In 2004, the European Union proposed a project entitled the European Neighborhood Policy as a new strategic option. The project had been adopted by the European Council one year earlier in a proposal to the concerned states. The European Neighborhood Policy proposes the development of the scope of cooperation between the European Union and the southwestern Mediterranean countries through several political, economic, social, and cultural fields. Yet, the sphere of security is set at the top of its priorities. It is based on the principles of human rights, democracy, and the rule of law, as well as on establishing security and stability between the countries on the two shores of the Mediterranean neighboring Europe. This would be based on a common framework and a larger volume of mutual cooperation that is embodied in a genuine partnership that would confront common challenges. The study explores and provides an answer to the following question: To what extent can the European Neighborhood Policy be considered a representation of regionalism and the embodiment of a genuine European desire through which it would be able to build a “security group” in the Mediterranean basin?

The European Union has recently been an attractive destination for asylum seekers and migrants. Despite the deadly migration routes, the migration crisis has proved that asylum seekers and migrants are willing to enter European Union territory. The flow of irregular migration to the European Union peaked in 2015. The intensity of migration movement over such a short period raised concerns about internal and external security. At the same time, due to the migration crisis, the European Union intensified its cooperation with third countries on the migration issue. This article first explores the concept of international cooperation on migration and assesses if the selected case studies have any common characteristics to the concept. Second, the paper studies the effectiveness of the European Union's cooperation with Turkey and Libya, which emerged due to the migration crisis. Additionally, the paper provides data to test the effectiveness of cooperation with third countries. The cooperation with Turkey and Libya was an essential tool for the European Union to control its Mediterranean borders. When the consensus was reached, the number of irregular arrivals significantly decreased.

Energy communities are a promising strategy for a global energy transition. European Union (EU) regulatory frameworks are already established and clearly explained, aiming to develop as many projects as possible in the different European countries. Accordingly, it is necessary to present two different types of countries: the laggards and the pioneers, two categories that highlight the discrepancies in policy, bureaucracy, culture, and usage of alternative sources and technologies, such as renewable energy, towards the implementation of energy communities. This work compares two representative case studies to qualitatively understand the differences between laggard and pioneer countries: Italy and the Netherlands, respectively. The regulatory framework and the solid points/shortcomings of each country are explained first. Thereafter, an accurate description of the two selected case study communities and their different peculiarities is provided. Finally, the main similarities and differences are stressed to discuss the lessons to be learned in laggard and pioneer countries. Five pillars for the development and uptake of energy communities are identified related to regulations, economic benefits, technical limitations, sustainability, and social awareness. These outcomes suggest the importance of policy management, and stress the limitations of governance in helping policymakers and experts to support the energy transition.

Abstract The COVID-19 pandemic has affected economic activity worldwide. Despite the progress made by vaccination campaigns, important uncertainties still linger amid persistent global value chains disruptions and the ongoing energy crisis. A proper understanding of the behavior of the economy is therefore essential for future policy decisions. While there are plenty of studies regarding business cycles, using various methods from univariate filters to more complex methods, less papers focus on large scale comparisons. In this paper, we provide an overview of business cycles in European Union countries. We use the Hodrick-Prescott filter in order to measure the cyclical component of the gross domestic product and the Bry-Boschan-Quarterly algorithm for further analysis, namely the duration and the amplitude of the business cycles. Our results show that their size in European Union countries varies from 2.7 to 6 years and their amplitude is between 1.6 and 5.6 percentage points. We show that in developed economies, business cycles are more stable. Furthermore, strong correlations in terms of business cycles are found in the case of certain groups of countries, such as the Baltic ones or Belgium, Austria and France. In the case of Romania, its business cycle is more similar to the one of Bulgaria, Croatia and Slovenia. These results could provide useful information for policymakers in terms of future policy decisions conditional on both the current state of the economy and its structural characteristics. Under these circumstances, support measures should also take into consideration such properties of the economy.

