The Shapley-Owen value (SOV, Owen and Shapley 1989, Optimal location of candidates in ideological space. International Journal of Game Theory 125–42), a generalization of the Shapley-Shubik value applicable to spatial voting games, is an important concept in that it takes us away from a priori concepts of power to notions of power that are directly tied to the ideological proximity of actors. SOVs can also be used to locate the spatial analogue to the Copeland winner, the strong point, the point with smallest win-set, which is a plausible solution concept for games without cores. However, for spatial voting games with many voters, until recently, it was too computationally difficult to calculate SOVs, and thus, it was impossible to find the strong point analytically. After reviewing the properties of the SOV, such as the result proven by Shapley and Owen that size of win sets increases with the square of distance as we move away from the strong point along any ray, we offer a computer algorithm for computing SOVs that can readily find such values even for legislatures the size of the U.S. House of Representatives or the Russian Duma. We use these values to identify the strong point and show its location with respect to the uncovered set, for several of the U.S. congresses analyzed in Bianco, Jeliazkov, and Sened (2004, The limits of legislative actions: Determining the set of enactable outcomes given legislators preferences. Political Analysis 12:256–76) and for several sessions of the Russian Duma. We then look at many of the experimental committee voting games previously analyzed by Bianco et al. (2006, A theory waiting to be discovered and used: A reanalysis of canonical experiments on majority-rule decision making. Journal of Politics 68:838–51) and show how outcomes in these games tend to be points with small win sets located near to the strong point. We also consider how SOVs can be applied to a lobbying game in a committee of the U.S. Senate.

Based on the critical discourse analysis theory, the main purpose of this study is to highlight the social and psychological dimensions of the political discourse of Jordan through analyzing king Abdullah’s address to the American Congress in 2007 from socio-cognitive, socio-ideological, and socio-stylistic perspectives. Additionally, the paper uses the critical discourse analysis theory to examine selected quotations from the king’s address in order to see how the Jordanian political discourse is influenced by the status, ideologies, and attitudes of the congressmen to whom it is directed.

Socio-political significance and legal status of the institute of administrative justice are widely understood in the context of the thorough analysis of Soviet theory, legislation and practice of the first half of the last century. The choice of the subject matter of the study is preconditioned by the universally recognized periodization, according to which administrative justice in the Soviet period reached the highest level of development in the first half of the 20th century after the foundations of civil proceedings of the Union of the SSR and the Soviet Union Republics were approved in 1961. From this point of view, it is very interesting and useful to study the objective circumstances that took place in the first half of the last century. The study covers the beginning of the Soviet path of development and improvement of the institute of administrative justice, the lower border of which constitutes the final moment of the establishment of Soviet power, and the upper border covers the post-war period of the Soviet Union. The grounds, conditions and procedure of settlement of complaints against actions of Soviet institutions and officials are identified by various bodies. The selected subject matter was actualized during the development and adoption of the first Administrative Procedural Code of the Republic of Kazakhstan, as well as in the course of institutional reform aimed at ensuring the rule of law, including in the areas of public administration and local government.The purpose of this paper is to study the issues of regulation of public relations arising between the Soviet State represented by public authorities, their officials, state officials, on the one hand, and Soviet citizens and their associations, on the other. To achieve this goal, the following tasks are set: studying the normative legal acts of the Soviet power issued by the central election commissions, All-Russian congresses of councils, people's commissariats, workers'-peasants' inspectorates, councils of workers'-and-peasants' defenses and many other Soviet institutions regulating administrative justice in the first half of the 20th century; determination of grounds, conditions and procedure for appealing or challenging the legality of acts, decisions, actions or omissions to act on behalf of Soviet institutions and officials; analysis of the legal thought of the first half of the 20th century.

When Dr. Jorge asked me to write something about Professor Egon, given that we are close friends, my first reaction was to feel very honored by the request. I thought it would be easy to talk about our Professor, but it didn’t quite turn out that way. Professor Egon was highly praised at our Congress in Gramado recently, for his work and his legacy of training resident students in Orthopedics at our HC – and previously at the Santa Casa – and in the Traumatology Unit of the HPS, where he was a doctor until his retirement. What’s more, he received the greatest of all homages that anybody could wish for; that of his own son, who literally, followed in his footsteps. It was then that, thinking again, I decided to speak about Prof. Egon and my special relationship with him. I met the Master during the 4th year of my medical course, when he was Chair of General Surgery, Orthopedics discipline, on ward 33 at the Santa Casa de Porto Alegre. It was a theory class, on a Friday morning, which was the curricular time slot for theoretical activities of the Chair on that ward. He had come straight from a night on duty at the Emergency Room of the hospital to the scientific activity, without showing any signs of tiredness. This was the first time I had heard his teachings on the “hallux valgus”, and on its anatomy and physiopathology. His marvelous capacity for description and his teaching methods, which are characteristic to him, seemed to set my very neurons on fire, and I am certain it was then that I, already with a propensity for traumatology, was bitten by the “ambition bug”. I followed him for the rest of the course, whenever I got the chance. In the fifth year, here in Porto Alegre, we took the internship at the HPS for the entire year. In our various shifts between the departments of the Hospital and the days of the week, I found myself, in the second semester, in the Traumatology unit on Thursdays. There, my observation of the Professor’s conduct, both medical and personal, was what most attracted my attention. And care of the traumatological patient demands close attention. He was a good listener, and he was “hands on”, as they say, not only transferring practical skills to the intern students, but also teaching how to do, by doing, and speaking, and explaining the pathology and its course. And so time passed for all of us. We never grew apart. On the contrary, we strengthened family ties, always with a great deal of pride and honor. We were together at most of the Congresses here in the South and those of the ABTPé. We often dined together, and we were always together in the relaxation areas of the Congresses. By together, I mean with our families. When I finally decided on Foot Surgery, at Dr. Mauro’s Congress in Curitiba, in 1992, I joined the SBMCP, with Prof. Egon’s signature as my referee. I have already commented about that time, in one of our Bulletins. Dr. Marcio Benevento, when he received my enrolment form, opened his eyes wide and said: “with this signature here (pointing to the signature), you’re already in! Congratulations!” Unforgettable. We continued to meet at the outpatient clinic of the HC, where I had now graduated from the internship in the IOT in São Paulo. We restarted the Foot Committee in Rio Grande do Sul. We traveled around the state with the whole Committee, presenting themes to update doctor’s knowledge. And amidst all this “youthful” thirst for information and action, there he was, sitting in a van, travelling for three or four hours, from one city to the next, giving his lessons, accompanying everything until the end of the dinners that we were offered, always being searched out, and asked questions about conducts in all types of clinical cases brought by colleagues from the interior of the country. That was the Teacher. He has always been a Teacher. On one of these occasions, I heard him utter a phrase that, at least for me, was one that defines him: “if they invite me to a celebration, I’ll think about it, but if they invite me to a class, a conference or a surgery, I’m ready to go”. I learned that conservative treatment exists, and should be used to its full extent, and that only then should surgery be considered. I also learned that when we go into the theater to perform an operation, the surgery is the most important thing of all; we don’t go into surgery to get it over and done, we go in to perform surgery. And while he was operating, that is exactly what you saw: clean, anatomical surgery, carried out methodically, step-by-step; he was never in a hurry, and he was always talking, explaining and teaching. And that’s what Professor Egon is like, even now. A teacher. A father. An intellectual father to us all.

In my article, “Separation-of-Power Games in the Positive Theory of Congress and Courts” (Segal 1997) I compared the theoretical and empirical validity of the separation-of-powers model and the judicial attitudinal model as applied to U.S. Supreme Court decision making. I found that the preferences of the justices often fell inside the set of irreversible decisions, and that even when the preferences fell outside the set, the justices, with the exception of Earl Warren, showed little evidence of constraint. I concluded, consistent with the attitudinal model, that the justices overwhelmingly engaged in rationally sincere behavior.Tim Groseclose and Sara Schiavoni (1998), whom I thank for their efforts, have alerted me to two errors in my calculation of the set of irreversible decisions. First, I used the formula 2CC-G (where CC = the conference committee and G = the gatekeeper) for calculating indifference points in the constraint set rather than 2G-CC. Second, I implicitly allowed Congress to pass legislation that would be vetoed and could not be overridden. Correcting this error changes the optimal behavior of the conference committee, which will not propose legislation that can be vetoed but cannot be overriden, and the gatekeepers, who must consider the conference committee's actions.In this note I replicate the study using the corrected data and find first that the sets of irreversible decisions are a bit broader than I had originally found. This means that fewer justices could be constrained by Congress than I had originally concluded.

