The structure of the leading causes of death in Serbia has considerably changed in the last half century. Diseases which presented the main threat to the population a few decades ago are now at the level of a statistical error. On the one side are causes which drastically changed their share in total mortality in this time interval, while others have shown stability and persistence among the basic causes of death. Acute infectious diseases "have been replaced" with chronic noninfectious diseases, due to the improvement of general and health conditions. One of the consequences of such changes is increased life expectancy and a larger share of older population which resulted in cardiovascular diseases and tumors to dominate more and more in total mortality. Convergent trends in the structure of the leading causes of death in Serbia from the middle of the 20th century are the reasons why there are considerably fewer diseases and causes with a significant rate in total population mortality at the beginning of the 21st century. During the 1950s, there were five groups of diseases and causes which participated individually with more than 10% of population mortality (infectious diseases, heart and circulatory diseases, respiratory diseases, some perinatal conditions and undefined states) while at the beginning of the new century there were only two such groups (cardiovascular diseases and tumors). Identical trends exist in all European countries, as well as in the rest of the developed world. The leading causes of death in Serbia are cardiovascular diseases. An average of somewhat over 57.000 people died annually in the period from 2007 - 2009, which represents 55.5% of total population mortality. Women are more numerous among the deceased and this difference is increasing due to population feminization. The most frequent cause of death in Serbia, after heart and circulatory diseases, are tumors, which caused 21,415 deaths in 2009. Neoplasms are responsible for one fifth of all deaths. Their number has doubled in three decades, from 9,107 in 1975 to about 20,000 at the beginning of the 21st century, whereby tumors have become the fastest growing cause of death. Least changes in absolute number of deaths in the last half century were marked among violent deaths. Observed by gender, men are in average three times more numerous among violent deaths than women. In the middle of the 20th century in Serbia, one third of the deaths caused by violence were younger than 25 and as many as one half were younger than 35 years old. Only one tenth (11%) of total number of violent deaths were from the age group of 65 or older. At the end of the first decade of the 21st century (2009), the share of population younger than 25 in the total number of violent deaths was decreased four times (and amounted to 8%). At the same time, the rate of those older than 65 or more quadrupled (amounted to 39%).

The article is devoted to the study of domestic experience in the development of social infrastructure in the 19th–early 20th century. A retrospective analysis made it possible to highlight the advantages and disadvantages of the zemstvo system of self-government. With the help of a comparative method, trends in the financial and economic support of zemstvo bodies at various stages of the zemstvo reform were identified, and an analysis of key indicators of the development of social infrastructure in the 19th–early 20th century was carried out. The work shows that it was thanks to the zemstvo reform that the necessary conditions were created for the infrastructural development of cities and villages. Zemstvo institutions took responsibility for ensuring most of the spheres of life, which were not a priority for state authorities; contributed to the spread of education and culture in cities and villages. That is why the successful practices of zemstvo administration require new understanding during the development of modern social policy and the reform of local self-government in Russia.

Abstract This article explores whether paradigms for social work that helped structure and focus social work theory in the late 20th century can continue to inform social work theorising in the present day. The question is considered by reviewing the work of Burrell and Morgan (1979), Howe (1987), Whittington and Holland (1985), Johnson et al., 1984 (cited in Rojek, 1986) and Mulally (1993) who offer specific considerations of paradigm frameworks. The main argument developed in the discussion is that while the nature and orientation of theories in paradigms from later 20th to early 21st century are more diverse and complex, the value of a paradigm as framework for theory for practice persists. But for a paradigm framework to hold sway, there are some essential requirements. These include a need to: emphasise more the importance of local context in global conditions; broaden scope of theory away from predisposition to ‘Western’ dominated ideas; include space for certain constants in social work and recognise the role of critical reflexivity in activating theory. The need for further global and local research studies that systematically test and interrogate the range of social work theories and practices to progress this project is emphasised.

