Candidates who meet the prerequisites for teaching may still lack the ‘x’ factor to be a quality teacher. The objective of this portfolio is to tease out the personal attributes and identify behavioural descriptors of these attributes of the quality Technical Education and Training (TET) teachers in Singapore. The study is located within the Institute of Technical Education (ITE), the national institution responsible for TET in Singapore. From a review of literature on school-related factors that impact on student achievement such as funding, governance, class size, etc., the most influential factor is that of teacher quality. The quality teacher produces better student outcomes and the effects stay with the students over several years. ITE is presented as an example of a quality TET institution. The conceptual framework which underpins the portfolio comprises of the three dimensions of the quality teacher: teacher prerequisites, teaching practices and teacher personal attributes. From the literature review, it could be concluded that the prerequisites that matter are literacy and more specifically, verbal ability; a few years of teaching experience; content focused teacher professional development for middle and high school mathematics; and making entry to teacher training highly selective. The literature indicates that in the area of teaching practice, the effective teacher demonstrates flexibility and adeptness in the use of various strategies in classroom management and organisation, instruction planning and organising, instruction implementation and monitoring progress and potential to promote student learning. She also reflects on her practice. The literature on personal attributes is rather limited. A qualitative approach was adopted for the investigation with some elements of quantification through the focus groups and interviews. This allowed for the voices of the participants to be heard. The first part of the study involved focus group meetings with six groups or a total of 19 students. The second part involved interviews with six teachers. Data from both sources were analysed and compared. Three broad themes linking student feelings and teacher attributes were proposed. The conclusion reached from the study is that the quality TET teacher possesses the following personal attributes: Encouraging, Inspiring, Motivator; Caring; Friendly, Approachable; Passion for Teaching. The corresponding behaviours have also been identified. Recommendations for the management of ITE and further research are also proposed.

Improving teacher quality is an effective strategy for improving student outcomes. For professional development to be effective at changing student practice and improving student outcomes the professional development topic needs to be relevant to the work of the teacher. This study surveys Virginia CTE teachers to identify their self-identified, most needed professional development topics. Virginia CTE teachers were asked to rate 136 separate teaching competencies based on each competency's importance to the teacher's practice and the teacher's ability to implement the competency. A quantitative research design was used to conduct this study. The Borich Needs Assessment Model was utilized to calculate a Mean Weighted Discrepancy Score (MWDS) for each competency. Competencies were with the largest MWDS were identified as those most needed for teacher professional development. Respondent data was disaggregated by gender, ethnicity, intention to remain in the teaching profession, CTE content area, years of experience, school division, and pre-service training in order to identify differences in professional development topic rankings for on each demographic area. Mann-Whitney U testing and Kruskal-Wallis one-way analysis of variance test by ranks were used. The results of this study can be used by school divisions, schools, and professional development providers to benefit the work of CTE teachers and CTE programs.

In Midwestern high schools, English language learners (ELLs) who are enrolled in Career and Technical Education (CTE) classes transition from school to the workforce at unacceptably low levels. This loss of opportunity has been linked to CTE instructional practices. The purpose of this study was to explore the instructional practices used by CTE teachers to support ELL instruction and how the teachers perceive those practices to improve ELL transition from school to the workforce. The conceptual framework included Freire's critical consciousness theory, which holds that it is important to include learners in the learning process. The framework grounded the study by linking student-centered teaching research to improved ELL outcomes. This basic qualitative study was conducted in secondary school settings in the urban Midwest. Data were collected from 8 CTE education teachers through semistructured interviews and data analyzed by using open and a priori codes. The codes were placed into categories from which themes emerged. Primary themes indicated that CTE teachers apply certain instructional practices with ELLs and perceive that they help ELLs transition to the workforce. These practices include classroom management techniques, adapting curriculum, instructional consistency, questioning techniques, developing community partnerships, and teaching culturally relevant subject matter. A project, in the form of a policy recommendation paper, was created and may translate to an increased number of high school ELL graduates who are prepared to enter the workforce with the skills necessary to be successful. The findings contribute to positive social change through increased understanding of CTE instructional practices toward ELLs.

