Road safety management begins with a detailed analysis of accidents, which is reflected in Article 24 of the Law of Ukraine “On Road Traffic” which states that when performing repairs and maintenance of roads, streets and railway crossings road maintenance organizations in the first place should take measures for road safety on the basis of accounting and analysis of road accidents, results of inspections and surveys of roads, streets and railway crossings, and especially in emergency and dangerous areas and in places of concentration of road accidents. The problem of reducing the accident rate and reducing the number of victims of road accidents during the maintenance of roads has so far been solved mainly by identifying areas (places) of concentration of accidents with the development of measures to improve road conditions and improve the organization of traffic on them and conducting annual commission spring and autumn inspections of the road network by representatives of road organizations and the police. However, the areas of concentration of road accidents were not fully covered on the road network of local significance due to the lack of accurate reference of the places of accident in the accident registration cards, as well as they were not identified on the streets and roads of cities and other settlements due to the absence of any criteria for their identification and therefore the maximum efficiency from introduction of management of sites (places) of concentration of road accident isn’t reached. The article analyzes the criteria for determining the areas of concentration of accidents on public roads in different periods, examines the dynamics of the number of areas of concentration of accidents and considers other modern opportunities for effective traffic safety management, in particular, inspection (inspection) of existing roads.

Road accidents pose a serious economic and social problems given that the number of fatal accidents continue to rise at the national and international levels. This study investigates the relationship between three road parameters, namely number of lanes, level of service (LOS), and slope, with road accidents. The data for road accidents were obtained from the Police Department - Contingent Headquarters (IPK) Alor Setar, Kedah, the data for roads, namely number of lanes and traffic volume, were obtained from Public Works Department (JKR), while the TanDEM-X Image was provided by the licensed holder. The ArcGIS software 10.5 was used to process the data; this is followed by performing the regression and kernel density estimation to determine the relationship between the parameters with accident cases. The majority of road accidents in Kedah occurred on two-lane roads. LOS is negatively correlated with road accidents, which indicates that less accidents occurred with higher level of flow. Slope is negatively correlated with road accidents, indicating that a smaller number of accidents occurred on roads with higher slope values. Alor Setar and Sungai Petani have been identified as road traffic accident hotspots for the period from 2013 to 2015. In summary, the findings of this study provide the relevant authority such as the Traffic Police with the critical information required to make a better decision when formulating strategies to reduce road traffic accidents.

For the English abstract and full text of the article please see the attached PDF-File (English version follows Russian version).ABSTRACT Based on the statistics of road accidents, an analysis of accident and injury rates on the roads of Irkutsk was carried out. It is shown that, for the most part, the causes of road accidents are violation of traffic rules by drivers and pedestrians, unsatisfactory road conditions. It was revealed that the greatest number of accidents occurs in the summer-autumn period. Most often, vehicle collisions and pedestrian collisions are recorded. About 40 % of road accidents with victims are committed in the foci of accident rate, the distribution of which directly depends on density of settlement of the territory and the functional specifics of the city’s administrative units. Roads in tunnels differ from comparable open-road sections in many respects. For most drivers a tunnel is an unusual driving environment in the road network that might even cause stress. A safety analysis was carried out to estimate average accident rates and accident cost rates for different cross sections of tunnels on German roads. The analysis is based on all the available accident data for German freeway and highway tunnels reported to police. Personal injury accidents and material-damage-only accidents were analyzed separately. The findings indicate that accident rates are lower for roads in tunnels. Moreover, accidents with severe personal injury and material damage are less frequent on roads in tunnels. However, the fear of a maximum credible accident still remains.

Road accident is mostly happened to a road user, though they happen quite often. The most unfortunate thing is that we don't learn from our mistakes on road. Most of the road users are quite well aware of the general rules and safety measures while using roads but it is only the laxity on part of road users, which cause accidents and crashes. Main cause of accidents and crashes are due to human errors. Many of the road accidents occurs in the human errors by overriding, drink and drive and don’t follow safety precautions on roads. Various national and international researchers have found these as most common behavior of Road drivers, which leads to accidents [4].So, we came up with an application to alert hospital emergency and cops. all the users can easily handle this application when accident emergency occur. In the same way we can save life of a person by occur road accident.

In India according to Indian road safety campaign every minute there is a road accident and almost 17 people die per hour in road accidents. There are different categories of vehicle accidents like rear end, head on and rollover accidents. The state recorded police reports or FIR’s are the documents which contains the information about the accidents. The incident may be self-reported by the people or recorded by the state police. In this paper the frequent patterns of road accidents is been predicted using Apriori and Naïve Bayesian techniques. This pattern will help the government or NGOs to improve the safety and take preventive measures in the roads that have major accident zones.

A toll road is a road that the users are obligated to pay, which is held to improve efficient transportation services. Although toll roads have relatively more ideal conditions than highway roads, many traffic accidents still occur on the road. Toll road managers collect operational data on toll roads, including daily traffic, weather, and accident data. One of the solutions to increase the level of toll road safety is to design an accident prediction model through data mining. In this paper, the prediction model was made using attributes according to the framework consisting of day, type of road surface, weather conditions, road surface conditions, time of occurrence, driver sex, and type of vehicle. The prediction model was built to predict certain areas' probability and severity of accidents. The prediction model is built using the decision tree algorithm. The results show that the attributes used can predict the severity of accidents with 39.73% accuracy. The most vulnerable area is in section B on 9 to 10 km, with a total number of accidents of 13.17% of total accidents.

