The article is devoted to the research and development of a chatbot for consulting support for technologists of the “Executive Traffic Schedule” system in Russian Railways. The goal of the work is to identify the requirements and characteristics for creating a chatbot capable of assisting technologists. The paper discusses the practical significance of introducing chatbots in the field of technical support in Russian Railways. The analysis of the ChatNavigator platform for creating a chatbot is carried out and the choice of this platform is justified.

Currently, Russia has found itself under unprecedented sanctions pressure from the countries of the collective West in connection with the military conflict in Ukraine. Sanctions as an instrument of influence aim to change the internal political course in the sanctioned country and are one of the additional levers to influence the partner countries. Kazakhstan is one of its main partners of Russia in the Eurasian Economic Union, and bilateral trade, economic, and investment relations are actively developing. The article discusses how sanctions have affected bilateral cooperation between Kazakhstan and Russia. The data of national statistics as well as of the National Bank of Kazakhstan were used. At the same time one of the threats to bilateral relations are the statements of several political actors, political scientists and political technologists of the Russian Federation.

Abstract (sommario):
The article discusses the impact of Internet technologies on the political process in Russia and in the world. The author draws attention to the emergence of new trends in the field of IT, which bring new to the electoral process, PR-activities, agitation, propaganda and counter-propaganda. It is suggested that political actors should act within the framework of the new rules of the game, without neglecting the transfer of political struggle in the Internet space. The article draws attention to the fact that the Internet activity of political actors can be both positive and negative in perception and goals. Given the impact that the Internet has on the political sphere of society, we can assume that the virtual environment will be the main stage of political struggle. The author emphasizes that modern political technologists should take this factor into account in their activities. Thus, the author concludes that the online space significantly expands the tools of political campaigns and radically transforms the relationship between citizens and the state, forming the real prerequisites for the development of democracy.

This article reviews Russian industry experience in developing innovative technologies in the production of bakery, pasta, and confectionery products. The article analyzes innovative technologies developed in Russian institutes, universities, and enterprises of the bakery, pasta, and confectionery industries, in particular the state research Institute of Agriculture, Kuban State Technological University, Belgorod University of consumer cooperation, and Moscow state University of technology and management named after K. G. Razumovsky University (PKU), Moscow State University of food production. It is established that the state order system is focused on purchasing products at low prices and weakly encourages the introduction of innovative technologies into production. The main vectors of innovative transformations of bakery enterprises in the Russian Federation are the use of stoves, dough mixers, mixers, and non-traditional raw materials in the production of bakery products in order to increase the content of essential nutrients, improve the balance of essential essential nutrients, improve the quality and shelf life of finished products, and provide products with a functional orientation, which generally corresponds to global trends five years ago. Currently, consumers of bakery, pasta and confectionery products want to see in these products something more than sweetness, taste and aroma, they need confidence that the products will not cause harm to health, so one of the tasks set for technologists is to develop innovative products not only to expand the range, but also to improve the nutritional value of products.

The geopolitical confrontation between Russia and the United States has always taken place, but now it has become particularly acute, given the transformation of the structure of international relations. Our country, which occupies one-eighth of the globe's landmass and has the second-strongest army in the world, is embroiled in a number of information and hybrid conflicts. The «collective West» has launched an open economic, sanction, technological, and information war against Russia. Combining the capabilities of electronic and cyber warfare, information operations and electronic intelligence, both for offensive and defensive purposes, is a new trend in the industry. It is important to emphasize that global sales of electronic warfare systems will grow by an average of 4.5 % per year by 2027 and reach $ 24 billion. It is expected that as a result of the wider use of cyber technologies, the tactics of warfare will change. Certainly, it is important to try to find a balance between security and proactive foreign policy of the state in the information space. In the new geopolitical conditions, various methods of information warfare, in particular fake news, represent a real ideological danger, and the development of social networks and the emergence of artificial technologies are increasingly reinforcing this phenomenon. The explosion of disinformation regarding the policy of the Russian state, which is flowing into the world media space thanks to Western political technologists, has begun to lead to concerns about the destabilization of democracy and ideological division in the country. However, Russia managed to resist and now needs to develop countermeasures. The influence of virtual space on the regional, national, and international political processes determines the desire of modern states to develop and use new technological resources. The analysis of political research on the problems of information and ideological confrontation led to the conclusion that the information war is aimed at destabilizing society, destroying its mental foundations and traditional guidelines. The main strategic goal of the information war is to lead society to an ideological split and cause an increase in citizens' distrust of the institutions of state power and the army. The authors of this article have identified the key mechanisms of information confrontation and ways of media provocations against Russia in the new geopolitical conditions.

At the beginning of the XXI century the leadership of the Kremlin significantly strengthened control over the processes in the Russian state, achieved certain successes in the implementation of integration projects in the post-Soviet space. To increase the geopolitical weight of the Russian Federation and further strengthen its position on the territory of the so-called “near abroadˮ, Kremlin political technologists developed a new imperial ideology. Ivan Ilyin, a critic of the Bolsheviks and a supporter of monarchism and fascism, acted as an ideological guide for the Russian ruling elite. A practical manifestation of the new ideological approaches was the introduction of the “Day of People’s Unityˮ associated with the traditions of tsarist Russia, which essentially replaced the celebration of the so called “Great October Socialist Revolutionˮ. In the same vein, we can consider the launch of the action called “Saint George's ribbonˮ, which is a kind of attempt to combine the legacy of the Romanovs with the pages of the history of the USSR convenient for the Kremlin. Criticizing the federal nature of the Soviet Union, the Kremlin at the same time actively used the victory of the USSR in World War II for its geopolitical purposes. To the greatest extent, this was manifested due to the active popularization of the myth of the “Great Victoryˮ and the hypertrophied celebration of “Victory Dayˮ − the so-called “Pobedobesieˮ. One of the important components of the new state ideology of the Russian Federation was the active use of the “besieged fortressˮ concept. Tough declarations of the leadership of Russia at that time were complemented by decisive steps. The use of radioactive substances on the territory of Great Britain to kill a former employee of the FSB, cyber-attacks on the governmental structure of a NATO and EU member – Estonia, a return to the Soviet practice of aviation combat duty, a missile strike on Georgian territory by a Russian aircraft demonstrated the readiness of official Moscow to raise the stakes in the framework of the struggle for the redistribution of geopolitical “chessboardˮ. The ideological project “Russian Worldˮ became the decoration for Russian imperialism and revanchism. During the second presidential term of Vladimir Putin, it was already possible to trace warming signals that unequivocally demonstrated that behind the “humanitarianˮ envelope of “Russian Worldˮ the aggressive foreign policy goals of the Russian leadership were hidden. The most openly imperial essence of the Putin regime in its early stages is reflected in the framework of the so-called “Russian doctrineˮ. This document included provisions on the messianic role of Russia, criticism of the Bolsheviks for the division of the USSR into republics, the postulate on the historical continuity of the Russian Federation from tsarist times, etc. In the context of outlining the foreign policy goals of the Russian Federation, the doctrine refers to the creation of a multipolar world, the non-recognition of the 1991 Belovezh Accords, and the beginning of the path that should lead to the “reunificationˮ of Russia with Belarus, Ukraine and Kazakhstan is declared.

