The thesis examines privatization programmes worldwide, but with the particular reference to the UK, to establish different approaches to and modes of privatization to assess their relevance to socio-economic development in Pakistan. Within this focus, emphasis is given to the utilities privatization and a case study of telecommunications privatization is provided. The thesis draws establish general conclusions on preconditions and impacts from western privatization experiences, especially from the UK utilities programmes. It then identifies strategic options for the reform programmes for Pakistan utilities, particularly for Pakistan Telecommunication Corporation (Pak Telecom), by comparing the past experiences and present situations of both countries. From this examination, it is concluded that arguments for and against privatization generally and telecommunications particular have been over general and over prescriptive and it is argued that: a strategic contingency approach to privatization that takes account of economic, political, social and cultural variation, is necessary. Further more it is shown that Western models of privatization are unlikely to be feasible in the context of Pakistan Telecom and a tailored multiple modes approach (mixed model) to privatization is proposed, explored for that context.

Vital societal functions are upheld by public infrastructure. For some time, normative theories describing asset management have disseminated in research and in business. Public infrastructure companies are increasingly required to adhere to management standards under regulatory pressure, however, the research area is in need of more empirical contributions on which challenges companies face when implementing management systems standards in their organization. For asset management systems and the ISO 55000 series in particular, the empirical data is lacking. This thesis addresses the challenges public utility companies face when implementing asset management principles. A qualitative case study was conducted during a five-month period at Sweden's largest water utility company, Stockholm Vatten och Avfall AB (SVOA). Fourteen interviews were conducted and compared with company documents to provide triangulation. The findings suggest that the main challenges a public utility company has to overcome to implement an asset management model are: 1) Lack of strategic and long-term planning responsibility. 2) Unclear division of asset responsibilities. 3) Lack of top management commitment towards asset management systems. 4) No standardized risk management. 5) Lack of information sharing between departments. The implications of this study are twofold: In a practical sense the thesis argues for top management of public infrastructure firms to commit to principles of asset management theory, provide a clear division of asset responsibility, introduce systematic risk management principles and policies, as well as promote cross-divisional exchanges of experiences. Academically, this investigation contributes to the literature by providing a better understanding of the ISO 55000 series, and the implementation process of standards similar to it, in the context of companies managed by the public sector.
Kritiska samhällsfunktioner möjliggörs av offentlig infrastruktur. Sen ett antal år tillbaka finns flertalet normativa teorier publicerade som beskriver hur tillgångshantering (asset management) ska gå till. Under krav från lagstiftning och tillsynsmyndigheter måste offentliga verksamheter i allt högre grad införa standardiserande arbetssätt. Det finns en brist på forskning kring utmaningarna att bygga upp och införa ledningssystem i verksamheten. Särskilt ledningssystem för tillgångshantering som till exempel ISO 55000 saknar empiriska data. Detta examensarbete behandlar de utmaningar offentliga infrastrukturbolag står inför för att implementera tillgångshanteringsprinciper. En kvalitativ fallstudie gjordes över fem månader på Sverige största leverantör av vattentjänster, Stockholm Vatten och Avfall AB (SVOA). Totalt fjorton intervjuer gjordes och jämfördes mot interna företagsdokument för att uppnå triangulering. Resultaten pekar på att de största utmaningarna ett offentligt infrastrukturbolag måste övervinna är: 1) Brist på strategisk och långtidsplanering. 2) Otydlig fördelning av tillgångsansvar. 3) Brist på ledningsengagemang för tillgångshanteringssystem. 4) Avsaknad av standardiserad riskhantering. 5) Brist på informationsutbyte. Konsekvenserna av examensarbetet är tvåfaldig: På ett praktiskt plan argumenterar examensarbetet för att ledningen av offentliga infrastrukturbolag bör förpliktiga sig åt tillgångshanteringsprinciper. De bör även införa en tydlig uppdelning av tillgångsansvar, introducera standardiserade riskhanteringsmodeller och policy, samt bidra till tvärfunktionella erfarenhetsutbyten. På ett akademiskt plan bidrar examensarbetet till att utöka förståelsen för ISO 55000 standarden och implementeringsprocessen för liknande standarder i kontexten av offentligt styrda företag.

Nos últimos anos, a avaliação de desempenho tem sido uma das áreas da Gestão mais importante e estudada, com o foco da investigação nas organizações públicas e privadas. A avaliação de desempenho é um processo em que se procura identificar, observar, medir e desenvolver o desempenho dos membros de uma dada organização em consonância com a sua missão, visão e valores, sendo a satisfação com a mesma, uma das reações mais frequentemente medidas. Na presente dissertação será analisada a satisfação com o processo de avaliação de desempenho (PAD) numa organização de prestação de serviços a organizações do sector público português. Isto porque a satisfação dos colaboradores gera comportamentos que tendem a refletir-se num bom desempenho, o que contribui para a melhoria da prestação do serviço público. Assim, pretende-se estudar a perceção da utilidade e precisão do PAD e a sua relação com a satisfação com a avaliação de desempenho, assim como o papel mediador da satisfação com o PAD na relação entre a perceção da utilidade e a perceção da precisão do PAD com a satisfação com a avaliação de desempenho. Para esta análise foram recolhidos dados de 47 colaboradores da organização investigada. Os resultados demonstraram que existe uma relação positiva entre a perceção da utilidade e precisão do PAD e a satisfação com avaliação de desempenho, bem como uma relação positiva entre a satisfação com o PAD e a satisfação com a avaliação de desempenho.
In recent years, performance appraisal has been one of the most important and studied areas in Management, with emphasis of the investigation in public and private organizations. Performance appraisal is a process that seeks to identify, observe, measure and develop the performance of members of a given organization in line with the organization's mission, vision and values, and satisfaction with it is one of the most frequently measured reactions. In this dissertation, the satisfaction with performance appraisal process in an organization that provides services to Portuguese public sector organizations will be analyzed; because, employee’s satisfaction generates behaviors that are likely to be reflected in good performance, which contributes to a better public service delivery. As such, the purpose is to study perceived utility and accuracy of the performance appraisal process and its relationship with satisfaction with performance appraisal, as well as the mediating role of satisfaction with performance appraisal process in the relationship between perceived utility and perceived accuracy of the performance appraisal process with satisfaction with the performance appraisal. In this analysis, data was collected from 47 employees of the studied organization. The results showed that there is a positive relation between the perceived utility and accuracy of the performance appraisal process and the satisfaction with the performance appraisal, as well as there is a positive relation between the satisfaction with the performance appraisal process and the satisfaction with the performance appraisal.

