À l’automne 2004, la Société Radio-Canada remplaçait la Chaîne culturelle par une nouvelle chaîne radio vouée aux émissions musicales, Espace musique, dont le ton et le contenu allégés ont suscité de vives réactions dans le milieu musical québécois. La place accordée à la musique classique, mais aussi aux commentaires avertis axés sur les oeuvres musicales et sur la vie culturelle en général s’y révèle considérablement réduite. Quant aux musiques nouvelles et contemporaines, elles se voient reléguées à la périphérie d’une programmation ouvertement populiste, éclectique et multiculturelle. Sur les ondes d’Espace musique, les véritables spécialistes de la culture sont de moins en moins appelés à commenter les réalisations artistiques marquantes ou émergentes, et à situer dans leur contexte les diverses démarches créatrices, d’ici ou d’ailleurs. Cette modification en profondeur de la radio publique canadienne de langue française, naguère de haut calibre mais jugée trop élitiste par ses dirigeants, répondrait à une volonté d’élargir la clientèle et de mieux témoigner de la diversité culturelle canadienne. Les conséquences à plus long terme paraissent toutefois inquiétantes, de nombreuses sociétés de concerts éprouvant déjà des difficultés à recruter un nouveau public. La Société Radio-Canada aurait-elle pris le mauvais virage, alors que de nouveaux moyens de diffusion de la musique se développent, y compris des stations de radio spécialisées, privées et accessibles uniquement sur la Toile? Le soutien accordé durant plusieurs décennies aux créateurs et à leurs interprètes par les radios publiques, au Canada et ailleurs dans le monde occidental, aurait-il été en partie abandonné? La musique contemporaine pourrait être l’une des principales perdantes de ce paysage radiophonique en rapide transformation. À titre d’exemple, les entrevues avec les compositeurs ont pratiquement été éliminées des ondes de la radio publique canadienne. Cotes d’écoute, commentaires d’auditeurs et citations de spécialistes de l’histoire de la radio appuient ce texte volontairement polémique en faveur d’une plus grande responsabilisation des dirigeants de la radio d’État, notamment en ce qui concerne le répertoire moderne et contemporain.

FR. Cette étude analyse les changements dans les relations entre les publics des radios et des journalistes haïtiens sous l’influence des technologies numériques. Ces dernières donnent-elles une plus grande place au public dans le système radiophonique ? Changent-elles certaines clauses du contrat de communication qui lie les journalistes ou les animateurs et les publics des radios haïtiennes ? Cette étude s’inscrit dans une perspective systémique et fondée sur une analyse qualitative des données d’entretien et d’observation. Les résultats de cette étude relèvent que le numérique favorise de nouvelles formes de réception des informations et de participation des membres de l’auditoire dans les émissions radiophoniques de débat. Néanmoins, les changements observés ne conduisent pas à une transformation du contrat de communication publique qui relie les différents partenaires d’échange. Les clauses fondamentales du contrat ou les paramètres fondamentaux des émissions sont inchangés. Certes, il y a un élargissement des modalités de participation aux émissions radiophoniques de débats, mais cette participation reste et demeure l’apanage des auditeurs lettrés. Donc, le numérique ne permet pas de révolutionner cet état de fait. Les nouvelles formes de participation comme les formes traditionnelles sont toujours profitables à une élite, particulièrement politique, mais qui est plus élargie. Les principaux changements se produisent en dehors des ondes, c’est-à-dire, avec les nouvelles formes de participation qui se tiennent via les réseaux sociaux. Sur le plan de la réception, le numérique permet à une grande partie du public d’écouter les émissions où il veut, quand il veut et sur le support désiré. Il n’est plus question d’attendre la reprise d’une émission ratée. Elles sont en grande partie disponibles en baladodiffusion. *** EN. This study analyzes the changes in the relationships between radio audiences and Haitian journalists in the age of digital technology. Do these technologies offer the public a more substantial place in the radio system? Do they change clauses of the communication contract that bind journalists or broadcasters and audiences of Haitian radio stations? This study deploys a systemic perspective and is based on a qualitative analysis of interviews and observation data. The results