The presented method of reconstruction of preaccidental situations with the purpose of examination of road accident mechanisms can be widely used for the investigation of road accidents of different nature and for the determination of their reasons, the distance run by a car, the time of its run and speed which can be reached during the run up and followed by braking in road segments between two manoeuvres in a road segment of limited length. This method is being widely used in Lithuania for the investigation of accidental situations and for the assurance of law and order.

To improve the efficiency of accident treatment on mountain highways and reduce the degree of disruption from traffic accidents, the grading method of the ellipse-like radiation range of traffic accident impact is proposed. First, according to the propagation law of traffic accidents, the general function of mountain highways affected by traffic accidents was constructed based on the Gaussian plume model. Then, based on the gravity field theory, the influence of the accident source point on the accident road was analyzed in the aftermath of a supposed accident. Additionally, considering the cascading failure of the road network, the influence of the accident-intersecting roads was demarcated by the cascading failure load propagation function. Based on this analysis, the ellipse-like radiation range models of traffic accidents on the accident road and the intersecting roads were proposed, respectively. Next, the adjustment parameter was further introduced to incorporate the different levels of influence of traffic accidents on the surrounding road network into the model, and the grading impacts of the accident on the potentially utilized opposite lane were discussed. Finally, according to the queuing theory model, simulation design, and portability analysis, the accuracy of the ellipse-like radiation range grading model was verified. The research results show that, compared with queuing theory and simulation results, the error of the grading model of the ellipse-like radiation range affected by traffic accidents was within a reasonable range; that is, the model can reasonably quantify the difference of traffic accident propagation on the accident road and the intersecting roads. Moreover, the heterogeneity of traffic accident propagation was verified by taking the non-occupied opposite lanes as an example. The grading method of influence radiation range utilized for traffic accidents on mountain highways can quickly provide corresponding auxiliary decision support for accident rescue within varying influence ranges.

On the basis of statistics of traffic accidents accident rate on the roads of Irkutsk region was analyzed. It is shown that the majority of accidents with victims occur due to violations of traffic rules by drivers. The dependence of the number of accidents and injuries on time of day was identified. The maximum contribution to accident rate is made by car drivers. represented by all kinds of transport – rail, road, air, inland waterways and a network of railways and roads. The basis of the road network is federal, regional and local roads with the length, respectively, 1,7, 12.6 and 17 thousand. km. More than 912 thous. Cars are registered in the region and many transit cars are moving on them. Thedependence of the number of accidents and injuries on time of day was identified. The maximum contribution to accident rate is made by car drivers.

This study investigated fatalities resulting from Road traffic accidents to inform public health policy on the need for their prevention. This is a descriptive prospective study of road traffic accident deaths in Nairobi; of all the bodies brought at the city mortuary Nairobi in the period between June 1 2009, and May 31 2010. In this study, all cases of deaths from road traffic accidents for twelve consecutive months were included. Data was entered on a proforma datasheet. Data was analysed using SPSS. The study concluded that the major contributor of Accidental deaths is road traffic accidents. Furthermore, road traffic accident fatalities significantly involve pedestrians compared to the other class of people. Fatalities from road traffic accidents are a preventable public health problem in Kenya. The study recommends that the driving habits in Kenya be regulated to prevent these fatalities.

The research is based on statistical data. A comparative analysis of the risks of road accidents and the risks of death of road users is carried out. The risk of death in accidents is higher in Slyudyanka district than in Irkutsk region, which is due to the complex route and mountainous areas. Objective: To determine the trend of road traffic accidents (RTAs) and forecastingtheir incidence is an emerging to take safety measures so that general public health relatedmorbidity and mortality can be minimized. Setting: The data for present study has been takenfrom Pakistan bureau of statistics (statistics House). Period: January 2002-2003 to December2011-2012. Methods: A set of eleven curve fitting models namely linear, quadratic, cubic,logarithmic, inverse, exponential growth model, logistics-curve ,and compound models werecarried out for prediction. Results: Under the descriptive analysis, the annual average numberof fatal and non-fatal accidents is 43.3% and 56.7% respectively. In provinces Punjab contributesto a high rate of total number of accidents, while Khyber Pakhtunkhwa, Sindh and Baluchistanplaced second, third and fourth respectively. Under the curve fitting estimation, the cubicmodel was selected for predicting the annual traffic road accident for all categories i.e.(i) Total Number of Accident (ii) Fatal Accident (iii) Non-Fatal Accident (iv) Killed People(v) Injured People and (vi) The Number of Vehicle Involved. Rising trend in all categoriesare expected in Pakistan. Conclusions: The traffic road accident is expected to rise in Pakistan.

