This thesis is an investigation of how United States foreign policy was made in the context of German-American relations in the period between the two world wars. The problem under investigation is whether the United States was using a corporatist approach in dealing with the problems of Germany and ultimately Europe and whether the corporatist model is a good one for analyzing foreign policy development during this period. Corporatism, as it is used in this thesis, is defined as an organizational form which recognizes privately organized functional groups outside the United States government, which collaborate with the government to share power and make policy. In the case of foreign policy, the focus of this investigation is on the role played by autonomous financial experts, especially from the banking community.

The asymmetrical threats that challenge U.S. national policies are not large standing armies, but rather individuals who seek to usurp and coerce U.S. national interests. The nature of today's threats call for the U.S. military to change from finding, fixing, and destroying the enemy's forces to identifying, locating and capturing rogue individuals in order to destroy networks. To counter such threats, the USG will have to quickly and efficiently identify and find these targets globally. Unfortunately, no military doctrine, framework or process currently exists for finding and apprehending these Persons of National Interest (PONIs). Since military planners and intelligence analysts are neither educated nor trained in the methods or procedures necessary to find and capture PONIs, this thesis will propose a methodology to do so. This involves the development of an analytical process, and an organizational structure and procedure to identify and locate PONIs. Consequently, the United States government's ability to prosecute the war on terrorism today, and to find and apprehend PONIs in the future, depends on its ability to develop and institutionalize a comprehensive manhunting strategy now.

Abstract (sommario):
The impacts of tariffication on Canadian milk producers were estimated via supply, price and trade flow parameters using a spatial price equilibrium model applied to milk production regions of Canada and the United States.
Two price scenarios were put forward because of supply management in Canada. The first incorporated producer prices while the second used shadow prices for Canadian producers, defined as the producer price less a reduction in price which accounts for the value of production quota. The hypothesis that tariffication reduces milk production in Canada to the extent that U.S. producers increase their exports to Canada was partly supported in scenario one but not in scenario two. Specific tariffs of $11.00/hl prevented U.S. imports to reach Qu 'ebec and Ontario. However, the rest of Canada increased its imports from Great Lakes to the detriment of Quebec and Ontario. Consequently, production decreased slightly in Qu 'ebec and increased in Ontario, whereas prices decreased significantly in both provinces. Scenario two showed ability of Qu 'ebec and Ontario to withstand American competition. Prices and production level remained unchanged while export flows to the rest of Canada increased to the detriment of the Great Lakes.
The present study investigated only a specific aspect of the tariffication proposal in the GATT and does not intend not to reflect the very complex aspects of GATT negotiations. The findings of this analysis must be interpreted with this caveat. Further studies considering other plausible tariffication scenarios or effective tariffs on an individual dairy product basis would broaden our understanding of the potential implications of tariffication.

The first saxophonist to give a New York Town Hall recital and one of the earliest to appear as a soloist with a major American symphony orchestra, Dr. Cecil Leeson devoted his life to promoting the saxophone as an instrument capable of serious musical expression. Leeson was born in Cando, North Dakota, in December 1902 and,. although he didn't begin playing the saxophone until age seventeen, he nevertheless enrolled at Dana's Musical Institute in Warren, Ohio, in September 1921 as a saxophone major. With his enrollment in that year, he initiated a career as a concert soloist on an instrument previously associated primarily with concert and military bands, vaudeville, and the emerging jazz movement. Although performers such as Elise Hall of the Boston Orchestral Society, Jascha Guu ehich, H. Benne Henton, Tom Brown and the Six Brown Brothers, and Rudy Wiedoeft made tremendous gains in popularizing the saxophone in this country, when Leeson began musical study at Dana's Institute, the saxophone could claim no serious concert performers, no stylistic or tonal traditions on which to build, and no concert repertory.The purpose of this dissertation was to document the circumstances of the formative years of the concert saxophone in America, beginning in 1921 with Leeson's enrollment in Dana's Musical Institute and ending in 11941 with the commission of the Paul Creston Concerto. This marked what Leeson saw as the completion of a body of literature for the saxophone comprising works in the most important musical categories: sonatas, concertos, quartets, and saxophone with string quartet. The dissertation serves as a source of original research concerning the literature commissioned and performed by him between 1921 and 1941; it concludes with an epilogue containing a brief account of Leeson's activities from 1941 up to the time of his death in 1989. The source of this material was interviews conducted between the author and Cecil Leeson between 1981 and 1988 supported, whenever possible, with information taken from newspaper articles, essays, programs, and other published documents. Transcripts of interviews are included in the appendix.

