The historical education of youth has played an important role in patriotic education. The results of academic research into the patriotism of Polish youth shows the growing need of patriotic education in the context of situating patriotism as an independent category, an element of the axiological system, the awareness of Polish youth. The analysis of contemporary Polish reality indicates new challenges in patriotic education. With the ZHR we are dealing with a specific vision of our history, as well as a specific version of present times and a specific cultural code. Scouting is considered an organization that has become an inherent part of Polish tradition and culture, and the ideal of being raised in the scouting tradition has been stablished in the consciousness of a number of generations of Poles. It is a consequence of our national culture and tradition. Scouting has been used as a tool for developing an independent attitude amongst patriotic youths. It also became an essential part of the struggle for independence. Scouting as a system of education has been subject to change and ongoing development in changing socio-political and economic conditions. This process has continued in the contemporary, postmodern and post-industrial society. Patriotic education in scouting is an element of scouting methodology based on Scouting Law and the Scouting Oath.

Tomato potato psyllid (TPP), Bactericera cockerelli (Sulc) (Hemiptera: Triozidae), is the vector for “Candidatus Liberibacter solanacearum” (CLso), which causes the serious disease “zebra chip” (ZC) of potatoes. Between 2016 and 2019, a reduced-insecticide approach to control TPP was evaluated. We compared a standard-insecticide weekly spray regime that included Integrated Pest Management (IPM)-compatible insecticides plus JMS Stylet Oil® (JMS) as a wetting agent, with a reduced-insecticide regime where we used the oil on its own on alternate weeks with the insecticide/oil mixtures. Spray programme start dates were determined by: (1) crop scouting; (2) sticky-trap monitoring; and (3) degree-day calculation. Crop scouting combined with a sticky-trap action threshold and degree-day data was an effective method for determining when to start spraying. The most substantial reduction in insecticides was achieved by alternating weekly insecticides with the oil formulation on its own. Sub-samples of TPP from sticky traps situated in the trials tested for CLso confirmed the presence of the bacteria in (commonly known as ‘hot’) TPP throughout the trials. The reduced-treatment approach gave statistically similar levels of ZC to the standard insecticide spray programme.

In New Zealand, selected sworn police officers called youth aid officers participate in discussions and deliberations concerning the actions required to restore the sense of community balance upset by the actions of juvenile offenders. The author explores a representative sample of all sworn police officers serving in the New Zealand Police, including a subsample of youth aid officers, looking at the nature of support for the philosophical underpinnings of restorative justice and the likely impact of such work and values on officer attitudes toward the workplace. A 1996 management survey of all branches of the New Zealand national policing organization contained a number of specific questions that tap dimensions of both restorative justice philosophy and workplace orientations. This study represents a descriptive examination of these self-reported perspectives for all sworn officers, including breakdowns by selected personal-biographical variables. Implications for the implementation of restorative justice practices within a policing organization are discussed.

There are three distinct functions in the product realization chain — product design, process design, and process execution; thus there are two interfaces (product design — process design; process design — process execution) rather than one (product-manufacturing). Case studies of four organizations manufacturing high-tech products in New Zealand are explored to study the organization of process design functions and success strategies. Similarities in structuring, relationships between functional groups, and the methods for product and process design implementation are investigated. De-coupling of process design functions occurs best with high volume production with stable process technology — an infrequent situation with high-tech NZ manufacturers.

The article actualizes the problem of organizing the process of professional socialization of the younger generations in Canada and New Zealand. A number of effective mechanisms and approaches implemented in English-speaking countries are described, while focusing on the fact that a feature of the organization of the process of professional socialization in Canada was the shift in the focus of career guidance to the opportunities of school graduates through the content of the concept of “life strategy” to consciously make a professional choice. In New Zealand, professional socialization is associated with the professional activities of the teacher, which is implemented in schools with a focus solely on the development of entrepreneurial activity and the involvement of the younger generation in business. The relevance of this topic is determined by its relatively low level of study in the Russian pedagogy, including comparative pedagogy. The purpose of the article is to identify and characterize the problem of organizing the process of professional socialization of the younger generations in Canada and New Zealand. The authors analyze the main directions and describe a number of successful initiatives implemented in these countries that contribute to the successful organization of the process of professional socialization of the younger generations. Methodology and research methods. An analysis of the scientific literature on the organization of the process of professional socialization of the younger generations in the two countries we studied showed the importance of this type of organization of the process of professional socialization of the younger generations. Research results. The article emphasizes that in the third decade of the 21st century, the concept of “life strategy”, implemented in Canada, allows the younger generation to make a conscious professional choice. Unlike Canada, the organization of the process of professional socialization of the younger generations in New Zealand is mainly focused on the development of entrepreneurial activity and the involvement of the younger generation in business. Conclusion. The study of the organization of the process of professional socialization in Canada and New Zealand is of great theoretical and practical importance for preparing the younger generations for life and professional activity. The study of the positive experience of these countries may be important for understanding, enriching and the possibility of its use in practice in Russia, taking into account the cultural characteristics of our country.

