Statistics have proven that both the European Union (EU) and the Russian Federation (Russia) suffer from terrorism in its current form. Hence intensifying partnerships to combat terrorism would be a good idea. This essay envisages illustrating a common base for cooperation in the fight against terrorism despite of some general differences in policy and structure between the EU and Russia. According to the author there are five fundamental issues which ask for more attention in the EU-Russia dialogue on Freedom, Justice and Security. Firstly, statistics prove that Europe (EU and Russia) are impacted by modern terrorism. Secondly, Russias experience in counterterrorism is crucial. Thirdly, the scale freedom and human rights versus security has not the same ratio in the EU and in Russia.Fourthly, the concept sovereignty is differently filled in by the EU, the EU Member States and Russia. Fifthly,there is the debate between integration versus social exclusion, and solidarity versus strong governmental intervention. By highlighting these differences in attitudes, the objective becomes clear that possibly the EU could learn things from Russia, as one of the key states to have experience in counterterrorism. Although the EU and Russia experience different forms and problems of terrorism and the roots of West-European terrorism cannot be traced back to the same reasons why Russia suffered terror attacks, it does not invalidate that they could foster cooperation.

The article examines how the outcome of international statistical congresses shaped A.M. Zolotarev (1853-1912) ideas regarding the reform of Russian state statistics. From 1903 to 1911 A.M. Zolotarev served as director of the Central Statistical Committee (CSC) of the Ministry of the Interior. A draft reform prepared on his initiative was submitted to the State Duma in 1908 and then rejected by the State Council in 1910. The structure of state statistics in the A.M. Zolotarev project was consistent with the resolutions of international statistical congresses, mainly the 6th (Florentine) congress of 1867. The outcome of this congress was taken into consideration by the first head of the Central Statistical Bureau P.I. Popov (1872-1950) when establishing a centralized statistical system for Soviet Russia in 1918.In this work the author used materials of the Russian State Historical Archive (RGIA). Although those documents date back to the beginning of the XX century the range of issues that they cover still interest both international statistical community and scholars in Russia. For instance, the statisticians discuss the organization of local statistical bodies, the issues of centralization and decentralization of the statistical system, the subordination of official statistics to other authorities and governing bodies. This article describes the historical context and aspects of establishing the statistical system in Russia and explores the influence of international practices on this process. In current conditions, this paper is relevant for defining directions for reforming the statistics system today.

With the latest statistics of the Bank of Russia (BR) and the Eurostat according to the directional principle, the article presents an appraisal of real (not formal) direct investment stocks between Russia and the rest of the world. It is shown that many large Russian corporations have subsidiaries abroad (mainly in the form of special purpose entities (SPE)), invest in them and then partially return the funds disguised as FDI, but under foreign jurisdiction. It is established that at least half of FDI in the Russian economy are in fact the returned funds of Russian corporations. In this manner, the last-mentioned can minimize the taxes, withdraw capital from the jurisdiction of Russia and furtively carry out dubious financial schemes (many countries treat SPEs activities as confidential). According to the BR, about 80% of direct investments in Russia belong to small or even tiny countries (the Bahamas, Bermuda, Cyprus, Luxembourg, etc.) that act in deed as intermediaries. The statistics of the BR contain thus little information on real direct investors in the Russian economy.

Homicide statistics are often seen as the most reliable and comparable indicator of violent deaths around the world. However, the analysis of Russian homicide statistics challenges this understanding and suggests that international comparisons of homicide levels can be hazardous. Drawing on an institutionalist perspective on crime statistics, official crime-based homicide statistics in Russia are approached as a social construct, a performance indicator and a tool of governance. The paper discusses several incentives to misrepresent official homicide data in contemporary Russia, including politicization of homicide statistics as a legacy of the Soviet’ era’s falsified crime statistics and the role of policing. Mainly, the paper identifies and describes the exact legal, statistical and country-specific substantive mechanisms that allow homicide statistics to be distorted in Russia. By considering legal mechanisms alone, the more accurate homicide rate may be at least 1.6 times higher than that reported in the United Nations Office on Drugs and Crime Global Study on Homicide 2013.

