It is a generally accepted view in the literature on civil-military relations and military sociology that the military is a ‘Janus-faced’ organisation. One of its faces has to watch the strategic requirements and the other face looks at its parent society. The Janus-face analogy indicates that the strategic and societal views are intrinsically antithetical. The notion of the antithetical relationship between liberal ideology and military security was established as early as the 1950s in Samuel Huntington’s seminal book The Soldier and the State. This thesis is conceived as a critical debate with Huntington, challenging, in particular, the notion that societal and functional imperatives are inevitably distinct and antithetical. The aim of this thesis is to analyse in what ways liberalism – as a meta-ideology or a guiding ethos – determines the military capacities of West European societies. The empirical analysis has been carried out on the cases of the German Bundeswehr (from the 1950s onwards) and the British armed forces (from the beginning of the 20th Century onwards). Despite the enormous divergence these two cases represent, a similar pattern of behaviour is recognisable in them. This examination reveals that specific policies, institutions and practices are preferred because of their relation to liberal principles. Sometimes liberal norms are used merely to advocate an otherwise necessary policy, such as universal conscription at the time of emergency. Regarding other issues, such as the right to conscientious objection, liberal principles are the most relevant causal factor. Among the issues affected by liberal ideology are also the varieties of military mission, military ethics and professional identity of soldiers. The case studies examined in this thesis demonstrate that a meaningful adaptation of the military to the principles possessed by its parent society can be, more often than not, desirable also from the perspective of security strategy.

Interest in a multiracial society has increased in recent years and including on racism and prejudice and in the propensity to stereotype out-groups. Theories on racism help explain the dominant group's prejudice toward subordinate groups. Yet they only explain why dominant group members stereotype subordinates or if the dominant group's propensity to stereotype is different from that of subordinate groups. Recent assimilation theories suggest that some minorities are assimilating with Whites but Blacks are not undergoing assimilation. Classic assimilation theory suggests that when a subordinate group assimilates with the dominant group then they will also take on the dominant group's values and beliefs, including their prejudices and propensities to stereotype. The use of racial stereotypes in support of the assimilation of a minority group has not been tested. Results from the LSAF national survey provide support for Asians to be assimilating with Whites. However, Hispanics do not appear to be taking on Whites' propensity to stereotype, contradicting the prediction that Hispanics are assimilating with Whites.

The following thesis will merge the field of legal studies with the field of Science, Technology, and Society, and will focus on issues surrounding the gun control debate. The goal is to ultimately bring new light to this hot- button legal topic through the use of STS scholarship. STS tools and theories, which have previously been absent from most gun control discussions, have much to contribute to the discourse in terms of motivating the need for gun control, fully understanding the user-gun relationship, breaking down misconceptions about the technology and its role in society, and further understanding the complex societal network within which guns exist in America. This will begin first with a discussion of the legal history and background of firearms in the United States, and will be followed by an STS analysis of technological agency and somnambulism as they can be applied to guns. Following this, the Actor Network in which firearms in America are imbedded will be explored, in order to better understand why they have been so difficult to regulate. Although this thesis will be heavily policy and law-focused, the aim is not to propose any specific new policy, but instead to use STS to conceptualize gun issues from a new perspective that will allow misconceptions and blockades to be confronted head-on.

Inspired by the concept of culture as expressed in the work of Claude Levi-Strauss, this dissertation traces the roots of modern perceptions of slavery and race by analyzing three sites each of which is associated with a distinct cultural pattern and social ideology. The first, Penshurst in Kent England is described as feudal, organic, vernacular, and popular. The second, Westover in tidewater Virginia is classical, rational, and elite. Thomas Jefferson's Monticello in the Virginia piedmont, the third site, is described as romantic, liberal, and bourgeois. It is only at this third site, the locus for a distinctly modern family type, that concepts of race and slavery unique to our age are found. The new ideas about family structure, race and slavery, evident at Monticello, it is argued, have had a vast influence upon the course of American social and political development.

