The article is devoted to the study of topical issues of criminal liability for groom­ing. A new composition of the criminal offense under Art. 156-1 - “Harassment of a child for sexual purposes.” Qualification of grooming and cybergrooming is provided. Based on the analysis, proposals for improving the legislation were formulated. The urgency of this issue is also due to the constant amendments to Chapter IV of the Special Part of the Criminal Code, adopted by legislators, in particular the amend­ment of 18.02.2021 new article 156-1 - “Harassment of a child for sexual purposes” to strengthen protection of children from sexual harassment online. Accordingly, the purpose of the study were: 1) analysis of innovations that were included in Chapter IV of the Special Part of the Criminal Code, in particular, Art. 156- 1 “Harassment of a child for sexual purposes”; 2) definition of grooming and cyber grooming; 3) research of innovations that were included in Chapter XII of the Special Part of the Criminal Code, in particular, Art. 301-1 Obtaining access to child pornog­raphy, its acquisition, storage, import, transportation or other movement, production, sale and distribution, and Art. 302-2 Conducting a spectacular event of a sexual nature with the participation of a minor. Criminal offenses against sexual freedom and sexual integrity of a person are one of the most serious illegal encroachments recorded in modern criminal law, as these criminal offenses remain in the minds of the victim, his relatives and friends for life. It would be fair to say that such criminal offenses in one hundred percent form have no purpose other than to rigidly satisfy the offender’s sexual “low” needs.

This article explores the contradictory ways in which adolescents just under the age of consent are represented in illegal sexual relations with both men and women who are over the age of consent. We are specifically interested in exploring the ways in which the gender of the adolescent and the adult affect public discourse, legal responses, and social perceptions of the harm of sexual relations. We argue that the development of an indiscriminate legal and policy narrative of child sexual abuse that increasingly includes all aspects of adolescent sexuality “erases” an adolescent subjectivity. By exploring the nuanced ways in which the historical construction of childhood as sexually innocent intersects with current cultural scripts of femininity and masculinity, this article hopes to add to the small but growing literature on the issue of sexual consent, sexual ethics, and sexual citizenship for young people.

The extent and nature of sexual violence throughout the war vary. Sexual violence is pervasive in some conflicts, such as ethnic conflicts, but it is relatively rare in other conflicts. Sexual slavery is one form of sexual violence in inevitable conflicts, while detention torture is another. The ICTY has carried out in-depth prosecutions and investigations of cases of sexual violence committed during times of war, leading to the filing of several indictments for crimes perpetrated in Bosnia - Herzegovina as early as 1995. By enabling the litigation of sexual violence as a war crime, crime against humanity, and genocide, the ICTY has advanced international criminal equity in sex crimes. This article attempts to provide readers with a clear understanding of two types of obligations: personal criminal culpability and state responsibility. The responsible for sexual violence presents a significant challenge to international law and misinterprets other laws, according to the conclusion. People are struggling with responsibility because, as the article pointed out, there are two different kinds of accountability in contemporary society: individual accountability and state accountability. The article's conclusions indicate that sexual violence is a personal responsibility.

The issue of qualification of criminal offenses against sexual freedom and sexual integrity became especially relevant after Ukraine had signed a number of international conventions and had made significant changes to the Criminal Code of Ukraine. The purpose of the scientific article is to highlight these issues and to form the legal guidelines for developing an unified approach to the qualification of these criminal offenses. During the research, empirical methods are used. These methods allow to study the case law and identify the main trends in the qualification of rape. Currently, the issue of qualification of the rape, committed combined with violence against the victim, is quite acute. In addition, there are problems in distinguishing related types of sexual crimi¬nal offenses and resolving the issue of qualification by a set of individual manifestations of criminal illegal behavior that encroaches on two of the most important social values – sexual freedom and sexual inviolability of a person. The analysis and generalization of judicial practice in the context of the amendments to the Criminal Code of Ukraine, which entered into force on January 11, 2019, is becoming especially relevant. Simply borrowing the provisions of the Istanbul Convention without implementing them into national law did not solve the existing problems. What is more, such a reckless step significantly complicated the issue of delimitation of criminal offenses that violate sexual freedom and sexual in¬violability, it caused problems of qualification of these criminal offenses and it broke the established legal approaches to resolving legal conflicts. This situation highlights the need to develop legal guidelines that will bring these issues closer to the legal field and stabilize judicial practice. Despite such progressive and cardinal influence of international law on national criminal law, we have received a rather “doubtful” legal basis for the protection of the most important social values – sexual freedom and sexual inviolability of a person, in terms of unambiguity, correctness and legal certainty. We can state the lack of an unified approach of the courts of Ukraine on the qualification of rape and other criminal offenses that violate sexual freedom and sexual inviolability of a person, against the background of legislative changes that entered into force on 11.01.2019. We consider it necessary to emphasize the need to generalize judicial practice and develop legal guidelines for the implementation of an unified approach to the qualification of these criminal offenses.