The tendencies of development of tourism in Russia in 2015 are examined in the article; predictions and possible vectors of evolution of tourism in Russia are presented. Statistics on external and internal tourism in Russia in the 1st quarter of 2015 is analyzed; development policy of internal tourism is considered and its results are characterized. Russian tourism is having some problems with the support of internal tourism now, so the examination of last tendencies and statistics about the tourist streams in Russia are really up-to-date. Thie research will provide the complex decision of the task of reorientation of tourist streams from external to internal.

In Russia, since the end of XIX century the statistical method became the main method of cognition in public health (social hygiene). The article is devoted to the study of academic literature on theory of public health statistics in Russia and the USSR in the 1880s-1930s. The first experience in Russia of description of statistics in educational literature on hygiene is expounded in the lectures of F. F. Erisman (1887). In the 1920s, the German literature was used to compose Russian educational literature on social hygiene statistics. The English scientific tradition in statistics was reflected in the works of Yu. L. Pomorsky, compiled on the basis of the works of R. Fisher. In the 1920s and 1930s, complex mathematical and statistical methods were not claimed in social hygienic research in the USSR due to political attitudes.

The article analyzes the basic documents of international organizations in recent years, which have become the global standard for the development and improvement of statistics of foreign economic relations of most countries, including the Russian Federation. The article describes the key features of the theory and practice of modern foreign trade statistics in Russia and abroad, with an emphasis on the methodological problems of its main parts - the external trade statistics. It shows their interpretation in the most recent recommendations by UN statistical apparatus and other international organizations; considers a range of problems associated with the implementation of the national statistical practices of countries, including Russia and the countries of the Customs Union, the main international standard of foreign trade statistics - UN document "International Merchandise Trade Statistics". The main attention is paid to methodological issues such as: the criteria for selecting the objects of statistical accounting in accordance with international standards, quantitative and cost parameters of foreign trade statistics, statistical methods and estimates of commodity exports and imports, the problems of comparability of data; to a comparison of international standards in 2010 with documents on key precursor methodology of foreign trade statistics, characterized by the practice of introducing these standards in the foreign trade statistics of Russia and the countries of the Customs Union. The article analyzes the content given in the official statistical manuals of Russia foreign trade and foreign countries, covers the main methodological problems of World Trade in conjunction with the major current international statistical standards - System of National Accounts, Manual on Statistics of International Trade in Services and other documents; provides specific data describing the current structure of Russian foreign trade and especially its position in international trade in goods and services.

In this paper a comparative exploration of the potential for foreign investment and real inflow to Russia and Ukraine are examined. The analysis showed that primarily both countries enjoyed significant comparative advantages in attracting foreign capital. Since the foundation of independent states in 1992 attractiveness began to diverge dramatically. This difference is clearly explained by the determination of the Russian government to reform the economy earlier than the Ukrainian government. The transition to a market economy is closely connected with the development of a favorable investment climate in both countries. It includes the foundation of a stable system of property rights and a conducive legal environment.