This dissertation is a study of emergent economic forms of life. It investigates recent remakings of economic existence and modes of disseminating these forms of life, and does so with particular reference to the crafting of electricity markets in the United States. It draws on more than a year of fieldwork among experts and users involved in electricity exchange. The experts and users among whom I conducted participant observation include computer programmers who assist companies that trade in electricity markets by collecting information and making trading suggestions, electrical engineers who design new infrastructures such as electricity markets for buying and selling electricity in bulk, psychologists and social scientists who study people's electricity consumption behavior to generate economic technologies to save money to users and providers of electricity, and citizen groups based in West Virginia and rural Illinois that organize against electricity markets' exclusion of consumers from decision-making mechanisms. Bringing questions of economic anthropology to bear upon the emergent literature of the anthropology of infrastructures, I propose that new economic forms of existence often come to being though infrastructure building and maintenance. For the last 20 years, experts of diverse technical backgrounds have been reprogramming the electric grid to allow for enhanced calculative choice and competition - principles at the core of the neoliberal agenda. I demonstrate that people who do not necessarily concern themselves with the formal study of economics often take the lead in creating and propagating wide-ranging economic emergent forms of life, such as neoliberalism, across the social field. To zero in on their work, I develop the concept of "techno-economics": an approach that understands commodities, whether they are living nonhumans such as livestock or inorganic processes like electricity, as more than passive receptacles of human design, and locates humans within their efforts to commoditize and marketize unruly objects, like electricity - a commodity that cannot be stored in warehouses or shipped on highways. Anthropological studies of the techno-economic, I suggest, are best equipped to make connections in ethnographic representation between otherwise disparate nodes of social life, like expertise and wires, law and steel, and finally, economics and electricity.

This study explores the central role that a spiritualized friendship played in the thought and writings of antebellum reformers. It identifies a spiritual sensibility that was widely shared by many radical New England activists of the 1830s, 1840s, and 1850s regardless of their specific denominational beliefs, and argues that this sense of spirituality motivated them to become activists who labored to transform their society.;Specifically, this dissertation analyzes the work and writings of a variety of reformers who believed that spirit or soul could serve as a mechanism for leveling some of the most dominant cultural and institutional power hierarchies of the mid-nineteenth century. Organized around three case studies---Theodore Dwight Weld's and Angelina Grimke's efforts to conceptualize an egalitarian marriage in 1838, white and black abolitionists' debates over the political efficacy of spiritualized friendships in the early 1840s, Elihu Burritt's struggle to destabilize nationalism and foster a sense of global community in the late 1840s---the dissertation explores the ideological centrality of spirit in the period's millennial, utopian struggles against racism and slavery, sexism and patriarchy, and nationalism and war. Believing these hierarchies to be rooted in physical, bodily differences---in race and sex and nation---the reformers of this study saw in the disembodied, immaterial soul a means for unmaking those hierarchies. An ever growing recognition of the primacy of the soul within each and every human being, they believed, could function as a political instrument that would transform society by leading to a correlative appreciation of the inconsequentiality of the body and bodily difference. Together these case studies demonstrate how this spiritual sensibility shaped the political ideology and practical strategies of abolitionists, woman's right activists, and pacifists, investing their efforts to affect revolutionary social change with the zeal and conviction of religious faith.