The aim : to consider the application of prosopographic approaches in the study of biographies of authors of peasant memoirs in order to identify common features that laid the conditions for the emergence of memoir practices among the peasants of the Southern Ukraine in the 20th century; to analyze the potential of prosopography for researching general processes. The article considers the application of the prosopographic method to the study of biographies of authors of peasant memoirs in order to identify common features that created conditions for the emergence of memoir practices among the peasants of southern Ukraine in the twentieth century. Modern historical science suggests that individuals having their own little life stories are present behind all processes and events. New directions and principles of historical research are becoming increasingly important. The prosopographic method is one of them. Under prosopography we understand the scientific method of studying individual biographies of authors of historical sources in order to create a “collective biography” of a certain social group on their basis. Methods: analytical, historical, comparative, system-structural. The article author uses methods of specific scientific activity, empirical research and general logic. Practical meaning: recommended for use by scholars for historical research; provides opportunities for the use of this issue in theoretical and methodological and source studies. Originality: research, in particular on the choice of research source base and methodology of its analysis. Scientific novelty: creation of a collective portrait of a peasant author of a memoir source. Conclusions: on the basis of the analysis with the involvement of prosopographic research methods we have the opportunity to create a conditional collective portrait of a peasant of the Southern Ukraine of the twentieth century, the author of the memoir. When creating a “biography” of a peasant author, the following features are distinguished: common social origin, primary education, teaching and educational skills, psychological characteristics, propensity for creative activity, external influences. The materials collected by the researchers from the Zaporizhzhia branch of the NASU Institute of Ukrainian Archaeography and Source Studies named after M. S. Hrushevsky and the History Faculty of the Zaporizhzhia National University and published as a part of collections titled “Sources on the History of the Southern Ukraine”, “Antiquities of the Southern Ukraine” and “Ascension Antiquities”, are used as sources in the analysis. The purpose of the current investigation is to identify the causes and conditions that prompted particular peasants of the Southern Ukraine to create their own historical narrative – memoirs. Another goal is to create a “collective portrait” of an average author using prosopographic methods. The article investigates through the analysis of biographies the background of peasant authors, which singled them out from the general mass of peasants. It also highlights an “average author” as a “historical figure” and analyzes his attribution to a particular era, place, social group and culture. The use of prosopographic methods in the study of biographies of Southern Ukrainian peasants, who distinguished themselves by creating their own memoirs, allows to determine those aspects of the era and the position of the little man who chose to create their own historical excursions contrary to general trends and understanding the risks of totalitarian system. The creation of prosopographical (collective biographies) portraits of peasant authors is a very important component of the reproduction of general processes that created the conditions for the emergence of peasant narrative sources. The author tries to highlight the modern era in all its aspects through the prism of individual biographies and works of peasant authors. Type of article: scientific and theoretical.

The narrative in this article runs as follows. As the political, social, and economic environments that surround the American high school undergo seismic shifts, they create new forms of secondary education. We report that the environmental conditions between 1890 and 1920 were such that most of the pillars that anchored the American high school prior to the 20th century were swept away. New scaffolding for how classrooms should function, how schools should be organized and managed, and how the school–community relationship should be defined was constructed. By the early part of the 20th century, the high schools the nation had known for the previous three centuries were mostly gone. Over the 30 years, the social, economic, and political environments that envelop education have begun to reshape the American high school once again. Pressures accompanying the evolution to a post-industrial economy have introduced new understandings of what society expects from its secondary schools. Political and social revolutions are also pushing the high school toward fundamental changes. The biblical aura of the 20th century organizational and management playbooks for high schools are being rewritten under an onslaught of post-professional, post-public monopoly views of schools, how they work, and how they need to be shepherded to success.

In this article, the author discusses a new social group within the Tatar secular intelligentsia - the female teachers ( mugallima s) of the national primary schools. The study is based on personal documents, in particular memories and autobiographies. At the turn of the 20th century, the issue of female education became particularly important in Tatar society. The author shows the transformation of the role of the ostazbika - the imam’s wife who traditionally used to teach the girls of the Muslim community - and presents an overview of the first Tatar girl schools. Pointing out the sources of the formation of mugallima as a separate social group, the author also identifies an intermediate variant of this social group. Furthermore, attention is paid to the problem of advanced training of the mugallima, the legal regulation of Tatar female teachers’ activities, and to their official duties as well as their material conditions. The author studied the mugallima’s position in the Muslim society in relation to the gender role of an average woman, considering the everyday behavior of the mugallima, the mugallima’s image in Tatar literature as well as the way different social groups perceived this profession. The author concludes that in Tatar society the professional status of the mugallima was legalized only during World War I, and the social perception of the mugallima remained ambivalent. While traditional Muslim society continued to disapprove of independent women, the national intelligentsia supported a positive image of the mugallima. However, the issue of combining pedagogical work and family remained open. Tatar feminists of the revolutionary epoch considered the work of the mugallima as an alternative to family life and put the interests of the nation before their private life.

This paper deals with cross-disciplinary historical and geographical research. The Ural-Caspian Region existing from the 16th century to the beginning of the 20th century is its main focus. The Assessment of new lands inclusion in the Russian civilization is carried out. The authors analyze the Ural-Caspian Region through assessment of dynamics of its cultural landscapes. The social processes happening in the region are characterized. The authors suggest considering the Ural-Caspian Region as a frontier, existing from the 16th century to the beginning of the 20th century. Ethno cultural space structure mosaicity, original culture of the Cossacks and the zone with special social conditions were characteristics of the Russian and Nogai cultures assimilation at the early stage of the development. The Orenburg Region with its creeping-away regional identity is the only outlier of the Ural-Caspian Region. In its population historical memory it is possible to find five spatial images of the Orenburg Region: base to Central Asia, citadel of "civilization", testing ground for reforms, operation object with huge resources and the deaf province.

The article examines the social aspect of the Russian monarchist ideology in the beginning of the 20th century. The Rights considered that to preserve the traditional political system it was necessary to preserve also the traditional social system based on the society class division. In truth, giving in to the spirit of time, they resigned the class hierarchy supporting the class openness (thus, recognizing the necessity of society horizontal mobility channels) and intended to place on the class self-government authorities the functions of social representation, thus anticipating the ideas of pluralistic democracy that appeared in the West half a century later. The social program of the Rights failed to attract mass social groups, first of all workers and peasants, that was explained, on the one hand, by populism of their political opponents, who didn’t doubt to resort to social demagogy, and, on the other hand, by the frugality of the promises of the Rights, who followed the tactics of “small deeds” borrowed from the Narodniks and aimed at gradual improvement of the conditions of the people. In general, the monarchists failed to block the propagation of liberal and socialist ideas in Russian society and that became the main reason for their catastrophic defeat in 1917.