In the fall of 1921 oil workers of the San Joaquin Valley faced a post-war economic slump, wage cuts across the board and an increasingly hostile attitude of oil operators towards consultation with the federal government on labor relations. They voted to strike, and the next day eight thousand workers walked off the fields. Strikers crafted an image of “patriotic unionism,” underpinned by a faith in the federal government and the ideology of the American Legion. The strike did not end in gruesome class warfare like had been seen months earlier in the coal mines of West Virginia, but rather in ideological confusion and despair. The oil workers movement never fully embraced a class identity; instead it embraced the burgeoning conservative identity of Americanism. This effectively hobbled the growth of the movement. Upon the strike’s conclusion there was no mass pull to the left on the part of oil workers in the San Joaquin Valley, despite the fact that their movement’s design and identity had gotten them nowhere. On the contrary a portion of workers and supporters of the strike turned to the nativism of the Klan. Overall this project looks to complicate the narrative of “us vs. them” in labor history by analyzing workers’ identities, and also looks to contribute to the ever-evolving discourse on how historians should track American conservatism as a social force.

The Smoki were a civic organization predicated upon a perceived imperative to act within the capacity of guardians and authorities of regional and cultural heritage. This work seeks to examine the social and political dynamics that shaped the mission of the Smoki, and to evaluate the historical context that facilitated and sustained the organization's ability to engage in the politics of indigenous cultural appropriation, representation and display.

The present study comparatively examined the socio-political and economic transformation of the indigenous Sámi in Sweden and the Indian American in the United States of America occurring first as a consequence of colonization and later as a product of interaction with the modern territorial and industrial state, from approximately 1500 to 1900. The first colonial encounters of the Europeans with these autochthonous populations ultimately created an imagery of the exotic Other and of the noble savage. Despite these disparaging representations, the cross-cultural settings in which these interactions took place also produced the hybrid communities and syncretic life that allowed levels of cultural accommodation, autonomous space, and indigenous agency to emerge. By the nineteenth century, however, the modern territorial and industrial state rearranges the dynamics and reaches of power across a redefined territorial sovereign space, consequently, remapping belongingness and identity. In this context, the status of indigenous peoples, as in the case of Sámi and of Indian Americans, began to change at par with industrialization and with modernity. At this point in time, indigenous populations became a hindrance to be dealt with the legal re-codification of Indigenousness into a vacuumed limbo of disenfranchisement. It is, thus, the modern territorial and industrial state that re-creates the exotic into an indigenous Other. The present research showed how the initial interaction between indigenous and Europeans changed with the emergence of the modern state, demonstrating that the nineteenth century, with its fundamental impulses of industrialism and modernity, not only excluded and marginalized indigenous populations because they were considered unfit to join modern society, it also re-conceptualized indigenous identity into a constructed authenticity.

The purpose of this thesis is to identify the implications of Paulo Freire's philosophy for education in North America. To appreciate fully the value of Freire's philosophy, this study will review six themes which are commonly found throughout his work and are significant for education. The implications of his ideas will be identified by reviewing specific case-studies conducted in the United States and Canada.
Freire's ideas are developed within the context of Latin American societies. Elements of oppression and injustice in his homeland differ from the dehumanizing elements in North America. Yet, his insistence upon reflection and action as a means to emancipate people from social and political oppression has direct implications for education in the United States and Canada. North American educators have adopted, modified, and applied Freire's methodology with remarkable results.

