Summary Fecal specimens from 200 stray dogs impounded at the San Bernardino City and County animal shelters were screened for Cryptosporidium sp oocysts, using the auramine-rhodamine fluorescent staining procedure. The University of California, Los Angeles acid-fast stain was used for confirmation. Only 4 (2%) dogs were passing cryptosporidial oocysts. Likewise, stool specimens from 664 people were submitted to the San Bernardino County Department of Public Health Laboratory for routine parasitologic examination and were screened for Cryptosporidium sp. Cryptosporidial oocysts were detected in 20 human fecal specimens (3.01%). On the basis of these findings, it appears that the human and canine populations of San Bernardino County are at low risk for development of cryptosporidiosis at this time.

AbstractWe estimate the ecosystem service value of water supplied by the San Bernardino National Forest in Southern California under climate change projections through the 21st century. We couple water flow projections from a dynamic vegetation model with an economic demand model for residential water originating from the San Bernardino National Forest. Application of the method demonstrates how estimates of consumer welfare changes due to variation in water supply from public lands in Southern California can inform policy and land management decisions. Results suggest variations in welfare changes over time due to alterations in the projected water supply surpluses, shifting demand limited by water supply shortages or surpluses, and price increases. Results are sensitive to future climate projections—in some cases large decreases in welfare due to supply shortages—and to assumptions about the demand model.

Active learning methods were employed in designing library instruction for an experimental freshman seminar at California State University-San Bernardino. Rather than rely on the traditional lecture/demonstration format, the centerpiece of the ninety-minute “one-shot” sessions was a small-group, self-guided exercise focusing on the library’s online system. As a prelude to the hands-on exercise, students participated in class discussions on the importance of information literacy. Opportunities for individual instruction also were provided. Student, librarian, and faculty evaluations of the sessions were favorable.

AbstractObjective:To evaluate regional differences in factors associated with food insufficiency during the initial months of the COVID-19 pandemic among three major metropolitan regions in California, a state with historically low participation rates in the Supplementation Nutrition Assistance Program, the nation’s largest food assistance programme.Design:Analysis of cross-sectional data from phase 1 (23 April–21 July 2020) of the US Census Household Pulse Survey, a weekly national online survey.Setting:California, and three Californian metropolitan statistical areas (MSA), including San Francisco–Oakland–Berkeley, Los Angeles–Long Beach–Anaheim and Riverside–San Bernardino–Ontario MSA.Participants:Adults aged 18 years and older living in households.Results:Among the three metropolitan areas, food insufficiency rates were lowest in the San Francisco–Oakland–Berkeley MSA. Measures of disadvantage (e.g., having low-income, being unemployed, recent loss of employment income and pre-pandemic food insufficiency) were widely associated with household food insufficiency. However, disadvantaged households in the San Francisco Bay Area, the area with the lowest poverty and unemployment rates, were more likely to be food insufficient compared with those in the Los Angeles–Long Beach–Anaheim and Riverside–San Bernardino–Ontario MSA.Conclusions:Food insufficiency risk among disadvantaged households differed by region. To be effective, governmental response to food insufficiency must address the varied local circumstances that contribute to these disparities.

Hasta hace poco tiempo, los nombres y apellidos de las fotógrafas eran ignorados o desconocidos en los textos de historia de la fotografía en España. No obstante, durante la segunda mitad del siglo XIX, una parte significativa de las mujeres que se dedicaron a la actividad fotográfica formaban pareja profesional con sus maridos, también fotógrafos. Los matrimonios más conocidos fueron los de Mr. Fernando y Anaïs Napoleón; Ludovisi y Señora; Poujade y señora; José Villalba y Señora; F. Prosperi y Señora y en menor medida, la pareja formada por Dolores Gil y Bernardino Pardo, que recorrieron el noreste de España, como fotógrafos ambulantes desde mediados de la década de 1860, hasta que se asentaron y abrieron un estudio en la ciudad de Zaragoza, en 1871 en el populoso barrio de San Pablo. Este artículo analiza la actividad fotográfica de Dolores Gil y de Bernardino Pardo e identifica y describe las características de su obra. El estudio se ha llevado a cabo mediante la revisión sistemática de las fuentes de información bibliográficas localizadas hasta la fecha, así como mediante el análisis de nuevas fuentes hemerográficas y archivísticas. Entre los principales resultados alcanzados destaca la elaboración de su biografía, la contextualización de su trayectoria profesional y el inventariado de su obra.