Objective: To identify and reduce deficiencies in the functioning of the road infrastructure in order to eliminate them and increase safety on public roads. Problem: To study the factors affecting the accident rate, analyzing the number and types of road accidents, as well as the main areas where accidents are frequent on the example of Orenburg region. Experimental studies were carried out by the method of observation and statistics on accidents. This paper is characterized by the complexity of considering and analysis of factors affecting the likelihood of road accidents. The accident rate can be reduced as part of implementing the activities of the regional project "Regional and Local Road Network", so by taking measures to control and supervise the arrangement of places of road works, introducing new organizational measures. The increase in the number of cameras for fixing traffic offences in cities and regions, installation of artificial irregularities, aboveground pedestrian crossings, etc., also contribute to the reduction of road accidents. In Orenburg region, the decrease in the number of road accidents in 2021 compared to 2020 reached 19.6%.

In the modern world, where more and more vehicles appear every day, the issue of traffic safety is becoming more acute. The most prospective method of traffic safety management, on our opinion, is the analysis of statistical data on road accidents (hereinafter accidents), which allows to determine the accident levele, causes of accidents, evaluate the effectiveness of implemented measures to improve traffic safety and more. As the main task of traffic safety ensuring is to reduce accident level and severity of the accidents consequences, and especially to reduce accidents with fatalities to a minimum, the analysis of accident statistics data plays a key role and is an integral part of a comprehensive approach to solve the issue of the traffic safety management. Qualitative analysis of accidents by various indicators allows determining the main causes that impact on the occurrence of accidents and the severity of their consequences. This article considers the formation of characteristics of seasonal changes in accident level on the network of state roads of Ukraine. The study allows identifying the features and patterns of annual dynamics of road accidents with the definition of monthly maximum and determining the features of seasonal stability of accident level indexes. Taking into account the seasonal variability of the accident level allows rationally planning the activities of transport organizations directed on preventing road accidents and reducing the severity of their consequences. Road accidents becomes global health and safety issues because of the gradual increase in the number of injuries and fatalities. In the UK, road accidents due to weather conditions has been one of the traffic safety challenges for researchers as well as drivers particularly in Greater Manchester. This is because of its influence on driver behaviour approaching traffic lights on the road bends. Hence, to better understand driver behaviour, this paper presents various driving behaviour on wet and dry road conditions. Data were obtained from police reports of road accidents at hazardous locations in Greater Manchester between 2011 and 2015. The reported data covers information regarding: Accidents, Vehicle, and Casualties. The obtained data was used to examine how road surface is associated with road accidents by using Chi-Square statistical test. The analysis showed that road surface significantly contributed to accidents at bend roads. Moreover, drivers’ behaviour was investigated as they can be expected to have a significant impact on accident occurrence. Finally, the main goal is that these results might reflect the safety issue at bend roads.

Local roads (district roads) constitute an important part of the road network in Poland, making up around 29.7 % (124,945 km) of all public roads. In 2017, 10,578 accidents, which is 35.7% of all accidents in Poland, took place on local roads. These roads are used primarily by regular users who are very familiar with the defects of these roads. This means that the effects of the low technical standard of local roads and the insufficient number of road traffic devices on the safety on the road can be partly compensated for by the fact that drivers adjust their behaviour to the conditions on the road. This hypothesis can be verified through developing dependency models of road safety measures of local roads’ and technical characteristics. The article presents the research carried out based on regression models of accident prediction. The models were developed with the use of the data on the road surroundings arrangement (built-up areas, access), road condition and the extent of signposting, including data on speed limits and overtaking as well as risk exposure variables. Due to the incomplete data on accidents and the small number of accidents, different approaches to the modelling of the number of road accidents were applied.

Abstract Road accidents have presently become an major social worry in India which are increasing year by year. These road accidents lead to loss of human life, injuries and property damage which is very serious concern. As per the Sustainable Development Goals (SDG): 2030 relating to transport infrastructure provision of access to safe, accessible, and sustainable transport is the need of the hour. Therefore, road safety becomes very important issues in today’s scenario. In this paper, road safety analysis was done on NH-103 stretch to identify accident/crash black spots. The accidental data was collected from police stations and visual surveys on two lane NH-103 stretch of 58 km. The analysis has been done by using ranking and severity method, accident severity index (ASI) method and accidental density method. and accidental black spots were indentified. It has been found that 6 accidental crash black spots have been identified namely BS-1, BS-2, BS-3, BS-4, BS-5, and BS-6. The reasons for accidents in these blackspots have been traced to suggest counter measures for reduction in number of accidents on this stretch.

Latvian national road accident statistics shows that for the vulnerable road users’ situation is critical, since pedestrians are involved in more than a quarter of road traffic accidents. This paper gives an analysis on pedestrians involved in road traffic accidents based on the road safety accident database in Latvia for the years 2010–2014. The total number of cases does not change significantly, however there has been an increase in pedestrian fatality rates over the period. From the total number of traffic accidents with pedestrians involved 92.4% had injuries, 6.8% were lethal cases and others didn't suffer from injuries. Out of 342 fatalities 37.7% occurred during the winter period, 56.1% in adverse weather (overcast, fog, rain or snow), 69.9% during twilight or darkness and 26.9% on weekends. Out of all accidents 55.3% occurred in the capital city Riga, but fatality rate was higher on main state roads. 8.1% of the total number of pedestrians involved in road traffic accidents was found to have alcohol in their blood right after the road traffic accident. Fatality rate was higher for those with exceeded BAC. Pedestrian injury risk analysis was associated with demographical and traffic-related factors, urbanization, visibility and seasonal patterns.