This dissertation compares the effects of progressive social reform on income inequality in the Southern Cone of South America, Scandinavia, and Australasia. These regions faced comparable economic challenges at the start of the 20th century, but experienced different trends of income inequality after they introduced progressive policies in this period. Australasia and Scandinavia converged on a downward trend while the Southern Cone remained comparatively more unequal. The dissertation concentrates on three areas that significantly predict inequality in contemporary research: labour markets, education, and taxation and spending policies. Existing explanations usually focus on supply-side aspects of policy reform: wage regulation, and increased taxation and spending on education and social insurance, are thought to bring inequality down in the long-run. These reforms are seen as the outcome of the relative power of working class groups over elites. Despite institutional variation, the three regions enacted progressive policies to address distributional conflict and protect their economies from global risks. I study the demand-side of policy reform; policies faced considerable collective action problems to promote compliance and cooperation in order to work in the long-time and include populations at large. The fact that most people were motivated to comply meant that labour markets generated formality and standard wages, education increased human capital, and spending became stable as the tax base increased in Scandinavia and the Antipodes. The opposite happened in the Southern Cone as social actors tried to link selectively with the state while state officials neglected the material constraints that limited access to welfare and education. Each chapter spells out the conditions through which policy addressed collective action problems to motivate cooperation with wage agreements, sending children to school, and compliance with taxation and spending policies. Behind comparable aggregate numbers in these areas, the underlying social processes differed as Australasians and Scandinavians fostered cooperation between state and social actors, while the Southern Cone did not.

This thesis contributes to debates on the changes and continuities affecting women's lives in mid-twentieth century Britain, examining the factors that shaped what was possible for women coming of age in the immediate post-war years. Within the developed historiography on the coalfields, women's histories have been limited to broad overviews of women's social history. This thesis enriches these overviews by offering a close reading of a small cohort of women's composure of their life narratives. It thus promotes an understanding of a fuller 'life history', as affected by changes with the onset of the welfare state and the impact of community on women's well-being. The thesis contributes to the growing body of literature combatting the silencing of women in the male dominated historiography on industrial working-class communities. Specifically, it does so in the context of the interplay and tensions between a community and its individuals, and the impact of that community on women's life trajectories. The south Wales community of the Rhondda is utilised as a case study. Culturally and economically significant, the Rhondda has been the focus of much of the historiography on the coalfields. I conclude that the impact of gender ideology and community structures on Rhondda women's experiences were diverse, complex and contradictory. In composing their life narratives, the cohort negotiated aspects of their lives experienced as poor, unchallenging and unsatisfying. Rhondda's poverty had a detrimental impact on the women's lives. Relationships between community values and individuals emerged as structures enabling and constraining the potential of women in the cohort to live their lives freely and satisfactorily. The pressure for respectability within the community was a major constraining force. Early experiences were influential in how they conducted themselves in adulthood. Yet evidence of happiness is present, particularly around experiences of married life, which presents as an antidote to the frequently pessimistic discourses surrounding the debates on companionate marriage. Utilising their own experiences of struggle and disadvantage, many of the cohort emphasised their support for increased opportunities for subsequent generations of Rhondda women.

This purpose of this study is to incorporate women into the history of homelessness. Women's experience is missing from the narrative of industrial era homelessness, which causes researchers to make a distinction between the modem day homeless population and its predecessors. This distinction prevents researchers from examining the long term structural causes of homelessness and analyzing the role homelessness plays in U.S. society. This study explores the population characteristics and living conditions of three groups of women who were considered homeless during the early decades of the twentieth century in Portland. These groups include single working women who lived away from their family, prostitutes, and single mothers. This study also traces the development of charitable institutions and social welfare programs that arose to meet the needs of homeless women during this era and examines the relationships between homeless women and the reformers and charities that took up their cause. The inclusion of women's experience into the history of early twentieth century homelessness necessitates a broadened definition of the homeless phenomenon. Women's homelessness during this era was both defined and determined by their family situation. Women who lived outside of the patriarchal family were considered homeless and suffered economic hardship because of their non-traditional living arrangements. Incorporating an analysis of home back into homelessness will result in non-gendered policy implications. Labor market remedies and affordable housing solutions are still needed, but changes to the structure of the household economy are also called for. The unpaid labor women traditionally perform must be socially and economically valued and the sexual division of labor within the home needs to be challenged.

This is a case study, based on fieldwork research carried out in 1980-1981 and 1986-1987 among the inhabitants of Haouch Moussa ('Anjar)--a Lebanese Armenian community in the Beka'a valley of Lebanon. The study itself constitutes a reconstruction of the practices and experiences (and their genesis) of the people in question, as Lebanese and Armenians (and therefore, of my own history as a Lebanese and an Armenian (and a woman)). The settlement itself was established in 1939 by Armenian refugees deported from their original habitat in Mount Moussa, the Sanjak of Iskandaroun (Turkey). When relocated in the Central Beka'a the inhabitants initiated a collectivisation experiment. However, it was brought to an end shortly after Lebanese Independence. During the following decades, while the socialist ideology has persisted the individual households have at first become petty commodity producers for a regional, national and international market, and later through the dynamics of petty commodity production, capitalism, and the effects of the civil war in Lebanon further transformations have occurred. This thesis examines these transformations and attempts to translate the dynamics of the reality of the inhabitants of 'Anjar into anthropological discourse.