Employing a mixed quantitative and qualitative methodology among undergraduate students at the University of Ottawa, this research has explored attributions about sexual assault and the role of perceived intoxication in the context of female and male victims of sexual assault. The use of qualitative methodology and the application of a feminist critique of attribution theory and its contemporary application to rape perception research have contributed to a better understanding of these judgements and the varied ways in which undergraduate students apply the core constructs of responsibility and blame to sexual assault, while simultaneously highlighting the limitations of typically positivistic research in this area. Analyses suggest that the judgements students make about the victims and perpetrators involved in sexual assault are varied and complex, and future research employing a similar methodology and theoretical lens among other populations, both within and outside post-secondary spheres, is warranted.

Trafficking in persons is a serious crime and a serious violation of human rights. Every year, thousands of men, women and children fall into the hands of traffickers, in their own countries and abroad. Trafficking in human beings (THB) can be about forced labour, sexual slavery and/or commercial sexual exploitation, but this this paper focuses on the latter category. One country in Eastern Europe with an exceptionally high proportion of women and children trafficked into Sweden each year is Romania. The purpose of the following study is therefore to investigate what moral responsibility – if any – Sweden has to protect the female part of the victims from Romania being trafficked for sexual purposes in Sweden. They are not Swedish citizens, and that makes it a complicated question. In making an effort to come up with answers, we will have a look at what Sweden is doing for these people today, and what the options look like going forward, if indeed the responsibilty is ours. This is an academic thesis with one normative and one empirical aspect. Normative theoretical principles of global justice, ethics and human dignity from American philosopher Martha Nussbaum are tested on an empirical problem; a case study about the situation for Romanian trafficking victims in Sweden and Norway. Apart from the theory and case study, I have exclusively used applied ethics, secondary sources and an analytical tool to analyze and dissect the problem, reaching the conclusion that Sweden does have a moral responsibility, and that we therefore should continue to work in these people´s favour. However, more so that now by assisting solution solving in Romania, where the biggest problems exist and the best solutions can be expected, if handled intelligently and with ethics in mind.

This thesis combines autoethnography (Adams et al., 2015) with a psychosocial (Frosh, 2010; Hollway and Jefferson, 2013) approach to explore notions of self and responsibility in the self-narratives of young people involved in treatment for harmful sexual behaviour (HSB). It reflects an area of professional interest for me as a social worker involved in the assessment and treatment of young people classified as having sexual behaviour problems, and appears to be an under represented area of the research literature. Working with the psychoanalytic concept of transference I also explore how as a researcher I make sense of the ways in which professionals and young people encounter each other in treatment. Drawing on poststructuralist conceptions of self and an ethical life (Butler, 2005), I suggest that treatment operates as a form of ethical violence, if ethical violence is to require a coherent self-narrative from young people as part-evidence of them taking personal responsibility (Butler, 2005). Rather than focusing on the ‘truth' of a ‘seamless story', I am interested in what Butler (2005) calls ‘enigmatic articulations' that cannot easily be narrated. From this perspective I use autoethnographic methods and psychoanalytic tools to consider how unconscious dynamics might be enacted between practitioners and young people in treatment to produce meaning, and to make sense of discomfiting, and sometimes conflictual experiences. The empirical study employed a qualitative longitudinal design (Thomson, 2012) gathering narrative data over the course of eight months from six young men aged between sixteen and eighteen, at various stages of treatment for HSB. Interviews were conducted using the ‘Free Association Narrative Interview' method (Hollway and Jefferson, 2013), and complemented with creative/arts-based techniques, such as music and collage (Thomson, 2008). Personal reflections and insights, aroused through my own transference were also produced during data collection and analysis. Data analysis was inductive, utilising narrative (Doucet and Mauthner, 2008), and psychosocial approaches (Frosh and Baraitser, 2008; Hollway and Jefferson, 2013), informed by psychoanalytic (Laplanche and Pontalis, 1973; Zizek, 2006; Frosh, 2012) and social (Butler, 2004, 2005; Frosh, 2010) theoretical perspectives. Findings are presented in the form of three case studies, influenced by the psychoanalytic case study tradition (Forrester, 1996) and autoethnography (Ellis and Rawicki, 2013), which serve as exemplars, illustrating themes that emerged from the wider data set. Each presents my understanding and interpretation of the young person's story, in relation to their experience of treatment as provided over the course of the interviews. The case studies also highlight some of the complex struggles involved for young people in trying to narratively locate themselves between various, and often competing discursive demands, and provide insights from my experience as a practice informed researcher and interlocutor engaged in collaborative meaning making. The narratives are analysed to reveal discordant voices characterised by contradictions and inconsistencies; fears, anxieties and uncertain futures, as well as un-narrated feelings of dangerousness, which are echoed and amplified through my own highly personalised reflections. The thesis makes a number of original contributions, and develops new substantive knowledge regarding an understanding of young people attending treatment for harmful sexual behaviour, particularly in relation to how they view themselves and their treatment journeys. By writing autoethnographically, and using this to present participant stories as multivoiced narratives I am bringing both a researcher, and practitioner perspective into view regarding young people's understanding of responsibility, truth and disclosure. The application of Lacanian-influenced, psychosocial, creative, narrative and autoethnographic methods is original in its approach to researching ‘beneath the surface' with young people involved in treatment for HSB. The thesis also generates valuable insights in terms of the limits of narrative approaches to treatment, and the support needs of practitioners.

