The taxonomy of several genera of the tribe Dicerurini (subfamily Porricondylinae) is revisited, induced by the discovery of 11 new species in Malaise catches of various provenances. The bulk of the specimens interpreted here is of Swedish origin. Species described as new to science are Desertepidosis grytsjoenensis sp. nov. (from Sweden), D. robusta sp. nov. (Sweden), Linnaeomyia pratensis sp. nov. (Czech Republic), Neurepidosis ekdalensis sp. nov. (Sweden), N. emarginata sp. nov. (Sweden, Czech Republic), N. hybrida sp. nov. (Sweden), Tetraneuromyia brevipalpis sp. nov. (Sweden, Slovak Republic), T. discrepans sp. nov. (Sweden), T. errata sp. nov. (Sweden), and T. lapponica sp. nov. (Sweden). A new genus, Gardenforsia gen. nov., is introduced for G. oelandica sp. nov. (Sweden), a new species with regressive male morphology. The generic definitions of Desertepidosis Mamaev & Soyunov, 1989 (including Ubinomyia Mamaev, 1990 syn. nov. as new junior synonym) and Linnaeomyia Jaschhof & Jaschhof, 2015 are revised. A key to males of Desertepidosis is presented. New information on the morphology and geographic distribution is provided for Linnaeomyia hortensis Jaschhof & Jaschhof, 2015; Tetraneuromyia bulbifera Mamaev, 1964; and T. lamellata Spungis, 1987.

Abstract (sommario):

Traditionally, Sweden has been portrayed as an active bridge-builder in international politics in the 1960s and 1970s. The country advocated a “third way” toward democratic socialism and greater “justice” in international affairs, but these foreign policy prescriptions were never applied to European affairs. This article examines Sweden's relations with Europe by contrasting European integration with the Cold War. Negotiations on Swedish membership in the European Communities and Swedish policy at the Conference on Security and Cooperation in Europe were influenced by a general Berührungsangst toward Europe, which persisted during the years of détente. Because Swedish decision-makers believed that heavy involvement in European affairs would constrict Sweden's freedom of action, Swedish leaders' moral proclamations were applied exclusively to distant Third World countries rather than the egregious abuses of human rights in the Soviet bloc.

With an area of 450 000 km2, Sweden is one of the largest countries in Western Europe. It is 1500 km from north to south. It has nearly 9 million inhabitants (20 per km2). It is a constitutional, hereditary monarchy with a parliamentary government. Sweden is highly dependent on international trade to maintain its high productivity and good living standards. Many public services are provided by Sweden's 289 municipalities and 21 county councils. Municipal responsibilities include schools, child care and care of the elderly, as well as social support for people with a chronic mental illness. The county councils are mainly responsible for healthcare, including psychiatric care, and public transport at the regional level. Sweden is characterised by an even distribution of incomes and wealth. This is partly a result of the comparatively large role of the public sector.

Since the late 1970s, as part of an intensified peace propaganda campaign, the Soviet Union has sought to create a nuclear-free zone in Sweden and northern Europe. Simultaneously, it has increased its criticism of Sweden's defense, partly to offset the effects of Soviet submarine violations of Swedish waters. These violations have increased since the stranding of the U-137 in 1981 and have seriously impaired Soviet-Swedish relations. The Soviet leaders perceive new opportunities with the advent of the Social Democrats in Sweden, whose active foreign policy favors détente and disarmament rather than the arms race. Important factors in the background include growing East-West tension, with Soviet superiority in northern Europe, and the political and economic stagnation, militarization, and “KGB-ization” of Soviet society.

AbstractCaloplaca lucifuga Thor sp. nov. is described and reported from Denmark, England, France, Germany, Italy and Sweden. It is only found sterile and is mainly characterized by its endophloedic, sorediate thallus, chemistry and habitat. In Sweden, the species is found in dense wooded pastures dominated by Quercus robur, growing on the bark of very old trunks of Quercus robur or, rarely, Tilia cordata. Outside Sweden, it is found also on Castanea sativa, Fagus sylvatica and Ulmus glabra.

Rasha Shaaban, a campaigner, feminist, DJ and storyteller based in Sweden, discusses her experiences as someone who is local to both Gothenburg and Alexandria. The interview discusses the current political situation in Sweden, including the rise of the right and its effects on Swedish political culture and the LGBTQ communities; what Europe looks like from the perspective of newcomers, including what we have in common as well as what we experience differently; and the role of intercultural dialogue in making other Europes visible. She also discusses other geographical commonalities, as expressed for example in the cultures of the Mediterranean.