Social organization of dolphins in extensive societies has not been well studied. Off Kaikoura, New Zealand, thousands of dusky dolphins (Lagenorhynchus obscurus) gather, feeding nocturnally on deep scattering layer prey, resting and socializing diurnally. During 1997-2003, interval sampling was used to monitor large assemblages numbering hundreds (n=169), smaller mating groups (mean+s.e.=7+1.6 adults, n=42), mother-calf nurseries (mean+s.e.=13+1.6 adults, 1+0.5 juveniles, 4+0.7 calves and 1+0.4 neonates, n=41), and non-mating adult groups (mean+s.e.= 9+1.3 adults, 1+0.2 juvenile, n=37). Group size, distance from shore (east), ranging along shore (north), traveling, inter-individual distance, and noisy leaping peaked in winter (n=39), with dolphins maintaining closer proximity to each other in smaller, more restful groups, closer to shore during the spring-summer-autumn (n=234) reproductive seasons. Dolphin groups were found closest to shore (west) during early morning, spread out and leaping often. Resting peaked at midday in tight groups. Late in the day, dolphins spread out, moving eastward (offshore) in preparation for feeding. Large groups exhibited coordinated travel, with noisy leaps as a directional signal. "Mating of the quickest" occurred in groups of (median) 6 males chasing 1 female. Leaping rarely occurred in restful nurseries, which at times associated with Hector's dolphins (Cephalorhynchus hectori). Other mixed-species groups included common dolphins (Delphinus delphis), southern right whale dolphins (Lissodelphis peronii), long-finned pilot whales (Globicephala malaena), and bottlenose dolphins (Tursiops truncatus). Killer whales (Orcinus orca) elicited predator assessment and evasion. Whale riding occurred with larger whales. Residence was seasonal, with 1,969+814.9 from a population of 12,626 dolphins spending 103+38.0 days in Kaikoura (mean+s.e., mark-recapture mortality, single-season lagged-ID emigration models, n=153 weeks). Dolphins (n=39) summering in Kaikoura migrated to the Marlborough Sounds in winter, where small, coordinated groups foraged diurnally on schooling fishes in shallow bays, often associated with sea birds and New Zealand fur seals (Arctocephalus forsteri). Aquaculture may threaten dusky dolphin foraging habitat in Admiralty Bay, where an estimated 220 dolphins gathered to feed each winter. Photo-identification research, enhanced by digital techniques, demonstrated a structured fission-fusion society. Dusky dolphins associated with preferred long-term (>1,000 days) hunting companions in Admiralty Bay and non-random casual acquaintances (200 days) in Kaikoura (lagged-association models).

With the adoption of neo-liberal policies and the decline in social welfare, non-profit organizations have been increasingly integrated into public service provision. Such changes raise questions regarding formal policies and access for marginalized populations, no more so than in disaster settings as formal disaster management of sexual health services are still vague. This study identifies the role of non-profit organizations in providing public health and social services through the lens of sexual health commitments following the September 2010 Darfield Earthquake and subsequent major aftershock during February 2011 in Christchurch, New Zealand. The primary goals of this study were three fold, to delineate i) aspects of non-profit organizational culture and agency connections that contributed to the resilience of non-profit organizations by maintaining and adapting access to sexual health and associated wellbeing services over the transition from response to recovery ii) integration pathways of non-profit organizations into disaster risk reduction and iii) appropriate geographic representations of temporal vulnerability change impacting the commitments of non-profit organizations. Mixed methods were used for this study. Data were collected over a two-year period between 2013 and 2015. Data collection techniques included: i) archival research ii) surveys iii) focus groups and iv) semi-structured interviews. Quantitative data were derived from census records and qualitative data from surveys, focus groups, and interviews with non-profit and civil society practitioners. A total of thirty-six non-profit organizations, civil society partners, and agency connections participated. Results show that sexual health needs of youth, families, and migrants arriving for the rebuild, fluctuated following the earthquakes. Sexual health non-profits absorbed the shifting demands for services and supplies by leveraging government partnerships and non-profit agency connections to account for fluctuations in presenting populations, adjust service delivery methods and continue advocacy campaigns. Also, as a result of functional redundancy amongst migrant support groups and their respective agency connections, strategies of long-term advocacy commitment, co-location, and relationship building with diverse ethnic groups benefitted migrants and refugees in maintaining or accessing adequate health and wellbeing support into the recovery phase. By developing programs to increase public awareness of resources, creating engagement opportunities in vacant spaces, and bringing a united voice to authorities, non-profits captured increased social cohesion to address emergent and compounded vulnerabilities of marginalized populations. However, as the recovery progressed, some collective energy was lost. Findings indicate that non-profits operating in Christchurch prior to the earthquakes with flexible organizational structures and those that emerged after were most successful in the emergency response and early recovery. The ability to capture social cohesion resulting from the shared experience of the earthquakes and build bridges with non-profit connections or incorporate emergent populations into service delivery facilitated successful operations into recovery. Non-profits that partnered with the government were better suited for long-term recovery, when interagency collaboration returned to a more competitive state and reliance on co-production of services was reestablished as the preferred method of service delivery, based on their capacity to maintain and build linkages with civil society partners. This research adds to disaster literature and the understanding of organizational behaviors by suggesting appropriate means to assess the potential resilience of non-profit organizations post-disaster. Further, pathways of integration with disaster management are identified for various types of non-profits that contribute to sexual health and related community support services. Methods used to identify vulnerabilities of wellbeing focused non-profit organizations and model integration of culturally appropriate service delivery options into recovery planning and disaster mitigation can be applied to other high-income nations with burgeoning non-profit sectors that experience variety of hazards, in particular on the United States’ West Coast as the health care debate in the United States continues.

