Fundação Carlos Chagas Filho de Amparo a Pesquisa do Estado do Rio de Janeiro
Os estuários são ambientes altamente dinâmicos e concentram a maior parte da população mundial em seu entorno. São ambientes complexos que necessitam de uma gama de estudos. Nesse contexto, este trabalho visa contribuir para o entendimento dos estuários lagunares, tendo como objetivo comparar duas ferramentas geofísicas acústicas no mapeamento de uma porção submersa do Mar de Cananéia que está inserido no Sistema Estuarino Lagunar de Cananéia-Iguape (SP). Os equipamentos utilizados nesta pesquisa são o Sonar de Varredura Lateral e o Sistema Acústico de Classificação de Fundo RoxAnn, através da parametrização de amostras de fundo. A comparação do padrão acústico do Sonar de Varredura Lateral com as amostras de fundo da região permitiu o reconhecimento de 6 tipos distintos de padrões acústicos e a relação positiva com o diâmetro médio do grão foi de 50%. A comparação da resposta acústica do Sistema Acústico de Classificação de Fundo RoxAnn com o diâmetro médio do grão foi igualmente de 50%. Isto deve-se ao fato de que os valores produzidos pelo eco 1 e pelo eco 2 deste equipamento mostram que, por ser um mono-feixe e por analisar valores de intensidade do retorno acústico, o equipamento em questão pode responder a outros fatores ambientais que não seja somente o diâmetro médio do grão. Ao comparar a resposta acústica do Sonar de Varredura Lateral com o Sistema Acústico de Classificação de fundo RoxAnn obteve-se um resultado positivo de 93%. Isto pode ser explicado pelo fato de o Sonar de Varredura Lateral gerar uma imagem acústica do fundo. Em locais onde tem-se amostra e os valores do eco 1 e do eco 2 do Sistema Acústico de Classificação de Fundo RoxAnn são altos, pode-se associar a esses locais a influência da compactação dos sedimentos finos através da análise das imagens do Sonar de Varredura Lateral. Por meio da comparação destes dois métodos foi possível estabelecer um intervalo de valores para o eco 1 que pode ser associado ao diâmetro médio do grão. Assim, valores entre 0.170 a 0.484 milivolts podem ser associados a sedimentos finos com granulometria até areia fina. Valores entre 0.364 a 0.733 podem ser associados a sedimentos de granulometria entre areia fina a média. Valores acima de 0.805 milivolts até 1.585 milivolts podem ser associados a sedimentos mais grossos como carbonatos biodetríticos ou areias grossas. E, por fim, valores acima de 2.790 milivolts podem ser associados a afloramentos rochosos.
Estuaries are highly dynamic environments which concentrate the largest part of the world`s population in it`s surroundings. They are complex environments which need a variety of studies. The objective of this work is to contribute to a better understanding of the estuarine system, having as a main objective the comparison between two geophysical acoustic methods in the mapping of a submersed portion of the Cananéia Sea, located in the Estuarine System of Cananéia Iguape (SP). The equipment used in this research were the Side Scan Sonar and the RoxAnn Acoustic Ground Discrimination System, through the correlation of the geological bottom samples. The comparison of the acoustic pattern between the Side Scan Sonar and the geological bottom samples enabled the recognition of 6 distinct acoustic patterns and the positive correlation between the medium diameters of the sediments was 50%. The correlation of the acoustic feedback of the RoxAnn Acoustic Ground Discrimination System and the medium diameter of the sediments was equally 50%. This is due to the fact that the data produced by the echo 1 and echo 2 of this system show that because it is a single beam and because it analyses acoustic intensity feedback data, the equipment may also respond to other environmental factors which are not only related to the medium diameter of sediments. When comparing the acoustic feedback taken from the Side Scan Sonar and the RoxAnn Acoustic Ground Discrimination System a positive result of 93% was obtained. This may be explained due to the fact that the Side Scan Sonar generates an acoustic ground image. In areas where one has high value samples from echo 1 and echo 2 and also from the RoxAnn Acoustic Ground Discrimination System, one may correlate to these places the influence of fine sediment compression through the analysis of the images taken from the Side Scan Sonar. By comparing these two methods it was possible to establish an interval of values for echo 1 which can be associated to the medium diameter of the sediments. In this way, values between 0,170 to 0.484 milivolts can be associated to fine sediments with granulometry variating up to very fine sediments. Values between 0.364 to 0.733 can be associated to fine sediments with granulometry variating from medium to fine sediments. Values above 0.805 milivolts to 1.585 milivolts can be associated to coarser sediments such as biodetritic carbonates or thick sediments. Finally, values above 2.790 milivolts can be associated to rocky emergences.