Toll roads can reduce travel time to be shorter, easier, more convenient, and smooth. However, many road users neglact safety because it’s too comfortable with road conditions that are straight, smooth, and without obstacles. Many road users who drive vehicles exceed the required traffic signs, causing traffic accident. Within 10 months of the operation of the Ngawi-Kertosono toll road on April 1, 2018, until February 24, 2019, traffic accidents reached 59 accidents on the Madiun-Wilangan toll road. From these data, it’s necessary to study the causes of toll road traffic accidents in accident-prone areas. As a first step, it’s necessary to determine the black site and black spots and the relationship between the geometric factors of the road to reduce the number of traffic accidents on the Madiun-Wilangan toll road. This calculation analysis uses the Z-Score and Cusum method by finding the black spot and black site areas. Based on the results of the analysis there are accident-prone areas on the toll road that is from KM 602 to 622 where the Z-Score is 1.733> 0 and Cusum 7.64> 0 so that the accident-prone area can be found on the Black Site and Black Spot results on the road location Madiun, Caruban and Caruban-Wilangan toll road. Suggestions from research need to be conducted outreach or outreach related to traffic and road safety regulations that often have accidents.

Kertanegara is one of the roads in Malang Regency. The location of Kartanegara Road is considered to be one of the locations prone to accidents due to the lack of traffic infrastructures such as signs and road markings. The road is also an alternative highway that connects Malang Regency to Batu City. The data obtained shows that traffic accidents amounted to 43 of all types of traffic violations from 2016-2018. In 2016, 2017, and 2018, the number of accident victims was 18 accidents, 9 accidents, and 16 accidents. The purpose of this study is to determine the characteristics of Kertanegara road, accident-prone points, and solutions used to reduce the number of accidents. The analytical method used is the analysis of road characteristics, Z-Score, and Cusum analysis. The results obtained that service level of Kertanegara road is 0.61 where the flow is stable, the traffic density is moderate. Based on the analysis of the determination of accident-prone points, the result of Kartanegara road segment, Malang Regency, has a Z-Score for segment I of 0.25 and segment II of 0.17 which is included in the accident-prone criteria because it has a positive Z-Score. Kartanegara Road has also been identified as a black spot because it has a positive cusum value, including the Cusum segment I values of 7.00 and segment II of 13.3. The solution is to provide a traffic sign in the form of a traffic light at the intersection of Police Karangploso road and the intersection of Sentana road, providing management officer traffic flow in Simpang Nuril road and providing warning signs that are prone to accidents and vehicle speed limit at the Crossroads Kauman I and intersection Nuril road.

Road traffic accidents causes enormous morbidity and mortality and at the same time, the toll on the economy of the country as a result of it is quite heavy. Road traffic accident is a result of an interaction among different factors which include the environment, vehicle and the human being. Traditionally it is considered that road traffic accidents are accidents which are unpredictable, inevitable and not preventable. But road traffic accidents are indeed predictable and preventable in majority of the cases. This require the knowledge of factors contributing and leading to road traffic accidents. There are certain preventive measures which if adopted can lead to decrease in morbidity and mortality resulting from RTA. This paper includes review of the trends, selected underlying, determinants and status intervention. The 1.17 million of deaths occur each year worldwide due to road accidents 70 % of which occur in developing countries in the world. 65% of deaths involve pedestrian’s causes, 35 % of which are children. Estimates suggest that 23–34 million people are injured worldwide every year in road crashes. Fatal accidents are among the major factors of death in the world apart from chronic diseases such as stroke, lung infections, respiratory difficulties and heart disease. The rise in fatal accidents in Malaysia is 70%. This study was conducted to study the rate of fatal accidents on roads in the state of Selangor and Perlis based on fatal accident data for a period of five years from 2013 to 2017. The data were analyzed using quantitative methods which took into account the research conducted by researchers last. Based on analyzed data, the state of Selangor recorded the highest accident rate while Perlis state recorded the lowest accident rate. Among other things being studied are factors affecting the rate of road accidents in both states. In conclusion, the traffic, the physical structure of the road and the road users' focus is a factor of road accidents more concentrated in a particular area.

The Road Traffic Safety Strategy in the Russian Federation for 2018-2023 includes the tasks of reducing an accident rate, among which the problem of accidents outside built-up areas is highlighted. The accidents outside built-up areas are characterized with high severity of consequences. The analysis of accident factors is necessary for the development of methods to improve road safety by preventing road accidents.Determining functional dependence is necessary for the development of information road safety management systems.The article is devoted to the study of the influence of precipitation amount on the change in the risk of road accidents.Materials and methods. The study applied a relative risk analysis, which is calculated by comparing observed variables of two groups: total rainfall data (climatic frequencies) and accident sampling (frequency at time of accident).The study bases on the data of road accidents with victims and material damage that have been registered on the А-322 road (Barnaul – Rubtsovsk – the state border with the Republic of Kazakhstan) during the period from 2012 to 2017.Results. A graph functional dependence and piece wise linear functional dependency were obtained. As the result of approximation, functional dependencies in the form of third-order polynomial function were found.Practical importance. The obtained functional dependencies can be used in the management system to assess the current risk of road accidents on roads outside build-up areas. The regularity of the influence of precipitation on the risk of road accidents can be used to implement accident prevention measures at the stage of road design and operation.Originality. The study contains new results on the nonlinear form of the functional dependence of the amount of precipitation on the risk of road accidents.