If one considers the fortunes of economic history in the 20th century U.S., the 1940s, 50s and 60s stand out as a particularly vibrant time for the field and economists’ contributions to it. These decades saw the creation of the main association and journals - the Economic History Association, the Journal of Economic History for example – and the launching of large research programs – Harvard’s history of entrepreneurship, Simon Kuznets’ retrospective accounts, cliometrics for example. Why did American economists write so much history in the decades immediately following WWII, and why and how did this change with cliometrics? To answer these questions I use interviews with scholars who were active in the mid 20th century, their publications and archival material. The bulk of the analysis focuses on the U.S., yet it relies in part on a comparison with France where economic history also experienced a golden period at this time, though it involved few economists. Instead it was the domain of Annales historians. This comparison sheds light on the ways in which the labels “economist” and “historian” changed meaning throughout the period of study. Economists’ general interest for history is best understood as a part of an ongoing debate on scientific method, specifically about whether and how to observe and what constitutes reliable empirical evidence. These debates contributed both to draw social scientists to history, and change the way they wrote history. In the U.S. the mid 20th century surge in economist-history was principally due to the post-war demand for knowledge about growth and development. The sense of urgency that came with this task increased scholars’ willingness to work with estimated (as opposed to found) data. This was reinforced by American economists’ experience in war planning and ensuing spread of an operations research mentality among graduate students. The issue of whether or not to estimate became a new demarcation line between “historians” and “economists”. AbstractSince the beginning of modern social policy in Argentina in the early 20th century, concerns about the loss of economic competitiveness of domestic industries had been an important argument against the introduction of labour policies. In the 1930s, however, the Argentinean government acceded to some important international labour conventions while business leaders promoted their own projects to improve labour safety and better working conditions at their facilities. This turnaround by the ruling conservative political elites and economic liberals can only be understood by considering transnational influences, particularly the triangular relationship between Argentina, the US, and the International Labour Organisation. Using the example of occupational accident legislation, this chapter shows how a social policy flagship was used as a tool to project the image of a modern, progressive nation that complied with international labour standards.

When analyzing the state of Latin American cities, particularly large ones like Buenos Aires, São Paolo and Riode Janeiro, scholars of urbanism and sociology often lean heavily on the term “fragmentation.” Through the 1980s and 1990s, the term was quickly and widely adopted to describe the widespread state of abutment between seemingly disparate urban conditions that purportedly prevented Latin American cities from developing into cohesive wholes and instead produced cities in pieces, fragments. This term, “fragmentation,” along with the idea of a city composed of mismatching parts, was central to the conception of Buenos Aires by its citizens and immortalized by the fiction of Esteban Echeverría, Julio Cortázar and César Aira. The idea that Buenos Aires is composed of discrete parts has been used throughout its history to either proactively enable or retroactively justify planning decisions by governments on both ends of the political spectrum. The 1950s and 60s saw a series of governments whose priorities lay in controlling the many newcomers to the city via large housing projects. Aided by the perception of the city as fragmented, they were able to build monster-scale developments in the parts of the city that were seen as “apart.” Later, as neoliberal democracy replaced socialist and populist leadership, commercial centers in the center of the city were built as shrines to an idealized Parisian downtown, separate from the rest of the city. The observations by scholars of the city that Buenos Aires is composed of multiple discrete parts, whether they be physical, economic or social, is accurate. However, the issue here lies not in the accuracy of the assessment but in the word chosen to describe it. The word fragmentation implies that there was a “whole” at once point, a complete entity that could be then broken into pieces, fragments. Its current usage also implies that this is a natural process, out of the hands of both planners and inhabitants. Leaning on the work of Adrián Gorelik, Pedro Pírez and Marie-France Prévôt-Schapira, and utilizing popular fiction to supplement an understanding of the urban experience, I argue that fragmentation, more than a naturally occurring phenomenon, is a fabricated concept that has been used throughout the twentieth century and through today to make all kinds of urban planning projects possible.

Abstract In the past decades, financial institutions have led the way for companies to adhere to international standards for social performance. The journey began in the Industrial Revolution, when negative societal business impacts rapidly escalated, which led people to demand for their management. Initially focused on working conditions, impacts on the environment soon started to gain notice. Halfway through the 20th century, a combination of oil spills and mass media attention generated enough public pressure for the United States to sign the first piece of legislation requiring the environmental impact assessment. With this law and its replication abroad, however, came the concern with social impacts as well. Both environmental and social performance expectations soon spread internationally and, by the 1980s, multilateral financial institutions, most prominently the World Bank, incorporated such considerations into their investment and lending practices, which is the source of all such international standards today. These standards require the establishment of a social management system to integrate risk and impact management processes and stakeholder engagement activities. Given the challenge of implementing these requirements, a social risk management development framework is proposed to bring together the extensive and multidisciplinary demands of effective social performance. Five development areas are proposed: governance, social policy, tools, resourcing and capacity, and knowledge sharing. This is an important step to take today as it is expected that the next decades will see these international demands increase, possibly by ever increasing governmental regulation.

