Abstract (sommario):
The relevance of the study is explained by the underdevelopment of the securities market in Ukraine, which barely started establishing the institutions and mechanisms of a market economy. Ukraine has a decentralised system of depository services, which hinders the development of the stock market, because the decentralised system of accounting for rights to securities complicates the procedure of transactions and increases risks. The purpose of the study was to investigate the international experience of securities depository in the rapidly expanding securities markets, especially in Eastern Europe and Asia, their technology, identifying their new functionality and dominant models of their architecture in the context of regulation, interaction of market participants and protection of their property rights. The main methods of study of international experience in the provision of securities custody services were empirical, analytical, and inductive methods, which together allowed describing the systems of securities circulation in different countries, analysing them to identify common features that are important for their implementation in Ukraine for integration into the global system of redistribution of financial resources. The study considered various securities storage systems, national depository systems, covered the features of national mechanisms of interconnection of all participants in the securities market, identified conceptual problems of securities market organisation in Ukraine, substantiated the need to adapt international experience for institutional development of the national depository system of Ukraine. The materials of the study have practical value for the development of the depository system in Ukraine as a basis for the functioning of the securities market, compatible with technological international depository systems in full functionality, which guarantees investors' property rights and enables Ukraine to become a full-fledged redistributor of global financial resources and, accordingly, to attract investments for economic development pursuant to international rules and standards of “transparent” functioning of securities markets, thus putting institutional barriers to corruption influences. The comparative analysis of depository systems of different countries allowed covering weaknesses in the existing depository system of Ukraine, outlining the conceptual approaches to legislative and organisational actions on its development

Abstract (sommario):
The problem of the connection between the amount of training of specialists and their employment in the field of economic activity at the current stage of economic development is becoming quite necessary for research. The education system must adjust its activities according to the needs of the labor market, and it, in turn, must provide information for education in a timely manner. This connection is fundamental and will help to ensure the perfect functioning of the markets under study. However, unfortunately, today the connection between the labor market and the market of educational services functions only conditionally. The main subjects of the educational services market are: applicants, parents, schools, employers, recruitment agencies, state institutions, other universities. Each of these subjects realizes certain economic interests. And only thanks to the functioning of the "win-win" system, maintaining the balance becomes possible. The researched interrelationships between the main subjects of the market of educational services indicate the imperfect functioning of the system today. By comparing the number of submitted applications for bachelor's degrees by field with the volume of their government orders, it became clear about the existing imbalance in the market. State-priority technical specialties are in minimal demand among applicants, who, instead, choose "fashionable" specialties. In turn, the university focuses on the demand of applicants, and this leads to an increase in the level of unemployment and oversaturation of the labor market with specialists in social sciences and the service sector. Another problem in maintaining the balance between education and the labor market is the passivity of employers. They do not provide timely information about existing problems and are not involved in forecasting the necessary specialists on the labor market. If, for example, the employer would involve students in solving existing problems, then everyone would be equally "winners". After all, students would have the opportunity to solve practical problems, and the company would receive new innovative solutions from students. By correcting this shortcoming, the functioning of the educational services market would improve significantly.

This paper introduces a theoretical market framework (TMF) for conceptualizing and designing electricity markets, integrating transmission system operator and distribution system operator (TSO–DSO) coordination mechanisms. The TMF represents a comprehensive tool that formalizes new, innovative market concepts and their impact on existing markets, and outlines fundamental categories and decisions essential to market design. This paper, through the TMF, addresses the integration challenges posed by new mechanisms for system services. Utilizing the TMF, the study maps 13 European demonstrators’ TSO–DSO coordination solutions, identifying real-world challenges in designing and implementing novel system services markets. Drawing on these real-world insights, the paper offers market design and policy recommendations to address and overcome the specific challenges in market-based TSO–DSO coordination.