Abstract (sommario):
The purpose of this study was to determine the degree of importance of each of the curriculum competencies in the National Standards for Business Education (NBEA, 1995) for the successful performance of beginning secondary business teachers in Virginia as perceived by experienced and inexperienced business teachers. The standards consist of 102 competencies in the 11 subject areas of business education. The questionnaire used in the research study was an original survey instrument developed by the researcher after a review of the literature did not reveal an instrument that could be used with the NBEA document. The survey instrument was mailed to a sample of public high school business teachers in Virginia who were systematically selected from an available population. Results from the demographic question on the survey resulted in the identification of 161 experienced business teachers and 18 inexperienced business teachers. Means, standard deviations, and t-tests were used to describe the data. The competencies were rated with a five-point Likert scale. All competencies were rated as having either essential importance, above average importance, or average importance. Of the 102 competencies, experienced business teachers identified 11 as having essential importance, 86 as having more than average importance, and 5 as having average importance. Inexperienced business teachers rated 11 competencies as having essential importance, 87 as having more than average importance, and 4 as having average importance. When comparing the experienced and the inexperienced teachers' lists of rated competencies, 9 competencies rated as essential importance were the same for both groups, and 3 competencies rated as average were the same for both groups. When comparing the overall content areas, no significant differences existed between the perceptions of the experienced business teachers and the inexperienced business teachers.

New Jersey has utilized alternative certification to combat the shortage caused by technology education (TE) teacher attrition. Research has examined the effectiveness of alternative certification preparation programs for the core academic programs; however, very little research has been performed in the area of TE. The purpose of this study was to (a) evaluate the Praxis scores of teacher candidates in New Jersey seeking licensure in technology education, and (b) determine if there were differences between the TE among teachers completing different preparation programs. The theoretical framework that guided this quantitative study was rooted in Knowles' theory of andragogy, which supported learning methods for the teacher as a learner. The guiding question of this study was whether there existed a significant difference in Praxis II test scores among group A (traditionally certified teachers) versus group B (alternatively certified teachers). This causal-comparative design took place among 164 TE teacher candidates from the 2 groups. Instrumentation was a praxis assessment for TE teacher candidates. Data collection included a random sampling of archival scores on the TE test that were analyzed with a t test. Findings revealed that teachers who completed the alternative route preparatory programs (group B) scored within a similar narrow range as compared to the TE teachers completing the traditional preparatory programs (group A). Implications for positive social change include providing the Teacher Advisory Mentor Program (TAMP) for TE teachers, which may reduce attrition of TE teachers and facilitate more effective teaching in the classroom.

This thesis reports on research conducted with Technical and Further Education (TAFE) teachers from Queensland and Western Australia. The research is located atthe intersection where teachers’ identities met the discourse of new vocationalism. Scholars have highlighted the tensions that this discourse has produced in therelationships between TAFE and its teachers, and noted that TAFE teachers are pressured to change their subjectivities to reflect themselves more effectively asworkers in an educational market focused on economic imperatives. This is often in contrast to these teachers’ personal notions of themselves as liberal educators, with afocus on lifelong learning, personal transformation, collaborative relationships and social responsibility. This research was driven by the possibility that the concept of ‘critical spirit’ might provide a means for TAFE teachers to stand their ground in relation to the continued reshaping of the TAFE teacher terrain produced by the adoption of the new vocational discourse.This interpretative research was conceptualised by synthesising sociocultural perspectives of discourse as a reality building tool (Gee, 2005) with notions of criticalthinker dispositions referred to as critical spirit (Siegel, 1988; Oxman-Michelli, 1992). The elements of critical spirit: openmindedness, independence of mind,wholeheartedness, intellectual responsibility and respect for others (Oxman-Michelli,1992) were used as central components to the development of a coding framework forthe explication of critical spirit from TAFE teacher artefacts and in positioning critical spirit as a discourse. An examination of 12 TAFE teacher case narrative artefacts revealed that elements of critical spirit were evident. Subsequent participantcredibility checks and semi-structured interviews provided diverse data related to teacher embodiment of a critical spirit in relation to the building of certain teacher identities. In some cases participants expressed that their identities were bolstered by engaging in a critical spirit discourse, others cautioned its public embodiment, suggesting that deploying critical spirit made them more visible to surveillance and control. The major finding of this research was that an explicit engagement with acritical spirit discourse was of value to these TAFE teachers. Furthermore, this critical spirit discourse was seen to perform the work of a borderland discourse (Gee, 2005; Alsup, 2006). It afforded a means to traverse the terrain “between disparate personal and professional subjectivities” (Alsup, 2006, p. 5).The research also uncovered other discourses pertinent to participant artefacts. These were identified as a test of fortitude discourse and a community of support discourse.It was postulated that these would extend the critical spirit discourse by adding to Oxman-Michelli’s (1992) five elements of critical spirit. The findings suggested littleevidence to support this position.The significance of this research was in: (a) the production of a methodological construct for explicating particular notions of critical spirit; (b) its contribution to furthering understandings of the professional lives of TAFE teachers and their workworld; and (c) the value that a critical spirit discourse had in strengthening these TAFE teachers’ notions of themselves and their effectiveness. Its contribution tosubstantial knowledge was in its expansion of our understanding of teacher identities within the Vocational Education and Training sector in Australia.