Galaxy shell, a sub component of Galaxy project, is designed and implemented. Galaxy shell is a core component of the Galaxy services, which provides an interface for Galaxy developers or other modules to access certain functions supported by Galaxy system. Through Galaxy shell, developers can search, query, and bind resources according to static or dynamic constraints, launch commands either locally or remotely. Galaxy shell also supports some special functions, such as remote pipeline and multicast remote execution. Galaxy shell not only provides a valuable tool for the research and development of Galaxy project, but also can be integrated into the core management module of Galaxy, Distributed Resource Allocation Manager, to realize automatic discovery, dissemination, and allocation Galaxy resources. The specification of Galaxy shell is also provided.
Galaxy shell is implemented based on Project JShell, an emulation of a UNIX shell written in Java. Galaxy shell extends JShell by adding new commands special for Galaxy resource management and consumption. Project JavaCC, a parser generator and lexical analyzer generator is used for writing the token manager and parser for Galaxy shell. Apache XML-RPC is used to implement remote procedure calls.

Africa has a high rate of revenue under-collection in public water utility companies. This rate currently averages 20-50%, and the rate is 18% for Malawi alone. The purpose of this single-case study was to explore credible business strategies senior managers of water utilities use to address inefficiencies in collecting water fee revenues. The conceptual framework for this study was revenue management, which includes strategic constructs for increasing amounts of revenue collection. The target population for this study was 5 senior managers of a public water utility in Malawi, which is located in the southeastern part of Africa. Data collection included semistructured, face-to-face interviews and a review of company documents. The data analysis process involved the use of thematic analysis, including methodological triangulation, to identify 4 themes: innovative strategies, effective metering and billing, customer relationship management, and disconnection of water supply from customers with overdue bills. These themes highlighted credible business strategies that, for these 5 senior managers, were effective in revenue collection. Addressing inefficiencies in collecting water fee revenues will facilitate positive social change by increasing profits, growing the water business, reducing the crime rate by employing more people, providing potable water to reduce waterborne diseases, and contributing to the sustainable social and economic development of the people of Malawi.

ENGLISH ABSTRACT: This thesis discusses the meaning of public purpose and public interest in s 25 of the Final Constitution. The main question that is asked is: how does ‘public purpose’ differ from ‘public interest’, and what impact did the Final Constitution have on the interpretation and application of the public purpose requirement in expropriation law in South Africa? This question is investigated by looking at how the courts have dealt with the public purpose requirement, both before and during the first years of the constitutional era in South African law, and also with reference to foreign law. The thesis shows that the position has not changed that much yet because the interpretation of this requirement has not received much attention in constitutional case law. The main focus is to show that the reason for the interpretation problems surrounding this requirement is the apparent conflict between the formulation of the public purpose requirement in the Final Constitution and in the current Expropriation Act of 1975. It is pointed out that the efforts that were made to resolve the problem failed because the Expropriation Bill 2008 was withdrawn. Consequently, it is still unclear how the public purpose requirement has been changed by s 25(2) of the Constitution, which authorises expropriation for a public purpose or in the public interest. This apparent lack of clarity is discussed and analysed with specific reference to the different types of third party transfers that are possible in expropriation law. Comparative case law from Australia, Germany, the United Kingdom, the United States of America and the European Convention on Human Rights is considered to show how other jurisdictions deal with the public purpose requirement in their own constitutions or expropriation legislation, with particular emphasis on how they solve problems surrounding third party transfers. In the final chapter it is proposed that the Expropriation Bill should be reintroduced to bring the formulation of the public purpose requirement in the Act in line with s 25(2) and that expropriation for transfer to third parties could be in order if it serves a legitimate public purpose or the public interest (e g because the third party provides a public utility or for land reform), but that expropriation for economic development should be reviewed strictly to ensure that it serves a more direct and clear public interest than just stimulating the economy or creating jobs.
AFRIKAANS OPSOMMING: Hierdie tesis bespreek die betekenis van openbare doel en openbare belang in a 25 van die Finale Grondwet. Die belangrikste vraag is: hoe verskil ‘openbare doel’ van ‘openbare belang’, en watter impak het die Finale Grondwet op die interpretasie en toepassing van die openbare doel-vereiste in die Suid-Afrikaanse onteieningsreg gehad? Die vraag word ondersoek met verwysing na die howe se hantering van die openbare doel-vereiste voor en gedurende die eerste jare van die nuwe grondwetlike bedeling, asook met verwysing na buitelandse reg. Die tesis toon aan dat die posisie nog min verander het omdat die interpretasie van die vereiste in die grondwetlike regspraak nog nie veel aandag gekry het nie. Daar word aangetoon dat interpretasieprobleme rondom hierdie vereiste ontstaan as gevolg van die oënskynlike teenstrydigheid tussen die formulering van die openbare doel-vereiste in die Finale Grondwet en in die huidige Onteieningswet van 1975. Daar word geargumenteer dat pogings om die probleem op te los gefaal het omdat die Onteieningswetsontwerp 2008 teruggetrek is. Dit is daarom steeds onduidelik hoe die openbare doel-vereiste deur a 25(2) van die Grondwet, wat onteiening vir ‘n openbare doel of in die openbare belang toelaat, verander is. Hierdie oënskynlike gebrek aan sekerheid word bespreek met verwysing na die verskillende gevalle waarin eiendom onteien en dan aan derde partye oorgedra word. Indirect standardization was used to produce estimates of the prevalence of selected risk factors and health status indicators for all health units in Ontario, based on their socio-demographic characteristics and on the relationships between these socio-demographic variables and the health variables of interest, as measured by the Ontario Health Survey (OHS). Socio-demographic variables were drawn from both the OHS and the 1986 Census of Canada. In addition, the validity of the estimates was assessed. A total of 13 combinations of predictor variables were used to estimate 18 selected health status indicators and risk factors. Results showed that the choice of predictor variables used for estimation can have a substantial impact on the error associated with a set of estimates. As well, it was found that the dispersion of the estimates was reduced in comparison to the true values. The ranking of the estimates was found to vary from poor to good. In addition, estimates were shown to be better than using the provincial value as the estimate for each health unit value. Comparison by region showed that estimates for northern regions had somewhat more error than estimates for other regions and that addition of a geographic identifier reduced the amount of error among the estimates. Given all these results, it was concluded that this type of methodology does not appear to be adequate to meet the information needs for health units but that other methods such as regression might produce better results.

