Testo completoContinued wars and conflicts around the world have forced many people to migrate in search of safety and protection through resettlement programs. These people are considered refugees. Unfortunately, these refugees initially resettle in countries that are not able to provide them with necessary human services. Therefore, the United Nations Higher Commissioner for Refugees works with other countries who are willing to take and provide permanent resettlement opportunities to these refugees.
The purpose of this research was to gather and analyze refugees’ stories of their resettlement experiences in Illinois. I used qualitative methods, with a focus on narrative inquiry. I conducted in-depth interviews with four male refugee participants who had at least seven years of resettlement experiences in the U.S. Two participants were from DRC Congo, Africa, one from Iraq, and one from Vietnam. Based on these interviews, the study’s findings were: (a) government and non-governmental agencies provided participants with civic education, language acquisition, and technical training that enabled them to gain access to education and employment opportunities; (b) the lack of English language oral communication and writing skills slowed down agency services acquisition; and (c) negative political rhetoric, migration policies, religious and ethnic discrimination, and prejudice created fear among participants that threatened to overshadow their aspirations to integrate and acculturate. To conclude, I recommend involving former refugees in resettlement programs, especially in acquiring government services, because deeper knowledge based on their experiences would improve resettlement policy and practice.

This thesis considers how cities can improve employment outcomes of recently released, formerly incarcerated people. The Newark Prisoner Reentry Initiative (NPRI) is a unique case where the city directly managed six resettlement providers. The city also pledged to use its influence to support the goals of NPRI by encouraging employers to hire NPRI participants. I use interviews and performance data to understand two questions: (1) To what extent did the city, as a policy-maker and a grant manager, help organizations meet their benchmarks and change the hiring behavior of employers? (2) What are the prerequisite organizational characteristics, including resources, structure and strategy, for successful programs, and are these characteristics bound to a certain scale? On the whole, NPRI participants fared much better than the typical person leaving New Jersey state prisons, though program performance was negatively correlated with size of enrollment. The city, for its part, demonstrated competence in holding organizations accountable to performance goals, but failed to influence employer behavior. To strengthen and scale the initiative, I recommend first, that the city set specific hiring goals for local employers and engage its resettlement providers to enforce these goals. Secondly, the city should fund program directors and additional case managers, so programs retain their capacity to relate to stakeholders as they grow. A cost-neutral agreement with the state could provide the necessary funds to continue the initiative.

Over three million people were affected in the country by the rain season associated with "La Niña" phenomenon between April 2010 and June 201. Likewise, Colombia has the second largest number of internally displaced persons in the world: 6.3 million trailing only Syria with 7.6 millions victims, and followed by Iraq with 3.3 million (IDMC 2015b). Given the magnitude of displacement, this problem contributes the largest number of human rights violations in the country (HRW 2005). This research studies the dilemmas that accompany resettlement processes; the involuntary physical and social isolation of residents from access to services and public facilities; the consequences for economic well-being and quality of life, and the improvement of the personal security from crime and violence. This research will answer the following question: Why do resettlement processes create deteriorated socioeconomic livelihoods and fragmented communities? This thesis finds that while resettlement processes provide new built environments to address the physical needs of the displaced population, they do not address the needs that perpetuate poverty, vulnerability, and marginalization. The research explores the challenges and dilemmas that those communities face in order to inform discussions related to the physical, economic, and social reconstruction of communities in the aftermath of displacement. It also analyses the parallels and contrasts between 28 displaced families that went through the sponsored government program of resettlement process, and 10 families that decided to reconstruct their lives outside that program. The goal is to re-exanimate the policy, the specific approach of the state, and the gains and losses for the resettlement process. This thesis identifies potential recommendations for other displaced communities and for policymakers and non-profit organizations, examining how housing is necessary but not sufficient to resettle sustainable and resilient communities.
