Desde 1994 a África do Sul pôs fim à sua estrutura oficial de segregação, baseada na ultra exploração da força de trabalho negra e na total segregação racial: o Apartheid. Embora esse sistema tenha acabado e o país seja governado pelo antigo movimento de libertação nacional, o African National Congress (ANC), as desigualdades sociais se aprofundaram. O objetivo deste artigo é analisar os processos políticos que condicionaram a transição Sul-africana do Apartheid à democracia. A pesquisa tem natureza qualitativa e foi realizada por meio de revisão bibliográfica da sociologia crítica sulafricana, da análise de documentos oficiais e na análise crítica de discurso. O estudo identificou que a transição à democracia foi tutelada pela mais rica fração da burguesia sul-africana e viabilizada pelo ANC, que aderiu às ideologias neoliberais.Palavras-chave: Apartheid. Although this system is over and the country is ruled by the former national liberation movement, the African National Congress (ANC), social inequalities have deepened. This paper aims to analyze the political processes that conditioned the South African transition from Apartheid to democracy. The research has a qualitative approach and It was conducted through a bibliographical review of South African critical sociology, analysis ofofficial documents and critical discourse analysis. The study found that the transition to democracy was led by the wealthiest fraction of the South African bourgeoisie and made possible by the ANC, which adopted the neoliberal ideologies.Keywords: Apartheid. AbstractBased on the author's PhD research, this article focuses on the fluid and contested nature of the identities — racial, ethnic, and national — of people of Chinese descent in South Africa in the apartheid and post-apartheid eras. The research focuses on the approximately 12,000-strong community of second-, third-, and fourth-generation South African-born Chinese South Africans. It reveals that Chinese South Africans played an active role in identity construction using Chinese history, myths and culture, albeit within the constraints established by apartheid. During the latter part of apartheid, movement up the socio-economic ladder and gradual social acceptance by white South Africa propelled them into nebulous, interstitial spaces; officially they remained “non-white” but increasingly they were viewed as “honorary whites.” During the late 1970s and 1980s, the South African state attempted to redefine Chinese as “white” but these attempts failed because Chinese South Africans were unwilling to sacrifice their unique ethnic identity, which helped them to survive the more dehumanizing aspects of life under apartheid.

For decades, contributors to the literary discourses of South Africa, writers, critics and commentators alike, worked to end apartheid. Now that apartheid is over, new discourses must evolve. For this reason, at this critical time of transition, all literary works coming out of South Africa are crucial to the continuity of South African literatures. Charles van Onselen's work would be a remarkable social history at any time but, coming as it does in the immediate post-apartheid period, it takes on a special relevance. This fictionalised social history which records the survival of a MaSotho peasant farmer in the western Transvaal during the pre-apartheid and apartheid periods gives a unique insight into an area of human existence that remains virtually unrecorded and only touched on in Sol T. Plaatje's Native Life in South Africa, written in 1910. This minutely-documented account of Kas Maine's story reflects the human condition of the Black population in rural South Africa as the screws of proxy European colonisation are tightened by South Africa's neo-colonialists. More significantly, van Onselen reconstructs the rural Black South African man whom apartheid not only degraded but also concealed from view. To what extent, however, is this reconstruction that of a White South African and what are his reasons for producing a model at this moment in South Africa's history?

Abstract In Apartheid South Africa, eugenic notions formed an underlying justification for the superiority of the white race over Africans, through the works of international eugenicists like Galton and Pearson, and locally through prominent South African eugenicist H. B. Fantham. These ideas are expressed and elaborated upon in Emevwo Biakalo's essay ‘Categories of Cross-Cultural Cognition and the African Condition’. His work serves particularly to highlight that the mind and cognitive processes of Africans were considered very different from their white counterparts, and thus they would require different approaches to education. I demonstrate here how these views served as part of the underlying justification for Apartheid in South Africa, particularly in Hendrik Frensch Verwoerd's insistence on creating separate and distinct educational systems for different races. This eugenic legacy is still visible in South Africa's radically unequal education system to this day.