This thesis evaluates the utility of �social capital� for public health in four dimensions (communication, explanation, practice and measurement) and at two levels (macro and micro), using interviews with public health workers and a theoretical analysis of social capital. It concludes that the concept is potentially useful for public health but that there are limitations to its utility, arising from the presence of two competing discourses or world views identified in the social capital literature: the rational choice discourse and the political economy discourse. This thesis argues that although social capital is widely perceived to have rhetorical leverage in macro-level policy debates, its contested meaning draws into question the value of any consensus built on the glossing over of different world views. The concept has no value for communication at the micro level. The rational choice theory of social capital appears useful for explaining the social determinants of health although it does not adequately account for the power structures which shape and constrain access to social capital, and it undervalues many aspects of social relationships. The political economy approach is more useful in these respects but is far more complex and difficult to quantify. It is unclear whether either of these theories adds much value to the existing literature which social capital tends to eclipse. The concept has limited value for public health practice, as the dual world views embedded in it can be used to support widely varying policy directions. It is also limited by its inability to describe the dynamics of change or to identify levers for initiating change. The meaningfulness of social capital indicators is compromised by the reductionism of the rational choice paradigm. The political economy discourse renders the development of quantitative indicators far more problematic but may be useful for informing qualitative research.

Recently, there has been a growing trend towards public-private partnerships and privatization in the water supply industry. However, the benefits of public-private partnerships and privatization are not clear. In order to better understand the consequences of the shift towards the private sector, one must recognize the different approaches used by each sector. This study compares the financial and management strategies of the public and private water utilities. The various strategies are presented through six case studies of public and private water utilities in the United States. Each study focuses on the capital investment program, financing sources, and management practices of each utility. A financial analysis of each utility is performed to support the case study. Eight financial ratios are used to evaluate the utilities' financial leverage, efficiency and liquidity. Finally, some general conclusions about the different approaches used by each sector are discussed.

With the entry into force of the Constitution of Peru of 1993, the economic model of social market economy, which was accompanied by an institutional reform, creating four (4) regulators of utilities and one (1) competition agency, was established. The economic model of social market economy, guarantees free competition in the market as a general rule, establishing a regulatory framework for public services that before the reform, were managed directly by the State. Thus, in this paper we will learn how to set up the Peruvian institutional framework and what are the main similarities and differences between competition and regulation, for which we will detail the functions of the competition agency and regulatory bodies as well as interaction between the two.
Con la entrada en vigencia de la Constitución Política del Perú de 1993, se estableció el modelo económico de economía social de mercado. Como parte del mismo, se realizaron una serie de reformas institucionales del Estado, creándose cuatro organismos reguladores de los servicios públicos y una agencia de competencia. El modelo económico de economía social de mercado garantiza la libre competencia en el mercado como regla general, estableciendo un marco regulatorio para los servicios públicos que, antes de la reforma, eran gestionados directamente por el Estado. Así, en el presente trabajo podremos conocer cómo se ha establecido el marco institucional peruano y cuáles son las principales similitudes y diferencias de la competencia y la regulación, para lo que detallaremos las funciones de la agencia de competencia y la de los organismos reguladores, así como la interacción que existe entre ambos.

Mill argues for this feature in the first three chapters of Representative Government. This argument is interpreted in the context of Mill’s utilitarian views as elaborated in Utilitarianism, with emphasis on Mill’s understanding of pleasure formation and high quality utility.

