In 1962 Congress enacted legislation which made social services an important instrument of public welfare reform. The law represented the culmination of a half-century effort on the part of public welfare officials to secure recognition for public social services as a distinctive yet integral feature of progressive social welfare policy in the United States. This dissertation traces the evolution of this effort from its origins in the Progressive period to the passage of the Public Welfare Amendments of 1962.The Progressive ideal of social welfare focused on building an institution of public welfare which would satisfy the economic, social, and psychological needs of all citizens. Public welfare officials viewed social services as playing a key role in the realization of this goal. The paper examines how social services became a means of protecting and expanding the functions of public welfare.The history of public social services has been marked by controversy. Throughout most of the twentieth century, the institution of public welfare has been subjected to periodic assaults by the taxpaying public. The stigma associated with welfare has caused many professional social workers to oppose the idea of incorporating social services into public welfare. The response of public welfare officials to these sources of conflict is a major topic which the paper explores.The context for and the ramifications of the dispute between professional social workers and public welfare officials over the propriety of public social services are discussed in the first three chapters of the paper. The last three chapters recount the political strategies used by public welfare officials to gain acceptance of their plan for integrating social services with public welfare policy.

Negli ultimi anni, l'impresa è uscita dai suoi confini tradizionali per affermarsi, con sempre maggiore fermezza, come attore sociale e non più solamente come attore economico, offrendo in tal modo il proprio contributo al benessere della collettività. Si tratta di una vera e propria trasformazione nella cultura d'impresa che intraprende la difficoltosa strada verso l'affermarsi della cultura della responsabilità sociale d'impresa, prendendo coscienza del fatto che, per assicurarsi un successo commerciale e benefìci di lunga durata, è necessario assumere un atteggiamento "responsabile" nei confronti del mercato, salvaguardando l'ambiente e garantendo gli interessi dei consumatori e la realizzazione personale dei lavoratori. Nella prima parte della mia tesi affronto il tema della responsabilità sociale d’impresa, analizzando l’aspetto di economicità e socialità nel rapporto impresa-ambiente, offrendo una definizione di corporate social responsibility, evidenziando poi la particolarità della responsabilità sociale nell’essere una scelta volontaria propria dell’impresa, che nasce da una nuova consapevolezza della propria identità sociale, si passerà poi alla concezione della Csr nel diritto internazionale e di quali strumenti essa possa servirsi, affrontando infine gli ostacoli che essa incontra nella sua implementazione. Il secondo capitolo è dedicato ai codici di condotta, strumenti di soft law della CSR, volontari e non vincolanti, con cui l’impresa dimostra un comportamento socialmente responsabile. Tali codici si possono configurare quali strumenti di auto-regolazione di provenienza interna all’impresa o quali strumenti di etero-regolazione elaborati dalle organizzazioni internazionali, come il Global compact dell’Onu, Linee guida Ocse, Dichiarazione tripartita dell’Oil sui principi riguardanti le imprese multinazionali e la politica sociale; ci si soffermerà anche ad approfondire gli aspetti di trasparenza, controllo e sanzionabilità relativi ai codici. Nel terzo capitolo segue poi una disamina del tema del Welfare aziendale, rilevante in materia di Csr in quanto la considerazione degli aspetti morali e sociali è presente anche nella gestione delle risorse umane, nei rapporti tra il dipendente che fornisce il proprio lavoro e l'impresa che acquisisce quest'opera. Verranno pertanto analizzati i servizi messi a disposizione dall’azienda a favore dei propri dipendenti, al fine di aumentarne il benessere e possibilmente la produttività, il sottile legame che lega il welfare aziendale alla responsabilità sociale d’impresa, sotto il profilo degli strumenti volti alla tutela dei lavoratori, percorrendo poi la legislazione, comunitaria e italiana, in materia di benessere dei lavoratori (la salvaguardia della salute e della sicurezza nei luoghi di lavoro) e i relativi incentivi da parte del governo, Le certificazioni dell'impegno etico-sociale dell'impresa, emblematico sarà poi l’accenno al virtuoso programma welfare di Luxottica. In ultima analisi sarà esposto un esempio di azienda, che ha scelto liberamente di operare in maniera responsabile, inserendo nella propria mission valori etici.