Title: CAN Europe – Market Research of Sweden

Strategic question: How can CAN Europe launch the internationally standardised vocational skills assessment tests successfully to Sweden? The purpose of this master thesis is to provide the company with comprehensive information about the Swedish market and to suggest ways to implement the launching process.

Research questions:

What are the characteristics of the Swedish labour and recruitment market?
Are the Swedish companies interested in using CAN Europe’s tests?
What would be the suitable marketing mix when entering the Swedish market?

Methods: Besides the comprehensive collection of secondary data, the primary data was collected by the means of an open-ended questionnaire among large companies and recruitment agencies in Sweden. The research was conducted in order to gather in-depth information about the recruitment field in Sweden.

Conceptual Framework: Theories of ‘The International Marketing Task’, ‘The Country Notebook’ and ‘The Market entry plan’ were used. Theories and concepts were chosen for the purpose that they would support each other and could be used by combining them when making the analysis of the findings.

Conclusion: According to the study, Sweden seems to be highly potential country for CAN Europe to enter since the relevant aspects for successful launch exist in the market i.e. in terms of companies’ interest and needs, and the characteristics of the skills assessment and recruitment market in Sweden.

Abstract (sommario):

Queen Christina of Sweden (1626-1689) utilized art in many ways to promote herself and assert power in Baroque Europe. Previous scholars have addressed either Christina’s use of art to safeguard authority as Swedish regnant, or her expressions of sovereignty as an erstwhile Protestant queen in Rome, but no scholarship to date has addressed the topic of how Christina’s patronage developed, or explored how motifs employed early on later reappeared. This dissertation brings together both sides of the equation to provide a comprehensive understanding of how Queen Christina’s patronage developed in Stockholm, and how her approach evolved as she became a fixture in Rome. The deployment of the arts was necessary to assert Christina’s authority in a patriarchal environment and ultimately, to politically legitimize herself as an independent royal woman. An initial review of royal imagery of her father King Gustav II Adolf (1594-1632) provides the background for examination of early patronage promoting Christina, which drew upon Gustav’s precedents while beginning to establish her as a majestic leader in her own right. Originally the queen’s autonomy was limited by a constitutional rewrite as others steered her image for their own benefit, but Christina matured to make her own choices and developed an approach to patronage that continued throughout her life. My research contributes to our understanding of Christina’s development as art patron by examining commissions that counteract this administrative system that restrained her sovereignty. Portraits from her majority rule relied on iconography and visual rhetoric to influence a select audience, while her coronation and abdication proceedings, by contrast, were multisensory public events that broadly proclaimed her capacity to rule. Hence my analysis ranges from the subtle reading of particular images to taking stock of the language of sheer pageantry of those more public visual displays. After abdication Queen Christina had virtually no political clout, but as dowager regnant, she wielded art and patronage to maintain social standing and power. My research considers how Christina deployed the arts to craft her public persona and express her individuality within the male-dominated political structure of the Vatican even as others played off her remarkable abdication with patronage of their own. Christina’s approach was based on precedents developed in Sweden, and she applied them to her Roman situation with varied success. Through many challenges, scandals, and adversities, art was a potent vehicle both for Christina and for those around her to capitalize on her unique status in the history of Baroque Europe.