Borderline personality disorder (BPD) is a complex psychiatric condition whose severity is compounded by the heterogeneous psychological functioning of those who suffer from the disorder. This heterogeneity has made the identification of a unified treatment strategy difficult and attempts to resolve this variation within the disorder by investigating subtypes of BPD have been made. However, the clinical utility of this approach has not been examined. The major object of this research project was to investigate the presence of subtypes of BPD and to examine whether treatment effectiveness varied as a function of subtype. Data from 61, predominantly female, participants with BPD were entered into a cluster analysis. Using variables that are central to cognitive behavioural models of BPD and have been shown to be heterogeneously distributed in previous BPD samples, two subgroups were identified and defined on the basis of whether participants attributed the causes o f negative events as being themselves or other people. Consistent with hypotheses, the subgroup with a tendency to blame others for negative events showed far lower levels of change between admission and discharge than the subgroup who blamed themselves for negative events, on both measures of statistical and clinical significance. Alternate means of identifying participants who optimally responded to the intervention were explored and a cluster analysis identified two groups of participants that were separated on the basis of whether they had shown clinically significant change on a range of variables. It was found that data from admission to the program could successfully predict which participants would belong in the optimal or mixed response groups upon discharge. Taken together, the findings of this research project suggest that not only can theoretically valid subgroups of BPD be identified, but that they have clinical utility in understanding participants' response to intervention. Further, the findi ngs suggest that profiles of clinical change can be identified and predicted. The findings of this research project are discussed with respect to their methodological limitations, suggestions for future research, and their implications for both theory and practice.

This thesis presents an in-depth case study of a Malaysian public utility company expected by the government to transform itself into a self-financing, efficient and profitable organisation during corporatisation. As profitability became increasingly important, attempts to enhance profitability were made through imposing new accounting rules and recruiting new accounting graduates. In spite of these attempts, the finding reveals that accounting changes were enacted, but over time became separated from, or loosely coupled with, other intraorganisational concerns. An explanatory case study method, using mainly semistructured interviews and document reviews, was adopted. The framework for understanding the process of implementing accounting change, the context in which change unfolded and the emerging consequences of change is based on the combined insights of New Institutional Sociology (Meyer and Rowan, 1977) and Old Institutional Economics (Bums and Scapens, 2000). As sensitising devices, these institutional theories are useful, but alone are not able to fully incorporate the idiosyncrasies of the case findings. Subsequently, the research aims to develop a theoretical framework to understand the processes through which accounting systems can become loosely coupled by incorporating the insights drawn from the two institutional theories as well as the idiosyncrasies of the case. In this framework loose coupling is conceptualised as an evolutionary process shaped by existing internal institutions, the beliefs and norms in the environment, and the interests and power of organisational actors. Issues of the intertwined relationship between efficiency and institutional pressures, the balancing act between public service and profitability concerns, and the inter-play of resistance, trust and power are included. The theoretical framework enriches our understanding of why the role of accounting took its present form and why accounting change was enacted, but continued to (re )embed the existing public service values and norms within the case organisation. It is able to capture the complexity of the ongoing process of accounting change during which the ingrained public service values and practices remained stable in spite of corporatisation.

The study presents a review of the establishment and operation of the Curriculum Consultancy Section of the ACT Schools Authority over the period of the first decade of its existence. It considers the move to establish a new and different education system; the important reports which gave impetus to that move; first the Currie Report (1967.), Report on an Independent Education Authority for the Australian Capital Territory and the three further reports which kept the spirit of the Currie Report alive, i.e. the Neal-Radford Report (1972.), the Campbell Report (1973.), and the Hughes Report (1973.). The study emphasises the haste with which the new system was finally established; that there was not time to develop a 'coherent, imaginative and suitable plan' (Currie, 1967, p.9.) and that staff resources were inadequate. As Beare (1978.) has noted, 'At no time in its first four years was the Schools Office given the manpower needed merely for maintenance functions let alone for development activities ... .' (p.80.) The curriculum issues that arose in planning this new system and the curriculum context within Australia are considered prior to a close examination of the development and operation of the section during the decade; the pressures which affected it and the changes which occurred This examination as the main body of the study falls easily into three periods; The First Years; The Middle Years of the First Decade; and the Final Years of the First Decade; each period coinciding with the period of tenure of one of the three principals the section has had in those ten years. Throughout this main body of the study the major recurring themes affecting the life of the section are closely followed, i.e. the conflict within the system, the diversity of demands and the difficulties of meeting those demands, the difficulty of defining role and function and the problems of leadership. In conclusion the study reflects on these recurring themes and examines the changes which have occurred over the decade, e.g. the changes in role and function, the shift in orientation to consultancy, the changes in selection and professional development of consultants, the concentration of consultants in priority areas and the developing cohesiveness of the consultancy section. Finally the study addresses the future; consideration is given to the stage in the life cycle of an organisation that the ACT Schools Authority is at currently and to the effect that this may possibly have upon the undoubtedly troubled future of the Curriculum Consultancy Section. The study draws on the documents available; on interviews with people who have worked in the area and also on the extensive body of literature which is available.