This thesis is an attempt to answer the following question: how and why was the social welfare system in Egypt altered under the government of Hosni Mubarak (1981-2011)? Literatures on the determinants, objectives and structures of social welfare regimes predominantly assume democratic systems of government. They claim that the political influence of organised labour is the most important driving force for the expansion of social welfare systems. This driving force is effective only in open, democratic political arena. This thesis therefore argues that the case of Egypt requires us to consider social welfare regimes within the context of authoritarian resilience. According to this corpus of work, institutional change under authoritarian regimes can best be explained as a product of government survival strategies, strategies which seek to maximise the interests of the ruling elite, especially their political leaders (rather than the political influence of organised labour which drives social welfare systems in democratic countries). Although the ruling elite under authoritarian rule use social welfare systems in their survival strategies, the strategies differ in their context or ideology. Egypt’s first President, Gamal Abdul Nasser, designed and introduced a social welfare system which supported his primary goal of industrialisation. The income-redistribution aspects of his social welfare system were designed to mobilise popular political support for his regime from the middle and low-income classes, especially urban workers. His successor, Anwar al Sadat, relied still further on the income-redistribution function of the social welfare system, as a means of partially compensating those elements of society which could be considered ‘losers’ from his policy of economic opening (infitah). Whereas his policies expanded the economic base of regime support from the working class and the public sector to the growing business elites, he fortunately obtained several external resources, such as economic aid (from the United States, in particular), fees from the Suez Canal and oil exports. By exploiting these resources as sources to expand the social welfare system, Sadat was able to compensate the ‘losers’ and to maintain political legitimacy with these lower classes through welfare re-distribution instruments. His strategy strengthened the populist feature of the social welfare system. This thesis argues that change in the social welfare system during the Mubarak era was bounded by the logic of the ‘social contract’, which was reinforced by the expansion of populist welfare provision during the Sadat era. Sadat’s strategy led to fiscal deficit and prevented economic growth in the Mubarak era. Rationalisation of the programmes was indeed advocated by the international financial institutions and the Mubarak government did appear to initiate reforms. However, when looked at closely, the thesis reveals that these reforms did not result in significant reductions in government expenditures on social welfare as was supposedly intended. Despite a decline in external resources, the regime maintained expenditures, ‘thinning’ out the benefits of the welfare system where it could, but never fully engaging in deep structural reform. Mubarak’s government was caught in an unresolvable dilemma. Economic liberalisation in general created a new alliance between the ruling elite and the growing class of businessmen. However, the authoritarian regime still relied on a legacy of claims to redistributive justice for its legitimacy. As a decline in external resources cut away the regime’s capacity to deliver this through structural aspects of the economy, the regime increasingly relied on social welfare programmes to alleviate poverty and assuage political grievances. Regime fear of direct political protests increasingly drove social welfare policy, with the regime compensating for the effects of liberalisation in one side of the economy by spending money it could ill afford in another. The strategy was itself a fundamental contradiction and inherently unsustainable. As a result, a decline in distributive resources revealed a failure in the social welfare system – enduring fiscal misallocation and neglecting social problems (such as poverty and unemployment).

The purpose of this study is to illustrate the extent to which colonial welfare ideas and practices shaped social welfare in Malaysia, with particular reference to child welfare services. In particular, the study explores the scope in which social welfare services was established and developed by the colonial government, the degree of the colonial government's intervention in child welfare services, and the guidelines used by the colonial officials to resolve child welfare issues during the period of 1946-1957. Midgley's Social Welfare Models considers the role of diffusion of colonial welfare ideas and practices, and the residual conception in the approach to welfare within the context of colonialism. The study has employed archival materials on British colonial administration in Malaya kept in the UK National Archive and the Malaysian National Archive to illuminate Midgley's Social Welfare Model. Interviews with Malaysian ex-welfare officers who had personal experience of working at the Department of Social Work (OSW) during the British colonial period were also carried out. The study indicates that, as a contribution to historical and sociological knowledge, children welfare services in Malaya were first organized for immigrant labourers to ensure a regular and reliable supply of healthy workforce. This denotes that the focus of the colonial government was on the exploitation of Malaya's economy, and social welfare issues were peripheral. This standpoint taken by the British colonial government has indeed conformed to the abovementioned welfare model. The study has also revealed that during the period of 1946-1957, the British made efforts to provide welfare for the people of Malaya with the establishment of DSW in 1946. However, the DSW faced complexity of handling welfare issues, such as children welfare, within a multiethnic society because of the different cultures, values and beliefs that existed. The study also suggests that the needs of Europeans and key workers were the prime concerns of the colonial government for their commercial interests. The study has shown that ideas on welfare from the host country were instituted, although, on some occasions, the government made attempts to adapt these ideas to suit the local circumstances. The study concludes that Malayan welfare policy enacted by the British colonial officials followed British welfare ideas and accepted the role of voluntary bodies in the provision of welfare to children. Thus, the government took a residual approach to welfare in which welfare services were provided for the needy and the government played a minimalist role in welfare provision. Although the colonial government contributed to the development of child welfare services in Malaya during the period of 1946-1957, the implementation of the services did. not follow any specific welfare model and no definite child welfare policy was particularly drawn up for Malaya.

Ces trois dernières décennies, de multiples recherches ont été menées sur le capital social afin de comprendre son fonctionnement, son importance sur l’être humain, son impact sur le bien-être de l’individu et son implication dans le bon fonctionnement de la société. De son côté, la théorie des capacités développée par Amartya Sen met en exergue des concepts essentiels pour l’économie du développement. Cette approche est centrée sur l’individu et laisse de côté le versant collectif de la problématique du développement. L’importance et l’impact des réseaux sociaux sont ignorés dans l’approche des capacités. Les réseaux sociaux, en manifestant l’implication des individus dans des groupements et des actions collectives, offrent un lien évident avec les capacités des individus aussi bien qu’avec leur capital social. Cet aspect a été développé par Giraud et al. (2013). Un autre déterminant ne doit pas être négligé dans le processus de développement : le bonheur ou bien-être subjectif. L’un des intérêts majeurs du capital social n’est-il pas de contribuer au bien-être subjectif des individus ? Ce dernier n’est-il pas une mesure, parmi d’autres, du «développement» ? A quoi bon accumuler du capital social ou déployer des capacités, fussent-elles relationnelles, si cela n’ajoute rien au bonheur ? Ces différents concepts et les liens qui les unissent, ne sont pas suffisamment approfondis dans la littérature. Cette thèse propose de tester différentes réponses possibles à la question : quels sont les liens entre capital social, capacités relationnelles, bonheur et développement économique ?
Welfare economics in a behavioral world is gaining increasing traction for research in economics and social sciences at large. Especially the last three decades, ever more research efforts have been directed to understand welfare better. Social capital has been one of the prime candidates and now a domain of research. Research is undertaken to understand its importance, how it operates, and what impact it has on the well-being of an individual and the health of a society. The capabilities approach developed by Amartya Sen highlights the fundamental role of economic development that focuses on the improving individual capabilities and expanding choice sets of each individual. However, this capability approach is individual-centric and inadvertently leaves out the shared or the collective nature of an individual’s existence. The social networks/interconnectedness is not addressed in the capability approach of Sen. At the same time, the social networks embody the mobilization of individuals in groups, association, and civic action. This aspect is developed by Giraud et al. (2013), called the relational capability approach. Another major research domain that cannot be neglected in the economic or human development evaluation is happiness (or subjective well-being). The concept of subject well-being is closely related to the social capital domain. In the literature, these concepts of social capital, relational capabilities, subjective well-being and development, and especially the linkages between them are not well explored or explicitly studied. This is the primary motivation for this dissertation

