Abstract (sommario):
About 90% of rural households in Swaziland keep indigenous chickens and the government of Swaziland, through the Ministry of Agriculture, implemented a commercialisation programme for indigenous chickens between 2008 and 2009 as a move towards ensuring food security and income generation. The purpose of the study was to conduct an analysis of the factors affecting the commercialising indigenous chickens in Swaziland. Specifically the study sought to; estimate sales rate, identify factors affecting sales rate and further identify constraints to commercialisation of indigenous chickens. The study used a descriptive quantitative design. Using a stratified random sample 147 indigenous poultry farmers were sampled from a population 729 farmers who trained on commercialisation of indigenous chickens in the four regions of Swaziland. Data were collected by the use of personal interviews with the aid of a structured questionnaire. Descriptive statistics such as means, mode and frequencies were used to estimate sales rate and analyse constraints to commercialisation, whilst a Tobit regression analysis was used to analyse factors affecting commercialisation of indigenous chickens. The results indicated a Pseudo–R2 of 0.88 implying that 88% of the variation in the model was due to the explanatory variables. Prices of alternative products, quantity of chickens sold, quantity of chickens consumed significantly (p< 0.01) affected sales rate. Supplementary feed also significantly (p< 0.10) affected the rate to commercialise. The results further indicate that farmers were constrained by: high disease outbreak; lack of fencing and housing; high feed costs; lack of markets; low productivity; lack of credit access; poor growth and maturity and low market prices. It is recommended that farmers organize themselves into cooperatives or associations to take advantage of discounts when purchasing feed.

Abstract (sommario):
This study sought to investigate the impact of climate change on livestock production at the Mpolonjeni Area Development Programme in Swaziland. Primary data were collected using an interview schedule from 323 sampled households. Climate data were collected from the Swaziland Meteorology Department and Livestock data were collected from the Ministry of Agriculture. Perceptions of households and climate data were used to establish climate patterns in Mpolonjeni Area Development Programme. The Recardian regression model and descriptive statistics were used to establish the impact of climate change on livestock production. A total of 99.4% of the respondents suggested that temperatures were increasing whilst 98% felt that rainfall patterns were erratic. About 95% of the respondents have experienced drought at some point in time. Results of the Ricardian model showed that goats net revenue was sensitive to winter temperature, winter temperature squared, winter rainfall and winter rainfall squared. The study concludes that climate change impacts negatively on livestock production and thus livestock owners need touseclimate change adaptation strategies, adapt especially when it comes to drinking water sources for the animals. In case of poor rainfall, farmers need to provide their animals with drinking water. Government should assist livestock farmers with reliable water sources such as canals and dams.

Abstract (sommario):
Background and context: Despite being a growing public health concern in Africa, access to effective cancer treatment and pain relief is still limited in sub-Saharan Africa. The African Palliative Care Association (APCA) in collaboration with the American Cancer Society and the Ministry of Health of Swaziland have successfully implemented a South-to-South partnership which has facilitated the development and operation of a cancer unit in Mbabane National Hospital. Although the cancer burden continues to rise in Africa, many countries do not have established oncology services. They rely on cancer treatment, care and support through referral to neighboring countries or overseas, which is costly for governments and poses multiple challenges for patients and their families. Until recently, Swaziland has relied on cancer treatment and care in South Africa. This paper presents a model where the Uganda Cancer Institute (UCI) in Uganda has been facilitated to support the establishment of a cancer unit in Swaziland. Aim: The intervention aimed at providing technical assistance to the Ministry of Health of Swaziland to initiate and operate a cancer unit in Mbabane Government Hospital through a formal arrangement with the UCI. Strategy/Tactics: The planning and execution of activities was done by a tripartite of APCA, Uganda Cancer Institute a government entity and the Swazi Ministry of Health. Program/Policy process: Over a period of one year (Decemeber 2016 to December 2017) APCA, through a grant from the ACS formerly engaged the UCI to support the initiation and operation of a cancer unit in Swaziland. This was through expert exchange visits through which on-job training and mentorship was provided to a team of staff at Mbabane Government Hospital, with coordination by the Swaziland Ministry of Health. Experiential visits to Uganda were also organized for the lead pharmacist in Swaziland and a doctor to enable them set up and run a cancer unit in their country. The exchange visits provided a forum for both observation and application of knowledge and skills. Outcomes: A cancer unit was successfully established at Mbabane Government Hospital in Swaziland, which now provides services for patients, with breast cancer and expanding to include other cancers. The Swaziland Ministry of Health has been key to the success of this development and continues to identify human, financial and other resources to sustain the cancer unit. To date 69 patients have successfully undergone chemotherapy: 43 breast cancer, 22 Kaposi sarcoma, 2 colorectal cancer, 1 bladder cancer, 1 multiple myeloma. 21 health care workers were trained on cancer management; 9 doctors, 7 nurses and 5 pharmacists. What was learned: There are many opportunities for South-to-South partnership to support the establishment or improvement of cancer care. This model implemented in Swaziland can be replicated in other African countries. Documenting the model for replication in other countries is recommended.

