The information work in rural areas has important strategic significance in China's economic and social development. Rural information means is a process to realize the rural production and management, public services, government administration and living consumption by strengthening the rural network, and telecommunications networks and the Internet infrastructure, making full use of information resources and improving the information service system. Rural information service model is composed of organization model, five parts services, distribution channels, distribution mechanisms and support the interests of security system by certain organic unity of the inner workings of the relationship constituted. This paper analyzes the of China's rural current status of information service model, provides a useful thinking for rural information servicea and propose a new model of the trinity "diamond" services.

This paper uses qualitative methodology to explore the experience of growing old in rural Appalachia. Given the growing population of older adults seeking and utilizing services, it is important to understand the challenges and specific needs related to aging. Within the context of rural Appalachia, these challenges and needs may be different than those in urban areas or areas outside of the region itself. From interviews with 14 geriatric service providers in rural southeast Ohio, the authors were able to identity three prevalent themes associated with aging in rural North Central Appalachia: scarcity of resources, valuing neighbors and family, and the prevalence of drug use. These findings suggest that preparation and ongoing training of rural geriatric social workers should include attention to topics such as substance abuse and strengthening social support networks that often exist in these regions.

Purpose This study aims to construct an integrated social entrepreneur system in the rural area of Hengshan, Taiwan, that could benefit four stakeholders, namely, tourists, business, community and government. Two social entrepreneur cases demonstrate a mutually beneficial situation of lowering the structural unemployment rate, returning young human capital to villages and innovating rural tourism through the activism of service science. Design/methodology/approach Qualitative approach was applied to data obtained from 12 research projects spanning three years. Service experience engineering (SEE) methods were used to conduct a service design for social entrepreneurs in an integrated service system. The service system aimed to innovate rural tourism through the activism of service science. Findings SEE methods explain a series of service design processes that helped our research team start up two social entrepreneur projects as service prototypes to offer service innovation based on cultural creativity to innovate rural tourism. These two social entrepreneurs in rural tourism offer job opportunities to young people and senior citizens alike. In addition, an integrated service system of interdisciplinary knowledge, multi-stakeholders and local resources fulfills various requirements of stakeholders to promote sustainable rural tourism. Research limitations/implications Real action studies are limited in the research on social entrepreneurs. This case study provides research insights into service science and calls for action in practice to change the future of a local village. The results provide the philosophy and knowledge of service science that social entrepreneurs of rural tourism can use in the village. Designing service innovation for rural tourism has shaped its vision toward a sustainable tourism system. Originality/value Few studies have shown that social entrepreneurs could innovate rural tourism. The present study presents an action case through the activism of service science.

This study aimed to define current hearing health service networks for farming families in a major regional centre in New South Wales, in order to identify approaches that can strengthen local service provision. A pilot survey of individuals and agencies that potentially work with farmers was undertaken and a social network analysis completed to assess the self-reported links of agencies with each other. Thirteen agencies with a role in hearing health service provision participated with results indicating that nurse audiometrists, WorkCover NSW and agricultural retailers have the lead role in disseminating relevant information within the network. For client referrals the nurse audiometrist, private audiometry services, general practitioners, ear, nose and throat specialists and industry groups played the major roles. Social network analysis can assist in defining hearing health networks and can be used to highlight potential actions that can strengthen networks to enhance services for farmers and their families.

This study attempted to determine the factors militating against effective social services administration and its unfolding empirical manifestations on the well-being of the rural dwellers in Gwagwalada Area Council in Abuja, Nigeria as well as its attendant effects on rural development. Based on the data generated from 200 respondents (rural residents and staff of the area council) using questionnaire, interview and personal observation, it was discovered that lack of involvement of the rural dwellers in decisions regarding the design and implementation of the social service programmes by the Council is one of the key factors. The paper recommends accordingly among others, that effective social services administration should reflect the wishes and aspirations of beneficiaries.