Abstract (sommario):
An urgent task in the field of public administration of non-banking financial services markets is to improve the regulation of the insurance market. On the example of the insurance services market, the problems of the functioning of the financial market regulation system are highlighted. Suggestions for its improvement are presented to increase the competitiveness of these markets. The development of the Ukrainian insurance market after 2015 to the present has a positive trend, which indicates the effectiveness and managerial ability of the state regulation system. The indicators of the state of the insurance market of Ukraine in comparison with similar indicators of such markets in the countries of the European Union are considered. The dynamics of concentration of the insurance market of Ukraine over the past 15 years has been analyzed. The main trends in the development of competition in this financial sphere have been identified. The necessity of state regulation of the concentration of the insurance market is substantiated. Views on the methodology and tools used in the study of the concentration and competitiveness of the insurance market are presented. Suggestions for improving the methods are given. It is shown that from 2012 to 2019 the Herfindahl - Hirschman index for risky types of insurance and for the insurance market as a whole has been increasing. It is established that according to the gradation of financial market concentration levels using the Herfindahl - Hirschman index, the insurance market of Ukraine corresponds to the degree of low concentration. According to the value of the Herfindahl - Hirschman indicator, the concentration of the life insurance market during 2003 – 2019, with the exception of 2015, is moderate. But the total share of gross insurance premiums collected by the three largest insurance companies in 2017 – 2019 exceeded 50 % of all gross insurance premiums. According to the Ukrainian law, such a market is considered a monopoly. It is shown that when analyzing the state and development of the insurance market of Ukraine, it is advisable to supplement the values of the Herfindahl - Hirschman index with corrective coefficients that take into account regional characteristics of the market, types of insurance, additional indicators of its functioning efficiency. Measures are proposed to accelerate the development of the insurance market of Ukraine by improving its regulation system.

Abstract (sommario):
Information and analytical database for the market support is required to prevent communications of contradictory information to higher levels of management, with adverse effects for the process of taking rational management decisions. The article’s objective is to substantiate the information and analytical support for studies of the logistics services market, with constructing a system of statistical indicators for this market assessment, to be laid as the solid basis for elaborating medium-term and long-term strategies and policies of the logistics services market in Ukraine. A definition of information and analytical support for studies of the logistics services market is given; a review of secondary sources of data for this market studies is made. A conceptual model for information and analytical studies of the logistics services market is proposed. The key statistical indicators for studies of this market are identified, with substantiating the feasibility of their use in computing multivariate indicators for the assessment of performance and capacities of the logistics services market in Ukraine. The core criteria to be met by the abovementioned system of statistical indicators are highlighted. A system of statistical indicators for the assessment of the logistics services market is proposed, containing four modules. It allows for diagnosis of this market performance and tendencies, with accounting for the impact of other related markets and activities, and for forecasting. This system, constructed with consideration to the global practice, is designed for comprehensive studies of the logistics services market.

The article presents a modern view of understanding of "financial market" concept, as the development of financial technologies gradually influences the change of paradigm of its functioning, new financial institutions, institutions of market infrastructure, financial instruments are emerging, as well as the development of forms of alternative financing. On the base of the systematization, it is determined that the term "financial market" in the current scientific literature is considered from three positions, first as a mechanism of distribution of financial resources, secondly, as a system of economic relations, and thirdly as a set of markets and institutions. As a result of the research on the contrary to the popular opinion that the financial services market and the financial market are two separate markets, it has been substantiated that the financial services market is a part of the financial market, because financial instruments are formed through the provision of financial services. The financial market and the market of financial services have common subjects - financial intermediaries (banks, insurance companies, non-government pension funds, investment funds, etc.), but at the same time the objects of these two markets are different. Financial instruments are objects for financial markets, and services – for the market of financial services. Through the process of financial services providing, financial intermediaries ensure the fulfilment of the basic function of the financial market, which is the redistribution of financial resources in the economy, thereby creating financial assets, liabilities, etc., which is the basis for the formation of financial instruments. Taking into account of the impact of fintech on the development of the financial market, author's definition was presented in this work as a system of financial institutions (market subjects), which create the conditions for transactions with financial instruments of economic agents (market objects) using appropriate infrastructure and financial technologies. Transfer of flows of financial resources in the economy at national, subnational and global levels, adequate assess of financial risks and ability to absorb exogenous and endogenous shocks were determined as a purpose of the functioning of the financial market. Abstract (sommario):
The article is devoted to the topical issue of identifying the necessary steps and prerequisites for creating an efficient financial services market system in the modern financial world against the background of the development of innovative technologies. Given that the formation of an effective financial services market in modern conditions requires an integrated approach, including a certain list of key factors, the article's research aimed at finding information that would be relevant and help determine the main criteria and directions for improving the existing financial services market system. The author examines the key aspects of the formation and implementation of the financial services system and ensuring its efficiency through not only the use of the latest technologies but also compliance with new technological standards and norms. Particular attention was paid to ensuring the competitiveness of the system, namely, the development and implementation of innovative products and services, as well as innovative methods of conducting business by financial services market participants. The impact of the rapid development of financial innovations and the introduction of the latest technologies on the efficiency of financial institutions is studied. In particular, the author emphasizes the importance of applying blockchain technologies, the use of artificial intelligence (AI), and automated financial systems, which in turn can improve the quality of service and provision of financial services, as well as reduce the risks of unsuccessful financial transactions. The authors outline the need for cooperation with international organizations to meet the requirements and standards they need and to ensure the possibility of conducting global financial transactions that go beyond the financial services market in Ukraine. The article analyzes the importance of improving financial literacy among the population to create a more efficient and competitive financial services market characterized by consumer confidence and high quality of services provided since a high level of financial literacy among the population contributes to making the best decisions regarding the selection and analysis of financial services.