Abstract (sommario):
The choice of a specialisation is one of the lifetime career decisions students have to make when entering college. The purpose of the study was to determine factors that influence the choice of Agriculture specialisation by college student teachers in Swaziland. A desk review and a Modified Delphi technique were used to generate items used in the survey questionnaire for data collection. A census of 351 student teachers from three teacher training colleges was used. Data were analyzed by means of descriptive statistics and multinomial logistic regression. The findings of the study revealed that students’ interest, department’s image, sex and influence by professionals were the predictors for the choice of Agriculture specialisation in the teacher training colleges in Swaziland. The study recommends that the Agriculture departments in the colleges must stage campaigns and craft policies to promote the choice of the Agriculture specialisation. A study should be conducted to determine the influence of the subject combinations that make an area of specialisation on the choice of the Agriculture specialisation.

Abstract (sommario):
The primary goal of universities is to teach, provide community service, and conduct research. Empirical evidence has shown that innovative research can best be conducted with the aid of ICT. This study therefore, examines factors affecting the use of ICT for tertiary education and research for development among UNISWA students in the Faculty of Agriculture. Stratified random sampling technique was employed to select 113 UNISWA undergraduate and postgraduate students from whom data were obtained using structured questionnaires. Descriptive statistics and Tobit regression model were used to analyse the data. The results revealed that the radio and television, audio-graphic, email, computer file transfer and multimedia products were the main ICT facilities available. Accessing research and relevant materials online and the use of ICT in improving efficiency of communication among students and lecturers were ranked high by the respondents. Weak wireless services and unemployment were the greatest challenges to the use of ICT facilities by students. Estimated Tobit regression results revealed that availability, accessibility and necessity for ICT facilities significantly influenced their use for learning and research among the undergraduate students while family size, availability, necessity and proficiency were the main factors affecting the use of ICT facilities among the postgraduate students. In order to encourage the use of ICT among UNISWA students, the study is therefore recommending that (i) The university authorities should make ICT facilities available and accessible to all categories of students, (ii) Departments should incorporate the use of ICT facilities into their curriculum, and (iii) lecturers should give ICT based assignments and use ICT-based teaching methods.