Immigration : from apartheid to Mandela. South-Africa, the great attractor. Hundreds of thousands of African immigrants from surrounding countries have been transformed by the South African political transition into “ illegal aliens”. South Africa has neverthelss become a privileged destination for thousands of refugees and migrants. Pre-apartheid and apartheid South Africa set up a system of control meant to promote “white” immigration and prohibit “black” immigration, while allowing categories of workers to enter and stay on temporary contracts, as part of the migrant labour system. The 1990 democratic transition saw an increased repression of “illegals” complement the implementation of a liberal asylum policy, but recently a regularization scheme has made room for Southern African (SADC) immigrants, while ignoring people from the “other Africas”.

Prior to the dispensation of democracy in South Africa, the country was presided by a system of apartheid that perpetuated colonial policies that discriminated against non-white (South) Africans. Nevertheless, the democratic jurisdiction dethroned and succeeded the apartheid regime in 1994. This galvanised South Africa to undergo a political transition from segregation (autocracy) to peace, equality and unity (democracy). The political emancipation engineered a shift of identity and also made a clarion call for South Africans to subscribe to a democratic identity branded by oneness and harmony. However, as South Africa sought to redress herself, it unearthed appalling remnants of the apartheid past. Twenty-seven years since democracy took reigns in South Africa, the country is still haunted by the horrors of the past. It is the apartheid government that has bred hegemonic delinquencies that encumber the South African society from extricating herself from discriminatory identities such as racial tension, division, inequality and socio-economic crises. This qualitative study sought to scrutinise the vestiges of apartheid in South Africa. It has hinged on the literary appreciation of Phaswane Mpe’s Welcome to Our Hillbrow, which reflects on the menace that the enduring legacies of apartheid pose to livelihoods in the democratic period. Mpe’s post-apartheid novel is chosen for this study by virtue of its exposure and protest against apartheid influence in the newly reconstructed democratic South African society. Scholarly attention has been satisfactorily paid to the implementation of socio-economic transformation in the country, however, there seems to be an inadequate scholarship to explore the pretexts or the genesis of socio-economic transformation setbacks, which this study aims to unmask.

Apartheid South Africa enacted physical, structural, and symbolic forms of violence on racially marked South Africans, and postapartheid South Africa has enacted ambitious—though also limited—laws, policies, and processes to address past injustices. In this article, the author traces the South African political histories of one self-defined group, the Lemba, to understand how the violence they collectively experienced when the apartheid state did not acknowledge their ethnic existence continues to shape their ideas of the promise of democracy to address all past injustices, including the injustice of nonrecognition. The Lemba are known internationally for their participation in DNA tests that indicated their Jewish ancestry. In media discourses, their racialization as black Jews has obscured their racialization as black South Africans: they are presented as seeking solely to become recognized as Jews. The author demonstrates that they have in fact sought recognition as a distinct African ethnic group from the South African state consistently since the 1950s. Lemba recognition efforts show that the violence of nonrecognition is a feature of South African multicultural democracy in addition to being part of the apartheid past. The author argues that the racialization of religion that positions the Lemba as genetic Jews simplifies and distorts their histories and politics of race in South Africa.

This study investigates the occupational status of South African natives and immigrants, considering the intersection between race and nativity. Using census data for 2001, the study finds that whites dominate the top end of the occupational distribution, while the reverse is the case for Africans, irrespective of nativity. Thus, in post-Apartheid South Africa, race explains more of an individuals occupational status than country of origin the legacy of apartheid still lingers on. The study also finds that South African-born Africans are more likely to compete for the same occupations with African immigrants from non-SADC countries than those from SADC countries. To some extent, this violates the claim that African immigrants from SADC countries steal natives jobs.