of this study demonstrate that digital technology is fostering new forms of news reception and audience participation in radio talk shows. However, the changes observed do not lead to a transformation of the public communication contract which links the different partners. The fundamental clauses of the contract and the fundamental parameters of the issues are unchanged. Admittedly, there is a widening of the methods of participation in the radio broadcasts of debates, but this participation remains the prerogative of literate listeners, so digitization does not revolutionize this state of affairs. New forms of participation, like traditional forms, are profitable for an elite, particularly political, only broader. The main changes are happening off-air, that is, with new forms of participation that take place via social media. In terms of reception, digital technology allows audiences to listen to programs where they want, when they want and on the desired medium. There is no longer a need to wait for a rerun of a show as they are largely available as podcasts. *** PT. Este estudo analisa as mudanças na relação entre o público de rádio e os jornalistas haitianos sob a influência das tecnologias digitais. As tecnologias digitais estariam abrindo mais espaço ao público na rádio? Estariam elas alterando certas cláusulas do contrato de comunicação entre jornalistas ou apresentadores e o público das rádios haitianas? Esse estudo parte de uma perspectiva sistêmica baseada em uma análise qualitativa dos dados colhidos em entrevistas e observação. Os resultados revelam que a tecnologia digital está promovendo novas formas de recepção das informações e de participação da audiência em programas de debate radiofônicos. No entanto, as mudanças observadas não acarretam uma transformação do contrato de comunicação pública entre os diferentes parceiros da troca. As cláusulas fundamentais do contrato e os parâmetros básicos dos programas permanecem inalterados. Há certamente uma ampliação das modalidades de participação em programas de debate radiofônicos, mas essa participação continua sendo majoritariamente de ouvintes alfabetizados. Portanto, a tecnologia digital não torna possível revolucionar esse estado de coisa. As novas formas de participação, bem como as formas tradicionais, sempre beneficiam uma elite, particularmente a política, ainda que essa seja ampliada. As principais mudanças vêm ocorrendo fora das ondas, ou seja, com as novas formas de participação promovidas pelas redes sociais. Em termos de recepção, a tecnologia digital permite que grande parte do público ouça os programas onde quiser, quando quiser e na mídia que quiser. Não é mais preciso esperar a retransmissão de um programa perdido, a maioria estando disponível nos podcasts. ***

The offer of Polish radio stations is relatively extensive. Polish radio market offers many radiostations with diversified music profiles. This collection also includes rock radio stations. In thispaper, the main aim was to prove that rock radio stations in Poland have a special tastemakingand educational function, both by presenting varied subgenres of rock music and by demonstratinghistory and curosities of rock genre. In addition, they inform users about the most important,current music events. Their news shows are full of miscellaneous informations. Morning showsin those radio stations have an ‘easy-going’ form and contain many humorous elements aimed atmaking the audience laugh and feel better. The article is also dedicated to the history of rock music the etymology of word rock and the problems associated with defining this genre. Moreover, therewere demonstrated selected, historically important rock radio stations and the current structureof rock radio stations in Poland. What is more, this paper contains part about most popular rockradio stations – Antyradio and Eska Rock, which were analyzed in terms of music, programmesand other broadcasts aired on these stations.

Radio has been a part of the American advertising landscape since the 1920s. Many threats to the industry have been thwarted by the strength and effectiveness of the medium. Prior to the deregulation of the industry in the 1990s and the technological change of the 21st century, there were literally hundreds of small entrepreneurs, owning one or two stations, spread across the country. This is the mythical story of Gus Rowekamp, who owns two stations in a midsize Midwestern market. He hangs on as an owner/operator, putting most of his focus on the efforts of his advertising sales staff.