Abstract (sommario):
In Swaziland, ICT integration in teaching and learning is at the infancy stage. Learning opportunities provided by the increasing use of technology in classrooms are not being harnessed in secondary schools. The purpose of the study was to describe ICT integration in the teaching and learning of Agriculture in relation to complexity and the compatibility of the ICT tools in Swaziland. Specific objectives were (1) to describe the complexity of ICT tools as perceived by the teachers and (2) to further describe the compatibility of ICT tools in relation to the teachers’ experiences. A descriptive correlational design employing a mixed method approach was used to conduct the study. Data was collected using a Semi-structured interview guide and a survey questionnaire. The population for the study was (N=325) involving all secondary school Agriculture Teachers (N= 312) and key informants who were Agricultural Education Administrators (n=13). The Unified Theory of Acceptance and Use of Technology (UTAUT) guided the study. Descriptive statistics were used to analyse data. With regard to complexity findings revealed that (1) computers make teaching of complex concepts easy, (2) computer use fits well in my curriculum goals, and that (3) learning to use ICT in teaching is a challenge. In overall findings indicated that the ICT tools were less complex to use by the Agriculture Teachers while teaching. The study further revealed that complexities of ICT use by Agriculture teachers were brought about by the age of teachers and the frequent changing of technologies. In relation to compatibility of ICT usage findings revealed that Agriculture Teachers agreed that (1) ICT is quick in meeting information needs, (2) Working with computers make them feel comfortable, (3) ICT use in teaching was very convenient, (4) Agriculture requires more ICT assistance, (5) computers brought positive changes in the schools, and that (6) computer use suits the learners needs. The study further indicated that Agriculture teachers perceived that ICT devices were (7) compatible with existing practices, (8) ICT philosophy was compatible with the subject content, and that (9) ICT integration allows well demonstration of real situations. It is recommended that a policy articulating the need and usage of ICT integration to support teaching and learning be enacted, thus, compelling Internet service providers to extend their bandwidth of Internet to all schools. It is further recommended, that ICT integration pedagogical skills be part of all pre-service and in-service teacher preparatory programmes.

Abstract (sommario):
Abstract In 1905 the establishment of the International Institute of Agriculture (IIA), the forerunner to the Food and Agriculture Organization (FAO) of the United Nations, created a forum for bureaucrats and technocrats from around the globe to exchange information about the latest developments in agricultural practice and administration. Representatives from the Ottoman Empire were active participants in the institute's early activities. This article traces their contributions to the institute's formative debates that aimed to set international standards as well as the imperial-level projects that resulted from their participation. It argues that the institute, in addition to representing a space in which Ottoman officials could assert their expertise and perform their capacity to be a part of global standard-setting processes, provided an impetus for collating and comparing statistics from across the empire. The projects undertaken drew from existing provincial statistics-gathering institutions and served to reveal differences across provinces in a step toward greater empire-wide legibility. Focusing on the empire's Eastern Mediterranean provinces, the article demonstrates how these statistics' public circulation not only enabled Ottoman officials to identify regions they considered ripe for further agricultural development, but also supported French officials' justifications for imposing colonial rule post–World War I.

Abstract (sommario):
PUSTAKA Bogor is one of the libraries that has a collection of local content in digital form which can be accessed through a repository called the Ministry of Agriculture Repository. The collections contained in the Ministry of Agriculture's repository are publications from the Ministry of Agriculture, which makes the collections therein unique, specific collections and not found in other institutions. In order to realize PUSTAKA Bogor's goal of disseminating agricultural science and technology information, it is important to develop digital local content collections in the Ministry of Agriculture's repository. Collection development activities have a big influence on the service quality indicators in the library as a whole. Adapting to technological developments and the diversity of library collection media, collections in forms other than print, such as digital collections, also need to be developed in accordance with the policies set by PUSTAKA Bogor and the Ministry of Agriculture. This research aims to explain the form of implementation of collection development policies in the Ministry of Agriculture repository managed by PUSTAKA Bogor. This research uses a qualitative research method with a case study approach. Determining informants in this study used a purposive sampling technique which was adapted to the research topic. Data collection was carried out by observation, interviews and documentation. The results of this research are a form of implementation of collection development in the Ministry of Agriculture repository carried out through data entry using two methods, namely the conventional method carried out by the library and the harvesting method carried out by IT.