Social capital is a relatively new concept compared to welfare, though debates on the advantages of different welfare regimes and the links between state provision and social participation are tentatively connecting the two areas. Esping-Andersen classifies welfare regimes into three types - market-focused liberal, status-focused corporatist, and equality-focused social democratic regimes. Each has been well studied with regards to the effects of commodification (market dependency), stratification (inequality and stigma), and familialisation (paternalistic family dependency). However, such focus largely upon economic rather than social concerns. This thesis examines the proposition that welfare can ???build society??? by promoting these social aspects otherwise known as social capital. The social capital concept has definition and measurement problems with causality and the capture of social activities rather than just norms. Acknowledging, this, social capital is preferably defined from the literature as norms of trust, networks of association membership, and practices of volunteering and socialising. A critical reading highlights the importance of separating bonding social capital, as captured in Bourdieu and Coleman???s exclusive networks, from bridging social capital, more akin to Putnam???s civil society and thus closer to social welfare. This thesis examines numerous empirical measures of bridging social capital, by looking at norms and networks through the World Values Survey, and practices through the Multinational Time Use Study across nine OECD countries. Results show that social democratic welfare regimes do promote social capital, with high levels of trust, membership and social activity. Corporatist welfare regimes show low but constant levels of social capital, whilst liberal welfare regimes have experienced declines in trust. Increasingly means-tested liberal regimes register high levels of commodification, with poor work-leisure balances, and are also more stratified with higher levels of inequality, whilst attitudes stigmatising immigrants and the poor are apparent amongst all less trusting countries. Familialisation is explicit in corporatist values and male/female work imbalances, and implicit in liberal values and poor family payments, with reduced social capital contributions from women as a result. Overall empirical testing of relations between welfare regimes and social capital show that both are linked most positively under universal rather than meanstested conditions.

This study focuses on the topic of CSR and profitability and extends the current literature on the topic by examining the relationship between CSR and profitability from a game theory setting. Specifically, this study implements game modelling and develops two parts of analysis on the topic of CSR and profitability. The goal of part one analysis is to investigate competing CSR firms in comparison with competing non-CSR firms. The part two analysis is to study a CSR firm and a non-CSR firm that compete in the same market in two scenarios. In scenario 1, the CSR firm and its non-CSR counterpart compete for profitability. In scenario 2, the CSR firm is operating to optimize its defined welfare objective; whereas the non-CSR operates for a maximized profit level. The solutions to the models complemented with a detailed analysis reveal that the CSR could actually gain strategic and competitive advantages over its non-CSR counterpart in both defined scenarios. However, this study does not intend to advocate a positive relationship between CSR and profit performance. The positive relationship is qualified, and whether or not the relationship is positive, as this study shows, is dependent on the firm’s tactics.

Uganda är ett av världens fattigaste länder i dag. Med en kraftigt utbredd fattigdom som försvåras av att landet har en bristande demokrati, vilket har lett till utbredd korruption i landet. Vilkoren för att skapa social välfärd och att bedriva socialt arbete är begränsat. Jag har i detta arbete valt att undersöka hur ett antal personer i Uganda med socialt arbete som specialitet, hur de ser på social välfärd i Uganda. Vilka hinder finns och hur ska man kunna bygga upp social välfärd som inkluderar hela befolkningen, var några av frågorna jag ställde mig. Mitt empiriska material består av sex stycken intervjuer av personer i Uganda som har anknytning till socialt arbete. Jag valde att använda mig av en kvalitativ intervjumetod för att på det viset få en djupare inblick i mina informanters svar på mina frågeställningar. För att underbygga min studie har jag också använt mig av teoretiskt material i form av forskning kring social utveckling och social välfärd. Min studie visar på att definitionerna av välfärd tillhör de mer grundläggande basbehoven. Vilkoren och hinderna för att bygga upp social välfärd kantas av korruption, ojämn resursfördelning likväl som tribalism. Trots misstron mot regeringen visar min studie att regeringen faktiskt borde stå för den sociala välfärden men med ett lokalt samarbete mellan befolkningen och regeringen för att på det viset tillgodose befolkningens behov.
Uganda is one of the world`s poorest countries today. With widespread poverty that has been worsen by the absence of democracy and the presence of widespread corruption. The conditions to create a social welfare system and to carry out social work are limited. I have chosen in this paper to find out how a number of people in Uganda who are specialised in social work view social work in Uganda. What obstacle are present and how social welfare, which includes the hole population in Uganda can be achieved are some of the questions are intended to answer. My empirical materials consist of six interviews of persons with connection to social work. I chose a qualitative method of interview because in this way I will get a deeper insight into my informers answer of the questions asked. To support my study I have also used some theoretical materials in the form of research done on social development and social welfare. My study shows that the definitions of welfare are about the most basic needs. The conditions to put in place a social welfare system are being punctuated by corruptions, unequal distribution of the countries recourses and by tribalism. Despite the distrust of government, my study shows that the government should in fact be responsible for the implementation of social welfare but with the collaboration of the local population. In that respect, the government will see to everyone’s need.