The value and feasibility of implementing the Corridor concept has been debated for over twenty years. A corridor provides land for the coordinated placement of future linear facilities such as highways, railways, pipelines, powerlines and municipal services. Few corridors have been established, although there has been obvious interest in the concept. A number of studies into the feasibility of establishing corridors have been completed in the United States, Alberta and British Columbia. This thesis examines the benefits, disadvantages and implementation problems associated with the corridor concept. Through a literature review, the factors influencing linear facility right-of-way location and width are examined. Also, from the literature, the benefits and disadvantages associated with corridor implementation and the key factors which have inhibited corridor implementation are identified. The Alberta corridor program is studied and the corridor origins, design, institutional framework and implementation mechanism identified. The case study indicated that a set of unusual circumstances allowed for the establishment of the Alberta corridors. This thesis concludes that corridors do provide net benefits for the community in the long term but that they are difficult to implement. The major planning implication of corridors is that they bring right-of-way planning into the sphere of land use planning and reduce the emphasis on economics and engineering.

Le service public hospitalier a été institué par la loi du 31 décembre 1970 qui en donne une définition fonctionnelle. Bien que le législateur promeuve un modèle hospitalo-centré, il n’exclut pas les établissements privés associés au service public hospitalier par le biais de modalités de participation qui les défavorisent. Affaibli par les réformes hospitalières successives, le service public hospitalier va s’atrophier jusqu’à la réforme du 21 juillet 2009 qui supprime la notion pour lui substituer celle de missions de service public. Cette conception fonctionnelle est conforme à la théorie du service public et compatible avec la définition du service d’intérêt général défendue par le droit de l’Union européenne, mais elle est en décalage avec les faits. À la définition fonctionnelle théorique défendue par le législateur depuis 1970, se substitue, en pratique, une conception organique résultant de modalités de mise en œuvre du service public hospitalier nettement favorables au secteur public. En effet, les établissements publics de santé bénéficient d’un statut singulier caractérisant leur prépondérance. La loi du 26 janvier 2016 confirme la prégnance de la conception organique en réhabilitant la notion de service public hospitalier, et en maintenant les établissements du secteur public dans leur rôle d’acteurs naturels de ce service public. Des interrogations demeurent, toutefois, concernant la pérennité du système de santé. Celui-ci doit céder la place à un service public de santé, intégrant le service public hospitalier, susceptible de chapeauter l’action de l’ensemble des protagonistes de la santé et de garantir le déroulement d’un parcours de santé accessible, égalitaire et qualitatif
The public hospital utility has been established by the law of December, 31st, 1970, which gives a functional definition. Although the legislator promotes a hospital-centered model, it doesn’t exclude the private establishments associated to the public hospital utility by means of methods of participation which penalize it. Weakened by successive hospital reforms, the public hospital utility will atrophy until the reform of July, 21st, 2009 which deletes the notion and substitutes it by the concept of public service missions. This functional conception is in accordance with the service public theory and compatible with the definition of general interest service defended by the European Union law, but isn’t in keeping with facts. The theoretical functional definition supported by the lawmaker is replaced, in practice, by an organic conception resulting from details of implementation of public hospital utility decidedly favorable to sector public. Indeed, public health establishments benefit from a singular status characterizing its predominance. The law of January, 26, 2016 confirms the resonance of the organic conception by rehabilitating the notion of public hospital utility, and by maintaining public sector institutions in its role of natural actors of this public utility. Questions remain, nonetheless, concerning the durability of the health system. It must step back for a public health service, integrating the public hospital utility, able to head the action of all health protagonists and to guarantee the progress of an accessible, egalitarian and qualitative fitness trail

Public administration scholars accept that public service values guide administrators’ behavior. This guidance also derives from social and cultural values that motivate administrators’ individual attitudes. A part of the field recognizes that public servants play an active role during the implementation process through their daily use of discretion. Nevertheless, public administrators’ values and attitudes are rarely linked to policy implementation and organizational performance. In consequence, public policy evaluation seldom considers the role of values and attitudes of those implementing policy. This study examines how public administrators’ values and attitudes towards citizens shape policy implementation and influence organizational and program performance. The implementation and results of Section 8 HCV Program serve as case study to address the linkage between public service values and performance. The Section 8 HCV is the federal government's major program that assists low-income families, elderly and disabled people to afford decent, safe, and sanitary housing in the private market. The Program allows participants to choose any housing that meets its requirements. This research hypothesizes that environmental and organizational factors impose a toll on organizational and policy performance and that public administrators’ values and attitudes towards recipients buffer some of these effects. The study employs a quantitative methods approach to examine and combine demographic characteristics of the communities that surround Public Housing Authorities -where the Section 8 Housing Choice Voucher Program is implemented-, statistic indicators of the local housing market, Section 8 HCV structural factors of operation, levels of poverty and race desegregation in vouchers recipient, and the quality of their neighborhoods, to establish a correlation between Public Housing Authorities’ poor performance and less advantageous environmental factors, and vice versa. I conducted semi-structured interviews among Section 8 HCV Program’s case managers, directors and front-line practitioners in Public Housing Authorities in the states of Florida and California to identify the Public Service Values-based strategies that influence program’s implementation, and both, organizational and program’s performance. The quantitative evidence collected and analyzed in this dissertation indicates that environmental and organizational factors impose a toll on Public Housing Authorities and Section 8 HCV program’s performance. Meanwhile, the qualitative portion of the study suggests that public administrators’ values and attitudes towards recipients permeate the implementation process and influence Section 8 HCV program’s results.