A database cataloguing SEM micrographs of pollen specimens can be useful for several purposes. The primary reason would be for educational purposes. The images could be used to study pollen structure, as well as the relationship between pollen and pollinator species. Identification of pollen can be of potential use for medical purposes (such as combating allergic reactions to pollen), and for comparison in a forensic investigation. At the Biology Department of California State University, San Bernardino an ongoing project is underway to construct a database of pollen samples, focusing on local species. The micrographs are created at the Electron Microscope and Images Analysis Center located in the School of Natural Sciences at Cal State San Bernardino using a Hitachi S-2700 SEM. The database will be made available to the public and updated periodically via the Biology Department website (http://biology.csusb.edu).All specimens were first fixated by placing the pollen grains in a syringe filter and injecting a 2% formaldehyde/4% glutaraldehyde formula and incubating overnight.

The College Exodus Health Professions (CEHP) program is a multidisciplinary health professions (HP) enrichment pipeline program for African American (AA) students in San Bernardino County, California. The main components of the program are the following: academic enrichment and hands-on exploration into the HP, such as nursing, medicine, dentistry, pharmacy, allied health, and public health. Participants include 48 predominantly AA students from 7th to 12th grades. Results of the pilot study show promising improvements in the awareness and knowledge of the HP after the participation in the program as well as increased academic motivation, social support, and academic and career goals. Policy implications and further developments are discussed.

Abstract Warning of imminent ground shaking due to a large earthquake would be useful to a variety of agencies. This kind of ground-motion prediction is possible in southern California for events with magnitude less than 6, where path effects dominate. The 28 June 1991 Sierra Madre earthquake is presented as a test case for this concept. A single-station inversion of the record from the Pasadena station 20 km SW of the epicenter produces reasonable source parameters for the event. With these source parameters and a library of Green's functions calculated for an average southern California crustal model, ground motions can be predicted throughout the region. In particular, since the peak displacement for the Sierra Madre event occurs at Pasadena before ground motion begins at a station near the San Andreas Fault in San Bernardino, ground motions near the San Andreas Fault can be calculated before the seismic energy has propagated into the area. Considering this scenario in the reverse direction, records from a station near an earthquake on the San Andreas Fault could be used to predict ground motions in the metropolitan Los Angeles area. Broadband, high-dynamic-range seismic instruments produce high-quality records for events over a wide magnitude range. Thus, the development of a warning system can be approached in stages, starting with small events. With path effects determined by modeling moderate-size events, work can begin on developing distributed fault models to predict ground motions of great earthquakes.

Abstract (sommario):

Purpose. The purpose of this qualitative study was to identify and describe the attributes of public charter schools considered important for the selection of a charter school as perceived by the parents of charter school students. A second purpose of this study was to identify the sources parents used to inform their decision to enroll their child in a charter school.

Methodology. This qualitative study was accomplished by interviewing parents of public charter school students in three districts within San Bernardino County. The interview consisted of nine open-ended questions and each interview was recorded to ensure accuracy of the responses. The results of the interview were analyzed and organized into a narrative form. The population for the study included parents of public charter school students.

Findings. The participants noted smaller class sizes, higher educational quality, and a more nurturing environment as the main reasons for selecting a public charter school. Their answers also indicated the variety of programs available to them at charter schools influenced their decision to enroll their children. Participants noted talking with friends and family as a major source of gathering information about schools. Using some form of the internet was also instrumental for parents when obtaining information about a given school.

Conclusions. The results of this study supported the conclusion that parent perceptions of schools and the education they offer may be more influential than the school’s performance on state assessments. Results indicated many other factors influenced a parent’s selection of a school. A positive environment, which cultivated learning, and a variety of educational opportunities were crucial attributes for many parents.