This research explores the determinants of inter-partner learning in alliances. The potential for organisations to learn from their alliance partner is well recognised in the literature. The Knowledge Based View of the Firm (KBV) posits that an organisation’s knowledge base, especially its tacit knowledge base, is a source of sustainable competitive advantage. Three key determinants of inter-partner learning are: intent to learn, transparency (i.e. willingness to share knowledge) and receptivity (i.e. capacity to learn). These three concepts are used to guide a single case study of an alliance between a National Sport Organisation (NSO) and a Professional Sport Franchise (PSF). Data was obtained through semi-structured interviews with key informants at both organisations. Each individual transcript was colour coded in relation to each of the four research questions. All relevant quotes were then copied into separate files for each organisation and categorised by research question. The results of the study suggest that 1) despite historical conflict, the relationship between alliance partners is becoming increasingly positive; 2) intent to learn was low in both organisations but higher in the NSO; 3) the NSO was more transparent than the PSF; and 4) receptivity was low for both organisations. Key conclusions of the research are that the NSO and PSF are failing to take full advantage of the opportunities presented by their relationship, but intent, transparency and receptivity remain useful concepts to explore inter-partner learning.

Academics and lay persons alike freely acknowledge that principals exert enormous influence over the creation, maintenance and enhancement of the learning environment in schools. They recognise that a turbulent educational world presents principals with multiple challenges in sustaining the conditions necessary for student achievement, and that some principals are more successful in this endeavour than others. This small-scale qualitative study uses a semi-structured interview process to gather data from five Chairpersons of Boards of Trustees who have appointed a principal within the preceding twelve months. The study discusses the professional capabilities that theoretical and empirical research suggests distinguish highly effective principals from capable performers. It adopts a bipartite approach to the literature, examining both academic understandings and the degree to which available official publications inform the thinking of Boards of Trustees prior to embarking on the principal appointment process. The study then explores the extent to which these understandings influence the decision-making of five Boards of Trustees in appointing a new principal. Research findings reveal a dichotomy between the theory underpinning concepts of highly effective principals and the practice of Boards of Trustees in appointing a principal. Largely unaware of the academic literature and inadequately informed by official publications, Boards of Trustees adopt a problematic generic recruitment and selection process. Uncritical acceptance of the professional knowledge and standing of external consultants and misplaced trust in the advice they proffer leads Boards to proceed on a questionable perceptual basis. Secure in the knowledge that they have obtained the educational expertise they freely acknowledge they lack, Boards are further exposed to prevailing market discourses and internal prejudices which undermine their ability to identify and appoint a principal who possesses the capabilities necessary to exercise highly effective, contextually specific leadership. This study suggests that the autonomy of Boards of Trustees in their role as employer be sustained but supported through the mandatory appointment of an appropriately qualified advisor and that the involvement of existing advisors be further scrutinized.