Abstract (sommario):
In Swaziland, 41.1% of pregnant women live with HIV, while only 32% of Swazi mothers (including HIV negative mothers) currently practice exclusive breastfeeding among infants less than six months of age. The rate of exclusive breastfeeding decreases with an increase in the infant’s age, as only 17% of infants aged four to five months are reported to be exclusively breastfed. Exclusive breastfeeding is recommended by the ministry of health of Swaziland to reduce postnatal HIV transmission of HIV to the infant, through the prevention of mother-to-child transmission of HIV (PMTCT) strategy. However, little is known about HIV-positive mothers’ perspectives and experiences of exclusive breastfeeding in Swaziland. Therefore, a hospital-based explorative, descriptive qualitative study design was employed to describe the experiences of HIV-positive mothers in Swaziland breastfeeding exclusively. Seven exclusive breastfeeding, HIV-positive mothers, aged 21-41 years, married and unemployed, participated during two visits to the study site. Responses to semi-structured and in-depth interviews, through purposive sampling, were analyzed in order to generate themes. Five major themes emerged: (i) benefits of breast milk to the mother and the baby; (ii) social support factors; (iii) the role of healthcare workers in promoting exclusive breastfeeding; (iv) psychological relief from a baby’s negative test result; and (v) challenges faced by breastfeeding mothers. Despite pressure from relatives and in-laws for some of the participants, they continued to breastfeed exclusively for the first six months of the baby’s life, stating that breastfeeding benefited themselves and their infants. Continuous teaching and counseling offered by nurses during child-welfare clinic visits motivated the mothers to continue breastfeeding exclusively. In view of the challenges expressed by mothers, there is a need to develop and implement feasible interventions to improve support for HIV-positive mothers, in order to scale up exclusive breastfeeding practices in the country. Counseling on exclusive breastfeeding should also include the in-laws as they play a pivotal role in child feeding. This study contributes to the body of knowledge on infant feeding and provides insights to healthcare professionals and stakeholders working with HIV-positive breastfeeding women.

Abstract (sommario):
The study examined trends in development activities of the Anambra State Ministry of Agriculture and Rural Development between 1991 and 2013. The study identified the trends in policy and programme initiation, staff recruitment and development, and funding, in the ministry. It employed secondary data through records, documents and annual reports. Results show variation in the percentages of programme initiated and implemented within each year between 1991 and 2013. The ministry did not participate in formulating policies in 46% of the programmes implemented in the state. However, 46% of all the programmes initiated had been concluded, while 54% of all the programmes initiated in the state are still active. The results showed that a total of 403 staff were recruited within the period into the various departments, with the highest number of recruitment (252) occurring between 1991-and 1995 and the least (22) took place from 2006 to 2010. The majority (91) of staff recruited had the ordinary national diploma (OND) and only 30 and 3 persons had the bachelor of science and doctor of philosophy, respectively. The trend in the funding pattern dwindled over time. Out of the five listed human capacity building programmes, staff trainings were organised only between 1991-1995 and 1996-2000). There is need for a change in government commitment to agriculture in the area of funding, human resource and policy as these are key drivers of development. Government should increase the proportion of manpower and create adequate opportunity for training and development of staff of the ministry. Keywords: Policy and programmes of the ministry of agriculture, funding of ministry of agriculture, staff recruitment and capacity building.

Abstract (sommario):
From the late 1970s to the early 1980s, agriculture educators began to use research as a way of verifying, creating, disseminating and applying new knowledge. However, existing literature is inconclusive on research themes covered and yet to be covered in Agricultural Education in Eswatini. Thus, this study sought to identify themes and gaps for future research in Agricultural Education in Eswatini. This was a qualitative study employing desk review in data collection. Trustworthiness of the content analysis guide was ensured through the use of experts from the Department of Agricultural Education and Extension (AEE) at the University of Eswatini (UNESWA). Data analysis was performed using frequencies and percentages. Findings of the study revealed that in Agricultural Education, gaps existed in the following thematic areas: primary themes - programme delivery methodologies and curriculum programme planning; and secondary themes- creative thinking and problem-solving; innovative instructional technologies; teaching basic and academic skills; professional staff development; educational methodologies for teaching and learning; professional preparation and competence; and needs of future agricultural workforce. The study concluded that research conducted in Agricultural Education in Eswatini is imbalanced in both primary and secondary research themes. Therefore, the Department of AEE at UNESWA must establish a research agenda to ensure that the research conducted is thematically balanced. Abstract (sommario):
In promoting the use of Information and Communication Technology (ICT) in order to improve efficiency and effectiveness of government service institutions, the Government of Indonesia issued Presidential Instruction No. 3 of 2003 on e-Government. The directive requested that all government institutions in Indonesia should take advantage of ICT to improve public services. In line with this, the Ministry of Agriculture has launched several efforts to support the implementation of Presidential Instruction. One of these efforts is the implementation of the Web Site Competition between Work units under the Ministry. The contest has been held since 2004. The participants were grouped into three categories: 1. Directorate General / Agency 2. Provincial Agricultural Office 3. District Agriculture Office. To carry out the website competition, the Ministry of Agriculture has appointed a five person jury. To evaluate whether there are significant differences between the judges in scoring on the website which was considered and the factors that may affect the assessment, some analysis has been done. The variables included in the analysis was judge scores, level of institution, previous achievements in the competition, the location of both institutions in Java and outside Java. The statistical methods used in the analysis are Multiple Linear Regression and Variance Analysis. The analysis uses data from the Ministry of Agriculture Web Site Competition 2008-2010.