In this thesis artwork is defined, through analogy with quantum mechanics, as the conjoining of the nonsimultaneously measurable momentum (waves) of artwork-text (words within the primary sources and exhibition catalogues) with the position (particles) of artwork-objects (artist- productivity/exhibition-quantities). Such a proposition allows for the changes within the artwork of the Russian avant-garde to be charted, as such artwork-objects are juxtaposed with different artwork-texts from 1902 to 2009. The artwork of an initial period from 1902 to 1934 is examined using primary-source artwork-text produced by Russian artists and critics in relation to the contemporaneous production-levels of various types of Russian-avant-garde artwork-objects. The primary sources in this dataset are those reproduced in the artwork-text produced by the 62 exhibitions described below, and those published in John E. Bowlt's 1991 edition of Russian Art of the Avant-Garde: Theory and Criticism. The production of artwork in the latter period from 1935 to 2009 is examined through consecutive exhibitions, and the relationship between the artwork-text produced by these exhibitions and the artwork-objects exhibited at them. The exhibitions examined within this thesis are 62 containing Russian avant-garde artwork, held in Britain from 1935 to 2009. Content analysis, using an indices-and-symptom analytical construct, functions to convert the textual, unstructured data of the artwork-text words to numerical, structured data of recording-unit weighted percentages. Whilst artist-productivity and exhibition-quantities of types of artwork-object convert the individual artwork-objects to structured data. Bivariate correlation, descriptive statistics, graphs and charts are used to define and compare relationships between: The recording units of the artwork-texts; the artist-productivity/ exhibition-quantities of types of artwork-objects; the structured artwork-text data and structured artwork-object data. These various correlations between structured artwork-text data and structured artwork-object data are calculated in relationship to time (Years) to chart the changes within these relationships. The changes within these relationships are synonymous with changes within Russian avant-garde artwork as presented from 1902 to 1934 and within the 62 British exhibitions from 1935 to 2009. Bivariate correlations between structured artwork-texts data and structured artwork-objects data express numerically (quantitatively) the ineffable relationships formed over time by large sets of unstructured data in the continued (re)creation of artwork.

Abstract (sommario):
The acquisition and maintenance of human capital are considered key drivers of productivity and economic growth. However, recent literature shows that in the case of Russia, this relationship is not obvious, which raises a question concerning the nature of human capital accumulation, despite the significant expansion of tertiary education in this country. The existing literature, much of it relying on a theory of market imperfections, tends to explain low incidences of training by the lack of employer incentives to invest in the human capital of their employees. This dissertation adds to this view confirming the negative role of ‘bad’ jobs and social origins in obstructing employees from skills development in BRIC-like countries. Skills training in Russia is constrained by stratifying occupational forces comprising jobs with low requirements to skills development, which conserves the working population in generic labour. This reveals the phenomenon of skills polarisation ‘at the bottom’ in a late-industrial country, thus, contributing to the growing critique of the knowledge society theory. For those few workers who occupy ‘good’ jobs, skills training is strongly linked to personal-specific traits, such as qualifications and computer and language skills; and this is common in both Russia and India. However, in contrast to Russia, India is still forming their knowledge society. This is confirmed by the statistically significant impact of socio-demographic origins (e.g. age, household size, marital status, and religion) on the incidence of training, which reveals a crucial role of ascription in human capital acquisition in contemporary India. The present thesis contributes to the growing literature on structural prerequisites for successful advancement and the contradictory development of the BRIC countries.

The search for a reliable measure of the quality of life (QOL) has long been a heavily discussed issue for many a researcher and a policy analyst. Despite much debate in theoretical and practical circles, there is still no consensus on either what exactly constitutes QOL or on the universal formula to quantify this concept. For instance, the United Nations’ Human Development Index is arguably one of the most well-known indicators of people’s welfare that allows one to compare QOL across countries and regional blocs.

However, the practice of regional policy development and administration shows that government authorities at all levels require a comprehensive tool that would allow them to assess QOL in different regions of a country to develop improved policies aimed at increasing people’s well-being. This is of particular relevance for large federative countries, such as Russia, where official statistics do not employ a spatially comparable aggregate indicator that would measure QOL in the regions.

Therefore, this study attempts to address this issue by following the three research objectives. Firstly, a spatially comparable standardized comprehensive Quality of Life Index (QOLI) is derived for each of the 83 Russian constituent territories based on the data provided by the Russian Federal State Statistics Service for the years 2009-2013. The index is calculated across five dimensions (Physical Well-Being, Decent Standard of Living, Social Security & Inequality, Hospitable Environment, and Education) and incorporates 16 indicators such as Mortality Rates, Average Income, the Gini Coefficient, or Education Attainment, and does not have an analogue in Russian Official Statistics.