The release of Better Schools in Western Australia: A Programme for Improvement (1987), in line with other public sector agency reforms; contained a prescription for the restructuring of the Education Department of Western Australia from 11 bureaucratic to a corporate management system of school administration. These changes were intended to render the education system, and especially schools more flexible, responsive and accountable. Among the proposals for educational restructuring was a new opportunity for community participation through ''school based decision making groups." Contemporaneously, the education systems in Victoria and New Zealand were undergoing similar reforms. The research agenda for this thesis is based on two questions. The first research question is: In what ways did the reforms conducted by the governments in Western Australia, Victoria and New Zealand change the participation of the school community in school decision making in state schools during the period 1985-1993? The extent to which the new organisational structures, based upon corporate management, facilitated the admission of the school community into the school decision making process is investigated. In order to facilitate the analysis of policy, this thesis develops a conceptualisation of the notion of controversy. The controversy framework involves the investigation of a number of elements of a controversy - stimulus, context, events, issues, arguments, protagonists, constraints, consequences and closure. The use of this framework is intended to assist in educational policy analysis by highlighting and elaborating upon the interdependent elements, including power relationships, involved in educational policy formulation and implementation. The second research question is: How effective is controversy as a framing device for educational policy analysis? The adequacy of “controversy” as a framing device is evaluated at the conclusion of the thesis. In order to investigate the research problems a variety of data was gathered and analysed. Scrutiny of the major Government and Education Department policy documents us well as a review of literature such as journals, books, newspapers, and documents produced by organisations such as teacher unions, was undertaken. In the case of Western Australia face-to-face interviews were conducted. A series of video-taped interviews with major actors in the controversy in Western Australia was also used in the data gathering process. The data was then systematically ordered using the controversy framework which enabled comparison of the controversies in Western Australia, Victoria and New Zealand. The conclusions drawn focus upon the manner in which corporate management and genuine democratic community participation are antipathetic. Despite rhetoric to the contrary, the school community was unable to exert meaningful influence upon the direction being charted for government schools. As a framing device for educational policy analysis it is concluded that controversy, at this preliminary stage, appears to have merit end further use and refinement of this framework is recommended.

The original purpose of this thesis is to explore the possibility of setting up a school in Aotearoa (New Zealand) that operates according to the principles and philosophies of Summerhill School in Suffolk, England. An examination of Summerhill School is therefore the purpose of this study, particularly because of its commitment to self-regulation and direct democracy for children. My argument within this study is that Summerhill presents precisely the type of model Māori as Tangata Whenua (Indigenous people of Aotearoa) need in our design of an alternative schooling programme, given that self-regulation and direct democracy are traits conducive to achieving Tino Rangitiratanga (Self-government, autonomy and control). In claiming this however, not only would Tangata Whenua benefit from this model of schooling; indeed it has the potential to serve the purpose of all people regardless of age race or gender. At present, no school in Aotearoa has replicated Summerhill's principles and philosophies in their entirety. Given the constraints of a Master's thesis, this piece of work is therefore only intended as a theoretical background study for a much larger kaupapa (purpose). It is my intention to produce a further and more comprehensive study in the future using Summerhill as a vehicle to initiate a model school in Aotearoa that is completely antithetical to the dominant neo-liberal philosophy of our age. To this end, my study intends to demonstrate how neo-liberal schooling is universally dictated by global money market trends, and how it is an ideology fueled by the indifferent acceptance of the general population. In other words, neo-liberal theory is a theory of capitalist colonisation. In order to address the long term vision, this project will be comprised of two major components. The first will be a study of the principal philosophies that govern Summerhill School. As I will argue, Summerhill creates an environment that is uniquely successful and fulfilling for the children who attend. At the same time, it will also be shown how it is a philosophy that is entirely contrary to a neo-liberal 3 mindset; an antidote, to a certain extent, to the ills of contemporary schooling. The second component will address the historical movement of schooling in Aotearoa since the Labour Party's landslide victory in 1984, and how the New Zealand Curriculum has been affected by these changes. I intend to trace the importation of neo-liberal methodologies into Aotearoa such as the 'Picot Taskforce,' 'Tomorrows Schools' and 'Bulk Funding,' to name but a few. The neo-liberal ideologies that have swept through this country in the last two decades have relentlessly metamorphosised departments into businesses and forced ministries into the marketplace, hence causing the 'ideological reduction of education' and confining it to the parameters of schooling. The purpose of this research project is to act as a catalyst for the ultimate materialization of an original vision; the implementation of a school like Summerhill in Aotearoa. A study of the neo-liberal ideologies that currently dominate this country is imperative in order to understand the current schooling situation in Aotearoa and create an informed comparison between the 'learning for freedom' style of Summerhill and the 'learning to earn' style of our status quo schools. It is my hope to strengthen the argument in favour of Summerhill philosophy by offering an understanding of the difference between the two completely opposing methods of learning.