Abstract: Abstract. A retrospective case-control study among former workers of PJSC Uralasbest has been launched to establish the main clinical features of the disease as well as causes and structure of mortality in patients with chrysotile-related asbestosis in the post-exposure period taking into cumulative dust exposure. First, we collected information about 850 asbestosis cases diagnosed in the Yekaterinburg Medical Research Center for Prophylaxis and Health Protection in Industrial Workers in 1946-2000. Control group of workers without asbestosis, matched by sex, duration of work, working conditions, cumulative dust exposure, social and living conditions, was set up as a control group. All primary information was entered in a specially developed database. Second, we established the vital status of the cases and the controls as of January 1, 2020. A considerable improvement of working conditions for the main jobs at PJSC Uralasbest in the second half of the 20th century leading to a statistically significant decrease in the cumulative exposure both by total dust and respirable chrysotile asbestos fibers. Improved working conditions have influenced increasing the duration of work until the development of the disease as shown by the rise in the proportion of workers with diagnosed asbestosis, mainly stage I, workers with 20 or more years after the first exposure.

Musicology and computer science do not only come together in areas such as the use, analysis and performance of digitized data, but also meet in unexpected places such as in context of critical media studies and inquiries about the material and aesthetic conditions of digitality. Such „exploratory interactions“ with computers and their aesthetics might resonate well with musicology. This mini-contribution firstly presents a historical situation in which for a short period in the 20th century the machinic music of digitality became audible. It then formulates, just as briefly and sketchily, the socio-critical potential of music-oriented approaches, especially rhythm analysis, still to be tested, when it comes to grasp and understand digitality in as many facets as possible (socio-technological, aesthetic, historical and epistemic). Thereby, a fourth partner might be of importance: pedagogy.

Cities face the challenge of transforming existing buildings to be reused, particularly those that are underused or not used at all. Tackling this issue, the European Commission approved in 2014 a package of measures to promote a circular economy. According to this agreement, our cities can be more sustainable and resilient by transforming these underused existing buildings with proposals for their adaptive temporary reuse, favoring the citizens’ well-being and quality of life and promoting social inclusion and economic growth with respect for the environment. This paper studies the role of heritage education in adaptive urban reuse, exploring the possibilities and methodologies for the reprogramming of existing buildings for different types of activities to offer citizens and communities the opportunity to participate in the life of the city, favouring their social inclusion. In contrast to the common new-builds or refurbishment commissions, reuse offers a greater possibility of disseminating, transforming and reinventing architectural methodologies and approaches to integrate in the design process forms of citizen participation, favouring the transition towards a model of a circular economy and more sustainable consumption. The paper analyses the possibilities of urban reuse applied to five major public heritage buildings in Barcelona: the Post Office Building, the Old Customs House, the France Train Station, the Martorell Museum and the Castle of the Three Dragons. Each of them has a particular condition regarding current uses and its public owning institution and presents specific characteristics regarding building typology, heritage protection, conservation and construction materials and techniques. The buildings date either from the late 19th century or the early 20th century and are grouped along a 1 km axis on the threshold between the historic center and the port of the city. This unique location represents a great strategic potential for the regeneration and urban reactivation of the city.

This article covers some new forms of publicness in the field of art culture of the Russian city of Perm, e.g. dramatics as a performance in a street environment, and synthetic museum-theatrical form under the conditions of a stage box. The study was accomplished mainly via culturological method. At one time theatre left the urban environment, but in the 21st century theatrical forms have begun to permeate urban space again, the statement primarily concerns site-specific theatre. This is equivalent to the birth of new theatrical-city publicity, a new modality of the interpenetration of the public and the private. One of the best-known theatrical projects in this field is ‘Remote X’ (‘Rimini Protokoll’ band). Here, the close co-existence habitual to city dwellers turns into a social substrate, and a way to implement interpersonal artistic communication, thereby largely changing the disposition of the former, and transforming itself. Another new form of relationship between collective and individual aspects in the public sphere is the synthetic museum-theatre form, on the example of immersion dramatics ‘Permian Pantheon’ (Perm Academic Theatre, stager Dmitry Volkostrelov). The natural ‘calendar-seasonal’ tempo-rhythm of the dramatics creates a triple semantic effect risen from artistic reality. It immerses the viewer into the process of traditional subsistence in whole (actualisation of the cultural collective unconscious), represents cultural phenomena (which corresponds to the culture-focused paradigm of artistic consciousness of the second half of the 20th century to the early 21st century), reaches the level of worldview values, the philosophical generalisation of cultural-existential reality. Thus, on the example of two Perm theatrical plays the author can speak about the origin of new forms of publicness in contemporary culture to entail new relationships between publicity and privacy in the current realities.