Cyrus Ingerson Scofield portrayed himself as a decorated Confederate veteran, a successful lawyer, and a Bible scholar who was providentially destined to edit his 1909 dispensational opus, The Scofield Reference Bible. This thesis offers a multilayered image of Dr. Scofield's life by considering political and regional influences, racial and gender attitudes, and religious views he encountered between 1861 and 1921. This study includes an examination of his participation in the American Civil War including his desertion of the South in 1862. After becoming a Union loyalist, Scofield excelled as a lawyer and Republican politician before corruption rumors radically altered his life in 1874. By 1882, he emerged as a minister in Dallas, Texas where he built an image as a Confederate veteran and Bible scholar. Drawing on Scofield's manuscripts and other sources, this study shows the self-aggrandizing Bible editor consistently adapted his life and rhetoric to his regional and social circumstances.

Abstract (sommario):
The St. Lawrence Seaway and Power Project, built cooperatively between 1954 and 1959 by Canada and the United States, is the largest navigable inland waterway in the world and the largest borderlands project ever undertaken jointly by two countries. This thesis combines diplomatic, political, and environmental history to chart the course of domestic and international negotiations, particularly in the 1945-1954 period, that resulted in the bilateral 1954 agreement to build the seaway. The focus is on the Canadian federal government and to a lesser extent the U.S. federal government, as well as involved state and provincial governments and their public power utilities. These negotiations are extremely revealing in terms of the history of Canadian-American relations, and this thesis also examines issues connected to North American attitudes toward water resources, state-building, high modernism, and technology in the early Cold War period. After a number of failed attempts at a cooperative waterway, in the late 1940s the Liberal government of Louis St. Laurent began to explore the possibility of an all-Canadian seaway, and backed by widespread public support, had adopted this as policy by 1952. The drive for an all-Canadian seaway stemmed from various forms of nationalism which framed the St. Lawrence as an exclusively “Canadian” resource that was intimately tied to Canadian identity. However, the Truman administration and different American interests deemed a unilateral Canadian waterway to be an economic and national security threat to the United States, and delayed the requisite power licenses needed for Canada to undertake the transborder St. Lawrence project. Canada partly contributed to this situation by repeatedly making vague offers to leave the door open for American involvement in the hopes that this would expedite the hydro aspect of the project. The Eisenhower administration also stalled Ottawa’s efforts to “go it alone” until American participation was finally sanctioned by Congress in 1954 and the requisite licenses were granted. The St. Laurent government then reluctantly acquiesced to the American desire for a joint endeavour in order to maintain harmonious Canada-U.S. relations, although Canada did extract key concessions from Washington about the shape and placement of the project.

The aim of this thesis is to examine the relationship between the Royal Australian Air Force (RAAF) and the Royal Australian Navy (RAN) regarding the operation of aircraft from ships of the RAN and from RAAF shore bases. The effects of the separate intellectual development of maritime doctrine in the RAAF and RAN, and the efforts of the two Australian services to transfer theory into practice will be considered in the pre- (and post) World War II period, with due consideration of the experience of the services in both wars. The thesis will also discuss the problems that were faced by the RAAF and RAN to develop mutually acceptable operational procedures to enable the efficient use of aircraft in a maritime setting. The influence and effect on RAAF and RAN doctrine and equipment procurement, as a result of the special relationships that developed between the Air Force and Navy of Australia and Britain will be critically examined. A similar approach to the post war US/Australian relationship, and its effect on the Australian services, will also be critically examined. The thesis being propounded is that the development of a unique Australian maritime policy was retarded due to a combination of the relationship with Britain and the United States, lack of suitable equipment, lack of clear operational concepts in both the RAAF and RAN and the parochial attitude of the most senior commanders of both Services. The study has been based on Department of Navy, Department of Air and Department of Defence documents held in the National Archives of Australia in Canberra and Melbourne. In addition, relevant documents from the Admiralty and Air Ministry related to the development of naval aviation on RAN vessels during World War I, the attitude of the RAF toward the deployment of RAAF units to Singapore, and the negotiations that resulted in the procurement of HMA Ships Sydney and Melbourne, have been perused. Wartime operational records of the RAAF have been examined to obtain data to enable a critical study to be made of the RAAF anti-submarine campaign, torpedo bomber operations and the maritime campaign undertaken from bases in North Western Area during World War II. The influence of the commander of the United States 5th Air Force has also been incorporated in the discussion. The research uncovered procedural and operational variations between the two Services, the diversion of key elements from Australian command and the priority given to the American line of advance that resulted in Australian operations being given a secondary, supportive, status. A conclusion reached as a result of this research has been that the development of a unique Australian maritime aerial capability was restricted by the requirement of Britain to deploy flying units to Singapore in 1940. Similarly, the pressure exerted on the RAN by the Admiralty to purchase the Light Fleet Carriers in the late 1940s was more in the interests of the RN and British foreign policy than that of the RAN. Overall, the relationship with the Britain and the United States masked the real weakness in Australia???s maritime operations and retarded its development.