Introduction. The problem of interaction between the market of educational services and the labour market is becoming increasingly important. Each of these markets has its own characteristics that must be taken into account by both government and employers, students and other stakeholders. It is necessary to analyse the world experience of regulating this process, to study the current state of the problem, to develop ways to improve the situation in order to improve the mechanism of interaction between the labour market and education. This article focuses to the relationship between education and the labour market. Methods. During the work on the article were used: method of scientific abstraction - to substantiate conclusions, systematic analysis - to analyse the current situation in the market of educational services and labour market, statistical methods - to determine current trends in labour market and educational services market, comparison - for comparative analysis, methods of tabular and graphical presentation of information. Results. Problems of the relationship between the education system and the labour market have been identified. Proposals for improving the labour market situation have been substantiated. Prospects for the development of the market of educational services and the labor market are outlined. Recommendations for public authorities, business representatives and educational institutions to reduce the imbalance between supply and demand in the labour market have been developed. Discussion. In the future, it is planned to study the participation of education in the formation of human potential of the country, to study the factors that contribute to improving the quality of education in the network society, to identify quantitative relationships between education and other factors influencing career success. During the 20th century, most countries had their electricity production, transport and distribution organised as vertically integrated monopoly. Since the 90s more and more countries, especially in Europe, have replaced their state monopoly by an open market to manage their electrical power system. In order to settle a deregulated market of electricity, countries must adopt new methods and rules for trading electricity, planning production and managing the balance between electricity production and consumption of national power systems. In this context new tools are needed, such as software tools and information systems. This master thesis is part of an R&D project, aiming at developing software tools for the implementation of electricity markets, especially the mechanisms of bidding to buy and sell electricity on the Balancing Market. The new software developed by this R&D project is a generic software, based on a flexible model, and it should be adapted to different systems of electricity markets. The present master thesis report explains the principles and processes of electricity markets, focusing on the auction mechanisms for the purchase of electricity in real time: the Balancing Market. The report exposes different methods to regulate the stability of electricity network in different European countries (Regulation Services to maintain the balance between electricity production and consumption), and analyses different systems of Balancing Market in various countries; more specifically, it inludes syntheses of the balancing market systems in Romania, Hungary, Germany, France and the Nordic countries. From the confrontation of those systems, the basis for a new flexible model has been developed. This report aims to be useful for people who have to work on a project related to electricity market (especially this R&D project) and need to acquire the required knowledge about markets of electricity, regulation services and balancing markets (especially the market systems of Romania, Hungary, Germany, France and the Nordic countries).

Various multi-provider, multi-media and multi-technology systems have emerged from the convergence of communications and computing technologies. With such systems, the provision of services over heterogeneous networks with competing service providers becomes a very challenging issue. In the mobile communication environment, this trend is also accompanied by a reorganisation of the business model. For instance, with first generations of mobile systems, the network operator was also the service provider. This is now changing with the recent introduction of organisations that offer mobile services without owning a network infrastructure nor a radio licence to operate a network. It becomes therefore apparent that there will be a separation between the service and network provider roles in emerging mobile communication systems. This research study proposes a framework to allow this separation by allowing heterogeneous networks to support various service creation platforms. The proposal is organised around a set of 'digital marketplaces' where agents acting on behalf of users and organisations are able to trade communication services. These inter-agent interactions are performed according to a pre-defined auction protocol and controlled by a market provider. Dynamics of a marketplace are driven by economics principles so as to reach a market equilibrium where the demand of services equals its associated supply. In this context, scarce resources are preserved for users who value them most. In each marketplace, a reputation mechanism is in place to penalise network operators which are not fulfilling their contract commitments. Smart services can exploit the dynamics of a digital marketplace by exploiting more efficiently the radio resources. The key features of the proposed marketbased framework are a self-organisation in an environment where providers and users can register dynamically, a competition at the service level, the possibility to develop fairer pricing shemes and the integration of various service creation platforms over heterogeneous networks.