Abstract (sommario):
This study investigates the influence of agricultural public expenditure on the performance of Sri Lanka's agriculture sector. Utilizing data sourced from the annual reports of the Ministry of Finance spanning 2011 to 2022, the findings reveal a significant and positive correlation between the recurrent expenditure of the Department of Agriculture (DoA) and the gross domestic production of the agriculture sector (p < 0.01). However, no statistical evidence supports a significant relationship between the Ministry of Agriculture's (MoA) capital expenditure and DoA and the performance of the agriculture sector. These results underscore the pivotal role of public recurrent agricultural expenditure in bolstering the agriculture sector's performance. Particularly noteworthy is the significant impact of DoA's recurrent expenditure on sectoral performance. The study advocates for increased budget allocation towards recurrent expenditure within the agriculture sector, especially emphasizing the importance of augmenting the DoA's recurrent expenditure to ensure enhanced performance and sustainability. Ultimately, the study underscores the critical importance of effective and efficient management of public funds in driving the agriculture sector's performance.

Abstract (sommario):
Purpose – The purpose of this paper is mainly to investigate how Greek Farmers perceive service quality provided by the Greek Ministry of Agriculture and secondly, to confirm the five quality dimensions proposed by the SERVQUAL instrument for the Ministry’s service. Design/methodology/approach – A questionnaire based on the SERVQUAL scale, was used to determine farmers’ perceptions of service quality in the area of central Macedonia in Greece. A total of 245 completed questionnaires were collected. Findings – The analysis has shed some light on the quality gaps for the services provided by the Greek Public sector, suggesting that there is scope for improvement strategies. The results revealed a three-dimensional structure instead of the five dimensions of the SERVQUAL instrument. “Social skills” of the human factor were revealed as being the most critical dimension of quality. Practical implications – This paper provides guidelines for policymakers to develop strategies to identify service quality gaps, while the decrease of such gaps could result in the public services’ improvement. Originality/value – The current study is the first attempt to measure farmers’ perceptions of the service provided by the Greece ministry of Rural Development and Food. Secondly, this study provides additional evidence that the modification of the SERVQUAL scale could be used in different service sectors and cultures.

Abstract (sommario):
AbstractWhereas women's prayer groups are a well-known strength of African Christianity in Southern Africa, the evangelistic and pastoral contribution of individual women who were not clergy wives has been under-appreciated. Echoing models from Victorian London and Indian missions, Methodism in South Africa evolved an authorised, paid form of female lay ministry via middle-aged black Biblewomen sponsored and overseen by white Women's Auxiliary groups. The first appointee in the Transvaal and Swaziland District wrote comparatively full reports of emotionally 'hot' revival meetings. In 'hard' kraals she encountered hostility in the form of patriarchal control of women and an unusual proliferation of rival indigenous spirits. Her successors found male drinking an even greater obstacle to a sympathetic hearing. In urban townships along the Witwatersrand, Biblewomen work was less pioneering and more routinised, providing pastoral support to local churches via sick-visiting and following up lapsed members. From 1945-59, some Biblewomen were trained at Lovedale Bible School. The period after 1960 deserves separate exploration. In 1997, a new start was made with a national, autonomous Biblcwomen ministry, though many women, black and white, regretted severing their personal and organisational links of mutual dependence.