The QOLI does not assign weights to its components, letting data “tell their story” in estimating ceteris paribus effects of each of the 16 elements of the QOLI through a series of techniques, which allows to find out what indicator or a group of indicators have the most weight in determining the aggregate index and what parameters affect it only slightly. For instance, the study has found out that health and affordability of living might be the key factors in shaping the level of people’s well-being and that people might be more interested in how their income compares to overall affordability of life in a region rather than what their income amounts to in absolute value. The need for this type of analysis is suggested by practice: policy administrators at various levels usually need to know what factors are most important for reaching higher levels of well-being in order to formulate their policy plans.

The study goes on to elaborate on the derived index methodology, studying spatial and temporal trends in the QOLI that might prevail, for example, in such natural regional groupings as the capital regions or the northern territories. The study also suggests an algorithm of estimating the sustainability of changes in the QOLI, which may prove useful for policy analysts at the step of feasibility research.

The research activities will focus on the tourist flow from Russia to Italy, Spain and Greece. The growing Russian incoming tourist demand of these three southern European destinations is well known. However, a scarce amount of information is available to European stakeholders. The aim is to collect useful data for the improvement of the services in these countries so that stakeholders understand how to properly ameliorate the provided tourist experience. In this paper the market segmentation method applied to the tourism market will be examined and subsequently the methodology and results of our market research will be shown, including the results of the interviews administered directly to Russian tourists. The thesis research will be based on the Russian tourist segment study previously conducted by Sergey Petrovich Kazakov (associate Professor at the Higher School Economics of Moscow) which is one of the two coordinators of this research, together with Professor of Surveys and Statistical Methods for Tourism at Ca’ Foscari University Stefano Campostrini.

Les progrès récents en sciences de la terre font de plus en plus de données multidisciplinaires disponibles pour l'exploration minière. Cela a permis le développement de méthodologies de calculer la prédictivité pour les zones aurifères basées sur des analyses statistiques des différents paramètres. L‘utilisation de nouveaux logiciels développés, la distribution spatiale et la topologie des polygones (e.g. intrusions granitiques) et des polylignes (e.g. zones de cisaillement) sont contrôlées par les paramètres définis par les utilisateurs (par exemple, la densité, la longueur, la surface, etc.). La distance des gisements d'or par rapport à polygones ou polylignes est calculée en utilisant une fonction de probabilité distribution. Les analyses statistiques des résultats de la modélisation montrent que i) les valeurs de la moyenne à la surface relative des polygones, la moyenne de longueur relative de polylignes, le nombre d'objets et leur regroupement sont essentiels à des évaluations statistiques ; ii) tester la validité des différents méthodes d'inversion dépend de l‘importance relative sur la corrélation entre les paramètres utilisés; et iii) la robustesse des points d'intérêt de distribution est de déduire des lois à l'égard de la qualité des données d'entrée. Cette approche a été appliquée aux données géologiques et géophysiques de l‘Yenissei Ridge d‘une surface totale de 75730 km2 pour cartographier la prédictivité de 29 nouvelles zones aurifères correspondant à une surface de 1811 km2. La méthode développée dans cette étude permet de réduire jusqu'à quatre fois de la superficie considérée comme des zones aurifères par des études précédentes. Pour la construction la plus précise des zones aurifères un modèle 3D de densité de l‘Yenissei Ridge a été construit. Ce modèle est basé sur les données de surface, gravimétriques et aéromagnétiques (grilles numérique de 1x1km2), profils sismiques et magnétotelluriques de "Batholite" et "Shpate". Ce modèle 3D de densité montre que: a) l‘Yenissei Ridge a une structure de couverture pliée, résultant d'un événement de la collision néoprotérozoïque ; b) γNPta granites Tatarsky-Ayhta et zones de cisaillement sont des seuls objets qui présente des relations spatiales avec la minéralisation aurifère
Recent progresses in geosciences make more and more multidisciplinary data available for mining exploration. This allows developing methodologies to compute predictivity for gold zones by the statistical analysis of variable input parameters. Using newly developed software, the spatial distribution and the topology of polygons (e.g. intrusions) and polylines (e.g. shear zones) are controlled by parameters defined by users (e.g. density, length, surface, etc.). The distance of points of interest (gold deposits) with respect to a given type of objects (polygons or polylines) is given using a probability distribution function. The statistical analyses of output results from the direct modeling process show that i) values of relative surface mean of polygons, relative length mean of polylines, the number of objects and their clustering are critical to statistical appraisals, ii) the validity of the different tested inversion methods strongly depends on the relative importance and on the dependency between the parameters used, and iii) the robustness of the inferred distribution points of interest laws with respect to the quality of the input data. This approach was applied to the geological and geophysical data of the Yenissei ridge of the total area of 75730 km2 for the predictivity mapping of 29 new gold zones with the total area of 1811 km2. The newly developed method allows reducing up to four times of the area of predictivity gold zones, compared with previous studies. For more accurate construction of gold zones, a 3D density model of the Yenisei ridge was constructed. This model is based on surface gravity and aeromagnetic data (numerical grids of 1x1km), ―Batholite‖ and ―Shpate‖ seismic and magnetotelluric profiles, respectively. The 3D density model shows that: a) the Yenissei ridge has a cover-folded structure, formed during a Neopretorozoic collisional event, b) only γNPta Tatarsky-Ayhta granites and shear zones have spatial relationships with gold mineralization

