helping explain buying intention for tax technology was strongly supported. Only one hypothesis was not supported, relating to a proposed positive relationship between Relationship Quality and Intention to Buy constructs. Potential explanations for this finding with regard to relationship quality were introduced. The general research contributions and implications of the study were also discussed.

Miniaturization towards the nanoscale is now the trend of technological developments in products and devices for mechanical, optical and electronic applications. Normally, good engineering functional components should have their form and surface tolerances less than one hundredth or even one thousandth of their feature sizes. However the structure fabricated by current nanotechnology can rarely achieve such tolerance ratio in a controllable way. Because of this, the kinematical and dynamical performances of these nano-structured mechanisms are far from ideal. Consequently, this research aims to identify the limit of micro and nano material removal under machining conditions. There are still many fundamental questions which need to be addressed in nanometric machining. Some of them are the following, name; what are the fundamental mechanisms underlying nanomachining processes? What is the limit of machining? What is the minimum depth of cut and how do you evaluate atomic surface roughness from nanomachining simulations? This study attempts to find some answers to the above questions or to point the direction towards the answers. Nanomachining has been modelled using the Molecular Dynamics (MD) method because it has proved to be an effective tool for the prediction and the analysis of these processes at the nanometre scale. Through this investigation, it is identified that the EAM potential is the most appropriate of the 3 potentials commonly used for the modelling of nanomachining of copper with diamond tool. This is because the EAM potential provides the best description of the metallic bonding in the workpiece, also, the cutting forces variation is smallest; the potential and total energies are most stable for the depth of cut considered. Therefore, the EAM potential should be used, rather than LJ and Morse potentials for the modelling of copper and other fcc metals in MD simulations of nanomachining. For potential pairs; it was observed that the tangential cutting force components are considerably affected by the interatomic potential pair used, but they are not greatly affected by whether the tool is rigid or deformable. The total energy of the system on the other hand is much lower when the tool is non rigid than when it is rigid. Various MD simulations have been carried out. Results of the investigation of the minimum depth cut (MDC) nanomachining show the nano material removal phenomena of rubbing, ploughing and cutting. In a copper material removal simulation, ploughing starts from 0.2~0.3nm and the formation of chips starts to occur from the depth of cut thickness of 1.5nm. So it can be suggested that the extreme accuracy attainable or MDC for copper atoms workpiece, machined with extremely sharp diamond tool is around 1.5nm to 3nm. The onset of plasticity for copper atom workpiece machined with extremely sharp diamond tool is around 0.1nm ~ 0.3nm. In the investigation of the effect of various tool ends on the initiation of the phenomena of rubbing and ploughing; all the tools clearly show the phenomena of rubbing and ploughing in the depth of cut range of 0.05 to 0.5 nm. The tool with the pointed end has the lowest average cutting force and the tool with the flat end has the highest average cutting force. It is important to note that in nanomachining the tool with sharpest end may not necessarily cause the greatest material removal! The different tool ends may be suitable for different machining applications. On the velocity variation in nanomachining simulations, it can be concluded that the interatomic potentials readily affect the simulation results, whereas the use of rigid and non-rigid tools doesn’t show appreciable difference. Also, it was observed that the tangential and the normal cutting force components relatively increase with increase in velocity. The atomic surface roughness evaluation is affected by the choice of the interatomic potentials used for the simulation.

We propose a biochemically plausible mechanism for constructing digital logic signals and gates of significant complexity within living cells. These mechanisms rely largely on co-opting existing biochemical machinery and binding proteins found naturally within the cell, replacing difficult protein engineering problems with more straightforward engineering of novel combinations of gene control sequences and gene coding regions. The resulting logic technology, although slow, allows us to engineer the chemical behavior of cells for use as sensors and effectors. One promising use of such technology is the control of fabrication processes at the molecular scale.