Radio advertorials (RA) are long advertisements broadcasted within the programming and executed by journalists to imitate editorial content. An analysis of their presence, use and characteristics confirms that journalists and radio owners are not rigorous in the application of the codes of conduct that regulate this advertising feature in Spain. This work focuses on these rules and propose a matrix of variables, such as time slot, product category, type of endorser, advertiser identification, format and copy text style, which identifies these inappropriate practices in the sample under study. The results show that RAs are more prevalent during time slots with higher audience ratings and in programmes hosted by well-known radio personalities. Also, most RAs are embedded within the editorial content of programmes and are formatted as interviews, and their copy style is informative.

Dans un contexte de crise de la prescription culturelle, cette thèse propose l'analyse d'un groupe professionnel d'intermédiaires culturels de service public, les programmateurs musicaux de Radio France. Face à la perte d'audience des radios musicales, à la concurrence des plateformes de streaming et à l'introduction de technologies numériques dans les pratiques professionnelles de programmation musicale à Radio France, comment évoluent les frontières d'un groupe professionnel de service public ? Soumis à des missions de service public qui leur donne un rôle a priori singulier dans l'espace radiophonique – et plus largement dans l'espace culturel – l'étude des pratiques professionnelles des programmateurs musicaux de Radio France constitue un terrain de recherche fertile pour comprendre les mutations de la prescription musicale ainsi que les enjeux contemporains du service public radiophonique. Dans une perspective interactionniste et avec une approche méthodologique inductive et compréhensive, ce travail est fondé sur une ana-lyse des « récits de pratiques » des programmateurs musicaux livrés en entretien, mais également sur des entretiens réalisés avec d'autres groupes professionnels impliqués dans la programmation musicale de Radio France. Réalisés entre 2016 et le début de l'année 2020, ces entretiens sont complétés par l'analyse d'un corpus de documents officiels contemporains
Against a backdrop of crisis in cultural prescription, this thesis analyzes a professional group of public service cultural intermediaries, the music programmers at Radio France. Faced with the loss of audience for music radio stations, competition from streaming platforms and the introduction of digital technologies into the professional practices of music programming at Radio France, how are the boundaries of a public service professional group evolving ? Subjected to public service missions that give them an a priori singular role in the radio space - and more broadly in the cultural space - the study of the professional practices of Radio France's music programmers constitutes a fertile field of research for understanding the mutations of music prescription as well as the contemporary stakes of public service radio. From an interactionist perspective and with an inductive and comprehensive methodological approach, this work is based on an analysis of the "narratives of practice" of music programmers delivered in interviews, but also on interviews conducted with other professional groups involved in music programming at Radio France. Conducted between 2016 and the beginning of 2020, these interviews are complemented by the analysis of a corpus of contemporary official documents

Telecommunication systems are expanding around the world. From infrastructure networks to macro and pico systems, including RBS (Radio Base Station). To ensure the availability of RBS during a shortage on the electricity grid,EricssonABdeveloped BBS (Battery Base Stations) and BBU (Battery Base Units). The battery temperature is very critical to the battery life and the battery’s electrical performance. Taking energy efficiency and environmental issues in consideration, the need of a battery thermal management system increases. Therefore, sustainability is included to the core of this project. The performance of VRLA (Valve Regulated Lead-Acid) backup batteries for telecommunication RBS can be greatly improved by keeping an adequate control of the battery temperature. A solid relation between temperature and battery lifetime exists, which urges the need to keep batteries around their optimal life and performance temperature; 25°C. Different ways of cooling currently used atEricssonABare presented in this paper, including different ways of improving the cooling system performance. By testing, the variation of battery temperature with different air gaps separating the batteries were monitored. Other cooling methods, such as liquid cooling and PCM (Phase Change Materials) were also studied. Literature studies and test results showed a promising potential for such technologies to be granted green light to be used for future products. Tests were made to study the thermal conduction within battery cells. The efficiency of liquid cooling was tested as well; a cold plate heat exchanger was manufactured and used for the preliminary testing.

