AbstractIt is widely agreed that all animals are entitled to some degree of welfare consideration, but that some are entitled to more consideration than others. However, the basis for singling out some animals for special consideration often seems to be mostly a matter of degree of similarity to, or association with, humans. A more reasonable criterion would involve the extent of suffering caused by given events. Two variables that seem likely to be very important in the extent of suffering are the capacity to anticipate and the capacity to recall. Everyday experience tells us that human suffering can be hugely amplified by either anticipation or recall of painful or distressing events. In the past, psychologists have tended to take the view that both these processes depend on the possession of language, and were therefore irrelevant to species other than humans. But comparative psychologists are increasingly making use of concepts from human cognition, including both memory and anticipation, to explain animals’ responses to both past and future events. These processes are invoked to explain the behaviour of a wide range of vertebrate species. Recent work on primate cognition indicates that more elaborate forms of representation may be possible in the great apes. Such evidence should be used as the basis for deciding whether to give special welfare consideration to certain species which have special cognitive capacities — or indeed enhanced welfare consideration to a wider range of species, if their cognitive capacities are found to be more sophisticated than is generally assumed.

This study aims to determine the perceptions of graduates of state vocational high schools in Langsa City on the performance of Special Job Market in vocational high schools based on the aspects of (1) Special Job Market performance; (2) role of Special Job Market; (3) Special Job Market service; and (4) the success of the Special Job Market. This study is quantitative research employing a descriptive approach. The population of the research is 365 graduates tracked through the Special Job Market of four vocational schools in Langsa City in 2007/2008. From the population, 15% were taken for the samples of the study, so the number of respondents is 55 graduates. The result of the research shows that: (1) the percentage of Special Job Market performance aspect is 58.54% with “quite satisfied” criteria; (2) the percentage of role of Special Job Market aspect is 59.14% with “quite satisfied” criteria; (3) the percentage of Special Job Market service aspect is 51.02% with “quite satisfied” criteria; and (4) the percentage of the success of the Special Job Market aspect is 51.17% with “quite satisfied” criteria.

For managers and decision-makers, selecting the contractor is a key decision given this fact that the contractor plays a fundamental role in any outsourced project. So, identifying and evaluating the contractors selection criteria will result in eliminating inefficient contractors from the tender process. It is needed to collect and process these criteria in order to maximize the performance of selected contractors, and to minimize the errors and mistakes in fulfilling the society needs and organization standards. Obviously, many quantitative and qualitative indicators of different importance are involved in determining the contractors' eligibility. In this paper, we are to identify the factors affecting the selection of contractors, and then, to determine the importance levels of the factors and prioritize the contractors by combining the multi-criteria methods of fuzzy AHP and fuzzy PROMETHEE. This is the first time to implement this hybrid method for solving the contractor selection problem. In this regard, first, the criteria are identified and their weights are calculated using the fuzzy AHP technique, then premier contractor is selected using the fuzzy PROMETHEE method. A real application to select finance projects' contractor in the Water and Wastewater Company of Mashhad city is considered as the base problem.

The purpose of the study is to analyze the General Allocation Funds and Special Allocation Funds for Regional Expenditures at BPKPD Kebumen Regency. This research method uses a descriptive reseach method with a quantitative approach. Data analysis techniques for General Allocation Funds for Regional Expenditures, namely dividing General Allocation Funds with Regional Expenditures multiplied by 100% and Special Allocation Funds for Regional Expenditures, namely dividing Special Allocation Fund with Regional Expenditures multiplied by 100%. The result of this study indicate that General Allocation Fund for Regional Expenditures in 2019-2021 is included in good criteria, namely in 2019 45,35% with “good” criteria, in 2020 41,55% “good” criteria, and in 2021 40% criteria “currently”. Meanwhile, the Special Allocation Fund for Regional Expenditures fro 2019-2021 is included in the very lucking criteria, namely in 2019 it is 2,56% of the “very lucking” criteria, in 2020 2,30% of the “very lucking” criteria, and in 2021 it is 2,56% “very less”.