Aboriginal, and in particular First Nations children, are overrepresented in the child welfare system across Canada. While information about child welfare services provided to First Nations children and families in Québec is sparse, the evidence that does exist supports the national trends of overrepresentation. Understanding how child welfare services are delivered in Québec is essential in comprehending how First Nations peoples receive, and are impacted by, the various methods of child welfare delivery in this province. The first section of this paper presents an overview of First Nations child welfare history, describing colonial and child welfare policies responsible for the removal of tens of thousands of First Nations children from their homes and communities. The next section outlines current socioeconomic, legislative, jurisdictional and funding challenges in the delivery of First Nations child welfare, linking them to the historical development described in the first section. It also presents an overview of the current structure of the First Nations child welfare system in Canada and Québec, examining some of the research regarding the response of Québec's child welfare system to the complex needs of First Nations children and families. Finally, the paper concludes with a discussion of the factors contributing to the overrepresentation of First Nations children in the child welfare system including the impact of historical assimilationist policies, the socioeconomic status of First Nations peoples in Canada and the development of First Nations child welfare services. Implications for practice, policy and future research are also discussed.
Les enfants autochtones, en particulier les enfants des Premières nations, sont surreprésentés dans les services de protection de la jeunesse à travers le Canada. Bien que les données sur les services de protection de la jeunesse offerts aux enfants et familles des Premières nations au Québec soient limitées, celles-ci soutiennent la tendance nationale de surreprésentation. Il est essentiel de comprendre l'offre de services de la protection de la jeunesse l'enfance au Québec afin de saisir comment les Premières nations reçoivent et sont affectées par les divers méthodes d'offre de services de protection de la jeunesse dans cette province. La première partie de ce document présente un survol historique de la protection de la jeunesse chez les Premières nations, décrivant les politiques coloniales et de la protection de la jeunesse responsables du retrait de dizaines de milliers d'enfants des Premières nations de leur famille et de leur communauté. La section suivante donne un aperçu des défis socioéconomiques, législatifs, juridictionnels et de financement de la protection de la jeunesse des Premières nations, les reliant à l'évolution historique telle que décrite dans la première section. Elle présente aussi un portrait de la structure actuelle de l'offre de services de la protection de la jeunesse des Premières nations au Canada et au Québec, en examinant certaines études concernant la réponse du système québécois de la protection de la jeunesse aux besoins complexes des enfants et des familles des Premières nations. Une discussion des facteurs qui contribuent à la surreprésentation des enfants des Premières nations dans le système de la protection de la jeunesse, y compris l'impact des politiques assimilationnistes, la situation socioéconomique des peuples des Premières nations au Canada et l'évolution des services de protection de la jeunesse des Premières nations, conclut ce document. The introduction of a new policy and approach to South Africa’s welfare system saw a shift in focus and advancement made towards, the redress of past socio-economic imbalances which was brought on by apartheid laws and legislations which deliberately discriminated against South Africa’s majority groups. Within this new welfare system, came the introduction of The White Paper for Social Development (1997) which advances Developmental Social Welfare as the new approach to social welfare in South Africa.The body of literature around this approach focuses on transformation of welfare services since the adaptation of the new developmental welfare policy in 1997. Amongst scholars there is consensus on the need to continuously explore and to make an analysis of the transformation process advocated by this new approach. Interests in recent times suggest the need to bench mark the transformation process against a set of indicators. This and the study of available literature resulted in this qualitative, exploratory-descriptive and contextual research study with the following goal: To contribute to the proposed evaluation of the implementation of the developmental social welfare approach by measuring progress towards developmental social welfare through social workers’ perceptions and experiences. On the backdrop of the research goal a qualitative research approach was used. A purposive sampling method was used to draw participants from two Non-governmental organisations in Pretoria. Data was collected by means of two focus group interviews and two individual interviews which were tape recorded for data analysis. All the interviews were transcribed verbatim. Data analysis was done using Tesch’s model for data analysis and the findings were displayed in the form of themes subthemes and categories. Data verification occurred in reference to Guba’s model for trustworthiness. The researcher then drew conclusions from this analysis of data and used literature control to discuss the findings. Through these processes this research presents findings in relation to social workers perceptions of the concept of developmental social welfare, their perception on the implementation progress of the developmental social welfare approach, perceptions on Indicators of developmental social work and social welfare and in relation to the principles of the proposed framework by Patel and Hochfeld (2008).

Today, governments worldwide are seizing the benefits of the Internet for better government administration. Governments must provide services to all citizens, but this is most challenging to achieve electronically when some citizens are offline, yet transformational to the government administration when achieved. Therefore, the thesis investigated the factors influencing egovernment adoption in Nottingham where social welfare benefits will be claimed exclusively online via the Universal Credit (UC) system. UC is an example of a government service conforming to the broader UK Digital by Default strategy for government administration, which supports the EU goal of improving social inclusion through digital inclusion. Therefore, the motivation for the thesis is social justice for those digitally excluded citizens who may be socially impacted by the unintended consequences of e-government initiatives. The study used an adapted Unified Theory of Acceptance and Use of Technology 2 (UTAUT2) model to understand the factors influencing citizens' adoption of UC. The research model added Internet experience, awareness, security and trust as external factors influencing adoption, while hedonic motivation was modelled as an internal factor. UTAUT2 was also modified to reflect the broader goal of social inclusion. The study demonstrated that the behavioural intention to adopt e-government depended on whether the digital public service had a fall-back to use traditional channels or not. 61.3% of the benefits claimants were unaware of UC rollout in Nottingham, which indicates a lack of citizen readiness. Overall, the experience of using the Internet, facilitating conditions, behavioural intention and the habit of using digital public services determined usage behaviour. 40.2% of the participants thought digital inclusion improved their social lives, while 30.9% were indifferent. The 40.2% indicates a good starting point for e-government adoption. These findings led to the Modified UTAUT2 (M-UTAUT2) model, which is applicable outside the case study. The thesis also made other theoretical contributions. The findings and the conclusions from the qualitative and quantitative researches conducted as part of the build-up to the thesis were used to derive an e-government adoption process that considers the continued use of e-government, which leads to successful e-government. The model has two processes: awareness (with two stages: awareness and initial use) and habitual (with one stage: continued use). Additionally, the study recommended the global digital technology market as a new e-government actor due to the changing digital inclusion landscape.

