Urban planning policies in New South Wales (NSW), Australia are continuously being reformed, in order to make them more economic development friendly. These reforms are concerned with making development approvals easier and faster. The implementation of these reforms and their outcomes in Greater Sydney, NSW, vary according to the local socio-economic conditions. The affluent communities in Greater Sydney are very concerned about these reforms and actively resist their application in their areas. They are successful in avoiding the application of reformed urban planning policies. However, the lower socio-economic parts of Greater Sydney in the outer areas are not able to engage with these urban policy issues. The reformed urban policies are fully applied in the poorer areas, often resulting in excessive and poor-quality urban development. Past research on urban planning policy development, application and outcomes in Sydney has not investigated selective planning policy application and its differential outcomes. This paper analyses the selective application of some recent urban planning policy reforms as they relate to socio-economic division in Greater Sydney. The research argues that the selective application of urban planning policy in Greater Sydney is reinforcing socio-economic division there.

Ozone and fine particles (PM2.5) are the two main air pollutants of concern in the New South Wales Greater Metropolitan Region (NSW GMR) due to their contribution to poor air quality days in the region. This paper focuses on source contributions to ambient ozone concentrations for different parts of the NSW GMR, based on source emissions across the greater Sydney region. The observation-based Integrated Empirical Rate model (IER) was applied to delineate the different regions within the GMR based on the photochemical smog profile of each region. Ozone source contribution was then modelled using the CCAM-CTM (Cubic Conformal Atmospheric model-Chemical Transport model) modelling system and the latest air emission inventory for the greater Sydney region. Source contributions to ozone varied between regions, and also varied depending on the air quality metric applied (e.g., average or maximum ozone). Biogenic volatile organic compound (VOC) emissions were found to contribute significantly to median and maximum ozone concentration in North West Sydney during summer. After commercial and domestic sources, power generation was found to be the next largest anthropogenic source of maximum ozone concentrations in North West Sydney. However, in South West Sydney, beside commercial and domestic sources, on-road vehicles were predicted to be the most significant contributor to maximum ozone levels, followed by biogenic sources and power stations. The results provide information that policy makers can use to devise various options to control ozone levels in different parts of the NSW Greater Metropolitan Region.

AbstractGeographic information systems (GIS) have emerged in the past few decades as a technology capable of assisting in the control of infectious disease outbreaks. A Legionnaires’ disease cluster investigation in May 2016 in Sydney, New South Wales (NSW), Australia, demonstrated the importance of using GIS to identify at-risk water sources in real-time for field investigation to help control any immediate environmental health risk, as well as the need for more staff trained in the use of this technology. Sydney Local Health District Public Health Unit (PHU) subsequently ran an exercise (based on this investigation) with 11 staff members from 4 PHUs across Sydney to further test staff capability to use GIS across NSW. At least 80% of exercise participants reported that the scenario progression was realistic, assigned tasks were clear, and sufficient data were provided to complete tasks. The exercise highlighted the multitude of geocoding applications and need for inter-operability of systems, as well as the need for trained staff with specific expertise in spatial analysis to help assist in outbreak control activity across NSW. Evaluation data demonstrated the need for a common GIS, regular education and training, and guidelines to support the collaborative use of GIS for infectious disease epidemiology in NSW. The offshore Sydney Basin is unique frontier acreage because it is adjacent to Australia's largest gas and petroleum market on the east coast of New South Wales. Although the onshore Sydney Basin has been tested by more than 100 petroleum exploration wells, no wells have been drilled offshore.New South Wales Permit NSW/P10 has an area of 9419 km2 and extends over the offshore northern and central Sydney Basin which contains Upper Carboniferous to Middle Triassic lithiclastic and siliciclastic sedimentary rocks and volcanics. Maximum depth to magnetic basement in NSW/P10 is greater that 9 km in the southern Macquarie Syncline and south of the New England Fold Belt at the continental margin. Recent seismic reprocessing and aeromagnetic surveying have focused the exploration effort on northern NSW/P10 where thick (greater than 1600 m) Upper Permian section containing source and reservoir facies is predicted. Other areas in the permit are less prospective because of widespread intrasedimentary magnetic bodies or the absence by erosion of Upper Permian and Triassic section.The Sydney Basin is an exhumed basin that reached its maximum depth of burial in the Early Cretaceous prior to basinwide uplift of 1.5-3.5 km during the Tasman Sea rifting. The magnitude and timing of the exhumation can be demonstrated with fluid inclusion, magnetisation, fission track and vitrinite reflectance data. The presence of commercial quantities of oil or gas in Upper Permian reservoirs depends on trap integrity having been maintained during the epeirogeny, or the re-migration of hydrocarbon into new traps.