Ensuring food security and increasing exports of agricultural products requires high human resources engaged in agriculture.The heads of agricultural organizations, their deputies and chief specialists do not always meet the requirements for educational leveland possession of managerial competencies; this problem is also relevant for heads of engineering services. On average, in the systemof the Ministry of Agriculture of Russia, only 66% of chief engineers, technologists and power engineers have higher education,although, according to the requirements of professional standards, these positions can be occupied not only by university graduates, but also by masters and specialists. In all districts of our country, a shortage of personnel has been revealed. Still its degree is insignifi cantif we compare the number of graduates of the master’s degree programs and vacant postitions in organizations. However, an analysisof the staff structure in term of the appropriate level of education shows that even in three years universities will not be able toprovide graduates to satisfy the labor needs of this market sector. Training of agricultural personnel is carried out in 54 universitiessubordinate to the Ministry of Agriculture of Russia. The number of graduates in the main agricultural areas and specialties amountto more than 19 thousand people, but there are only about 1.5 thousand graduates of the specialist and master’s degree who havethe right to occupy managerial positions. In addition, according to the graduates themselves, they are not ready to occupy managerial positions. In the study process, about 3% of the curriculum provides for the development of managerial competencies. To formthese competencies in the classroom, it is necessary to use teaching technologies making the student participate actively: the projectmethod and contextual learning technology, “round table” discussions, conferences, etc. Based on the requirements of employers,it is necessary that a professional standard be developed to state the requirements for managerial positions in engineering services.This problem can be solved by implementing the professional standard “Management Expert at Farm-Related Enterprises”.

The main narratives of denial of the Holodomor in independent Ukraine underwent a noticeable transformation. During the 1990s and early 2000s, widespread in Soviet times direct denials of the famine of 1932–1933 in Ukraine were transformed into interpretive denials, which consisted in attempts to present the Holodomor as an event that does not correspond to the internationally recognized criteria of the act of genocide. Pro-Russian political environments became the main promoter of denial of the Holodomor in independent Ukraine. Representatives of these political trend considered denial of the Holodomor as an important tool for delegitimization of Ukrainian independence, as well as destabilization of the internal political situation in the Ukrainian state. Denial of the Holodomor was especially active during the presidency of Viktor Yushchenko (2005–2010). At that time, opposition pro-Russian politicians, propagandists and political technologists promoted the thesis that the restoration of the memory of the Holodomor will inevitably occur at the expense of the separation of Ukrainian society, and will also spoil the relations of Ukraine with its «main strategic partner – Russia». During Viktor Yanukovych’s rule (2010–2014), denial of the Holodomor acquired a latent character and was combined with the removal of references to the 1932–1933 famine from education and the public sphere. After the Revolution of Dignity of 2013–2014 and the beginning of Russian aggression in Donbas, denial of the Holodomor in Ukraine takes place mainly in a hidden form.

The article is devoted to the problem of turnout in elections in the USSR and Russia in the period from 1989 to 1996 in the assessment of Russian sociologists and social scientists. The theory of representative democracy in its neoliberal version narrows the acts of legitimation to the voting procedure. The experience of implementing these principles in the USSR and the Russian Federation at the end of the 20th century is quite relevant for the development of contemporary political sociology. The goal is a retrospective (historical) study of the explanatory schemes offered by Russian electoral sociologists and representatives of related disciplines on the decline in voter turnout in the 1989–1996 elections. Objectives: 1) description of specific situations, 2) analysis of the positions and arguments put forward, 3) generalization of the hypotheses and concepts proposed. Traditional methods for works of this nature were used (analysis, synthesis, heuristic, descriptive). The decline in the number of voters was constant. As in the rest of the world, it primarily affected those structures that were not perceived as significant. This led to a gradual lowering of the electoral barrier, even to its abolition. The statement about “voting with one’s feet” as a result of disappointment in the socio-economic transformations of the 1990s became a common place in the sociologists’ reasoning. The active part of the electorate, affiliated with certain political forces and organizations, reacted sensitively to mass media reports of falsifications. The general decline in voter turnout was perfectly exploited by political technologists for the benefit of their clients. The first steps of the Russian electoral sociology were not able to improve the situation in the socio-political orientation of the electorate.

Les smartphones avec leurs différentes applications ont créé une nouvelle base de clients. Les données de l'utilisateur des smartphones, obtenues en grande quantité, permettent aux entreprises de développer leurs stratégies marketing et d'augmenter également le nombre de biens et de services achetés. Les marchés du tourisme et de la restauration offrent de nouvelles possibilités grâce à l'utilisation d'applications mobiles dans le but d'améliorer la qualité des services offerts. L'objectif de cette recherche est d'étudier l'utilisation des applications mobiles dans les industries du tourisme et de la restauration et d'effectuer une comparaison interculturelle entre la Russie et la France. Pour atteindre cet objectif tant théorique qu’empirique, nous avons appliqué une approche hypothético-déductive. Dans notre recherche, deux applications mobiles sont analysées: Lafourchette en France et Resto en Russie. L'utilisation de l'application mobile est examinée à partir de trois points de vue théorique: l'utilisation de la technologie, le marketing relationnel et la théorie culturelle. Le modèle TUAUT2 est le modèle central de notre recherche; modèle qui a fait l'objet de nombreuses études. Nous avons considéré ce modèle en relation avec le marketing relationnel et les dimensions culturelles. Les résultats de notre étude sur l'utilisation des applications mobiles ont confirmé nos hypothèses. La comparaison interculturelle a démontré des différences liées aux problèmes économiques, culturels et technologiques. Nos résultats sont discutés à partir des perspectives théoriques et managériales
The smartphones with application stores have created a new customer base. The smartphone user's data, obtained in huge amount every second, enables companies to build their marketing strategies, and to increase the number of goods and services purchased. The tourism and restaurant markets offer new possibilities with the use of mobile applications in order to improve the quality of the provided services. The objective of this research is to study mobile application use in the tourism and restaurant industries and to accomplish cross-cultural comparison between Russia and France. Applying a hypothetico-deductive approach both theoretical and empirical investigations are serving this objective. In the research two mobile applications are analyzed: Lafourchette in France and Resto in Russia. The mobile application use is regarded from three theoretical points of view: technology’s use, relationship marketing and cultural theory. UTAUT2 model is the central model of the research; this model has been a subject of numerous studies. We regarded this model in relation to relationship marketing and cultural dimensions. The results of the survey about mobile application use confirmed the hypotheses. Cross-cultural comparison demonstrated differences related to the economical, cultural and technology’s issues. Our findings are discussed from theoretical and managerial perspectives

