Abstract (sommario):
Introduction. Modern Russian Cossacks, having undergone the process of revival and institutionalization, are now incorporated into the system of state and other services of the Russian Federation. Given the pre-revolutionary status of the Cossacks as a military class of the Russian Empire, Ministry of Defense of the Russian Federation, beginning from the 1990s, has a particular interest in attracting the descendants of the Cossacks and members of Cossack societies to military service. Methods. Through the institutional analysis, the study assesses the role of the Cossacks in military service and security in the South of Russia. Analysis. In order to incorporate the Cossacks into the system of military service in the Russian Federation, a number of normative legal acts have been adopted that allow the Cossacks to serve in Cossack units with traditional Cossack names, to use Cossack insignia on military uniforms. As part of the implementation of the Strategy of the state policy of the Russian Federation in relation to the Russian Cossacks until 2020, regional plans for its implementation, Cossack societies are actively involved in the preparation of pre-conscription youth, interact with military commissariats. Recently, pilot projects have been launched to create specialized Cossack territorial defense companies. At a high level, the participation of the Cossacks in ensuring public order during important international events has been evaluated: the XXII Winter Olympic Games in Sochi, the World Cup 2018. Results. The need to expand the participation of the Cossacks in the military service of the Russian Federation by increasing the number of territorial defense companies, opening Cossack cadet corps, forming the role of the Cossacks as a guarantor of stabilization of interethnic relations of the South of Russia.

Abstract (sommario):
For the first time on the basis of archival materials, the article examines the issue of attracting Kalmyks to active military service in the 1920s as part of the Red Army units. From the middle of the 17th and almost to the end of the 18th century. Kalmyks participated in all the wars of Russia in their national military units as part of the Russian army, then - in the Patriotic War of 1812, the Civil War of 1918-1920. Therefore, with the creation of the Red Army on the basis of compulsory military service of citizens of Soviet Russia, difficulties arose with the recruitment of Kalmyks for military service due to low literacy and the language barrier, although their fighting qualities were not in doubt. The problems of conscription of Kalmyks for active military service were solved during the reform of the Red Army in the 1920s, which coincided with the economic, socio-political, cultural development of the Kalmyk Autonomous Region.

Abstract (sommario):
Abstract The article aims to discuss how the Russian government dealt with foreign military law based on mercenary contracts while recruiting troops in Germany and Britain for the Smolensk campaign of 1632 to 1634. In the agreements made with foreign colonels that survive in contemporary Russian translations, the Tsar’s officials granted an almost unlimited legal and administrative autonomy to foreign military commanders in order to make service in Russia more attractive for Western mercenaries. While doing so, the Russian government believed that a unified military law and an effective court and administration system existed among the European military communities. However, some essential terms of military service remained unspecified in the documentation, depriving the Russian army commanders of any legal recourse to prevent conflicts within foreign regiments, which ultimately contributed to an administrative disaster at the end of the Smolensk campaign. The article analyzes both the Russian attitudes towards foreign military law and mercenary contracts and how this might have affected European mercenary units in Russian service.

Abstract (sommario):
Sovellan analyysissa Deborah Avantin (2000) esittämää teoreettista mallia sotilaallisen toiminnan muutoksista. Abstract in English The birth of commercial military service companies in Russia During the 2010’s the organization known as Wagner Group has supported the Russian Federation and its allies in East Ukraine, Libya and Syria, among other conflicts. Wagner is referred to as either a Russian private military company or as an unofficial part of the Russian armed forces. In this article I examine the process which has led Russia to utilize commercial military service providers as foreign and security policy tools. I employ a model of military reform proposed by Deborah Avant (2000). My central argument is that military service providers were created in Russia as a reaction to challenges posed by changes in the external security environment. The Russo-Georgian war of 2008 and the following military reform created circumstances, in which actors wishing to emulate the Western model of military outsourcing could advance their agenda. However, the patrimonial governance system of Russia had a significant impact in the resulting organizations differing substantially from their Western counterparts.