Historians have, of course, long been aware of the importance of Virginia's seventeenth-century conversion from white to black labor. But while scholars have devoted considerable effort to explaining why this pivotal transition occurred, a detailed analysis of how it happened does not exist, nor by extension have scholars ever fully considered the repercussions of what one might call the "process of conversion.";Although Virginia's black population remained small throughout much of the seventeenth century, it was heavily concentrated on the estates of a relatively small circle of wealthy planters. By the middle decades of the century some members of the gentry had acquired sizable quantities of slaves. as early as the 1660s, when the typical Chesapeake planter still only employed servants, on many elite plantations blacks made up nearly half of the workforce, and in some cases were numerous enough to comprise a considerable majority.;The gentry's early turn to slavery had a profound effect on the development of the plantation "machine." From a socio-economic perspective, it was instrumental in facilitating the rise of Virginia's great families. The founding members of these dynasties arrived in the colony with wealth and social status. But it was their remarkable success in building up their holdings in land and slaves that distanced them from their peers and that proved decisive in securing the lasting predominance of their descendants.;Yet because of their limited access to the transatlantic slave trade, even the wealthiest Virginians initially found it difficult to procure slaves and for decades elite-owned labor forces remained racially mixed. Early African immigrants consequently faced enormous pressure to conform to the behavioral norms of the dominant Anglo-American society, giving the cultural compromises that they ultimately reached with each other an assimilationist bent. as the founding generations relinquished community leadership to their native-born children and grandchildren, African-American society in the colony acquired an anglicized veneer that continued to persist and shape life in slave quarters even after the advent of large direct deliveries in the early eighteenth century.

This dissertation presents a method for estimating the tonnage and composition of non-hazardous industrial waste (NHIW) flows in the United States. For thirty years, it has been an accepted fact that NHIW is generated at a rate of 6.9 billion Mg per year, making it the largest waste flow in the country by more than an order of magnitude. However, this value was generated in 1985, has not been updated since, and is thought to account largely for the weight of dilute process water disposed in surface impoundments rather than solid waste generated by industry. To address this data gap, and lacking the resources to collect new, national-scale information, I propose an approach by which three independent estimates of NHIW generation based on existing data are used to corroborate each other at the industry sector level. The individual estimates are compared in triangulation so as to control for the errors, uncertainties and other validity concerns unique to each. The methods are: forecasting from historical waste accounts, modeling industrial materials flows to calculate lost mass, and up-scaling state-level data reported to the Pennsylvania Residual Waste Program. I apply the triangulation method to three industrial sectors for the year 2010, yielding estimates of (all in million Mg) 9.7-14.9 from pulp and paper, 21.2-24.7 from iron and steel, and 0.96-1.24 from petroleum refining. These values suggest that the total quantity of NHIW is measured in the hundreds of millions of Mg, not the billions as claimed by the prevailing EPA account. It therefore appears that NHIW generation rates are comparable to those of municipal solid waste. Accurate waste accounting based on reliable, repeatable, and efficient methods is an important tool for characterizing current environmental challenges and understanding trends and the effects of key drivers. Waste accounts are also essential for developing and tracking progress on sustainability strategies like industrial symbiosis, in which wastes like NHIW are used as substitutes for raw materials throughout the economy. The method developed here satisfies these needs and answers what has been an open question for nearly three decades.

The net effects of various climate policies on households in the United States are assessed, with particular attention to the distribution of economic outcomes across geography, urbanity, and income groups. Climate policy has the potential to assess more costs to low-income households than high-income households (regressive) as well as more costs to rural households than metropolitan. The objective of this study was to improve the understanding of the potential for regressivity, geographic transfers, and rural-urban transfers among climate policy options and to test for ways to mitigate regressivity and unwanted transfers. Using different machine learning algorithms, I created a statistical model of the household carbon footprint (HCF) for an average household in each US Census tract. Policy outcomes were assessed by quantifying the net increase or decrease of annual household expenses (e.g.
electricity, utilities, and gasoline consumption) under 12 different policy scenarios, which included carbon pricing schemes, regulatory standards (Corporate Average Fuel Economy Standards, Clean Energy Standards, and the Clean Power Plan), and a scenario that combined carbon pricing and command-and-control regulation. I found that there is significant variation in carbon footprints with income and geography; income effects are mostly driven by higher footprints related to transportation and consumer products and services, while geographic effects are affected by the carbon intensity of the electricity grid. Carbon pricing, when accompanied with a dividend, is progressive for urban, rural, and suburban households. There are transfers from the Midwest and Plains to the Coasts when the dividend is evenly divided, but this can be mitigated though adjusting the dividend slightly (<8% increase or decrease).
Adjusting the dividend to increase the amount for low-income households and reduce the amount for high-income households benefits rural households more on average, but increases the overall heterogeneity of impacts within each income group. Adjusting the carbon dividend for both geography and urbanity increases the average benefit to low-income households and reduces the heterogeneity of impacts within income groups. The effects of the regulatory policy tends to be regressive and are, on average, a net cost to households who are low income - especially those in rural areas. Combining a carbon price and dividend with regulatory standards can remove the regressive trend of regulations, but regional and urban-rural transfers are harder to mitigate.