The new federal legislation focusing on student achievement, critical reports of the public educational system, and the artificial distinction between academic and career and technical education, have combined to create an urgent need for the integration of academic and career and technical education (Finch & Crunkilton, 1999). The literature suggests that integration is one alternative to raising student achievement of all students and helps to prepare them for the workplace (Benson, 1989; Lankard, 1994; Brown, 1998; Stasz, Kaganoff, & Eden, 1994). The purpose of this study was to determine the extent to which teachers and principals in HSTW sites perceive precursors (consisting of integration strategies and conditions) to integrate academic and career and technical education are present in their schools. In addition, comparisons of perceptions were examined based on school type, school size, and school location. The sample included 168 academic and career and technical education teachers and 36 principals from 36 HSTW sites in Virginia. Based on the findings from the factor analysis, precursors to integrate academic and career and technical curricula can be grouped into two relatively coherent latent factors: collaboration and academic skill preparation. Multivariate analysis of variance (MANOVA) revealed that there were significant differences in the perceptions of teachers and principals. The multivariate analysis of variance also revealed significant differences based on school type only. Recommendations were made to assist teachers and principals to devise a plan to identify integration precursors that teachers perceive are not present in their schools. This information will be useful to principals and educational leaders for evaluating integration activities so they can provide support and guidance to increase integration activities in schools.

Surveys were mailed to 160 principals and 146 responded, yielding a response rate of 91%. A series of 2-group t-tests and standard regression analyses were used to answer the research questions. The most desired hiring criteria cited by principals (in order of importance) were enthusiasm, an applicant's ability to communicate effectively, an applicant who is student-centered, an applicant's beliefs on classroom management, and their knowledge of a variety of teaching strategies.

This thesis examines the impact of neo-liberal economic restructuring on teachers, specifically teachers in technical and further education. Historically, there has been limited research undertaken on teachers as workers, and even less on TAFE teachers. During the period covered by the study, TAFE was buffeted by the massive changes, social, political, cultural and economic, that were occurring on a global scale. As a result, TAFE has been a system in crisis. The consequences are addressed by an empirical study that examines NSW TAFE teachers' experience of the great changes that have occurred to their work since the late 1980s. Forty-one teachers were interviewed in tape recorded sessions lasting around one hour each. The respondents were drawn from twenty-seven teaching sections across all the major industry areas represented in TAFE. Twenty of the teachers were from metropolitan locations, twenty-one were regional. Nine managers were also interviewed, from Head of Studies to senior management levels, covering those with local as well as state-wide responsibilities. The changes to TAFE have been driven by a pervasive neo-liberal ideology adopted by both major parties in Australia. This study documents the experience of TAFE teachers as that ideology led to a corporatised vocational education and training system strongly oriented to the market. It also records their responses to the narrowing of curriculum that resulted from the "industry-driven" vocational education and training policies of governments. The study gives voice to their grief, frustration and anger as their working conditions deteriorated and their commitment to quality education was undermined. The study documents the teachers' resistance to the processes of organisational fragmentation, the increasing incidence of cost-driven, rather than educational, decision-making, and the commodification of curriculum driven by a series of policy decisions taken at both national and state level. The study compares these experiences with those of the TAFE managers, whose response to the crisis, while differing from that of the teachers, supports the teachers' commitment to public education as a social good. The study concludes that the NSW TAFE teachers' resistance has continued to act as a brake on the excesses of neo-liberalism. Some possibilities for an alternative vision of technical and further education thus remain.