The concept of a bin leasing system represents an effort to use bins more extensively. In a leasing system one inventory of bins would be used by two‘or more annual users. System benefits would be lower per-use costs for the user and the opportunity for the lessor to make a profit. In order to establish a working data base of information, a mailed questionnaire was sent to 333 fruit and vegetable processors. The response rate on the survey was 45%. A typical bin is built of hardwood lumber, lasts about seven years, and costs an average of $36.53. Seventy-eight percent of the owners considered bin repair a problem, 85% thought bin transport was expensive, 96.5% agreed that bins were a significant investment. Overall, 66% considered bin leasing a viable option to ownership. Eastern North Carolina was chosen as the most promising leasing system location. The system will cater to cucumber/pepper processors and sweet potato packers. The method chosen to establish the system is to contract with one or more large companies to supply, on a lease basis, the required replacement bins for future years. A sample system was designed based on cost and revenue information received from area bin owners. Calculations yielded a net present value of $31,056.99 for a 15 year run of the system when using a discount rate of 12.5%. The effects of changes in key variables were analyzed. The most dramatic changes in NPV were due to changes in bin life and per-bin revenues.

Introduction: Despite Colombia having adopted a health system based on an insurance market, Bogota in 2004, as part of a left-wing government (elected for first time in the city), decided to implement a Primary Health Care (PHC) strategy to improve quality of life, level of population health and reduce health inequities. The PHC strategy has been implemented through the HomeHealth program by three consecutive governments over the last eight years in the context of continuous political tension stemming from differences between national and district health policies. This thesis is an attempt to provide a better understanding of the overall experience of implementing a PHC strategy in the context of a market-oriented health care system. The research aimed to evaluate results of the PHC strategy through the intervention of the Home Health program and to identify factors that have enabled or limited the on-going PHC implementation process in Bogota. Methods: This study used a combination of quantitative and qualitative methods. A descriptive analysis was performed to assess direct results of the PHC strategy in terms of progress in the Home Health program coverage and increases in health personnel ratios reaching out to poor and vulnerable groups in Bogota. A cross sectional analysis was carried out to evaluate qualities of the delivery of PHC services through the attainment of PHC essential dimensions in the network of first-level public health care facilities. An ecological analysis was performed to estimate the contribution of the PHC strategy, through the Home Health program, to improve child health outcomes and to reduce health inequalities. A qualitative multiple case study was conducted to identify contextual factors that have enabled or limited the on-going PHC implementation process in Bogota. Results: The descriptive analysis showed a notable initial increase and rapid expansion in the development of the PHC strategy between 2004 and 2007, followed by a period of slower growth and stagnation between 2007 and 2010. The cross-sectional analysis suggested that the Home Health program could be helping to improve the performance of first-level public health care facilities. Ratings assigned to PHC dimensions by different participants pointed out the need to strengthen family focus, community orientation, financial resources distribution, and accessibility. The ecological analysis showed that localities with high PHC coverage had a lower risk of under-five mortality, infant mortality and acute malnutrition as well as a higher probability of being vaccinated than low PHC coverage localities. The belonging to a high-coverage locality was significantly associated with risk reductions of under-five mortality (13.8%) and infant mortality by pneumonia (37.5%) as well as increases in the probability of being vaccinated for DPT (4.9%). Concentration curves and concentration indices indicated inequality reductions in all child indicators betwen 2003 and 2007. In 2007 (period after implementation), the PHC strategy was associated with a reduction in the effect of the inequality that affected disadvantaged localities in under-five mortality (24%), infant mortality rate (19%), acute malnutrition (7%) and DPT vaccination coverage (20%). The main facilitators of the results achieved so far by the PHC strategy were all related to the commitment and good will of actors at different levels. Longterm political commitment, support by local mayors and hospital managers, organized communities historically active in the process of social participation, as well as extramural work carried out by community health workers and health care teams were highly valued. Barriers to the implementation included the structure of the national health system itself, lack of a stable funding source, unsatisfactory working conditions, lack of competencies among health workers regarding family focus and community orientation, and limited involvement of institutions outside the health sector in generating intersectoral responses and promoting community participation. Conclusion: Despite adverse contextual conditions and limitations imposed by the Colombian health system itself, Bogota’s initiative of a PHC strategy has helped to improve the performance of first-level public health care facilities in the essential dimensions of PHC and has also contributed to improvement of child health outcomes and reduction of health inequalities associated with socioeconomic and living conditions. Significant efforts are required to overcome the market approach of the national health system. Structural changes to social policies at the national and district level are needed if the PHC strategy is expected to achieve its full potential. Specific interventions must be designed to have well-trained and motivated human resources, as well as to establish available and stable financial resources for the PHC strategy.