A Marxist feminist standpoint positions patriarchy and capitalism as mutually beneficial, thus interestingly situating the new market of male contraceptives (MCs). This project takes an in-depth look at the opinions of 15 young men regarding the use of MCs by examining how Western, heterosexual masculinity informs their attitudes and discusses how a new economic market of MCs may affect current social ideologies about of the sexual division of labor. Because notions of masculinity are essential in perpetuating such ideologies, understanding masculinity as it relates to a new market for MCs is imperative. During a series of focus groups men described this relationship in terms of responsibility, control, sexual pleasure, cost, gendered ideologies, and side effects. As a result of this research, I argue that the emerging market for MCs may simultaneously strengthen power dynamics and restructure labor practices within the sexual division of labor.

This thesis examined the representation of social actors responsible for sexual assault prevention published in media and police reports and grassroots poster campaigns that followed a series of sexual assaults perpetrated in Edmonton between May 2008 and March 2010. Reporting by Edmonton Journal, CBC News, and the published responses of the Garneau Sisterhood, a grassroots organization, was examined through a lens informed by feminist critical discourse analysis (FCDA). Using FCDA, I analyzed the ways in which the representations of social actors in these texts changed across time both linguistically and interdiscursively. Three main neoliberal discourses found to be operating in media representations of social actors in the Edmonton Journal and CBC News were discourses of individualization, authority, and feminization. An analysis of social actors in the media showed these assaults to be isolated and individualized crimes. In addition, media representation included an unquestioned deference to police authority in seeking solutions and justice, and the construction of rape-avoidance as a hegemonic norm of femininity. The main discourse found in the Garneau Sisterhood poster campaigns was a discourse of collective responsibility. Sexualized violence will not likely end without a shift in the culture of violence toward women. At a time when the federal government is defunding feminist advocacy and direct service organizations—forcing them to close or function precariously—the presence of collective-oriented, grassroots interruptions of normalized rape culture is both urgent and hopeful.

Sexual violence and conflict go hand in hand. In ancient warfare, sexual violence was a common procedure, perceived as an inevitable consequence of war. Soldiers needed to 'release' after heavy fighting; sexual distraction would reward, motivate and relax them. In other words, sexual violence was seen as 'collateral damage' and was therefore never prosecuted as a crime. This practice started to change after the Second World War. In fact, at the moment the existence of sexual violence was internationally acknowledged, women's rights gained recognition and several forms of sexual violence were classified. Finally, sexual violence was labeled as a 'weapon of war'.

Discrimination, together with poverty, is a major obstacle to the social inclusion of Roma people. When it comes to areas where discrimination is potentially committed, the most complaints are within the range of violations of the dignity of the person, or insult, threat or similar behavior that characterizes the person's verbal endangerment. Hate speech – making public statements that contains messages of hate or intolerance against a racial, national, ethnic, religious, sexual, or other social group or its members is often expressed on social networks. The authors present the legal basis for the protection of Roma people against discrimination, possible acts of discrimination on social networks, discuss the relationship between hate speech and free speech and the possible responsibility of social networks.