O Brasil é líder mundial na produção de cana-de-açúcar e o maior exportador mundial de açúcar. O aumento da produtividade da cana-deaçúcar se deve a vários fatores sendo um dos principais a obtenção de novas cultivares e a interpretação da interação genótipo por ambiente (GEI), realizado nos estágios finais de seleção dos programas de melhoramento genético de cana-de-açúcar, torna-se essencial durante o processo de obtenção de novos cultivares. Para poder selecionar os melhores genótipos frente à GEI, os genótipos são avaliados em diversos ambientes (locais e anos) e há o interesse em saber qual o melhor genótipo, baseado no desempenho fenotípico de caracteres de interesse, como, por exemplo, a tonelada de cana por hectare (TCH), que é a principal medida de produtividade de cana-de-açúcar. Sendo a GEI um complicador para o melhorista durante a seleção de genótipos superiores, faz-se necessário a utilização de modelos matemáticos ou estatísticos que consigam identificar de maneira eficiente tais genótipos superiores. Geneticistas e biometristas tem utilizado diversos métodos, porém, não existe um consenso. Assim, neste trabalho, a partir de um estudo de simulação realizado no ambiente computacional R, apresenta-se uma comparação entre três métodos: (i) Eberhart-Russel; (ii) AMMI; (iii) e modelo misto (REML / BLUP). Verificou-se a eficiência de cada método na detecção da GEI e discutiu-se as particularidades de cada um deles do ponto de vista estatístico. No total, simularam-se sessenta e três casos os quais consideraram as mais diversas condições para a introdução da GEI, sendo que, cada um dos três métodos, avaliaram mais do que trinta e quatro milhões e vinte mil dados. Assim, a partir dos resultados encontrados neste trabalho pode-se concluir que cada método detecta a GEI de uma maneira diferente e possui suas limitações...
Brazil is the world leader in sugarcane production, and the largest sugar exporter. Developing new varieties is one of the main factors that contribute to yield increase, and the interpretation of genotype-by-environment interaction (GEI) at the final selection stage is an important consideration in yield estimation. In order to select the best genotypes, varieties are tested in different environments (locations and years), and breeders need to estimate the phenotypic performance for principle traits such as tons of cane yield per hectare (TCH). Since GEI affects breeder selection of superior genotypes it is necessary to use mathematical or statistical models that account for GEI and are able to efficiently identify such genotypes. Geneticists and biometricians have used different methods and there is no clear consensus of the best method. In this paper we present a comparison of three methods, viz. (i) Eberhart-Russel; (ii) AMMI; (iii) and mixed model (REML / BLUP), in a simulation study performed in the R computing environment to verify the effectiveness of each method in detecting GEI, and assess the particularities of each method from a statistical standpoint. In total, 63 cases representing different conditions were simulated, generating more than 34 million data points for analysis by each of the three methods. The results illustrated that each method detects GEI in a different way, and each has some limitations. All three methods detected GEI effectively, but the mixed model showed higher sensitivity. When applying GEI analysis in practice it is important to first verify the assumptions inherent in each model, and respect these limitations in choosing the method to be used