Signifcant scholarly work suggests mass media professionals largely set the voices in their coverage to mirror that of mainstream government debate. While it is a compelling assertion, this view is only intermittently supported by data. This paper suggests that such theories enjoy inconsistent support because they fail to consider the interaction between journalists' incentives and the political climate. An economic theory is advanced here that the political journalists' objectives to please their superiors, please themselves, limit negative feedback, and expend minimum energy, in other words to minimize their costs and maximize their benefits, lead them to rely on tactics that vary with the scope of consensus support for an issue. This theory is tested by analyzing newspaper coverage of four political issues debated in Congress.

The article describes the consequences of the «post-secular turn» in social sciences, in particular, in the history of law and the theory of international relations as applied to the study of the Congress of Westphalia and the Peace Treaty of 1648. The author shows how new approaches in the international theory (from realism to constructivism and neorealism) contributed to the criticism of the «secular myth of Westphalia». The author considers new perspectives on the religious issue at the Westphalian Peace Congress in terms of the evolution of public law in Europe. Westphalia is seen as a set of religion ideas, which caused a revolution in the concept and practice of sovereignty and Westphalia as the last Christian Peace. The article discusses the role of the legal principles of religious freedom and the confessional truce of the XVII century in the formation of the Westphalian system of security guarantees in Europe. The changes in the role of the Pope in international law during and after the Westphalian negotiations and the consequences of the Treaty for protestant and catholic conditions are indicated. The study reveals how various Christian denominations participated (ideologically and politically) in the Westphalian negotiations, while discussing the «special case» of Orthodoxy, taking into account the diplomatic rapprochement of Moscow, Stockholm and Paris before the Westphalian Peace Congress.

The U.S. House and Senate were designed to have an adversarial relationship. Yet, House members and senators often collaborate on the introduction of “companion” bills. We develop a theory of these cross-chamber collaborations, which asserts that companion bill introductions are driven by legislators’ desire to increase the probability of bill passage and the relational difficulties in developing companion bill partnerships. To test the expectations emerging from our theory, we develop a novel data set of every companion bill introduction in the 111th and 112th U.S. Congress. Then, using social networking techniques, we develop an empirical model of partner selection in companion bill introduction. Our results are supportive of our expectations, and suggest that companion bills are more likely to survive chamber deliberation and are typically introduced by senior members with secure electoral margins.

The Twelfth International Theatre Institute (ITI) World Congress met in New York City over 4–10 June 1967 at the same time as the Arab–Israeli War was taking place. This context very much framed the delegates’ debates over the idea of artists as national leaders. One panel in particular, The Responsibility of Theatre to the Progress of Society, on Friday 8 June, offered an opportunity for the delegates to wrestle with the concept. The participants focused on three key questions: how audiences were witnesses to national reinvention, how theatre could serve as a pedagogical form, and how the intersection of these two allowed audiences to see themselves as citizens. This article focuses first on ITI's place in the geopolitical moment and then on the contributions during the conference and after by a specific set of artists from diverse countries, including the US, India, France, Morocco and Nigeria. The conversations represented a profound articulation of how theatre was influencing the complex ways in which nations were identifying and defining themselves and their citizens.

While democratic theory suggests that representatives should be willing to adjust their issue positions to adapt to new circumstances, politicians face serious political risks from “flip flopping.” How do members of Congress balance these risks? Using an original data set of district economic conditions and opinion from 2007 to 2010 and sets of repeated roll call votes, I leverage the exogenous shock of the Great Recession to explain position change on three major economic policies. I find that position change occurs in response to the constituency on final passage votes, but that partisan pressures exert greater influence, especially on procedural votes. This novel test of responsiveness has implications for the nature of policy representation and the mechanisms behind aggregate responsiveness.

UrSMU Mineral Processing Department celebrates its 100th anniversary (1921–2021). During this period the department trained 4,601 mineral processing engineers providing technical personnel for concentrating mills all over the country. There are 2 Heroes of Socialist Labour, 21 Doctors of Science, 169 PhDs, 14 State Prize laureates, Heads of mining and processing works and concentrating mills among the graduates of the department. Professors of the department prepared and published textbooks and manuals for all the courses and developed new educational courses (“Information processing methods”, “Hydrochemical processing methods”, “Mineral sampling”, “The theory of the mineral separation”, “The theory of engineering experiment”, “Modern concentrating mills”, etc.). The laboratory of the department is equipped with the full set of equipment allowing students to carry out experiments when taking any course, as well as do individual studies on ore washability. The department holds an annual international conference “Scientific basis and practice of ore and technogenic material treatment”. The department received the delegates of the Plaksin Readings twice and took part in the International Mineral Processing Congress 2018 in Moscow.

There has always been something problematic, if not anomalous, about the political status of the District of Columbia. In theory, the federal government reigns supreme. Article I, Section 8 of the Constitution allows Congress to “exercise exclusive legislation in all cases whatsoever” in the territory that houses the seat of government, but it is not clear whether that rules out some measure of popular representation in local government. For Congress to exercise exclusive authority over the capital of the Republic, in denial of the inhabitants' right to govern their own affairs, might seem a stark contradiction of the founding principles of American government. “This, happening at the seat of a nation which boasts of its democratic government,” observed a writer in theAtlantic Monthlyin 1909, during a period when the District was subject to direct federal control, “constitutes a solecism of the first magnitude.” Over the 204 years of its residence there, Congress has both allowed and disallowed local representation. For most of its first seventy years, Washington was governed by an elected mayor and councils. (The city of Georgetown and the rural sections of the District, known as Washington County, had their own separate governing arrangements.) The conduct of municipal government in the antebellum period was not dissimilar to that in other cities of comparable size, with the important distinction that Washington, like the rest of the District, was subject to the supreme authority of Congress. That authority, however, was exercised fitfully by a national legislature whose preferred stance toward the District was one of benign neglect. Whatever practical inconvenience might result from this arrangement was not judged sufficient to warrant a serious reconsideration, that is, until the Civil War and its aftermath drastically raised the stakes and altered the significance of governing the District.

The theory of spatial voting has played a large role in the development of important results across many areas of political science. Directly testing the foundational assumptions of spatial voting theory, however, has not been possible with existing data. Using a novel survey design, this article obtains estimates of voter ideology on the same scale as candidate positions. The results of this scaling demonstrate that voters possess meaningful ideologies and, furthermore, that these beliefs are strongly related to the sorts of policy proposals considered in Congress. These ideology estimates are then used to uncover the actual relationships between ideology and vote choice for citizens of various types in the 2004 presidential election. Although the choices of independent voters are shown to be largely consistent with the assumptions of spatial voting theory, the decision rules used by partisans differ strongly from what unbiased spatial voting would imply. Although partisans do converge toward the behavior of independents, and hence toward the assumptions of spatial voting theory, as information levels increase, we see that even highly informed partisans show significant differences from what would be implied by unbiased spatial voting theory.

The article focuses on the life and legacy of an outstanding Ukrainian sociologist, Doctor of Sciences in Sociology Natalia Panina (1949–2006). She was a leading expert within Ukraine in a number of areas determining the development of national sociological science and relating to the study of important social phenomena such as social adaptation, societal transformation and political culture. She also provided organizational and methodological support to the monitoring and epidemiological studies. N. Panina adapted a number of well-known Western questionnaires for measuring anxiety, anomie, social cynicism, etc. and applied these tools to mass surveys. In addition, Panina’s works on the issues of interethnic tolerance in Ukraine gained extraordinary resonance. She was the first to set out principles for designing a quality sociological test which should be used in mass surveys. In 1992, while working at the Institute of Sociology of the National Academy of Sciences of Ukraine, N. Panina started developing a project for monitoring social changes in Ukrainian society and testing the methodology related to this project. With the passage of time, the monitoring grew into the main source of systematic sociological information for the academic community, authorities and general public of Ukraine. The findings from the monitoring survey supervised by N. Panina all the time have served as a basis for numerous monographs, academic papers and journalistic articles. In 2014, this project was awarded the State Prize in Science and Technology. N. Panina participated in many cross-national research projects, successfully collaborating with social scientists from the Institutes of Sociology of the Polish and Hungarian Academies of Sciences, the Universities of London and Cambridge, Hartford, Georgetown and New York (in Stony Brook) Universities, the University of Jerusalem, as well as with a number of academic institutions in Germany, Switzerland, Netherlands, France and Slovakia. Her articles and monograph chapters were published in each of these countries. For many years, N. Panina was the Head of the Commission on Professional Ethics of the Sociological Association of Ukraine. She managed the preparation of the Code of Professional Ethics for Sociologists, approved in 2004 at the Congress of the Sociological Association of Ukraine.