Chateaus (castles) and mansion houses (residences) are a common part of village and town settlements in our conditions in the Czech Republic. Due to the interruption of ownership and property relations to these buildings during the 20th century, many of them lost their original or additional useful purpose, were abandoned and fell into disrepair and ruins. Nowadays, these chateau and mansion houses wish regeneration and renewal, and they have thus become an important historical, urban and social element in the development of the territory and cultural landscape. Due to the absence of a theoretical definition of this type of brownfield, the intention of this paper is to try to do this through a synthesis of expertise in the field of brownfields and the historical context of the existence of chateaus (castles) and mansions and grounds (areas). The intention is also to identify the historical milestones that contributed to the formation of the castle brownfields. The findings are inductively generalized in the created conceptual scheme of the genesis and restoration of chateau and mansion brownfields. The term castle brownfield was defined and the main historical milestones were emphasized, which significantly contributed to the emergence of this type of brownfield in the Czech Republic.

Today it is too early to know precisely how much the post-COVID-19 world will be different from what it was in the past, but some important lessons have already become apparent. First, the pandemic has reminded us how much we need to address persistent structural problems facing the entire world. Second, today's pandemic crisis has shown that we must build back better. The 2021 can be the year of transition, and individuals, businesses, and society need to start shaping their futures rather than just grinding through the present. Enterprises have spent much of the past nine months struggling to adapt to extraordinary circumstances, but the next normal is likely to be different. It will not imply going back to the conditions that prevailed in 2019. Indeed, just as the terms "pre-war" and "post-war" are commonly used to describe the 20th century, generations to come will likely discuss the pre-COVID-19 and post-COVID-19 eras. This paper discusses some business and leadership trends that will shape the next normal by using KYUDO (Japanese archery) as a key concept of growth strategy. The authors attempt to synthesize how society changed forever due to the COVID-19 crisis from a social point of view and why Kyudo can be considered a new successful business strategy.

To address these issues, the Inter-American Development Bank (IDB) and HundrED conducted this Spotlight project with the goal of identifying and researching leading innovations that focus on 21st Century Skills in Latin America and the Caribbean. The Spotlight program was supported by J.P. Morgan. The purpose of this project is to shine a spotlight, and make globally visible, leading education innovations from Latin America and the Caribbean doing exceptional work on developing 21st Century Skills for all students, teachers, and leaders in schools today. The main aims of this Spotlight are to: Discover the leading innovations cultivating 21st century skills in students globally; understand how schools or organizations can implement these innovations; gain insight into any required social or economic conditions for these innovations to be effectively introduced into a learning context; celebrate and broadcast these innovations to help them spread to new countries. All the findings of the Spotlight in 21st Century Skills are included in this report.

The group of scientists that make up the Intergovernmental Panel on Climate Change found in 2007 that the warming of Earth’s climate is unequivocal and largely due to human activity. Earth’s climate has changed in the past, though the recent magnitude and pace of changes are unprecedented in human existence. Recent decades have been warmer than at any time in roughly 120,000 years. Most of this warming can be attributed to anthropogenic activity, primarily burning fossil fuels (coal, oil and natural gas) for energy. Burning fossil fuels releases carbon dioxide and other heat trapping gases, also known as greenhouse gases, into the atmosphere. This warming cannot be explained by natural causes (volcanic and solar) alone. It can be said with confidence that human activities are primarily responsible for the observed 1.5 ˚F increase in 20th century temperatures in the Pacific Northwest. A warmer climate will affect this state substantially. In 2007, the Oregon State Legislature charged the Oregon Climate Change Research Institute, via HB 3543, with assessing the state of climate change science including biological, physical and social science as it relates to Oregon and the likely effects of climate change on the state. This inaugural assessment report is meant to act as a compendium of the relevant research on climate change and its impacts on the state of Oregon. This report draws on a large body of work on climate change impacts in the western US from the Climate Impacts Group at the University of Washington and the California Climate Action Team. In this report, we also identify knowledge gaps, where we acknowledge the need for more research in certain areas. We hope this report will serve as a useful resource for decision-makers, stakeholders, researchers and all Oregonians. The following chapters address key sectors that fall within the biological, physical and social sciences in the state of Oregon.

We explored some of the questions posed by digitalisation in an accompanying working paper focused on constitutional theory: Digitalisation, the ‘Fourth Industrial Revolution’ and the Constitutional Law of Privacy in South Africa. In that paper, we asked what legal resources are available in the South African legal system to respond to the risk and benefits posed by digitalisation. We argued that this question would be best answered by developing what we have termed a 'South African public law perspective'. In our view, while any particular legal system may often lag behind, the law constitutes an adaptive resource that can and should respond to disruptive technological change by re-examining existing concepts and creating new, more adequate conceptions. Our public law perspective reframes privacy law as both a private and a public good essential to the functioning of a constitutional democracy in the era of digitalisation. In this working paper, we take the analysis one practical step further: we use our public law perspective on digitalisation in the South African health sector. We do so because this sector is significant in its own right – public health is necessary for a healthy society – and also to further explore how and to what extent the South African constitutional framework provides resources at least roughly adequate for the challenges posed by the current 'digitalisation plus' era. The theoretical perspective we have developed is certainly relevant to digitalisation’s impact in the health sector. The social, economic and political progress that took place in the 20th century was strongly correlated with technological change of the first three industrial revolutions. The technological innovations associated with what many are terming ‘the fourth industrial revolution’ are also of undoubted utility in the form of new possibilities for enhanced productivity, business formation and wealth creation, as well as the enhanced efficacy of public action to address basic needs such as education and public health.