The European Union faces challenges related to climate change, security of energy supply, and competitiveness of European industries. Energy efficiency indicators are required for monitoring and controlling the effectiveness of policies such as the recently endorsed Energy Efficiency Directive. This thesis aims at assessing whether traditionally used energy efficiency indicators capture the development of energy efficiency in the iron and steel sector. The study is based on results from two statistical methods: a top-down, i.e. Malmquist productivity index, and a bottom-up, i.e. partial least squares regression. The specific energy consumption (the indicator representing the sector within the Odyssee energy efficiency index) was scrutinised together with associated indicators based on economic production using the aforementioned statistical methods. The results demonstrated the specific energy consumption does not capture the characteristics of the value chain of steel products. Therefore, it is not sufficient for capturing the energy efficiency of iron and steel industries. Previous studies suggest using indicators based on economic production (e.g. value added) since they represent the value chain to larger degree. However, the value creation process of companies belonging to larger international groups cannot be estimated reliably. Furthermore, the trends of both types of indicators tend to be highly influenced by structural changes, veiling the actual efficiency development. Energy use statistics published by international organisations were also compared for the Swedish case. The results demonstrated that international organisations use different methodologies for allocating energy use statistics between consumption and transformation sectors. The method has significant implications on the trends observed, if based on openly available statistics. This thesis complements previous research by reviewing implications of traditional energy efficiency indicators based on company data, national statistics or openly available statistics and contributes with insights essential for future efforts towards improving energy efficiency indicators for the steel industry.
Den europeiska unionen står inför utmaningar relaterade till minskad klimatpåverkan, säkerställd energitillgång samt konkurrenskraften hos europeisk industri. Energieffektiviseringsindikatorer krävs för att övervaka och kontrollera effektiviteten hos energipolicy såsom det nyligen antagna energieffektiviseringsdirektivet. Den här avhandlingen syftar till att bedöma om traditionellt använda energieffektiviserings-indikatorer fångar järn- och stålsektorns utveckling inom energi-effektivitet. Studien är baserad på resultat från två statistiska metoder: en top-down-metod, Malmquists produktivitetsindex, och en bottom-up-metod, partiella minsta kvadratmetoden. Den specifika energikonsumtionen – indikatorn som representerar sektorn i Odyssees energieffektiviseringsindex – granskades tillsammans med andra energieffektivitetsindikatorer med hjälp av de ovan nämnda statistiska metoderna. Resultaten visade att specifik energikonsumtion inte fångar karaktären av stålprodukternas värdekedjor. Indikatorn är därför inte tillräcklig för att fånga energieffektivitet inom järn- och stål-industrier. Tidigare studier föreslår att använda indikatorer baserade på ekonomisk produktion (exempelvis förädlingsvärdet) då de representerar värdekedjan till högre grad. Förädlingsvärdet kan dock inte uppskattas tillförlitligt för företag som tillhör större internationella grupper. Trend-erna hos båda typerna av indikatorer tenderar dessutom att påverkas av strukturella förändringar, vilka döljer den riktiga effektivitetsutvecklingen. En jämförelse gjordes även av energianvändningsstatistik publicerad av olika internationella organisationer för det svenska fallet. Resultaten demonstrerade att internationella organisationer använder olika metoder för att allokera energianvändning mellan konsumtions- och omvandlings-sektorer i statistiken. Metoden påverkar observerade trender signifikant om de baseras på öppet tillgänglig statistik. Avhandlingen kompletterar tidigare forskning genom att belysa innebörden av traditionella energieffektiviseringsindikatorer baserade på företagsdata, nationell statistik eller öppet tillgänglig statistik samt bidrar med insikter som kommer att vara väsentliga för framtida satsningar i att förbättra energieffektiviseringsindikatorer för stålindustrin.

This dissertation explores the role of Absolutist states in the transition from feudalism to capitalism in Western Europe. Three general questions are addressed: (1) what are the determinants of variations in the autonomy of rulers? (2) what are the consequences of variations in autonomy for states policies? and (3) what are the effects of various state policies on economic development? A new theoretical framework, based on a synthesis of the neoclassical economic literature on principal-agent relations and current organizational theory in sociology, is developed to answer these three questions. Case studies of Absolutism in England, France, Sweden, and Spain are used to illustrate the explanatory power of the theory.

In the field of European studies, the notion of ‘differentiated integration’ (Stubb 1996) was developed in the late 1990s as an alternative to the crude membership/non-membership dichotomy. While the theoretical benefits of this approach are broadly discussed in the existing literature, further empirical studies have been deemed necessary (Holzinger and Schimmelfennig 2012). The Nordic states constitute a particularly interesting laboratory in order to study this phenomenon. Indeed, while these states share several socio-economic and political characteristics, they also differ in terms of their relationship with the European Union. Several studies on these relationships emphasise the relevance of certain contextual variables as key explanatory factors for the variation in attitudes between the Nordic states. However, there is also lack of analysis that looks into the domestic political features that these countries share. Furthermore, most studies in the field tend to ignore the respective government’s positions on European integration, and mostly adopt a top-down approach when focusing on the nation-state as a whole. Adopting a most similar systems design, this thesis aims to answer the following question: have Nordic government preferences on European integration been influenced by domestic political factors? In order to answer this question, four domestic variables are introduced and analysed: relative strength of parties in parliament; composition of government; type of government; and government ideology. Within this comparative framework, three Nordic countries have been selected: the first one belonging to the ‘inner core’ of the European Union (Finland);; while the second is located at its ‘outer core’ (Sweden);; and the third one serves as a control case as an ‘EU-outsider’ which is still located in the Union’s ‘inner periphery’ (Norway). For each state, the analysis starts in the early 1990s, when ‘Europe’ developed into a politically salient issue in domestic politics. The focus is furthermore set on their respective government’s positions regarding five distinct policy areas: participation in the European Economic Area; application for European Union membership; participation in the Schengen Area; participation in the Economic and Monetary Union; and participation in European Battle Groups. The main findings of the thesis suggest that when analysing governments’ positions on (differentiated) European integration, the domestic political features should not be downplayed. For instance, the Swedish government’s opposition to participation in the EMU in 1997 is mostly explained by a lack of party consensus over this issue, unlike in Finland where a broad inter-party agreement was secured for this policy area. The analysis further suggests that studies on party and government preferences on Europe should focus on policy areas rather than on the issue of integration as a whole. Such a focus provides for better understanding of the nature of ‘Euroscepticism’ in the Nordic region and, to a broader extent, in Europe.