ENGLISH ABSTRACT: This thesis is concerned with kitsch as cultural phenomena, which it will approach as a specific ‘aspect’, or ‘product’ of modernity. In doing so, this thesis aims to interrogate the notion of modernity, through an analysis of kitsch. In the first place, modernity can be thought as a collection of progressive material changes, usually associated with the onset of the industrial revolution. In this sense, it is easy to establish kitsch as a typical product of modernity, as the latter literally provided the objective conditions of possibility for the production of cheap, easily reproducible industrial goods, with which kitsch is often associated. In the second place, more than a set of material changes however, modernity also entailed a concomitant series of cultural values, the rational, scientific worldview associated with the onset of the Enlightenment. The thesis will therefore also consider how kitsch can be regarded as a direct expression of these values, in as much as the characteristic falseness and conformity of kitsch might be seen as a typical product of this rational, utilitarian worldview. In the third place, modernity also refers to the combined effect of these material conditions and cultural values. Kitsch will be considered, then, also in relation to this ‘life-world’. Importantly, the thesis seeks to demonstrate how the inherent contradictions of modernity become particularly apparent in kitsch. The connection between colonialism and the Enlightenment is nothing new. Indeed, the colonial project was driven by the notion that the West was responsible for the “modernization” and “upliftment” of the rest of the world. However, the idea of modernity as a universal, ideologically neutral concept is deeply problematic. Indeed, this can also be considered as one of the contradictions inherent in modernity. By looking at South African kitsch, this thesis will examine the possibility that, as a typical product of modernity produced in a local context, it can reveal much about the manifestations or ‘trajectory’ of modernity outside the metropolitan centres, where it is usually located. This will be explored by examining, on the one hand, the local ‘trajectory’ of the discourse of modernity, and, secondly, to the place assigned to people within the creation of these local modernities
AFRIKAANSE OPSOMMING: Die onderwerp van hierdie tesis is kitsch as ’n kulturele verskynsel, wat dit as volg benader. Eerstens word daar gevra of dit moontlik is om kitsch as een van die mees tipiese ‘produkte’ van moderniteit te beskou. Die bogenoemde vraagstelling maak dit dus moontlik om moderniteit te ondersoek deur ‘n analise van kitsch. In hierdie tesis, word moderniteit as volg benader: ten eerste, die materiële veranderings in terme van die produksie proses wat gewoonlik met die industriële revolusie geassosieer word; en tweedens, die rasionele, wetenskaplike, kommersiële en utilitêre lewensbeskouing ingelei deur die ‘Verligting’ (of sogenaamde Enlightenment) in die sewentiende eeu. Meer as net ’n versameling fisiese en filosofiese omwentelings, verwys moderniteit egter ook ten derdens na die gekombineerde impak van die bogenoemde in terme van die effek van tegnologie op kultuur, en hoe dit die menslike ‘leefwêreld’ betekenisvol beïnvloed en vervorm. Die bogenoemde skep dus ‘n raamwerk waarbinne kitsch benader kan word. Ten eerste is dit maklik om ‘n verband tussen kitsch en tegnologiese ontwikkelinge, wat dit moontlik maak om vinnige reproduksies van ‘n lae gehalte te vervaardig, te trek. Maar soos beskou vanuit ‘n meer filosofiese perspektief, kan die valsheid en patroonmatigheid van kitsch teruggetrek word na rasioneel utilitaristies wêreldbeskouing van die ‘Verligting’, wat deur die neig na abstrakte, universele waarhede, dikwels vervlakking lei en ook spesifieke etiese gevolge het. Díe drie areas dan in ag geneem, is dit verder nodig om ‘n vierde definisie in te sluit om die ondersoek van moderniteit, soos dit in hierdie tesis benader word, te verdiep. Die idee dat kolonialisme en moderniteit ten diepste verbind is, is niks nuuts nie. Die gedagte dat die Weste juis die onontwikkelde kolonies moes “ophef” en “moderniseer” was inderdaad dikwels die ideologiese beweegrede vir die koloniale projek. Maar by nadere ondersoek blyk dit onwaarskynlik dat moderniteit bloot ‘n ideologies neutrale konsep is, wat oral eenvormige resultate sou behaal. Inderdaad, laasgenoemde kan ook as een van hierdie sogenaamde “teenstrydighede” inherent tot die konsep van moderniteit beskou word. Dus, deur na kitsch te kyk wat spesifiek in ‘n Suid-Afrikaanse konteks ontstaan het, wil hierdie tesis ook die moontlik ondersoek dat plaaslike kitsch (as tipiese produk van moderniteit) ons iets meer kan vertel oor die spesifieke verloop en gevolge van hierdie sogenaamde “projek van moderniteit” binne ‘n plaaslike konteks. Dit sal gedoen word deur die volgende twee vraagstukke aan te spreek, aan die hand van plaaslike vorme van kitsch. Eerstens sal daar aandag aan die spesifieke “verloop” en manifestasies van die diskoers van moderniteit in ‘n plaaslike konteks ondersoek word. Tweedens, gaan hierdie tesis ook aandag gee aan die spesifieke plek wat aan verskillende groepe mense binne hierdie plaaslike vorme van moderniteit toegeken word. So ‘n ondersoek sal dan op die plaaslike manifestasies van moderniteit konsentreer, om die aanname dat moderniteit oral eenvormige resultate en vooruitgang sou bereik, ongeldig te verklaar. Die idee van “moderniteit” as universele en eenvormige konsep breek dus letterlik uit mekaar, soos dit met die idee van geografiese spesifieke weergawes van moderniteit gekonfronteer word.