Abstract (sommario):
Cooperating teachers (CTs) are key participants in ensuring a valuable experience for the student teacher (ST) during teaching practice. Surprisingly, their voices largely remain absent in the extant literature. Thus, the purpose of the study was to investigate the experiences of CTs during teaching practice supervision in Eswatini. A descriptive research design using a census of 46 CTs for student teachers (STs) who did teaching practice in the 2015/16 academic year of the University of Eswatini in the Department of Agricultural Education was used. A self-administered questionnaire was used for collecting data. A five-point numerical scale and six-point Likert-type rating scale were used to measure the variables. Three lecturers from the Department of Agricultural Education and Extension and two agriculture teachers established content and face validity for the questionnaire. Inter-item reliability from a pilot study was .78. Findings of the study revealed that CTs were supported by the University through the supervisors and Teaching Practice Handbook. The CTs noted that establishing rapport with the STs was essential and head teachers needed to visit the STs in the respective classes they teach. STs were good in developing, organizing and using instructional materials but had challenges in disciplining learners. The study recommended that CTs should be provided with trainings and incentives so that they can effectively discharge their duties during teaching practice. Abstract (sommario):
Information on the history, legislative background, and current five levels (national, provincial, county, municipal, and township level) of the agricultural extension system in China are presented herein. In addition to the five levels, there are also six administrative agencies involved: Ministry of Agriculture, State Forestry Administration, Ministry of Science and Technology, Ministry of Education, National Agriculture Leadership Working Group, and National Development and Reform Commission. An example (Zhongfang Township, City of Luoyuan, Fuzhou County, Fujian Province) is given to illustrate the intricate network of the agricultural extension system. Major problems of the Chinese extension system include a complex and inefficient extension network, disconnection between the extension service and stakeholders’ needs, and a “two-boss” dilemma for most extension agencies. However, some current success stories in Chinese agricultural extension may be applicable or provide useful tips to other countries including the United States.

Abstract This work discusses the sector wide approach (SWAP) for aid and development effectiveness and examines and analyzes the experience of Swaziland in its attempt to implement the SWAP based on an assessment of the four priority sectors (agriculture, education, health, and water and sanitation) in which they were launched. The methodology included interviews with key stakeholders in the four sectors. The work finds that, with the exception of the health SWAP, there has been very little progress in the SWAP implementation and no SWAP-related results have been delivered in support of the country’s National Development Strategy and its Poverty Reduction Strategy and Action Plan. The factors contributing to that state of affairs are also discussed and recommendations are offered on the way forward.

Abstract (sommario):
Vegetables are not only beneficial for their contribution to the share of agriculture in the economy of Swaziland, but also have a significant probability to compete where there are fewer government regulations and restrictions in the economy. Currently, the local demand for vegetables is higher than local production and hence the gap is filled by imports from South Africa. At the NAMBoard’s fresh produce market, only 11 percent of the vegetables are from local production and the rest come from South Africa. The study aimed to identify factors affecting productivity and profitability of vegetable production. A two-stage sampling technique was used to collect data from 100 vegetable farmers. Descriptive and inferential statistics were employed for data analysis. The results showed that the factors that significantly affected productivity of vegetable farmers were access to credit, selling price, fertiliser quantity, distance to market and gender of the farmer. For example, the selling price of carrot had a positive relationship with the productivity of vegetable farmers, suggesting that when the selling price of carrot increase by one unit, all else equal, the quantity of carrot produced would increase by 0.417 kilogrammes. The determinants of profitability of vegetable production were level of education, land under vegetable production and type of marketing agency. For example, with an additional year of education, profit would increase by E0.304. Policy makers should come up with policies that would improve productivity of vegetable farmers through the provision of seminars and workshops where farmers would acquire more training on vegetable production. This should enable them to increase the average yield of vegetables produced per hectare, hence profitability.