The purpose of this research study was to identify and prioritize the professional development needs for teachers of CTAE subjects within metropolitan Atlanta school systems. The methodology was primarily relational with descriptive components that relied on quantitative data. The administered survey called for participants to self-report demographic groups (i.e. Experience Level, School Type, and School Population). Secondly, participants completed online surveys yielding data that identified professional development needs relative to demographic variables. A modified Borich (1980) Needs Assessment Model was used to identify the perceived importance and perceived competency of 20 competencies prescribed by the Georgia Teacher Assessment of Performance Standards (TAPS). Once analyzed, the researcher identified and described professional development needs relative to demographic variables.

Given the current state of public education reform and policy conversations, a fundamental component of effective teaching is left out of the dialogue: teacher identity. At present, few studies were found in the literature that focus specifically on the construction of the perceived teacher identity of secondary family and consumer sciences (FCS) teachers in career and technical education (CTE) classrooms. Thus, exploring teachers' experiences and perceptions of how their professional identities developed is important not only for FCS teachers, but for all educators because examining the beliefs held by teachers can improve practice by helping teachers respond to the changes in education. The first purpose of this study was to gain an in-depth understanding of the lived experiences of secondary FCS teachers in CTE classrooms as they relate to their beliefs about teaching. The second purpose was to further examine the meanings that these teachers make of these experiences and influences as they are connected to the construction of their perceived teaching identities. The researcher used a qualitative research design to examine the lived experiences of 10 FCS teachers. Guided by a theoretical framework of reflective practice, data were gathered using semi-structured participant interviews, researcher reflexive journal, and field notes. The findings are presented in narratives, one for each participant. Themes are identified within each narrative and common themes emerged across narratives. Among the results of the study were that beliefs about teaching are: reflective of the teacher, responsive to students' needs, and related to the teacher-student relationship. These beliefs were shaped by experiences in education, interactions with students, and significant life events. The reported teacher identity of the participants was described as serving as a role model, teaching FCS, caring, and being supportive. Distinct types of support are necessary to encourage teacher longevity and job satisfaction, both of which are constructs linked to teacher identity. A better understanding of how FCS teachers construct their sense of teacher identity offers new insight into job satisfaction, retention, professional development, and the improvement of practice. Recommendations for future research are suggested as part of the conclusions of this study.

The debate over the effective preparation of pre-service teachers is not new. Often this debate concerns what might be considered successful methods for all pre-service teachers. However, preparation for career and technical education (CTE) teachers could look quite different than that of academic teachers, whether they are prepared through traditional or alternative routes to education. In this qualitative study, the researcher examined two iterations of the alternative-route program designed to prepare new CTE teachers in Mississippi and considered the level of self-efficacy of the teacher participants, the perceived effectiveness of the specific elements of each program, and the perceived significance of teacher/administrator and teacher/mentor relationships. The results of this study indicate that participants in the most recent iteration of the alternative-route program have a higher level of self-efficacy in teaching. The study also found that the specific elements of the newer version of the program are perceived as more relevant than those of the older version of the program and that teacher/administrator and teacher/mentor relationships play a key role in self-efficacy and job satisfaction among new CTE teachers. The results of this study also revealed that new CTE teachers desire opportunities to grow their pedagogical content knowledge by interacting and learning from veteran teachers in their respective content areas. Additionally, some of the more effective teachers who participated in this study rated themselves lower than their less effective colleagues on a self-efficacy survey and vice versa, indicating the presence of the Dunning-Kruger effect, which posits that, when an individual is unskilled in a certain task, they not only make poor choices in that area but also lack the metacognitive ability to realize it.