La thèse étudie le phénomène de l'appropriation des communications en Russie post-soviétique avec un objectif de comprendre dans quelle mesure les mécanismes non-marchands sont présents dans le domaine de l'appropriation des communications et comment ces mécanismes, s'inscrivent dans le système politico-économique de la société russe. La thèse est découpée en quatre parties. La première partie théorique synthétise les travaux sur les usages des médias et des TICs en vue de comprendre la notion des modes d'appropriation et ensuite inscrit ces modes dans le cadre de la distinction entre le domaine marchand et non-marchand ainsi que dans le contexte du développement. La deuxième partie se concentre sur les traditions communicationnelles et les formes économiques des communications dans leur continuité historique en Russie pré-soviétique et soviétique. La troisième partie de la thèse se concentre sur l'analyse du domaine des communications en Russie. En commençant par des raisons communicationnelles de la chute de l'URSS, elle traite progressivement du rôle de l'Etat dans l'industrie post-soviétique des communications, de l'analyse du tissu industriel et, enfin, l'analyse de l'action des usagers. La dernière partie de la thèse replace des éléments de la troisième partie dans le cadre des trois problématiques : le rôle de l'économie non formelle dans le cadre non-marchand de l'économie communicationnelle russe, la classification des stratégies et des éléments non-marchands d’après la grille de lecture élaborée dans la Partie I et l'analyse du modèle communicationnel russe dans le contexte du développement
PhD researches the phenomenon of communication's appropriation in postsoviet Russia. It focuses on the objective to understand the role of non-market mechanisms in media appropriation and their correspondence with the politico-economic system of Russian society. This research is divided on four parts. The first one focuses on the theoric approach to the appropriation and relies this approach to the problematic of market and non-market exchanges and to the development question. The second part describes communication traditions and economic forms of communications in soviet and presoviet Russia. The third part analyse the communicational reasons of USSR collapse and describes the State role, the pattern of communication industry and the user's role in communication development of postsoviet Russia. The latest part replaces the third part's elements in new context : non-formal economy, non-market economy and development

Ce travail de thèse questionne la place que les dispositifs numériques d'information et de communication occupent dans la reconfiguration de l'espace public (Habermas, 1991) contemporaine post-soviétique. Il étudie également l'émergence, l'inscription sociale et l'usage politique des espaces participatifs du web - tels que les blogs, les forums ou les réseaux sociaux, au sein de cette société. Aussi, nous explorons le processus de la médiation, tel qu'il s'exerce à l'extérieur de la médiatisation classique dans la sphère publique nationale post-soviétique. Après avoir appliqué les différentes méthodes d'analyse des réseaux (cartographie, entretiens semi-directifs, observation participative), nous pouvons constater qu'actuellement en Russie contemporaine nous observons l'éclatement de l'espace public unique et le retour au modèle de double espace public: officiel « dominant », constitué en grande partie des médias audio-visuels, la presse écrite nationale et des partis politiques institutionnalisés et l'espace « parallèle » constitué des « nouveaux » médias numériques (Kiriya, 2012). Ces tendances nous montrent la persistance des formes et des configurations de l'espace public dans la société malgré les changements économiques et sociaux. Dans le contexte post-soviétique, les « nouveaux » médias numérisés soutiennent à la fracture sociale et politique dans la société et épargnent l'espace public officiel des discours et des débats oppositionnels. En même temps, ces dispositifs contribuent à l'apparition des nouveaux acteurs des débats et de la production de l'information, et au maintien de la diversité des opinions. De ca fait, les dispositifs numériques de communication peuvent être insérés dans les espaces sociaux différents et d'accompagner les pratiques de libération et de domination en même temps. Notre travail montre que le déploiement des réseaux socionumériques et des médias numériques post-soviétiques participe aux évolutions plus générales de la société post-soviétique. Ils stabilisent et rendent visible la configuration des acteurs des espaces sociaux préexistants. L'étude de l'ancrage politique des réseaux socionumériques et des médias dans l'espace public officiel nous conduit à adopter une vision critique de la théorie « positiviste » des réseaux socionumériques en tant qu'outils de délibération et de débats argumentatifs. Ainsi, l'espace numérique post-soviétique est devenu une prolongation de l'espace public officiel de domination tout en assurant l'appropriation des discours étatiques propagandistes et leur pénétration dans l'espace privé. Ce travail montre que l'ancrage social (Miège, 2007) et politique de ces outils dans la société Russe est plutôt conservatif et ne contribue à la libération et démocratisation de la société. Bien au contraire – ces outils sont utilisés pour reproduire l'ordre politique dominant, diviser l'espace public etc. Les débats et les mobilisations sur le net ont faiblement contribué à l'émancipation et aux changements sociaux. Insérés dans les champs sociaux nationaux existants, ces médias numériques ont incité à la délibération et la maîtrise de la violence. En même temps, ils pouvaient être mobilisés par les acteurs dominants afin d'asseoir leur domination et leur violence. Dans le contexte post-soviétique, les technologies numériques ont contribué au déclin de la mobilisation politique d'opposition, renforçant l'isolement des acteurs politiques, exclus de l'espace public, et un contrôle social profitable aux autorités russes actuelles. L'expression « spontanée » de mouvements sociaux s'effectue selon les formes protestataires historiquement préexistantes (Bertrand Cabedoche, 2010) et notre étude du cas post-soviétique le confirme pleinement
This PhD work questions the place of digital information and communication devices involved in the reconfiguration of the contemporary post-Soviet public sphere (Habermas, 1991). It also examines the emergence, social inclusion and the political use of web participatory spaces - such as blogs, forums and social networks, in this society. Also, we explore the process of mediation, as is carried outside the traditional media in the post-Soviet national public sphere. After applying the different analysis methods of networks (mapping, interviews, participant observation), we can conclude that in contemporary Russia we observe the return to dual model public space: Official "dominant" (consists largely of audio-visual media, papers; magazines, radio stations) and "parallel" (consists of the oppositional political parties, "new" digital media) (Kiriya, 2012). These trends confirm the persistence of forms and configurations of public space in society despite the social and economic changes. In the post-Soviet context, the "new" digital media support the social and political cleavage in. At the same time, these devices contribute to the appearance of new actors of debates and production of information, and the maintenance of the diversity of opinions. Thereby, digital communication devices can be inserted in different social spaces, accompany the liberation and domination practices at the same time. Our work shows that the deployment of digital networks and digital media accompanies the development of the post-Soviet society. They stabilize and make visible the configuration of preexisting actors in different social spaces. This study of political use of digital networks and media in the official public space lead us to adopt a critical view of the "positivist" perception of digital networks as tools of deliberation and argumentative discussions. Thus, the post-Soviet digital space has become a digital extension of the formal domination of public space while ensuring the appropriation of state propaganda speeches and their penetration into the private area. This work shows that the social use (Miège, 2007) and policy of these tools in Russian society is quite conservative and does not contribute to the liberation and democratization of society. Quite the contrary, these devices are used to reproduce the dominant political divide public space and so on. The debates and mobilizations on the Internet have slightly contributed to the emancipation and social change. Inserted into existing national social fields, these digital media has led to the deliberation and control of violence. At the same time, they could be mobilized by the dominant players in order to establish their domination and violence. In the post-Soviet context, digital technologies have contributed to the decline of the political opposition mobilization, reinforcing the isolation of political actors, excluded from the public space, and profitable social control for current Russian authorities. The "spontaneous" social movement is performed according to the historically pre-existing forms protesters (Cabedoche Bertrand, 2010) and our study of post-Soviet case fully confirms it