Recommendations. The researcher recommended the study be replicated in a different region of California to see if the results remain the same. Additionally, a study should be conducted to see how many and why parents removed their children from public charter schools and returned them to traditional public schools.

Drowning and near drowning is a significant problem nationwide and in San Bernardino County. Drowning in and around the home is the leading cause of accidental death of children under 5 years of age. In the United States, drowning is cited as the second most common cause of death for adolescents. This project was undertaken to help establish a funding source to develop a drowning prevention program in San Bernardino County. A request for assistance was obtained from the California Center for Childhood Injury Prevention and the California Kids' Plates Program.

The focus of this report and the study for which it was written involves two specific types of user charges: Building permit fees are fees that cover the cost of administering the document (the building permit) and the cost of inspecting the construction for which the permit was issued. This report examines the issues, both legal and procedural, surrounding regulatory fees and their effects on building fees within the City of San Bernardino. As elements of the larger study, various smaller studies such as time and motion studies of the building inspector's activities and fully Burdened Hourly Rate Study were completed.

La Biblioteca Pública en San Juan de Lurigancho tiene como énfasis la percepción del límite (relación con la calle). Este proyecto pretende plantear una solución alternativa ante la problemática arquitectónica del límite. El problema se define como la percepción del usuario sobre el espacio público. El mismo que se muestra en el carácter esquivo de la ciudad sobre las necesidades del usuario. La tipología surge como medio de solución ante el énfasis. La biblioteca se plantea como un medio difusor de información y captación de usuarios, con el fin de brindar servicios. El carácter público tiene relación directa con el tipo de usuario que uno quiere atender. En este caso, el distrito de San Juan de Lurigancho muestra cifras en cuanto a analfabetismo y pobreza importantes, que destacan sobre los otros distritos. El distrito condiciona la necesidad de esta infraestructura. La propuesta que plantea esta tesis nace al buscar una solución ante un problema real, la relación de un proyecto con la calle. Mostrando la interacción que puede suscitarse entre la arquitectura y la percepción del usuario.
The San Juan de Lurigancho Public Library has as emphasis the perception of the limits (the relation between the architecture and the streets). This project aims to give an alternative solution to the architectonical problem which is the limit. The problem is defined as the user’s perception of the public space, the one that displays the indifferent character of the city on the user’s necessities. The typology emerges as the solution to the emphasis. The library is thought as a diffusion medium of information and attraction to the people. The public character has a direct relationship with the kind of user that would be ideal for this institution as San Juan de Lurigancho has one of the highest numbers in analphabetism and poverty in the city of Lima. This is the reason why this district conditions the necessity of the proposed infrastructure. The proposal of this thesis was born while searching for a solution to a real problem, the relationship between a project and its surroundings. It shows the interaction that can happen between the architecture and the user’s perception.

According to a recent NYU study, Black Residential Migration in California: Implications for Higher Education, since the 1990s there has been considerable migration within the Black community from urban cities to the South and suburbs. In California, for example, a number of counties that have historically had the highest concentration of Blacks in the state have seen a high numerical decrease in the Black population in recent decades. Southern California is one of the more pronounced regions. The cities of Los Angeles, Compton, Inglewood, and Lynwood had the highest numerical decrease in the Black population; while cities San Bernardino and Rialto experiences significant proportional increases. These trends have significant implication in terms of the education of African American students. The study also reveals a high numerical increase in Black Enrollment between 1985 and 2005 at Rialto Unified and San Bernardino City Unified respectively. Whereas, historically, suburban communities have access to more opportunities and resources (including better schools) than their urban counterparts, recent census data reveals a considerable increase in poverty in U.S. suburbs as a result of the great recession. Considering these recent trends, are Black students “better off” in Los Angeles Unified School District or in San Bernardino County districts: Rialto Unified or San Bernardino City Unified? This study creates and assigns grades (A-F) for each of the districts using six variables: API performance, API improvement, College Readiness, Suspension Rates, Graduation/Dropout rate, and California High School Exit Exam Pass rate. Though all districts performed poorly, LAUSD received the high overall marks.