Esta tesis consiste en un diagnostico operativo de la Agropecuaria Roxana SAC, empresa que pertenece al sector pecuario, específicamente avícola, dedicada a la producción de huevos comerciales, con una capacidad de aproximadamente 210 mil aves, abasteciendo al mercado mayorista de Lima. La empresa vende un único producto sin mayor diferenciación y sin poder negociar el precio en el mercado se mueve en función de la oferta y la demanda con una variación cíclica anual, de modo que la estrategia de la empresa se centra en el control de los costos, el aumento de la productividad y el escalamiento del volumen de producción. Como resultado del análisis realizado en los principales procesos operativos y de soporte, incluyendo la ubicación y dimensionamiento de la planta, planeamiento y diseño de los productos, del proceso, de la planta y del trabajo, el planeamiento agregado, la programación de operaciones productivas, la gestión de costos, de la logística, del mantenimiento y de la cadena de suministro, bien como la gestión y control de la calidad, se identificaron posibles mejoras que llevaron, a través de un análisis crítico y aplicación de buenas prácticas encontradas en la literatura especializada, a propuestas de cambio que tienen un potencial beneficio económico anual de S/ 1’652,430 con una inversión requerida de S/ 962,300. Este trabajo busca servir de referencia para las empresas productoras de huevos de tamaño medio que se preparan para formalizar e industrializar sus procesos y mejorar su rentabilidad. Al mismo tiempo se establece un punto de inicio para el desarrollo de futuras investigaciones que estudien la comercialización de los insumos necesarios para esta industria y la distribución de productos frescos perecibles como los huevos comerciales.
This thesis consists in an Operational Diagnosis of Agropecuaria Roxana SAC, a company which operates in the livestock sector, more specifically chicken farm, dedicated to the production of commercial eggs, with capacity of approximately 210 thousand animals, supplying the wholesale market of Lima. The entity commercializes a single product which has no significant differentiation and no price negotiation power as the market fluctuates according to the supply and demand subject to a yearly cyclical variance, resulting in a strategy centered in cost control, productivity increase and search for economies of scale from higher volume. As a result of the analysis performed in the main operating and supporting processes, including the location and sizing of the plant, product, process, plant and job planning and design, aggregate demand planning, operational production planning, cost, logistics, maintenance and supply chain management, as well as the quality management and control, possible improvements have been identified which, through critical thinking and application of best practices found in the specialized literature, led to proposed changes that, if implemented, have a potential economic yearly benefit of S/ 1’652,430, with required investment of S/ 962,300. This study is intended to serve as reference for medium-sized egg producers seeking to formalize and industrialize their processes to improve their profitability. Moreover, it establishes a starting point for the development of future research on the commercialization of raw materials required for this industry and distribution of fresh perishable produce such as commercial eggs.