Abstract Older adults in rural communities need access to comprehensive healthcare services provided by practitioners equipped with geriatric knowledge and skills. The Geriatric Rural Extension of Expertise through Telegeriatric Service (GREETS) project goal is to use telemedicine and telehealth to expand geriatric service options to underserved Michigan regions. GREETS educational programs train health practitioners to provide geriatric care for vulnerable older adults. To determine gaps in geriatric competencies, the team conducted an online survey of health professionals including behavioral health practitioners. Respondents identified educational topics and preferred virtual delivery methods. Demographic information included respondent’s professional position, practice setting, and county. The respondents were asked to indicate level of educational need using a scale ranging from a low, medium, or high need. Fifty (47%) of 106 total responses were from social workers. We compared the percent of social workers to other practitioners’ responses in our analysis. Four topics emerged for both groups as medium or high educational needs: 1) transitional care when changing residential settings or post-hospitalization; 2) assisting family caregivers cope with caregiving responsibilities; 3) incorporating community-based services into care plans; and 4) and managing frail older adults. Social workers noted higher need than the other respondents for: 1) managing chronic pain; 2) managing care of patients with multiple chronic conditions; 3) having serious illness conversations; 4) diagnosing dementia; and 5) discussing advance care planning. Both social worker and other respondents indicated interactive case-based webinars; published tools, toolkits, tip sheets; and didactic webinars as their top three learning formats.

Transit services provide multiple economic, educational, health, environmental, and social benefits. Despite these benefits, rural communities face barriers in establishing and maintaining transit services. Understanding these barriers is a critical step for planners and decision makers to assist in developing solutions. This paper presents the results of a content analysis of rural transit and mobility literature designed to create a typology of the barriers rural communities face in establishing and maintaining transit systems. Seven categories of barriers facing rural transit systems were identified: (1) demographic factors and ridership; (2) socio-cultural aspects of transit; (3) the natural and built environment; (4) local costs of operation and sources of revenue; (5) local governance and jurisdiction; (6) local economic structure; and (7) external funding programs. However, while this typology can inform the planning of rural transit systems, the literature review also revealed significant gaps in our understanding, particularly surrounding the range of rural places in Canada.

Studies have shown that emergency mental health trauma (EMHT) services can significantly reduce the long-term effects of trauma after a disaster. However, rural municipalities may find they do not have the capacity to create such a service, or may not realize that their disaster planning includes no provision for emergency mental health care. Such was the case in a rural island community in the state of Washington, where, in 2014, several residents initiated a discussion that helped to identify the community's lack of EMHT services. This project, framed by action research and based on collaboration theory, sought to advance the potential for the community's 21 resident social workers to address this issue collaboratively. Accordingly, the project's research question asked how social workers on south Whidbey Island perceived the issue of a rural EMHT service in their community. Data consisted of responses from 8 participants who completed mailed questionnaires and participated in brief telephone interviews. Descriptive coding analysis of the data confirmed a nearly universal lack of knowledge about an EMHT service, a clear perception of the need for such a service, and a unanimous commitment from the respondents to participate in addressing this problem. Such collaborative activity is expected to have a positive impact on the micro, mezzo, and macro levels of social work practice in south Whidbey, as well as on the community itself, not only in spearheading a dialogue about EMHT but also in activating a group of social workers who had no prior association.

Social network analysis was used in combination with qualitative methods to identify characteristics of stakeholder networks that supported cases of institutional development in rural water sectors in Ghana, Malawi, India, Tajikistan, and Bolivia. Institutions studied included local governments, a national government institution, and community operator committees managing water treatment facilities. Interviews with 162 participants in these countries used a facilitated network drawing exercise to capture data on stakeholder relationships and perceptions of factors supporting institutional development. Quantitative analysis of these networks and qualitative analysis of perceived factors identified three network characteristics as supporting institutional development for rural water supply in multiple countries and types of institutions. The three characteristics are: information and skill ties between an institution and stakeholders at lower levels of sector hierarchy; information and skill ties between an institution and stakeholders at higher levels of sector hierarchy; and coordination between stakeholders at higher levels of sector hierarchy that strongly engage an institution. These three characteristics can be observed from a network perspective, and qualitative descriptions of these interactions can improve understanding of the nuance and benefit of particular network ties. Social network analysis on its own cannot predict whether an institution will develop if these network characteristics exist, but it can be used to identify where network ties are absent or weakly developed. Methods and findings from this research enable a rigorous analysis of complex stakeholder interactions in rural water sectors to identify where particular relationships might be strengthened, and strengthening the environments that support institutional development has the potential to lead to the stronger institutions that are necessary for sustainable rural water service delivery.