There is a principal consent both in the convention on the rights of the child, the Swedish social service act and in “Barns behov i centrum” (BBiC, similar to the British “Looking after children”, LAC) that children should participate and have an impact on matters that affect them in relation to their age and maturity. This thesis focus on how children’s voices are recorded in social welfare files and how their participation in the investigation is constructed. I have read the interviews and the social reports of ten children, conducted by social workers in a municipality in the outskirts of Stockholm. The children’s voices in the files are a secondary voice, they are the social worker’s interpretation of the interviews with the children. I have used thematic analysis in order to answer my research questions. The result shows that all children had been able to talk to the social worker and nearly all of them were informed about why there was an investigation. The children’s stories were valued as true by the social workers and they were referred as information givers. Most of them were only interviewed orally, without support from child adaptive methods. They had very limited impact on how the investigation were conducted, how their information would be used and on the choice of intervention.

This thesis examines the ways in which public sector organisations communicate with people from lower socio-economic communities. The study is guided by the research question: Do the existing communication strategies of public sector organisations serve the needs of low decile communities in New Zealand? The study looks at the communication strategies used by three public sector organisations - Ministry of Social Development, Inland Revenue and Hamilton City Council - to interact with residents of a low-decile neighbourhood in Hamilton. Positioned within the critical theoretical paradigm (e.g., Deetz, 2005; Mumby, 2000) which looks at issues of power, domination and asymmetry in terms of communication practices, the research shows how social policy is socially constructed in order to serve the political aims of the public sector but is not necessarily constructed in terms of the target publics of that organisation. The study uses a three dimensional discourse analysis - text, context, and social practices (Fairclough, 1992) - to analyse the formal communication and information dissemination structures, processes, and texts of these organisations and to examine the ways in which some of the intended target publics of these organisations make sense of them and respond to them. The study includes an analysis of public documents put out by the organisations as well as interviews with youth workers, social workers, and representatives of the specific neighbourhood community. Juxtaposing the textual analysis with the analysis of the interviews facilitates an evaluation of whether the communication strategies of the organisations relate to the context of the socio-cultural practices of lowdecile neighbourhoods.

This thesis is motivated by the phenomenon of sub-optimal decision-making, where a person is unable to make effective choices that promote her best interests and as a result her life goes badly, and asks how a just social welfare policy should respond to it. Accordingly, it is concerned with two conflicting sets of expectations, both of which are at the heart of current debates concerning welfare reform in Britain. Firstly, that people should be responsible for meeting their own welfare needs through the prudent exercise of their right to personal autonomy. Secondly, that the state should provide a safety net of publicly-provided welfare goods for those who are unable to satisfy their own needs. Policymakers have sought to regulate the tension between these with the principle of welfare conditionality, which holds that those deemed culpable for their own welfare needs, or their inability to satisfy them, are disqualified from public assistance. However, I will argue that these expectations, and the public policy principle they have given rise to, are precariously founded on a mistaken assumption; namely, that individuals who have mental capacity as defined in current law are necessarily autonomy-competent, and, as such, equipped with the skills and dispositions required for effective decision-making that promotes their best interests. I locate impaired autonomy-competence on a continuum of personal autonomy in the neglected terrain between moral failure and mental incapacity and claim that, insofar as welfare conditionality fails to acknowledge this gap, it is prone to holding sub-optimal decision-makers unjustly responsible and perpetuating the prudential failures it claims to discourage. Accordingly, I argue that the state has a role in promoting the conditions for prudent self-government, and that autonomy-enhancing intervention, not traditional forms of welfare conditionality, is the best means through which the great expectations of personal autonomy and responsibility can be realised.

These children can greatly benefit from long lasting relationships as well as long term supportive relationships such as that of a social worker. The researcher took on a positivist approach with an aim to answer the research question “Do factors such as supervision, peer support, and organizational factors have a positive impact on social worker retention at a child welfare agency?” The research site was a foster family agency (FFA) located in the Southern California Inland Empire region. A self-administered survey was provided to participants. The findings demonstrated a strong positive relationship between variables such as supervision and peer support.

Burnout among child welfare social workers negatively affects social workers and the social welfare system. The purpose of this action research study was to explore what child welfare social workers do to alleviate burnout. The practice-focused research questions for this study center on two elements: (a) the experiences of burnout among child welfare social workers employed by the Department of Family and Children services in the southeastern region of the United States and (b) the social work practices used to alleviate burnout. The conceptual framework for this study was the Maslach theory on burnout. Action research study procedures were used to facilitate analysis of the research problem. Data were collected using semistructured questions administered to 6 child welfare social workers in a focus group. The selection criteria for the child welfare social workers were social workers who work for the department of children and family services for at least 6 months. The data were transcribed verbatim from an audio recording. Codes were assigned to the data and reliability checks were conducted. The themes that emerged from analysis of the data included workload, lack of influence on the job, lack of rewards on the job, negative social interaction, and value differences in individuals and their jobs. The findings of this study might contribute to positive social change by enhancing awareness regarding burnout in child welfare social workers and providing an opportunity for child welfare social workers and child welfare agencies to learn how to address causes of burnout in child welfare social workers in the southeastern United States.