La protéine non structurale du Rotavirus, NSP3, interagit avec l’extrémité 3’ des ARNm viraux, avec le facteur d’initiation de la traduction eIF4G, ainsi qu’avec la protéine cellulaire RoXaN. NSP3, en se fixant à l’eIF4G décroche la poly(A) binding protein cytoplasmique (PABPC1) du complexe d’initiation de la traduction, et empêche ainsi l’initiation de la traduction des ARNm cellulaires. De cette façon, la traduction des ARNm viraux est favorisée. Ce travail avait pour objet l’étude du rôle de l’interaction de NSP3 avec RoXaN dont la fonction était jusqu’alors inconnue. Dans une première partie de ce travail, nous avons d’abord délimité la région minimale de NSP3 nécessaire à l’interaction avec RoXaN. Sur la base d’un modèle tridimentionel de cette région, nous avons identifié des mutants n’interagissant plus avec le domaine LD de RoXaN. Ces mutants ont d’abord été testés afin de voir si l’interaction NSP3/RoXaN était impliquée dans la régulation de la traduction des ARNm viraux. Nous n’avons vu aucun effet de RoXaN dans la traduction. Dans la deuxième partie de ce travail, nous avons montré que l’infection par le Rotavirus induisait l’accumulation nucléaire de la PABPC1. En utilisant les mutants de NSP3 n’interagissant plus avec RoXaN, nous avons montré que l’interaction NSP3/RoXaN était nécessaire, en plus de l’interaction de NSP3 avec l’eIF4G, pour la localisation nucléaire de PABPC1. De plus, nous avons montré que le domaine LD de RoXaN correspondait à un signal d’export nucléaire. A partir de nos résultats, nous faisons l’hypothèse que RoXaN joue un rôle dans l’export nucléaire de PABPC1 liée aux ARNm cellulaires polyadénylés. Ainsi, l’interaction RoXaN-NSP3 en bloquant cet export, renforcerait l’inhibition de la traduction des ARNm cellulaires et pourrait aussi bloquer l’export d’ARNm de gènes impliqués dans la réponse antivirale
Rotavirus nonstructural protein NSP3 interacts specifically with the 3' end of viral mRNAs, with the eukaryotic translation initiation factor eIF4G, and with RoXaN, a cellular protein of yet-unknown function. By evicting cytoplasmic poly(A) binding protein (PABP-C1) from translation initiation complexes, NSP3 shuts off the translation of cellular polyadenylated mRNAs. We show here that PABP-C1 evicted from eIF4G by NSP3 accumulates in the nucleus of rotavirus-infected cells. Through modeling of the NSP3-RoXaN complex, we have identified mutations in NSP3 predicted to interrupt its interaction with RoXaN without disturbing the NSP3 interaction with eIF4G. Using these NSP3 mutants and a deletion mutant unable to associate with eIF4G, we show that the nuclear localization of PABP-C1 not only is dependent on the capacity of NSP3 to interact with eIF4G but also requires the interaction of NSP3 with a specific region in RoXaN, the leucine- and aspartic acid-rich (LD) domain. Furthermore, we show that the RoXaN LD domain functions as a nuclear export signal and that RoXaN tethers PABP-C1 with RNA. This work identifies RoXaN as a cellular partner of NSP3 involved in the nucleocytoplasmic localization of PABP-C1

The goal of this paper is to examine some ways in which BEHAVIOR, POTENTIAL ENERGY, and EMPATHY are critical components in my thinking and work. The impetus for my work is an investigation of how these three components can be manifested in visually expressive and powerful states. My masters thesis, The Three Odalisques, is an attempt at making a space and world which privileges these components and the potential for art to express these ideas. This paper is divided into two parts. The first section is a formal analysis of the pieces in my work from my MFA thesis show. The second section is a compilation of disparate content that has resonance with my work.

Professional development of teachers is a much-investigated area of research; however, teachers still complain that these endeavours do not cater for their specific needs. This problem arises from teachers‟ need to have more frequent professional development activities whereby it is possible to enhance their knowledge and skills regarding specific areas effectively. Multimedia, in other words the use of various media such as video, pictures, narration and animation, is a possible tool to address certain needs in professional development. Furthermore, the incorporation of multimedia into professional development by making use of a digital versatile disc allows for professional development to occur within a distance mode of delivery setting. This research was done to investigate and understand how Information Technology teachers experience the incorporation of multimedia into professional development by means of digital versatile disc. In order to accomplish this research endeavour, an investigation into the body of scholarly knowledge was executed focused on professional development of teachers, specifically with regard to needs expressed in previous studies. Furthermore, the body of scholarly knowledge regarding the implementation of multimedia as an enhancement to professional development was also investigated in order to synthesise how the researcher should go about implementing it. From the knowledge gained, the researcher developed the professional development digital versatile disc, specifically focused on the programming language Scratch. This programming language is an addition to the Information Technology syllabus and therefore teachers were assisted in their endeavour to acquire knowledge and skills regarding the implementation of such a new programming language. An empirical study was conducted, specifically focusing on the experience of three teachers to determine how they experience multimedia-based professional development. All three participants expressed that they enjoyed the use of multimedia in professional development and that a digital versatile disc of this type had a place in their professional development endeavours; however, a need for personal interaction with the facilitator as well as colleagues still exists.