Abstract (sommario):
In contemporary Russian society, a transformation of the social structure is taking place. The formation of the Cossack social group is an important aspect of this process. The revival of this social group throughout the post-Soviet period has led to polarised interpretations, ranging from characterising Cossacks as "costumed" individuals to being bearers of Russian military cultural traditions in modern society. The significance of the social status of Cossacks is amplified in the face of modern geopolitical challenges and the Russian society's search for its own identity. The aim of this article is to determine the foundations of Cossack group formation and the expectations that, from the Cossacks' perspective, are necessary for the preservation and strengthening of the group. The methodological framework of the study is based on the ideas of actor-network theory by B. Latour. The empirical research hypothesis posits that the process of Cossack group formation has undergone several stages, from recreating elements of folk culture to implementing the historical Cossack service function into the life of modern society with blurred boundaries between social strata. The involvement of Cossack military societies in the Special Military Operation has influenced the adaptation of cultural patterns related to the Cossack service function. The hypothesis was tested using a mass survey through questionnaire methods in thirteen Cossack military societies. The survey results show that the majority of Cossacks, including some non-registered Cossacks, support the main directions of the State Policy Strategy regarding the Cossacks. However, Cossacks' expectations from the state include the adaptation of traditional Cossack military service patterns to the conditions of modern society and the requirements of military service. The readiness of Cossacks to move in this direction is evident in the formation of voluntary Cossack units participating in the Special Military Operation. Nevertheless, this grassroots initiative of Cossack societies requires state resources as the dominant actor in the Cossack revival process. These resources include the establishment of Cossack units in accordance with the tradition of Cossack military service within the structure of the National Guard, a different approach to the education of youth in Cossack schools with a stronger military component, and the re-establishment of traditional Cossack camps for regular military training of registered Cossacks, among other things. Such service activities by registered Cossacks will also require the development of corresponding preferences and privileges for registered Cossacks.

Abstract (sommario):
This article substantiates that the constitutional duty of a Russian Federation's citizen is to serve in the Armed Forces of the Russian Federation. This form is of great importance, since the legislator fixed the obligation of every citizen of Russia to do military service in accordance with Article 59 of the Constitution of the Russian Federation. Fatherland protection is not only a constitutional duty, but a moral demand for every citizen as well, it is a moral duty. It is aimed at protecting the state and its citizens, material and spiritual values. It is noted that both in theory and in practice there is no unity in interpreting and applying Part 1 of Article 328 of the Criminal Code of the Russian Federation, which provides for liability for evasion of military service. According to the results of the study, it is noted that there is no uniformity in approaches to understanding the objective signs of a crime provided for in Part 1 of Article 328 of the Criminal Code of the Russian Federation. The current criminal law does not ensure inevitability of criminal liability for crimes related to evasion of military service in Russia.

The article examines the genesis of the Seventh-Day Adventist (SDA) Reformation movement in Russia. The author examines the initial period of the Reformation movement and classifi es it as an oppositional form of Catacomb Protestantism. In the 1920s, under the pressure from the state authorities, the SDA ministers decided to permit the participation of the SDA members in compulsory military service as armed militray. This decision caused a split among the believers. Participants in the Reform movement refused military service and any compromises with state authorities. In 1989, the leadership of the offi cial SDA Church in the USSR recognised their resolution on military service as erroneous, yet the schism had not been overcome.

Abstract (sommario):
Russia has since the beginning of the Cold War been a security problem and a threat to the Scandinavian countries, this considered by the countries' respective intelligence service, actors that are analysing Russia and the threat to the countries. However, information about Russia as a threat from the intelligence services' own perspective has so far been limited to information related to the Cold War period. This study thus aims to fill the research gap that exists on how intelligence services currently view Russia and contribute to more knowledge about how they view the threat from Russia, through their annual reports concerning the years 2012-2019. These annual reports are published by the intelligence services and describe their focus areas. This thesis uses a qualitative method to study the annual reports. To analyse what emerged from the annual reports, three different analytical frameworks are used: Buzan’s expanded security concept, the regional security complex theory and the balance of threat theory. What has emerged from examining these annual reports is that the threat from Russia has become increasingly complex and that Russia today and in contrast to the Cold War period, operates not only in the traditional military and political sector, but also in the economic and the societal sector. Based on the intelligence services' annual reports, Russia has increased as a threat and affects more regions concerning the security than its own. In order to be able to fully understand Scandinavia's region and security, Russia as a threat to the countries must be included. Sweden has not chosen to respond to the threat from Russia by joining NATO, where both Denmark and Norway are already members. The three Scandinavian countries have responded to the threat from Russia by increasing their focus on the national defence.

Abstract (sommario):

The topic of this essay is the strategic importance of the Golan Heights during the period 1967-1973, specifically targeting the following questions;

-          Why were the heights strategically important?

-          What are the gains of either of the states in controlling the Golan Heights?

A theoretical framework based on Jerker Widén´s and Jan Ångström´s Militärteorins grunder (The fundamentals in Military Theory) and its chapter regarding the strategic context will be used as an analytical framework.