This thesis takes the position that firm performance is derived from the value embodied by combinations of distinct socio-cultural resources and capabilities. In particular, this thesis explores practice in the context of Maori business to understand the mutual influences between economic exchange and social-cultural structures in terms of achieving improved firm performance. I begin by suggesting that much of the knowledge development and community practice in organisational analysis is subsumed within a Kuhnian conventionalism, which is not useful to gaining a deeper understanding of firm performance. I argue that what is required is an approach that emphasises the contextual development of society and organisation (embodied by social and cultural relations). This brings to the fore the pragmatist epistemology of practical knowledge, an approach to research and analysis of organisations that is at the heart of this research. Practical knowledge connects to the pragmatic orientation of Indigenous logics in this instance kaupapa Maori, which draws us to a perspective of knowledge that is experiential, contextual, diverse and inclusive. The effectiveness of a practical knowledge perspective by means of its pragmatic epistemology allows us to understand Maori businesses operating within a distinctive frame of socio-economic rationality providing a broader utility leading to culturally constituted forms of practice. It was through this lens that I engaged with the proposition regarding firm performance prompting us to look at the field of leadership (habitus), exchange (inter-capital exchange) and relationships (field) in particular. A major emphasis was a search for an appropriate method that would provide an avenue of authentic engagement with the cultural context embodied by kaupapa Maori. In terms of empirical investigation this thesis advances the utility of narrative as an expository technique and interpretive device that accords full recognition of Maori socio-cultural systems of relationships, historic circumstances and current practices. Conducted over three years (December 2004 and June 2006), the fieldwork component involved multiple strands of narrative in the form of dialogue, stories,metaphors, documentation and experiences of myself, other individuals and Maori economic development hui, or gathering. A key finding of this thesis is that kaupapa Maori as expressed through business practice offers a practical utility in relation to the capability of and potential outcomes for improved firm performance. I argue that there are unique characteristics of Maori business practice, which are grounded in the epistemological stance of kaupapa Maori in combination with Western philosophies and techniques of organisation that contribute to the performance of Maori businesses. In addition, I argue that it offers a view of the organisation as something beyond a disembodied system of market exchange and recognises the embeddedness of social processes in each culture will bring specific cultural nuances to the formulation of what constitutes organisational success. Finally, I suggest that kaupapa Maori research, grounded by the epistemological and ontological assumptions of an Indigenous paradigm provides opportunities for gaining greater insight into the dynamics of organisation and management research.

This examine illustrates the section heads' and caregiving staffs' perceptions of the influence of New Public Management (NPM) in public retirement homes in Malmö. A central theme is to investigate if the main features of New Public Management are noticeable and if that's the case, are the consequences an advantage or disadvantage? The main features of New Public Management in this examine are: decentralization, competition, internal market, cost- conscious, management by objectives with a focus on results and costumer focus.To reach answers to the questions above, a quantitative and a qualitative approach has been chosen. The study is based on 41 questionnaires with enrolled nurses/nurse's assistants and four semi-structured interviews with section heads of retirement homes. Four different retirement homes have been participated in this study. To understand the material, two different theories have been chosen; the new- institutional theory and the organization- political theory. These theories are clearly influenced by each other in that term that they are illustrating different perspectives of the phenomena Management bureaucracy. Further, this phenomenon can also be related to New Public Management.The material shows the section heads' of the retirement homes and the caregiving staffs' experience if the main features of New Public Management are implemented in the organization and secondly, which advantages and disadvantages those have occurred. The professionals have different opinions regarding if NPM are noticeable and if the consequences are an advantage or disadvantage. The reached conclusion in this examine is however that New Public Management is visible in the retirement homes of the public sector in Malmö and this is mainly seen as an advantage.

As pressures increase on the budgets and competitiveness of companies, more attention is being given to reduce workplace absenteeism and its cost. Job satisfaction has been noted as one of the factors influencing an employee's motivation to attend. Studies on the relationship between absenteeism and job satisfaction seem to be inconsistent. Some research has found no correlation between these two variables whereas other studies indicate a weak to moderate relationship between these two variables. The aim of this study was to determine whether there is a relationship between job satisfaction and absenteeism in a selected department within and Electricity Unit in the Western Cape.

ENGLISH ABSTRACT: This thesis focuses on the problem of knowledge retention and transfer in the face of the imminent retirement of experts, who are hard to replace for demographic or skill shortage reasons. Distinctions between technical, social and structural knowledge are made, and the theory on what makes knowledge “sticky” for transfer between generations of workers is reviewed. Thereafter, a case study of the knowledge retention situation at a public water utility is presented. In this regard, a large number of technical experts are due to retire within the next five years. Knowledge audit interviews were conducted with fifteen experts that have been with the organisation for most of their career and are due to retire soon. They were asked about what they considered to be their ‘hard to replace’ knowledge and professional networks, to what extent this could be captured or transferred, and what they considered to be the difficulties in terms of retaining this knowledge and these networks after their retirement. It was found that the motivation of experts to contribute to knowledge transfer and retention was low. This had to do with the perception that more junior members of the organisation are in any case likely to leave and with an organisational culture that was not supportive of knowledge transfer and retention activities. Moreover, a lack of knowledge leadership and formal knowledge management systems hindered knowledge transfer and retention practices. This study concludes that as far as the case in question is concerned, there is a need for a formal knowledge management system and strategy, and that top management commitment is critical for the success of knowledge transfer and retention. With regard to the theory of the stickiness of knowledge, the case study highlighted the importance of organisational culture and trust when it comes to the motivation of retiring experts to transfer their knowledge. It also emphasised that a silo-type organisational structure limits absorptive capacity, and that the social knowledge of professional networks, rather than technical knowledge, are the most difficult to retain.
AFRIKAANSE OPSOMMING: Die tesis fokus op die problem van kennisbehoud en –oordrag teen die agtergrond van diensverlatende spesialiste wat moeilik vervangbaar is vanweë redes van demografie of vaardigheidtekort. Onderskeidinge word getref tussen tegniese, sosiale en strukturele kennis en ʼn oorsig word gegee van die teorie oor “klewende kennis” in die oordrag van kennis tussen generasies van werkers. Daarna word ʼ n gevallestudie van die kennisbehoudsituasie in ʼ n publieke waterverskaffer ondersoek. In hierdie geval sal ʼn groot getal tegniese spesialiste binne die volgende vyf jaar die organisasie se diens verlaat. ʼ n Kennis-oudit is met behulp van onderhoude met vyftien sulke spesialiste, wat die grootste deel van hulle loopbane by die onderneming werksaam was, onderneem. Hulle is uitgevra oor wat hulle sien as die kennis wat met hulle diensverlating vir die organisasie verlore sou gaan en omtrent die professionele netwerke wat hulle onderhou. The lack of a comprehensive database for both concentrating and photovoltaic utility-scale solar power projects, those with a generation capacity of greater than 50 MW, hinders the ability of researchers and policy makers to examine the state of solar development in the state of California. This research project seeks to fill this gap in understanding by creating a database of proposed and developed projects in order to examine trends in proposals, process time, approvals, and construction starts. Existing literature was evaluated to determine potential factors for project success in approval and construction. Upon determination of these factors, the project database was developed through use of publicly available data and extensive Internet searches of planning documents, industry releases, and articles on existing and proposed projects. The completed database, containing eighty projects, was analyzed to provide an initial look at the overall state of solar project development in California. This report details these early findings as well as areas for further research. The analysis indicates that, while California has a high amount of proposed projects and generation capacity, many projects do not reach the end of the public approval process and fewer still enter construction and operation.