AbstractThe established study of political networks has surged with the rise of digital social networks and modern computational analytics. Social Network Analysis (SNA) enables the study of Russia’s hybrid politics and society as it produces accurate alternative content to controlled official and semi-official statistics, providing live and detailed insight into current political processes in the country. Using six resonant political events, the chapter illustrates how SNA methods allow the designation of political communities and support the evaluation of such important questions as the presence of “echo-chambers,” the dynamic tracing of group reactions to informational events, and the detection of leaders and influencers. These methods provide a framework for the analysis of political phenomena as astroturfing and botnets, opinion mining, as well as topic and sentiment analysis.

Abstract (sommario):
In the centrally planned economy the main function of official statistics was monitoring of plans’ execution. Hence, official statisticians had to be experts in economics and bookkeeping, like tax inspectors. Russian statistical education was oriented mostly to official needs and statistics was included in the same educational group as economics. Currently, professional requirements for statisticians have changed. Official statistics lost its control function, and the old reporting system is being replaced by sample surveys that are less onerous for respondents and also less expensive. The statistical agency needs more professionals in survey methodology, as well as statistical managers and mathematicians. In 2015, the new professional standard "statistician" was accepted in Russia in line with ISCO 2008. It consists of set of competences for professionals in data collection, processing, analysis and methodology in any field of activity, including business, finance, science, medicine. In 2016, the educational classification of statistics was changed to the same group as mathematics. A new educational standard for statistics was also accepted. This presentation describes part of the reconstructive process.

The article presents the historical aspects of the formation and development of the state statistical service in Irkutsk region. The author considers three periods of formation of Irkutsk statistics – statistics of the Russian Empire, the Soviet period and modern Russia. Statistics in different eras was an integral part of the state and society, while constantly improving, it did not lose relevance, on the contrary, it became more interesting, comprehensive and at the same time accessible. The study and popularization of the history of domestic statistics contribute to the formation of positive public opinion about the activities of statistical bodies and statistics in general.

The article deals with the problem of using modeling in social statistics courses. It allows the student-researcher to build one-dimensional and multidimensional models of the phenomena and processes that are being studied. Social Statistics course programs from foreign universities (University of Arkansas; Athabasca University; HSE University, Russia; McMaster University, Canada) are analyzed. The article provides an example using the education data set – Guardian UK universities ranking in Social Statistics course. Examples of research questions are given, data analysis for these questions is performed (correlation, hypothesis testing, discriminant analysis). During the research the discriminant model with group variable – modified Guardian score – and 9 predictors: course satisfaction, teaching quality, feedback, staff-student ratio, money spent on each student and other) was built. Lower student’s satisfaction with feedback was found to be significantly different from the satisfaction with teaching. The article notes the modeling and statistical analysis should be accompanied by a meaningful interpretation of the results. In this example, we discussed the essence of university ratings, the purpose of Guardian rating, the operationalization and measurement of such concepts as satisfaction with teaching, feedback; ways to use statistics in education, data sources etc. with students. Ways of using this education data in group and individual work of students are suggested.

Statistics show that in recent years there has been an increase in the number of families falling into a socially dangerous situation. According to statistics provided by the departments for juvenile affairs of the Ministry of Internal Affairs of Russia in Cherepovets, the number of crimes in 2021 decreased by only 2.1% compared to 2020. This was influenced by objective factors, in particular the low standard of living, "chronic" unemployment, alcohol abuse, drug use. Having embarked on such a path, the family degrades socially and morally, condemning children to the same existence. It is not surprising that children leave home, spend most of their time on the street, thereby replenishing antisocial groups. Thus, we can say that the current system of working with children of the SOP is not effective enough, since there is no clear algorithm for working with children in a socially dangerous situation. Therefore, methodological recommendations for working with children were developed by the SOP, which includes a telephone communication script for employees of the youth center, as well as a clear and understandable algorithm for working with children in a socially dangerous situation. These guidelines for working with children of SOP are clear and easy to use, and most importantly, they do not require special psychological knowledge, skills and abilities.