In this study, international recommendations for history education issued by UNESCO and the Council of Europe are compared with the construing of history in national guidelines, teachers’ perceptions and the results of students’ work in history in Sweden. The study shows how history education from the 1960s onwards could be critical and oriented towards minorities in a global world, clearly in line with the recommendations of UNESCO. International understanding, unity in diversity and safeguarding the local heritage in many ways became part of students’ historical consciousness.

Syftet med uppsatsen är att analysera utlokaliseringen av tekoindustrin i EU15. Man finner svaren i följande frågor: Vilka faktorer bidrar till omflyttning av produktionen till låglöne-länder? Vilka är vinnarna och förlorarna på denna omstrukturering? Hur klarar den Euro-peiska tekoindustrin av dessa utmaningar? Att redogöra för varje EU-land är för omfattan-de därför valdes Sverige och Portugal beroende på att respektive land har en utvecklad och mindre utvecklad ekonomi. Därutöver riktas deras produktion mot olika sektorer av teko-industrin vilket möjliggjorde landsjämförelsen. Största delen av datan har samlats från SourceOECD’s hemsida då den innehåller information som är viktigast for uppsatsen. Re-sultatet visar att när industrin utvecklas och marknaden till slut blir överhettad börjar indu-strilandet att flytta produktionen utomlands, fokuseringen ändras och impörten blir allt vik-tigare. Denna process sker gradvis med hjälp av liberalisering av världshandel och EU ut-ökning.

The purpose of this paper is to analyze the location dynamics of textile and clothing industries in the EU15. Specifically, it seeks to answer the following questions: What are the factors that contribute to the relocation of European production to low-wage countries? Who are hurt by these changes and who gain? How does the European textile and clothing industry cope with these challenges? It is beyond the scope of this paper to analyze the T/C industry of each EU15 member state. Instead, it specifically investigates Sweden and Portugal’s textile and clothing sectors simply because the former represents Europe’s old economy while the latter the most recent one. In addition, each country devotes its production to the different sectors of the industry, hence this cross-country comparison. Majority of the data is gathered from SourceOECD as the webpage contains information of most value to this paper. The result of this study shows that as an industry matures and competition heats up pricing measures, the developed country moves production operations overseas, ends up as a net importer of the good and shifts focus toward other activities. This process takes effect gradually but the liberalisation of world trade and European enlargement are a few contributing factors which helped anchor relocation decisions.

The assumption is made that the construction of states'identities and identification of threats is a mutual process. For this reason special attention is paid to the construction of threats, embedded in a specific structure of the securitisation process. The author tries to answer to the questions of how identities are reproduced through the discourse on security and what information the analysis of national identities'constructions of Germany, Great Britain, Sweden andLithuania can provide about the contemporary ideas of a collective European identity using combination of Alexander Wendt's theoretical framework for analysing states'identities and the Copenhagen school's securitisation approach.

Abstract This paper provides an overview of thermal spray activities in Finland, Sweden, Norway, and Denmark. In Finland, thermal spray technology has widest use in pulp and paper processing, protecting various types of rolls and cylinders. In Sweden, the technology is of great importance in the manufacture of aero engines and industrial gas turbines. In Norway, thermal spraying is widely used in offshore applications, including subsea oil drilling enterprises, and in Denmark, thermal spraying is used in boilers, maritime diesel engines, and for wear resistance of machine tool components. Development and innovation in thermal spray technology in northern Europe is dominated by research conducted in Finland and Sweden, followed by Denmark and Norway.