L'histoire de la construction du pont Troitski par la Société de construction des Batignolles (1897 - 1903) présente de multiples facettes. Le sujet permet d'aborder les questions liées à la modernisation urbaine de Saint-Pétersbourg, à l'implantation et au fonctionnement d'une entreprise française en Russie et, enfin, au rôIe des ingénieurs français dans les transferts de technologies dans le domaine des travaux publics. L'activité de la SCB en Russie débuta en 1858, quand l'entreprise exécuta les premiers ponts métalliques destinés aux chemins de fer russes. Plus tard, en 1891, après une longue absence, la SCB retourna à Saint- Pétersbourg pour y construire le troisième pont fixe sur la Néva : le pont Troitski. La création d'un projet extrêmement innovant (un pont en arc à trois articulations), la constitution d'une équipe d'agents efficaces, ainsi que la situation politique favorable assurèrent le succès de l'entreprise à Saint-Pétersbourg. Le nouveau pont fixe monumental remplaça l'ancien pont flottant et permit de fluidifier le trafic sur la Néva. Le pont liait ainsi la partie centrale de la ville au quartier villageois de Petrogradski qui connut alors une rapide modernisation. Mais la SCB fut confrontée à plusieurs difficultés : le travail dans des condItions climatiques extrêmes, mais aussi le nationalisme et l'hostilité des fonctionnaires de la municipalité pétersbourgeoise. Malgré la construction remarquable du pont Troitski qui symbolisait l'allianœ franco-russe, la SCB ne réussit pas à se fixer durablement sur le marché local. La société espérait continuer à construire des ponts fixes à Saint-Pétersbourg et ailleurs en Russie, mais les commandes les plus importantes furent confiées à des entreprises russes.

Sur un exemple concret d’entreprise française disposant des technologies innovantes dans les domaines du chauffage et de la distribution d’eau et ayant un projet d’expansion vers un nouveau marché, en l’occurrence, le marché russe, l’auteur montre l’importance de ces technologies pour accéder au marché fortement différent du marché domestique. Au sein du secteur du chauffage dans un pays où, à cause des conditions climatiques froides, le besoin de se chauffer présente un besoin vital, où le retard technologique dû au phénomène historique du monopole du chauffage central collectif est particulièrement ressenti et où le marché est en pleine formation avec la montée de la concurrence, les technologies nouvelles ont sans doute un rôle capital à jouer. Comment l’entreprise porteuse de ces technologies doit-t-elle aborder le marché russe certes très prometteur, mais fragile surtout en cette période délicate de la crise économique mondiale? Quels en sont les risques et les perspectives ? Comment réussir ce marché ? Comment mettre en valeur et transférer de nouvelles solutions technologiques ? Quels sont les avantages de ce transfert pour l’entreprise, mais également pour son partenaire local, pour la région visée et pour l’Etat receveur ? Telles sont les questions que l’auteur se pose. On a specific example of a French company having innovative technologies in the field of heating and water distribution, and realizing an expansion project to a new market, in this case, the Russian market, the author shows the importance of technologies when penetrating a market strongly different from the domestic one. Within the heating sector in the country where, because of a cold climate, the need to feel warm is a vital need, where the technological backwardness due to the historical phenomenon of the central residential heating monopoly is obvious, and where market is taking shape and competition is now growing, new technologies have without doubt a capital part to play. How should a company with such technologies approach the Russian market certainly very promising, but also fragile especially in this delicate period of the world economic crisis? What are the risks and the perspectives for the company? How to succeed in this market? How to enhance the value and to transfer new technological solutions? What advantages does this transfer bring to the company, but also to the company’s local partner, to the targeted region, and to the receiving country? These are questions the author asks himself. The role of new technologies is certainly beyond a sector or a field of activity: the new technologies brought by western companies undoubtedly accelerated, as Russia is concerned, the change from the Soviet-type economic system to a free-market system, known as the market economy

Проведенное исследование посвящено изучению event-технологий в методике преподавания русского языка как иностранного на примере фестиваля русского языка «Кириллица-Fest». В первой главе изучены точки зрения специалистов на наиболее распространенные подходы к обучению иностранным языкам, в частности, русскому. В практической части рассмотрены российско-монгольские отношения, статус русского языка в Монголии, подробно проанализирован фестиваль русского языка «Кириллица-Fest» на соответствие критериям event-мероприятия. Описаны принципы и приемы обучения русскому языку в рамках фестиваля. Практическая польза работы заключается в потенциале задействования данной методики в подобных образовательных мероприятиях.
The research is focused on review of event-technologies in the methodic of teaching Russian as a foreign language on the example of «Cyrillic-Fest». The first part examines the views of specialists on the most common approaches to teaching foreign languages, especially Russian. The practical part adresses Russian-Mongolian relations, the status of the Russian language in Mongolia, festival of the Russian language and its conform to the criteria of event-technologies. The principles and techniques of teaching the Russian language in the framework of the festival are described. The practical benefit is in the potential for involving this technique in educational events.

L’industrie automobile française est présente en Russie depuis plus d’un siècle. Les constructeurs français maintient leur présence sur le marché russe, malgré les nombreux bouleversements que connaît le pays au XXe siècle. La thèse étudie les activités des entreprises automobiles françaises en Russie dans les années 1954 – 2014. Elle couvre deux périodes bien distinctes : soviétique et post-soviétique et montre une continuité dans la stratégie des constructeurs automobiles français sur le marché russe. L’étude couvre la coopération franco-russe dans le domaine automobile sous le prisme des relations tant économiques et politiques que technologiques entre les pays. Cette coopération résulte d’une volonté bilatérale de la part de la France et de l’Union soviétique d’élargir les champs de leur coopération et de s’engager dans des projets industriels à long terme. Il est possible ainsi de mettre en lumière l’importance du transfert de technologies réalisé dans le cadre des projets automobiles franco-russes. Enfin, l’analyse du marché automobile russe permet de mesurer le rôle de la France dans le développement de l’industrie automobile soviétique puis russe. L’exemple de l’implantation de Renault en Russie post-soviétique illustre bien la stratégie du Groupe Renault-Nissan envers les pays émergents. L’usine « Renault Russie » à Moscou devient en 2014, la 4e usine du Groupe Renault pour le volume de la production
The French automobile industry has been present in Russia for more than a century. French manufacturers have maintained their presence on the Russian market despite the many upheavals that the country experienced in the 20th century. The thesis analyses the activities of French automobile companies in Russia in the years 1954 - 2014. It covers two very distinct periods: the Soviet and the post-Soviet and shows continuity in the strategy of French car manufacturers on the Russian market. The study presents Franco-Russian cooperation in the automobile field under the prism of economic, political and technological relations between the countries. This cooperation is the result of a bilateral will on the part of France and the Soviet Union to widen the scope of their cooperation and to engage in long-term industrial projects. It is thus possible to highlight the importance of the technology transfer carried out within the framework of Franco-Russian automobile projects. Finally, the analysis of the Russian automobile market enables us to measure the role of France in the development of the Soviet and then Russian automobile industry. The example of Renault's presence in the post-Soviet Russia is a good illustration of the Renault- Nissan Group's strategy towards emerging countries. The "Renault Russia" plant in Moscow becomes the Renault Group's 4th largest plant in terms of production volume in 2014