"Abstract: This research focus on the protection right of children in armed conflict. Some time, children recruited and used in hostilities as a fighter by armed forces or armed groups. For instance, Islamic State in Iraq and Syria (ISIS) has recruited thousands of children to commit international crimes like genocide, war crime and crime against humanity. In addition, the research explains the abusing and trafficking children for sexual purposes. For example, in Iraq ISIS forces raped Yezidy girls and then used in armed conflict. Furthermore, during armed conflict children face refugee and internal displacement. Moreover, the research analyse the effects of armed conflict on children especially when armed forces attack hospitals and schools and kill them. The research tries to answer the questions, why the children are the purpose? What is the responsibility of children when they participate in hostilities? What is the minimum age of children to participate in hostilities? Is it legal to involve children in armed conflict?"

According to the Statute of the Child and Adolescent (ECA), an individual is considered a child until the age of 12, and it is the duty of the family, society and the state to ensure that children have their basic rights in life, such as education, food, leisure, health, protection and dignity. However, children's basic needs are not always respected. There are various types of ill-treatment and neglect that can damage children's physical, psychological and cognitive development (ECA, 1991). According to data collected by UNICEF in 2019, there were 18,971 reports of sexual violence against children and adolescents in Brazil. This analysis shows the high rate of underreporting of violence and impunity for perpetrators (UNICEF, 2019). Violence against children, according to the World Health Organization (WHO), is all forms of mistreatment, from emotional to physical, that result in potential or actual damage to the child's development in its entire biopsychosocial sphere, in the context of a relationship of trust, responsibility or power (World Health Organization, 1996). According to the Ministry of Health, 2002, physical aggression against children is defined as acts of physical violence, practiced through slaps, bites, injuries, trauma, among others, in short, the use of objects with the intention of hurting or injuring the child. It is practiced by the parents or guardians of the minor (Ministry of Health, 2002).