Les travaux inscrits dans cette thèse s’intéressent principalement à l’effet de l’adoption de pratiques environnementales volontairement mises en place par les entreprises sur leur performance en termes d’innovations, et sur le bien-être social des pays. Cette thèse est constituée de cinq chapitres. Le chapitre 1 montre que l’adoption de ces pratiques environnementales a un impact positif sur l’innovation-produit. Par ailleurs, cet impact est d’autant plus important que la mise en place de ces pratiques s’est faite plus tôt. Le chapitre 2 pose la question de savoir si les pratiques environnementales des entreprises leur permettent de franchir les obstacles à l’innovation (définie ici de manière générale). Pour ce faire, le chapitre 2 distingue trois types d’obstacles: financiers, humains et de marché. Il conclut que la mise en place de pratiques vertes, permet aux entreprises de franchir les obstacles financiers et humains susceptibles de freiner les activités d’innovation. Cependant, l’adoption de pratiques vertes est neutre quant aux obstacles de marché. Le chapitre 3 analyse l’effet sur l’innovation environnementale de la mise en place de deux pratiques de gestion des connaissances, à savoir: une politique écrite de la gestion des connaissances et une culture favorisant le partage des connaissances. Il montre que ces deux pratiques de gestion des connaissances améliorent chacune l’innovation verte. Cependant, il semble qu’une culture destinée à favoriser le partage de connaissances au sein de l’entreprise joue un rôle plus marqué sur l’innovation verte qu’une politique écrite.Parce que les pratiques vertes sont aussi, du point de vue des entreprises, des outils de gestion elles peuvent ne pas être neutres pour les salariés. Le chapitre 4 se focalise ainsi sur l’impact de l’adoption des pratiques environnementales sur le risque psychosocial. Il montre que les pratiques environnementales réduisent les risques psychosociaux des salariés.Enfin, le chapitre 5 utilise un modèle théorique de différenciation verticale pour savoir si, en termes de bien-être social, la coopération quant à la fixation d’un critère international d’éco-label est préférable à la situation caractérisée par la coexistence de deux labels nationaux. Les résultats révèlent que le surplus global, dans le cas d’un critère international de labellisation, est toujours supérieur ou égal au surplus global dans le cas de deux labels nationaux. Cependant, cette amélioration se fait au détriment de l’un des deux pays
The main purpose of this thesis is to analyze the effect of adopting environmental management practices on firms’ innovation performance and on countries’ social welfare. This thesis includes five chapters. Chapter 1 explores the effect of adopting environmental management practices on product innovation. Our findings reveal that beyond environmental considerations, green practices’ adoption boosts innovation activities and that this positive effect is more substantial for early adopters compared to new adopters. Chapter 2 asks whether the adoption of environmental management practices is likely to reduce obstacles to innovation. In doing so, three types of obstacles are distinguished: cost obstacles, knowledge obstacles and market obstacles. We prove that green practices implementation allows firms to bypass cost and knowledge obstacles, but no impact is found on market obstacles to innovation. Chapter 3 deals with the role of adopting knowledge management practices on environmental innovation by distinguishing written policy of knowledge management approaches and culture intended to promote knowledge management sharing. Our findings suggest that both management practices foster environmental innovation. Moreover,these positive effects are stronger for culture intended to promote knowledge management sharing compared to written policy of knowledge management. In chapter 4 we deal with working conditions and well-being at the workplace as an important source of competitive advantage and innovation performance. In particular, the chapter analyzes the impact of working in a green firm on employees’ psychological risk level at work. Our findings suggest that environmental management practices are likely to reduce employees’ psychological risk levels and thus enhance their well-being at the workplace. Finally, chapter 5 exploits a vertically differentiated model to compare an international eco-label criterion setup and a two-national labels framework in terms of social welfare. Our results reveal that global social welfare in international eco-label cooperation is always at least as good as global welfare in the two-national labels framework. However, the improvement may be at the expense of one of the two countries

This thesis investigates everyday encounters between benefit recipients and street-level welfare agencies in an era of behavioural conditionality, marketised ‘activation’, and neoliberal paternalism. Central to this thesis is a concern with the relational dynamics that policies of ‘behavioural conditionality’ and ‘mandatory activation’ produce, explored through reflexive analysis of the researcher’s own experiences as a street-level activation worker, and thirty in-depth interviews with former colleagues, other street-level staff, and benefit recipients. Informed by relational and psychosocial theorisations of both the subject and street-level welfare organisations, the thesis looks at the interactions between symbolic/ideological representation, individual agency, and street-level organisation. Arguing that attention to the dynamic, libidinal investments of street-level employees casts familiar street-level practices in a new light, the thesis draws attention to a dynamic of illusio-disillusionment (Bourdieu, 2000) among street-level staff, re-rendering familiar practices of ‘creaming and parking’ in terms of punishment and protection. Similarly, it is argued that specific instances of support, indifference, and/or sanction do not exist as discrete experiences in the life of claimants, but as ongoing possibilities, producing a situation of ever-present surveillance and threat. In this way, conditional activation services come to resemble a protection racket, in which both the threat and means of defence are produced simultaneously. These dynamic materialisations of behavioural conditionality are situated with respect to the ideology of neoliberal paternalism, which at street-level takes the form of magical voluntarism, and the enforcement of an anti-sociological imaginary which, it is argued, results in the denial and effective privatisation of the troubles, difficulties, and needs that bring people to welfare services in the first place.