Travellers are spoilt by holiday choice, and yet will usually only seriously consider a few destinations during the decision process. With thousands of destination marketing organisations (DMOs) competing for attention, places are becoming increasingly substitutable. The study of destination competitiveness is an emerging field, and thesis contributes to an enhanced understanding by addressing three topics that have received relatively little attention in the tourism literature: destination positioning, the context of short break holidays, and domestic travel in New Zealand. A descriptive model of positioning as a source of competitive advantage is developed, and tested through 12 propositions. The destination of interest is Rotorua, which was arguably New Zealand’s first tourist destination. The market of interest is Auckland, which is Rotorua’s largest visitor market. Rotorua’s history is explored to identify factors that may have contributed to the destination’s current image in the Auckland market. A mix of qualitative and quantitative procedures is then utilised to determine Rotorua’s position, relative to a competing set of destinations. Based on an applied research problem, the thesis attempts to bridge the gap between academia and industry by providing useable results and benchmarks for five regional tourism organisations (RTOs). It is proposed that, in New Zealand, the domestic short break market represents a valuable opportunity not explicitly targeted by the competitive set of destinations. Conceptually, the thesis demonstrates the importance of analysing a destination’s competitive position, from the demand perspective, in a travel context; and then the value of comparing this ‘ideal’ position with that projected by the RTO. The thesis concludes Rotorua’s market position in the Auckland short break segment represents a source of comparative advantage, but is not congruent with the current promotional theme, which is being used in all markets. The findings also have implications for destinations beyond the context of the thesis. In particular, a new definition for ‘destination attractiveness’ is proposed, which warrants consideration in the design of future destination positioning analyses.

This dissertation entitled “Educational choice and educational space” aims to explore the confluence of constructed space and geographic space using a supply-side context for New Zealand’s public school system of quasi-open enrollment. In Part I, New Zealand’s state and state-integrated school system across four urban areas is analyzed spatially and analytically in an attempt to learn about supply-side motivations of individual schools for selecting students. Since 1999 there has been a gradual encroachment on the open enrollment initiative due to excess demand for certain schools altering the landscape of choice. Most studies of school choice examine household motivations to choose schools- what is referred to as the demand-side dynamic of the education market. The contribution of this study to educational choice literature is provided by the opportunity presented by New Zealand’s public education system to examine the supply-side dynamic. School motivation for choosing students is warranted by the fact that individual schools are funded on a per-pupil basis and they are able make operational decisions that include defining their own catchment areas (home zones) when oversubscribed. In order to test the hypothesis that schools are behaving selectively, I leverage boundary discontinuity design (BDD) (Bayer, Ferreira, & McMillan, 2007) and meta-analysis techniques and use census data that reflects neighborhood composition closely linked to the time at which the home zone was drawn. Household characteristics as represented by 2006 census data are within 5 years old at the time the home zone was drawn in 53-percent of cases, and range to a maximum of 7 years for the full sample of schools used in the analysis. The result is a truly unique opportunity to examine evidence of school selective behavior while accounting for logistical, geographic and market features. Across a sample of 886 publicly funded state and state-integrated schools in Auckland, Wellington, Christchurch and Dunedin I evaluate 372 schools that implemented enrollment schemes with geographically defined home zones as of the 2009 school year. I find that schools are engaging in selective behavior across one or more household socioeconomic or demographic characteristics – with indicators of deprivation and minority status consistently maintaining significance in boundary and zone discontinuity. Between 37 and 52-percent of schools sample-wide are estimated to be participating in gerrymandering in small to large ways (discontinuities were greater than 0.2 standard deviations, favoring households with affluence and non-minority status). Cases of medium to large discrimination (standardized mean differences of >0.5) are evident in 12 to 26-percent of schools. Schools are zoning out households that contain higher proportions of minorities with an emphasis on non-indigenous (Māori) minorities, in particular the Pasifika group. When examining schools separately by city, sector, gender and school student body socioeconomic status I find heterogeneity in school behavior. Findings corroborate and expand upon previous work regarding New Zealand’s policies of enrollment schemes and their adverse effects. Part II expands the implications of school-level selective behaviors to the macro setting of the metropolitan area education market. Because school zones are not mandated to be mutually exclusive or completely exhaustive of the metro area they serve, it is possible that home zones overlap in some areas and provide no coverage in others. School choice is modeled using an ordered probit approach where the number of home zones claiming the household (census meshblock) is the dependent variable. I also calculate meshblock-level schooling opportunity sets (SOS) for the primary and secondary sectors using methods developed by (Gibson & Boe-Gibson, 2014). The SOS factors household-school proximity with school performance into a summary estimate of educational opportunity for each meshblock. The determinants of each meshblock’s choice set and SOS are modeled as a function of household characteristics, with controls for geographic and market influences. I find evidence that both the size and quality of household educational opportunities are statistically significantly associated with socioeconomic status and racial composition. Affluence is a strong predictor of additional choices and higher quality school access while racial composition continues to be negatively associated with both. The “lay of the education landscape” is then considered for each metro area using the Index of Dissimilarity and mapping techniques. The exercise reveals helpful insight into each of the four education markets. The dissertation concludes with a discussion on the implications and relevance of this work to educational reform discourse and planning for both New Zealand and abroad.