This thesis concerns the acquisition of newly developed production equipment in factories. Types of Manufacturing Technology Acquisition (MTA) can range from in-house development through to outright purchase from a supplier. MTA projects often fail because the new equipment fails to perform well enough or the expected financial benefits are not achieved. The purpose of this research has been to find out how to select the right manufacturing technology acquisition projects, and having chosen them, how to make them successful. Very little guidance on this subject was found in the literature. Therefore the approach taken was to adapt techniques widely used in the much more deeply researched field of New Product Development (NPD). The Success Factor method was applied by conducting interviews with managers in a number of factories to develop lists of factors thought to affect success or failure in their MTA projects. The Portfolio method from NPD was adapted to the case of managing a total MT`A budget, and developed through its use in three annual cycles of equipment acquisition in the researcher's Company. A formula for Expected Commercial Value in NPD was modified to become Expected Manufacturing Benefit, and tried out in practice. An important consideration in manufacturing equipment projects was discovered to be the replication of projects which had proved successful, and ways to incorporate this factor into the project selection procedure were developed. A detailed case study of a single project was carried out, which verified the validity of the findings at the level of a single project. This case study also revealed the considerable impact that corporate strategic events can have on technology acquisitions. This led to a case study on corporate strategy in the Company being carried out. Finally the findings were brought together to present a complete model for managing MTA.

Techno-strategic integration is the process through which militaries integrate technological advances into a strategy that maximizes their advantages. While sheer military might is a function of a variety of factors, technology has taken center stage in the past two centuries. The industrial revolution changed the way war was fought, and the changes had wide ranging effects. The calamity of the First World War was in some ways a failure to techno-strategically integrate industrial age technology. The history of military technology and strategy illustrates many obstacles to the integration of the two. This thesis shows that successful techno-strategic integration is often highly correlated with effective execution of war and improvement of national security. On the other hand, enduring organizational preferences, inter-service rivalry, and commercial self-interest have often undermined new techno-strategic possibilities. However, with the growth and increasing capability of information age technology, this research shows growing indications that the techno-strategic paradigm of the industrial age is shifting. The United States is positioned to capitalize on its lead in informational innovations, and integrating technologies into new concepts of operations. If managed successfully, the United States might emerge with a leaner, more agile force that can keep its strategic competitors at bay.

In today's corporate world, successful technology management is separating market leaders from laggards. Because technology is in constant change and what is state-of-the-art today will be obsolete tomorrow, it is not companies with the best technologies that ultimately succeed. Instead, successful companies are those that succeed in institutionalizing and sustaining an efficient technology development process. Moreover, this process must be continuously improved by applying new techniques and concepts to cope with the increasing challenges of technology management. This thesis will explore the extent to which Lean principles can be applied in technology development and how they can contribute to achieving new technology development imperatives (fast cycle time, increasing number of technology introductions, etc.). In order to answer these questions, the thesis proceeds in a logical manner by decomposing the objectives of technology development into organizational solutions using Axiomatic Design. Then, Lean principles as they have developed within the Product Development Focus Team of the Lean Aerospace Initiative are mapped into the above decomposition. The research concludes that under some additional considerations, Lean principles do lead to the achievement of technology development objectives. More, the above theoretical research is applied to a real world case: Technology development at Ford Motor Company. After an assessment of the current process, opportunities of improvement are identified and a leaner process is proposed. Finally, issues and opportunities with OEMs-Suppliers partnerships for new technological systems development are studied. The objective was to formulate policies and make recommendations for a better management of technology supply.