Des mesures de sections efficaces neutroniques sur l’241Am ont été réalisées à l’IRMM à Geel, en Belgique, dans le cadre d’une collaboration entre ce laboratoire de la Commission Européenne et des laboratoires français du CEA et du CNRS. Des échantillons d'oxyde d'américium spécialement dédiés à ces mesures furent fabriqués au sein de l'ITU à Karlsruhe à partir de matière première fournie par le CEA Marcoule. Concernant la mesure de la réaction (n,2n), les irradiations eurent lieu auprès de l'accélérateur Van de Graaff de l'IRMM en plusieurs sessions de février 2007 à mars 2008. Cet accélérateur fournit un faisceau de neutrons quasi-monoénergétiques à des énergies comprises entre 8. 4 et 20. 6 MeV via les réactions D(d,n)3He et T(d,n)4He. La section efficace fut déterminée relativement à celle de la réaction standard 27Al(n,α)24Na. Les résultats détaillés dans cette thèse présentent la première mesure expérimentale de cette section efficace au-delà de 15 MeV, ainsi que trois autres énergies en bon accord avec les expériences précédentes. Les mesures de sections efficaces totale et de capture furent effectuées au sein de la source blanche de neutrons GELINA de l'IRMM. Ces mesures, effectuées entre mars 2007 et décembre 2008, se concentrent principalement sur les deux premières résonances de la section efficace de l'241Am aux énergies 0. 3 et 0. 57 eV. Les résultats des mesures de transmission confirment les tendances des mesures intégrales vers une augmentation de la section efficace. Les mesures de capture furent effectuées dans la continuité de celles de transmission, mais leur analyse n'est pas incluse dans ce travail de thèse
Neutron induced reaction cross sections on 241Am have been measured at the IRMM in Geel, Belgium, in the frame of a collaboration between the EC Joint Research Centres IRMM and ITU and French laboratories from CNRS and CEA. Raw material coming from the Atalante facility of CEA Marcoule has been transformed into suitable AmO2 samples embedded in Al2O3 and Y2O3 matrices. The irradiations for the 241Am(n,2n)240Am reaction cross section measurement were carried out at the 7 MV Van de Graaff accelerator using the activation technique with quasi mono-energetic neutrons from 8 to 21 MeV produced via the D(d,n)3He and the T(d,n)4He reactions. The cross section was determined relative to the 27Al(n,α)24Na standard cross section and was investigated for the first time above 15 MeV. The induced activity was measured off-line by standard γ-ray spectrometry using a high purity Ge detector. A special effort was made for the estimation of the uncertainties and the correlations between our experimental points. A different sample of the same isotope 241Am has been measured in transmission and capture experiments in the resolved resonance region at the neutron ToF facility GELINA. The transmission measurement was performed in two campaigns, with an upgrade of the whole data acquisition system in between, followed by an investigation of its new performances. A preliminary analysis of the resonance parameters tends to confirm the recent evaluation to a higher value for the cross section at the bottom of the first resonances. A new design of C6D6 detectors for capture measurements has been studied, but the data reduction and analysis of the measurement are not part of this work

The primary aim of the study was to determine if the propensity score data analytic procedure was sufficient to remove the sampling bias that was thought to be present in a large multiple-year smoking prevalence survey. The survey under examination was the Adult Tobacco Survey (ATS) administered in the state of Arizona in 1996, 1999, and 2002 by the Tobacco Education and Prevention Program. Information provided by the ATS is used to obtain estimates of smoking prevalence and determine attitudes and beliefs about smoking. In an attempt to obtain more relevant information, the ATS was revised between the 1999 and 2002 survey administrations; questions were added or removed, the order in which questions were presented was modified, and question wording was altered. In addition, slight changes in research protocol throughout the years had resulted in different sampling procedures and inclusion/exclusion criteria. It was suspected that these differences between the survey years had resulted in sampling bias or selection error. In an attempt to control for the sampling bias, two propensity score analyses were conducted that examine differences between survey years as well as differences due to variations in the surveys. It was anticipated that examining participants that had been stratified and matched using the calculated propensity scores would facilitate the comparison of groups that were originally nonequivalent. After stratifying and matching the participants, the two propensity analyses resulted in statewide prevalence estimates that were similar for the three years and revealed a steady decline in smoking prevalence. Based upon the results obtained with this investigation, it was concluded that the propensity score performs adequately to remove sampling bias in large multiple-year surveys.