Interest in the power of heads of field offices in the United Nations Organization (UN) began with the researcher's appointment to such a position and with anecdotal suggestions that any explanation of the powers they held would be complex. For these reasons, this study has the research aim of explaining the power of some UN heads of field offices. The study focusses on seven heads of field offices in the United Nations Educational, Scientific and Cultural Organization (UNESCO). Literature searches indicated that no academic study had been made of any UN field work but the searches produced considerable literature on the UN and a wide range of theories about organizations, leadership and power, related issues of ethics and rationality and useful concepts from the work of Weber and Foucault. The research is interpretive. A case study and an appropriate conceptual framework were designed to reflect both the literature and the three research questions that promote the aim: organizational bureaucracy, organizational capital and frontline work are the guiding concepts. Because case studies may be challenged for possible lack of rigour and for validity, a number of data collection and analysis methods were used to promote reliability: both the data sources and the analysis checks included participants, UNESCO documents and information from other international bodies. Appropriate literature is also used for theoretical analysis. The results are presented progressively in three chapters, each chapter focussing on one framework concept and its appropriate question. The relevant data are presented and theoretical analysis, including selected concepts from Weber and Foucault, suggests answers to each question posed. The research results suggest that in the organization the participants gain power from UNESCO's intellectual and ethical purpose but are constrained in its use by processes of the bureaucracy, especially its lines of communication. The participants also have considerable power in organizational capital that includes tangible capital of qualifications, experience, skills, high level of position, the resources of the post in which they work and the intangible capital of the assumptions they hold about their work. At the frontline, although constrained by bureaucratic processes that limit their time for programme work, participants report valuable contributions to UNESCO's development and advocacy work: they gain power fiom proximity to the countries they serve and from their ethical motivation. They also gain some power in the freedom of distance from their headquarters, thus weakening the possible double jeopardy by being in a class-at-the-frontline and being in a group-not-in-headquarters. The final chapter brings all suggestions together and examines participants' power for sources (as rights or capacities), limitations (as control or domination) and agency (with compliance and resistance); when these perspectives are combined in a circle of power, the study suggests a Janus syndrome in which participants paradoxically are powerful/powerless agents, sited as they are between the power provision and constraints of both their bureaucracy and the governments and other bodies with whom they work.

AbstractThe concentrations of a number of polybrominated substances were determined in pooled human milk samples collected from up to 80 countries from all the United Nations Regional Groups. The samples were taken from one or more of the five exposure studies on persistent organic pollutants coordinated by the World Health Organization and the United Nations Environment Programme between 2000 and 2019.Large differences in levels were found for polybrominated diphenyl ethers (PBDE). The concentration of the sum of 6 PBDE congeners (∑PBDE6: BDE-47, BDE-99, BDE-100, BDE-153, BDE-154, BDE-183) of 135 pooled samples from 80 countries was in the range between 0.3 and 352 ng/g lipid (median 1.6 ng/g lipid). The highest concentrations were detected in the Western European and Others Group (including Australia, Israel, New Zealand, and the USA) in 2003. Time trends were assessed for 36 countries with repeated participation. Rates of decrease tend to fluctuate at near background levels; but at higher levels, a decreasing trend was observed for nearly all countries. Deca-BDE (BDE-209) contributed on average about 13% to ∑PBDE7 (sum of ∑PBDE6 plus BDE-209). The contribution of the octa-brominated diphenyl ether (octa-BDE) BDE-197 and nona-BDEs-206, -207, and -208 to the sum of 25 PBDE was in the range of the six recommended analytes and BDE-209. Therefore, their addition to the list of recommended analytes should be considered.The α-HBCDD levels of 102 pooled samples from 72 countries collected between 2006 and 2019 ranged between <0.1 and 15 ng/g lipid (median: 0.5 ng/g lipid). β-HBCDD and γ-HBCDD were in nearly all samples below the limit of quantification (LOQ for 90% of the samples: <0.1 ng/g lipid) or around the LOQ (max: 0.8 ng/g lipid). Thus, it can be concluded that α-HBCD is the predominant stereoisomer in human milk.Hexabromobiphenyl (PBB 153) was below the limit of quantification (0.5 ng/g lipid) in 106 of 110 pooled samples from 69 countries. In four samples, low concentrations of between 1.0 and 1.7 ng/g lipid were found.In addition to these chemicals listed by the Stockholm Convention on Persistent Organic Pollutants, in 38 pooled samples from 28 countries concentrations of polybrominated dibenzodioxins and -furans (PBDD/PBDF) were determined to assess their contribution to the overall sum of WHO2005 toxic equivalents (TEQ) with polychlorinated dibenzo-p-dioxins (PCDD) and polychlorinated dibenzofurans (PCDF). PBDD and PBDF provided on average about 10% to the overall TEQ calculated as sum of WHO-PCDD/PCDF-TEQ and WHO-PBDD/PBDF-TEQ, when assuming the same toxic equivalency factors for brominated congeners as assigned to their chlorinated analogs. No correlations between PCDD/PCDF and PBDD/PBDF, or PBDD/PBDF and PBDE were found.