Children placed in foster care are at an increased risk for attachment difficulties due to the maltreatment they may have suffered, the separation from their primary caregivers, as well as the possibility of repeated moves to various foster homes. This raises questions as to the extent to which child welfare workers incorporate attachment theory in planning for children in care. Replicating a study originally conducted by R. K Grigsby (1994) in the United States of America, worker's use of attachment theory was examined through a review of a sample of 30 files belonging to children between the ages of 0 and 3 currently in foster care with Batshaw Youth and Family Centres. The results of the file review indicate that concepts related to attachment are generally included in most files. However, relatively few cases include comprehensive attachment assessments. Practice implications including the need for increased attachment training are also discussed.

Grigsby (1994), l'utilisation par les travailleurs sociaux d'une théorie de l'attachement a été examinée par moyen de l'analyse d'un échantillon de trente dossiers d'enfants âgés de 0 à 3 ans et présentement dans des foyers d'accueil des Centres de la jeunesse et de la famille Batshaw. Les résultats de l'analyse démontrent que des concepts liés à l'attachement affectif sont généralement contenus dans la majorité des dossiers, mais que peu des cas poursuivent des évaluations complètes de l'attachement. Les incidences sur la pratique, y compris le besoin d'une augmentation de la formation en attachement, sont aussi considérées.

This dissertation consists of three empirical studies that address questions regarding state welfare policy making in the post-welfare reform era. The first empirical study pays close attention to the Temporary Assistance for Needy Families (TANF) as a federal block grant program, which is a big departure from most previous TANF studies, to ask why American states differ in their decisions to allocate federal block grants across specific programs. Drawing on research on fiscal federalism and state and cross-national welfare politics, the study uses cross-sectional time-series data covering 50 states over the fiscal years 2004-2016 to examine factors that have an impact on state child care spending under the TANF block grant. The results show that several political factors and one socio-economic factor impact states’ TANF child care spending in the hypothesized direction. Most importantly, the study finds that a specific state government’s TANF policy designed to encourage work matters in an interesting way. States’ emphasis on work of TANF recipients, measured by the existence of the TANF job-search rule, exerts a positive, independent effect on the percentage of state TANF child care spending, but the positive marginal effect of implementing the job-search rule becomes negative as the percentage of female state legislators passes 28%. The study shed lights on our general understanding of the factors that influence state allocations of federal block grants for an understudied but increasingly important policy program in the American states—child care. The second empirical study examines whether the selection of indicators of welfare policy commitment makes any difference for the findings in studies of the determinants of state welfare policy. If so, what difference does it make? While scholars of state welfare politics have long been making efforts to find better explanations for variation in welfare policy across American states, the literature as a whole has paid little attention to how differently scholars operationalize state welfare policy even though they examine a variety of welfare policy measures. To address these questions, I estimate a series of different panel data models with different measures of state welfare commitment for the period after the welfare reform of 1996. Comparing the results across these models shows that the choice of dependent variable measures affects the estimation results, thereby suggesting that empirical findings are dependent upon the measure we use. This finding not only shows that scholars need to be cautious in interpreting their results but also opens up a new puzzle as to why a factor affects a particular welfare measure but not others. The last empirical study addresses the question: do the effects of party politics differ across welfare policies? In answering this question, the study draws on the literature on deservingness and social construction of target populations and hypothesizes that party politics would play a differential role in explaining the generosity of different welfare policies depending on the perceived deservingness of target populations. To test this hypothesis, I estimate three models each for TANF, Supplemental Security Income-State Supplements (SSI-S), and Medicaid generosity covering the period after the welfare reform. I find that party politics still remains as an important predictor of state welfare generosity, especially where welfare policy for the deserving poor and mixed population in terms of its deservingness is concerned. Also, there are differential effects of party politics across the welfare policies examined, but sometimes in an unexpected direction. This study provides a valuable addition to the literature in that it updates and enriches our understanding of welfare politics.

The present study aims to analyze the end of the Wellfare State, and the emergence of the Neoliberal model and the withdrawal of various obligations of the State towards citizens, the legal order and government plans in the most several countries. Moving on to the Brazilian case, it can be seen that the Federal Constitution of 1988 was against Neoliberalism as far as social rights are concerned, establishing a series of devices that assure citizens of the basics necessary for their dignified existence. Thus, the present work verifies that a new model of state is needed that can reconcile the market freedom of the neoliberal model with the social rights of Welfare State, in order to comply with the constitutional precepts. To do so, it starts from the Concept of State, as well as its origins and evolution, from the absolutism to the Neoliberalism, passing through the Classic Liberal State and the Welfare State or Social State. Subsequently, the Social Constitutions, the Economic and Social Order in the Constitution of 1988, the principle of solidarity in the Constitution, solidarity capitalism in the economic view are discussed. Finally, the Brazilian oil sector, with its regulation and its importance in the development of the proposal of Solidary Capitalism
O presente estudo tem como objetivo analisar o fim do Estado do Bem-Estar Social (Wellfare State), e o surgimento do modelo Neoliberal e a retirada de diversas obrigações do Estado para com os cidadãos, do ordenamento jurídico e dos planos de governo nos mais diversos países. Adentrando no caso brasileiro, verifica-se que a Constituição Federal de 1988 foi na contramão do Neoliberalismo quanto aos direitos sociais, estabelecendo uma série de dispositivos que assegurem aos indivíduos todo o básico necessário para a sua existência digna. Assim, o presente trabalho verifica ser necessário um novo modelo de Estado que consiga compatibilizar a liberdade de mercado do modelo neoliberal com os direitos sociais do Welfare State, de modo a se cumprir com os preceitos constitucionais. Para tanto, parte-se do Conceito de Estado, bem como suas origens e evolução, desde o Absolutismo até o Neoliberalismo, passando pelo Estado Liberal Clássico e o Welfare State ou Estado Social. Posteriormente, são abordadas as Constituições Sociais, a Ordem Econômica e Social na Constituição de 1988, o princípio da solidariedade na Constituição, o capitalismo solidário na visão da economia. Por fim, apresenta-se o setor petrolífero brasileiro, com sua regulação e sua importância no desenvolvimento da proposta de Capitalismo Solidário