Cette thèse étudie le phénomène du tourisme rural dans ses dimensions sociales sous la perspective des politiques publiques qui fonde le tourisme dans la quête du développement durable. La trajectoire de ses conceptions et les lacunes entre le défini, l’écrit, présenté dans le but de comprendre pour expliquer telles politiques. A partir de ce scénario, cette recherche a délimité la ville de Pirenópolis-GO, pour la comprendre comme inductrice de l'activité touristique et pôle des différentes villes membres de la mésorégion 3 de l'État de Goiás. Dans cette approche, le regard a été ainsi dirigé vers la promotion de l'activité du tourisme rural. Le découpage temporel a été établi à partir de l'an 2003, lors de la préparation du Plan national du tourisme jusqu'à l'année 2013, correspondant à l'opérationnalisation de la recherche. Le sondage avec l'ensemble de l'univers des propriétés rurales a permis une sélection de l'échantillon, les données primaires ont été obtenues à travers les entrevues des sujets entrepreneurs, fournisseurs et locataires guidées par des formulaires semi-structurés et qui ont révélé les aspects quantitatifs permettant la construction de profils. L'étude aborde et implique le système de classification de 23 propriétés rurales enquêtées, ce qui établit le profil de ces propriétés, les caractéristiques des sujets et les activités productives, la création de catégories empiriques regroupées selon le développement du tourisme dans les zones rurales et le discours des sujets. The aim of this thesis is to study the rural tourism phenomenon, its social dimensions by the perspective of public policies that substantiates tourism in the search for sustainable development. The path of its conceptions and gaps between the defined, written, presented in order to understand and explain such policies. From this scenario, the research defined the city of Pirenópolis-Go, considering that it induces the tourist activity and that polarizes different cities of middle region 3 of the State of Goiás. The focus was directed to the promotion of rural tourism activity. The time frame has been established from the year 2003, when Tourism National Plan was elaborated, until 2013, by the implementation of the research. The survey among all the universe of farms allowed the sampling selection, and the primary data were obtained through interviews with entrepreneurs, suppliers and land renters, based on semi-structured forms that reveal the quantitative aspects enabling the construction of profiles. The study approaches and involves a classification system of 23 surveyed farms, establishing the properties profiles, personal characteristics and productive activities, setting up empirical categories grouped by the development of tourism in rural areas and personal speech. From this perspective, the mark of rural tourism activities is based on the speech of people, members of the corpus of the research. It was found that this way of introducing non-agrarian activities on rural area aims to integrate the local community, based on policies, on tourism market, since the rural properties maintain their characteristics. Le sondage avec l'ensemble de l'univers des propriétés rurales a permis une sélection de l'échantillon, les données primaires ont été obtenues à travers les entrevues des sujets entrepreneurs, fournisseurs et locataires guidées par des formulaires semi-structurés et qui ont révélé les aspects quantitatifs permettant la construction de profils. L'étude aborde et implique le système de classification de 23 propriétés rurales enquêtées, ce qui établit le profil de ces propriétés, les caractéristiques des sujets et les activités productives, la création de catégories empiriques regroupées selon le développement du tourisme dans les zones rurales et le discours des sujets. Dans cette perspective, l'activité du tourisme rural peut être signalée par le discours des sujets qui constituent le corpus de la recherche, et il a été constaté que l'introduction de ce type d'activité non agricoles en milieu rural a comme finalité l'intégration de la communauté locale, rapportée dans les politiques, dans le marché du tourisme, vu que les propriétés...

Describir los problemas percibidos y experimentados por los profesionales de salud que realizan el Servicio Rural y Urbano Marginal de Salud (SERUMS) en Ancash, Perú, y evaluar su asociación con la práctica de los profesionales y la categoría del establecimiento donde se realiza el SERUMS.Materiales y métodos. Durante abril del 2015, se realizó un estudio transversal analítico con profesionales de salud que realizaban el SERUMS en establecimientos del Ministerio de Salud de Ancash. Se aplicaron encuestas para recolectar datos generales, características y problemas del SERUMS.Resultados. Se analizaron 364 encuestas. El 79.3% de los participantes fue de sexo femenino, la edad promedio fue de 27.4±5.0 años, 80.0% percibió carencia de insumos, 54.4% percibió carga laboral excesiva, y 14.7% sufrió algún accidente de tránsito durante el SERUMS. Ser médico y laborar en establecimientos I-1 fueron factores asociados a haber sufrido accidentes de tránsito y otros imprevistos.Conclusiones. Los encuestados reportan carga laboral excesiva, carencia de insumos y accidentes. Los accidentes son más frecuentes en médicos y en establecimientos de categoría I-1.