The framing of Arabs and Muslims as potential threats, particularly in the aftermath of the terrorist attack in San Bernardino, increased the vulnerability of Iraqi Muslim women to violent and hostile reactions in public spaces. Orientalist discourses have painted Arabs and Muslims with the brush of incompatibility with US values, in which Arab and Muslim women are racialized as a nonwhite racial Other. The cumulative effect of this intersectionality of religion and gender and public harassment resulted in Muslim Iraqi women questioning their full belonging in the US, leading some to ask, “Are there two kinds of citizens?”

The research presented in this chapter offers an alternative approach to studying and appreciating youth political participation - one that considers the issues or problems motivating political action and the groups through which this political action takes place. Survey research shows that the economy is an issue of top concern not only for the public at large but also for young adults. Three groups focused upon the effects of the economy on young adults emerged in analysis of news coverage of Millennials: Young Invincibles, The Can Kicks Back, San Bernardino Generation Now. Using a qualitative methodological approach, these groups serve as case studies of Millennials responding to a public issue. This chapter offers a description of each group’s origin, mission, and resulting structure.

This chapter mentions the Liberators that took time out from their military campaigns to attend to the creation of major public libraries during the wars of independence between 1808 and 1826. It describes the libraries as one of the first institutions to be founded that were located close to the centre of political power in the cities. It also discusses individuals of varied political views that saw libraries as both symbol and source of universal enlightenment, noting General José de San Martín, who declared libraries to be more powerful than armies for protecting the embryonic political communities. The chapter refers to Simón Bolívar, who instigated a public library in Caracas in 1814 and intervened to ensure that Lima's library was restored in 1823 and 1824. It elaborates how libraries fulfilled a central role in social self definition as touchstones of what was meant by lo público and lo nacional.

Abstract In the following article, written in March 1969, Roy Wilkins argues against the theory that “a little voluntary racial segregation might not be a disaster.” He proclaims that racial separation is the principal tool for white supremacy. San Bernardino, Calif.-In California one gets the impression from spokesmen and apologists for militant elements that a little voluntary racial segregation might not be a disaster. The so-called settlement of the four and one-half months of strife at San Fran cisco State College is spurring discussion. It leaves the students with less than they sought and much less public support than they had in the beginning. Once the door to the policy of official, imposed racial separation is opened, the darkness begins to descend. Particularly is this true in nations where the non whites are a small numerical minority and a still more vulnerable economic and political minority. Also, where the whites have control of the government machinery and can enact legislation and execute policies that can rivet tactical inferiority upon a whole people.

Recent mass shootings including Charleston, SC; Chattanooga, TN; Chardon, OH; Virginia Tech in Blacksburg, VA; and San Bernardino, California, have resulted in public outcry for action. Nevertheless, the response at the state level following these events has varied significantly, with some states loosening gun restrictions and others adopting a variety of gun safety policies ranging from private-sale background checks to extreme risk protection orders. Why has the state-level response varied so significantly? In exploring this question, this chapter examines the influence of state-level factors on current gun control legislation. This chapter explores the level of legislative action concerning the update and/or pass new laws for the years, 2009 through 2017. Pooled cross-sectional time series data that controls for variation between states and over time is used.

The year 2015 saw historic levels of refugee movements out of Syria, Iraq, and North Africa to Europe, which coincided chronologically with terrorist attacks in Paris and San Bernardino. The Republican presidential nomination campaign singled out refugees from Syria and Iraq as existential threats, and the “Islamophobia Industry” mainstreamed an anti-Muslim discourse in the presidential primary, naming Arab refugees as a potential fifth column, leading to the passage of the American Security Against Foreign Enemies Act (HR 4038). The seismic sociopolitical shifts of 2015 shaped the experience of belonging among Iraqi refugee youths. Iraqi youths employed multiple strategies in confronting the disturbing ways in which they were being profiled in the public arena. One important strategy was in calling attention to a counternarrative—the proactive and positive ways that the local Muslim and Arab community was reaching out across cultural and religious barriers to mobilize against hate.