Sydney Gas Ltd (SGL) believes that the growth of the new and exciting coal seam methane (CSM) industry will certainly offer significant economic, social, and environmental benefits to the State of NSW within both the short and the long-term.This paper overviews SGL’s CSM resource development program for the Sydney Basin in general. SGL’s acreage provides an extensive contiguous coverage of the Sydney Basin, and is ideal as it straddles the main gas transmission line from Wollongong to Newcastle.Gas content is one of the most crucial parameters for CSM resource development. This paper also discusses the method adopted by SGL highlighting the pitfalls in the gas content measurements adopted by previous explorers that caused substantial under-estimation of the CSM resource in the Southern Sydney Basin. Gas content determination comprises three components, i.e. lost gas (Q1), desorbed gas (Q2) and residual gas (Q3). Evaluation of earlier data acquired under an ambient temperature rather than reservoir temperature, was the first source of error which resulted in under-estimating gas content calculation. Zero time for desorption measurements was previously set at core retrieval time rather than core cutting time generating an additional error. That is particularly significant in a highly stress-sensitive coal seam such as the Bulli which is the main target for the CSM resource development in the Southern Sydney Basin.This paper has also addressed the commercial case for developing CSM as a new energy source in NSW, for so long dependent upon coal and interstate gas.

Sydney has been shaped by tourism but in a large metropolis, where tourist experiences so often overlap with everyday activity, its impact often escapes attention. Urban tourism involves not just international visitors, but people from interstate and regional NSW and even day trippers, who all see and use the city differently. Tourist Sydney has never been the same as workaday Sydney – the harbour, beaches, city centre, the Blue Mountains and national parks to the north and south loomed disproportionately large in the tourist gaze, while vast swathes of suburbia were invisible.

Smoke aerosol dispersion and transport have a significant impact on air quality levels and can be examined by environmental monitoring and modelling techniques. The purpose of this study is to determine the characteristics of the smoke aerosols and the level of air quality during November and December 2019 under the influence of extensive bushfires in the Sydney area, New South Wales (NSW), Australia. To achieve this goal, air quality and meteorological data were analysed in combination with remote sensing satellite measurements. Meteorological and air quality data were obtained from the Bureau of Meteorology (BOM) and Environmental Protection Agency monitoring sites in NSW. In Richmond the daily maximum average hourly concentration of particulate matter (PM10) was 848.9 μg/m3 at 07:00 UTC on 26 November 2019 and 785 μg/m3 at 07:00 UTC on 12 December 2019. On 10 December 2019, the highest PM10 recorded in the Sydney region was 961.5 μg/m3 in St Marys at 01:00 UTC, while the highest PM2.5 concentration was 714.6 μg/m3 in Oakdale in southwest Sydney at 18:00 UTC. These values all decreased again to the standard level (<50 μg/m3) in a few days. The potential sources of smoke aerosols originated from bushfires to the northwest of Sydney (Blue Mountains) as well as from southwest and northwest NSW. The smoke plumes were revealed by the combined AOD values from Aqua and Terra sensors on the MODIS satellite. In each case, the smoke travelled towards the east coast of Australia and out over the Pacific Ocean. The NAAPS model displays the existence of smoke at ground level, while the CALIPSO satellite data showed that the plumes extended 14 km up into the stratosphere layer. Backward trajectories obtained from the HYSPLIT model agree well with the movement of smoke plumes observed in the MODIS satellite images.