Losing elections is a political reality for most candidates. While much fanfare was made of the historic number of women who won in 2018, three times as many women ran and lost. And although we know much about the reasons that motivate women to run in the first, far less is known about the decision-making processes of women who lose and run again. How do women who were once motivated rebound for another campaign and election? We address this question, working with a unique, exploratory data set of interviews with women who ran for Congress in 2018 and lost. Our analysis offers some important insights on how women who rebound think about their loss, and their decision-making processes. We find compelling evidence that women’s paths to office continue to differ from men’s, reminding us of the shortcomings of a one-size-fits-all model for candidate emergence or reemergence. We conclude with the foundation of a gendered theory of electoral persistence.

<p>Due to the focus on solving the issues concerning agriculture, rural areas and peasantry, the 19th National Congress of the Communist Party of China proposed a rural revitalization strategy. In this era, new-type professional farmers came into being. They helped the development of agriculture and accelerated the process of rural revitalization. However, there are still some obvious problems which urgently need to take corresponding improvement measures in the cultivation and development of new-type professional farmers. To solve these problems, it is required to set a premium on basic education in rural areas and promote advanced technology; cultivate correct professional values and improve the social status of farmers; adhere to the training model that combines theory with practice and enrich teaching methods; pay attention to the targeted training of talents at different levels and form reasonable teaching structures; coordinate agricultural development planning and develop regional characteristic agriculture.</p>

This article is an exercise in intellectual history whose objec-tive is mainly to reveal the almost simultaneous origin be-tween dependency theory in Latin America and world-systems analysis in the United States since the second half of the 1960s. Here we offer in great detail and textual evidence the reasons why the world-system perspective (before having been baptized as such) is not a mere US-American (or “grin-go”) copy of dependency theory. This will be addressed, first of all, with an analysis of the “formal” aspects in the main dependency works—Dependencia y desarrollo en América Latina (1969), by Fernando Henrique Cardoso and Enzo Fa-letto; Dialéctica de la dependencia (1973), by Ruy Mauro Ma-rini; and El capitalismo dependiente latinoamericano (1974), by Vania Bambirra—through the theoretical, methodological and epistemological lenses of the essay “The Comparative Study of National Societies” published by Terence K. Hop-kins and Immanuel Wallerstein in 1967 regarding the VI World Congress of Sociology in 1966 in Evian (France). Sec-ondly, we will delve into the “substantive” aspects—that is, the methodological as well as epistemological discrepancies—between both approaches. Although they are not completely antagonistic, we want to make it clear, on the basis of their methodological and epistemological foundations, not fully discussed until now, that the lines of research in dependency theory and in world-systems analysis have divergent implications.

Why have group-party alliances become more common since the mid-twentieth century? To address this question, I develop a continuum of group-party relationships, running from fluid, unstructured interactions, akin to political pluralism, to highly institutionalized alliances, as we might see in a firm. Drawing on pluralist scholarship and theories of firm formation and evolution, I explore the costs and benefits of different arrangements and explain why we might expect to see movement along the continuum over time. On the one hand, pluralism offers flexibility to parties and groups, and alliances have little value when parties are too weak to discipline their members in Congress. On the other, institutionalized alliances offer significant efficiency and security gains, which are especially valuable during periods of growth. I demonstrate the plausibility of this organizational theory by examining the evolution of group-party relations in the executive branch from the Nixon through Reagan administrations using archival documents collected at four presidential libraries.

A viscous extension of Arnold’s inviscid theory for planar parallel non-inflectional shear flows is developed and a viscous Arnold’s identity is obtained. Special forms of the viscous Arnold’s identity have been revealed that are closely related to the perturbation’s enstrophy identity derived by Synge (Proceedings of the Fifth International Congress for Applied Mechanics, 1938, pp. 326–332, John Wiley) (see also Fraternale et al., Phys. Rev. E, vol. 97, 2018, 063102). Firstly, an alternative derivation of the perturbation’s enstrophy identity for strictly parallel shear flows is acquired based on the viscous Arnold’s identity. The alternative derivation induces a weight function. Thereby, a novel weighted perturbation’s enstrophy identity is established, which extends the previously known enstrophy identity to include general streamwise translation-invariant shear flows. Finally, the validity of the enstrophy identity for parallel shear flows is rigorously examined and established under global nonlinear dynamics imposed with two classes of wall boundary conditions. As an application of the enstrophy identity, we quantitatively investigate the mechanism of linear instability/stability within the normal modal framework. The investigation reveals a subtle interaction between a critical layer and its adjacent boundary layer, which determines the stability nature of the disturbance. As an implementation of the relaxed wall boundary conditions imposed for the enstrophy identity, a control scheme is proposed that transitions the wall settings from the no-slip condition to the free-slip condition, through which a flow is stabilized quickly in an early stage of the transition.

Purpose This paper aims to help executives understand how to interact with government in today’s chaotic political environment. Design/methodology/approach This paper is based upon voluminous research analyzing a unique data set downloaded from a number of sources, including the financial reports of public companies and the contribution reports filed by political action committees and candidates for Congress. Findings This study found that political decision-making is constrained by a set of institutions the authors call the political landscape. This framework includes three factors that businesses looking to influence government and the elected officials themselves must consider: the politicians’ ideology, the political trends of their constituency and their existing relationships. While these factors constrain the ability of politicians and business advocates to successfully pursue certain policy positions, businesses may be able to influence these factors through effective political activism, and in so doing, they may be able to push key government decision-makers to alter their positions. Practical implications This research will help executives understand how government operates in this new era of uncertainty. Being able to read the political landscape will enable business leaders to anticipate and perhaps even mitigate governmental threats to their business. Originality/value This research updates the market theory of politics which has received limited empirical support. It is especially valuable in the wake of Supreme Court’s decisions that have increased the potential for business to impact politics.

The Yerevan School for Argumentation (YSA) perhaps is the most brilliant manifestation of Armenian philosophical thought. Moreover, it is one of the remarkable results of the centuries-old Armenian philo- sophical culture that has gained world recognition. In the 18th (Brighton 1988; see: Brutian, G., 1988) and 19th (Moscow, 1993) World Congresses of Philosophy organized by the Federation of International Socie- ties for Philosophy, Academician Georg Brutian, the founder and head of the YSA, was entrusted with organizing and chairing Round tables on the discussion of the modern theory of argumentation organized within the framework of these conferences. Brutian?s fundamental publications served as the basis for the directions of the School. They put for- ward principles concerning the definition of argumentation, the structure of argumentation, the language of argumentation, the role of logic, and means of persuasion in the structure of argumentation, the rules of political argumentation, etc. The goal of the present work is to analyze and generalize the theoretical-methodological and conceptu- al results and approaches developed in the YSA, to examine their role in the system of modern philosophi- cal and logical theorems, as well as in the modern theories of argumentation, to present the frame of argu- mentation discourse and its methodological analysis developed in the School, to review the questions of the theory of meta-argumentation, to analyze the history and theoretical-methodological bases of for- mation and institutionalization of the YSA in the context of the developments of the world philosophical thought and the aspect of its contribution to world scientific thought, to suggest a general conception of scientific achievements of the School by a comparative analysis concerning other international centres.

Beyond the political communication context, non-verbal communication cues are so potent that their interpretations may outweigh the intentionality of the interlocutors that produce the cues. This study analyses the communicative and rhetorical strategies in seven purposively selected political memes created by Nigerians before Nigeria’s ruling party, the All Progressives Congress (APC) held her presidential primary election ahead of the country’s 2023 Presidential Election. The study focused on how the memes marketed and de-marketed the candidacies of Nigeria’s Vice-President, Professor Yemi Osinbajo (the star boy), and Former Lagos State Governor, Asiwaju Bola Ahmed Tinubu (the city boy). Driven by the set-up-incongruity resolution theory of humour, rhetorical framing and socio-semiotic model for visual analysis, the study identified two general themes and five sub-themes from the memes. In the first theme— collective framing of political actors—, Tinubu and Osinbajo were framed as combating competitors. For the second general theme— individuated framing of political gladiators—, sub-themes such as Osinbajo as a kind politician, Tinubu as a kingmaker, Tinubu as a thug and Osinbajo as a betrayer dominated. The study recommends that to establish a better democratic atmosphere in Nigeria, political stakeholders should emphasise accurate civic education on the Nigerian public space and stress pertinent campaign issues instead of irrelevancies.