This chapter describes work by the UCSF Industry Documents Library to develop resources, programs, and initiatives to support data science work with a diverse audience in the fields of health sciences, history of medicine, public health policy, and tobacco control. The Industry Documents Library (IDL) is a digital archive of over 15 million documents created by industries impacting public health, hosted by the University of California, San Francisco (UCSF) Library. The chapter describes the public health impact of industry documents research, highlights several examples of computational projects conducted by IDL scholars, outlines the IDL's developing plans for using data science techniques to assist with large-scale digital collection appraisal and metadata enhancement, and discusses how the IDL is expanding its collaborations with the UCSF Library's Data Science Initiative and Archives and Special Collections departments to further develop impactful data science programs across the university.

The Mojave Desert and Mountain Recycling Authority is a California Joint Powers Authority (the JPA), consisting of nine communities in California’s San Bernardino County high desert and mountain region. In August 2008 the JPA contracted with Gershman, Brickner & Bratton, Inc. (GBB) to prepare the Victor Valley Resource Management Strategy (Resource Management Strategy). Working with RRT Design and Construction, Inc. (RRT), GBB prepared a coordinated forward-looking strategy to guide the JPA’s future program and facilities decisions. The Resource Management Strategy focused on the Town of Apple Valley, population 70,092, and the City of Victorville, population 107,408, the two largest JPA member communities, which have a combined total of more than 130,000 tons per year of material entering the JPA’s recycling system and the Victorville Landfill. The Resource Management Strategy is underpinned by a characterization of waste loads delivered to the Victorville Landfill. A visual characterization was carried out by RRT in September/October 2008. RRT engineers identified proportions of materials recoverable for recycling and composting among all loads collected from residential and non-residential generators for a full week, nearly 300 loads total. The JPA financed and manages the operations contract for the highly automated Victor Valley Material Recovery Facility (MRF). The MRF today receives and processes an average of 130 tons per day (tpd), five days per week, of single stream paper and containers and recyclable-rich commercial waste loads. The waste characterization indicated that as much as 80 percent of loads of residential and commercial waste currently landfilled could be processed for recycling and composting in a combination manual and automated sorting facility. Residue from the MRF, which is predominated by paper, would provide potential feedstock for an energy recovery project; however, the JPA has two strategies regarding process residue. The first strategy is to reduce residue rates from existing deliveries, to optimize MRF operations. An assessment of the MRF conducted by RRT indicated that residue rates could be reduced, although this material would continue to be rich in combustible materials. The second strategy is to increase recovery for recycling by expanding the recyclable-rich and organics-dense waste load deliveries to the MRF and/or a composting facility. The Resource Management Strategy provided a conceptual design and cost that identified projected capital and operations costs that would be incurred to expand the MRF processing system for the program expansion. Based on the waste composition analysis, residue from a proposed system was estimated. This residue also would be rich in combustible materials. The December 2008 California Scoping Plan is the roadmap for statewide greenhouse gas emission reduction efforts. The Scoping Plan specifically calls out mandatory commercial recycling, expanded organics composting (particularly food residue), and inclusion of anaerobic digestion as renewable energy. The Resource Management Strategy sets the stage for JPA programs to address Scoping Plan mandates and priorities. California Public Resources Code Section 40051(b) requires that communities: Maximize the use of all feasible source reduction, recycling, and composting options in order to reduce the amount of solid waste that must be disposed of by transformation and land disposal. For wastes that cannot feasibly be reduced at their source, recycled, or composted, the local agency may use environmentally safe transformation or environmentally safe land disposal, or both of those practices. Moreover, Section 41783(b) only allows transformation diversion credit (10 percent of the 50 percent required) if: The transformation project uses front-end methods or programs to remove all recyclable materials from the waste stream prior to transformation to the maximum extent feasible. Finally, prior to permitting a new transformation facility the California Integrated Waste Management Board is governed by Section 41783(d), which requires that CIWMB: “Hold a public hearing in the city, county, or regional agency jurisdiction within which the transformation project is proposed, and, after the public hearing, the board makes both of the following findings, based upon substantial evidence on the record: (1) The city, county, or regional agency is, and will continue to be, effectively implementing all feasible source reduction, recycling, and composting measures. (2) The transformation project will not adversely affect public health and safety or the environment.” The Resource Management Strategy assessed two cement manufacturers located in the high desert region for their potential to replace coal fuel with residue from the MRF and potentially from other waste quantities generated in the region. Cement kilns are large consumers of fossil fuels, operate on a continuous basis, and collectively are California’s largest source of greenhouse gas emissions. The Resource Management Strategy also identified further processing requirements for size reduction and screening to remove non-combustible materials and produce a feasible refuse derived fuel (RDF). A conceptual design system to process residue and supply RDF to a cement kiln was developed, as were estimated capital and operating costs to implement the RDF production system. The Resource Management Strategy addressed the PRC requirement that “all feasible source reduction, recycling and composting measures” are implemented prior to approving any new “transformation” facility. This planning effort also provided a basis for greenhouse gas reduction analysis, consistent with statewide initiatives to reduce landfill disposal. This paper will report on the results of this planning and the decisions made by the JPA, brought current to the time of the conference.