This thesis examines South Africa's foreign relations, viewed from a South African perspective, with the black African countries beyond southern Africa from 1961 to 1994. These relations were determined by the conflict between Pretoria's apartheid ideology on the one hand, and African continental rejection of South Africa's race discrimination policies and its exclusion from the community of African states on the other. The documentary material used primarily stems from the Department of Foreign Affairs archive in Pretoria, supplemented by research conducted in other archives. Furthermore, we conducted interviews and correspondence, and consulted the relevant primary and secondary literature. Given the main source of information, we chose to make this work a case study in Diplomatic History. In consequence, and constituting the core of the study, Chapters 3 to 6 explore the interaction between South Africa and the black African states in a chronological order. At the same time, we draw on the analytical concepts from the academic disciplines of Political Science and its derivative, International Relations, to comprehend developments more fully. We discuss the significance of the approaches from these two disciplines in both the Introduction and Chapter 2. In particular, we emphasise that this study is about Pretoria's foreign policy, involving state and non-state actors, and we suggest that the unequal status between South Africa and the other African states constitutes an inherent factor in the relationship between them. The Conclusion examines the role of the state and non-state actors in determining Pretoria's foreign relations and the relevance of the structural imbalance between South Africa and the black African states in this context.

This thesis explores the role of South African business as non-state actors (NSAs) in South Africa’s post-apartheid economic diplomacy. The work is an empirical contribution to the debate within diplomacy studies asserting the importance of NSAs in diplomacy studies and that the inclusion of economic considerations in diplomacy studies is crucial. Whilst a broader agenda in diplomacy studies is increasingly being recognised by diplomacy scholars, there is limited case-based evidence of the increasingly active role being played by NSAs in diplomacy generally and economic diplomacy more specifically. The research uses a multistakeholder diplomacy framework to analyse the extent to and ways in which corporate actors engage in South Africa’s post-apartheid economic diplomacy. This study explores specific business activities around economic diplomacy, expounds why South African business adopts different strategies at different times and crucially examines how corporate actors do this. The thesis identifies three distinct modes of corporate diplomacy: consultative, supplementary, and entrepreneurial. The thesis concludes that corporate diplomacy warrants far more scholarly attention than has hitherto been the case, both in developed and emerging economies, on the basis that corporate actors in South Africa play a crucial role in economic diplomacy, both as consumers and producers of diplomatic outcomes.

This thesis examines the role that speculative fiction plays in imagining the city spaces of the future. Considering the rapid pace of change that has marked post-apartheid South Africa as an impetus for emerging literary traditions within contemporary South African speculative fiction, the argument begins by sketching the connections between South Africa's transition to democracy and the emerging speculative texts which mark this period. Positioning speculative fiction as an umbrella term that incorporates a wide selection of generic traditions, the thesis engages with dystopian impulses, science fiction, magical realism and apocalyptic rhetoric. Through theoretical explication, close reading, and textual comparison, the argument initiates a dialogue between genre theory and urban theory as a means of (re)imagining and (re)mapping the city spaces of post-apartheid Cape Town and Johannesburg.