Qu’est-ce qui détermine la survie et le succès des organisations à travers les différents régimes institutionnels? La présente étude tente à répondre à la question en analysant l’évolution d'une institution médicale publique russe, c. à. d. l'Institution de l'Etat Fédéral « Le Complexe Intersectoriel de Recherche et Technologie « Microchirurgie de l'Œil » de Rosmedtechnologie. L’étude s’étend sur quatre périodes bien définies: 1960-1985 (la Russie Soviétique, la période de pré-perestroïka), 1986-1991 (la perestroïka de Gorbatchev), 1992-2000 (la transition), et 2001-2009 (la Russie actuelle, la période post-Fyodorov). L’analyse se centre sur une coévolution des institutions externes et de la structure organisationnelle de l'entreprise, le système de droits de propriété, les tendances d'innovation et les canaux de diffusion technologique. Les conclusions suggèrent que l'environnement institutionnel général exerce une influence sur la performance de l'entreprise en déterminant « les règles du jeu » pour les transactions économiques et en établissant un ensemble de possibilités de développement. C'est alors les processus internes à l'entreprise, ses compétences dynamiques et sa capacité à innover qui déterminent si l'organisation peut s'adapter aux changements externes, reconnaître les possibilités de développement et en profiter. Par ailleurs, la direction (le leadership), le type de technologie et le niveau de sa diffusion, l’initial soutien de l'Etat, de même que la demande jouent un rôle apparent pour soutenir la performance réussie. Une structure multi-niveaux des récompenses de performance en combinaison avec les méthodes de traitement innovatrices (c. à. d. l’usage d’un conveyor chirurgical et la production en brigades) ont amené à des volumes de procédures cliniques performées plus élevées, de même que la qualité, la complexité et la diversité de traitement plus élevées. D’autant plus, pendant les étapes plus anciennes du développement de l’entreprise, la présence des inventeurs prolifiques et la structure organisationnelle qui soutenait l’apprentissage, la production et l’accumulation des connaissances (le cycle « clinique – ingénierie – approbation – production – clinique ») étaient cruciaux pour la création d’une base d’innovation persistante. Pendant les périodes plus récentes, la combinaison d’accès aux ressources (matérielles, financières, capital humain), les collaborations externes, les méthodes innovatrices d’organisation de traitement, la diffusion extensive des technologies inter- et intra-firme ont aussi contribué à des hauts niveaux d’innovation. Au total, le travail soutient une approche interdisciplinaire à l’étude des organisations, c. à. d. une combinaison de l'analyse institutionnelle, l’économie évolutionnaire et l’économie dynamique d’organisations, le management stratégique, l’économie d'innovation, l’analyse des droits de propriété et le rôle de leadership
What determines organizational survival and success across different institutional regimes? The present historical case study attempts to answer the question by analyzing the evolution of a Russian state medical institution, i.e. the S.N. Fyodorov “Inter-Sectoral Research and Technology Complex “Eye Microsurgery””. The study spans over four clearly defined regimes: 1960 – 1985 (Soviet Russia, pre-perestroika period), 1986 – 1991 (Gorbachev’s perestroika), 1992 – 2000 (the transition years), and 2001 – 2009 (current Russia, post-Fyodorov period). The analysis focuses on the co-evolution of the external institutions and the firm’s organizational structure, the system of property rights, innovation patterns and the channels of technological diffusion. The findings suggest that the general institutional environment exerts influence on the firm’s performance through determining the “rules of the game” for economic transactions and through establishing a set of development possibilities. It is then the firm’s internal processes, dynamic competences and the ability to innovate that determine whether the organization can adapt to external changes, recognize the development possibilities and take advantage of them. In addition, the roles of leadership, the type of technology and its diffusion scope, initial State support, as well as the extent of demand are apparent in sustaining successful performance. Multi-level high performance rewards structure in combination with novel industrialized treatment methods (e.g. the use of a surgical conveyer and team production) resulted in greater volumes of clinical procedures performed, as well as higher quality, complexity and diversity of treatment. In addition, at the earlier stages of the firm’s development, the presence of prolific innovators and the organizational structure that supported learning, knowledge production and accumulation (the “clinic – engineering – approbation – production – clinic” cycle) were crucial for creating a basis for persistent innovation. In later periods, the combination of resource availability (material, financial, human capital), external collaborations, novel ways of organizing treatment, extensive inter and intra-firm diffusion of technologies also contributed to high levels of innovation. Overall, the work provides support for an interdisciplinary approach to the study of organizations, i.e. combining institutional analysis, evolutionary and dynamic organizational economics, strategic management, the economics of innovation, the analysis of property rights and the role of leadership

L'objet de cette étude est de démontrer comment l'Etat russe cherche à améliorer l'administration de son immense territoire - qui représente son principal atout et son plus sérieux limite. Cette volonté provoque l'apparition de plusieurs groupes d'intérêts qui se disputent leur influence sur la construction des chemins de fer russes entre 1856 et 1870. Ce phénomène montre en quoi la volonté de moderniser l'État se voit limitée par le souci de protéger sa souveraineté. Enjeu soumi a des échanges technologiques et scientifiques au niveau international, la construction ferroviaire témoigne du rôle central de la France dans la naissance des chemins de fer russes, au terme d'un long processus dans lequel la Russie observait attentivement ce qui se passait en Europe et aux Etats-Unis dans le domaine ferroviaire. La fondation de la Grande Société des Chemins de Fer Russes (GSCFR), en 1856, sous l'impulsion des frères Pereire, permet d'étudier la rupture de la politique protectionniste et souverainiste qui régnait jusqu'alors dans l'Etat russe. Elle est le moyen par lequel s'exprime la gestion du territoire de l'Empire russe à travers la modernisation des voies de communication
The main aim of this work, is to demonstrate how the Russian State intended to improve the administration of the Empire's huge territory - which was it's main force and, at the same time, its most serious weakness - through the construction of a vast network of railways. This fact provoked the formation of various influential groups, which intended to engage their power over the Russian railway's construction between 1856 and 1870. The reforms of the railway sector reveal how the State's need of technological modernisation was tempered by need of protecting its sovereignty. The construction of the Russian railway network, which depended on an international exchange of technologies and knowledge, proves the central roll played by France at a time when Russia observed carefully the evolution of the railway industry in Europe and the United States. The foundation of the Main Society of Russian Railways in 1856, encouraged by the influence and impetus of the Pereire brothers, permits us to understand the end of a protective and sovereignist policies that dominated until then the Russian State. This new strategy of the Russian State opens for us the possibility of studying the way in which the Empire's territorial administration determined the modernisation of the ways of communication