Abstract (sommario):
The examination of intergovernmental contracts for acquiring agricultural machinery and equipment is a crucial strategy for comprehending resource distribution and partnerships across different levels of government. This study investigates these intergovernmental contracts between the Brazilian Ministry of Agriculture and Livestock (MAPA) and various municipalities, employing descriptive research and analyzing data on financial transfers from MAPA to states grouped by region. Over the period from 2020 to 2022, there was a noticeable increase in voluntary transfers, underscoring the significance of contextualized analyses for more robust inferences within this timeframe. The research employs summary measures such as mean, median, standard deviation, and coefficient of variation, as well as shape measures such as skewness and kurtosis, applied to three quantitative variables. These measures offer an overview of the distribution of financial amounts, revealing central tendencies and dispersions. Bar graphs visually represent the proportions of transfers by state, emphasizing the distribution of transfers across the country’s regions. Pearson’s linear correlation reveals a moderately strong and positive correlation between the years when intergovernmental contracts were executed and the average normalized transfer amounts. The relatively short timeframe is acknowledged as a limitation of this analysis. Hence, we recommend a more in-depth research agenda to explore intergovernmental contracts in the field of agriculture, considering their socioeconomic implications and impact on public policies.

Abstract (sommario):
There are several stages associated with fundamental changes in arrangement and production technologies for the development of agricultural production in the Republic of Belarus. Each of the stage was associated with achievements of scientific and technological progress and had important social and economic consequences. The paper dwells on the stages of agriculture development in the Republic of Belarus since 1919 to the present days. The basic transformations of the Ministry of Agriculture and Food as a body for state administration of agriculture are covered. It is shown that nowadays the Ministry of Agriculture and Food of the Republic of Belarus performs absolutely greater part of functions in the field of state agriculture management, in particular: administration, economic regulation, legal regulation, state agricultural policy, state control. It is known that high level of agro-industrial complex development guarantees the food security of the state, therefore, political independence and sovereignty as well. Over the years of the sovereign existence, the Republic of Belarus has been able to restore and develop agriculture, ensuring the country’s food security, as well as become an important exporter of food and agricultural products. Thus, the achieved results of agricultural production confirm the right chosen course aimed at intensive methods of work based on achievements of science and technology.

Abstract (sommario):
The Ministry of Agriculture, through the Department of Agriculture Extension Services, intensified the use of ICTs in Agriculture extension as one way of mitigating the high extension worker to farmer ratio in Malawi. ICT-based agricultural extension in Malawi has evolved from using traditional ICT tools to modern ones. Of interest to this study is the Mchikumbe 212 platform. This service was launched by Airtel Malawi, in partnership with the Human Network International (HNI) in September 2015. The service aims to transform farming by increasing farmers’ access to information and advisory services. It provides farmers with access to practical information about agriculture via interactive voice response and short messaging services, where farmers listen to agriculture extension advisory services on a crop of their choice on their mobile phones by dialing 212. However, the adoption of the Mchikumbe 212 platform has not been satisfactory as the number of registered users has decreased since its launch. The study, therefore, aimed at analysing the factors affecting the adoption or rejection of the Mchikumbe 212 platform among farmers in Malawi. Data was collected using face-to-face interviews with both adopter and non-adopter farmers of the technology drawn from Lilongwe district. Key informant interviews were also conducted with officials from Airtel Malawi, Ministry of Agriculture and Human Network International. The study finds that there are several factors that both positively and negatively affect the adoption of the technology. Farmers who adopted the Mchikumbe 212 platform found it easy to use and navigate, convenient, affordable and accessible, and that it gave timely and relevant information for direct application in their gardens. Non-adopters showed preference for face-to-face extension over the Mchikumbe 212 platform citing absence of instant feedback as the main reason for non-adoption. Further, very little was done to promote the platform by the Ministry of Agriculture and Airtel Malawi. As a result, farmers did not associate Mchikumbe 212 platform with the government extension system. This is one of the factors that have negatively affected its adoption.