Government, private enterprises and non-profit organizations as the three sectors constitute today''s society, and form a comprehensive network to ensure the coverage of the public interest and the welfare of the community. Taiwan''s welfare system has been much improved, non-profit social welfare groups play an important role in today''s public social services. Operation of social welfare groups have primarily backed-up by Government grants and private contributions, but in recent years Taiwan under the influence of the financial crisis, slow economic growth seems to have become the norm, cutting back the private donations and Government grants. Social welfare groups have to think about creating its own financial income and social enterprises seems a reasonable choice, and therefore become a global trend. However, where is the profit, there is a risk. Studies have indicated that only one-third of social enterprises could make profit, Taiwan’s ratio is even lower to 20%. So the major task for a social welfare organizations in developing its own social enterprises, is to minimize the risk while maximize the profit. There are many study literature available on social enterprise, but limited on the literature of social welfare organization engaged in social enterprise, and even less on the literature of how the social welfare organizations could create a profitable and sustainable business model for its social enterprises. In chapter II of this study, it is discussed the financial difficulties of the social welfare organization and the social enterprises as a solution, exploring what kind of social enterprise and business models are adequate for social welfare organizations, and how to make necessary organizational change to improve its organizational capabilities competence in developing its own social enterprises, following with appropriate implementation steps to form a complete set of strategies. In the chapter four of this study, it analyzes the real case of Child Welfare League Foundation against the theory as set out above, the conclusions reached in chapter fifth could be as a good reference of decision model for Taiwan social welfare organizations in developing its own social enterprise.

Morality and Social Welfare(Abstract) Although the issue of social welfare in relation to civic morality has been raised again and again in the history of social welfare in the West, it has hardly been addressed, if ever, in our country. This is surprising in view of the fact that, for two decades now, the major criticisms of the state welfare in the United States have focused very much precisely on the corruptive impact of state welfare policies on civic morality. In order to redress this lacuna in the welfare discourse in our country, this thesis undertakes a critical review of the writings of George Gilder, Charles Murray, and Lawrence Mead, the three whose ideas on the issue have been at the center of much welfare discussion and debates and who have in fact exerted substantial influence on welfare policies in the United States since the early 80s. Our analysis shows that while their studies have shed much light on the moral issue of social welfare, the approaches they have proposed for tackling the problem, relying on either the state or the market, are inadequate and ineffective. As an alternative we refers to theory of civil society and look into the deep implications of welfare pluralism for our concern. It is argued that the reliance on voluntary sector and the emphasis on the dialectical equilibrium among the various different sectors may help not only in tackling the problem of moral crisis but also in the generation and maintenance of desirable social values and related institutions. The thesis concludes with some suggestions regarding policy deliberations on social welfare in our country.

This research explores Taichung Women Welfare Center .The purpose of this research is intended to :(1)understand the initiation, development and changing process of the contracting out programs in Taichung; (2) understand the reason of obstacles of implementation of the private social agencies; (3) analyze the differences between government and private social agencies in terms of the perspectives of the contracting out programs and (4) make recommendations for the government and the social agencies. Content analysis, key informant interviews and documentation reviewing are used to collect data material. Important finding are identified:(1)The mechanism of the competition of free market is not so obvious in Taichung due to the lack of social agencies. “Once contracted, lifelong contracted “ is the characteristic of contracting out programs in Taichung. (2)Seven obstacles have been identified in the implementation: the adequate of the place, lack of negotiation of the contracts, the obligation among different departments in government is not clear, lack of contract monitoring, auditing regulation of subsidy and the limitation of Government Buying Regulation. (3)Above findings are different while comparing other cities with Taichung. The uniqueness of Taichung has been discussed.(4)Each Women Welfare Center has the center capability:The First Women Welfare Center survice for husband has extramarital relations. The Second Women Welfare Center survice for the menopause.The Third Women Welfare Center service for the family of handicapped (5)The relationship of each Women Welfare Center are fine and closer (6)Each Women Welfare Center with it’s original NPO has good and trustable independent relationship.

The society has continually developed, in order to solve the subsequent social problems, the Social Welfare System appeared and then became the most important social policy of developed countries. Sweden’s social welfare system is the most developed one in the world, and it formed a wonderful 「Swedish Model」. However, the Swedish welfare policy due to the huge public expenditure, it leaded to some economic problems. In 1980’s and 1990’s, the Sweden government has to face to the changes from the aging of the population, from the high unemployment rates, from the growing public expenditure and the changes in the international economic environment. In recent years, there are a lot of changes in Swedish welfare system to adapt the new demand of people. In this research, the social and economic problems in Sweden would be introduced and deeply analyzed from the aspect of the process of Sweden''s social Welfare system. And then to appraise the achievement of Sweden’s welfare policy and its development of future.