Charting the trans-Atlantic movement of ‘dynamic’ psychiatry from The Henry Phipps Psychiatric Clinic, Baltimore, to Gartnavel Mental Hospital, Glasgow, this thesis throws light upon the resultant ‘dynamic’ case note records, produced in Gartnavel during the 1920s. By undertaking an in-depth, qualitative analysis of Gartnavel’s case note records and corresponding archival materials, I explore the polemical question, posed, amongst others, by Foucault, of how psychiatry achieves its distinct status as a science of the individual. Foucault, most notably in Discipline and Power, ascribes to the psychiatric profession the power to fashion individual patient histories into cases, cases which simultaneously emphasise the individuality of a patient, while condensing, i.e. ‘fixing’ their identities that they may be constituted ‘an object for a branch of knowledge and a hold for a branch of power’. This thesis, while recognising the validity of this argument, explores how the clinical practices and philosophical outlook of dynamic psychiatry in the early twentieth century enabled both patient and psychiatrist to negotiate the construction of the psychiatric case note record, and consequently of patients’ individual identities. D. K. Henderson, physician superintendent of Gartnavel between 1921 and 1932, was one of the first, if not the first psychiatrist fully to incorporate dynamic principles into the working practices of a British mental hospital. Initiating methods of case note taking and staff meeting consultation (now integral components of modern day psychiatric practice) he transported the teachings of his mentor, the Swiss émigré psychiatrist Adolf Meyer, to the everyday clinical practices of Gartnavel. The dissemination of dynamic psychiatry through Henderson’s published works and medical teachings is recognised as having integrally shaped the practices of Scottish psychiatry in the twentieth century. However, the significance of the unpublished case note records, produced under his superintendence of Gartnavel during the 1920s, as sources of historical enquiry has gone largely unrecognised. A near-unique archive of ‘dynamic’ case note records is used in this thesis to reveal, what Roy Porter termed, a ‘history from below’ of clinical practices and examinatory processes. For as Henderson employed stenographers and clinical clerks to record verbatim and semi verbatim the dialogues that passed between patients and psychiatrists within staff meetings and mental examinations, I, as Porter himself aspired to, take as the focus of my research a history of the ‘two-way encounters between doctors and patients’. By employing an interdisciplinary research method, one that incorporates Foucauldian, literary, critical medical humanities, as well as more traditional forms of medical history scholarship, I establish a history of dynamic psychiatry set within clinical encounters. Engaging with current debate, evolving primarily within the interdisciplinary sphere of the medical humanities, I argue these records reveal a history of medical humanism, one in which both patients and psychiatrists actively shaped the history of twentieth century Scottish psychiatry.