Background: Road accidents are regarded as one of the most critical global health issues. In Iran, road accidents are the second cause of death, followed by cardiovascular diseases. The present study was conducted with the aim of the epidemiological evaluation of deaths caused by road accidents in Torbat Heydariyeh City, Iran, between 2013 and 2017. Materials and Methods: This is a cross-sectional study in which information on fatal road accidents recorded in the Forensic Medicine Organization of Torbat Heydariyeh City was collected from 2013 to 2017. Excel software was used to analyze the data. A total of 311 fatal accidents have been reported in Torbat Heydariyeh from 2013 to 2017. Results: The mean±SD age of the deceased was 39.55±22.71. Men accounted for 69% of deaths. Most road accidents occurred in 2016 with a percentage of 24%, most of which happened in the sixth month with a percentage of 13%. Head injury in road accidents was reported as the main cause of death (48%). 130 of the dead were passengers (42%). The type of vehicle used by victims of road accidents was motorcycles (25%), and pedestrians (18%). Conclusion: Since fatal road accidents impose direct and indirect costs on society, intervention measures, such as repairing the roads on accident-prone roads, installing warning signs, defined fines, etc., should be taken to improve public health and prevent the increasing trend of accidents in Iran.

Traffic accidents are the main indicator of road safety levels. There were 2,225 traffic accidents throughout 2019 in Lampung Province with 724 deaths, 1240 seriously injured, and 2015 minor injuries. The research was conducted to the identification of the black site and black spot in Lampung Province. The method used in this research is the EAN, Z-score, Frequency of accidents method calculates accident-prone areas to get the value of the accident location (Black Site) and the Cumulative Summary method to identify the black spot. The results showed from 93 roads, there is 1 road which is the highest black link of each road status. The accident-prone area (black site) is Jalan Lintas Tengah Sumatra and accident-prone points (black spot) at KM 18-26 are influenced by land use, road geometric, and traffic signs.

A traffic accident is an event that occurs in a traffic flow due to an error in the traffic shaping system that involves humans as drivers, vehicles, roads, and the surrounding environment. In this study, the road that was studied was Rantau Berangin - Ujung Batu which was a class III collector road with a length of ± 66.5 km. This study aims to determine the level of traffic accidents in the area to obtain the Accident Rate value on the Black Spot and Black site . The method in this research is a qualitative method to get the value of the Black Spot and Black Site based on the accident rate. The data used are primary and secondary data obtained from the Kampar Police from 2014 - 2018, as well as those related to traffic accidents. The results of analysis of the received data show that the rate of traffic accidents on roads Rantau Berangin - Ujung Batu is relatively high with 24 scenes of the accident, which roads rantau Berangin - Silam be the point most vulnerable areas of traffic accidents with Accident Rate of the Black Spot by 9,767 and the Accident Rate of the Black Site is 1,205. Meanwhile, the factors that cause traffic accidents on the Rantau Berangin - Ujung Batu road section are dominated by human factors themselves, such as driving at high speed in crowds and using other drivers' lanes.

The objective of this research is to evaluate the safety of multi-lane urban roads in India. In this paper, a generalised linear modelling technique is applied for the analysis of the Indian Highway's road accident. The features of road, speed, and traffic data are analysed in Surat on four-lane urban roads. A novel approach to the model of accident prediction for an urban highway is being proposed to include daily average travel (ADT) and average spot speed (AS). The model was developed as a reliant variable and significant variables such as chain width, intersection no, ADT, AS, as separate variables for accidents per kilometre.. The results of the model provide a better assessment of accidents on a multilateral urban road. Because road accidents are different, statistical models do not adequately capture the characteristics of each section. As a result, the results of Poisson regression were the opposite of these variables. There was also no statistically significant type of traffic control. Significant statistically at level 0.05. Accident locations were assessed by correlating the severity of the accident with different attributes. This investigation will contribute to improving urban road safety.