Leading up to the 2024 European Parliament election, much attention was given to the anticipated gains of populist parties across Europe. While some populist parties made significant advances, the overall outcome was more moderate than expected. Sweden deviated from this general trend, witnessing gains for left-wing parties and a surprising setback for the populist radical right. The 2024 elections marked a historic decline for the Sweden Democrats, the first instance since their formation in 1988 that they regressed in comparison to previous national and European Parliament elections. This decline is particularly notable following their strong performance in the 2022 national elections, where they became Sweden’s second-largest party. This article examines these developments, drawing on existing research, media reports and exit polls, with a focus on the Sweden Democrats’ campaign strategies, election results and voter behaviour. The article concludes with a discussion of the implications of these election outcomes for both Swedish domestic politics and the broader European political landscape. We believe the climate crisis will be resolved in cities. Today, while cities occupy only 2% of the Earth's surface, 57% of the world's population lives in cities, and by 2050, it will jump to 68% (UN, 2018). Currently, cities consume over 75% of natural resources, accumulate 50% of the global waste and emit up to 80% of greenhouse gases (Ellen MacArthur Foundation, 2017). Cities generate 70% of the global gross domestic product and are significant drivers of economic growth (UN-Habitat III, 2016). At the same time, cities sit on the frontline of natural disasters such as floods, storms and droughts (De Sherbinin et al., 2007; Major et al., 2011; Rockström et al., 2021). One of the sustainability pathways to reduce the environmental consequences of the current extract-make-dispose model (or the "linear economy") is a circular economy (CE) model. A CE is defined as "an economic system that is based on business models which replace the 'end-of-life' concept with reducing, alternatively reusing, recycling and recovering materials in production/distribution and consumption processes" (Kirchherr et al., 2017, p. 224). By redesigning production processes and thereby extending the lifespan of goods and materials, researchers suggest that CE approaches reduce waste and increase employment and resource security while sustaining business competitiveness (Korhonen et al., 2018; Niskanen et al., 2020; Stahel, 2012; Winans et al., 2017). Organizations such as the Ellen MacArthur Foundation and Circle Economy help steer businesses toward CE strategies. The CE is also a political priority in countries and municipalities globally. For instance, the CE Action Plan, launched by the European Commission in 2015 and reconfirmed in 2020, is a central pillar of the European Green Deal (European Commission, 2015, 2020). Additionally, more governments are implementing national CE strategies in China (Ellen MacArthur Foundation, 2018), Colombia (Government of the Republic of Colombia, 2019), Finland (Sitra, 2016), Sweden (Government Offices of Sweden, 2020) and the US (Metabolic, 2018, 2019), to name a few. Meanwhile, more cities worldwide are adopting CE models to achieve more resource-efficient urban management systems, thereby advancing their environmental ambitions (Petit-Boix & Leipold, 2018; Turcu & Gillie, 2020; Vanhuyse, Haddaway, et al., 2021). Cities with CE ambitions include, Amsterdam, Barcelona, Paris, Toronto, Peterborough (England) and Umeå (Sweden) (OECD, 2020a). In Europe, over 60 cities signed the European Circular Cities Declaration (2020) to harmonize the transition towards a CE in the region. In this policy brief, we provide insights into common challenges local governments face in implementing their CE plans and suggest recommendations for overcoming these. It aims to answer the question: How can the CE agenda be governed in cities? It is based on the results of the Urban Circularity Assessment Framework (UCAF) project, building on findings from 25 interviews, focus group discussions and workshops held with different stakeholder groups in Umeå, as well as research on Stockholm's urban circularity potential, including findings from 11 expert interviews (Rezaie, 2021). Our findings were complemented by the Circular Economy Lab project (Rezaie et al., 2022) and experiences from working with municipal governments in Sweden, Belgium, France and the UK, on CE and environmental and social sustainability.