Abstract (sommario):
This thesis is concerned with the energy efficiency of cellular networks. It studies the dominant power consumer in future cellular networks, the Long Term Evolution (LTE) radio Base Station (BS), and proposes mechanisms that enhance the BS energy efficiency by reducing its power consumption under target rate constraints. These mechanisms trade spare capacity for power saving. First, the thesis describes how much power individual components of a BS consume and what parameters affect this consumption based on third party experimental data. These individual models are joined into a component power model for an entire BS. The component model is an essential step in analysis but is too complex for many applications. It is therefore abstracted into a much simpler parameterized model to reduce its complexity. The parameterized model is further simplified into an affine model which can be applied in power minimization. Second, Power Control (PC) and Discontinuous Transmission (DTX) are identified as promising power-saving Radio Resource Management (RRM) mechanisms and applied to multi-user downlink transmission. PC reduces the power consumption of the Power Amplifier (PA) and is found to be most effective at high traffic loads. DTX mostly reduces the power consumption of the Baseband (BB) unit while interrupting transmission and is better applied in low traffic loads. Joint optimization of these two techniques is found to enable additional power-saving at medium traffic loads and to be a convex problem which can be solved efficiently. The convex problem is extended to provide a comprehensive power-saving Orthogonal Frequency Division Multiple Access (OFDMA) frame resource scheduler. The proposed scheduler is shown to reduce power consumption by 25-40% in computer simulations, depending on the traffic load. Finally, the thesis investigates the influence of interference on power consumption in a network of multiple power-saving BSs. It discusses three popular alternative distributed uncoordinated methods which align DTX mode between neighbouring BSs. To address drawbacks of these three, a fourth memory-based DTX alignment method is proposed. It decreases power consumption by up to 40% and retransmission probability by around 20%, depending on the traffic load.

The growing demand for mobile telephony services and the advent of new technologies requires their continued expansion, in order to ensure safe, reliable and high quality to its users. As a direct consequence of this growth has been the need to increase the amount of Radio Base Stations (RBS) to be installed. This expansion may have visual impacts and damage to the health of the population in the surrounding areas of the base stations, seeking always the best practices for the deployment of base stations. This model is based on policies that allow for expansion of services of mobile networks and, at the same time reduce the visual impact of these facilities as well as damage to the health of the surrounding area of the population, in a complementary manner to the applicable legislation. This concern is motivated by the loss of quality of service presented by the mobile operators, due especially to the poor distribution of antenna signal distributors. The objective of this work is to make a diagnosis of the spatial distribution of Radio Base Stations in the city of Fortaleza, focusing on its normative aspects and the current management system and supervision of those cell sites. The technical and regulatory aspects of installations of base stations used in mobile telephony will be searched, focusing the case study in Fortaleza, in addition to identifying the public agencies responsible for managing the inspection of cell sites in this municipality, and establish their respective responsibilities. For this, the methodology used in the study is based on qualitative exploratory research, using the deductive method of approach, performing literature, through the consultation of books, periodicals, theses, dissertations and legislation available on mobile telephony in Brazil and world, its normative aspects and criteria for installation of base stations. Also we used a field survey, through structured interviews managers of public agencies responsible for the management and supervision of RBS. The study showed that Fortaleza has 843 base stations registered by ANATEL (2014), with 6.8 million active mobile lines. Research by the SEUMA showed, among other aspects, despite the demands of municipal law in 8914, supervising or is done randomly, or from accusations of \\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\"disagreement\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\" made by the people and that the body responsible not talk to one itself.