The basic approaches for identifying dangerous road sections for prioritizing road safety measures are outlined. The effectiveness of the result depends on how well the areas where the road safety measures need to be implemented are identified. Suggestions for identifying dangerous places on the roads according to the statistics of traffic accidents using the methods of probability theory are given. On the basis of the analysis of statistics on roads with different number of adventures, limit values of the admissible number of adventures on sections of roads of different length are established. It is proved that it is necessary to create a comprehensive approach to solving a complex problem – improving road safety. Оne of the important approaches for the definition of dangerous road sections according to the data of road accidents, which is proposed by the authors, is the method of detection of sections (places) of concentration of road accidents (black spots). The purpose of this article is to: introduce an approach in road safety management to reduce the number of road accidents and the severity of their consequences on Ukraine’s highways by first implementing measures to improve road conditions and improve road organization. The effectiveness of the result in reducing the number of traffic accidents depends on the areas so clearly identified that, in the first place, it is necessary to implement measures to improve road safety. That is why this approach was introduced in traffic safety management. The purposeful financing of measures, aimed primarily at eliminating such sites, will help to reduce the number of road accidents and the severity of their consequences. Abstract Introduction. Compared to European countries, the level of road safety in Ukraine is extremely unsatisfactory due to high mortality and road traffic injuries. Improving road safety is one of the important social problems of our time, which is associated with the preservation of human life and health. Problem statement. The problem of road safety in Ukraine is well visible due to the number of dead and injured people on the roads. Road accidents cause huge social losses for citizens and place a heavy burden on the health care system and the economy as a whole. Reducing injuries from road accidents and saving people’s lives is one of the most important tasks for our country. Purpose. In the article the evaluation of safety level on roads of national importance will be conducted (according to certain indicators), which allows to make a conclusion about the compliance of the road network or individual sections of roads with traffic conditions and, accordingly, to decide on planning and prioritization of traffic safety measures. Materials and methods. The study used the method of statistical data processing for the analysis of roads by safety level. Results. The rating of highways according to the level of safety has been established to determine the priority of the road safety inspection in conditions of limited funding. Conclusions. According to the value of the weighted average coefficient of accident rate and severity of consequences of road accidents, it is possible to draw a conclusion about the general level of road safety. This allows to assess the level of safety on the road network as a whole in Ukraine and within a particular region, which helps to develop and implement measures to improve traffic safety on the most dangerous sections of roads. Analysis of Factors Influencing the Density of Fatalities on National Roads in PolandIn Poland 20% of the total number of accidents occur on the national roads, which constitute 7% of the length of all roads. In the case of fatalities this share is significantly higher as it constitutes up to 36% of the total casualties. In accordance with the EU Directive (Journal of Laws EU L. 319/59) the level of road traffic safety should be raised by targeting investment on the most dangerous road sections. Finding the dependence between road and traffic factors and the number of accidents and casualties of road accidents may be helpful in predicting safety levels and selecting road traffic safety improvement measures. The paper presents the experience of other countries and preliminary tests results of the impact of the selected factors on the density and the number of road accident fatalities on the national roads in Poland.

However, in Poland, most often the event happens due to human error, then the driver of a car or a pedestrian. In addition, the high accident rate depends on poor road infrastructure. Unfortunately, a pedestrian is the victim of every third accident in our country. Pedestrians are among the group of vulnerable road users in which participation in an accident has very serious consequences. The importance of this problem can be demonstrated by the fact that 270,000 pedestrians are killed on the world's roads every year. Globally, almost 22% of all fatalities are from pedestrian accidents, and this is an average value, as there are countries where this percentage exceeds 66%. Pedestrian safety is a serious problem on Polish roads. In Poland, most pedestrian accidents occur at pedestrian crossings. This is where pedestrians and vehicles cross, creating a risk of collisions between these road users. These accidents are caused by insufficient visibility of the driver and pedestrians. The analysis of police statistics made it possible to assess the effectiveness of factors aimed at improving road safety at pedestrian crossings. The main one is traffic light. Thanks to him, pedestrian crossings are safer. A big problem, which is still significant, is the concentration of pedestrian’s attention on phone screens. To prevent collisions with pedestrians, they do not monitor their safety when crossing the road, there are special programs for phones, the use of advertising campaigns, the installation of LED strips or the use of 3D strips. Soekarno Hatta Road is one of the road shaft beetween Balikpapan and Samarinda which has 119 kilometres long. This road is province roads that had been through out or passed by with typical heavy and light vehicles which has high intensity accident level. This research is aimed to devise factor and characteristic of accidents along Sokearno Hatta roads from zero kilometres until 13th kilometres. This research begun with roads survey observation and secondary data collection including with roads accidents documents for the pass 3 years.( which is in years of 2015 – 2017). Data analysis prepared with calculating numbers of accidents using formula EAN (Equivalent Accidents Number) and UCL Method (Upper Control Limit) for determination area with high risk accidents (Black Spot). Anatomy Accidents Data Documents were enumerated to analyze in that specified area. That can be conclude that the numbers of accidents on Soekarno Hatta Street from zero kilometres until 13th kilometreswith EAN method i.g : more than 84 times bigger different from UCL value i.g: 43,3. Accidents that was happened in the mornings at weekdays Monday to Friday which were implicate 2 motorcycles and passenger in fifthteen till twenty years old students (boys).

Efficient road network is a part-n-parcel of rapid industralization, urbanization and development of nation. While designing roads and highways, main emphasis is given on speed which will help to reduce time of journey and save fuel. But safety of drivers and passengers travelling along road is also important. In past, it was observed that while travelling, due to excess speed passengers safety was compromised. It will lead to accidents. It may cause severe injuries and loss of human life. Therefore it is important to check every aspect of vehicles as well as road during its design, construction and throughout the life of the road. Road safety audit is conducted to check performance of new road projects on grounds of offering maximum safety. Also checks are applied to study performance of existing roads to suggest repairs, rehabiliatation and maintenance work in order to improve condition of roads. During audit process, accident prone locations are identified. Past accident record from traffic department, Police department, hospitals etc are referred to understand damage that had occured. Even road geometry is investigated on technical basis. In present investigation, particular stretch of Beed Bypass Road passing through Aurangabad city in Maharashtra state, India was selected. On this road, accident sites where major accidents occurred in past were identified and investigated for different parameters. Based upon study, different causes of accidents and thereafter preventive methods were recommended during research work.