The framework has been applied on the specific conditions of the Golan Heights during a given and limited period of time; stretching from 1967 to 1973, however, the study will not deal with the war of attrition in 1970 as the impact on the Golan Heights and the surrounding geographical strategically important area was limited if at all. The two wars waged during this particular time are used in an attempt to give a somewhat objective picture of the strategic importance of the area.

The conclusions are that the importance of the Golan heights during the selected period was significant as the Golan Heights provided a “strategic lock” both ways and provides a favourable area to deploy artillery, intelligence and surveillance sensors.

Abstract (sommario):
Low Intensity Conflict (LIC) is a significant feature of the contemporary world and it is a particular challenge to the armed forces of many states which are involved is such conflict, or are likely to become so. This thesis is not concerned with how such difficult conflict situations arise. Rather it is concerned with how, from the point of view of the state, they may be contained and ultimately brought to a satisfactory resolution. The work is thus concerned with the practicalities of ending LIC. More specifically, the purpose of this research is to establish a framework of doctrinal and military principles applicable to the prevention and resolution of LIC. The principles of this thesis are based in numerous historical examples of LIC and six in depth case studies. These distilled principles are analysed in two central chapters, and are then applied in two latter defence force chapters so as to ensure there practicality and resilience. Numerous defence academics and military practitioners have been consulted in the production of this thesis; their contribution has further reinforced the functionality of the principles examined in this research. The research illustrates the criticality of a holistic approach to LIC. The function of this approach is to guarantee the stability of the sovereign state, by unifying civil, police, intelligence and military services. The effectiveness of the military elements must also be ensured, as military force is central to the suppression of LIC. Consequently, the research makes strategic and operational prescriptions, so as to improve the capability of defence forces that are concerned with preventing or resolving LIC.

Abstract (sommario):
AbstractThis chapter describes the current situation of Russian entrepreneurs, on the one hand, and Ukrainian entrepreneurs, on the other hand, who have emigrated to a safe third country due to the warlike conflict and the increasingly repressive attitude of the Russian regime. Four Ukrainian and four Russian entrepreneurs were interviewed in addition to extensive source research. These findings are incorporated into the interpretation. Individual statements are quoted. Due to the delicate nature of statements and at the request of the interviewees, they have been anonymized. The new waves of migration are analyzed and classified in this chapter in a historical context with earlier waves of migration.Since the Russian Federation’s invasion of Ukraine, some 700,000 Russians and 8 million Ukrainians have fled to third countries (United Nations High Commissioner for Refugees, 2023a).According to this source, about 18 million people have left Ukraine of which around 10 million have returned to the country in the meantime. The Russians and Ukrainians are mostly people with good education and corresponding skills in service professions. In this chapter, we present the results of eight interviews, four with Russian emigrants and four with Ukrainian emigrants, and explore the motivations, opportunities, and barriers to building start-ups in exile. The study also describes the integration achievements of previous European migrant flows, as well as the advantages and disadvantages for the respective home countries and for the receiving countries. From this, conclusions can be drawn for the current crisis (United Nations High Commissioner for Refugees, 2023b).Key findings: Both Russians and Ukrainians form networks. It is striking that these networks hardly mingle. “We don’t want to have anything to do with the Russians,” says Tatjana, an exiled Ukrainian in Switzerland. The intention, the rejection of war, and the fear of military service are common to both exile groups. The opportunities and risks of starting a business in the respective foreign countries are also comparable. Russian exiles, on the other hand, tend to be driven to neutral or Russia-friendly countries. Ukrainians, on the other hand, prefer Western countries that condemn the invasion and provide significant financial support to Ukrainians in the form of asylum and refugee status. It is true that the host countries have to bear a heavy burden in the first phase, as accepting so many refugees requires great financial and social efforts. In the medium term, however, it is a significant advantage for the host countries because the admission alleviates the demographically induced shortage of skilled workers and thus promotes economic development. Among the four Ukrainians interviewed who have been granted the right to stay in Switzerland, gratitude toward the host country is very high and is expressed throughout.

Abstract (sommario):
AbstractThis chapter explains how the major authoritarian powers China and Russia have propelled Sweden to alter its more than two hundred years long policy of neutrality and non-alignment. The focus is predominantly on China and its “wolf-warrior diplomacy” in Sweden, the Swedish debate on political naivety in general and regarding China in particular. It is argued that five years of deteriorating Sino-Swedish relations nudged Sweden further toward seeking stronger ties with the European Union on China policy. Drivers of these rapid and major changes to both policy and identity were the abduction of publisher Gui Minhai by Chinese state agents in Thailand in 2015 and the ensuing diplomatic conflict with China. The Swedish public, political parties, and especially key actors in the civil service increasingly perceived China as a threat to values and security. This sequence of events led to their construction of a coalition of consensus on a new China policy. Thus, authoritarian China, together with its increasingly belligerent partner Russia, became an important contributing factor that nudged “naïve” Sweden even further away from neutrality and onto the trajectory of military non-alignment.