In this study I propose that transgressive interpretations of Christian iconography provide a valuable strategy for contemporary artists to engage with perceived social inequalities in postapartheid South Africa. Working in light of Michel Foucault’s idea of an “ontology of the present”, I investigate the ways in which religious iconography has been implicated in the regulation of society. Parodic reworking of Christian imagery in the selected examples is investigated as a strategy to expose these controls and offer a critique of mechanisms which produce normative ‘truths’. I also consider how such imagery has been received and the factors accounting for that reception. The study is contextualized by a brief, literary based, historical overview of Christian religious imagery to explain the strength of feeling evinced by religious images. This includes a review of the conflation of religion and state control of the masses, an analysis of the sovereign controls and disciplinary powers that they wield, and an explication of their illustration in religious iconography. I also identify reasons why such imagery may have seemed compelling to artists working in a post-apartheid context. By locating recent works in terms of those made elsewhere or South African examples prior to the period that is my focus, the works discussed are explored in terms of broader orientations in post-apartheid South African art. Artworks that respond to specific Christian iconography are discussed, including Adam and Eve, The Virgin Mary, Christ, and various saints and sinners. The selected artists whose works form the focus of this study are Diane Victor, Christine Dixie, Majak Bredell, Tracey Rose, Wim Botha, Conrad Botes, Johannes Phokela and Lawrence Lemaoana. Through transgressive depictions of Christian icons these artists address current inequalities in society. The content of their works analysed here includes (among others): the construction of both female and male identities; sexual roles, social roles, and racial identity; the social expectations of contemporary motherhood; repressive role models; Afrikaner heritage; political and social change and its effects; colonial power; sacrifice; murder, rape, and violence in South Africa; abuses of power by role models and politicians; rugby; heroism; and patricide. Christian iconography is a useful communicative tool because it has permeated many cultures over centuries, and the meanings it carries are thus accessible to large numbers of people. Religious imagery is often held sacred or is regarded with a degree of reverence, thus ensuring an emotive response when iconoclasm or transgression of any sort is identified. This study argues that by parodying sacred imagery these artists are able to disturb complacent viewing and encourage viewers to engage critically with some of its underlying implications.

Apartheid South Africa was variously imprisoned, exiled, and engaged in the task of homecoming. This troika permeated society as reality, symbol and creative capital; as a political reality each of the experiences distilled the diverse human possibilities and potentials of apartheid. This is a study of the linked political encounters of detention/imprisonment, exile and homecoming, as well as the more general dynamics of oppression and resistance and the culture of violence, through the life story genre. Within the dynamics of struggle the focus of the thesis is on the transformative nature of resistance, in particular auto/biographical counter-discourses, as a means through which opponents of apartheid retained/regained agency and power. The main aim of the thesis is to articulate and apply a theory of life story praxis in the context of political contestation. The theory has five main components. Firstly, the life story in such contexts is marked by the imperative for narratives to be provisional, partial, tactical, to be managed in accordance with an evolving political purpose. The second component relates to the violent collaboration of state and opponent in identity construction and interpretation. This argument facilitates, as the third theoretical premise, a broad definition of texts that either are auto/biographical or impact upon the context and process of narration. Fourthly, lives are told many times over, identities are repeatedly un/remade, within an arena that is dense with prior versions and/or a discursive void. Finally, I argue that the ownership and meaning of life story narratives are provisional and contested while retaining a dominant narrative and political truth. In the main body of the thesis this theory is applied to the life stories of incarceration, exile, and homecoming.

AbstractMedia images of Africa seems to suggest that the continent is characterised by mass exodus to the Global North. Most African migration actually occurs within the continent. Conflict and other governance challenges, as well as poverty and relative deprivation all contribute to human mobility within the continent, as well as overseas. On the continent, South Africa is the most preferred destination by immigrants – the country has a robust economy and constitutionalism firmly grounded in the respect for human rights. Xenophobic violence has continued to erupt in the “new” South Africa and I attribute this to a culture of violence in South Africa originating from apartheid. Immigrants in South Africa experience multiple forms of discrimination and oppression which manifest in covert and overt experiences of xenophobia. Looking at South to South migration, in this chapter I investigate the consequences of intra-African migration, and particularly how xenophobia in the post-apartheid state is grounded in South Africa’s racist past, and argue that immigrants are surviving in a “post-apartheid-apartheid” South Africa.