McKay and Cannon’s steamship plied into the port at Wellington, New Zealand before dawn on April 21, 1921. They spent just over a week on the North Island, visiting missionaries, local members of European descent known as “Pakehas,” and native Maori Latter-day Saints. By the time of McKay’s visit, Maori converts and their descendants composed the majority of Latter-day Saints in New Zealand. Their traditions enamored McKay—most notably the “Hui Tau,” an annual multiday conference that included dancing, feasts, and community discussions ranging from church administration to local needs and unit organization. On many occasions, McKay was “hongied” by Maori members, an intimate nose-to-nose greeting. McKay bid farewell to the New Zealand Saints on April 30, 1921, departing for the next leg of his journey.

Papers presented at the 2003 conference of HERDSA (Higher Education Research and Development Society of Australasia) proposed guidelines for change and innovation in higher education. This paper empirically studied these guidelines in the ICT environment of an institution. We explored change and innovation outputs by ICT staff at ITPs (Institutes of Technology and Polytechnics), aspects of the environment in which ICT staff work and the leadership of that environment. It appears that the particular environment does not emphasize change and innovation that one would typically expect of the ICT environments. Staff perceptions indicate that change and innovation are not highly emphasized and visibly lead by management. We advise on ways that leadership could create this environment. Empirically study of the organization for change and innovation by ICT staff will require further development of instruments that considers the observations made in this project.

Originated from New Village Ideal in Japan, New Village was introduced to China in the early 1920s and became a byword for social reform program. Many residential designs or projects whose name includes the term “Village” or “New Village” had been completed in China since that time. This paper uses the Textual Criticism method to sort out the introduction and translation of New Village Ideal theory in China, and to compare the physical space, life organization and concepts of the New Village practices in ROC with in early PRC of Tianjin. It is found that the term “New Village” continued to be used across several historical periods, showing very similar spatial images. But the construction and usage of New Village and the meaning of collective life changed somewhat under different political positions and social circumstances: New Village gradually became an urban collective residential area which only bore the living function since it was introduced into modern China. The goal of its practice changed from building an equal autonomy to building a new field of power operation, a new discourse of social improvement and a new way for profit-seeking capital. With the change of state regime, the construction had entered a climax stage. New Village then became the symbol of the rising political and social status of the working class, and the link between the change of urban nature and spatial development. Socialism collective life and the temporal and spatial separation or combination between production and live constructed the collective conscience and identity of residents. The above findings highlight the independence of architecture history from general history, help to examine the complexity of China’s localization New Village practice and the uniqueness of Tianjin’s urban history, and provide new ideas for the study of China’s modern urban housing development from the perspective of changes in daily life organization.

The paper applied a content analysis method to examine how myths and legends have been employed by the promotional organization in portraying New Zealand on the official tourism website. The assessment of the website uncovered six main legends which have been presented in the promotion of New Zealand to potential tourists. These traditional tales have been incorporated into the website chiefly as part of Maori heritage attributes in which purakau (the Maori term for legends) represents among crucial aspects in understanding their worldviews and cultural identities. Legends narrating fishing voyages involving demi gods offers a mythological explanation of the origin of the geological formation of islands of New Zealand were presented more than once on the website. Among the legends presented to readers on the websites encompass stories of Tane Mahuta, which depicts the tale of the sky father, the earth mother, and the creation of the world of light that humans live in today. Another unique legend, Paikea the whale rider, is featured as part of the description of a whale-watching attraction in Kaikoura, Christchurch. The overall analysis uncovered that legendary tales are incorporated into the website as the part historical origin of Maori people and in the promotion of several tourist attractions in New Zealand. From a tourism perspective, the representation of these tales enhances the appeal of destinations and make them stand out to visitors. The inclusion of the purakau offers tourists a deeper understanding of the cultural heritage of this country. Abstract New Zealand and many countries gained heightened awareness of indoor air quality (IAQ) issues, and increased investment, according to the World Health Organization (WHO) guidelines, to improve their IAQ and reduce air pollution in commercial and residential buildings. Additionally, some countries have introduced new standards for indoor environments, such as the New Zealand “healthy homes” standard. At the same time, COVID-19 pandemic forced many people to spend much more time in indoor spaces, due to stay-at-home, or lockdown orders by governments. This increased attention on other aspects of indoor environmental quality, such as occupants’ satisfaction with thermal comfort parameters, presents an additional parameter for research and in the development of standards. From a medical perspectives, infectious respiratory diseases, such as influenza or COVID-19, are transmitted by airborne droplets. In this work, we assess a Polyester Filter and UV light (PFUV) dehumidifier device performance in an office with two occupants (one uninfected and the other one infected with a disease with airborne transmission using computational fluid dynamics (CFD) approach. Two positions for locating the PFUV dehumidifier in an office with a scenario in which one person is exhaling infected air and the other occupant must inhale and exhale from the shared air. The CFD model illustrated the best position of the device to distribute the air velocity contours. Further, based on the CFD model which was validated via the IAQ and comfort kit (Testo 400) thermal comfort analysis showed that the room is slightly cold.