Recently, the widespread use of power system controllers, such as PSS and FACTS controllers, has led to the analysis of their effect on the overall stability of power systems. Many studies have been conducted to allocate FACTS controllers so that they achieve optimal power flow conditions in the context of Optimal Power Flow (OPF) analysis. However, these studies usually do not examine the effect of these controllers on the voltage and angle stability of the entire system, considering that the types of these controllers and their control signals, such as reactive power, current, or voltage, have significant effect on the entire system stability.

Due to the recent transition from government controlled to deregulated electricity markets, the relationship between power system controllers and electricity markets has added a new dimension, as the effect of these controllers on the overall power system stability has to be seen from an economic point of view. Studying the effect of adding and tuning these controllers on the pricing of electricity within the context of electricity markets is a significant and novel research area. Specifically, the link among stability, FACTS controllers and electricity pricing should be appropriately studied and modelled.

Consequently, in this thesis, the focus is on proposing and describing of a novel OPF technique which includes a new stability constraint. This technique is compared with respect to existent OPF techniques, demonstrating that it provides an appropriate modelling of system controllers, and thus a better understanding of their effects on system stability and energy pricing. The proposed OPF technique offers a new methodology for pricing the dynamic services provided by the system's controllers. Moreover, the new OPF technique can be used to develop a novel tuning methodology for PSS and FACTS controllers to optimize power dispatch and price levels, as guaranteeing an adequate level of system security. All tests and comparisons are illustrated using 3-bus and 14-bus benchmark systems.

The market of banking services and its features are analyzed, the main players in the market of banking services are singled out, the main macroeconomic indicators of the market of banking services are estimated. The problems of functioning of the market of banking services are analyzed and the forecast of development of the market of banking services is developed, offers on overcoming of existing problems are given.

With the goal of assuring the security, reliability and quality of the supply of electricity, the operation in real-time of the electric system requires the use of complementary services that may be contracted through markets specifically designed for these purpose or through bilateral contracts. The philosophy implemented with the legislative package of 1995 lead to a system were the ancillary services were contracted bilaterally nevertheless, with the realization of the Iberian Electricity Market (MIBEL), a fracture occurred and some ancillary services began to be contracted through market mechanism. The present work pretends to present the ancillary services required to achieve the referred objectives, the related economic aspects, the ancillary services market implemented in Portugal and in Spain and concludes with a critical analyses to the ancillary services in the National Electric System.

The thesis introduces a framework for analysing market monitoring and surveillance systems in order to provide a common foundation for researchers and practitioners to specify, design, implement, compare and evaluate such systems. The proposed framework serves as a reference map for researchers and practitioners to position their work in the context of market monitoring and surveillance, resulting in a useful instrument for the analysis, testing and management of such systems. More specifically, the thesis examines the new requirements for the operation of financial markets, the role of technologies, the recent consultations on the structure and governance of EU and US markets, as well as, future usage scenarios and emerging technologies. It examines the context in which market monitoring and market surveillance systems are currently been used. It reports on their processes, performance, and on the organisational and regulatory environments in which they exist. Furthermore, it develops a set of taxonomies which cover the majority of the concepts of market manipulation, market monitoring, market surveillance, entities, technologies and actors that are relevant for the work in this thesis. Building on the gaps and limitations of the current systems, it proposes a new framework following the Design Science methodology. The usefulness of the framework is evaluated through four critical case studies, which not only help to understand with practical exercises the way how markets monitoring and surveillance systems work, but also to investigate their weaknesses, potential evolution and ways to improve them. For each case study, the thesis develops a fully working prototype tested using a sample prosecution case and evaluated in terms of the appropriateness and suitability of the proposed framework. Finally, implications relating to policies, procedures and future market structures are discussed followed by suggestions for future research.