Analysis of previous data indicates that 66% of the accidents occur due to human error and 33% due to road parameters such as road and vehicle interaction, other road users, and environmental factors. Road safety has recently become a major concern in most modern societies. The identification of sites (black spots) that are more dangerous from an accident point of view can help in better scheduling road safety policies. The study includes the collection of accident data and prioritizing the accident-prone locations by using the Weighted Severity Index (WSI) method. This study includes the identification of Accidental Black Spots and improving these Accidental Black Spots by using ATMS. This project emphasizes accident studies on the National Highway-216A (Diwancheruvu to Siddantham) in East Godavari District, State of Andhra Pradesh, India. So the main aim of this study is, therefore, to identify the major accident black spots on National Highway -16 and mitigation of Accidental Black Spots by using Advanced Traffic Management System. Traffic accidents are a painful and costly affliction all over the world. The discussion and debate over the most effective measures to adopt to enhance road safety is often based on folk theories and is not free of private interests and pressures. Road traffic is a complicated system of interactions providing transportation services. Unfortunately, in conjunction with these services, traffic accidents, an awful public bad, are produced. The purpose of this paper is to study the production relationship, for inter-city transportation, between the physical factors, i.e., highways and vehicles, and traffic accidents. The upshot is prediction ability of accidents in any given road segment, existing or planned. The regretful aspect of roads runs counter to conventional wisdom which, failing to appreciate the quantitative relationship between roads and accidents, often advocates building more and wider roads as the remedy. The empirically substantiated public bad property of roads, by way of production functions for traffic accidents, is useful for public policy, concerning the investment in highways versus other forms of transportation, such as rail. They also promote better understanding of traffic accidents and their data and the methodology allows testing hypotheses relating to safety policy. This study sheds light on the enigma of the long-term decline in the probability of death on the road, as observed in many countries, by attributing it to the rising traffic density. The estimation also sheds light on the accident-externality imposed by road users on others. The results suggest that for inter-city roads the risk of fatal and severe accidents is over-internalized by road users as the marginal effect of traffic flow is smaller than the average.

This study deals with identifying the accident blackspots and the influencing factors causing accidents using factored analysis in a medium-sized city (Tirunelveli) in India. From the literature review, the geospatial technique to identify the blackspots and the factors causing accidents was used for analysis. The most influencing factors driving the accidents were identified and ranked based on the repetitive occurrence of accidents in the blackspot area. The spearman ranking system showed the correlation among the factors causing accidents. The factor analysis technique was utilized to identify the key factors driving the repetitive accidents and group them. This study will help transportation planners understand the factors causing accidents and take appropriate measures to reduce the casualties in the road construction planning stage and existing conditions.

Loss of lives and useful working hours inflict heavy damage to a nation's economic activity, loss of breadwinner to family, and deprivation of family bond of love and security. Increasing traffic accidents and subsequent trauma creates heavy burden on our scarce funds and already overburdened hospitals. Road traffic accidents are one of the major causes of death and illness which is preventable. There is tremendous rise in RTAs due to increase in vehicular volume on our roads, incredible speeding of the vehicles, poor driving skills, drunk driving, bad roads, poor traffic control, and lack of public awareness, rampant indiscipline, incompetent authorities and lack of implementation of existing laws to tackle the menace of disrespect to law and rules. The solution to the problem lies in reducing the volume of traffic on roads by instituting efficient public transport system all over, like the one prevalent in advanced nations of the world, honest road engineering, universal education and training of all citizens in driving, creating awareness about road safety precautions, enforcing strict punishments upon offenders indulging in drunk driving and crossing the speed limits, and regulating control of traffic on highways and accident-prone areas. The safety of travel on public roads is one of the most important issues to be developed in Hungary and in the European Union. The authors conducted a survey on the current state of the topic in Hungary. They examine the actions undertaken in traffic safety and traffic control in the past years in the country. Vehicle drivers consider regulations on speed limits and overspeeding to be less respectable and acceptable. The absolute transgression of the speed limit, also known as overspeeding, significantly increases the risk of accidents, and also adds to the severity of accidents, considering the majority of the traumas and the occurrence of fatalities in these accidents. Overspeeding is the greatest problem point in road traffic safety issues such as speeding, drunk driving and the use of passive road traffic safety gear. Considering the fatal road accidents in Hungary, it has become evident that the number of absolute overspeeding cases is significantly increasing. Overspeeding plays a significant role in the severity of the accident, especially in cases of unprotected travellers, pedestrians and cyclists. Traffic control is part of influencing the awareness and education of safe travelling. Police traffic control and accident prevention programmes aim to decrease the number of victims of road traffic accidents.

Road accidents caused by weather conditions in winter lead to higher mortality rates than in other seasons. The main causes of road accidents include human carelessness, vehicle defects, road conditions, and weather factors. If the risk of road accidents with changes in road weather conditions can be quantitatively evaluated, it will contribute to reducing the road accident fatalities. The road accident data used in this study were obtained for the period 2017 to 2019. Spatial interpolation estimated the weather information; geographic information system (GIS) and Shuttle Radar Topography Mission (SRTM) data identified road geometry and accident area altitude; synthetic minority oversampling technique (SMOTE) addressed the data imbalance problem between road accidents due to weather conditions and from other causes, and finally, machine learning was performed on the data using various models such as random forest, XGBoost, neural network, and logistic regression. The training- to test data ratio was 7:3. Random forest model exhibited the best classification performance for road accident status according to weather risks. Thus, by applying weather data and road geometry to machine learning models, the risk of road accidents due to weather conditions in the winter season can be predicted and provided as a service.