Khajoo Bridge in Isfahan is one of these successful historical examples. Taking it as a sample, we have tried to identify reasons _ with an aim to find proper applicable approach_ behind the preservation of liveliness in this bridge in past and present .To begin we first explained the meaning of city design and criteria of desirable city space according to Jan Gehl ( a famous Danish architect, sociologist, and urban design consultant). Then we searched, studied and analyzed related documents and observations for better understanding of functions and liveliness of Khajoo Bridge. our comprehensive researches showed that elements used in designing and building of the khajoo bridge have been in agreement with Jan Gehl’s criteria of desirable place (protection, comfort, joy). Evaluation of functions and personality of Khajoo Bridge during different eras also revealed that, by employing humanity, culture and architecture, design of the Khajoo Bridge is most harmonious with the third criteria of Jan Gehl for a desirable place (joy). Taking this approach (joyous-entertaining-life giving) has contributed to the sustention of the Khajoo Bridge in many years.

Autism is a condition of children with developmental disorders. This condition encourages the establishment of special schools to accommodate children with autism. This special school must have specific standards and criteria so that children with autism can learn at school as well as in turn have adequate therapeutic facilities. This paper aims to describe the criteria of those special schools for children with autism, in particular the design criteria that can be applied to the interior of a building. The research was conducted with a qualitative approach using a literature survey method with a review of government regulations and design standards for spaces of children at special schools recommended for persons with autism. It is hoped that with an understanding of these design criteria, spaces for persons with autism in special schools can be designed more effective and efficient.

The paper examines the concept and essence of punishment individualization as a principle of proceedings in cases of administrative offenses. This principle is implemented by consolidating in the Code of the Russian Federation on Administrative Offenses of the ordinary rules for imposing administrative punishment applicable to any administrative offense, and special rules applied to individual administrative offenses and those who committed them. On the basis of a systematic analysis of ordinary and special rules of sentencing, law upholders use such methods of individualization as determining the rules for punishment imposition within the limits of the sanction provided for under the relevant article of the Special Part of the Administrative Code of the Russian Federation and under the laws of constituent entities of the Russian Federation on administrative offenses or the possibility of imposing administrative punishment, the type or size of which is not provided for by sanctions of the relevant provisions. The paper explains the system and content of the criteria of individualization taken into account for the imposition of administrative punishment and the practice of their application. The author considers safeguards for implementation of the principle of individualization of punishment.

In the Russian legislation, age is a law-conferring fact. The authors analyze key legislative acts and their projects that should provide the legal framework regarding the age limits of the subject of legal relationships, as well as the dependence of the chronological age and the corresponding psychological and social changes that should form the basis for the choice of both maximum and minimum age limits for criminal responsibility. Currently in Russia there is an evident need for special criminological, socio-psychological research connected with defining changes in age-related features of modern adolescents. Their results will provide answers to many urgent questions. For example, how have adolescents changed as a result of generation approach? How have their understanding and attitude to key rules and norms of human coexistence changed? Ultimately, the results of such research will give us a better understanding of age-related features of adolescents that should be taken into account when determining the age for criminal responsibility. One of the factors determining the necessity of conducting complex research is the gaps and, sometimes, direct contradictions in the understanding of age limits of criminal and civil responsibility as well as the legal capacity of minors. Undoubtedly, such limits should be mainly connected with the ability of an adolescent to fully understand the key rules and norms of human coexistence and the limits of lawful behavior. The Russian legislation, however, interprets the grounds for the emergence of legal capacity, their connection with the psychological features of the adolescent. The contents of the term «age» differ in each specific branch of law, which has a general negative impact on the possibility of ensuring the rights and freedoms of the subject of special protection — a person who has not reached the age of 18 years.

Abstract We develop an optimization model to provide a fair allocation of multiple resources to multiple users. All resources might not be suitable to all users. We develop a notion of fairness, and then provide a general class of functions achieving it. Next, we develop more restricted notions of fairness—special cases of which exist in literature. Finally, we distinguish between scarce and abundant resources, and show that if a resource is abundant, all users seeking it achieve the maximum possible coverage.