The article desribes the main features of the publishing activity of the Ivan Franko National University of Lviv from the end of the 1990s and in the first two decades of the 21st century. The aim of the author was to show this activity with the help of stages of formation of the Publishing Centre at the University. For this purpose, he used historical method, the methods of analysis, synthesis, content analysis etc. One of the important landmarks of the end of the 20th century in the publishing activity of the Ivan Franko National University of Lviv which has its traditions in the past was the foundation of the mentioned Publishing Centre on the basis of Editing and Publishing Department, Machine Offset and Polygraphic Laboratories. This process was favoured by the administration of the University which supported the transfer of printing base to another building of the University. Professionals with respective qualification level and experience in the sphere of publishing and printing were gathered there. Another stage of the development of the Publishing Centre of the Ivan Franko National University of Lviv was the creation in 2006 of the Publishing Board within the University which became a generator of ideas on the development of scientific book publishing and actively cooperated with printing enterprises of Ukraine (the author of the article was a member of this board). The administration of the Ivan Franko National University of Lviv provided a substantial financial support for publication of educational and scientific literature of different genres and on different topics for educational needs both of the University itself and Ukrainian educational sphere in general. As a result of active publishing activity, the Publishing Centre of the Ivan Franko National University of Lviv since 1996 has published more than 4.5 million copies of publications whose authors are members of the academic community of the University. Among the significant publications of the Publication Centre of the last two decades the article notes Ivan Franko (10 volumes, authors – R. Horak and Ya. Hnativ), Encyclopedia. The Ivan Franko National University of Lviv (2 volumes), Social Geography (2 books, author – Prof. O. Shabliy) and others. The results of the activities of the Publication Centre of the Ivan Franko National University of Lviv were demonstrated during participation at Book Forums and other events in the publication and printing sphere. This article permits researchers in Humanities to analyze and evaluate the achievements and at the same time problems of the scientific publication activity of the Ivan Franko National University of Lviv.

Whereas at the end of the 20th century there were still high expectations associated with the use of new media in terms of a democratisation of social discourse and new potential for citizens to participate in political decision-making, disillusionment is now spreading. Even today, the internet is often seen only as a technical tool for the transmission of information and communication, which serves as a structural supplement to "real" discourse and decision-making processes. In fact, however, the use of new media can open up additional, previously non-existent possibilities for well-founded and substantial citizen participation, especially at regional and supra-regional level. According to the results of this study, the informal, mediative procedures for conflict resolution in the context of high-risk planning decisions, which are now also increasingly used at the regional level, have two main problem areas. Firstly, in the conception and design chosen so far, they do not offer citizens direct access to the procedure. Citizens are given almost no opportunities to exert substantial influence on the content and procedure of the process, or on the solutions found in the process. So far, this has not been remedied by the use of new media. On the other hand, it is becoming apparent that the results negotiated in the procedure are not, or only inadequately, reflected in the subsequent sovereign decision. This means that not only valuable resources for identifying the problem situation and for integrative problem-solving remain unused, but it is also not possible to realise the effects anticipated with the participation procedures within the framework of context or reflexive self-management. With the aim of advancing the development of institutionally oriented approaches at the practice level, this study discusses potential solutions at the procedural level. This takes into account legal implications as well as the action logics, motives and intentions of the actors involved and aims to improve e-government structures. It becomes evident that opening up informal participation procedures for citizen participation at the regional level can only be realised through the (targeted) use of new media. However, this requires a fundamentally new approach not only in the participation procedures carried out but also, for example, in the conception of information or communication offerings. Opportunities for improving the use of the results obtained from the informal procedures in the (sovereign) decision-making process as well as the development of potentials in the sense of stronger self-control of social subsystems are identified in a stronger interlinking of informal and sovereign procedures. The prerequisite for this is not only the establishment of suitable structures, but above all the willingness of decision-makers to allow citizens to participate in decision-making, as well as the granting of participation opportunities and rights that go beyond those previously granted in sovereign procedures.