For decades, the population of the European eel has been in severe decline. In 2007, the European Union decided on a Regulation establishing measures for the recovery of the stock, which obliged Member States to implement a national Eel Management Plan by 2009. Sweden submitted its plan in 2008. According to the Regulation, Member States shall report regularly to the EU-Commission, on the implementation of their Eel Management Plans and the progress achieved in protection and restoration. The current report provides an assessment of the eel stock in Sweden as of spring 2024, intending to feed into the national reporting to the EU in August this year. This report updates and extends previous evaluation reports by Dekker (2012, 2015) and Dekker et al. (2018, 2021). In this report, the impacts on the stock - of fishing, restocking and mortality related to hydropower generation - are assessed. Other anthropogenic impacts (climate change, pollution, increased impacts of predators, spread of parasites, disruption of migration due to disorientation after transport, and so forth) probably have an impact on the stock too, but these factors are hardly quantifiable, and no management targets have been set. For that reason, and because most factors were not included in the EU Eel Regulation, these other factors are not included in this report. Our focus is on the quantification of silver eel biomass escaping from continental waters towards the ocean (current, current potential and pristine) and mortality risks endured by those eels during their whole lifetime. The assessment is broken down on a geographical basis, with different impacts dominating in different areas (west coast, inland waters, Baltic coast). In the last decade, a break in the downward trend in glass eel recruitment has been observed, with recruitment no longer declining consistently. Whether that relates to recent protective actions, or is due to other factors, is yet unclear. Nevertheless, recruitment levels remain at historically low levels. This report contributes to the required international assessment, but does not discuss the causing factors behind the recent recruitment trend and the overall status of the stock across Europe. For the different assessment areas, results summarise as follows: On the west coast, a commercial fyke net fishery on yellow eel was exploiting the stock, until this fishery was completely closed in spring 2012. A fishery-based assessment no longer being achievable, we present trends from research surveys (fyke nets). Insufficient information is currently available to assess the recovery of the stock in absolute terms. Obviously, current fishing mortality is zero (disregarding the currently unquantifiable effect of illegal fishing), but none of the other requested stock indicators (current, current potential and pristine biomass) can be presented. The formerly exploited size-classes of the stock show a recovery in abundance after the closure of the commercial fishery, and the smaller size classes show a break in their decline in line with the recent global trend of glass eel recruitment. In order to support the recovery of the stock, or to compensate for anthropogenic mortality in inland waters, young eel has been restocked on the Swedish west coast since 2010. Noting the quantity of restocking involved, the expected effect (ca. 50 t silver eel) is relatively small, and hard to verify – in comparison to the potential natural stock on the west coast (an order of 1000 t). However, for the currently depleted stock, the contribution will likely constitute a larger share of silver eel escapement. For inland waters, this report updates the 2021 assessment, with substantial changes in methodology being the use of a new natural recruitment model, and the full separation of Trap & Transport catches from the fisheries statistics. The assessment for the inland waters relies on a reconstruction of the stock from information on the youngest eels in our waters (natural recruits, assisted migration, restocking). Based on 78 years of data on natural recruitment into 22 rivers, a statistical model is applied which relates the number of immigrating young eel caught in traps to the location and size of each river, the distance from the trap to the river mouth, and the year in which those eels recruited to continental waters as a glass eel (year class). The further into the Baltic, the larger and less numerous recruits generally are. Distance upstream comes with less numerous recruits. Using the results from the above recruitment analysis, in combination with historical data on assisted migration (young eels transported upstream within a drainage area, across barriers) and restocking (young eels imported into a river system), we have a complete overview of how many young eels recruited to Swedish inland waters. From this, the production of fully grown silver eel is estimated for every lake and year separately, based on best estimates of growth and natural mortality rates. Subtracting the catch made by the fishery (as recorded) and down-sizing for the mortality incurred when passing hydropower stations (percentwise, as recorded or using a default percentage), an estimate of the biomass of silver eel escaping from each river towards the sea is derived. Results indicate, that since 1960, the production of silver eel in inland waters has declined from over 700 to below 300 tonnes per year (t/yr). The production of naturally recruited eels is still falling; following the increase in restocking since 2010, an increase in restocking-based production is expected to be starting right around now. Gradually, restocking has replaced natural recruitment (assisted and fully natural), now making up over 90 % of the inland stock. Fisheries have taken 20-30 % of the silver eel (since the mid-1980s), while the impact of hydropower has ranged from 25 % to 60 %, depending on the year. Escapement is estimated to have varied from 72 t in the late 1990s, to 175 t in the early 2000s. The biomass of current escapement (including eels of restocked origin) is approximately 15 % of the pristine level (incl. restocked), or almost 30 % of the current potential biomass (incl. restocked). This is below the 40 % biomass limit of the Eel Regulation, and anthropogenic mortality (70 % over the entire life span in continental waters) exceeds the limit implied in the Eel Regulation (60 % mortality, the complement of 40 % survival). Mortality being that high, Swedish inland waters currently do not contribute to the recovery of the stock. The temporal variation (in production, impacts and escapement) is partly the consequence of a differential spatial distribution of the restocking of eel over the years. The original natural (not assisted) recruits were far less impacted by hydropower, since they could not climb the hydropower dams when immigrating. Since 2010, inland restocking is increasingly concentrated to drainage areas falling to the Kattegat-Skagerrak, also including obstructed lakes (primarily Lake Vänern, and many smaller ones). Even though Trap & Transport of silver eel - from above barriers towards the sea - has contributed to reducing the hydropower impact, hydropower mortality remains the largest estimated contributor to silver eel mortality in inland waters. Without restocking, the biomass affected by fishery and/or hydropower would be only 5-10 % of the currently impacted biomass, but the stock abundance would reduce from 15 % to less than 3 % of the pristine biomass. In summary: the inland eel stock biomass is below the minimum target, anthropogenic impacts exceed the minimum limit that would allow recovery, and those impacts have been increasing. It is therefore recommended to reconsider the current action plans on inland waters, taking into account the results of the current, comprehensive assessment. For the Baltic coast, the 2021 assessment has been updated without major changes in methodology. Results indicate that the impact of the fishery continues to decline over the decades. The current impact of the Swedish silver eel fishery on the escapement of silver eel along the Baltic Sea coast is estimated at 0.3 %. However, this fishery is just one of the anthropogenic impacts (in other areas/countries) affecting the eel stock in the Baltic, including all types of impacts, on all life stages and all habitats anywhere in the Baltic. Integration with the assessments in other countries has not been achieved. Current estimates of the abundance of silver eel (biomass) indicates an order of several thousand tonnes, but those estimates are extremely uncertain, due to the low impact of the fishery (near-zero statistics). Moreover, these do not take into account the origin of those silver eels, from other countries. An integrated assessment for the whole Baltic will be required to ground-truth these estimates. This would also bring the eel assessments in line with the policy to regionalise stock assessments for other (commercial) fish species (see https://ec.europa.eu/oceans-and-fisheries/fisheries/rules/multiannual-plans_en). It is recommended to develop an integrated assessment for the entire Baltic Sea eel stock, and to coordinate protective measures with other range states.