La política de vivienda en México, implementada en el año 2002, otorgó un apoyo pleno a la iniciativa privada para participar en la producción de la vivienda social. La primera acción que el gobierno federal realizó fue la institución de la Comisión Nacional para el Fomento a la Vivienda, CONAFOVI (hoy CONAVI), órgano descentralizado de la Secretaría de Desarrollo Social, SEDESOL, creado por el Presidente de la República en el año 2001. Esta Comisión tiene como responsabilidad diseñar, promover, dirigir y coordinar la política nacional de vivienda. Aún cuando atiende a los diversos niveles, desde vivienda residencial hasta interés social, incide particularmente en esta última, vista ahora como un producto inmobiliario de muy alta rentabilidad, cuyo financiamiento está asegurado por los programas subsidiarios del gobierno, y es promovida, además, por el mismo sector público por considerarse un importante generador de actividad económica e impulsor del desarrollo del sector, creando un círculo virtuoso que inminentemente impacta los aspectos sociales y culturales aún en tiempos de recesión. Si bien la producción de vivienda social se vio estimulada en todo el país, fue en la frontera norte, particularmente en Ciudad Juárez, Chihuahua, donde el eco de este programa tuvo mayor magnitud. En ella se produjo la mayor producción de vivienda económica en cuatro ocasiones consecutivas, de 2004 a 2007, a nivel a nivel nacional. Ciudad Juárez es una de las 52 zonas metropolitanas de México, el principal polo de desarrollo del Estado en donde se asienta el 40.52% de la población de la entidad y la sexta ciudad en el país en cuanto a tamaño de habitantes se refiere. Aproximadamente el 82% de la PEA tiene ingresos iguales o menores a 4 salarios mínimos, lo cual la hace potencialmente beneficiaria de créditos de vivienda económica. Este hecho puede tener diversas lecturas, sin embargo, la que ahora merece nuestra atención es el impacto que este fenómeno ha tenido en el suelo de uso habitacional y la participación que han tenido el sector público y el privado en su ocupación durante el periodo 2001 a 2006, así como la presión inmobiliaria que se ha ejercido y derivado en la ampliación del fundo legal del municipio sin estar esto considerado en el Plan de Desarrollo del Municipio de Juárez. Los diferentes porcentajes de participación en la producción de vivienda social del sector público y privado con su proyección en la utilización de suelo, la ubicación de los conjuntos habitacionales desarrollados así como el número de acciones de vivienda realizadas de acuerdo a sus diversos tipos: social, media y residencial, al sumarse constituyen un importante segmento de la panorámica que habrá de llevarnos a conocer el impacto que la política nacional de vivienda ha tenido en la ciudad que ha sido su mejor receptora, y por tanto, su mejor ejemplificación. A siete años de distancia, tenemos una ciudad segregada, desarticulada y con grandes superficies vacías a su interior. El crecimiento disperso y la cuestionable “demanda de vivienda” han producido un paisaje en donde los barrios consolidados lucen abandonados. A la par, un alto porcentaje de viviendas emplazadas en los nuevos fraccionamientos ni siquiera han sido habitadas ante la falta de accesibilidad a equipamiento y servicios urbanos. El aval de las políticas públicas para adquirir una segunda vivienda, aún de interés social, ha hecho que éstas de incorporen al mercado de vivienda en renta pese a que ello se contrapone a su carácter social. En síntesis, tenemos que el apoyo incondicional a la producción de vivienda social sin visualizar sus efectos colaterales, han sido la piedra angular para la expansión irracional de las ciudades mexicanas. Mexico's housing policy, created in the year 2002, gave the private sector whole support to participate in the production of social housing. The first action of the federal government was creating the National Commission for Housing Support, (CONAFOVI, later CONAVI), a decentralized organization of the Secretary of Social Development, SEDESOL, created by the President on 2001. This Commission has the responsibility to design, promote, direct and coordinate the national housing policy, which despite supporting different housing levels, from high income to social housing, now seen this last one as a highly profitable real state product, whose credit is insured by the government's subsidies. The social housing is promoted by the public sector itself since its considered an important source of economic activity even while in times of a recession and to economic development is granted and being a support for the sector development, creating a virtuous circle which imminently impacts on social and cultural aspects. Though social housing development was stimulated in the whole country, it was in the northern border, particularly in Ciudad Juarez, Chihuahua, where the echoes of this program had a greater magnitude; so much that it is responsible for the biggest production of economical housing on four consecutive years, from 2004 to 2007, in the whole country. Ciudad Juarez is the main pole of development in the state, where 40.52% of the state's population resides and proximately 82% of the PEA has an income equal or less than four minimal wages, which makes it a potentially beneficiary of economic housing credits. This fact can have several different readings, nevertheless the one now deserves our attention is the impact this phenomenon has had in the residential land use and the participation that the public and private sector have had in its occupation during the 2001 to 2006 period, as well as the real state pressure that has been exerted and is responsible for increasing the city limits without taking into account the Municipal Development Plan of Juarez. The different percentages of participation in the production of social housing by the public and private sectors with their projection in the land use, the location of developed housing sectors and the number of housing actions that have taken place according to their diverse levels: social, middle and high income, when added constitute an important segment of the panorama that will take us to know the impact that the national housing policy has had in the city, which has been its main receptor, thus, its best example. Seven years in time, we have a city that suffers from segregation, disarticulation and with a great amount of inner empty spaces. Disperse growth and the questionable "housing demand" have produced a scenery in which consolidated neighborhoods look abandoned; along side, a high percentage of built homes in the new neighborhoods have not been inhabited because of the lack of equipment and urban services. The ability to acquire a second house, even if it is social level, has caused them to be incorporated to the rental market even though this contradicts their social character. In conclusion, we have found that unconditional support to the production of social housing without foreseeing its collateral effects has been a key factor for the irrational expansion in Mexican cities.