A crescente demanda pelos serviÃos mÃveis de telefonia e o advento de novas tecnologias exige sua contÃnua expansÃo, de modo a garantir serviÃos seguros, confiÃveis e de elevada qualidade aos seus usuÃrios. Como consequÃncia direta dessa expansÃo tem-se a necessidade do aumento na quantidade de EstaÃÃes RÃdio Base (ERB) a serem instaladas. Essa expansÃo pode apresentar impactos visuais e danos à saÃde da populaÃÃo nas Ãreas de entorno das ERBs, buscando-se sempre as melhores prÃticas para a implantaÃÃo das ERBs. Esse modelo baseia-se em diretrizes que permitem a expansÃo das redes dos serviÃos mÃveis e, ao mesmo tempo, reduzem os impactos visuais dessas instalaÃÃes assim como danos à saÃde da populaÃÃo da Ãrea de entorno, de modo complementar Ãs legislaÃÃes aplicÃveis. Tal preocupaÃÃo à motivada pela perda de qualidade do serviÃo apresentado pelas operadoras de telefonia mÃvel, devido, especialmente, à mà distribuiÃÃo das antenas distribuidoras de sinal. Assim, o objetivo deste trabalho à fazer um diagnÃstico da distribuiÃÃo espacial das EstaÃÃes de RÃdio Base no municÃpio de Fortaleza, enfocando seus aspectos normativos e o atual sistema de gerenciamento e fiscalizaÃÃo dessas ERBs. SerÃo pesquisados os aspectos tÃcnicos e normativos das instalaÃÃes das ERBs utilizadas na telefonia mÃvel, focando o estudo de caso no municÃpio de Fortaleza, alÃm de identificar os ÃrgÃos pÃblicos responsÃveis pelo gerenciamento da fiscalizaÃÃo das ERBs neste municÃpio e estabelecer as suas respectivas competÃncias. Para isso, a metodologia utilizada no trabalho à baseada na pesquisa exploratÃria qualitativa e quantitativa, fazendo uso do mÃtodo dedutivo de abordagem, realizando pesquisa bibliogrÃfica, atravÃs da consulta de livros, periÃdicos, teses, dissertaÃÃes e da legislaÃÃo disponÃvel sobre a telefonia mÃvel no Brasil e no mundo, seus aspectos normativos e critÃrios para instalaÃÃo das ERBs. TambÃm serà feita pesquisa de campo, atravÃs de entrevista estruturada aos gestores dos ÃrgÃos pÃblicos responsÃveis pelo gerenciamento e fiscalizaÃÃo das ERBs. O estudo mostrou que Fortaleza possui 843 ERBs cadastradas pela ANATEL (2014), com 6,8 milhÃes de linhas ativas de celulares. This study is a comparative examination of approaches to talk radio as a genre on three Ugandan radio stations. The aim is to draw conclusions, from observations made about these stations, about the potential of talk radio to encourage public debate around social issues and improve democratic participation despite pertinent challenges in Uganda. The study first outlines a theoretical framework, which is informed by Habermas's theory of the media as a 'public sphere'. This framework is applied to an exploration of traditions of talk radio that have emerged globally in order to assess the potential of these traditions to play a role in contributing to the establishment of such a 'public sphere'. The study then goes on to discuss the historical development of radio in Uganda and the establishment of the current broadcast landscape. The focus is on the way in which this history has been defined by a struggle around public expression, in which government has repeatedly sought ways to control media as a vehicle for public expression. It is proposed that Ugandan talk radio has the potential to play an important role in ensuring broad participation in public expression. It is against this background that the study then describes and analyses the development of the talk genre at three Ugandan radio stations (each one an example of, respectively, a commercial, community and public service station). It is explained that staff on all three stations emphasise the importance of talk radio in encouraging participation, by their audiences, in the public debate of social and political issues. It is argued that, because of limitations that exist within these stations, none of the talk show teams fully realize the potential of the genre for participation in such debate. The picture that emerges is one of unequal access, with those sections of radio audiences in positions of privilege being further empowered, while those on the margins remain excluded from public discussion. The study finally recommends ways to improve public participation on Ugandan talk radio, noting the need to review government support, the problems of organizational culture within the stations, the need for more guidelines on practical arrangements around talk show production and the question of contradictions that exist at policy level.