Eisteddfods had long been commonplace in Australia, but this competition began for political rather than cultural reasons in 1932, when organisers of the Harbour Bridge celebrations decided that since the spectacular edifice had made Sydney an icon on the world map, the city needed to cultivate a more sophisticated image. In observing events that led to its establishment, the project looks at the technological revolution of the 1920s and the social upheaval of the jazz age. This thesis observes that Sydney competition was Welsh only in name and grew from the political roots of the high and lowbrow debates that had come to divide society. In examining these issues, this thesis focuses on the Sydney contest, the talent that rose from its stages and the cultural revival that exploded in its wake. Written as a narrative history, this thesis draws mostly from empirical sources. It includes a statistical analysis and a substantial amount of original material

The purpose of the present study is to examine the genetic and morphological variation found in narrow-range endemic terrestrial invertebrate species at different geographic scales, and the ramifications of this for their systematics, management and conservation. The listed endangered land snail Meridolum corneovirens and several related forms are restricted to the Sydney region, and were used to address the above issues. Morphological, anatomical, allozyme and DNA data were obtained for a total of 77 populations from across the known range of Meridolum. A particular emphasis was placed on the forms found across the Sydney region. The analysis of the different datasets, both individually and in combination indicate at least 35 taxa mostly parapatric and seven genera were represented. This includes several previously unrecognised taxa. The analysis supports the conclusion that Meridolum corneovirens belongs to a new genus. This includes several species found from eastern Sydney south along the coast to Nowra. A total of six new species and five new genera are described. The conservation and management of narrow-range endemics such as Meridolum corneovirens provide a number of challenges to conservation managers. The alternative of listing a gene pool rather than listing species separately is proposed and explore

Although Fort Denison is purported to be close to the heart of Sydneysiders, extensive studies on the island are confined to the realm of grey literature. This thesis seeks to resolve this lacuna by investigating whether Fort Denison stood as a symbol of pride or folly in the local context from 1840-2000. By employing a cultural history approach, this study foregrounds the diverse meanings and perceptions that have accumulated in popular material since its physical reconfiguration as a fortification. In doing so, this examination reveals that Fort Denison’s place and meaning in Sydney was frequently contested.

The purpose of this study was to determine the indicators of customer satisfaction and service success of a newly established paediatric outreach nursing service. Referring agents and care recipients were both consumers of the paediatric outreach nursing service. Both groups of consumers were surveyed to determine their satisfaction with the service delivery. Two satisfaction survey tools were developed to measure customer satisfaction. The tools were piloted and refined prior to distributing them. Both tools had a series of closed-ended questions and 3 open-ended questions. Eight service indicators were developed. These were designed to test the effectiveness of the service provided. The service indicators were piloted over two periods of three months and then modified based on the findings of the pilot period. The Paediatric Outreach Service (POS) is a positive service model for health care delivery. The survey results indicated that stakeholders were generally satisfied with the service delivery. When measured against service indicators that were developed for POS, the service performance was above average, with some opportunity to improve practice. Underpinned by a family-centered framework, POS has the capacity to empower children and their families in the planning and implementation of a management plan for the child’s illness. Such empowerment may lead families to practice better healthcare, develop better health-seeking practices and ultimately lead to healthier children. The results from this study has implications for nursing practice. The data obtained from this study may be useful to service providers considering commencing a paediatric outreach nursing service. Data may also be useful for existing service providers to use in order to review the aspects that consumers value against the service they currently provide. Abstract (sommario):
Agriculture, industry and medicine are being altered by new biological technologies. Today's students are the citizens who will make decisions about associated ethical issues. They need to have the knowledge that will enable them to make informed choices. Hence biotechnology has an important place in science education. The aims of the research were to: 1/describe the state of biotechnology teaching in NSW; 2/determine whether teachers in NSW do not teach biotechnology because they do not have the necessary knowledge and experience; 3/identify other reasons why NSW teachers choose not to teach biotechnology; 4/describe problems encountered in teaching biotechnology in NSW; 5/suggest ways in which the problems encountered in the teaching of biotechnology can be overcome. Quantitative and qualitative methods were used in a complementary way to investigate these aims. In a sample of teachers surveyed, many reported that they chose not to teach biotechnology because they did not have adequate knowledge and experience. Other obstacles were identified. These were: 1/ the difficulty of the subject matter; 2/ the lack of practical work; 3/ lack of a program for biotechnology in junior science. The results of this trial suggested that a biotechnology unit should be developed in collaboration with the teacher and that time needs to be made available for school based program development.