Abstract (sommario):

This report is made by students at the International Master’s Programme in Ethnic and Migration Studies (EMS), Campus Norrköping, Linköping University (LiU). At the end of the first year of the Programme, students take the course “Critical Cases in Ethnic and Migration Studies” with Erik Berggren as Course Coordinator. In this course the students apply their knowledge and experiences in Ethnic and Migration studies to produce their own articles on a given theme. This year´s theme is “Migration and Democracy” sparked by recent moves towards more restrictive and punitive migration policies around the world, including Sweden. This development gives reasons to look into questions of democracy in connection to migration policy, at migrants (immigrants, refugees, and asylum seekers) inclusion or exclusion from different realms of society, and, not least, if migrants, and immigrants, are seen as rights-bearing subjects or not. The articles engage with different aspects of migrant experiences, and democratic, social, and educational exclusions or inclusions. Many texts go beyond Sweden and Europe and look to South America. Some seek the voices of migrants themselves. Other articles deal with anti-immigrant policies and rhetoric, their structure and how they are rationalised. The International Master’s Programme in Ethnic and Migration Studies is a part of the Institute for Research in Migration, Ethnicity and Society (REMESO), at the Department Culture and Society (IKOS) at LiU. Programme Director is Professor Claudia Tatzreiter. REMESO is an international institute that pursues research and education. The REMS report is one of the ways in which we, as students, are trained to identify and analyse problems related to migration, integration, and diversity and to make research and education accessible to a wider audience. European societies need to increase the participation in work over the life course to support the provision of qualified labour and to meet the challenges for social security systems under the condition of their ageing populations. One of the key ambitions is to extend people’s working lives and to postpone labour market exit and retirement where possible. This requires informed policies, and the research programme EIWO – ‘Exclusion and Inequality in Late Working Life: Evidence for Policy Innovation towards Inclusive Extended Work and Sustainable Working Conditions in Sweden and Europe’ – aims to push the boundaries of knowledge about late working life and the potential of its inclusive and equal prolongation via a theoretically driven, gender-sensitive combination of multi-level perspectives. EIWO takes a life course approach on exclusion and inequality by security of tenure, quality of work, workplaces, and their consequences. It identifies life course policies, promoting lifelong learning processes and flexible adaptation to prolong working lives and to avoid increased exclusion and inequality. Moreover, it provides evidence for policies to ensure both individual, company and societal benefits from longer lives. To do so, EIWO orientates its analyses systematically to the macro-political contexts at the European Union level and to the policy goals expressed in the respective official statements, reports and plans. This report systematizes this ambitious approach. Relevant documents such as reports, green books and other publications of the European Commission (EC), the European Parliament (EP), the Organisation for Economic Co-operation and Development (OECD), as well as those of social partners and research institutions, have been systematically scanned and evaluated. In addition, relevant decisions of European summits have been considered. The selection of documents claims completeness regarding relevant and generally available publication, while relevance is defined from the point of view of EIWO’s interests. It is the aim of this report to provide a sound knowledge base for EIWO’s analyses and impact strategies and to contribute to the emerging research on the connection between population ageing and the European policies towards productivity, inclusiveness, equity, resilience and sustainability. This report aims to answer the following questions: How are EIWO’s conceptual classification and programme objectives reflected in the European Union’s policy programming? How can EIWO’s analyses and impact benefit from a reference to current EU policy considerations, and how does this focus support the outline of policy options and the formulating of possible proposals to Swedish and European stakeholders? The present report was written during early 2022; analyses were finalized in February 2022 and represent the status until this date.