The monograph presents the results of a study of the formation of financial literacy of Russian students. Special attention is paid to students' assessment of their financial literacy, analysis of: students' setting life goals in the field of finance, experience in drawing up and implementing a personal budget, the use of financial planning technologies in the organization of personal life, the culture of financial behavior of students, their entrepreneurial potential, financial priorities in the organization of student life, prospects for improving their financial literacy. An integral quantitative assessment of the level of formation of students' financial competencies is presented. The influence of socio-demographic factors on the formation and development of financial literacy of students of Russian universities is studied: gender characteristics, areas of training, age, etc. The system, mechanisms and strategic directions of managing the formation and improvement of financial literacy of students of higher educational institutions of Russia as a key condition for ensuring their future economic independence are proposed. It is recommended for students and teachers of Russian universities, for governing bodies of higher education institutions, as well as for anyone who studies the problems of financial literacy of the Russian population.

AbstractNotwithstanding the challenges on the battlefield in Ukraine, as well as economic and political struggles at the home front, Russia continues the pursuit of selected defense application of AI technologies. Traditionally, Russia has viewed advanced technology as crucial for achieving military effectiveness and strategic advantage. Seen from Moscow, gaining or losing ground in the ongoing contest for cutting-edge military technology and more effective weapon systems will have far-reaching consequences for warfare and for national security, and, consequently, also for Russia’s position in the international hierarchy of power. Indeed, Vladimir Putin has been personally invested in pushing the AI development forward, driven by several other key factors. These include the expectation that AI can help Russia to narrow the military capability gap with the West faster, as well as the concern that adversaries may exploit new vulnerabilities that defense AI is creating. Moreover, lessons Russia has learned in Ukraine to date appear to carry an unequivocal message: AI-enabled weapons systems and infrastructure provide a clear battlefield advantage. This chapter begins with an examination of the Russian understanding of AI and Moscow’s incentives for engaging in what is seen as a global technology race. Subsequently, it analyses the evolving Russian approach to defense AI as articulated in key strategic documents shaping Russia’s AI strategy and policy. Next, it delves into Russia’s methods for developing defense AI. With its traditional state-driven, top-down innovation model, Russia is an outlier among global AI contenders. Yet to incorporate advances achieved in the Russian civilian sector, the model has been modified, partly emulating the US and Chinese approaches to defense innovation. This chapter further explores Russia’s priorities for fielding and operating selected defense AI systems. Finally, it addresses long-standing systemic problems and practical constraints that hinder the defense innovation in Russia. Despite these impediments, Russia is expected to continue prioritizing AI development in selected defense applications.

AbstractIn contemporary Russia, online discourses on gender reflect the complex legacies of the Soviet and post-Soviet attitudes and approaches to masculinity and femininity. The current discourses on gender affect its digital construction. Mirroring the gendered discourses on masculine and feminine roles and patterns of behavior, digital media spaces impose similar restrictions and expectations on female users as those experienced by women in their offline activities. This chapter offers an analysis of how the World Wide Web and digital technologies influence gender identity politics in contemporary Russian society. We look at the ways Russians construct gender online, how their practices become means of resistance and activism, and how they adapt and shape digital technologies to perform their gender identities and communicate with the State in the situation of increasing surveillance and control of material and cyberspaces.

AbstractRussia, like other countries, is facing a challenge to integrate new Information and Communication technologies in its administrative system. This chapter traces the evolution of e-Government concept from the first state program “Electronic Russia” (2002) to the latest “Government as a Platform” (2018) concept. Analyzing the digital transformation of government through the lens of public administration, the chapter demonstrates procedural, infrastructural, and political challenges that shaped the Russian version of electronic government. Emphasizing the discrepancy between plans and reality, we show how the “Russian style” of unrolling e-Government from above in combination with the focus on infrastructures have created a situation where further development of the reform has stagnated. Finally, the tensions between transparency and control accentuated by digitalization in Russian public administration are discussed.

AbstractThe modern Russian agrifood industry is a steadily developing sector of the national economy. The production of a number of goods has reached historically high levels. Russia has a strong position in the export of agricultural raw material commodities, while the country remains dependent on imports from other countries. This chapter examines critical areas of scientific research in Russia that will create opportunities for increasing competitiveness in the transition of the world food systems from conventional agriculture to Agriculture 4.0. Science and technology-based innovations for transforming food systems in Russia include productivity growth through breeding technologies and improved genetics, in combination with technologies that will ensure optimal realization of this potential (feed additives, fertilizers, plant protection products, animal health, and other so-called “package” solutions). The introduction of digital technologies and cross-platform solutions in agriculture, to reduce the gaps in labor productivity, will increase overall productivity and reduce food losses. Diversification of food products includes priorities for high-margin segments of healthy, functional and personalized nutrition, and the deep processing of agricultural commodities. The paper explores closed farming systems (including “urban farming”) that are independent of external climatic and biological factors. Development of the agricultural waste recycling sector is a priority too. Russia lags behind its competitors in terms of the scientific quality of its production. This is due to a lack of efficiency in the financing of agricultural science, as well as an imbalance within its structure. An increasingly acute problem of the transition of Russian food systems to the innovative path is the reduction of human resources. This trend is typical both in the scientific sector, where it is expressed in a decrease in the number of researchers and an aging staff (which threatens the continuity in the established scientific schools and the viability of research teams) and in agriculture as a whole.

Abstract: The aim of the study is to identify risk factors that increase the likelihood of chronic non-communicable diseases in railway workers, as well as the state of conditions for employees to lead a healthy lifestyle. Materials and methods: The research was carried out by the method of online questionnaire of employees. A quota sample was used to select respondents. The total volume of online survey is 13,595 people or 1.5% of the staff of Russian Railways. Also interviewed were 1,531 employees of FPK JSC or 2.8% of the staff number of employees. The questionnaire contained a general part, passport part and questions on the main components of a healthy lifestyle, compiled on the basis of the STEPS toolkit. The results of the study: 29% to 71% of respondents adhere to the principles of rational nutrition. The absence of hypodynamy depending on the profession was revealed in no more than half of the respondents. Never smoked from 25% to 65% of workers. An excellent level of commitment to healthy lifestyle was noted in 25%...52% respondents. The largest number of employees who comply with the principles of healthy life is shown among electromechanics, economists, technologists and train crew workers.