This study examined the issues and concerns for improving productivity in the public sector in South Africa, aligned in particular with the processes of its fundamental transformation, and the aims and objectives of the Reconstruction and Development Programme (RDP). More than that, it provided the view, the approach, the strategies and techniques to bring about productivity improvement. Productivity is not presented as a panacea to solve all problems. It is presented mainly as an attitude about the importance of productivity that must be acquired followed by suggestions for how to bring about its development. To provide both a comprehensive and at the same time a focused approach to improving productivity in the public sector. A second objective was to describe new skills and proven strategies that could be used for productivity improvement. The study discusses various approaches to improving productivity in the public sector that can be implemented in a number of practical ways. A third and primary objective was to recommend a model that would effectively improve productivity in the public sector. This model deals with the quantification of productivity gains through the restructuring of budgets and thereby achieving significant savings that could be transferred to priority RDP programmes. This study used both qualitative and quantitative methods. The study reviewed both domestic and international published work and current research within universities, policy bodies, government departments and elsewhere, including a reconsideration of previous work. The following conclusions were reached and recommendations made: Substantial efficiency and productivity gains are envisaged through the introduction of various models for improving productivity which include a structured productivity improvement programme, the use of performance enhancing methods, performance measurements and performance related pay. Furthermore, savings, resources and capacity can be released by the RDP programmes through: Restructuring and reprioritizing the budget programmes by making small cuts in what were apartheid-serving programmes and reallocating the human, material and financial resources thus released for high priority RDP programmes/projects. International experiences show that a direct link between falls in public investment, physical infrastructure and decline in productivity exists. The effectiveness of the public sector to a large extent conditions economic development. The move towards a leaner and more cost effective public service in South Africa should be based, not on privatisation, but on the creation of effective partnerships between government, labour, business and civil society, and the building of high levels of community involvement in the local delivery of services.

This paper compares two technologies, Public Key Infrastructure (PKI) and Virtual Private Network (VPN). PKI and VPN are two approaches currently in use to resolve the problem of securing data in computer networks. Making this comparison difficult is the lack of available data. Additionally, an organization will make their decision based on circumstances unique to their information security needs. Therefore, this paper will illustrate a method using a utility function and the Analytic Hierarchy Process (AHP) to determine which technology is better under a hypothetical set of circumstances. This paper will explain each technology, establish parameters for a hypothetical comparison, and discuss the capabilities and limitations of both technologies.

Due to legal uncertainty surrounding the application of key provisions of European and UK data protection law, the public interest in protecting individuals’ informational privacy is routinely neglected, as are the public interests in certain uses of data. Consent or anonymisation are often treated as the paradigmatic example of compliance with data protection law, even though both are unable to attend to the full range of rights and interests at stake in data processing. Currently, where data processing may serve a realisable public interest, and consent or anonymisation are impracticable (if not impossible to obtain) the public interest conditions to processing are the rational alternative justifications for processing. However, the public interest conditions are poorly defined in the legislation, and misunderstood and neglected in practice. This thesis offers a much-needed alternative to the predominant consent-or-anonymise paradigm by providing a new understanding of the public interest concept in data protection law and to suggest a new approach to deploying the concept in a way that is consistent with the protective and facilitative aims of the legislation. Through undertaking legislative analysis new insight is provided on the purpose of the public interest conditions in data protection law, revealing critical gaps in understanding. By engaging with public interest theory and discovering the conceptual contours of the public interest, these gaps are addressed. Combined with the insight obtained from the legislative history, we can determine the reasonable range of circumstances and types of processing where it may be justifiable to use personal data based on the public interest. On this basis, and to develop a new approach for deploying the concept, other legal uses of the public interest are examined. The lessons learned suggest legislative and procedural elements that are critical to successful deployment of the public interest concept in data protection. The thesis concludes with the identification of key components to allow a clearer understanding of the public interest in this field. Further, these insights enable recommendations to be made, to reform the law, procedure and guidance. In doing so, the concept of the public interest can be confidently deployed in line with the aims of data protection law, to both protect and facilitate the use of personal data.

The literature presented in the following pages explores the shortcomings of the American public education system in the context of creating long-term, sustainable social change. Using financial illiteracy and its relationship to low quality of life as an entry point, the first section exposes public schools’ shortcomings as agents of social change by delving into the hardships endured by the original public school promoters of the 19th century, the pitfalls of President George W. Bush’s 2001 enactment of No Child Left Behind, and the shortcomings of the financial literacy programming that found traction in urban schools following the subprime lending crisis. These examples render the public education system unfit to address social change, at which point the paper segues into a discussion of social enterprise and the new field’s demonstrated potential to capture social value. After a brief historical exploration of social innovation which examines some values and principles of this “fourth sector,” successful ventures and failed social organizations are scrutinized in the penultimate chapter. The comparisons made ultimately argue in favor of social entrepreneurship’s fitness, on both a structural and ideological level, in addressing the complex social, environmental, and cultural issues of our time.