Mojave National Preserve (MOJA) in the Mojave Desert of southern California hosts an extensive geologic record, with units ranging in age from the Paleoproterozoic (2.5 to 1.7 billion years ago) to the Quaternary (present day). MOJA topography is dominated by numerous mountain ranges hosting extensive geological exposures divided by expansive valleys, dunes, and a low elevation dry salt lake. Some geological units are fossil-bearing, both within the preserve and in adjacent lands outside the boundaries of the preserve. The fossils preserved within MOJA span from the Proterozoic Eon (uncertain maximum age of fossiliferous rocks, but at least approximately 550 million years ago) to the Holocene Epoch (beginning 11,700 years ago). Abundant and diverse marine fossils are preserved in units dated from the late Proterozoic through most of the Cambrian, as well as from the Devonian through the early Permian. More recent volcanic tuff and unconsolidated sedimentary deposits in valleys preserve Cenozoic flora and fauna. Geologic surveys documented paleontological resources within the modern (2023) boundaries of MOJA as early as 1914, but fossils were rarely the focus of detailed study, and no comprehensive inventory was compiled. John Hazzard was the first geologist to devote significant attention to the study of paleontology within MOJA. Throughout the 1930s and 1940s, Hazzard and collaborators identified Paleozoic assemblages within the Kelso and Providence Mountains. Between the 1950s to 1980s, several dissertations and theses described the geology of various areas within MOJA, in which the authors provided limited paleontological descriptions and fossil locality information. Jack Mount conducted extensive paleontological research in the Cambrian sections of the Providence Mountains in the 1970s and 1980s, focusing on olenellid trilobites in the Latham Shale. As early as the 1960s, rockhounds collecting opalite and petrified wood discovered fossilized plant material and vertebrate bones in areas now in south-central MOJA and notified paleontologists at San Bernardino County Museum (SBCM). This resulted in one of the only paleontological excavations in what is now MOJA, with collections of Miocene vertebrate fauna including camelid and early rhino material. More recently, James Hagadorn reported the late-surviving Ediacaran organism Swartpuntia in an assemblage from the Wood Canyon Formation of the Kelso Mountains in 2000. From October 2021 to January 2022, a field inventory was conducted to determine the scope and distribution (both temporal and geospatial) of paleontological resources at MOJA. An additional week of field work was conducted in December 2022. A total of thirteen localities were documented and field-checked throughout the preserve. These localities resulted from field checks of previously reported fossil sites, as well as new discoveries based on literature searches and information provided by MOJA staff. The findings of this report constitute a baseline of paleontology resource data for MOJA, and reflect the current understanding of the scope, significance, and distribution of MOJA’s fossil record.