AbstractThechallengefacingurban policymakersis how to tackle the long-standing differences in social welfareand basic public services provision for migrant and incumbent workers arising from the dual-household registration system. In this chapter, we quantify inequalities in access to basic public services between migrant workers and the local urban population across different regions of China. We consider both inequalities within urban areas, and inequalities that exist between urban and rural areas. For urban areas, we find large inequalities in access to basic public services between the indigenous urban population and migrant workers. There are also significant differences between urban and rural areas. The level of basic public services in the West of China lags behind other regions. Across China as a whole, the gap within regions is greater than the gap between regions. Internal variations within a region arise mainly from inequality in access to basic public services between urban and rural populations and across urban neighbourhoods. Chinese public services are characterised by ‘dualisation’ in urban–rural provision and ‘fragmentation’ across regions in terms of the level and quality of service. These two features constitute a formidable obstacle for the ‘citizenisation’ of migrant workers. We provide detailed examples from across China of countermeasures and strategies currently being implemented to reduce inequalities in public service provision.

Japan’s public services including public utilities have traditionally been provided by the public sector with strong government involvement through regulation or ownership. In this chapter, we look at the current situation and the issues surrounding institutional reform in the field of public services. Although private participation is a possible option in some cases, the underlying market conditions are a determining factor. Some rural areas are facing major difficulties in maintaining public services and public infrastructure. Are there alternative ways of maintaining services and infrastructure in such areas? We describe options such as restructuring and the foundation of “social businesses”. The options discussed extend the former concept of PPP from the relationship between private operators and the public sector to one involving beneficiaries including local residents as well. Such social enterprises, which are independent both from the private commercial companies involved in service provision and of the public sector, are one means of regenerating local communities. The contribution thus indicates the shifting roles of the public sector from direct service provider towards a supporting intermediary.

AbstractThis chapter has a threefold aim: (1) to contextualize older persons’ inclusivity at municipal level as outlined in Goal 11 of the United Nations Sustainable Development Goals (SDGs) and international, African regional and South African law and policy frameworks; (2) to obtain an assessment of service delivery by local government, and (3) to reflect on gaps in service delivery and offer suggestions. Stratified sampling was used and information obtained through semi-structured interviews, emailed responses and focus groups from representatives (n = 17) on three local government levels, NGO representatives (n = 5), and officials from the South African Local Government Association (SALGA) and the Department of Social Development (n = 26). A sample of older persons (n = 302) from a rural area and two large towns in North West and Gauteng provinces completed questionnaires and participated in semi-structured interviews (n = 14) and focus groups (n = 22). Findings indicated compromised service delivery related to local government officials’ systemic, managerial, and capacity challenges. Municipal services were either non-existent or age-inappropriate. Local government’s unresponsiveness leaves older people at risk—particularly those who lack social networks. We present suggestions to address the disconnect between the intent of laws and policies for inclusivity and municipal service delivery, and the service delivery experiences of older persons.

The rural development policy of the Agricultural Property Stock of the State Treasury in Poland (APS) is conducted by The Agricultural Property Agency – APA (since 1.09.2017 – The National Centre for Agriculture Support). The property managed by the APA includes agricultural land, forests, farm buildings, residential buildings as well as equipment and devices that are part of the social, technical, production, commercial and service infrastructure. The aim of research was to proof the influence of the gratuitous transfer of land from the APS to local government units, to engage them in social activities. The main methods used for it were: the analyse of legal acts in Poland, the analyse of reports and statistic data from APA and method of cartographic presentation – quantitative, cartogram. This article focuses on the social aspects of the APA’s operations, based on an analysis of the data supplied by the Regional Branch of the Agricultural Property Agency in Olsztyn. The results of the analyses were presented in table format. The rural development policy concerning the performance of public purposes in rural areas was analysed. The obtained information and materials were analysed to identify social investments carried out on agricultural land donated to local authorities from Agricultural Property Stock of the State Treasury. The results were used to analyse and describe the social aspects of the APA’s operations in rural area in Poland. Rural areas require various types of social assistance services. The Agricultural Property Agency has successfully fostered social development in rural areas, and it has the required resources and experience to continue that mission.