AbstractThe National Health Service and Community Care Act 1990, set in motion by the publication of the 1989 White Papers—Working for Patients and Caring for People, saw an intense time of policy change which would profoundly impact community and district nursing services. These papers ushered in the introduction of the internal market with purchaser/provider split between commissioners and providers of services, aiming for better services, better patient choice and to reduce costs. This chapter focuses on how the NHS was re-structured to facilitate this quasi-market organisation with Health Authorities (HAs), once pivotal, replaced by Primary Care Groups (PCGs) at the end of the decade. We document here the impact of these changes on the district nursing service as well as bringing to the fore that it was a service in crisis and in need of attention. Heavy caseloads coupled with a diminishing workforce led to a review of the grading system and an increasing use of ‘skill-mix’. We also highlight that aligned with internal marketisation ideals, funding of community services was based on a crude count of average number of contacts rather than based on the complexities of the role. As ever, there was a need for district nurses to ‘deliver more for less’ (Audit Commission, 1999, p. 94) at the end of the era.

AbstractDemand side management (DSM) is seen as a promising, cost-effective measure to cope with high shares of intermittent renewable energy in the electricity grid system. As the regulatory framework in Europe is changing in favor of opening up new market opportunities for DSM, the question is answered, which potentials are effectively available in the tertiary sector today and in the future. Results in this study are based on empirical data gathered from services companies. The collected data is of high quality and rich in detail and is of utmost importance for relevant model-based analyses. Additionally, the discussed acceptance rates of new technology or behavioral trends have a high impact on the results of the model analyses.

Background: The existing tradition of the state's extensive presence in the market for social services as a provider and guarantor of their minimum necessary amount has formed a set of corresponding consumer expectations, and this market is one of the most difficult objects for transformation, because it is a market where goods with very special properties are circulated. These goods are to be consumed by people regardless of their income. Liberalization of the market of social services forms an opportunity to organize competitive interaction between economic entities of all organizational and legal forms and forms of ownership in the process of meeting the basic needs of modern society, as well as initiates a dynamic expansion of the range of social services offered to consumers. Purpose: To analyze and evaluate the prerequisites and state of development of the social services market in Ukraine in the context of reforming the social service system. Methods: Theoretical method - to analyze the works of domestic and foreign scholars. Forecasting method - to develop forecasts for the development of the social services market and reform of the social services sector, to identify possible risks. Results: Having analyzed the reform of the social services system in Ukraine, we were able to identify the problems of creating a market for social services and highlight the main aspects of reforming this system. Conclusion: Conclusion: Thus, the results of the study confirmed the need to reform the system of social services provision by creating a market through the denationalization of the "budgetary sphere" and the involvement of socially oriented organizations and commercial structures. Abstract Combined Cycle Gas Turbines, CCGTs, are often considered as the bridging technology to a decarbonized energy system thanks to their high exploitation rate of the fuel energetic potential. At present time in most European countries, however, revenues from the electricity market on their own are insufficient to operate existing CCGTs profitably, also discouraging new investments and compromising the future of the technology. In addition to their high efficiency, CCGTs offer ancillary services in support of the operation of the grid such as spinning reserve and frequency control, thus any potential risk of plant decommissioning or reduced investments could translate into a risk for the well-functioning of the network. To ensure the reliability of the electricity system in a transition towards a higher share of renewables, the economic sustainability of CCGTs must be preserved, for which it becomes relevant to monetize properly the ancillary services provided. In this paper, an accurate statistical analysis was performed on the day-ahead, intra-day, ancillary service, and balancing markets for the whole Italian power-oriented CCGT fleet. The profitability of 45 real production units, spread among 6 market zones, was assessed on an hourly basis considering local temperature, specific plant layouts, and off-design performance. The assessment revealed that net income from the ancillary service market doubled, on average, the one from the day-ahead energy market. It was observed that to be competitive in the ancillary services market CCGTs are required to be more flexible in terms of ramp rates, minimum environmental loads, and partial load efficiencies. This paper explores how integrating a Heat Pump and a Thermal Energy Storage within a CCGT could allow improving its competitiveness in the ancillary services market, and thus its profitability, by means of implementing a model of optimal dispatch operating on the ancillary services market.