This article raises the urgent problem of modern higher linguistic education connected with the pedagogical activities of the teaching staff of language departments. The aim of the research is to design and test the axiological model of the professional personality of a philologist teacher. The study is based on sociological and culturological approaches, traditions of linguistic education in Russia, which are significant for the formation of the personality of a future teacher, translator, interpreter, etc., understanding of the peculiarities of the pedagogical activity of linguists. Discussion, psychological and mathematical-statistical methods were used in the course of the following research. The results of the study have demonstrated some certain unique features of the Russian axiological space. The priorities of students in the process of assessing teachers of philologists and their professional activities are also established. The results obtained can serve as a basis for the design and testing of original trainings, refresher courses, taking into account the received request from the objects of the educational process.

Исследование базируется на материалах украинских и российских государственных архивов, архива управления Службы безопасности Украины в Донецкой области, федеральных архивов Германии, воспоминаниях очевидцев. В работе рассматриваются проблемы статистики числа жертв, ответственности вермахта за геноцид, основания и функционирования гетто в Сталино (Юзовке), реакции местного населения на геноцид, содержания антисемитской пропаганды. The article is aimed at characterizing the peculiarities, the most controversial aspects of the destruction of the Jews in the Donets’k oblast during the Nazi occupation. The investigation is based on the materials of the Ukrainian central and oblast’s state archives, the archives of the Security Service of Ukraine (SBU) in Donets’k oblast, the Federal archives of Germany, the state archives of Russian Federation as well as the recollections by eyewitnesses. The problems of the statistics of the sacrifices, the responsibility of the Wehrmacht for the genocide, the conditions of the establishment and functioning of ghetto in Stalino (Iuzivka), the reaction of the local population to the genocide, the essence of the anti-Semitic propaganda are emphasized.

Annual Report on Migration and Asylum gives overview of statistics and developments in migration in 2022. The European Migration Network (EMN) Ireland within the ESRI has published its annual review of migration and asylum in Ireland. The EMN is an EU network that provides objective, comparable policy-relevant information on migration and international protection. EMN Ireland is located in the ESRI and is funded by the European Union and the Department of Justice. With an overview of the latest data as well as policy and operational developments, research, and case law from 2022, this report is a comprehensive reference that gives an opportunity to view the entire migration landscape in Ireland. The report shows that many forms of migration are recovering quickly from COVID-19 travel restrictions. It also shows that migration is being impacted by shortages in the labour market and the Russian invasion of Ukraine. As a result of these developments and others, Ireland saw a significant increase in immigration, with 141,600 people arriving in the year leading up to April 2023, according to CSO figures. This represents a 31% increase from the year to April 2022. However, emigration also increased, with 64,000 individuals leaving Ireland during the same period, marking a 14% increase from the previous year. 2022 saw a significant increase in first residence permits (which are granted to migrants from outside the EEA) from 2021. 85,793 permits were issued in 2022, with education the most common reason for permits (48%). Partially reflecting changes to eligible occupations for employment permits, the number of employment permits issued was the highest in the last 10 years. 39,995 employment permits were issued, with the information and communication sector the largest recipient of permits. Key developments in this area highlighted by the report include discussions on and progress with the Employment Permits Bill, changes to the Atypical Working Scheme, plans for a single application procedure for employment permits and immigration permissions, and changes to employment permits occupation lists to respond to labour market shortages. The report analyses international protection, showing significant increases in international protection applications as well as details of applications, decisions made, and statuses awarded. It shows an expansion of decision-making in response to increased applications. Looking at the broader EU situation, the report shows that applications for international protection in Ireland accounted for 1.3% of the EU total in 2022. The report also details the pressure on the reception and accommodation system for international protection applicants and beneficiaries of temporary protection, as well as the extraordinary measures taken to scale these up. It highlights measures taken to implement the White Paper to End Direct Provision and informs on a review of timelines of the plan. It discusses changes made by the International Protection Office to speed up processing, and criticism of these measures by NGOs, as well as details of the regularisation scheme for undocumented migrants and the humanitarian admission of Afghans. The Temporary Protection Directive – an EU Directive that creates an exceptional measure to provide immediate and temporary protection in the event of a mass influx of displaced persons – was triggered for the first time in March 2022, following the Russian invasion of Ukraine. As a result, the report includes a dedicated chapter with statistics relating to arrivals and a detailed overview of Ireland’s response to displaced persons from Ukraine. It also gives a comprehensive overview of other areas of migration, as well as research and case law from 2022, providing a crucial reference text for anyone working in the area.