The key idea of the well-being concept strives to answer the question about how well the needs of people in a society are met in different spheres of social life - the physical, economic, social, educational, environmental, emotional, and spiritual – as well as individuals’ evaluations of their own lives and the way that their society operates (Gilbert, Colley, Roberts, 2016). One of the possible suggestions for answering the question: “How well are the needs of people in a society met?” could be the monitoring of citizen’s satisfaction with public services while applying a standardized questionnaire for population covering 193 primary indicators (health, social security, culture, public transport, utilities, environment, recreation and sport, public communication, education, etc). Even 23 indicators are about education that makes educational services a considerable part of all social service system. As the researchers aimed to analyze satisfaction of rural population with public services stressing the education issue, indicators about education dominated in the survey. The data were collected in 2016 - 2017 in 2 regional municipalities: municipalities: Jonava and Radviliskis (N=2368). The results of the analysis demonstrate that rural residents' satisfaction with formal general education services is relatively high. The only negative exception is the "the placement of a child in a pre-school institution based on the place of residence". Furthermore, rural residents poorly evaluated educational services that are related to non-formal education, adult education, the education of children with disabilities, child safety, meaningful xtracurricular activities of children and young people during all day, preventive programs. These major conclusions let the researchers state that local self-governmental institutions are not capable to cope with the quality challenges of some educational services without special intervention policy of the central government and the EU responsible structural units. A negative impact is also reinforced by a rapidly deteriorating demographic situation in Lithuanian rural areas.

Agricultural sector is different from industrial or service sectors due to its specific functions, i.e. food function, social function, economic situation on country growth function, environmental function. These functions of agricultural sector include three dimensions (economic, social, environmental), which are closely connected with the conception of sustainable development. Therefore, the taxation system of agricultural sector has been orientated to sustainability. The research direction of sustainable taxation is relevant. This research direction leads to opportunities to find the sustainable taxation system effect to the sustainable development of agriculture. The paper aims at disclosing the singularity of sustainable taxation in agriculture. To investigate the theoretical aspect of the specificity of agricultural business in the context of taxation and singularity of sustainable taxation, systemic analysis and synthesis of theoretical insights of foreign and local scientific literature as well as the methods of induction and deduction have been applied. Theoretical research results helped to identify singularity of sustainable taxation in agriculture, which encompasses three dimensions (economic, social, environmental) with different characteristics. This taxation system contributes to the goals of the development of sustainable agriculture.

The authors of the study believe that the topic of this study is very relevant in the Baltic States. Although the sector was originally set up to provide entertainment for people, there are now a large number of bargaining companies that do a great deal of damage to society as a whole and, for this reason, have a mixed view of the gambling and lotteries industry as a whole. The aim of the study is to evaluate the methodology of the social impact of a new gaming and lottery product / service. To achieve this goal, the authors have set the following tasks: summarize and assess the influencing risk factors; develop a methodology for assessing the impact of new gaming and lottery products / services; draw conclusions and suggestions; Research methods: document analysis, qualitative data analysis. Based on the research results, new rules for the impact of gambling and lottery products / services have been proposed. This would allow the sector to be further developed while reducing the negative impact of the gambling and lotteries sector on society.

The paper analyses the results of an online survey of 443 social services sector employees carried out in October and November 2020 in Latvia. The survey was aimed to measure the impact of the pandemic on the social services sector, i.e. how social services were delivered, whether restrictions imposed have any effect on a given service (form, quality, quantity) as well as how social services sector organizations and employees coped with the pandemic both at organizational and psychological levels. A short version of the burnout measure developed by Ayala Malach-Pines was used to estimate the burnout level among social services sector employees. The survey results indicate that about one third of the surveyed employees are exposed to a high risk of burnout. Contrary to other studies, burnout has no relationship with the number of clients (a proxy variable for workload) served in a given institution. Burnout is more likely associated with factors related to the methodological, technical support and overall working conditions in one’s organization.