Declaring in the late 1950s that Sydney City was in much need of a car free civic square, Professor Denis Winston, Australia’s first chair in town and country planning at the University of Sydney, was echoing a commonly held view on how to reconfigure the city for a modern-day citizen. Queen’s Square, at the intersection of Macquarie Street and Hyde Park, first conceived in 1810 by Governor Lachlan Macquarie, remained incomplete until 1978 when it was developed as a pedestrian only plaza by the NSW Government Architect under a different set of urban intentions. By relocating the traffic bound statue of Queen Victoria (1888) onto the plaza and demolishing the old Supreme Court complex (1827), so that nearby St James’ Church (1824) could becoming freestanding alongside a new multi-storey Commonwealth Supreme Court building (1975), by the Sydney-based practise of McConnel Smith and Johnson, the civic and social ambition of this pedestrian space was assured. Now somewhat overlooked in the history of Sydney’s modern civic spaces, the adjustment in the design of this square during the 1960s translated the reformed urban design agenda communicated in CIAM 8, the heart of the city (1952), a post-war treatise developed and promoted by the international architect and polemicist, Josep Lluis Sert. This paper examines the completion of Queen’s Square in 1978. Along with the symbolic role of the project, that is, to provide a plaza as a social instrument in humanising the modern-day city, this project also acknowledged the city’s colonial settlement monuments beside a new law court complex; and in a curious twist in fate, involving curtailing the extent of the proposed plaza so that the colonial Supreme Court was retained, the completion of Queen’s Square became ultra – civic.

South of Campbelltown, wedged between Sydney’s two great rivers, where the Georges and the Nepean almost meet is Macarthur. In the early 1810s, to go beyond Campbelltown was to leave the authority of colonial Sydney - a colonial ultra vires frontier. Here are squarehouses that date from the mid-1810s, some were built during the height of Sydney’s frontier wars, before the 1816 Appin Massacre, which secured colonial control over all of Macarthur. These squarehouses are archaeologically intriguing as they are almost square, not large, have thick sandstone walls, some have ‘slot openings’ and others small openings. Were these squarehouses built with a defensive premise in mind, the openings for use as ‘gunloops’ as much as ventilation? If so they would be architectural evidence of the frontier wars. The suggestion is that these small squarehouses, often overlooked as just an outbuilding in the homestead aggregation, were among the first buildings built on a property. If built on contested land, its presence would have acted as notification of a land claim, while its physical structure provided a bolthole from which one could defend life and property - a private blockhouse. Blockhouses existed right across the British settler empire, with common standards constructed for defence in frontier areas from South Africa to New Zealand, Canada and the United States. So it should be no surprise to find them at the beginning of colonial NSW and yet it is, and this raises questions as to why this distinctive colonial structure is missing in Australia. The placement of these squarehouses and the prospect of their loops - their surveillance isovists over creeks and valleys, would provide historical insight into the colonial consolidation of these landscapes.

Cross ventilation is a more effective ventilation strategy in comparison to single-sided ventilation. In the NSW Residential Flat Design Code1 (RFDC) the majority of apartments are required to adopt cross ventilation. However, in the case of studio and one-bedroom apartments, it is acknowledged that single-sided ventilation may prevail. Deep plan studio and one-bedroom apartments may achieve lower amenity of summer thermal comfort and indoor air quality where mechanical ventilation is not provided by air conditioning. Since compliance with the code may allow up to 40% of apartments in a development in Sydney to be single sided, it is important to understand the natural ventilation performance of such apartments. The objective of this paper is to investigate the natural ventilation potential in single-sided ventilated apartments to improve indoor air quality and thermal comfort. This investigation includes simulating various facade treatments involving multiple opening and balcony configurations. Balcony configurations are included in this study because, in Sydney, a balcony is a compulsory architectural element in any apartment building. The study uses computational fluid dynamics (CFD) software to simulate and predict the ventilation performance of each apartment configuration. This study suggests that properly configured balconies and openings can significantly improve indoor ventilation performance for enhanced indoor air quality and thermal comfort, by optimizing the available prevailing wind. However, it is important to note that inappropriately designed fac¸ade treatments also could diminish natural ventilation performance.