The PREPARE (Promoting collaborative policies of inclusion relating to children of far right and Islamist parents in Western Europe) project aims to identify vulnerabilities and stigmas that children may face when their parents are involved in violent extremist (VE) networks, and how frontline practitioners can best address them through a collaborative approach centred on the needs of the child. It aims to support these children by supporting frontline practitioners working with these children and their families in six European countries (the Netherlands, Spain, France, Sweden, Germany and Kosovo) to develop a state-of-the-art Child Vulnerability and Intervention Tool and training modules for practitioners. Central to the PREPARE project is ensuring that human rights, the rule of law, and children’s rights remain at the forefront throughout the development and implementation of interventions and programmes aimed at supporting children of families with links to VE. This report thus aims to provide guidance for practitioners on how to support these children through a human rights- and rule of law-compliant approach, that centres on children’s needs, well-being, and long-term prospects, and helps mitigate the risks of stigmatisation, polarisation, and discrimination. This report starts by providing an overview of the rights of the child, as defined in the United Nations Convention on the Rights of the Child (UNCRC), including the four general principles that should inform the implementation of all other rights, as well as any decisions and interventions affecting children, namely the non-discrimination principle, the best interests of the child, the child’s inherent right to life, survival and development, and the child’s right to express their views freely. It notably aims to inform practitioners on what these rights are, to what extent children raised in families with links with VE might see some of these rights infringed upon, as well as how they should inform their work. Finally, this report focuses on providing guidance on identified good practices to support children growing in families with links to VE, which include adopting victim-centred, individually-tailored, gender- and age- conscious approach, developing multidisciplinary and multi-actor programmes, and providing adequate training for practitioners. In addition, the report will further address some of the key challenges and practises to avoid in regards to the safeguarding the rights of children in families with links to VE. Practices to avoid notably include security-centred approaches, one-size-fits-all responses, practices causing re-traumatisation, lack of trust between children and implementers, lack of and/or inadequate training, and lack of long-term funding to ensure sustainable support for children having been exposed to VE environments.

The development towards the mainstreaming of extremism in European countries in the areas of immigration and integration has taken place both in policy and in discourse. The harsh policy measures that were implemented after the 2015 refugee crisis have led to a discursive shift; what is normal to say and do in the areas of immigration and integration has changed. Anti-immigration claims are today not merely articulated in the fringes of the political spectrum but more widely accepted and also, at least partly, officially sanctioned. This study investigates the anti-immigration claims, seen as (populist) appeals to the people that centre around a particular mythology of the people and that are, as such, deeply ingrained in national identity construction. The two dimensions of the populist divide are of relevance here: The horizontal dimension refers to articulated differences between "the people", who belong here, and the "non-people" (the other), who do not. The vertical dimension refers to articulated differences between the common people and the established elites. Empirically, the analysis shows how anti-immigration views embedded in processes of national myth making during and after 2015 were articulated in the socially conservative online newspaper Samtiden from 2016 to 2019. The results indicate that far-right populist discourse conveys a nostalgia for a golden age and a cohesive and homogenous collective identity, combining ideals of cultural conformism and socioeconomic fairness.

The research project InDaLE (Innovative approaches to services of general interest in rural areas - learning from the experiences of other European countries for Germany) analysed innovative approaches to services of general interest in Austria, Sweden, Scotland and Germany and examined their transferability and applicability to rural areas in Germany. The analysis of experiences in other European countries regarding the adaptation of infrastructures is used for the development of innovative approaches in Germany and can offer new solutions.