This study aims at finding out and analyzing the Balinese language preservation model by Balinese people, especially the young generation in tourism destinations, namely Sanur, Kuta, Ubud, Tanah Lot and Lovina. The research focuses on the following: 1) the patterns of usage of the language, 2) attitude of the younger generation towards Balinese language and 3) system of inheritance of mother tongue on those study sites. Data was obtained through observation and distribution of questionnaires, along with interview and note-taking techniques. Research samples are children and adolescents born in Bali and speak Balinese as their first language, and quota technique is applied to set the number of members for each group, i.e. 25 people. The data was analyzed using the theory of language choice and the theory of language change. The results show that the younger generation have positive attitude towards their native language, i.e. Balinese, and they still use it in all domains, especially within families and neighborhoods. The system of Balinese language inheritance occurred in both formal and informal ways. The formal way is through a medium to reinforce Balinese language as an obligatory lesson taught from elementary to high schools/vocational schools, publishing Regional Legislation implemented in a Decree and reflected in the curriculum. The informal way is through Balinese language revitalization: Balinese language succession to the next generation, Balinese language development by means of conducting research, seminars & congress. The development is aligned with the progress of science and technology, the utilization of Balinese language by using it as an inter-ethnic communication medium in everyday life and cultural activities, as well as the utilization of Balinese language on print media, i.e. Bali Post in columns named Orti Bali and Mediaswari.

College students shoulder the heavy responsibility of building a maritime power, and they can get close to the ocean and appreciate the charm of the sea through participating in sailing. In recent years, with the rapid development of sailing in China, more and more colleges and universities have begun to participate in the sailing. For example, Xiamen University on behalf of China to participate in the World University Sailing Championships, and Qingdao University of Science and Technology on behalf of China to participate in the Russian St. Petersburg University Regatta. More and more sailing teams of universities went abroad to the world. In 2017, the China University Student Sailing Championship attracted more than 30 colleges and universities from all over the country. There are sailing courses in the universities that performance well in sailing races, such as Xiamen University, Qingdao University of Science and Technology, Dalian Maritime University. These courses are loved by many students, and the sport is especially appealing to students who like challenges, brainstorm and enjoy good physical constitution. Sailing is a combination of intelligence and physical strength. Theory and practical teaching are both very important in teaching. If the teacher combines theory and practical teaching in the teaching process, then the students will have a more solid grasp of the learning content in the sailing course, and their learning process will be more secure.

Modern real-valued optimization problems are complex and high-dimensional, and they are known as “large-scale global optimization (LSGO)” problems. Classic evolutionary algorithms (EAs) perform poorly on this class of problems because of the curse of dimensionality. Cooperative Coevolution (CC) is a high-performed framework for performing the decomposition of large-scale problems into smaller and easier subproblems by grouping objective variables. The efficiency of CC strongly depends on the size of groups and the grouping approach. In this study, an improved CC (iCC) approach for solving LSGO problems has been proposed and investigated. iCC changes the number of variables in subcomponents dynamically during the optimization process. The SHADE algorithm is used as a subcomponent optimizer. We have investigated the performance of iCC-SHADE and CC-SHADE on fifteen problems from the LSGO CEC’13 benchmark set provided by the IEEE Congress of Evolutionary Computation. The results of numerical experiments have shown that iCC-SHADE outperforms, on average, CC-SHADE with a fixed number of subcomponents. Also, we have compared iCC-SHADE with some state-of-the-art LSGO metaheuristics. The experimental results have shown that the proposed algorithm is competitive with other efficient metaheuristics.

Fifteen pages of unpublished Notes were found in the Melanie Klein Archives dating from early 1934, a crucial moment in Klein's development. She was at this time, 1934, moving away from child analysis, whilst also rethinking and revising her allegiance to Karl Abraham's theory of the phases of libidinal development. These Notes, entitled ‘Early Repression Mechanism’, show Klein struggling to develop what became her characteristic theories of the depressive position and the paranoid-schizoid position. Although these Notes are precursors of the paper Klein gave later to the IPA Congress in 1934, they also show the origins of the emphasis she and her followers eventually gave to ‘splitting’ rather than repression. The Notes give us an insight into the way that she worked clinically at the time. We see Klein's confidence develop as she diverged from the classical theories and technique. Her ideas were based on close attention to the detail of her clinical material, rather than attacking theoretical problems directly. The Notes show her method of struggling to her own conclusions, and they offer us a chance to grasp the roots of the subsequent controversy over Kleinian thought.

This article aims to set out some progressive, mainly post-Keynesian, macroeconomic policy ideas for debate and further research in the context of macroeconomic challenges faced by South Africa today. Despite some successes, including at reducing poverty, the South African economy has been characterised by low growth, rising unemployment and increasing inequality, which together with rampant corruption and governance failures combine to threaten the very core of the country’s stability and democracy. The neo-liberal economic policies that the African National Congress–led government surprisingly adopted in 1996 in order to assuage global markets sceptical of its historical support for dirigiste economic policy, have simply not worked. Appropriate progressive macroeconomic interventions are urgently needed to head off the looming prospect of a failed state in the country which Nelson Mandela led to democracy after his release from prison in February 1990. What happens in Africa’s southern tip should still matter for progressives all around the world. The article draws on both history and theory to demonstrate the roots of such progressive heterodox economic thinking and support for a more carefully coordinated activist state-led macroeconomic policy, both in general terms and in the South African context. It shows that such approaches to growth and development – far from being populist – also have a rich history and respectable theoretical pedigree behind them and are worthy of inclusion in the South African policy debate. Как известно, в современных условиях в большинстве государств законодательно предусмотрены меры обособления органов одной власти от другой, с той целью, чтобы она ограничивалась собственной компетенцией и, в конечном счете, не допустить нарушений полномочий каждого органа в отдельности. Однако, следует учитывать, что соотношение между полномочиями органов всех ветвей государственной власти определяется в конституции в строгом соответствии с господствующим пониманием в данном государстве сущности демократии и народоправства. В литературе также принято ссылаться на американский парламентаризм, который в течение двух столетий развивается в условиях двухпартийной системы. В Соединенных Штатах Америки подобный механизм способствует тому, что демократам и республиканцам с определенной степенью частоты удается попеременно сменять друг друга. В этом отношении картина политической борьбы между партией, преобладающей в конгрессе, и главой государства, представляющим противоположную силу, содержит черты, которые в крайне невыгодном свете отражают особенности американской политической жизни. Достаточно вспомнить ожесточенные схватки между Президентом США Дональдом Трампом (республиканцем) и палатой представителей Конгресса, где преобладали демократы. В столь ожесточенной борьбе дело доходило до процедуры импичмента, вершиной же подобного противостояния стало то, что больше месяца американцы не могли получить официальные результаты итогов выборов нового главы государства. Авторы статьи делают вывод о том, что следует стремиться к тому, чтобы в представительном учреждении депутаты различных политических партий постоянно взаимодействовали, а не противостояли друг другу. Подобный подход будет способствовать реализации всех законодательно закрепленных функций парламента. В этом нам видится один из главных инструментов, который позволит преодолеть парадокс XX века, когда теория разделения властей на практике подчас приобретала центробежный характер. Obviously, in modern conditions in most states, legislative measures are provided for separating the bodies of one government from another, in order to limit it to its own competence and, ultimately, to prevent violations of the powers of each body separately. However it should be borne in mind that the correlation between the powers of the bodies of all branches of state power is determined in the constitution in strict accordance with the prevailing understanding in the given state of the essence of democracy and the rule of the people. In the literature, it is also customary to refer to American parliamentarianism, which has been developing in a two-party system for two centuries. In the United States of America, this arrangement encourages Democrats and Republicans to alternate with a certain degree of frequency. In this regard, the picture of the political struggle between the dominant party in Congress and the head of state representing the opposite force contains features that reflect in an extremely unfavorable light the peculiarities of American political life. Suffice it to recall the fierce battles between US President Donald Trump (Republican) and the Democratic-dominated House of Representatives. In such a fierce struggle, the matter came to the impeachment procedure, the peak of such a confrontation was that for more than a month the Americans could not get the official results of the election of the new head of state. The authors of the article conclude that one should strive to ensure that in a representative institution the deputies of various political parties constantly interact, and not oppose each other. This approach will contribute to the implementation of all legislatively enshrined functions of the parliament. Thus, we see one of the main tools that will allow us to overcome the paradox of the 20th century, when the theory of separation of powers in practice sometimes acquired a centrifugal character.