ENGLISH ABSTRACT: The study project examines the concept of information technology (IT) outsourcing to external service providers. It is a relatively new concept in the South African scenario and there are many risks associated with the process that can cause a company to loose large amounts of money if outsourcing is not done right. The study project will aim to examine the most important aspects regarding IT outsourcing in order to reduce the risks associated with the process. The definition of IT outsourcing is the practice of transferring an organisation's computer centre operations, telecommunications networks, or applications development to external vendors of these services. There are different variations of outsourcing applicable to IT, for example: contracting out, outsourcing, in sourcing and co-sourcing. Companies have different reasons for outsourcing and the risks associated with the process have to be taken into account when embarking on an outsourcing initiative. With IT outsourcing there are different services that can be outsourced, for example: mainframe services, desktop computer services, security services and different application services. The decision to outsource a specific area of IT is a strategic issue and the risks, costs, and selection of the service provider are all very important factors to take into account. One of the main factors that any company should take into account when embarking on a big initiative is of course costs. The aim is the reduction of costs of the specific outsourced area. Therefore the necessary measures need to be in place to measure costs before and after the outsourcing process. It could happen that the outsourcing process do not provide the reduced cost benefits envisaged initially. This could be due to hidden costs that were not taken into account when the outsourcing initiative was planned. Normally the outsourcing process is driven by a structured project and numerous important factors need to be taken into account when managing the whole process. The factors include: the vendor evaluation process, setup of the service level agreement, the request for proposal, relationship with the supplier, communication of the whole process inside the company, the contract between the two parties, and the transition period with the measuring of results thereafter. The current IT skills shortage in South Africa is causing companies to rethink their IT strategies and make use of external service providers to supply them with the necessary skills to get the job done. The research illustrates this fact that IT consulting has one of the highest adoption rates currently and with regard to the future. Full blown outsourcing is still a relatively new concept in South Africa and companies will only adopt the concept as soon as it has proved to be successful and cost effective. As mentioned it is important that a structured methodology should be used to drive an outsourcing process. It is important that the approach is structured around proven project management principles with the correct measures in place to support and sustain the whole process. Outsourcing of IT services is a strategic decision that a company must take and the risks associated with the process mean that it must be planned and executed very carefully. Outsourcing has various risks associated with it like the appointment of the wrong service provider. However, the outsourcing process can also have its merits and the most important of these are most probably lower costs, new IT skills, and better service. The shortage of IT skills in South Africa makes the idea of outsourcing more and more attractive because of the fact that companies can now "buy" the skills without having to commit to long term permanent employment contracts for permanent staff.
AFRIKAANSE OPSOMMING: Die navorsingsverslag handel oor die konsep van uitkontraktering van inligtingstegnologie(IT) dienste aan eksterne diensverskaffers. Aangesien dit 'n relatiewe nuwe tendens in Suid Afrika se IT bedryf is, en die risiko bestaan dat 'n maatskappy groot geldelike verliese kan ly indien dit nie reg aangepak word nie, word daar gepoog om na die belangrikste aspekte van uitkontraktering te kyk om die risikos daaraan verbonde so laag as moontlik te hou. Die definisie van IT uitkontraktering is die oordrag van 'n organisasie se rekenaar sentrum operasies, telekommunikasie netwerk, of toepassing ontwikkeling na 'n eksterne verskaffer van hierdie dienste. Daar is verskillende variasies van uitkontraktering van toepassing op IT soos byvoorbeeld: uitkontraktering, inkontraktering, en gesamentlike kontraktering. Maatskappye het verskillende redes om 'n diens uit te kontrakteer en die risikos verbonde aan die proses moet sorgvuldig in gedagte gehou word wanneer die uitkontrakteringsproses aangepak word. Met IT uitkontraktering is daar verskillende dienste wat uitgekontrakteer kan word soos byvoorbeeld: hoofraam dienste, persoonlike rekenaar dienste, sekuriteitsdienste en verskeie rekenaar applikasie dienste. Die besluit om 'n spesifieke area van IT uit te kontrakteer is 'n strategiese kwessie vir die maatskappy en die risikos, kostes en keuse van eksterne diensverskaffer is almal baie belangrike faktore wat in gedagte gehou moet word. Een van die vernaamste faktore wat enige maatskappy in ag behoort te neem wanneer 'n groot inisiatief aangepak word, is natuurlik kostes. Die doel van uitkontraktering is om die kostes van die spesifieke