This study reinterprets the history of the Glasgow Emancipation Society and its relationship to the American anti-slavery movement in the nineteenth century. It examines the role of economics, religion and reform, from Colonial times up to the US Civil War, in order to determine its influence on abolition locally and nationally. This thesis emphasizes the reformist tendencies of the Glasgow abolitionists and how this dynamic significantly influenced their adherence to the original American Anti-Slavery Society and William Lloyd Garrison. It questions the infallibility of the evangelical response to anti-slavery in Scotland, demonstrating how Scottish-American ecclesiastical ties, and the preservation of Protestant unity, often conflicted with abolitionist efforts in Glasgow. It also focuses on the true leaders of GES, persons often ignored in historical accounts concerning Scottish anti-slavery, which explains the motivation and rational behind the society’s zealous attitude and proactive policies. It argues that similar social, political and religious imperatives that affected the American movement likewise mirrored events in Scotland influencing Glaswegian anti-slavery. Lastly, it resurrects the legacy of the Glasgow Emancipation Society from its provincial role, showing it was, in fact, a leader in the British campaign against American slavery.

This dissertation traces the history of shipboard command and control systems in the United States Navy from 1899, when the service first conducted experiments with wireless telegraphy, through World War II, the conflict which witnessed the birth of the modern shipboard information processing facility. It argues that early-to-mid twentieth century naval officers' development and employment of increasingly sophisticated shipboard command and control systems fundamentally altered the human experience of warfare at sea. Based predominately on archival research, Managing a Sea of Information follows a narrative format. It begins by examining the United States Navy's adoption of radio and challenges the notion that a conservative officer corps failed to appreciate the potential advantages of this new communications technology. The bulk of the study explores the Navy' s development of shipboard command and control systems from World War I through the beginning of World War II, focusing particularly on the efforts of operational commanders to maximize their capabilities through the adoption of devices, methods, and procedures for the collection, processing, and dissemination of information. These efforts gradually changed the nature of command at sea, from an environment in which commanders could make informed tactical decisions with relatively limited input from subordinates, to one characterized by epistemic actions and socially-distributed cognition. The dissertation concludes with a brief analysis of shipboard command and control systems during the Second World War, concentrating especially on the United States Navy's creation of the Combat Information Center (CIC).

