For the first time in Russian criminological science, a scientific justification of the private criminological theory of cognition and prevention of crime in the field of sports, designated in the author's interpretation as sports criminology, is proposed. This particular theory is based on the author's own developed theoretical and applied concept of criminological assessment of crimes and their determination, United by a common sphere of public relations, which is formed around the organization of large-scale state and public sports activities and direct participation in it, provided with appropriate ideological, legal, economic, financial, pedagogical, technical and, in part, proper criminological resources.
The publication is intended for teachers, postgraduates, adjuncts, students, cadets of law schools and faculties with criminal law specialization, practitioners of sports management and law enforcement agencies.

The textbook contains 15 topics that reveal the specifics of the discipline Economic security". The systems of quantitative and qualitative indicators for assessing economic security are considered; the methodological principles of assessing financial and monetary policy as a sphere of economic security are studied; the conceptual foundations of the regional economic security program are formed; the theoretical foundations of economic security of enterprises are considered. The main problems of economic security are described in the light of national security issues. Security aspects such as the role of the financial system, foreign economic aspects, social security, and the impact of scientific and technical security on economic security are considered. Special attention is paid to the role of law enforcement agencies in ensuring economic security. Methods of ensuring economic security are described that allow combining the analysis of theoretical positions with real practice and providing a higher level of material assimilation by cadets and students. Today, the scientific and technological sphere has become the main arena of competition between countries in the world, and the use of new technologies, especially in the field of armaments, is considered as one of the most important levers of geopolitics. Such technologies are a key for expanding the capabilities of the state's defense capabilities and achieving national security goals, priory to military and military-economic, as well as scientific and technological security. Today, the identification of scientific and technological key areas of military development is used to determine the priorities of scientific and technological development and military-technical policy which is crucial for the process of creating promising models of armaments and military equipment. The introduction of the latest technologies in the military is difficult to imagine without the use of computer and other telecommunications equipment, artificial intelligence technology, military robotics, quantum and space technology, 3D printing and biotechnology. Although they all are already used in the military and security spheres, still monitoring innovation and new technologies in the military are important for understanding not only future wars, but also global security. This study reviews global technological trends based on the analysis of publications of foreign consulting agencies, international organizations and forecasting and analytical research conducted by the author's methodology. The data upon perspective directions of development of scientific and technological researches in the military sphere on the basis of the analysis of publishing activity of a DB of Web of Science and a DB of patents of Derwent Innovations is provided. In particular, the range of new directions of technological development of the military sphere has been expanded and clarified not only in general, but also specified by types and kinds of troops. This analysis allowed us to determine that the areas of development claimed by international organizations and consulting agencies correlate with the areas identified by the authors of the study on the basis of scientometric and patent analysis. At the same time, the forecasted promising areas of research, determined by scientometric analysis of Web of Science publications, more or less completely coincide with the forecasts of NATO, RAND Corporation.

This chapter focuses on the online sphere. Through the prism of two developments in 2013—the Gezi Park protests and the corruption scandal—it discusses the possibilities and limits of online communications and the AKP's authoritarian reflex toward the burgeoning networked public sphere. It shows that the AKP's regulation and control of the online public sphere along the axes of nationalism, statism, and religious conservatism are not new, and that it has used three types of controls. These are first-generation controls that consist of Internet filtering and blocking, second-generation controls that involve passing legal restrictions, content removal requests, the technical shutdown of websites, and computer-network attacks; and third-generation controls that include warrantless surveillance, the creation of “national cyber-zones,” state-sponsored information campaigns, and direct physical action to silence individuals or group.

The chapter provides a reconstruction and analysis of adjustment processes in the Italian financial system after the major cleavage of the First World War. It considers how pressures exerted by external factors entailed a progressive adaptive strategy to a changing international environment. Financial and monetary instability called for a more intensive regulation reallocating responsibilities and powers from the private sector to the public sphere. Accordingly, financial elites changed their contours and boundaries. As the demand for technical competences and bargaining abilities rose, Italian governments and central monetary authorities tended to co-opt competent representatives from the private sector onto special committees at home, at international conferences, or in bilateral negotiations. A telling tale of such processes is represented by changes within the composition of the Italian delegations at major international economic and financial conferences from the Brussels Conference in 1920 to the London Economic and Monetary Conference in 1933.