Abstract (sommario):
Abstract In its expansion from grand duchy to empire, Russia created for herself long frontiers that needed more military support than the economy could provide. One way of making this burden manageable was a good intelligence service, which might at least predict from which direction the next blow would fall. Over the centuries the Russians did develop great skills in maintaining intelligence networks abroad, initially as part of Russian diplomacy.

Abstract (sommario):
India is an upcoming superpower of the world. The most important logic behind this is the position of India in the power index ranking. The finalized ranking of GFP index relies on over 50 factors to determine a given nation's power index score. India stood at fourth position among 131 countries all over the world. India is standing only behind USA, Russia, and China. Countries like UK, Japan, and Germany are behind India. To analyze India's position, the chapter goes through finding the factors behind the calculation of this index. The few components are total populations, available manpower fit for service, and those reaching military age annually. India could pull up its ranking in this index with the help of its population strength. But with respect to HDI, it reveals that India is standing at 131st position out of 188 nations. It means, India's rank is improved in GFP power index due to its population, whose improvement ranking is very poor. It seems to be a paradoxical situation. Through this chapter, the authors try to explain this paradox.

Abstract (sommario):
The problem of optimizing the physical training of young people for military service does not lose its relevance. Along with the normative documents on physical culture, a special role is played by methodological developments that make the process of physical education more flexible. Recently, a significant place in research is given to the selection of special tools that help more purposefully manage the process of physical training during military service. An important factor in reliable actions in battle is the ability to move effectively on the ground, overcoming a variety of obstacles.

Abstract (sommario):
Background: Keywords: military aggression, veteran, reintegration, socialization, social protection Today, the war started by Russia back in 2014 continues. As a result, tens of thousands of our compatriots took up arms and stood up to defend the independence and sovereignty of their homeland. At the same time, this war raised another urgent issue, namely the issue of reintegration and socialization of servicemen into peaceful life. After the victory, many people will return to their communities, and the state, first of all, at the legislative and administrative levels, must create all the conditions for them. During this period, we will proceed to the recovery of the country and sustainable development. Therefore, it is important to provide people with tools for their own development so that they integrate into families and the economy of the community, and receive a civilian specialty.

Abstract (sommario):
After the breakup of the Soviet Union and independence declaration of Ukraine in 1991, as in the other Soviet countries, Ukraine has left a heavy industrial based economy with an insufficient technology. Trade relations with Turkey gained momentum in 2004 and has continued its growing until today. This trade relationship has a complementary role and mostly based on intermediate good export. Turkey is the second largest export volume partner of Ukraine and providing the largest trade surplus for Ukraine. Ukraine economy is very sensitive to foreign trade fluctuations, therefore in the 2009 global crisis, Turkey’s trade volume with Ukraine declined more than two times. In 2014, military conflict in the East, Russian trade restrictions, the Hryvnia depreciation and tight fiscal austerity measures have exacerbated the existing macroeconomic challenges of Ukraine and pushed the country into its deepest recession since 2009. This study analyses the Ukraine crisis effects on its economic situation and effects on the Turkey and Ukraine’s economic relationship by using statistical methods. Data sources are: National Bank of Ukraine, State Statistics Service of Ukraine, Ministry of Finance of Ukraine, Trade Statistics for International Business Development, National Bank of Turkey, Turkish Exporters Assembly, Turkish Statistical Institute. Turkey, as a country has earned trusts of both Ukraine and Russia, is able to lead a peacekeeping force in Ukraine. Furthermore, Turkey should evaluate the possibilities to provide a credit line to Ukraine and it would be useful for Turkey to search the other markets and trade conditions as well.

Abstract (sommario):
On the basis of comparative analysis of publications devoted to Alexander S. Griboyedov in the late 1920s-1930s and materials about him that appeared during the Great Patriotic War, the evolution of attitude to the playwright is revealed. During the peace period Griboyedov was of interest to the authors of articles in periodicals primarily as a playwright, materials characterising the peculiarities of staging the comedy “Woe from Wit” in different historical periods were published. During the war years the accents change significantly - the primary attention is paid to the patriotic, civil position of Griboyedov, characterised by his service to the Fatherland. Griboyedov's name appears not only among the most famous Russian authors, but also among war writers. At the same time the interest to Griboyedov's literary heritage is preserved - information about the staging of his works appears in the press. Although the preparation for the playwright's anniversary began only at the end of 1944, this date was marked by a significant number of articles, reprinting of Griboyedov's works, the publication of biographical and other works.