Resumo: Como é possível o mesmo autor, na mesma época, escrever dois romances com a mesma temática e dar-lhes tratamento tão distinto? Essa é a pergunta que intriga os leitores de Defoe ao ler duas das suas principais obras literárias, Moll Flanders (1722) e Roxana (1724), e é também a pergunta que norteou esta pesquisa. Para responder a isso, estudamos a história da leitura, o surgimento e a popularização do romance, a história dos direitos autorais e a influência do público leitor na produção de romances. Isso porque ambas as obras de Defoe tiveram várias edições ao longo do séc. XVIII que se diferenciavam das primeiras tiragens. Visando estabelecer algumas hipóteses para explicar os motivos que levaram os editores a alterar os finais das obras, foram analisadas, nesses romances, as figuras da prostituta, amante, esposa e mãe e a condição da mulher na Inglaterra pré-Revolução Industrial, sem perder de vista a questão da edição e da recepção
Abstract: To what extent is it possible that an author over the same decade had written two novels about the same central theme, but from and with different perspectives? The readers of Daniel Defoe are right to raise this issue after reading Moll Flanders (1722) and Roxana (1724). This research sets about answering such questions. To this end, I used Defoe's novels to take a close look at the history of reading, the creation and popularity of the novel, copyright implications and the influence of the reader in the production of novels. After all, both novels underwent a series of different editions throughout the eighteenth century. To formulate a working hypothesis to outline the reasons that allowed such changes in editions, I analyzed the figures of the prostitute, lover, wife and mother and the condition of women in pre-Industrial Revolution England in both novels

Avec environ 500 000 décès annuels, les rotaviroses représentent l'une des causes majeures de gastroentérites infectieuses dans le monde. L'agent étiologique virale de ces infections, le rotavirus, code pour six protéines structurales (VP) et six protéines non structurales (NSP). Parmi celles-ci, la protéine NSP3 interagit avec l'ARN viral et le facteur de traduction eIF4G, et joue un rôle central dans la traduction des ARNm viraux. Un nouveau partenaire pour NSP3, la protéine cellulaire RoXaN (Rotavirus X protein associated with NSP3), a été identifiée. Ce travail avait pour objet l'étude de l'interaction NSP3-RoXan et la caractérisation des propriétés de la protéine RoXan. Les domaines d'interaction ont été identifiés sur les deux protéines. Ils impliquent la région centrale de NSP3 (aa 170-234), prédite en coiled-coil, et un domaine putatif Ld présent dans la région amino-terminale de RoXan (aa 255-279). RoXan a une distribution nucléo-cytoplasmique dans la cellule. Par ailleurs, nous avons pu montrer qu'elle était phosphorylable et que l'extrémité amino-terminale (aa 1-174), qui contient un domaine tétratricopeptidique (TPR), co-localisait partiellemnt avec le réseau de vimentine. L'existence, enfin, d'un complexe ternaire RoXan-NSP3-eIF4G, et la co-immunoprécipitation ARN-dépendante de la poly(A)-binding protein (PABP) avec la région carboxy-terminale de RoXan suggèrent un rôle traductionnel pour cette dernière. Cette hypothèse requirt cependant des investigations supplémentaires et ne permet pas d'écarter une ou plusieurs autres fonctions pour la protéine.