AbstractThis chapter brings the theoretical term “concurrences” to bear on a reading of how US popular filmic depictions of whiteness flowed seamlessly into white South African life during the time of apartheid. I wager that we might productively use the term to consider the ways in which dominant signs and identities, in this case whiteness, might be sustained across different political and ideological terrains through the media of popular culture. Focusing on Steven Spielberg’s 1977 film, Close Encounters of the Third Kind, which premiered in South Africa in 1979, I investigate how science fiction film of this era became a site of white disassociation from apartheid’s realities and association with the global North. The chapter thereby raises a series of questions that challenge received understandings of South Africa’s cultural isolation during apartheid and prompt us to understand apartheid’s global dimensions and contexts.

Since 2005 as a researcher, and since the early 1990s as an organiser who worked in Pretoria as South Africa transitioned towards democracy, Brett Pyper has had the privilege of knowing a community of practice that occupies a distinct, under- recognised position in the country’s internationally famous jazz culture. Known variously as jazz appreciation societies, social clubs or stokvels (mutual aid associations), these township-based collectives played no small part, during the long night of apartheid, in preserving and developing the vibrant, cosmopolitan African cultures that were suppressed and dispersed under racial and ethnic segregation policies. They did so in spite of restrictions on public gatherings, and in communities with hardly any civic or cultural amenities. After the formal end of apartheid and the lifting of cultural boycotts in the 1990s, the country’s reintegration into circuits of international cultural exchange resulted in the establishment of several globally benchmarked festivals. Meanwhile, these community-based jazz societies underwent their own efflorescence, though in relative isolation from the festivals that take place in downtown convention centres for a globally mobile, relatively elite clientele. These developments emblematise the promise as well as the limitations of the post-apartheid transition: while the existence of platforms for international jazz luminaries serves as a powerful symbol of change and a vehicle for the assertion of transnational cultural and political ties, the audience for jazz music in South Africa remains largely excluded from participating in these celebrations of avowedly post-apartheid culture.

Being sparked by interactions with students in the context of a course called ‘Engineer in Society’, this work-in-progress study explores how engineers conceived of their role during the period of apartheid in South Africa. The literature suggests that engineers consider their contribution to society in solely technical terms rather than in social or political terms. Using interviews with engineering academics, this paper examines how respondents’ navigated engineering practice and academic work. The findings indicate significant complexity in terms of how engineers conceived of their role in relation to society, a relationship that was mediated by politicised academic institutions and differentiated cultural norms. This also has an impact on the notion of the culpability of engineers and the question of whether they resisted or complied with the pervasive and brutal regime of apartheid. Although the study revealed a variety of positions and dispositions taken on by engineers, an interesting stance was that of ‘technical activism’ which involved engineers resisting apartheid by exploiting the liberal spaces that were made available in the context of their engineering work.

The paper deals with the socio-political, economic and settlement policy related effects of racial segregation in South Africa. Nowadays, not much has remained of the optimistic spirit of optimism from the Mandela era. The extent of nepotism, corruption and enrichment under subsequent ANC governments was so extensive that there is talk of 'state capture'. The increasing impoverishment to the point of starvation of lowincome earners especially during the Corona pandemic led to the radicalisation of society and the number of violent protests and riots increased. Race relations have also deteriorated. The black South African population feels abandoned by the government and partly transfers this resentment to the white South African population; the number of assaults is increasing. White South Africans have felt increasingly marginalised in public life and deprived of career advancement opportunities since 1994 due to the governments' 'affirmative action'. The complaint that "there used to be too little white and now there is too little black" leads to the statement: "Apartheid today is against whites".

At the University of Cape Town, females and students disadvantaged under the previous South African apartheid education system are under-represented in Information Systems (I.S.) classes. This research shows that these are also the groups most ignorant about I.S. at the school-leaving stage. After being informed about the discipline through a small intervention, a significant increase in enthusiasm for majoring in and being employed in I.S. occurred. This should result in a better educational fit and greater enrolment of these groups in I.S., and reduce some switching to I.S. from other subjects at a later stage. The key influencing sources for university students’ study decisions are also examined, and it is evident that a different approach is needed for each group in order to maximize the number of quality I.S. graduates.