The final sections of main access roads to the cities require especial attention as the frequency of accidents in these road sections are considerably higher than other parts of interurban roads. These road sections operate as an interface between the rural roads and urban streets. The previous researches available on this subject are limited and they have also mainly focused on a narrow range of factors contributing to the accidents in these areas. The main contribution of this research is to consider a relatively comprehensive range of potential factors , and to examine their impacts through the development and comparison of both conventional probabilistic models and Artificial Neural Network (ANN) models. For this purpose, information related to the main access roads of three major Iranian cities were collected. This information consisted of accident frequency data together with the field observations of traffic characteristics, road-way conditions and roadside features of these roads. Various ANN and probabilistic models were developed. The frequency of accidents, i.e. fatal, injured, or damaged accidents, was considered as the output of the developed models. The results indicated that a hybrid of ANN models, each comprised of 10 input variables representing traffic, roadway and roadside conditions, outperformed several probabilistic models, i.e. Poisson, Negative binomial, Zero-truncated Poisson, and Zero-truncated Negative Binomial models, also developed under similar conditions in this study. Moreo-ver, effective roadway width, roadway lighting condition, the standard deviation of vehicles speed, percentage of drivers violating the speed limit, average annual daily traffic, percentage of heavy goods vehicles, the density of road-side commercial and industrial landuses, the density of median U-turns, the density of local access roads, and the effective width of the left-side shoulder were identified as the most effective factors contributing to the accidents in these areas. The developed ANN model can be used as a tool to predict accident rates in these road sections, and to estimate a potential reduction in the accident rates, following any improvements in the major factors contributing to the traffic accidents in these areas.

Identifying road accident blackspots is an effective strategy for reducing accidents. The application of this method in rural areas is different from highway and urban roads as the latter two have complete geographic information. This paper presents (1) a novel segmentation method using grid clustering and K-MEDOIDS to study the spatial patterns of road accidents in rural roads, (2) a clustering methodology using principal component analysis (PCA) and improved K-means to create recognition of road accident blackspots based on segmented results, and (3) using accidents causes in police report to analyze recognition results. The proposed methodology will be illustrated by accident data in Chinese rural area in 2017. A grid-based partition was carried on by using intersection as a basic spatial unit. Appended hazard scores were then added to the segments and using K-means clustering, a result of similar hotspots was completed. The accuracy of the results is verified by the analysis of the cause extracted by Fuzzy C-means algorithm (FCM).

The article shows the essence of road safety in the Lubelskie Voivodeship on the example of two longest and most dangerous No. 19 and 74 national roads running through the voivodeship. The article aims to diagnose the current state of road safety in the Lubelskie Voivodeship and identify opportunities for its improvement. The statistical data of the Central Statistical Office in Lublin, annual reports on road accidents of the Police Headquarters in Warsaw, reports of the National Road Safety Council, and documents of the General Directorate for National Roads and Motorways Branch in Lublin were used to analyze the safety. The analysis of the statistical documents allowed the conclusion that ten national roads run through the Lubelskie Voivodeship. Roads No. 9, 17, and 74 are the longest ones. However, on a national scale, roads No. 19 and 74 are of great importance to road safety. It has been observed that the number of road accidents in the Lubelskie Voivodeship is decreasing year by year; thus, the number of accident victims is also falling. The national road No. 19 remains the most dangerous. Passenger car drivers most frequently caused road accidents since they did not adopt the speed to road conditions or obey the right of way. The Provincial Road Safety Improvement Program in Lublin assumed a significant reduction in the number of victims killed and injured on the roads. Unfortunately, after analyzing the statistical data over the years, it can be stated that even though the assumed goal was not achieved, the accident victim rate improved.

Gadjah Mada Road is one of the main roads in the Jember and is an urban road that has high activity. Therefore, it has a history of traffic accidents. The purpose of this study was to determine the characteristics of accidents at the KFC-Sentot Prawirodirdjo intersection and Sentot Prawirodirdjo-Argopuro intersection, to determine the EAN (Equivalent Accident Number) value, and the accident rate. Accident characteristics were analyzed based on the number of accidents obtained from the Integrated Road Safety Management System (IRSMS) on weekdays and weekends, EAN value was calculated to estimate the accident weight, and accident rate to determine the level of accident vulnerability. From the analysis, the results obtained from 2017-2018 in the KFC-Sentot Prawirodirdjo intersection have 87 accidents and the Sentot Prawirodirdjo-Argopuro intersection in 2014-2018 there were 228 accidents. Most of the accident victims at the KFC-Simpang Sentot Prawirodirdjo intersection were minor injuries and material losses. Vehicles that often involved in accidents were motorcycles. The time of the accident that often occurs was the night (17.01-21.00). The dominant type of accident is a crash when overtaking from the right. Furthermore, for the Sentot Prawirodirdjo-Argopuro intersection, most accident victims were minor injuries and material losses. The vehicle that is often involved is a motorcycle. The time of the most dominant accident is morning (05.01-09.00), and the type of accident that dominates is crash when overtaking from the right.