Natural gas extraction in the United States in the early 21st century has transformed social, physical, legal and biological landscapes. The technique of hydraulic fracturing, which entails the high-pressure injection into subsurface shale formations of synthetic chemical mixtures, has been viewed by the natural gas industry as a practice of great promise. But there is another side to the story. The first half of this dissertation explores an innovative scientific approach to studying the possible deleterious impacts on human health and the environment of the release of chemicals used in gas extraction. Via participant-observation within a small scientific advocacy organization, The Endocrine Disruption Exchange (TEDX), I follow the development of a database of chemicals used in natural gas extraction, a database that seeks to document not only what these chemicals are (many are proprietary), but also what sorts of bodily and ecological effects these substances may have. I analyze ethnographically how TEDX transformed an information vacuum around fracturing and generated fierce regional and national debates about the public health effects of this activity. The second portion of the dissertation expands TEDX's databasing methodology by reporting on a set of online user-generated databasing and mapping tools developed to interconnect communities encountering the corporate forces and chemical processes animating gas development. Shale gas extraction is an intensive technological practice and requires the delicate calibration of corporate, governmental, and legal apparatuses in order to proceed. The industry operates at county, state, and federal levels, and has in many instances been able to organize regulatory environments suited to rapid and lucrative gas extraction. In the midst of such multi-scalar deterritorializing forces, communities may have little legal or technical recourse if they think that they have been subject to chemical and corporate forces that undermine their financial, bodily, and social security. ExtrAct, a research group I co-founded and directed with artist and technologist Chris Csikszentmihalyi, sought to intervene in these processes by developing a suite of online mapping and databasing tools through which "gas patch" communities could share information, network, study and respond to industry activity across states. Using ExtrAct as an example this dissertation explores how social sciences and the academy at large can invest in developing research tools, methods, and programs designed for non-corporate ends, perhaps redressing in the process the informational and technical imbalances faced by communities dealing with large-scale multinational industries whose infrastructure and impacts are largely invisible to public scrutiny. The dissertation describes one potential method for such engaged scientific and social scientific research: an iterative, ethnographically informed process that I term "STS in Practice."

My thesis analyses the oeuvre of the American writer Mary McCarthy (1912-1989), with the focus on the figure of the outsider looking in. McCarthy uses outsider figures in her texts as prisms through which distinctive historical moments as well as problems of gender, race and religion are studied against the backdrop of the changing climate of the American 'red' 1930s, the anxious '50s, and the late '60s torn by the Vietnam war. Examples of McCarthy's recurring protagonists are the New York Bohemian girl of the '30s in the predominantly male world marred by the Great Depression, the Jewish character stereotyped as the Other by the poorly hidden anti-Semitism of the American society of the early 1940s, and the orphan child exposed to adult cruelty, who finds her only solace in the Catholic religion. Their position of being outsiders who live in a society not their own by birthright, is shown to be crucial for their acquisition and knowledge of truth, and links insight to marginality, which is reinforced by McCarthy's technique of ironically detached observation, the 'cold eye' of her prose. McCarthy herself appears as an outsider character throughout her writing, both as the historical figure and as the protagonist of her autobiographies. Her self-image, shaped by her orphaned childhood and her youth as a Bohemian girl among leftist intellectuals, is subject to conflicting impulses of confession and concealment. McCarthy's wide use of autobiographical details in her fiction and elements of fiction in her autobiographies led most critics to study her work from a chiefly biographical point of view. My own approach to Mary McCarthy's writing takes their findings into consideration, and includes the analysis of the historical, political, and social contexts of McCarthy's texts, as well as the intertextual dialogue with a few select writings by McCarthy's contemporaries such as Philip Roth and Sylvia Plath.

This thesis analyzes how Eisenhower defined war and its utility in his New Look defense policy and the ramifications for America’s interactions with the world through its foreign policy. It argues that Eisenhower redefined the relationship between war and society as he executed his grand strategy, further removing society from the decision for war. To avoid what he believed to be the inevitable global destruction of a general war turned nuclear, Eisenhower broadened the scope of ‘war” to balance domestic opinion for containing communism while also avoiding the devastating consequences of war in American society. By authorizing coups in Iran and Guatemala, Eisenhower blurred the line between coercive diplomacy and violent political warfare. President Eisenhower’s reliance on covert action to achieve political outcomes prevented general or nuclear war but it strengthened an emerging model for society’s relationship with war. Political warfare and covert action increased the gap between society and the commitment of American power during the Cold War. In his effort to prevent war, Eisenhower expanded presidential power and set a precedent that continues today.