Pourtant, l7etude des liens entre individu et societe dans ces recits montre que la situation est plus complexe. Marginaux, exclus, isoles, pauvres surtout, mais jamais decourages, les heros, hommes et femmes, visent leur reintegration reussie de la societe. Si les romans se passent en grande patie a londres, l7etranger n7en est pas absent; les lieux exotiques ont un role dramatique important : le heros s'y rachete par son travail et sa reflexion, et il prospere. En angleterre, il transgresse les lois morales et civiles, et defoe essaye d'analyser les notions de faute et de delit. La societe est ekke que si l'on est marginalise, on ne peut la reintegrer qu'en se rendant coupable d'entorses a ses lois. Le heros est excusable si c'est la necessite de survie qui l'a pousse a sa mauvaise action, s'il ne persevere pas dans l e mal lorsqu'il est a l'abri du besoin, et si son repentir est veritable. C'est bien le roman de l'individu que daniel defoe a ecrit, et non une critique sociale. Il examine les droits et les devoirs de l'homme et de la femme. La reintegration achevee, le roman s'acheve. Written at the end of the author s'evential life, robinson crusoe, captain singleton, living on the fringe of society. And roxana seem to tell the story of men and women living on the fringe of society. And yet, studying the relationship between the individual and society in these stories reveals a more complex situation. Excluded, isolated, poor, but neve r put off, the hero, whether a man or a woman, aims at being admitted as a successful member of society. London is the main scene of the stories, but the heroes also go overseas and these exotic places play an important dramatic part; there, the hero redeems himself, through his work and reflexions, and becomes rich. En england, he breaks moral or civil laws, and defoe suggests a reflexion on the notion of crime : society is such that if one is on its edge, one cannot find one's way back into its midst without in fringing on its laws. So the heroes can be forgiven provided that it is th e necessity of survival that prompted their crimes, that they are not hardened in their bad ways, and that they sincerely repent their crimes. It is not severe criticism of society but definitely the struggle of an individual that defoe puts at the center of his novels, examining men's and women's rights and duties. Once the reintegration successful performed, the novel stops. A new form of fiction pretending authenticity, the novel emerges along with the very notion of the modern individual

The Long Eighteenth Century was a period in which change was constant and proceeding the Restoration Era; this sense of change continued throughout the era. Charles II created an era in which women were allowed on the theatre stage, and his mistresses accompanied him to court; Charles II set the stage for the proto-feminist ideas of the eighteenth century that would manifest themselves in Eliza Haywood’s Love in Excess, Daniel Defoe’s Roxana, and Elizabeth Inchbald’s A Simple Story. These novels showcase the enlightenment of women and some of their male contemporaries and the beginning struggles of female agency. The eighteenth century was a time in which the separate sphere mentality grew ever stronger within the patriarchal society, and yet, women began to question their subservient place in this society—although this struggle would continue to intensify throughout the nineteenth century and eventually come to fruition in the late nineteenth century.

The company Roxen Internet Software have an implementation of the secure network protocol SSL (Secure Sockets Layer) which is used in their web server product. This report describes the upgrading of that implementation to the TLS1.0 (Transport Layer Security) standard. It also describes a performance investigation of the SSL/TLS support in the Roxen WebServer and compares it with other common web servers. The initial setup time for the secure SSL/TLS connection was found to be very long in the Roxen Webserver compared to its competitors. The main bottleneck, in the Roxen implementation, was found to be the modular exponentiation that is the core of the RSA decryption algorithm. One suggested improvement is to upgrade the bignumber numerical package used in Roxen WebServer, GMP (The GNU Multiple Precision arithmetic library) from version 2.0 to version 4.0. The newer version of the bignumber package have been measured to have considerably better performance in its modular exponentation operation.

El presente trabajo, además de la hermenéutica, emplea el método formal e iconográfico para hallar en el Retrato de Pueblo Libre las definiciones particulares de su estética y sus significancias intrínsecas en el medio social que lo originó. Se trata de un proceso articulado de lectura y análisis, tanto de fuentes documentales como de los elementos plásticos que componen la obra. La metodología se planteó en cinco fases. En la primera se recopilaron fuentes bibliográficas, hemerográficas y documentales, para lo cual se consultaron el Archivo General de la Nación (AGN), el Archivo Arzobispal de Lima (AAL) y el Archivo Histórico de la Municipalidad de Lima (AHML). En la segunda etapa se procedió al registro técnico y fotográfico del Retrato de Pueblo Libre y otras obras artísticas relacionadas al asunto de estudio, algunas localizadas en el MNAAHP, como otras ya registradas en fuentes secundarias. Una vez reunido el material se inició la tercera etapa de análisis de las fuentes escritas y las características plásticas de las obras. Esto dio origen a la cuarta fase donde se estructuró y ordenó la investigación en cinco capítulos. Finalmente, la última etapa estuvo dedicada a la redacción del texto. El objetivo principal de esta investigación es desentrañar las implicancias simbólicas y estéticas del Retrato de Pueblo Libre, según los factores individuales y colectivos que los gestaron. Asimismo, posee como objetivos específicos analizar la relación entre el espacio de exhibición y la plástica del Retrato de Pueblo Libre, caracterizar el estilo particular de Pablo Roxas a través del Retrato de Pueblo Libre e identificar su significado simbólico.