Social justice school leadership as a concept, while familiar in the United Kingdom, Australia, New Zealand, Canada, and the United States school leadership literature, is not widely recognized in other parts of the world. Social justice school leadership appropriately differs from one culture to another and is always context-specific to a particular school setting, great organization structure or country. However, social justice is a necessary and fundamental assumption for all educators committed to combating ignorance and the promotion of student global citizenship as a central theme of school practices. The purpose of this study was to provide understandings of ways that selected social justice school leaders from three countries; Lithuania, Latvia, and Estonia conceive of and practice social justice in leading their schools. The manuscript describes how six Baltic directors, identified by local educators on the basis of research conducted by the International School Leaders Development Network (ISLDN) as social justice school leaders, responded to interview questions related to their practice. Four directors were Latvian and one each from Lithuania and Estonia. Limitations to the study include basing conclusions upon a single (or in one case, several) interview(s) per subject and limitations on generalizability of qualitative exploratory case study. By definition, every case study is unique, limiting generalizability. Interviews were thematically analyzed using the following definition: A social justice school leader is one who sees injustice in ways that others do not, and has the moral purpose, skills, and necessary relationships to combat injustice for the benefit of all students. Findings reveal strong application of values to identify problems based on well-being of all students and their families and to work collaboratively with other educators to find solution processes to complex issues related to social justice inequities. As social justice pioneers in their countries, these principals personify social justice school leadership in countries where the term social justice is not part of scholarly discourse.

We have been witnessing a global experiment in delivering emergency remote teaching using distance learning, internet, web and related technologies, since the World Health Organization announced its assessment that ‘Covid-19 can be characterized as a pandemic’ on 11 March 2020. // The shift to digital has made more teachers and institutions realise the importance of structured access to open educational resources (OER) – learning materials having open licenses. However, availability of OER in a structured way alone, though important, may not increase the use and re-use by teachers and learners. Research evidence suggests that OER use is maximized when they are contextualised for local needs. A survey conducted by COL and the OER Foundation in 2020 highlighted the need for curated OER aligned to national and institutional curricula. // Since much before this unprecedented situation, the Commonwealth of Learning (COL) has been promoting the use of open and distance learning (ODL) to help build more resilient education systems. With a view to helping teachers and learners in the Commonwealth member states in the Pacific region have access to curated OER collections aligned to their national curriculum, COL and PACFOLD with the support of the Ministry of Foreign Affairs and Trade, New Zealand created a platform using EPrints – open-source software developed by the University of Southampton. The platform hosts nationally-defined OER collections with the flexibility of having choices of access points based on the local curriculum taxonomy. At the same time, by defining individual OERs in the collections using structured metadata schema, the national level collections ensure metadata level interoperability. // This paper presents the preliminary findings from a pragmatic attempt to support engagement with OER in the Commonwealth member states in the Pacific region. It also provides insight into the underpinning principles and architecture of the platform, the choices of access points associated with the OER collections, and the metadata schema used to define the collections. The authors of this paper discuss how teachers in the region can use or adapt the OER in the collections in their teaching, and share OER developed by them with all possible users as they respond to the Covid-19 pandemic by moving to remote, blended and/or online teaching. The authors also present the case of the Ministry of Education in Fiji which has started using the platform to organise a collection based on its national curriculum framework.

The International Health Regulations (2005) are legally binding on 196 States Parties, Including all WHO Member States. The IHR aims to keep the world informed about public health risks, through committing all signatories to cooperate together in combating any future “illness or medical condition, irrespective of origin or source, that presents or could present significant harm to humans.” Under IHR, countries agreed to strengthen their public health capacities and notify the WHO of any such illness in their populations. The WHO would be the centralized body for all countries facing a health threat, with the power to declare a “public health emergency of international concern,” issue recommendations, and work with countries to tackle a crisis. Although, with the sudden and rapid spread of COVID-19 in the world, many countries varied in implementing the WHO guidelines and health recommendations. While some countries followed the WHO guidelines, others imposed travel restrictions against the WHO’s recommendations. Some refused to share their data with the organization. Others banned the export of medical equipment, even in the face of global shortages. The UN Compliance Research group will focus during the current cycle on analyzing the compliance of the WHO member states to the organizations guidelines during the COVID-19 pandemic.