The monitoring of the use of the web resource "Electronic Library of the National Academy of Sciences of Ukraine" is aimed at providing informational and methodological support by means of the Google Analytics service in order to track the processes of visiting and using electronic resources, as well as to increase the efficiency of the development, improvement and maintenance of the electronic library site. A comparative analysis of the use of library resources for the period from March 1-May 31, 2022 to September 1-November 30, 2022 during the full-scale Russian invasion of Ukraine was performed. Also, to identify trends in changes in the activity of users of the web resource, a comparative analysis of the use of library resources was performed for the period: 2021. - 2022. The monitoring of the use of the website of the electronic library of the National Academy of Sciences of Ukraine is carried out according to the following indicators: overview of visitors, demographics of visitors, behavior of visitors on the website of the electronic library, technologies for visiting the site, mobile devices used, traffic, information of the statistical module. For scientists, post-graduate students, heads of scientific institutions of the National Academy of Sciences of Ukraine and specialists in the field of librarianship.

Abstract (sommario):
The subject of the study is the cooperation of S. Efremov with Western Ukrainian periodicals as a page in the history of Ukrainian journalism which covers the relationship of journalists and scientists of Eastern and Western Ukraine at the turn of the XIX-XX centuries. Research methods (biographical, historical, comparative, axiological, statistical, discursive) develop the comprehensive disclosure of the article. As a result of scientific research, the origins of Ukrainocentrism in the personality of S. Efremov were clarified; his person as a public figure, journalist, publisher, literary critic is multifaceted; taking into account the specifics of the memoir genre and with the involvement of the historical context, the turning points in the destiny of the author of memoirs are interpreted, revealing cooperation with Western Ukrainian magazines and newspapers. The publications ‘Zoria’, ‘Narod’, ‘Pravda’, ‘Bukovyna’, ‘Dzvinok’, are secretly got into sub-Russian Ukraine, became for S. Efremov a spiritual basis in understanding the specifics of the national (Ukrainian) mass media, ideas of education in culture of Ukraine at the end of XIX century, its territorial integrity, and state independence. Memoirs of S. Efremov on cooperation with the iconic Galician journals ‘Notes of the Scientific Society after the name Shevchenko’ and ‘Literary-Scientific Bulletin’, testify to an important stage in the formation of the author’s worldview, the expansion of the genre boundaries of his journalism, active development as a literary critic. S. Yefremov collaborated most fruitfully and for a long time with the Literary-Scientific Bulletin, and he was impressed by the democratic position of this publication. The author’s comments reveal a long-running controversy over the publication of a review of the new edition of Kobzar and thematically related discussions around his other literary criticism, in which the talent of the demanding critic was forged. S. Efremov steadfastly defended the main principles of literary criticism: objectivity and freedom of author’s thought. The names of the allies of the Ukrainian idea L. Skochkovskyi, O. Lototskyi, O. Konyskyi, P. Zhytskyi, M. Hrushevskyi in S. Efremov’s memoirs unfold in multifaceted portrait descriptions and function as historical and cultural facts that document the pages of the author’s biography, record his activities in space and time. The results of the study give grounds to characterize S. Efremov as the first professional Ukrainian-speaking journalist.