area te verlaag. Daarom moet die nodige maatreëls in plek wees om die kostes vooraf en na die uitkontrakteringsproses te meet. Die uitkontraktering inisiatief kan die maatskappy egter baie duur te staan kom en glad nie die koste voordele bied wat aanvanklik beplan is nie. Dit kan wees as gevolg van verskuilde kostes wat nie met die beplanning van die proses in ag geneem is nie. Gewoonlik word die uitkontrakteringsproses gedryf deur 'n gestruktureerde projek en verskeie belangrike faktore moet in ag geneem word vir die hele proses. Die faktore sluit in: die evaluasieproses om die regte diensverskaffer aan te stel, die opstel van die regte dokumentasie in terme van die diensvoorstel voorlegging, verhouding met die diensverskaffer, die opstel van die diensvlak ooreenkoms, kommunikasie oor die hele proses binne die maatskappy, die kontrak tussen die twee partye, oorgangstadium en die meting van voordele daarna. Die huidige tekort aan IT vaardighede in Suid Afrika veroorsaak dat maatskappye hul IT strategie moet herdink en die opsie van eksterna diensverskaffers wat die nodige vaardighede kan verskaf, oorweeg word. Die studie illustreer hierdie feit dat IT konsultasie een van die hoogste vlakke van ingebruikneming tans en vir die toekoms het. Volledige IT funksie uitkontraktering is nog 'n relatiewe nuwe konsep in Suid Afrika en maatskappye sal slegs die idee aanneem sodra uitkontraktering as suksesvol en koste effektief bewys is. Soos reeds genoem is dit belangrik dat 'n gestruktureerde metodologie gebruik word om 'n uitkontrakteringsinisiatief te dryf. Dit is belangrik dat die aanslag geskoei is rondom bewese projekbestuursbeginsels en dat die regte maatreëls getref is om die proses te ondersteun. Uitkontraktering van IT dienste is 'n strategiese besluit wat 'n maatskappy moet neem. Die risikos daaraan verbonde veroorsaak dat die beplanning en aanpak van die proses baie deeglik en noukeurig gedoen moet word. Uitkontraktering het verskeie risikos soos om die verkeerde eksterne diensverskaffer te kies, maar kan ook voordelig vir die maatskappy wees en die grootste voordele wat 'n maatskappy kan verwag is verlaagde kostes en nuwe IT vaardighede. Current telemetry instrumentation systems are subject to space and weight limitations for use in bombs, dispensers, submunitions, projectiles and other tactical weapon systems. It is not now feasible to instrument submunitions and projectiles for weapon effectiveness data because state-of-the-art telemetry devices cannot be rapidly and cost effectively installed in unmodified munitions. Furthermore, aircraft modifications for flutter/loads testing are extremely expensive and time consuming. This program will develop a low cost telemetry chip-set consisting of integrated sensors, signal conditioning, transmitters and encryptors. “Peel-and-Stick” (See Figure 1) telemetry devices, containing a specific chip-set with integrated sensors, a battery, and antenna in an extremely small package, will also be developed. Subminiature Telemetry Technology (SMT) will directly impact all future tactical submunition development programs during pre-production RDT&E. This program will also support compatibility and safe separation testing done in the Air Force SEEK EAGLE program. Conventional and kinetic energy projectile programs and advanced missile programs will have long-term benefit. Telemetry and encryption designs developed in this program will advance the state-of-the-art in telemetry fabrication from hybrid to monolithic providing smaller, more shock resistant systems at a much lower cost. Subminiature telemetry devices could be integrated with the weapon system during its development allowing for a non-destructive, non-contaminating test of the system. This will greatly reduce the cost and logistics of determining weapon readiness and health status during long time periods of storage.

Current telemetry instrumentation systems are subject to space and weight limitations for use in bombs, dispensers, submunitions, projectiles and other tactical weapons systems. It is not now feasible to instrument submunitions and projectiles for weapon effectiveness data because of state-of-the-art telemetry devices cannot be rapidly and cost effectively installed in unmodified munitions. Furthermore, aircraft modifications for flutter/loads testing are extremely expensive and time consuming. This program will develop a low cost telemetry chip-set consisting of integrated sensors, signal conditioning, transmitters and encryptors. "Peel-and-Stick" telemetry devices which contain a specific chip-set with integrated sensors, a battery, and antenna in an extremely small package will also be developed.

Scientific and technological advances are rapidly changing conditions of human existence. There is a need for the creation and implementation of new medical technologies that meet the needs of the time. Modern information technology is increasingly used in the health care industry , which is very convenient, but sometimes it is necessary. This medicine, including alternative , becomes today a completely new features. Many medical studies simply can not do without a computer and special software to it. This process is accompanied by significant changes in medical theory and practice related to making adjustments to the training of health professionals. Over the past 20 years the use of computers in medicine has increased enormously. Practical medicine is becoming more and more automated.