Internationally, the COVID-19 pandemic has profoundly disrupted the education sector. While NSW has avoided the longer periods of remote learning that our colleagues in Victoria and other countries have experienced, we have nonetheless been provoked to reflect on the nature of schooling and the systemic support we provide to transform the learning of each student and enrich the professional lives of staff within our Catholic learning community. At Catholic Education Diocese of Parramatta (CEDP), a key pillar of our approach is to create conditions that enable everyone to be a leader. Following the initial lockdown period in 2020 when students learned remotely, we undertook an informal teacher voice piece with the purpose of engaging teachers and leaders from across our 80 schools in Greater Western Sydney to reflect on and capture key learnings. This project revealed teachers and leaders reported very high feelings of self-efficacy, motivation and confidence in their capacity to learn and lead in the volatile pandemic landscape. These findings raised the question: how do we enable this self-efficacy, motivation and confidence in an ongoing way? This paper documents the systematic reflection process undertaken by CEDP to understand the enabling conditions a system can provide to activate everyone to be a leader in the post-pandemic future and the key learnings emerging from this process.

The grid structures consist of wide roads at a city scale and define Superblocks, each with a network of narrower streets. My paper investigates the form-function interrelationships of these structures from morphological perspectives against a backcloth of theory that stresses an integrated network of streets as the prerequisite for a convenient and synergetic environment, with a specific focus on road/street networks, and mix and distribution of functional activities. Both qualitative and quantitative methods (including space syntax) are used to investigate four Superblocks from two pairs of Chinese and Japanese cities: Xi’an and Kyoto, and Nanjing and Osaka, from three aspects: integration, connection and interaction. Here I focus on the Nanjing-Osaka pair and the findings demonstrate clear but divergent patterns between the two cities, which are indicative of general differences between Chinese and Japanese Superblocks: there are very strong interrelationships between the street network and distribution of activities in the Japanese Superblocks, but these are much less evident in the Chinese Superblocks and this results largely from the extensive Chinese cultural practice of building walls around compounds. It reveals some structural disadvantages, leading to congestion of traffic and functional activities in some strategic locations in Chinese Superblocks. Coffs Harbour on the north coast of NSW is a highway city sandwiched between the Great Dividing Range and the Pacific Ocean. For thousands of years it was the traditional land of the numerous Gumbaynggirr peoples. Tourism now appears to be the major industry, supplanting agriculture and timber getting, while a large service sector has grown up around a sizable retirement community. It is major holiday destination. Located further away from the coast in the midst of a dairy farming community, Bellingen has become a centre of alternative culture which relies heavily on a variety of festivals activated by energetic tree changers and numerous professionals who have relocated from Sydney. Both communities rely on the visitor economy and there have been considerable changes to how local government in this region approach strategic planning for arts and culture. The newly built Coffs Harbour Education Campus (CHEC) is an experiment in encouraging cross pollination between innovative businesses and education and incorporates TAFE NSW, Coffs Harbour Senior College and Southern Cross University as well as the Coffs Harbour Technology Park and Coffs Harbour Innovation Centre all on one site. The 250 seat Jetty Memorial Theatre is the main theatre in Coffs Harbour for local and touring productions while local halls and converted theatres are the mainstay of smaller communities in the region. As peak body Arts Mid North Coast reports, there is a good record of successful arts related events which range across all genres of music, art, sculpture, Aboriginal culture, street art, literature and even busking and opera. These are mainly managed by passionate local volunteers.