Numa interação entre a teoria do delito e a teoria da pena, discute-se sobre o objeto de proteção do direito penal e a instrumentalização dessa proteção dentro de um contexto de risco de magnitude diferenciada, produto da sociedade tecnológica atual. Apresenta-se uma nova realidade da qual emana a necessidade de proteção a bens jurídicos transindividuais, não raras vezes, através de tipos de perigo abstrato de lesão. Configura-se uma antecipação de tutela cuja legitimidade depende de uma reformulação da teoria do bem jurídico, de modo a abranger estas novas demandas para as quais a precaução constitui a medida mais adequada. Como reflexo dessa mudança, desenvolveu-se uma discussão em torno da legitimidade desses tipos de delitos. A despeito da tradicional teoria do bem jurídico não acatar a criminalização de condutas através da antecipação de tutela, vislumbra-se a possibilidade dessa antecipação na sistematização do direito penal realizada nos moldes da Teoria Dialética Unificadora e da Teoria da Imputação Objetiva de Claus Roxin. Doutrinador caracterizado por um normativismo moderado que, sem renunciar à proteção subsidiária de bem jurídico constitucionalmente relevante como função do direito penal, vê na pena funções de instrumentalização dessa tutela através da estabilização da vigência da norma e intimidação nos termos de uma prevenção geral positiva e negativa contra riscos não permitidos. A presente pesquisa, desenvolvida na modalidade de dissertação de mestrado, tem como objeto a análise da prevenção criminal, não sob a perspectiva da finalidade da pena, mas sim, através da concepção da vulnerabilidade dos criminosos, notadamente dos egressos do sistema carcerário, com base na teoria proposta por Zaffaroni, complementada pela concepção jurídico-penal da prevenção de Roxin. Nesse contexto, o trabalho ora desenvolvido pretende tratar mais especificamente da necessidade de promoção de políticas públicas e medidas afirmativas em prol da inclusão social dos egressos, sob a ótica da dignidade da pessoa humana. Procurase demonstrar, primeiramente, a prevenção como concebida dentro da questão criminal consoante os discursos legitimadores, abarcando-se as teorias da pena, até a deslegitimação do sistema com base em estudos de criminologia crítica. Aduz-se a condição de vulnerável do criminoso, e, em especial do egresso, enfatizando a multifatoriedade das condutas desviantes e a discriminação social. Por conseguinte, com base em dados estatísticos, traça-se um perfil do egresso, e, atentando-se para o reconhecimento da seletividade das agências de controle penal, evidenciam-se as violações de direitos fundamentais. Descrevem-se, também, as políticas públicas extrapenais e programas de ressocialização, atentando-se para a indispensabilidade de ações coordenadas entre os vários setores da sociedade. Por fim, propõe-se a necessidade de implementação de ações afirmativas como mecanismo de efetividade do princípio da igualdade de condições e da não discriminação, medidas alternativas para a redução da vulnerabilidade do egresso, e, consequentemente, da criminalidade.