In recent years, domestic and international policy attention has often focused on broadening the tax base in order to include a greater share of the population in the ‘tax net’. This is based, in part, on the hope that the expansion of taxation will result in positive ‘governance dividends’ for taxpayers. However, the implications of extending the tax base in rural areas in low-income countries has been insufficiently considered. Through the case studies of Togo, Benin, and Sierra Leone, we demonstrate that extending taxation to rural areas is often highly inefficient, leading to few, if any, revenue gains when factoring in the costs of collection. Where revenues exceed the costs of collection, they often only cover local government salaries with little remaining for the provision of public goods and services. The implications of rural tax collection inefficiency are thus significant for revenue mobilisation, governance and public service delivery, accountability relationships with citizens, and taxpayer expectations of the state. Accordingly, we question the rationale for extending taxation to rural citizens in low-income countries. Instead, we argue for a reconceptualisation of the nature of the fiscal social contract, disentangling the concept of the social contract from the individual. Rather, a collective social contract places greater emphasis on the taxation of wealth and redistribution and recognises that basic rights of citizenship are not, or should not, be contingent on paying direct taxes to the government. Rather than expanding taxation, we argue for the expansion of political voice and rights to rural citizens, through a ‘services-first’ approach.

While the demand for services for a rapidly growing elderly population is constantly increasing, the workforce delivering social care services is shrinking, with many workers reaching retirement age. Tackling the challenges related to recruitment and retention of qualified staff – and developing innovative approaches to the delivery of social care services – is becoming increasingly urgent, particularly in rural and sparsely populated areas (SPAs). This policy brief gives an overview of examples across the Nordic Region aimed at tackling these resource challenges and exploring innovative ways of organising and delivering social care services in rural areas and SPAs. It is based on a desk study funded by the Nordic Welfare Centre (see more about this on the last page).

Now, more than ever, is Nordic collaboration required across all levels of governance to help overcome the devastating socio-economic impacts of the pandemic and to solve the shared challenges posed by climate change and growing urban-rural divides. This policy brief examines six good practice examples of collaborative public service delivery from across the Nordic Region, highlighting the main drivers, challenges and enablers of collaboration and the replication potential of these Nordic collaborative examples. The policy brief finds that new and innovative models of Nordic collaboration are constantly emerging thanks to rapid technological developments that are helping to bring stakeholders together to solve common societal challenges. The high levels of cooperation outlined indicate that collaborative governance is continually evolving within the Nordic context.

Recent developments in transformative technologies hold the promise to provide holistic solutions for affordable transportation services to rural areas and thus greatly alleviate existing social inequality through efficient planning and management of complex transportation systems and systemwide interactions among multiple modes. To realize the promise, many challenging research questions need to be addressed, which often leads to computationally intractable, large-scale, dynamic/stochastic, discrete optimization models. This project proposes to address some of the challenges by building a series of holistic and tractable models on the design of mobility services, capacity planning, dynamic matching, and routing, as well as pricing. The proposed project is expected to create a new series of planning and management models that can support strategical and operational decisions for large-scale autonomous and shared mobility systems in rural areas. The planned case study and simulation for the Village of Rantoul, Illinois, will lay the foundation for future field implementation.

Millions of people around the world do not have access to adequate sanitation facilities, undermining progress towards Sustainable Development Goal 6.2 that calls for adequate and equitable sanitation for all. Efforts to improve sanitation outcomes have been rapidly accelerated in the past decade alongside an expansion of different financial incentives or subsidies to promote access to services and motivate sanitation behaviour. In parallel, social protection has become part and parcel of development policy, with many low- and middle-income countries now offering some form of cash transfers to those most vulnerable. Comprehensive interventions that couple financial transfers with complementary support such as behaviour change communication, training, or coaching have also grown increasingly popular. Despite similarities between water, sanitation, and hygiene (WASH) subsidy schemes and social protection interventions, these policy areas have largely developed in silos and limited cross-sectoral learning has taken place. This paper begins to fill this knowledge gap by assessing the potential for comprehensive social protection in addressing sanitation outcomes and drawing out policy implications for the social protection and WASH communities. It does so by focusing on a social protection programme in the context of extreme poverty in rural Haiti.