Overview Skin cancer prevention is a component of the new Cancer Plan 2022–27, which guides the work of the Cancer Institute NSW. To lessen the impact of skin cancer on the community, the Cancer Institute NSW works closely with the NSW Skin Cancer Prevention Advisory Committee, comprising governmental and non-governmental organisation representatives, to develop and implement the NSW Skin Cancer Prevention Strategy. Primary Health Networks and primary care providers are seen as important stakeholders in this work. To guide improvements in skin cancer prevention and inform the development of the next NSW Skin Cancer Prevention Strategy, an up-to-date review of the evidence on the effectiveness and feasibility of skin cancer prevention activities in primary care is required. A research team led by the Daffodil Centre, a joint venture between the University of Sydney and Cancer Council NSW, was contracted to undertake an Evidence Check review to address the questions below. Evidence Check questions This Evidence Check aimed to address the following questions: Question 1: What skin cancer primary prevention activities can be effectively administered in primary care settings? As part of this, identify the key components of such messages, strategies, programs or initiatives that have been effectively implemented and their feasibility in the NSW/Australian context. Question 2: What are the main barriers and enablers for primary care providers in delivering skin cancer primary prevention activities within their setting? Summary of methods The research team conducted a detailed analysis of the published and grey literature, based on a comprehensive search. We developed the search strategy in consultation with a medical librarian at the University of Sydney and the Cancer Institute NSW team, and implemented it across the databases Embase, MEDLINE, PsycInfo, Scopus, Cochrane Central and CINAHL. Results were exported and uploaded to Covidence for screening and further selection. The search strategy was designed according to the SPIDER tool for Qualitative and Mixed-Methods Evidence Synthesis, which is a systematic strategy for searching qualitative and mixed-methods research studies. The SPIDER tool facilitates rigour in research by defining key elements of non-quantitative research questions. We included peer-reviewed and grey literature that included skin cancer primary prevention strategies/ interventions/ techniques/ programs within primary care settings, e.g. involving general practitioners and primary care nurses. The literature was limited to publications since 2014, and for studies or programs conducted in Australia, the UK, New Zealand, Canada, Ireland, Western Europe and Scandinavia. We also included relevant systematic reviews and evidence syntheses based on a range of international evidence where also relevant to the Australian context. To address Question 1, about the effectiveness of skin cancer prevention activities in primary care settings, we summarised findings from the Evidence Check according to different skin cancer prevention activities. To address Question 2, about the barriers and enablers of skin cancer prevention activities in primary care settings, we summarised findings according to the Consolidated Framework for Implementation Research (CFIR). The CFIR is a framework for identifying important implementation considerations for novel interventions in healthcare settings and provides a practical guide for systematically assessing potential barriers and facilitators in preparation for implementing a new activity or program. We assessed study quality using the National Health and Medical Research Council (NHMRC) levels of evidence. Key findings We identified 25 peer-reviewed journal articles that met the eligibility criteria and we included these in the Evidence Check. Eight of the studies were conducted in Australia, six in the UK, and the others elsewhere (mainly other European countries). In addition, the grey literature search identified four relevant guidelines, 12 education/training resources, two Cancer Care pathways, two position statements, three reports and five other resources that we included in the Evidence Check. Question 1 (related to effectiveness) We categorised the studies into different types of skin cancer prevention activities: behavioural counselling (n=3); risk assessment and delivering risk-tailored information (n=10); new technologies for early detection and accompanying prevention advice (n=4); and education and training programs for general practitioners (GPs) and primary care nurses regarding skin cancer prevention (n=3). There was good evidence that behavioural counselling interventions can result in a small improvement in sun protection behaviours among adults with fair skin types (defined as ivory or pale skin, light hair and eye colour, freckles, or those who sunburn easily), which would include the majority of Australians. It was found that clinicians play an important role in counselling patients about sun-protective behaviours, and recommended tailoring messages to the age and demographics of target groups (e.g. high-risk groups) to have maximal influence on behaviours. Several web-based melanoma risk prediction tools are now available in Australia, mainly designed for health professionals to identify patients’ risk of a new or subsequent primary melanoma and guide discussions with patients about primary prevention and early detection. Intervention studies have demonstrated that use of these melanoma risk prediction tools is feasible and acceptable to participants in primary care settings, and there is some evidence, including from Australian studies, that using these risk prediction tools to tailor primary prevention and early detection messages can improve sun-related behaviours. Some studies examined novel technologies, such as apps, to support early detection through skin examinations, including a very limited focus on the provision of preventive advice. These novel technologies are still largely in the research domain rather than recommended for routine use but provide a potential future opportunity to incorporate more primary prevention tailored advice. There are a number of online short courses available for primary healthcare professionals specifically focusing on skin cancer prevention. Most education and training programs for GPs and primary care nurses in the field of skin cancer focus on treatment and early detection, though some programs have specifically incorporated primary prevention education and training. A notable example is the Dermoscopy for Victorian General Practice Program, in which 93% of participating GPs reported that they had increased preventive information provided to high-risk patients and during skin examinations. Question 2 (related to barriers and enablers) Key enablers of performing skin cancer prevention activities in primary care settings included: • Easy access and availability of guidelines and point-of-care tools and resources • A fit with existing workflows and systems, so there is minimal disruption to flow of care • Easy-to-understand patient information • Using the waiting room for collection of risk assessment information on an electronic device such as an iPad/tablet where possible • Pairing with early detection activities • Sharing of successful programs across jurisdictions.