The author reviews two books on the referendum phenomenon, one on the experience in Central and Eastern European countries, and the other on the Italian experience. The first book, edited by Andreas Auer and Michael Bützer, is a large collection of essays written by scholars, constitutionalists and political scientists, and has its origins in the conclusions of an international study congress held in Budapest in February 2000. The book is the result of intense study and research promoted by the Centre d'ètudes et de documentation sur la démocratie directe (c2d - http://c2d.unige.ch) set up in 1993 in the Department of Constitutional law of the University of Geneva. The first part contains twelve contributions on referendum as such as well as on experiences in twelve Central and Eastern European countries, from the Baltic to the Balkans. The second part features thirteen contributions commenting on a number of different institutional issues relating to normative theory and empirical analysis.The second book by Alfonso Di Giovine, an Italian constitutionalist, is a collection of articles on the Italian referendum experience. The Central-Eastern European and Italian experiences are different in many aspects, but they have two significant points in common: the importance of the role played by political parties, and the requirement of a quorum for the vote to be valid. Auer holds that «threshold requirements are a childhood disease of direct democracy» whereas Di Giovine believes that threshold requirements and abstentionism must be given due consideration in order to counteract referendum abuse. The reviewer's opinion is that the quorum ought to be disposed of.

This article develops an approach to discovery that is grounded in regulatory theory and administrative subpoena power. The conventional judicial and scholarly view about discovery is that it promotes fair and accurate outcomes and nudges the parties toward settlement. While commonly held, however, this belief is increasingly outdated and suffers from limitations. Among them, it has generated endless controversy about the problem of discovery costs. Indeed, a growing chorus of scholars and courts has offered an avalanche of reforms, from cost shifting and bespoke discovery contracts to outright elimination. Recently, Judge Thomas Hardiman quipped that if he had absolute power, he would abolish discovery for cases involving less than $500,000. These debates, however, are at a standstill, and existing scholarship offers incomplete treatment of discovery theory that might move debates forward. The core insight of the project is that in the private-enforcement context—where Congress deliberately employs private litigants as the main method of statutory enforcement—there is a surprisingly strong case that our current discovery system should be understood in part as serving regulatory goals analogous to administrative subpoena power. That is, discovery here can be seen as an extension of the subpoena power that agencies like the SEC, FTC, and EPA possess and is the lynchpin of a system that depends on private litigants to enforce our most important statutes. By forcing parties to disclose large amounts of information, discovery deters harm and, most importantly, shapes industry-wide practices and the primary behavior of regulated entities. This approach has a vast array of implications for the scope of discovery as well as the debate over costs. Scholars and courts should thus grapple with the consequences of what I call “regulatory discovery” for the entire legal system.

Optimization is essential for applications since it can improve the results provided in different areas; for this task, it is beneficial to use soft computing techniques, such as bio-inspired algorithms. In addition, it has been shown that if dynamic parameter adaptation is applied to these algorithms, they can provide a better result. For this work, the main contribution is to carry out the dynamic parameter adaptation to the bird swarm algorithm using interval type-2 fuzzy systems to realize a new fuzzy bio-inspired algorithm. The design of the proposed fuzzy system consists of two inputs corresponding to the iterations and diversity. As outputs, it takes the values of C and S, which are parameters to be adjusted by the algorithm. Once the design and the experimentation are realized, they are divided into two study cases. The first consists of a set of complex functions of the Congress of Evolutionary Competition 2017. The second case study consists of optimizing the membership functions in a fuzzy system designed to provide the nocturnal blood pressure profile, which corresponds to a neuro-fuzzy hybrid model to obtain the risk of hypertension. Analyzing the 30 experiments performed in both case studies, we can observe that the results obtained are improved when compared with the original method and other proposed methodologies, achieving good results in the complex functions. In addition, the optimized fuzzy system will reach an average of 97% correct classification. Statistically, it can be concluded that there is significant evidence to affirm that the proposed method provides good results.

One of the most creative theories advanced about legislative organization in recent years is Katz and Sala's linkage of the development of committee property rights in the US House of Representatives to the introduction of the Australian ballot. Katz and Sala argue that the Australian ballot – a government-printed ballot cast in secret that replaced a party-produced ballot that was cast in public – gave members of the House an incentive to pursue personal constituency votes. This, in turn, led to the rise of committee property rights as members sought to keep their committee assignments from term to term because of the potential electoral benefits they derived from them. In this Note we use the state legislative committee membership dataset collected by Hamm and Hedlund and their colleagues to test whether committee property rights appeared in American state legislatures at roughly the same time as Katz and Sala find they emerged in the US House. State legislatures were, of course, exposed to the same electoral innovation at the same time. But, while in some ways state legislatures were much like Congress as organizations, in other ways they were very different. Our cross-sectional data and the variance in important institutional variables they provide allow us to test a critical proposition about the importance of membership stability rates in mediating the rise of committee property rights. We also go beyond Katz and Sala's analysis by testing to see if differences in Australian ballot design (office column and party bloc) across the states influenced the behaviour of legislators in the way their theory suggests.

Muhammadiyah is considered a radical conservative movement among the Malaysian Muslim community. The education system in Malaysia is generally exclusive. The majority of Malaysian society is resistant to the Muhammadiyah sect except in certain states. This research used the theory from Servaes and Malikhao, the modernization paradigm that influenced academia from 1945 to 1965 was supported by the transition of socio-political technology and culture from advanced societies to traditional societies. Development is explained as economic growth. The main idea in the modernization perspective shows that development is interpreted as first, planned, and overlapping. The results showed ideologically, the principle of progressive Muhammadiyah in establishing Universiti Muhammadiyah Malaysia (UMAM) cannot be separated from the role of the 47th Muktamar Muhammadiyah in Makassar. The congress was aimed at strengthening Muhammadiyah's Islamic vision, namely progressive Islam. Muhammadiyah launched an internationalization program, especially in the field of education, one of its implementations was by developing excellent educational centers abroad. Furthermore, Malaysia is considered the first step as a representative city center that excels in education and internationalization. Muhammadiyah is a movement that cares about Muslims so that they are not degraded by the progress of other nations, so public schools were founded and eventually became universities. This research concluded that the establishment of UMAM was a place to prove that Muhammadiyah is a progressive da'wah movement and builds society towards enlightenment. UMAM presents a superior lecture system with international standards through the use of technology. However, life is still based on Islamic values.

Atomic Resolution Electron Microscopes are now producing useful results in many fields of science and technology. This success was obtained not only by the improvement of resolution of TEM but also through the developments of theories and experiments of diffraction crystallography, image formation and recording technique over the past 44 years. Boersch (1946-47) discussed the image of atoms and crystals by the phase object approximation; the image contrast is due to the phase shift of electron waves passing through them. Scherzer (1949) discussed the effect of the phase shift by the electron lens and proposed the phase contrast transfer function. He pointed out that the key to observe images of single atoms is by contrast enhancement, which might be possible by dark field images if resolution is improved. This proposal was attempted by improving the resolution using tilted-beam dark fields (Th atoms, Hg & Pt atoms 1971). Crystal lattice fringes were observed by Menter in 1956 who discussed the contrast by kinematical theory. The interpretation of lattice images by dynamical theories were carried out by Hashimoto et al. (Bethe theory) and Cowley (Multi-slice theory) in 1958-60 and noted the correct position of atoms is in neither black fringe regions nor white ones when the images are taken in the Bragg reflecting position. However Miyake et al in 1964, showed that black or white contrast peaks appear at atom positions if the crystal is in symmetry position. Two dimensional lattice structure images were first photographed in 1970-71, which stimulated strongly the application of electron microscopy to materials science, crystallography and engineering at many laboratories such as the National Center at Berkeley. For the identification of correct position of atoms, two types of image contrast calculation have been proposed (e.g. multi-slice 1972, Bethe method 1975). The partially coherent theory originally developed in optics was introduced into the contrast calculation in 1979-80. Around this time, many observations of defect structures have been carried out, some of which are shown in Table 1. In situ observation of moving atoms and atom columns in molecules and crystals have been carried out in 1978 by using a TV system, which enable us to see the transition phenomena with a speed of 1/30 or 1/60 seconds. More recently atomic imaging at 1.8 A-1.6 A played an important role in the structure research of new materials and phenomena such as superconducting materials (metallic A15, 1989, ceramic high Tc, 1988), metal ceramic interface (Nb/Al2O3 1984), superstructure (GaAs/AlAs/GaAs 1985) quasi crystals (1987) etc. Many subsequent observations are presented in this congress. In spite of these developments, there are still some problems to be solved, e.g. imaging of atoms in the correct positions and the identification of different kinds of atoms in the materials especially with unknown crystal structure.