This thesis is a normative analysis of the invasion of Iraq in March 2003 (codenamed Operation Iraqi Freedom). It examines whether Operation Iraqi Freedom could be described as a responsible action by the United States, acting as a great power. The normative perspective and its attendant framework are based on the theoretical approach propounded by the English School of International Relations. The basis of this non-native framework is rooted in the pluralist conception of the English School. The pluralist wing of the English School emphasises the importance of international order and declares that the great powers have a responsibility to protect this order. The threat posed to international order by Iraqi weapons of mass destruction was cited by the Administration of US President George W Bush as the main reason for invading Iraq. The action makes the pluralist conception a logical starting point from which to analyse this act. Therefore, the normative framework of this thesis states that, although a great power has a responsibility to act in order to counter a threat to international order, it has an obligation to act according to certain norms. The normative framework established in this thesis points to three obligations of great powers, relating to the norms of legality, legitimacy and prudence. Addressing the issue of legality is the first step this thesis takes towards assessing Operation Iraqi Freedom as a responsible action. From this perspective, the thesis argues that it is not possible to define the American-led invasion of Iraq as a legal act. However, in a situation in which a great power may not be able to act according to legal norms, given a consensus regarding an overwhelming threat to international order, this power would have a moral responsibility to act. Such an action may not fall within the commonly accepted norms of law but the presence of consensus would give legitimacy to this great power's actions. Hence, examining Operation Iraqi Freedom from the viewpoint of legitimacy emerges as the second step by which this thesis evaluates it as a responsible action. The analysis from this perspective reveals that, through the perspective of legitimacy, it is not possible to declare the American invasion of Iraq as a responsible action by a great power. Though a great power has a responsibility to act legally and legitimately, in the case of a clear threat to international order, this power may not think it in the common interest to wait for legal and diplomatic processes to take their course. In such a situation, a great power may choose to act - but under the obligation to act prudently. The third step employed by this thesis is thus to analyse and discuss whether Operation Iraqi Freedom could be described as a prudent action. The examination of the invasion from this perspective determines that it is not possible to class the American invasion of Iraq as a responsible action according to the principles of prudence. Hence this thesis affirms that Operation Iraqi Freedom could not be described as a responsible action according to the normative criteria outlined above. In the run-up to the invasion and in its initiation, the United States did not fulfil the three obligations (relating to legality, legitimacy and prudence) necessary for a great power to fulfil while combating a threat to international order. Thus, seen from the pluralist perspective of the English School, this thesis argues that Operation Iraqi Freedom was an irresponsible action by the US acting as a great power.

Karl Polanyi started his career as a doctor of law and practiced law for a while; but he did not become a legal scholar. As an economic historian, anthropologist, or sociologist, he was concerned with the relation of economy and society. But even though law is an important factor in mediating this relationship, Polanyi gave little attention to the law as such. As part of an endeavour to advance a "Polanyian" economic sociology of law, this article develops the "law of market Society" as an analytical category. For thi s purpose, three argumentative strategies are combined. First, the article draws on The Great Transformation to reconstruct the role of law in the processes of commodification and decommodification. Second, it turns to Marxist scholarship to explore the conceptual link between law and economics and to ponder to what extent law itself can become a commodity. Third, it links Polanyi's approach with American institutionalism, and Commons' work in particular, to show how the evolution of the "law of market Society" can also be understood as a collective enterprise which continuously evolves. It is argued that these perspectives complement each other and help to bring the law back in where it is missing.

The dissertation is an historical study of the interactions between technologists and museums in the late nineteenth United States, the role of international expositions-such as Philadelphia in 1876 and Chicago in 1893-in these interactions, and the rise of technology collections in those museums. Through archival sources, as well as published primary and secondary source material, the dissertation examines the role of engineers and the public in creating technological collections in museums dominated by natural history specimens. It focuses on intersections between industry, engineers, international expositions, and museums in the nineteenth century by considering the cases of the Smithsonian's National Museum and the Field Columbian Museum. This research explores technology and its cultural roles, how technology related to or differed from other aspects of American culture, and how this may have precluded the establishment of a national museum dedicated to mechanical arts, technology and America's inventor citizens, even while some engineers brokered a place for technological collections to develop. Despite objections and a lack of support from the higher administration within the museums, mechanical and technological collections developed. In an era of enthusiasm for technology, invention, and mechanics, forces outside the museums pushed the development of the collections. In particular, a group of engineers, as curators and exhibit designers; played roles in the celebration of technological achievement and at the expositions, in the attempts to establish mechanical arts and technology collections at the two prominent museums, and in the connections between technologists and museums that proved essential to the development of the collections. In addition, pressure from a public audience enthused about technology and machines aided such collections by influencing museum administration. This dissertation argues that engineers became mediators between the museum world and the world of engineering by brokering the culture of technology and securing a subordinate, yet permanent place for technology within the museum world. Key issues in the negotiation and brokering include the nature of the culture of technology, the professionalization process of engineers and their need for social status and cultural recognition, and the place of technology in nineteenth century lives and hierarchies.