Dans le contexte des commémorations du centenaire de la Première Guerre mondiale, ce sujet tente de poser un regard neuf sur l’historiographie actuelle de la Grande Guerre. En effet, à partir de l’exemple des forces américaines présentes dans le Centre-Ouest de la France entre 1917 et 1921, il s’agit de tisser des connexions à toutes les échelles entre les deux rives de l’Atlantique. En octobre 1917, les Américains débarquent dans le port de La Rochelle-La Pallice, puis essaiment à travers la région selon un axe logistique vers Tours. De la Charente-Maritime à l’Indre-et-Loire en passant par la Charente, les Deux-Sèvres et la Vienne, cette thèse s’attache à comprendre comment par la présence américaine, le Centre-Ouest devient un espace ouvert sur le monde. Ce travail montre que partout où ils stationnent jusqu’en 1921, les Américains changent la physionomie des villes aussi bien matériellement que culturellement. Ces aspects permettent de revenir sur le terme d’américanisation souvent analysé de façon « unidirectionnelle » par les historiens. De plus, les liens amoureux nés entre les Françaises et des Sammies d’où sont issus des mariages permettent de réfléchir à un dialogue à propos des identités genrées de part et d’autre de l’océan. En apportant un nouvel éclairage sur l’histoire économique, sociale et culturelle d’une zone de l’arrière durant la Grande Guerre, ce travail inscrira le Centre-Ouest dans une histoire connectée, une histoire à l’échelle mondiale, grâce aux fonds d’archives départementaux, communaux et nationaux
In the context of the First World War centennial celebrations, this thesis aims towards a new comprehension of the current Great War historiography. Indeed, based on the example of the American forces established in the Central-West region of France between 1917 and 1921, the goal is to find the various connections created on all levels, between the two sides of the Atlantic. In October 1917, the Americans arrive at La Pallice, the port of La Rochelle, and from there they scattered through the region along a logistical axe, towards Tours. From Charente-Maritime to Indre-et-Loire, through the regions of Charente, Deux-Sèvres and Vienne, this study seeks to understand how via the American presence, the Central-West region opened up to the world. The paper shows that up to 1921 wherever there is an American base, the material and cultural physiognomy of the city changes. These aspects enable us to re-examine the term « Americanization » often used by historians in a unidirectional way. Furthermore, the love relationships that flourished between Frenchwomen and Sammies and the marriages that ensued offer the opportunity to reflect on a dialogue about gendered identities on either side of the ocean. Bringing a new light on the economic, social and cultural history of a zone at the back of the Great War, this study places the Central-West region in a connected history, on a scale that is international, thanks to county, communal and national archives

The enactment of the North America Free Trade Agreement (NAFTA) was intended to reduce tariffs on most goods by 2008 among Canada, the United States, and Mexico, and to create the largest regional market outside the European Union. Early research conducted to investigate the relationships between tariffs elimination and trade volume focused mainly on macrolevel effects with mixed results, without acknowledging the possible influence from exchange rate fluctuations. After 20 years, NAFTA has provided the opportunity to observe a significant reduction in tariffs between 1994 and 2013. Skepticism regarding the relationship between trade liberalization and the regional economy, and the controversy still surrounding NAFTA, suggests that other factors might influence trade, making the current study relevant. The purpose of this study was to investigate possible relationships between exchange rate fluctuations and trade volume during a period when tariffs were eliminated. This study focused on 2 basic theories of preferential trade and the exchange rate, and data were collected on imports-exports between Mexico and the United States. Regression analyses showed a relationship between exchange rate fluctuation and trade volume when tariffs are eliminated. The findings may help exporters and unions understand the implications of other factors affecting trade. The findings may also help union leaders understand how other economic factors may have implication on global economy rather than focusing solely on trade agreements, and to better strategize in addressing social issues of concern related to globalization.