In the winter of 1996, Canada's third largest financial institution, the Bank of Montreal, launched a now infamous advertising campaign in which it asked the question: Can a bank change? While the resulting ads naturally responded in the affirmative, many other large financial institutions were asking themselves the same question. The dramatic acceleration since the mid-to-late 1980's of the rate at which banks are establishing branches and/or investing in financial institutions outside of their home markets combined with the dismantling by governments around the world of many traditional regulatory restrictions is resulting in the re-making of the financial services industry in its entirety. Central to this process has been a wave of mergers and alliances, many of which increasingly cut across the classical sectoral sub-divisions (commercial banking, securities, insurance etc.). The end result has been the gradual emergence of singular financial amorphisms capable of offering any service globally. In addition to these structural changes, an important result of this wave of mergers, alliances and foreign investment has been that financial institutions have become global players in terms of market presence, rather than just loan portfolios. This, in turn, has meant that the volume and importance of international trade in financial services has substantially increased in recent years. As the international trade of financial services has developed, governments have sought to establish a framework of rules to govern it. However, this process has not occurred in a vacuum. Over the past 15 years, international trade in goods has become substantially freer, international trade in services (of which financial services constitute a part) has grown dramatically, and international capital flows have become more open. While volumes have been written about both international trade in goods and international capital flows and a burgeoning literature exists on trade in services, comparatively little has been written specifically about international trade in financial services. This paper is designed to help fill this void. The core of the paper consists of three specific cases: (1) the Canada-United States Free Trade Agreement (CUSFTA); (2) the North American Free Trade Agreement (NAFTA); (3) the World Trade Organization (WTO) Agreement on Trade in Financial Services. These selections constitute a logical progression. The CUSFTA was the first trade agreement ever to include provisions on financial services. The NAFTA, negotiated shortly thereafter contains the most far-reaching provisions in the world in this area. Finally, the WTO Financial Services Agreement marks the first time that such disciplines have been successfully negotiated on a global level. In order to make an examination of an Agreement consisting of 56 different schedules possible, this section will focus on the commitments of a number of sample countries in a specific region of the world, namely Latin America.

Before the 1990s, Mongolia had a health care system that largely depended on hospital-based services. The country’s hospital sector was characterized by the extensive use of an excessive number of acute beds, a large number of medically unjustified admissions, and lengthy hospital stays. In the early 1990s, the Government of Mongolia started socioeconomic reforms as part of the transition to a market economy. It requested the Asian Development Bank (ADB) to support health sector reforms in the country. This paper describes the hospital sector in Mongolia along with the reforms and results achieved, challenges that remain, and ongoing and future directions for ADB support to better respond to the needs of the people.

This case study introduces the concept of ecosystem valuation through a hypothetical drinking water scenario in the Solomon Islands. Solomon Islanders, along with all humans, benefit from the resources and processes supplied by natural ecosystems that are increasingly threatened due to human demands. On top of this, ecosystem services are undervalued in a market-based system. This case study gives readers a real-world perspective of the applicability, opportunities, and confounding factors that exist when valuing ecosystem services.

The Strengthening Host and Refugee Populations in Ethiopia (SHARPE) programme uses a market systems development approach to promote increased self-reliance and economic opportunities for refugees and host communities through the piloting and scaling of interventions across different sectors. This approach is based upon understanding the economic barriers that refugee and host communities face, and working with key stakeholders – including businesses, government, and service providers – to improve market function for people in these regions. This report focuses on evaluating the impacts of investments SHARPE has made in the financial market system, which have focused on developing markets for digital financial services in refugee hosting areas. A highlight of the evaluation are two co-developed randomized control trials, designed to help SHARPE and its partners overcome constraints found while implementing the programme. The report finds evidence that robust markets for digital financial services are emerging in refugee hosting areas near Jijiga and are a little farther behind in Dollo Ado. Enrolment in the mobile money product, HelloCash, has been quite robust, though lower among women and refugees. HelloCash users are more likely to report financial inclusion (beyond inclusion through Hello Cash); they are 8.8 percentage points more likely to report being self-employed; they are 6.1 percentage points more likely to report typically having enough income; and they appear less food insecure than non-users. To try to enrol more women and refugees and catalyse HelloCash use among those groups, we conducted two randomized trials, one which allowed high volume customers to refer customers and receive a small bonus for doing so, and one which provided inactive customers with small incentives to start using the system. The former trial led to increased enrolment, but the share of women and refugees enrolling did not change; the latter led to increased use among women, but not refugees. We conclude with some ideas about further experiments to catalyse more use among refugees.