Constructive measures taken to ensure the integrity of the entire building or its part in emergency situations with design based on the existing criteria of the limiting state method leads to a significantincrease of the construction cost. One of the ways to reduce additional costs of construction while the protection design against progressive collapse is the possible use of additional reserves of deformability of load-bearing elements. It leads to redistribution of loads and the use of non-destroyed structures. It also leads to possible changes of limiting states in non-standard emergency design situations, taking into account the peculiarities of the operation of structures in a special limiting state at a stage close to destruction. In the GOST 27751-2014 «Reliability for constructions and foundations. General principles» calculated states of the firstand second groups of limiting states are given, and for a special limiting state only the area of its permissible application is indicated. The work of reinforced concrete structures at the stage close to the depletion of the load-bearing capacity is little reflectedin the scientificand technical literature; the work of reinforced concrete structures at the unloading stage due to the redistribution of forces is represented in single publications. The article presents theoretical studies based on experimental data on the deformation of bent reinforced concrete beam elements at a stage close to the maximum load-bearing capacity and at the stage of unloading up to the transformation of a structural element into a mechanism. The influenceof the longitudinal reinforcement, the class of reinforcement, prestressing and the concrete strength on the deformation of reinforced concrete bending elements is considered in the article. The research of the behavior of structural elements continuation at this stage is relevant and contributes to the development of economical and rational design solutions for protection against progressive collapse and in the design of earthquake-resistant buildings.

Criteria for a forensic expert report evaluation in criminal proceedings are considered. Modern practice of applying special knowledge for the purpose of proof in criminal cases is analyzed. Forensic experts’ report evaluation problems connected with violations of current procedural legislation and qualification level verification of state and non-state forensic experts are considered. In this paper, the five-bar Grashof criterion is proposed and proved. A five-bar linkage is a Class I linkage if lmax + lmin 1 + lmin 1 ≤ m + n is satisfied, otherwise it is a Class II linkage. Depending on the location of the two input links, a Class I linkage may be classified as (1) a triple-crank or a double-crank linkage if its two shortest links are either the input or fixed links; (2) a conditional double-crank or single-crank linkage if its shortest link is the fixed or an input link and the next shortest link is neither the fixed nor an input link; (3) a zero-crank linkage if none of the foregoing conditions is satisfied. A Class II linkage is neither a triple-crank nor a double-crank linkage. However, it may be a conditional double-crank, single-crank or zero-crank linkage. The proposed five-bar mobility criterion includes the four-bar Grashof criterion as a special case.

Reading is of great importance for the modern educational process, as it opens access to leading sources of information, expands people’s outlook, etc. Naturally, reading as a communicative skill and a means of communication is always used at the FL classes. However, the foreign language competence of most Ukrainian teachers remains insufficient. The purpose of the article is to single out the strategies and criteria for selecting the educational material to improve the level of teachers’ foreign language competence in reading. Thus, the current study presents the criteria for selecting the foreign language texts for reading in a due regard to educational, psycholinguistic, linguistic, technical, socio-cultural aspects, with an appropriate set of options for each of them. The strategies of selecting foreign language texts, offered in this research, are relevant to the current tendencies prevailing in the formation of foreign language competence in reading. They include focusing on the topic envisaged by the curriculum and the objectives of the FL class; fixing linguistic, speech, sociocultural aspects that are necessary for the class; applying different ways of highlighting / marking the lexical units and grammar structures; enlarging fonts; providing audio support for students with special educational needs (visually impaired students). The developed strategies and criteria suggest that students with special educational needs should also be able to use the texts. With the aim of determining the level of Ukrainian teachers’ foreign language competence in reading, a survey was conducted, which has enabled the authors to вуеукьштуt the peculiarities of teachers’ work with foreign texts, the lack of foreign texts that contain topics on various literary genres and reveal a sociocultural component. Eventually, the article offers certain approaches to the adaptation of foreign texts in terms of the learning objectives and students’ communicative needs. The srrategies and criteria, developed and proposed in this study, are a significant extension of the already existing tools that take into account new challenges in modern methods of foreign languages teaching. The prospective areas of further research are the study of the reading materials search engines and their effect on teachers’ foreign language competence in reading.