In Brooklyn, radio programs conducted by and for Haitian immigrants have been historically vital tools for those seeking information to survive both under an ideologically restrictive dictatorship and as newcomers in an unfamiliar country. These radio stations and their blend of news and culture programming served as sonic reminders of community, connecting them not just to current events in the United States, but also to news from their country of origin. Through interviews with staff members at three different kinds of radio stations—college-owned, subcarrier, and pirate—this essay explores the role of Haitian radio in community-building, activism, and citizenship for Haitians who arrived in the U.S. in the 1980s. These programs, which existed on the periphery of a competitive media market, embodied a virtual community for Haitians that superseded nation-state boundaries.

The outbreak of COVID-19 pandemic has disrupted the education sector in unprecedented ways. As with many other countries around the world, the Ethiopian government closed schools following the first identified case in the capital city, Addis Ababa, on the 16th of March 2020. Across the country, these closures resulted in more than 26 million learners staying at home for almost eight months (UNESCO, 2021). In addition to this hiatus in their education, pupils were promoted automatically to the next grade with only 45 days of catch-up classes (Ministry of Education, 2020). In other words, those attending a specific school grade in March 2020 were then promoted to the next grade when school resumed in October 2020. For a significant proportion of Ethiopian pupils, learning during school closures was extremely limited despite the government’s efforts to create educational programmes via national television and radio stations (Kim et al., 2021a; Yorke et al., 2020). School closures, combined with barriers to accessing remote educational resources, meant potential learning losses for a significant number of pupils. Several studies have already indicated that COVID-19 resulted in learning losses, especially among the poorest and most disadvantaged groups. A study in Indonesia found that pupils lost 11 points on the PISA3 reading scale due to the four-month school closure from March to July 2020 (Yarrow, Masood & Afkar, 2020). It was also estimated that Grade 4 pupils in South Africa experienced losses equivalent to more than 60 percent of an academic year (Ardington, Wills & Kotze, 2021), while pupils in the UK lost a third of their expected learning during pandemic-related school closures (Major, Eyles & Machin, 2021). It is anticipated that school closures in Ethiopia could similarly result in learning losses and challenges for pupils to catch up with their learning, particularly for those from disadvantaged backgrounds. Our related emerging findings in Ethiopia have indicated that school closures exacerbated pre-existing inequalities in education, where progress was much lower for rural students compared to those in urban areas who were tracked from Grade 4 to Grade 6 (Kim et al., 2021b; Bayley et al., 2021). Building on this work in Ethiopia, this Insight Note provides a new perspective on numeracy achievements of Grade 1 and Grade 4 pupils by comparing learning at the start of each academic year and the gains over the course of the year across two academic years: 2018-19 and 2020-21. During the 2018-19 academic year, the Research on Improving Systems of Education (RISE) Ethiopia programme collected data on students’ numeracy achievement from 168 schools. After schools reopened in October 2020, and with additional support from the Bill and Melinda Gates Foundation, data on students’ numeracy achievements were collected for two new cohorts of pupils in Grades 1 and 4 in the same schools using the same instruments. This has enabled us to compare learning patterns between two cohorts in the same grades and schools before and during the pandemic. More specifically, in this Insight Note, we aim to: -Compare foundational numeracy levels of pupils entering Grade 1 in the 2020-21 academic year relative to those in 2018-19. -Compare progress in foundational numeracy for Grade 1 pupils over the course of the 2020-21 academic year relative to that seen during the 2018-19 academic year. -Compare numeracy levels of pupils entering Grade 4 in the 2020-21 academic year relative to those entering the same grade in 2018-19. -Compare progress in numeracy for Grade 4 pupils over the course of the 2020-21 academic year relative to the progress seen during the 2018-19 academic year. -Estimate the magnitude of learning loss attributable to the pandemic by calculating the difference in numeracy levels and progress between the two cohorts.