Last years the system of electronic education is more and more popular in Russia. The distance education system in the Russian Federation has its own characteristics and is based on the fundamental principles. The characteristics may include, such as: flexibility, modularity, coverage, efficiency, adaptability and social equality. The principles on which is based distance learning on naked view are: the principle of adaptability, interactivity principle, the principle of flexibility, modularity principle and the principle of efficiency and objectivity of assessment of educational achievements of students. On the territory of the Russian Federation and outside it quite an efficient system for remote business education (SDB). SDB is a joint project of the National business partnership "Alliance Media", International Institute of management LINK, created in 2000 with the support of the Moscow Government. Currently in sdbo more than 130,000 registered users of 3580 cities, and their number is increasing daily. According to data of Federal service of state statistics of the Russian Federation for the period from 2001 to 2014, it is safe to say that the demand for distance education in Russia over the years only grows. Currently, the Russian system of distance education offers students a wide range of educational programs of different thematic content, timing, training, forms, and learning technologies. In the educational community realized that distance learning good prospects associated with the implementation of learning through life. Therefore, the distribution of training using distance learning technologies will also provide entrance into the international information and communication space.

The development of cultural ties and cooperation between Russia and China in the field of education correlates with the current strategy of internationalization of Russian universities. Many Russian universities today tend to develop partnerships with Chinese universities. In particular, the number of Chinese students studying in Russian universities constantly increases; academic exchange programs are successfully implemented, the number of scientific contacts between representatives of universities of the two countries grows. The implementation of such cooperation is accompanied by problems of social and cultural interaction in the field of education of Russian and Chinese students. The general purpose of the study was to identify the axiological component in the interaction of Russian and Chinese students in the space of the Russian university. Chinese students who study in Yekaterinburg universities (390 people), Russian students who study/live with Chinese (500 people), 10 Chinese experts, 10 Russian experts in the field of education in Russia and China were interviewed. The results suggest that the Russian students find the values of hedonistic nature – love and pleasure – to be more important than the Chinese ones, while the Chinese students consider study and personal security to be most important (and this is determined by the goals of coming to Russia and the conditions of staying in the territory of a foreign country). Nevertheless, it cannot be said that the values of students from the Russian Federation and the People’s Republic of China differ radically and may interfere with the productive socio-cultural interaction between them. Besides, the great importance of such values as world peace and love of country for Chinese students can be the basis for attracting them to participate in the activities of patriotic and cultural student associations that already exist in the Ural universities. The practical significance of the results obtained is that the identified problems of socio-cultural interaction between Chinese and Russian students make it possible to develop technologies for optimizing the socio-cultural interaction of foreign students in Russian universities, which is especially important in the initial stages of their education in Russia. Among the recommendations for optimizing the process of entering Chinese students into Russian universities (in addition to Russian language classes) are joint Russian-Chinese leisure and holiday events, joint social student associations (volunteering, tourism, music, etc.), excursion programs aimed at acquaintance with the culture of the host country, the joint interaction of Russian and Chinese students in social networks and messenger apps.

"The transition of Russia to sustainable economic growth is impossible without stimulating the use of the achievements of science and education, high technologies, promoting innovative activity as an essential premise for the development of social production and subjects of economic relations. For the state, the promotion of innovation is a priority in the economic policy sector, since it is the level of scientific and technological development that largely determines the long-term strategic advantages of the country, and the prospects for the development of the state largely dependent on the level of innovation development. For a long time, the Ministry of Economic Development of the Russian Federation has been implementing the Strategy for Innovative Development of the Russian Federation. It includes 20 key steps and is developed based on the provisions of the concept of long-term development of the Russian Federation. The main results should have been, firstly, an increase in spending on science and innovation, and secondly, an increase in the share of industrial enterprises that introduce innovations in production. It was assumed that their share will increase by 4-5 times by 2020, compared with 2010 year. Not everything has been achieved, and there is a lot to strive for. This study is devoted to the driver of scientific and technological progress - the chemical complex of Russia. The chemical complex plays a significant role in the implementation of the most important socio-economic programs of the country. The study is devoted to the consideration of the most important prospects and key alternatives for the development of the chemical industry related to different areas of innovation. Conclusions will be made on key technologies and products that can change the position of the chemical industry in the global market."

The article analyzes the main anti-propaganda accents in Mikhail Epstein’s essayistic argumentation about such messages of modern Russian propaganda as “Russia is threatened by an external enemy”, “Russia is a significant, powerful country”, “The collapse of the USSR was a tragedy”, “Russia is a special spiritual civilization”, “Our cause in Donbass is sacred”, “The enemy uses, or may use of illegal weapons”... A special emphasis is placed on the fact that the basis of these concepts is primarily ontological rather than ideological. Ideology is rather a cover for problematic Russian existence as a consequence of Russia’s problematic identity and for its inability to find itself in history. As a result, Russia is trying to resolve its historical issues geographically, through spatial expansion, trying to implement ideologemes such as “The Great Victory. We can repeat” or “Novorossia”. That is why M. Epstein clearly identifies the national and psychological basis of the Kremlin’s behavior in 2014-2021. М. Epstein easily refutes the main ideologemes of Russian propaganda. This gives grounds to claim that Russian political technologists use the classical principles of propaganda: ignore people who think; if the addressee is the masses, focus on a few simple points; reduce each problem to the lowest common denominator that the least educated person can repeat and remember; be guided by historical realities that appeal to well-known events and symbols and appeal to emotions, not to the mind. М. Epstein’s argumentation clearly points to another feature of modern Russian propaganda: if Soviet propaganda was concerned with the plausibility of its lies, then Kremlin propaganda does not care at all. It totally spreads lies, often ignoring even attempts to offer half-truth.

The article considers the problem of the representation of anti-military narratives in the Internet space, namely in the YouTube channel. The focus is on the anti-military blog of Yuri Shvets (USA). The world, and especially the European media space, has undergone significant changes in the last few years, which are primarily related to innovative technologies and the war raging in Eastern Europe. Such transformations attract research attention, determine the relevance of the presented work. Attention is focused on the anti-military and anti-russian content of the American blogger of Ukrainian origin Yuriy Shvets on the materials of his author’s YouTube channel. The methodological basis of the study. Quantitative and qualitative comparison of the thematic sections of the research object – Yuriy Shvets’ YouTube blogging for the purpose of implementing the research subject – journalistic, (geo)political, conceptual analysis and generalization of the blogger’s anti-imperial and anti-military narratives. The issue of Ukraine’s victory and russia’s defeat is the most pressing issue for Ukraine’s true allies and partners. The purpose of this article is to show the pro-Ukrainian position of the American blogger Y. Shvets in his long verbal struggle with the putin regime based on anti-russian blogging during russia’s full-scale war in Ukraine. The Ukraine war and the implications of the sanctions on Russia have amplified the need for more resilient and transparent supply chains, which is expected to give extra impetus to the adoption of digital technologies both in supply chain management and in manufacturing. The crisis has the potential to catalyse the development of central bank digital currencies around the world, especially in countries that are seeking alternatives to the dollar-based international financial system. Russia and China have been actively working on the de-dollarisation of their bilateral trade flows, which could be accelerated by the current sanctions. Cutting off the dependency on Russian fossil fuels will altogether speed up the use of clean energy in the EU; however, this may generate imbalances in the green transition. The current crisis has only amplified the challenges that the global electric vehicle supply chain was already facing. The Ukraine war has further boosted the price increase of critical raw materials of EVs, which could hamper the broader adoption of the technology.