The spatial inequities of apartheid severely compromised the advancement of historically marginalised societies in South Africa. Exclusive barriers to access and opportunity defined an underlying geo-social intent for the oppression of societies, hereafter referred to as historically disadvantaged communities. The socio-economic injustices extended beyond physical spatial barriers into the realm of intellectual imprisonment effected by pedagogic exclusion. This ultimately prevented knowledge generation by exclusion of lived experiences in historically disadvantaged communities. The research approach is informed by a problem which focuses on pedagogic exclusion and the critical role of inclusive pedagogies and participatory approaches to research in architectural education for the advancement of society in order to promote spatial transformation.

Statistics departments, and indeed universities, in South Africa are at present in a considerable state of flux. If one examines the state of tertiary education in South Africa (S.A. henceforth) ten years ago the changes are evident to even a casual observer. Although for many years the traditionally liberal campuses have defied apartheid legislation in formulating admission policies, it is a fairly recent phenomenon that universities such as Natal, Cape Town, Rhodes and Witwatersrand have clearly stated their intention (often as a Mission Statement) to make both the student body and the staff correspond as closely as possible to the community in which each university finds itself. This has resulted in a long overdue change in the type of applicants for entrance, and in particular to Statistics courses, that these bodies receive. In Natal the position is exacerbated by the large number of school education departments that issue matriculation certificates to school leavers; these are meant to allow the individual to enter a university without further examination. The proliferation of such departments is a glaring legacy of apartheid and their incorporation into a single education department appears certain under a new political dispensation. During 1991 and 1992 the Statistics & Biometry Dept. at the University of Natal admitted students from: Natal Education Dept.; Department of Education and Training; KwaZulu Education Dept.; Joint Matriculation Board; House of Representatives; House of Delegates; Cape, Transvaal and Orange Free State Education Dept.'s; as well as a large number of "homeland" departments, such as Ciskei, Transkei, Venda, Bophutatswana and adjoining states, in particular Zimbabwe.

In their stormy response to Nancy MacLean’s book Democracy in Chains, some academics on the libertarian right have conducted a concerted defense of Nobel Laureate James Buchanan’s credentials as an anti-racist, or at least a non-racist. An odd component of their argument is a claim of innocence by association: the peripatetic South African economist and Mont Pelerin Society founding member William Harold Hutt was against apartheid; Buchanan was a friend and supporter of Hutt; therefore, Buchanan could not have been abetting segregationists with his support for public funding of segregationist private schools. At the core of this chain of argument is the inference that Hutt’s opposition to apartheid proves that Hutt himself was committed to racial equality. However, just as there were white supremacists who opposed slavery in the United States, we demonstrate Hutt was a white supremacist who opposed apartheid in South Africa. We document how Hutt embraced notions of black inferiority, even in The Economics of the Colour Bar, his most ferocious attack on apartheid. Whether or not innocence by association is a sound defense of anyone’s ideology or conduct, Hutt, himself, was not innocent of white supremacy.

The subject of carbon pricing is rising up the global policy agenda, as countries take action in the aftermath of the United Nations Framework Convention on Climate Change’s Conference of the Parties 26 summit in November 2021. South Africa is the only country in sub-Saharan Africa to have enacted a carbon tax to date, and, globally speaking, was ahead of the curve when it started to consider its implementation at the start of 2010. With a historically energy-intensive and carbon-intensive economy as a core feature of its minerals-energy complex, South Africa is the world’s 14th largest emitter of greenhouse gases, and the largest emitter on the continent. Its electricity grid is the world’s most carbon-intensive, and its primary energy consumption is ranked 17th globally. While the country’s gross domestic product is the 30th highest in the world, it is also one of the most unequal. It has a legacy of socioeconomic and political exclusion, and marginalisation created by the apartheid history that has persisted in the decades since the democratic transition in 1994. This paper asks to what extent and in what way has South Africa’s political economy shaped the process and implementation of its carbon tax? In answering this question, the report explores and analyses the design and implementation of the tax; the key criticisms to which it has been subjected; the effectiveness of the tax, not least in light of the considerable allowances and exemptions that have been included in its design; the relationship between the carbon tax and other existing climate change policies; and the potential relevance of South Africa’s experience for other countries on the continent.