En el nostre paper ens fixem en les diverses traduccions al català d’aquests poemes que són la base de la nostra cultura europea i que mostren per una banda la vida i la mort davant l’alta ciutat de Troia i per l’altra el viatge d’Ulisses de retorn a la seva illa d’Ítaca. Les traduccions analitzades són les que considerem clàssiques, començant per les dues grans Odissees ribianes, però també les més modernes, com les dues Ilíades de 2019, una en prosa de Montserrat Ros per a Adesiara i una en vers per a la Bernat Metge Universal de Pau Sabaté. Per a la nostra anàlisi tenim en compte les decisions dels traductors respecte als colors, respecte a la mar amb tots els seus qualificatius i respecte als símils, especialment els símils llargs i per tant més complexos.Parole chiave: Traducció, Homer, epítets homèrics, símils .Abstract: The theme of the XIII International Congress of the AISC, «Stories of a common sea. Food, life and death on the routes of the eastern Mediterranean», provides us with an opportunity to review the translations of the Iliad and the Odyssey. In our paper we examine the various translations into Catalan of these poems which are the basis of our European culture and which show on the one hand life and death before the high city of Troy, and on the other the journey of Odysseus’ return to his island of Ithaca. The translations analyzed are the ones we consider classics, starting with the two great Ribian Odysseys, but also the most modern ones, such as the two Iliads of 2019, one in prose by Montserrat Ros for Adesiara and one in verse for Bernat Metge Universal by Pau Sabaté. We take into account the translators’ decisions regarding colors, regarding the sea with all its qualifiers and regarding similes, especially the longest and more complex ones.Keywords: Translation, Homer, Homeric epithets, similes

The paper deals with the experience report of a project developed with students of the discipline Poetic Languages: The contemporary “Image”, part of an interdisciplinary master’s program. The project proposal was elaborated as means to contribute to the understanding of ways of articulation and construction of images in contemporary times, as well as starting reflections on said subject’s theory, processes and practices that take into consideration technical hybridities and relational structures. The project accomplished an art intervention at a social and cultural space, dedicated to children in need, in the town of São Carlos, São Paulo state (Brazil). The activity was developed throughout 135 hours, equivalent to the designated class hours of the discipline’s semester, implicating not only the professor, five master’s degree students, but also the educational coordinators, workers and children supported by the social project. Comprising both research methodologies and field studies in the artistic area, this work concludes in a report of the production of lambe-lambe style posters, since its literature research, up until the fruition of before mentioned art intervention. Both the research and the practical activity procedures brought to light a need to dominate processes of imanence and transcendence when phenomena get mixed up with our own experiences. As a final result to this project, one can say that it was possible to comprehend relations between what’s sayable and non-sayable, visible and non-visible, when concerning images, all while establishing consistent exchanges between theory and practice.ResumoTrata-se do relato de experiência de um projeto desenvolvido com alunos da disciplina Linguagens Poéticas: A “imagem” contemporânea do curso de mestrado interdisciplinar. A proposta foi elaborada com o objetivo de contribuir para o entendimento dos modos de articulação e construção da imagem na contemporaneidade e refletir sobre a teoria, os processos e práticas contemporâneas que levam em conta hibridismos técnicos e estruturas relacionais. O projeto teve o objetivo de fazer uma intervenção artística no espaço de apoio social e cultural dedicado às crianças carentes de uma região da cidade de São Carlos, interior de São Paulo. A atividade foi desenvolvida ao longo das 135 horas/aula que compõem o semestre letivo da disciplina e envolveu, além da docente, um corpo de cinco mestrandos do programa de pós-graduação, bem como o apoio da coordenadoria pedagógica, funcionários e atendidos pelo projeto social. Compreendendo a metodologia de pesquisa e estudo no campo das artes, o trabalho registrou e relatou o processo da produção de cartazes lambe-lambe desde a pesquisa bibliográfica até a intervenção artística em muros. No procedimento de estudo e prática notou-se a necessidade de dominar o processo de imanência e transcendência quando os fenômenos se confundem com nossa própria vivência. Although opinions vary as to the degree of assertiveness of China’s leadership under the Xi Jinping rule in comparison to Hu Jintao, the fact that China under Xi has set out on a new, more persuasive discursive path regarding its historical role and position global futures has been confirmed both by analysts inside and outside of the PRC – particularly after the 2018 PRC Constitution Amendment, which introduced “Xi Jinping Thought on Socialism with Chinese characteristics for a New Era”, among other additions. This paper serves the purpose of explaining the meaning of the official discursive strategies behind the “New Era” (新时代) concept as presented by Xi Jinping during his Report at the 19th National Congress of the Communist Party of China by examining the grand narratives that surround it, ultimately contributing to the research of the logic behind Xi Jinping’s agenda vis-a-vis China’s desired position. A total of three overarching New Era narratives have been established: the mission narrative, the international influence narrative, and the party governance narrative. The paper argues that the main task of all three narratives is to provide arguments in support of Xi Jinping’s ideological innovation. Methodologically, the paper draws on the Political Discourse Analysis theory. Šī raksta mērķis ir izskaidrot “Jaunā laikmeta“ (新时代) koncepcijas pamatā esošās oficiālās diskursīvi konstitucionālās stratēģijas izpausmes Sji Dzjiņpina ziņojumā Ķīnas Komunistiskās partijas 19. Nacionālajam kongresam, šādi veicinot Sji Dzjiņpina darba kārtības izpēti. Kopumā ir atklāti trīs visaptveroši “Jaunā laikmeta naratīvi”: misijas naratīvs, starptautiskās ietekmes naratīvs un partijas pārvaldes naratīvs. Rakstā secināts, ka visu trīs naratīvu galvenais uzdevums ir sniegt argumentus Sji Dzjiņpina ideoloģiskās inovācijas atbalstam. Metodoloģiski raksts balstās tiesiski politiskā diskursa analīzes teorijā.

Is leaving—Jorie Graham, “Sea Change”Conserving This, Conserving ThatJust a few lines from jorie graham's poem “sea change” evoke anxiety about unpredictable futures that arrive too soon, in need of repair. The abrupt departure of a sense of permanence may provoke the desire to arrest change, to shore up solidity, to make things, systems, standards of living “sustainable.” Having worked in the environmental humanities and in science studies for the last decade and having served as the academic cochair of the University Sustainability Committee at the University of Texas, Arlington, for several years, I have been struck by how the discourse of sustainability at the turn of the twenty-first century in the United States echoes the discourse of conservation at the turn of the twentieth century, especially in its tendency to render the lively world a storehouse of supplies for the elite. Gifford Pinchot, Theodore Roosevelt's head of forestry, defined forests as “manufacturing plants for wood,” epitomizing the utilitarianism of the conservation movement of the Progressive era, which saw nature as a resource for human use. By the early twentieth century Pinchot's deadening conception of nature jostled with other ideas, such as those of aesthetic conservation and the fledgling science of ecology. Pinchot was joined by the Progressive women conservationists, who claimed, as part of the broader “municipal housekeeping” movement, that women had special domestic talents for conservation, such as “turning yesterday's roast into tomorrow's hash.” Many Progressive women conservationists not only bolstered traditional gender roles but also wove classism and racism into their conservation mission, as conservation became bound up with conserving their own privileges. The anthropocentrism of the Progressive women conservationists is notable. As a participant in the First National Conservation Congress stated in 1909, “Why do we care about forests and streams? Because of the children who are to be naked and bare and poor without them in the years to come unless you men of this great conservation work do well your work.” During their conventions the discourse of conservation was playfully and not so playfully extended to myriad causes, including conserving food, conserving the home, conserving morals, conserving “true womanliness,” conserving “the race,” conserving “the farmer's wife,” and conserving time by omitting a speech (Alaimo, Undomesticated Ground 63–70).