The purpose of this research was to do applied study to investigate TVET teacher education in Sudan in a bid to rebuild and raise the capacity of the teachers and trainers who are working in the technical schools and vocational training centers in Khartoum state, and to generalize the overall results throughout the Sudan. Specifically, many research questions were addressed to target the main purpose of the study: To what extent the practical components of curriculum are applied in and outside TVET institutions? To what extent the in-service training’s programs meet the professional development of teachers and trainers? Is the private sector contributes to the training programs? Which approaches could be implemented to improve the teacher training? To what extent the integration of ICTs in learning and teaching process improves competence of TVET teachers? Is there re-training program for old teachers? Is there need to train teacher in private sector workshop? Moreover: the following concepts are relevant to raising the capacity building of teachers are studied: teacher professional development, capacity building, integration of suitable level of information and communication technology (ICT) to teacher education and the connectivity of training process to world of work. In order to collect convenient information, the study used the questionnaire and interview as instruments to achieve the objectives of the research. The main population of the study is teachers, trainers, administrators and employers. With respect to data analysis, the study used the SPSS program and the Chi-square to test some hypotheses. The results of the study showed that essential innovations and reforms on the initial and in-service training programs should be done especially, respect to practical components of the initial and in-service training to reach the professional development for teachers. Since most of interviewees confirmed old curricula of the initial education of teacher and there was no retraining program for the teacher on the job: the linkage of the training to world of work is needed to keep the teacher up-to date. Integration of ICT into learning/teaching process is very important factor because it’s one of the modernization requirements; hence if we do not do this now it should be urgent necessity at the near future. Major result of the study the proposed training approach for TVET teachers in Sudan, whereas implementation of this approach depends on three levels: macro- level the political commitment by undertaking clear national policy and conceptual framework for technical and vocational education and improving the image of teachers, their work conditions and media involvement. Meso-level:(public and private sector): since a moral contribution towards training of TVET teachers should be realized, by providing real opportunity to make a success to this new training approach by means of offering technical support, technical consultation, advanced knowledge, specialized seminars and contributing of all training policies especially the financial cost. Micro-level (TVET institutions): there is vital role of administrators to play to attract best candidates not only students of low grades to TVET domain. For example, integrate simple level technology into curricula. Improve initial and in-service training programs based on training needs assessment. Create good internship, and improving the work environment and incentives for teachers.

This research examined the critical thinking (CT) skills and conceptions of prospective teachers studying at Foreign Language Education Department at Middle East Technical University. In this way, the study intended to contribute to the field of curriculum and instruction by pointing to the currents status while constituting a basis for further actions in teacher education in terms CT. In this research, data analysis was carried out through both quantitative and qualitative analysis. A survey, including Student Information Form, and Watson and Glaser Critical Thinking Appraisal- Form YM Turkish version were utilized for data gathering. Data were collected from 103 prospective teachers in the junior and senior level during the Spring Semester of 2007- 2008 Academic Year. Results demonstrated that the critical thinking (CT) levels of prospective teachers assessed by WGCTA are in medium level. In addition, WGCTA-YM cannot be predicted from reported regular reading activity, CGPA, and gender. Besides, results showed that, prospective teachers make rudiment or vague statements about critical thinking activities and do not point to a common instructional activity. In terms of critical thinking definitions, prospective teachers mostly perceive CT as a cognitive skill. Furthermore, there is a common sense view of CT rather than an understanding based on literature. The results revealed that prospective teachers are short of the essential CT skills and the CT comprehension to be able to raise individuals with CT ability. Therefore, curriculum renovation movements, projects, and research studies to improve critical thinking skills in teacher education should be developed and implemented.