This study examines the socioeconomic and sociocultural contexts of printing and reading in Virginia between 1750 and 1820. By scrutinizing the surviving business records from this period's book and printing trades, and by correlating them to the extant public record, the social locus of particular types of imprints and of their audience was revealed. The result of this analysis is an understanding that colonial-era markets depended upon the elite, who embraced the standard works of classical education and English rationalism upon which the American Revolution was based philosophically. However, the post-Revolutionary expansion of print markets increasingly depended on the middling orders, whose reading tastes and interests diverged markedly from their elite contemporaries. Those new markets for print were filled largely by publishers outside Virginia, who produced their imprints in large quantities that allowed for the sale of small numbers of their products in a large number of places, forestalling local competition in Virginia. This system replicated and extended the colonial-era book trade, at least in terms of the book trade, which left Virginia's printers at a competitive disadvantage. The state's printers survived by producing materials unavailable in the national book-trade system, materials that fit particular niche markets in the state. The largest of these was the legal-imprint market, dominated by the printers of the state capital, Richmond. Elsewhere, the niche markets for imprints were largely religious in nature, focusing on the activities of local ministers and congregations. This tendency was reflected in the eventual development of denominational presses in the state, institutions that made Virginia a major player in the religious imprint market in antebellum America. Yet this trend would also help to deepen the state's dependency on non-Virginia sources for non- religious imprints. In terms of books, Virginia remained very much a colonial economy.

In order to adapt and respond to threats by near-peer-adversaries that are changing at an increasing pace, the U.S. Department of Defense (DoD) has been focused on reforming software acquisition for rapid development and deployment of software capabilities to the battlefield. Military leaders have been focused on accelerating development and increasing the frequency of deployment, encouraging developers to take risks to reduce schedules. However, military systems have certain levels of performance and quality requirements that must be met to successfully execute missions. Additionally, software systems have many different characteristics that must be considered during development. In this thesis, the DoD software acquisition process and new guidance from the Department and the U.S. Air Force (USAF) regarding software acquisition reforms are detailed first. The existing policy is examined to identify gaps regarding tailoring development processes to different software systems. After providing context on how software is developed and describing four process models to show that different processes are most appropriate for developing systems with certain characteristics, eight specific software system characteristics are identified: user, urgency, lifespan, performance (timing), quality/risk, size, integration, and requirements. Furthermore, recommendations to the USAF and DoD for implementing policy/guidelines that help establish a tailorable software acquisition process based on these eight system characteristics are provided. This thesis hopes to help leaders and managers understand the technical characteristics of software systems and match those with appropriate development process designs and practices, instead of a one-size-fits-all blanket solution, so that the required quality and evolvability of military systems are not compromised in execution of the national security mission.

The Thesis argues the following: (1) Mainstream Protestant constituencies in the USA in this century have been problematically identified with the modem socio-cultural world organized around liberal values. (2) This has been manifested by (A) attempts to integrate Christianity into modem society on terms fundamentally in harmony with the principles of modernity; (B) attempts to employ Christian values to regulate society - attempts which are in tension with the underlying principles of ethos of modernity. (3) The thesis discovers the theological and historical roots of these patterns and points out the flaws in two movements that emerged in reaction to these patterns. (4) In a final chapter, the thesis accesses select theoretical resources which demonstrate the importance and basis of Christianity sustaining a differentiated relationship to society. In the conclusion, the gains derived from this theoretical inquiry are returned to the historical problem analyzed in the body of the dissertation.