The article analyzes the phenomenon of scientific tourism in the USSR, both from the perspective of tourism issues and within the framework of the social history of science. However, modern research on scientific tourism has actually fallen out of the field of view of both scientific directions. For tourism issues, research design is limited, first of all, by different approaches to defining the sphere of scientific tourism in Soviet and post-Soviet historiography. Whereas within the social history of science framework, broad research prospects are opening up. The macro-analytical strategy makes it possible to identify the relationship of the “Intourist” with the party and state institutions toward scientific tourism, and the micro-analytical approach shows how interaction within tourist groups influenced non-political (including scientific) activity. Scientific tourism is considered as an external social factor influencing science, and at the same time as a form of scientific activity. Based on archival materials and documents of personal origin, the author concludes that the early history of scientific tourism fell in the second half of the 1920s and the completion of its formation in the 1960s. At the same time, the historical reconstruction allows us to see how certain areas of scientific tourism were formed – congress, industrial, expedition, exhibition, and specialized. The author explains the unstable dynamics of the development of Soviet scientific tourism, in addition to bureaucratic red tape and interdepartmental inconsistencies, primarily by attempts to combine two mutually exclusive attitudes – the expansion of scientific and technical cooperation and the achievement of ideological and political effect from trips.

The following text was read at the VIIIth International Congress of Phonetic Sciences, held at the University of Leeds in August 1972. Its contents gave rise to quite a lively discussion, but it was never published. I think the problem still calls for a close scrutiny, particularly at a time when the Association is reconsidering its aims and procedures. Speaking from my experience, I based my argument on the problems of teaching pronunciation of second languages between the two World Wars. This was one of the more important tasks of phoneticians, especially in the UK and, to a lesser extent, in the USA; the results were excellent, often outstanding. Under the leadership of Daniel Jones, graduates from UCL acquired a thorough knowledge of spoken French, achieving a near perfection in articulation and intonation. Now, this was the avowed aim of the Department of Phonetics at UCL and other universities, which reflected on the curriculum and teaching procedures of grammar schools and high schools. An important dose of phonetic and phonemic theory was included in the course, to supply a basis for memorizing morphophonemic rules and the interface between sounds and spelling; some contrastive work was also included, contrasting English and French phonetic structures. It seems to me that this approach has now lost some of its appeal, and although phonemic transcription has gained a wider recognition since 1925, the overall aim of teachers is an acceptable approximation rather than a strict imitation. I submit this text therefore in the hope that it will be examined by the Council and the membership, to see whether it still has merit, and if so, to examine what the modern science of applied linguistics can do about it. It will be obvious to all that such teaching is closely associated with problems of transcription involving the choice and use of IPA symbols very much in the way envisaged by Peter Ladefoged in his recent circular letter.

The year 1985 was a landmark in Canadian biology, for it witnessed both the first Canadian Congress of Biology and the 80th birthday of Professor Vladimir Joseph Krajina. Because Krajina's work has had an impact on more than one biological discipline, we believed that the congress would be an appropriate forum to pay tribute to one of Canada's premier ecologists and botanists. Krajina has done much to awaken Canada's environmental consciousness and shape its ecological thinking and, in the process, has made major contributions to the international discipline of ecology.Professor Krajina was born in 1905 in Slavice, a small Moravian village in Czechoslovakia. Historians of science have characterized 1905 as “the miraculous year.” That was the year Albeit Einstein published the theory of relativity and George Santayana began his book The Life of Reason with the following first line printed in boldface, “Man affects his environment, sometimes to good purpose.” E. M. Forster published his Where Angels Fear to Tread, Vladimir Lenin his Two Tactics of Social Democracy in the Democratic Revolution, and Sigmund Freud his Three Contributions to the Theory of Sex. That year, the English novelist and science educator C. P. Snow was born, and the Canadian provinces of Alberta and Saskatchewan were formed.It was a very significant year for ecology as well. The first American textbook, Research Methods in Ecology, was published by a then little-known ecologist named Frederick E. Clements. Carl Raunkiaer in Denmark published his Types biologiques pour la géographie botanique, later to be cited in ecological literature as Raunkiaer's system of life forms and biological spectra. In addition, Karel Domin, who would become Krajina's mentor, published Das böhmische Mittelgebirge in Czechoslovakia.Krajina received his doctorate at the age of 22 from Charles University in Prague. There, he rose to become Professor of Botany and Head of the Department of Plant Sociology and Ecology. Krajina was a major force in the Second World War. A champion of democracy and possessing immense foresight and fortitude, he provided strategic information to the Allies, not without great personal hardship. This aspect of his life is beyond the scope of this review, but many volumes are available that document his indomitable courage and his contributions (see, for example, J. Korbel, The Communist Subversion of Czechoslovakia, Princeton University Press, Princeton, NJ, 1959). After the war, he received both military and civilian medals and was elected to the Czechoslovakian parliament.He arrived in Vancouver in 1949. Not in possession of his transcripts or even a reprint of his own work, he joined the University of British Columbia as Lady Davis Foundation Fellow and Special Lecturer, and later attained the rank of full professor. It was here that he developed the ecological schema that bear his imprint and guided 33 students through their doctoral and master's programs. Highly respected as a teacher and researcher, he has left an indelible mark on Canadian ecology. His contributions have been recognized by honorary degrees from major universities, by medals of honor from many societies, and in several feature films on environment from the National Film Board of Canada. Even today, he remains active in finalizing his massive treatise on the ecology of British Columbia vegetation.In presenting this series of papers as a tribute to Professor Krajina, it was the intention of the organizers to reflect on two contemporary topics of ecology, rather than present a comprehensive overview or a complete documentation of Krajina's contributions. What is presented here, therefore, is a series of ecological vignettes on community organization and ecosystem conservation, areas of science in which Professor Krajina has played a major role.The organizers extend their warm thanks to Professor Jennifer Shay of the University of Manitoba for her help and assistance, to Professor Jack Major for writing the epilogue, to Professor Taylor A. This Article examines the consequences of a previously unrecognized difference between pollutant cap-and-trade schemes and pollution taxes. Implementation of cap-and-trade relies on a forecast of future emissions, while implementation of a pollution tax does not. Realistic policy designs using either regulatory instrument almost always involve a phase-in over time to avoid economic disruption. Cap-and-trade accomplishes this phase-in via a limit on emissions that falls gradually below the forecast of future pollutant emissions. Emissions taxation accomplishes the same via a gradually increasing levy on pollution. Because of the administrative complexity of establishing an emissions trading market, cap-and-trade programs typically require between three and five years lead time before imposing obligations on emitters. In this Article, I present new evidence showing that forecast error over this timeframe for United States energy- related carbon dioxide emissions from the Department of Energy’s energy model—the model used for policy design by Congress and EPA—is biased and imprecise to such a degree as to make its use impractical. The forecasted emissions are insufficiently accurate to allow for creation of a reliable or predictable market signal to incentivize emission reductions. By contrast, carbon taxes, because they do not depend upon a baseline emissions forecast, create a relatively clear level of policy stringency. This difference matters because policies that end up weaker than intended face low odds for strengthening, while those that end up stronger than intended are likely to be weakened. The political asymmetry combined with actual model forecast errors leads to bias in favor of suboptimal, weak, policies for cap-and-trade. This is a serious concern if, as is usually the case, a cap is set based on political bargaining rather than on an optimal balancing of abatement costs and avoided climate damage. By contrast, the same model bias would lead to more environmentally effective than forecast carbon taxes but without the political consequences created by price volatility, were such programs to be implemented in the United States. Thus, while theory tells us that cap-and-trade and carbon taxes can be equivalent, imperfect information leads to suboptimal environmental performance of emissions trading, relative to carbon taxation policies. Policymakers should weigh these practical, information-related concerns when considering approaches to controlling emissions of greenhouse gases.