Abstract (sommario):
This rapid review synthesises the literature from academic sources, knowledge institutions, non-governmental organisations (NGOs), and trusted independent media outlets on the approach used by the Russian government to provide any support or services to civilians in the territories it controls. The rapid review concludes that Russia provides economic, social, government, and military support to de facto states that it controls, such as Abkhazia, South Ossetia, Transnistria and the Donbas region. Russia covers large parts of the state’s budget of these separatist regions. This review uses the term aid referring to a wide range of support, such as humanitarian, social safety nets, basic services, infrastructure, state development, and security. Due to the lack of transparency on the Russian aid money that flows into the regions that are the subject of this review, it is impossible to show disaggregated data, but rather a broader overview of Russian aid to these regions. Russia used humanitarian aid and assistance to provide for civilians. During armed conflict it provided, to some extent, food, and medicines to the people. However, from the literature Russia has used humanitarian aid and assistance as an instrument to pursue broader policy goals that could not be defined as humanitarian in nature. Russia often relied on the language of humanitarianism to strengthen its credentials as a neutral and impartial actor and to justify its continued support for the residents and de facto authorities of Abkhazia, South Ossetia, and Transnistria, to secure its aim to strengthen the political and social ties with these regions while weakening their allegiance to Georgia and Moldova. As the humanitarian activities to the Donbas region in eastern Ukraine demonstrate, the Russian state is not willing to allow scrutiny of their humanitarian aid by independent organisations. Mistrust, corruption, and the use of aid for propaganda, even smuggling arms into the separatist region, are commonly mentioned by trusted sources. After a conflict becomes more stabilised, Russia’s humanitarian aid becomes more of a long-term strategic “friendship”, often sealed in a treaty to integrate the region into the Russian sphere, such as the cases of South Ossetia, Abkhazia, and Transnistria clearly show. Although all these separatist regions rely on Russia (economically, politically, and through Russia’s military presence), this does not mean that they always do exactly what Russia wants, which is particularly the case for Abkhazia and Transnistria.

Food security is estimated to improve in 2023 in the 83 low- and middle-income countries examined by USDA's Economic Research Service in the International Food Security Assessment. Due to growth in per capita income and the easing of international and domestic food commodity prices, 228.9 million fewer people will face food insecurity relative to 2022. However, estimated food insecurity remains elevated due to the lingering effects of the Coronavirus (COVID-19) pandemic, high food commodity prices, and risks associated with the ongoing Russian military invasion of Ukraine. Despite challenges in the near-term outlook, food security is projected to improve in the next 10 years. By 2033, the number of food insecure people in the 83 IFSA countries is projected to be 385.9 million, 66.1 percent less than the number of people than in 2023.

Abstract (sommario):
Pedagogical modeling of modern educational environments remains an urgent task of educational sciences. Research on the formation and development of digital competence of specialists, although they have common features, differ and acquire characteristic features depending on the field of application. This is due to the focus on mastering specific professional skills and increasing the professional level. We found out that, compared to the social and humanitarian sphere and medicine, the development of digital competence of specialists in the military and defense industry is little discussed in scientific sources. The development of digital competence of military personnel, in particular military management officers, is an urgent problem that requires an immediate solution. On the one hand, the armed aggression of the Russian Federation adds to the criticality of the situation, on the other hand, scientific and technical progress and, as a result, the appearance of new types of weapons and the complexity of digital tools in the environments of military specialists. Scientific approaches and conceptual principles regarding the formation of digital competence of the Armed Forces of Ukraine and NATO member countries are described. Problems, contradictions and trends in the development of digital education of military specialists in the system of professional development are singled out. The article clarifies the concept of “digital competence of military command officers” of the Armed Forces of Ukraine. The authors developed and substantiated a theoretical model of a computer-oriented methodical system for the development of digital competence of officers of the military administration of the Armed Forces of Ukraine in the system of professional development, which is presented in an informative scheme with a description of individual modules combined into conceptual, target, content-methodical, procedural, technological and effective blocks. The built model ensures systematicity and consistency of the educational process in the digital educational environment of higher military education institutions for the development of digital competencies of military management officers. The technological unit contains a variety of software for training and training. In particular, specialized computer programs and multimedia guides. In the content-methodical block, among other things, the following modules are presented: cloud services; information-didactic and educational-methodical learning tools, multimedia objects, VR/AR tools, AI elements that allow selection of existing ones or creation of new learning materials; Training Course; diagnostic tools, etc. The prospect is the verification of the developed model during distance training.