Resumo: Este trabalho realiza uma análise temática do periódico modernista Terra Roxa e outras terras produzido em 1926, cujo objetivo era constituir-se como orgão divulgador de cultura, não restringindo-se apenas ao material literário. Apresenta uma temática variada e repleta de componentes simbólicos que possibilitam resgatar algumas diretrizes que uniam e identificavam o grupo paulista que o produziu. Essas diretrizes podem ser encontradas nas discussões dos temas: raça, cultura, brasileirismo, imigrantes, bandeirantismo, Anchieta e paulistanidade, revelando-se este último como tópico central, norteador dos demais. Além disso, identifica-se no periódico um movimento de invenção de uma nova tradição para o país, fixada segundo os objetivos do jornal literário, revalorizando figuras esquecidas, erigindo-as como símbolo da nacionalidade, em detrimento de outras anteriormente consolidadas. Há um movimento de rompimento com a tradição já estabelecida e reinvenção de uma outra, o qual não é exclusivo de Terra Roxa e outras terras, mas pode ser encontrado, em construção, durante outros momentos da história literária
Abstract: This work mak:e a thematic analysis of the brazilian modernist periodical Terra Roxa e outras terras, produced in 1926, which intention was become a way to spread not only literatury but culture in general. The journal introduces a set of different themes with many simbolic characteristics which permit to get back some main ideas which could join and identify the group from São Paulo state who produced it. Those main ideas appear in the discussion about: breed, culture, brazilianism, imigrants, São Paulo pioneers (called "Bandeirantes"), "Anchieta" and "paulistanidade" (the self affirmation that people from São Paulo state are superior than people from others brazilian states). This last theme is the central topic and the others one go towards it.In addition to alI that, it' s possible to identify in the journal a movement to creat a new tradition to the country based on the objectives of this publication and bringing back forgotten figures as national simbols, in opposition of usual ones. Uppsatsen syftar till att studera regional omsorg om vatten i området Roxen och Glan i Östergötland. Det görs ur olika perspektiv, där det första är ett historiskt bakgrundsperspektiv. Förutom den historiska tillbakablicken berör frågorna i studien, samhälleliga och nutida förhållanden som kan knytas till framtida regional förvaltning. Syftet är just att, i ett historiskt och nutida perspektiv, lyfta fram aspekter på vattenmiljöfrågor i området Roxen och Glan som grund för bedömning av en framtida regional omsorg om vatten. I arbetet har metod och teori samverkat och uppsatsen är i första hand en samhällsvetenskaplig kvalitativ studie. Miljöhistoria, samhällsutveckling och synen på miljö utgör den teoretiska förankring som metoden knyter an till. Kopplingar görs också till konsekvenser av samhällsutvecklingen. Arkivmaterial och intervjuer har använts som konkreta redskap för insamlingen av empirin i studien.

Det framkommer en bild där regional omsorg om vatten mest handlat om rätten till att äga och nyttja vatten med exempel på en historiskt våldsam hantering. Inom länsstyrelsen kom under 1800-talet diknings- och regleringstillstånd att prägla förvaltningen. Den tidigare dominansen av agrara intressen började tidigt 1900-tal att ge vika för allmänintresse av vattenkraftutbyggnaden. Först vid 1900-talets mitt börjar ett uttalat intresse för vård av vattnet skönjas. Industrisamhällets snabba utveckling med rationalisering inom jordbruket, resursförbrukning och ökande konsumtion hade lett till utsläpp och hantering som skadat naturmiljön. Övergödning och negativa effekter i vattenmiljöerna genom vattenreglering är sådana skador. Intentionen att idag motverka konsekvenserna av de mänskliga verksamheterna görs bl.a. med hjälp av mål, lagar och ekonomiska medel. För området Roxen och Glan etablerades på 1980-talet ett regionalt intresse för vattenkvalitet avseende övergödning m.m. Reningsverk och miljöopinion är faktorer som både regionalt och nationellt lyckas åstadkomma dämpning av de grövsta effekterna under senare delan av 1900-talet. Inför en framtida regional omsorg om vatten syns både hopp och farhågor. På ett regionalt plan finns erfarenhet och kunskap som viktiga tillgångar där dialog och samverkan framstår som delar i framgångsrik förvaltning. Samtidigt uppvisar utvecklingen att tidigare tillväxttendenser lett till allvarliga konsekvenser för vattenmiljön vilka bara delvis har lindrats.

Studien visar att, trots att inte mål, medel eller vilja saknats, så uppfattar man problemen i vattenmiljön med övergödning och effekter av vattenreglering som fortsatta problem. Det förefaller som om krånglig lagstiftning och ekonomiska lösningar försvårar genomförandet av planerade åtgärder. Som jag ser det framstår, för en framtida meningsfull regional omsorg om vatten, två "nivåer" av lösningar. En rent formmässig, som bygger på optimism inför kunskap och tekniska framsteg som gjorts inom ramen för våra samhällssystem. Den andra sidan är just beroendet till kunskapen och framstegen, som delvis är skulden till vad som skett. Det ter för framtiden osäkert och komplext att sätta tilltro till. För att möjliggöra en framtida meningsfull regional omsorg om vatten, behövs allmänt en förändrad syn på relationen till natur där i högre grad fel och problem i det mänskliga systemet beaktas, istället för att fokusera på problemen i miljön.