Computational Thinking (CT) is a set of logical-operational cognitive skills or processes of reasoning, based on Computer Science. Abstraction, pattern recognition, algorithmic reasoning, and decomposition are examples of some of these skills that form the four pillar of CT. Some researchers have considered these skills as useful, and even mandatory to to cognitive development of the schoolchildren. In this paper, we present practical aspects and the possible contributions of CT in the development of competence of reading and interpreting English texts. Didactic interventions were carried out in high school classes of a public school, supported by the Bring Your Own Device (BYOD) approach, in which the students used their own smartphones. During these interventions, the students developed concept maps and podcasts, performed online exercises and the traditional exam, all of that composed the set of evaluation instruments. It was possible to understand that the CT skills are intrinsically present and contributed to the development of the reading and writing skills in English. According to testimonials, we highlight that the BYOD approach provided new conceptions and perspectives on the use of electronic equipment in function of the students’ learning.ResumoO Raciocínio Computacional (RC) é um conjunto de habilidades ou processos cognitivos lógico-operacionais de raciocínio, fundamentadas na Ciência da Computação. Abstração, reconhecimento de padrões, raciocínio algorítmico e decomposição são exemplos de algumas dessas habilidades que formam os quatro pilares do RC. Alguns pesquisadores consideram essas habilidades úteis, e até mesmo fundamentais, para o desenvolvimento cognitivo dos estudantes. Nesse sentido, este relato de experiência tem por objetivo apresentar aspectos práticos e possíveis contribuições do RC no desenvolvimento da competência de leitura e interpretação de textos de diferentes naturezas na disciplina de língua inglesa. Para isso, realizaram-se intervenções didáticas em uma turma do ensino médio de uma escola pública, apoiadas na abordagem Bring Your Own Device ou, simplesmente, BYOD, em que os estudantes usaram seus próprios aparelhos celulares. Durante o desenvolvimento das intervenções, os estudantes construíram mapas conceituais e podcasts, realizarem exercício online e a tradicional prova, os quais compuseram o conjunto de instrumentos avaliativos do bimestre. Por meio dessas intervenções, foi possível identificar como as habilidades do RC estiveram intrinsecamente presentes e contribuíram para o desenvolvimento da competência de leitura e escrita em língua inglesa, elencada pelos Parâmetros Curriculares Nacionais. Abstrak Perkembangan kajian filantropi Islam beberapa dekade terakhir telah memberikan kontribusi signifikan terhadap perluasan implemetasi objek zakat. Objek harta kena zakat menjadi fokus diskusi oleh beberapa sarjana, lembaga sosial keagamaan, dan pemerintah dalam mempercepat pertumbuhan zakat di Indonesia. Harta kekayaan perusahaan, zakat profesi, dan kepemilikan saham tidak luput menjadi objek harta kena zakat, hal ini didiskusikan dan diputuskan pada Muktamar ke-3 yang diselenggaran oleh Majelis Ulama Indonesia (MUI) pada tahun 2009 di Sumatera Barat, kemudian pada tahun 2017 gagasan tersebut direalisasikan dengan kesepakatan kerjasama antara Badan Amil Zakat Nasional (BAZNAS), Pasar Modal Syariah Indonesia Bursa Efek Indonesia (PMS-BEI) dalam program Sedekah dan Zakat Saham Nasabah (SAZADAH). Dalam realisasinya, program tersebut membebankan kewajiban zakat kepada akumulasi portofilio investor bukan pada kekayaan perusahaan. Disamping itu program tersebut melibatkan berbagai pihak yang menjadikan alur distribusi zakat menjadi kompleks. Oleh karena itu menarik untuk melihat hubungan relasi sosial di antara pelaku filantropis dalam program SAZADAH di PMS-BEI tersebut. Dengan menggunakan pendekatan teori relasi sosial, artikel ini berkesimpulan bahwa implentasi zakat saham di PMS-BEI merupakan relasi yang saling menguntung kedua belah pihak, walaupun pola relasi dalam program tersebut masuk dalam kategori mediated-engagement strategies dengan pola contributory dan brokering philanthropy. Abstract The development of Islamic philanthropic studies in the last few decades has contributed significantly to the expansion of zakat objects implementation. The object of property subject to zakat becomes the focus of discussion by several scholars, religious social institutions, and the government in accelerating the growth of zakat in Indonesia. Company property, professional zakat and share ownership are zakat property objects, this matter was discussed and decided at the 3rd Congress held by the Indonesian Ulama Council (MUI) in 2009 in West Sumatra, then in 2017 the idea realized by a cooperation agreement between the National Amil Zakat Agency (BAZNAS) and the Indonesian Sharia Capital Market Indonesian Stock Exchange (PMS-BEI) in the Customer's Stock Alms and Zakat program (SAZADAH). In its realization, the program imposes zakat obligations on the accumulation of investor portfolios rather than on the company's wealth. Besides that the program involved various parties who made the distribution channel of zakat complex. Therefore, it is interesting to see the relationship of social relations among philanthropic actors in the SAZADAH program on the PMS-BEI. Using a social relations theory approach, this article concludes that the implementation of zakat shares on the PMS-BEI is a mutually beneficial relationship for both parties, even though the pattern of relations in the program falls within the category of mediated-engagement strategies with contributory and philanthropic brokering pattern.

The paper follows the series of publications in “Vegetation of Russia” devoted to L. G. Ramensky (Golub, 2013, 2014, 2017 a,b). It tells about the first field trip by Ramensky together with V. P. Savich in 1907 on the northwest of the St. Petersburg province, where they under the guidance by V. L. Komarov studied the vegetation of lakes and swamps. Undoubted interest in the biography by Ramensky is represented by his choice of the direction by which he moved into the field of phytocenology. We tried to search for the reasons that pushed him to the chosen path in the impressions and experience that he took out in the first expedition in his life One of the sources of information about this expedition was the Savich’s archive at the Komarov Botanical Institute of the Russian Academy of Sciences, that contains the photo album with the photographs taken in 1907. The second important source of the events of that summer were the letters (now stored in the Archive of the Russian Aca­demy of Sciences) by Ramensky and Savich, which they sent to Komarov. Entering the St. Petersburg University in 1906, Ramensky began fr om the very first days to take part in the work of the student scientific botanical society. With a group of students, he made several excursions in St. Petersburg vicinity under the leadership by A. A. Elenkin, collecting mosses and lichens. Then together with Savich, he in the course of the whole year was engaged in their identifying. However, in 1907 they both went to another head, namely to V. L. Komarov, who began to supervise the student botanical society. Thanks to Komarov Ramensky and Savich get a business trip sponsored by the St. Petersburg Socie­ty of Naturalists to Gdov and Yamburg regions of the St. Petersburg province where they studied the flora and vegetation of the lakes and swamps The beginning of this expedition was not successful. The first point where they stopped was Ust-Narva in Estlandia, where Ramensky fell ill, that made further participation in field researches very problematic. Fortunately, he quickly recovered. Judging by the Komarov’s photo on the cape Kolganpya on the Soykinskiy Peninsula in the Savich’s album, he visited his pupils and made excursions along together with them. Ramensky and Savich reported the results of their first expedition at a meeting of the student scientific botanical society, as well as to the Imperial St. Petersburg Society of Naturalists. One of the reports, made by Ramensky on March 19, 1908, was entitled “On the сomparative method of ecological investigation of plant communities”. The title of this report literally coincides with that which he made two years later at the 12th Congress of Russian Naturalists and Physicians. The idea of continuum in the plant cover was set forth in the published abstract (Ramensky, 1910). The question is legitimate: “Was it really enough the only field season to come to the idea so not ordinary for his time”? We have to admit that yes. Plant communities of lakes, swamps, especially coastal-aquatic phytocenoseses are greatly appropriate for such conclusions. Especially obviously the changes in plant populations are seen when moving fr om the water edge of the lake up the slope of the shore, wh ere soil moisture gradually decreases. However, this was not the only reason for a new look at the vegetation cover. In 1906–1907 Ramensky closely communicated with Elenkin, who developed the theory of “mobile equilibrium” in the relationship of living organisms among themselves and with their environment. Later this theory became for Ramensky the basis from which he derived the main regularities of plant cover, in­cluding its continuum. Acquaintance to Elenkin’s publications and, furthermore, conversations with him, could promote formation at Ramensky of view on vegetation, different from that of the geobotanists of that time. We beleive, Ramensky’s physico-mathematical training, which he received while studying for two years at the Mining Institute, also contributed to a new view of the plant cover. Thus, it can be assumed that a set of factors helped the second-year student of St. Petersburg University, with the only field season, to formulated a revolutionary idea that was not immediately accepted by phytocenologists, and in general by biologists. The first expedition determined the objects of Ramensky’s research for a long time. Komarov appreciated his and Savich’s work and took them in next 1908 to Kamchatka, wh ere Ramensky continued the swamp and lake vegetation studying. In 1909–1911 he studi­ed the water and coastal-aquatic vegetation of the St. Petersburg province and the neighboring Olonets one. Ramensky quickly became so authoritative expert in the field of studying of this vegetation that in 1909 he was involved in development of the all-Russian “Program for botanical-geographical researches”, for which he wrote the chapter “Water and coastal vegetation”. When in 1911 Ramensky was invited to Voronezh province for “natural historical research”, he began his activity with the study of lake and swamp vegetation, gradually passing to the research of mea­dows. Later, Ramensky studied various types of vegetation. Nevertheless, the phytocoenoseses of hydromorphic landscapes, which he has faced in his first expedition, were forever the most interesting to him.