The article analyzes the state of development of Ukrainian advertising in the conditions of the Russian-Ukrainian war. Studying the work of Ukrainian advertising agencies during the war is a unique experience of Ukrainian specialists during the war. The article emphasizes that Ukrainian advertising agencies have become an example for global corporations with their resilience and courage. The study of the place of Ukrainian advertising agencies in the world system made it possible to state that the domestic industry is developing in step with the world one. This was facilitated by the fact that Ukrainians quickly adapt to modern technologies and catch global trends. In some areas of advertising, Ukrainian agencies are one step ahead of European and American ones. Communication with Ukrainian heads of advertising campaigns, marketers and target specialists, who were directly involved in the “rescue” of companies at the beginning of the war, made it possible to find out how the business development strategy changed, what tactical solutions they used at the beginning of the war, and how they optimized the work of the team. The results of the research give grounds for asserting that in the conditions of the Russian-Ukrainian war, many brands have developed new rules for content and communication in social networks. The content strategy of brands needs maximum adaptation to new realities. The traditional division of content into branded, selling, fan and interactive content is losing its relevance. This market niche is occupied by social, supportive and useful content. In particular, as an example of social brand content, we can name: the national position of an advertising agency, support of the Armed Forces of Ukraine, assistance to consumers, new adapted services, HR information about agency support, assistance to temporarily displaced persons, volunteering. Ukrainian advertising agencies were able to quickly adapt to the conditions of the war, entered international markets, took care of their employees and continue their work. Introduction. The economic losses associated with disability due to diseases of the circulatory system, as well as the costs of providing medical care to patients suffering from heart and vascular diseases, are increasing annually. The state preventive measures currently being carried out are of a delayed nature. The results of the medical examination of the population of the Russian Federation in recent years (2015-2019) indicate that the incidence of cardiovascular diseases, including hypertension, is at a fairly high level. In the middle of the last century, the Concept of risk factors for the development of chronic non-communicable diseases were formulated, in the structure of which cardiovascular diseases, including arterial hypertension, occupies one of the primary positions. The concept is based on the results of promising epidemiological studies, and, at present, is a methodological basis for planning and organizing primary prevention of cardiovascular diseases. The purpose of the study. Based on the analysis of literary sources (including foreign ones) containing experience in the use of telemedicine technologies, to assess their significance for the prevention, diagnosis and treatment of hypertension, as well as forecasting improvements in the quality of medical care when adapting to the use of clinical recommendations. Materials and methods. The article provides an analytical review of the use of modern telemedicine technologies in the prevention of hypertension. The results of the study and their discussion. The analysis of literary sources has shown that in the context of the progress of information and telecommunication technologies in the healthcare system, a fundamentally new direction has appeared in the organization and provision of medical care to the population - telemedicine, which will ensure the modern level of prevention, detection and treatment of chronic non-communicable diseases, and also determines positive medical, social and economic performance indicators. To date, updates in the legislative framework of the Russian Federation are aimed at ensuring that medical care with the use of telemedicine technologies is more widespread, taking into account the standards of medical care and clinical recommendations. Conclusion. Based on a review of literature sources, it has been established that the modern solution to the problem of improving the quality of medical care for patients, including those with hypertension, diseases is medical care using telemedicine technologies that prove their medical, social and economic effectiveness.

Modern agricultural production and food trade are involved in the process of digital transformation, which is a cardinal factor of sustainable development and is carried out on the basis of IT platforms, the Internet of Things, cloud computing, big data, artificial intelligence, blockchain technologies. The COVID-19 pandemic has increased the dependence of these sectors of the economy on information and communication technology infrastructure and services. At the same time, the slow updating of legislation, which lags behind the constantly improving digital technologies, not only hinders their implementation, but also is a source of a number of social and legal problems. A modern regulatory framework based on digital strategies should strengthen "smart agriculture". In Russia, the legal mechanism of digital transformation and development of the national platform "Digital Agriculture" should be supported by updated basic legislation.

Now the whole life of a person has switched to online mode. These changes also affected the education system. This means the need to introduce new technologies into the educational process. Books, manuals, printed publications are being replaced by electronic educational resources. Providing up-to-date, verified information to students has always been and remains one of the most important functions of the teacher. Unfortunately, with the transition of training to the online mode, the teacher cannot use his literature when conducting classes. In this regard, there is a need to use electronic resources. On the one hand, the development of the global network implies the presence of a large number of a wide variety of sites, which cannot but be a positive aspect, because both the teacher and the student can independently choose a resource that will be most understandable. But on the other hand, the variety of Internet resources implies the presence of unverified, false information, which can negatively affect the quality of education. That is why it is necessary to analyze new information systems. The problem is the presence of a large number of information technologies and resources used in education. Purpose. The goal is to conduct a comparative analysis of educational electronic publications and resources most often used by teachers of the natural science cycle in terms of their fullness, accessibility and use in the educational process. Method or methodology of the work. The requirements for the organization of a comprehensive examination suggest an approach that includes an examination of technical and technological, psychological, pedagogical and design-ergonomic aspects of the creation and use of educational electronic publications and resources, in our work we were based precisely on generalized research methods: 1) Technical and technological expertise (technical component of the site, its position in the network). 2) Psychological and pedagogical expertise (component by the type of educational electronic publication or resource, level of education, type and form of the educational process, assessment of the content and scenario of the informatization tool). 3) Design-ergonomic expertise (assessment of the quality of interface components of educational electronic publications and resources, their compliance with uniform ergonomic, aesthetic and health-saving requirements; assessment of the quality of interface components of educational electronic editions and resources, their compliance with uniform ergonomic, aesthetic and health-saving requirements). Results. The main sites that are frequently used by teachers of the natural science cycle of disciplines are the Russian Textbook corporation, the Enlightenment group of companies, the Binom publishing house, the Digital Age School, the practical significance of the study is determined by the high level of readiness of the results obtained, during the study it was found that it is advisable to introduce an information-electronic educational site - the Russian textbook corporation - into the pedagogical practice of the implementation of natural science subjects. The advantages of this server were established and recommendations for its use in the educational process were developed. Practical implications: the results obtained are expedient to be applied in educational institutions of the Russian Federation.