How can development programs deliver benefits to marginalized citizens in ways that expand their rights and freedoms? Political will and good policy design are critical but often insufficient due to resistance from entrenched local power systems. The book is an ethnography of one of the largest development programs in the world, the Indian National Rural Employment Guarantee Act (NREGA), and examines in detail NREGA’s implementation in the South Indian state of Andhra Pradesh. It finds that the local system of power is extremely difficult to transform, not because of inertia, but because of coercive counter-strategy from actors at the last mile and their ability to exploit information asymmetries. Upper-level NREGA bureaucrats in Andhra Pradesh do not possess the capacity to change the power axis through direct confrontation with local elites, but instead have relied on a continuous series of responses that react to local implementation and information, a process of patching development. Patching development is a top-down, fine-grained, iterative socio-technical process that makes local information about implementation visible through technology and enlists participation from marginalized citizens through social audits. These processes are neither neat nor orderly and have led to a contentious sphere where the exercise of power over documents, institutions, and technology is intricate, fluid, and highly situated. The book throws new light on the challenges and benefits of using information and technology in novel ways to implement development programs. While focused on one Indian state, the implications for increasing citizen participation and government transparency have global relevance.

Online anarchy? Far from it: as this study convincingly shows, norms matter online. In a tour de force, internet law expert Matthias C. Kettemann analyses the genesis, ontology, and legitimation of rule and rules on the internet. Innovatively, the study establishes the emergence of a normative order of the internet, an order that integrates norms materially and normatively connected to the use and development of the internet at three different levels (regional, national, international), of two types (privately and publicly authored), and of different character (from ius cogens to technical standards). Centrifugal forces contribute to normative redundancies (“normative froth”), real conflicts of norms between regulatory layers and geographically bounded normative spheres (“normative friction”), substantial structural problems (“normative fractures”), and political, commercial, and technological fragmentation of the internet. But these forces of normative disorder can be countered. As the study impressively shows, a normative turn has taken place on the internet. The rules on rule-making that have developed within the normative order of the internet explain, predict, and legitimize the creation of new norms through processes of self-learning normativity. These norms are then assessed for their internal coherence, consonance with other order norms, and consistency with the order’s finality. The normative order of the internet is based on and produces a liquefied system characterized by self-learning normativity. Thus a theory of normativity (“of the law”) that goes back to Kant needs to be fundamentally rethought: with norm-based self-organization as the principle of life that enables the transcendental constitution of normativityon the internet.

Abstract The value chain (VC) system is a key way to address important sanitation technological and institutional gaps in production and service delivery and could constitute a natural platform for development actions and also serve as a market systems approach to improve access to safely-managed sanitation. It has been suggested that sanitation could boost local and national economies and global interconnections with a growing recognition that the private sector can play a bigger role in delivering the Sustainable Development Goal for sanitation, and help businesses understand value-added and product opportunities. This book proposes a pathway towards re-thinking the sanitation value chain (SVC) and suggests that it should cover all processes, activities and products of enterprises/actors in the sanitation supply chain that provide value-added services within each stage. Following the Regenerative Sanitation Principles, this book presents a new perspective to the SVC known as the ‘integrated functional sanitation value chain’ (IFSVC) to address operational functions within sanitation systems in combination with sanitation enterprises, operators and external actors that support the growth of the sanitation economy. The underlying premise of this book is that the IFSVC represents a new perspective that would have major social, environmental and economic implications for local, national, regional and global sanitation service delivery. It is hoped that researchers, business leaders, entrepreneurs, government officials and funders will find this book valuable, and be inspired and enabled to carry sanitation work forward in their own spheres of operation. The book gives several examples of encouraging developments, particularly in technical and business model innovation.