Abstract (sommario):
This thesis presents two papers dealing with international trade policy in North America. The first is "An Empirical Analysis of Protectionist Forces in the United States and Canada" and the second is "Imports as a Cause of Injury: the Case of the 1986 Softwood Lumber Dispute". The first paper addresses the question of what motivates firms and industries to initiate "less than fair value" (LFV) complaints. The theory of rent-seeking is tested by analyzing data on the frequency of countervailing duty and antidumping complaints from 1975 to 1987 in both Canada and the U.S. A reduced form model is specified that expUcitly incorporates factors that are assumed to affect the supply and demand for protection, including federal elections, business cycles, and statutory changes to laws governing antidumping and countervailing duty procedures. The results indicate that the frequency of LFV cases, in both the U.S. and Canada, rise during low points in the business cycle, and when relative competitiveness and profitability in manufacturing decline. The second paper takes a specific countervailing duty case, that of the Canada-U.S. softwood lumber dispute of 1986, and addresses the question of whether the U.S. industry suffered injury from the alleged less than fair valued Canadian lumber imports. The relationship between various measures of injury for the U.S. industry and various hypothesized causal factors, including stumpage prices, is analyzed. The six measures of injury are: prices, output, market share, employment, accounting profits, and stock market profits. Structural models are specified and reduced form models tested for the 1975 to 1987 time period. The analysis indicates that stumpage prices, as proxied by B.C. stumpage levels, appear to have had littie effect on any injury sustained by the U.S. industry. Alternative specifications, using "leaked rents" to the B.C. industry as a proxy for the alleged subsidy, also showed little effect on the U.S. industry. Business cycle effects and the exchange rate are the most important determinants of performance. Counterfactual simulations using tiie estimated equations permit the hypothesizing of how the U.S. industry would have fared under alternative economic scenarios. This provides a useful framework for evaluating causes of injury, since one can control for all other factors besides those alleged to be unfair.

Recently, our corporations are often in an inferior position during the patent litigation with foreign manufactures, especially in the United States International Trade Commission’s investigations based on section 337 of the Tariff Act. However, just because previously lose, our corporations become to focus on protection and use of intellectual property rights, and begin to execute patent analysis and mapping of existing or possible products development in future to improve their patent force and control potential risks of patent infringement from competitors. Accordingly, this article focuses on the United States International Trade Commission’s investigations based on section 337 of the Tariff Act. Firstly, this article introduces protection and constitutive requirements of section 337 of the Tariff Act and the whole procedure and date limit of the United States International Trade Commission’s Investigations. Second, this article collects leading cases of the International Trade commission’s investigations between foreign competitors and our corporations, figures out standpoint of ITC in each cases and generalizes the strategies which is conducive to our corporations. Finally, this article analyzes forgoing investigations and leading cases in ITC and integrates some practical advices for our corporations when facing the ITC’s investigations based on sections 337 of the Tariff Act for consultation.

Popular Education in Latyns-Amerika, Progressiewe Onderwys in die VSA, Sosialistiese Onderwys in Tanzanie en People's Education in die RSA kan b)voorbeeld almal as voorbeelde van benydingsonderwys beskou word. In hierdie studie word die ontstaan, ontwikkeling, aard en wese van bovermelde onderwysvorme beskryf en vergelyk. Eers word aandag gegee aan die ontstaan en ontwikkeling van Popular Education en word die opvattings van onder andere Paulo Freire en Antonio Gramsci oor die verband tussen onderwys, bevryding en verandering bespreek. Daama word die historiese ontwikkeling van onderskeidelik Progressiewe Onderwys, Sosialistiese Onderwys en People's Education beskryf en bespreek. Die onderwysvorme word vervolgens met mekaar vergelyk en ooreenkomste en verskille blootgele. Ten slotte word bevrydingsonderwys aan die hand van opvoedkundige kriteria beoordeel en aanbevelings met betrekking tot onderwysverandering en -vemuwing in die RSA gemaak.
Education for liberation is a world-\"ide phenomenon. However, it is not named the same throughout the world. Popular Education in Latin America, Progressive Education in the USA Socialistic Education in Tanzania en People's Education in the RSA can, for instance, all be viewed as examples of education for liberation. In this study the origin, development and nature of the above-mentioned forms of education are described and compared. Firstly, the origin and development of Popular Education and the views of inter alia Paulo Freire and Antonio Gramsci regarding the relationship between education, liberation and change are discussed. Thereafter, the historical development of Progressive Education, Socialistic Education and People's Education are described and discussed. These forms of education are subsequently compared and similarities and differences are disclosed. Lastly, education for liberation is evaluated according to educational criteria and recommendations concerning educational change and renewal in the RSA are made.