Objectives: (1) Preparing panel data sets for both the United States and Israel that contain a rich set of farm attributes, such as size, specialization, and output composition, and farmers’ characteristics such as off-farm employment status, education, and family composition. (2) Developing an empirical framework for the joint analysis of all the endogenous variables of interest in a dynamic setting. (3) Estimating simultaneous equations of the endogenous variables using the panel data sets from both countries. (4) Analyzing, using the empirical results, the possible effects of economic policies and institutional changes on the dynamics of the farm sector. An added objective is analyzing structural changes in farm sectors in additional countries. Background: Farm sectors in developed countries, including the U.S. and Israel, have experienced a sharp decline in their size and importance during the second half of the 20th century. The overall trend is towards fewer and larger farms that rely less on family labor. These structural changes have been a reaction to changes in technology, in government policies, and in market conditions: decreasing terms of trade, increasing alternative opportunities, and urbanization pressures. As these factors continue to change, so does the structure of the agricultural sector. Conclusions: We have shown that all major dimensions of structural changes in agriculture are closely interlinked. These include farm efficiency, farm scale, farm scope (diversification), and off-farm labor. We have also shown that these conclusions hold and perhaps even become stronger whenever dynamic aspects of structural adjustments are explicitly modeled using longitudinal data. While the results vary somewhat in the different applications, several common features are observed for both the U.S. and Israel. First, the trend towards the concentration of farm production in a smaller number of larger farm enterprises is likely to continue. Second, at the micro level, increased farm size is negatively associated with increased off-farm labor, with the causality going both ways. Third, the increase in farm size is mostly achieved by diversifying farm production into additional activities (crops or livestock). All these imply that the farm sector converges towards a bi-modal farm distribution, with some farms becoming commercial while the remaining farm households either exit farming altogether or continue producing but rely heavily on off-farm income. Implications: The primary scientific implication of this project is that one should not analyze a specific farm attribute in isolation. We have shown that controlling for the joint determination of the various farm and household attributes is crucial for obtaining meaningful empirical results. The policy implications are to some extent general but could be different in the two countries. The general implication is that farm policy is an important determinant of structural changes in the farm sector. For the U.S., we have shown the different effects of coupled and decoupled (direct) farm payments on the various farm attributes, and also shown that it is important to take into account the joint farm-household decisions in order to conduct a meaningful policy analysis. Only this kind of analysis explains the indirect effect of direct farm payments on farm production decisions. For Israel, we concluded that farm policy (or lack of farm policy) has contributed to the fast structural changes we observed over the last 25 years. The sharp change of direction in farm policy that started in the early 1980s has accelerated structural changes that could have been smoother otherwise. These accelerated structural changes most likely lead to welfare losses in rural areas.

Thus far in reporting the findings of our project “Fifty Years After: Black Employment in the United States Under the Equal Employment Opportunity Commission,” our analysis of what has happened to African American employment over the past half century has documented the importance of manufacturing employment to the upward socioeconomic mobility of Blacks in the 1960s and 1970s and the devastating impact of rationalization—the permanent elimination of blue-collar employment—on their socioeconomic mobility in the 1980s and beyond. The upward mobility of Blacks in the earlier decades was based on the Old Economy business model (OEBM) with its characteristic “career-with-one-company” (CWOC) employment relations. At its launching in 1965, the policy approach of the Equal Employment Opportunity Commission assumed the existence of CWOC, providing corporate employees, Blacks included, with a potential path for upward socioeconomic mobility over the course of their working lives by gaining access to productive opportunities and higher pay through stable employment within companies. It was through these internal employment structures that Blacks could potentially overcome barriers to the long legacy of job and pay discrimination. In the 1960s and 1970s, the generally growing availability of unionized semiskilled jobs gave working people, including Blacks, the large measure of employment stability as well as rising wages and benefits characteristic of the lower levels of the middle class. The next stage in this process of upward socioeconomic mobility should have been—and in a nation as prosperous as the United States could have been—the entry of the offspring of the new Black blue-collar middle class into white-collar occupations requiring higher educations. Despite progress in the attainment of college degrees, however, Blacks have had very limited access to the best employment opportunities as professional, technical, and administrative personnel at U.S. technology companies. Since the 1980s, the barriers to African American upward socioeconomic mobility have occurred within the context of the marketization (the end of CWOC) and globalization (accessibility to transnational labor supplies) of high-tech employment relations in the United States. These new employment relations, which stress interfirm labor mobility instead of intrafirm employment structures in the building of careers, are characteristic of the rise of the New Economy business model (NEBM), as scrutinized in William Lazonick’s 2009 book, Sustainable Prosperity in the New Economy? Business Organization and High-Tech Employment in the United States (Upjohn Institute). In this paper, we analyze the exclusion of Blacks from STEM (science, technology, engineering, math) occupations, using EEO-1 employment data made public, voluntarily and exceptionally, for various years between 2014 and 2020 by major tech companies, including Alphabet (Google), Amazon, Apple, Cisco, Facebook (now Meta), Hewlett Packard Enterprise, HP Inc., Intel, Microsoft, PayPal, Salesforce, and Uber. These data document the vast over-representation of Asian Americans and vast under-representation of African Americans at these tech companies in recent years. The data also shine a light on the racial, ethnic, and gender composition of large masses of lower-paid labor in the United States at leading U.S. tech companies, including tens of thousands of sales workers at Apple and hundreds of thousands of laborers & helpers at Amazon. In the cases of Hewlett-Packard, IBM, and Intel, we have access to EEO-1 data from earlier decades that permit in-depth accounts of the employment transitions that characterized the demise of OEBM and the rise of NEBM. Given our findings from the EEO-1 data analysis, our paper then seeks to explain the enormous presence of Asian Americans and the glaring absence of African Americans in well-paid employment under NEBM. A cogent answer to this question requires an understanding of the institutional conditions that have determined the availability of qualified Asians and Blacks to fill these employment opportunities as well as the access of qualified people by race, ethnicity, and gender to the employment opportunities that are available. Our analysis of the racial/ethnic determinants of STEM employment focuses on a) stark differences among racial and ethnic groups in educational attainment and performance relevant to accessing STEM occupations, b) the decline in the implementation of affirmative-action legislation from the early 1980s, c) changes in U.S. immigration policy that favored the entry of well-educated Asians, especially with the passage of the Immigration Act of 1990, and d) consequent social barriers that qualified Blacks have faced relative to Asians and whites in accessing tech employment as a result of a combination of statistical discrimination against African Americans and their exclusion from effective social networks.