The American Library Association’s 1982 statement on Diversity in Collection Development reminds librarians of our professional responsibility “to select and support the access to materials on all subjects that meet, as closely as possible, the needs, interests, and abilities of all persons in the community the library serves. This includes materials that reflect political, economic, religious, social, minority, and sexual issues.” The William H. Hannon (WHH) Library’s vision statementaffirms that the library views itself as Bridge, Gateway, Agora, and Enterprise. To ensure that our materials collection aligns with our institutional vision and meets the research needs of our diverse campus population, the project team proposed an assessment of our electronic collection through the lens of diversity. The assessment was to determine if the library’s online databases (most often the first point of research consultation for our students and faculty) are adequately “bridging disciplines” (Bridge) and “representing diverse topics and perspectives” (Gateway). What the team learns will inform the library collection strategy, to ensure that it builds collections that deliberately and positively contribute to an inclusive campus climate. Workplace inclusion is a core component of corporate social responsibility (CSR) in Hong Kong. Workplace inclusion points to the need for employers to recognize diversity among employees, to acknowledge their contributions to the work environment and to raise professional standards for the work force. Diversity within a workplace indicates inclusion of persons with different backgrounds as in racial, ethnic, sex, health status, sexual orientation and gender identity. Women are already less represented at senior levels across various business sectors in Hong Kong. Lesbians and bisexual women face a double glass ceiling in the workplace as a result of both their gender and sexual orientation. Funded by Lingnan University’s Innovation and Impact Fund, and in partnership with Interbank Forum and Lesbians in Finance, Prof. Denise Tse-Shang Tang conducted an online survey and two focus groups targeting lesbians and bisexual women working in Hong Kong’s financial and banking industry. The aim of the study is to examine the specific challenges and barriers faced by lesbians and bisexual women in Hong Kong’s financial services industry. We found that only 37% of survey respondents were out at work, with 23% partially out to close colleagues. In other words, there are still key concerns with being out at work. On the issue of a glass ceiling for LGBT+ corporate employees, 18% of the survey respondents agreed and 47% somewhat agreed that such a ceiling exists. When asked whether it is harder for lesbians and bisexual women to come out in the workplace than it is for gay men, 32% agreed and 46% somewhat agreed. 27% agreed and 39% somewhat agreed with the statement that it is difficult for lesbians and bisexual women to climb up the corporate ladder. Other findings pointed to the low visibility of lesbians and bisexual women in corporate settings, lack of mentorship, increased levels of stress and anxiety, and the fear of being judged as both a woman and a lesbian. Masculine-presenting employees face significantly more scrutiny than cisgender female employees. Therefore, even though discussion on diversity and inclusion has been on the agenda for better corporate work environment in Hong Kong, there still remain gaps in raising awareness of lesbian and bisexual women’s issues.

Thirty-six percent of Zambia’s 9 million inhabitants are between 10 and 19 years of age, and most adolescents are sexually active by their mid-teens. Pregnant teenagers have an elevated risk of maternal mortality and complications related to birth. In 1990, at Lusaka’s University Teaching Hospital, self-induced abortion accounted for up to 30 percent of maternal mortality, and one-quarter of these deaths occurred in women under 18 years. Sexually transmitted infections (STIs) are a major health problem for adolescents, yet only a small proportion protect themselves from pregnancy and STIs. There are many barriers to improving the situation, including opposition by parents and teachers to the use of modern contraceptive methods. CARE Zambia is conducting a study to test community-based strategies that increase knowledge of, demand for, and use of barrier methods to reduce unprotected intercourse among out-of-school adolescents in peri-urban Lusaka. As noted in this report, adolescent behavior change will be measured as the prevalence of barrier method use, number of sexual partners, FP attitudes, and measures of self-esteem and responsibility among participants.

Over three months in 2020, Oxfam in Iraq collected data in Diyala and Anbar Governorates in Iraq to improve its understanding of the overall situation regarding sexual and gender-based violence and local communities' perceptions of the issue. The researchers' goal was to provide baseline information against which to monitor and measure the progress and effectiveness of the project “Naseej: Connecting Voices and Action to End Violence Against Women and Girls in the MENA Region." The project aims to address sexual and gender-based violence in fragile and conflict settings. This study found that sexual and gender-based violence is widespread in Diyala and Anbar Governorates, and that communities perceive it to be mostly perpetrated by men. However, it also found that different vulnerabilities can overlap and that not all women and girls are perceived to be at the same risk. Most study participants believed that ending sexual and gender-based violence is the shared responsibility of the government, women's rights organizations, men, women and girls, and extended families.

The issues facing youth across Asia are as diverse as the cultures they represent. Issues involving schooling, employment, sexuality, and marriage take on increased significance for young people aged 10–24 in every country. Decisions made by youth and their families will dramatically affect their individual welfare. Few programs outside of public education systems exist at a sufficiently large scale to assist youth. Decisions to stay in school, opportunities to learn skills and manage resources, the exercise of sexual responsibility, and the process of family formation all impact both personal welfare and community development. Gender-equality issues compound many of the problems. Due to population momentum, growth will be largest among those countries where fertility has been highest in the past 20 years. Momentum is attenuated by increasing the age of marriage, delaying first birth, and spacing subsequent births. This report states that the objectives of the September 1997 “Workshop on Youth Across Asia,” held in Kathmandu, Nepal, were to better understand implications of population momentum and the challenges facing youth in achieving reproductive health in Asia, and to facilitate effective policies and services to address these issues.