Abstract (sommario):
Of the many theories of corporatism the most adequate is that which sees the relationship as a form of interest group intermediation and policy implementation. It has been argued that the Annual Review of Agriculture is one of the best examples of a corporatist institution. This paper examines the Annual Review and demonstrates that, although it has features of corporatism, the relationship between the Ministry of Agriculture and the National Farmers' Union is not corporatist. The paper then examines the policy community approach and by looking at the formation and operation of the Annual Review argues that this is a much better description of the relationship between the ministry and the union.

Abstract (sommario):
Purpose: Subsidy based agriculture insurance schemes is flagship insurance program of Nepal which was started in Nepal one decade before. This paper aims to identify the factors influencing the satisfaction of agriculture insurance policyholders. Design/Methodology/Approach: Primary data were collected in Bharatpur and Pokhara metropolis of Nepal using structured questionnaire among 400 agriculture insurance policyholders who have already received claims or whose claim was in settlement process or whose claim was rejected by the insurer. Sample was selected using purposive and cluster sampling methods. Data were analysed through Mean, ANOVA, Wilk's Lamda and MANOVA tools. Findings: Age, landholding size, self-reported perception of insurance companies' service quality, and agriculture insurance types are insignificant while location of respondents, education level, food sufficiency of family, size of the farming, and respondents' assets are significant factors for policyholders' satisfaction towards the agriculture insurance. Timely settlement of claims increases the level of satisfaction. Nepal Insurance Authority and the Ministry of Agriculture Development need to review the existing directives to improve the agriculture insurance program. Insurance companies are suggested to offer prompt and quality services to policyholders and carry out educational campaign to increase customer awareness. Originality/Value: The study identified pertinent variables significant and indifference to farmers' satisfaction towards agriculture insurance. It also digs out the role of financial and nonfinancial aspects of insurance services. The study opens the door for further research on similar issues to enhance the existing body of knowledge. Implications: The demand for agriculture insurance is not increased significantly even large amount of subsidy in premium was provided. Present study may be useful to insurance companies, agents, regulators, the Ministry of Agriculture Development, researchers, and practitioners. The study can be used as a reference by managers of insurers to formulate the future strategies to enhance the agriculture insurance market.

Abstract (sommario):
Rabies was first identified in dogs and humans by a French veterinarian, Jean Lompagieu Lapole, in 1788 in the colony of Saint-Domingue, which later became Haiti. Rabies has continued to persist in the country despite some intermittent successes in combating this disease over the past 20 years. We are trying to understand why rabies, which has officially existed in the country for around 250 years, is still classified as a neglected disease and continues to result in cases of human mortality. For a significant period, until the implementation of the Haiti Animal Rabies Surveillance Program (HARSP) in 2011, there was no robust initiative to fight against rabies based on regular vaccination campaigns and an effective epidemiological surveillance system despite certain efforts made by the Ministry of Agriculture and Pan American Health Organization Project of Strengthening Public Agricultural Services (RESEPAG): Projet de Renforcement des Services publics Agricoles (PAHO) to increase dog vaccinations. The HARSP program was established with technical assistance from the Center for Disease Prevention and Control of Infectious Diseases (CDC) to control and eliminate rabies in the short term, according to the One Health approach. It was a passive surveillance system based on strengthening the rabies diagnostic capacity of the Veterinary Laboratory, training veterinary and public health technicians, and supporting rabies vaccination campaigns. This approach has resulted in effective cooperation between the Ministry of Agriculture and the Ministry of Public Health based on the “One Health” enabling the Ministry of Public Health to report daily on bite to the Ministry of Agriculture for further investigations. HARSP marked a pivotal moment in the Rabies Control and Elimination Program. Between January 2013 and December 2017, there were 9,342 reported human exposures to animals suspected of carrying rabies in Haiti. The number of Human exposures to rabies suspected animals in Haiti from January 2013 to December 2017 was 9,342 heads. Among these cases, 2.4% were confirmed, 4.9% probable, 17.8% suspected, and 74.6% discarded. The One Health rabies program has demonstrated the potential for achieving control of both animal and human rabies in Haiti if the ministries of Agriculture and Health commit unequivocally to continue their collaborative development efforts and adhere to HARSP methodology, including vaccinating over 70% of the dog population.