In the global economic model, the service sector continues to gain ground on the manufacturing sector and trends such as the integration of new technologies into production processes are advancing inexorably. Advanced economies are pushed to specialise, supported by their regional innovation systems, and cities are emerging as key and strategic centres of activity. In this context, Knowledge Intensive Business Services (KIBS) are presented as critical due to their capacity to promote innovation within the regional productive fabric and smart specialisation strategies, the promotion of advanced manufacturing, the generation of quality employment and the stimulation of economic growth, especially in urban environments. This is why many cities, prioritizing KIBS to stimulate their economy, need to create and retain talent for this sort of industry. Likewise, vocational and education training (VET) systems, such as the Basque VET system, have so far developed their greatest strengths in the field of manufacturing knowledge. Due to this, VET seems to be obliged to adapt to this new scenario, in which KIBS and cities stand out, in order to continue to maintain their level of excellence. KIBS have been extensively examined, but until now no one had posed the following questions: What is the role of vocational training in KIBS? To what extent are VET profiles (and will VET profiles be) relevant in KIBS? This study will show an emerging trend in the labour market. This is the growing relevance of technology profiles with VET background in KIBS, especially in technology-based KIBS. VET technology profiles can be consolidated as one of the main implementing agents of the digital transformation (cybersecurity, blockchain, cloud computing, UX design, artificial intelligence, scientific computing...). To this end, hybridisation with other fields of knowledge but also with studies of other kinds such as university studies may be essential.

Access to piped sewage in Latin America and the Caribbean (LAC) cities has been on the rise in recent decades. Yet achieving high rates of end-user connection between dwellings and sewage pipelines remains a challenge for water and sanitation utilities. Governments throughout the region are investing millions in increasing access to sewage services but are failing in the last mile. When households do not connect to the sewage system, the full health and social benefits of sanitation investments fail to accrue, and utilities can face lost revenue and higher operating costs. Barriers to connect are diverse, including low willingness to pay for connection costs and/or the associated tariffs, liquidity and credit constrains to cover the cost of upgrades or repairs, information gaps on the benefits of connecting, behavioral obstacles, and collective action failures. In contexts of weak regulation and strong social pressure, utilities typically lack the ability to enforce connection through fines and legal action. This paper explores the scope of the connectivity problem, identifies potential connection barriers, and discusses policy solutions. A research agenda is proposed in support of evidence-based interventions that have the potential to achieve higher effective sanitation coverage more rapidly and cost-effectively in LAC. This research agenda must focus on: i) quantifying the scope of the problem; ii) understanding the barriers that trigger it; and iii) identifying the most cost-effective policy and market-based solutions.

Can energy storage (ES) increase the share of renewable energy (RE) in total generation in Latin America and the Caribbean (LAC)? The rationale for using ES in combination with RE in the LAC region is that it can enable a larger scale deployment of cost-saving intermittent RE, with which the region is highly endowed, without threatening grid stability or the ability to meet electricity demand. To test this rationale, the paper considers three case studies that represent the key market types in LAC: a small off-grid town, a small island country, and a large interconnected market. ES technologies can increase the share of intermittent RE in total generation by: (i) providing backup power at times when intermittent RE technologies cannot generate power (to maintain grid stability); and/or (ii) providing energy management services that allow system operators to forecast when they will be able to use electricity from intermittent RE (to maintain the ability to meet electricity demand at all times).

This deliverable outlines the sustainability and business plan of the Key Exploitable Result (KER) identified in WP6 with the most potential for commercialisation. The report includes a summary of the KER Solution for marine sensors to measure and forecast oxygen, heat and pH related Extreme Marine Events onsite for aquaculture – monitoring system for extreme marine events at aquaculture sites (WP6), a market analysis in terms of the market size and value, target market, competition, market needs that are being addressed as a result of the co-development process. Information is provided on agreements arranged to continue the service in the demonstrator post project with the creation of MOUs between industry partners and a service level agreement with the cloud provider EGI foundation. The report reviews the size of the markets for the KER, the viable commercial plan and the investment sources to be pursued to further develop the results.