The moment life began was defined at the beginning of the nineteenth century by the mother's awareness of fetal movement. That moment was called quickening. The common law of England and of the early United States embraced quickening. Prior to quickening abortion was legally and socially benign. Abortion was a non-issue, for life was not considered to exist before the fetus was quick — which usually occurs in the fourth or fifth month of gestation. At the early stages of fetal development there was no difference between terminating pregnancy and simply restoring menses. By the end of the nineteenth century, the quickening doctrine was no longer the key to abortion law. The doctrine was dismantled for a variety of reasons. The American Medical Association (AMA) played a major role in the movement to redefine the moment of animation and restrict abortions. The physicians' motivation was not concern for the fetus. The physicians gained status and power from the restriction of abortion; they emerged fro the century as the only abortion authority. Physicians alone were able to sanction abortions. Changes occurred in the nineteenth century that increased the sense of urgency of the physicians' campaign. They utilized sensitive issues to persuade state legislatures to act. The main issues included a shift in the women seeking abortions and disparities in the population trend. In the 1840s there was an upsurge of married women in the upper classes having abortions. Abortion was no longer for the shamed single women. That trend combined with the increasing number of births among the lower class and foreign born to concern native America that they were going to be outbred. The physicians capitalized on eugenics and collective fear among the most powerful section of the population — the law makers. Religious disparities in the population growth also concerned the primarily Protestant physicians. The fear and distaste is clear in their rhetoric. Physicians were empowered by the sole ability to grant abortions, emerged as primary care givers, and successfully lobbied state legislatures for the alterations in law that allowed them to fill those roles. The common law quickening doctrine was transformed until a near prohibition on abortion existed by the 1880s. The termination of legal abortions fueled by the AMA lasted for nearly a century.

Este esforço está inserido no 'resgate do indviduo' em matéria de direitos humanos e responsibilidade dos estados que se verificou a partir de 1945. Para além disso, a questão dos direitos humanos ocupa um lugar central na procura de um novo standard de civilização. Todavia, esta procura não tem sido consensual e reflecte o estádio embrionário da sociedade de estados que tenta harmonizar a uma escala universal os seus elementos de sociedade, sistémicos, e comunitários. A institutionalização da abolição da pena de morte não está ainda conseguida e, bem pelo contrário, e um processo que se encontra no inicio. A maix barreira para as Nações Unidas é a de promover a norma abolicionista no domínio das abordagens pluralistas de grandes potências como a China, o país que lidera o número de sentenças capitais e execuções em todo o mundo. O pluralismo metodológico da Escola Inglesa permite-nos compreender os diversos componentes deste debate, i e., a abolição da pena de morte é per se um elemento comunitário desenvolvido numa moldura de sociedade e que enfrenta constrangimentos pluralistas.
The United Nations has been successful in establishing an international abolitionist 'window of opportunitv' regarding the death penalty. This 'window' is included in the wider framework of human rights and statc? accountability that was made possible after the 'rescue of the individual' in the post-1945 world. Human rights are at the core of the search for a new standard of civilisation, a search that has been fc;r from consensual. It reflects the embryonic stage of a truly global society of states that is trying to harmonise its systemic, societal and community elements on a universal scale. The institutionalisation of the abolition of the death penalty is still at the beginning and lacks iriernational consensus. The greatest hurdle is to promote socialisation of the abolitionist norm into retentionist countries such as China, the leading country in death sentences and executions worldwide. The methodological pluralism of the 'English School' enables us to understand what is at work in the death penalty debate, namely that its abolition is a community building block that is being nurtured in a societal framework and faced with pluralist constraints.