Purpose – The purpose of this paper is to investigate how trade unions may address the questions of inclusion of vulnerable employees in low-wage “anchored” sectors in the European Union. Design/methodology/approach – The findings presented in the paper are mainly results of the analysis of stakeholder policies and strategies on the national level and on the European level, including both desk research and interviews with social partner representatives and other experts in the sectors as well as company case studies carried out in the examined countries in three selected sectors: cleaning, waste collection and catering. Findings – The main findings of the paper refer to the indirect way in which trade unions try to promote the inclusion of vulnerable groups in the examined sectors. On this basis are formulated policy recommendations. Research limitations/implications – The paper is based on case study research that does not cover all possible “anchored” services, vulnerable groups and types of countries, according to their employment and social models. Practical implications – This paper formulates practical recommendations to European trade unions in the services. Originality/value – The originality of the paper is related to comparative research focused on services sectors and the consequences of the spatial reorganisation of sectors for the trade union actions.

Building of the new economic strategy for Ukraine, focused on Eurointegration, makes one consider for both positive and possible negative effects of the European Union’s development for Ukraine. The Ukrainian economy is forced to implement reforms of the internal and external economic component by relying on EU practices in integration reforms. The importance of this topic is caused by the need to investigate the impact of the single economic course pursued by EU on setting priority areas of reforms of domestic economic policies in center and periphery countries of this integration association. The article’s objective is to reveal the content of the socio-economic policy in EU and its impact on the EU operation in terms of the relationship between the performance of center and periphery countries. The studies presented in the articles show that the economic integration has complex character and calls for detailed analysis of internal and external processes in countries as components of the system at macroeconomic level of the integration association. Based on the analysis of the above mentioned regional distribution of EU, the following EU countries (most successful and most problematic) were selected as representative ones for the study: Germany and France as “center”, and Greece and Hungary as “periphery”. A socio-economic analysis of key indicators is made, and the role of each of the above countries in the EU development is revealed. A comparative analysis of the selected EU countries is made through trend analysis; their development outlook is given. The achievement of the goals of the single EU strategy is analyzed by priority areas of economic policy reforms in the member countries, intended to stabilize their economies: i) recover the fiscal stability; ii) ensure the financial stability; iii) implement the reforms promoting growth and employment; and iv) modernize the public sector. The analysis confirms the prospect of strong economic positions for center countries, which is shown by the approximation ratio that was close to 1 in all the studied cases. Due to the problems of periphery countries, highlighted in the article, these countries may be incapable to meet the convergence criteria fixed in the EU strategy or pursue the single economic course, thus creating a threat of economic crisis for the whole EU.

The aim of this article is to determine how spatial planning tasks are addressed at the central level in the spatial planning systems of selected Central and Eastern European countries. The article is of a review nature. Based on the literature review, the central-level approaches to spatial planning in the Czech Republic, Slovakia, Hungary, Lithuania, and Romania are characterized. Countries that are members of the European Union and countries where there is in-depth scientific literature on the indicated issue were selected. At the same time, for each country, the approaches analyzed were selected in a slightly different way, adapted to the systemic framework. The focus was on a synthetic content analysis of spatial planning documents at the central level.

The aim of this study is to present the trends and effectiveness of money laundering countermeasures from the perspective of a number of suspicious transactions reported to the Financial Intelligence Units (FIUs), a number of analysis results submitted to law enforcement authorities, and the typologies of cases in European Union Member States. In order to determine the impact of the joint effort in the fight against money laundering, we used descriptive statistics to process the data and case studies from annual reports of the European FIUs for 2018 and 2019. The results of our study highlight the increase in the number of suspicious transactions notices, as well as in their quality level. There is an increasing tendency towards information exchange between European Union countries regarding the suspicion of money laundering, but there is no stable trend for referring cases to law enforcement and other responsible institutions. Based on the available data, it can be concluded that the EU anti money laundering measures are efficient, but further steps are needed to achieve higher international coordination and cooperation.

Abstract The reformation of the bank systems’ regulation and supervision in The European Union was founded on a macroprudential approach to monitor systemic risks and the vulnerabilities in a more effective way. Considered as the backbone of the new macroprudential supervision architecture, the Bank Union raises intense debates among the catching up economies. The fact that there are few studies on the costs and benefits of joining the Bank Union for the Central and Eastern European countries, explains the different views of the decision makers concerning this issue. The study stresses the manner in which macroprudential policies were implemented in Romania, as a particular case among the CEE countries, and the extent of their contribution to mitigating vulnerabilities and maintaining financial stability. The paper summarises the main arguments in favour of joining the Bank Union by emphasising the Romanian monetary authorities’ stance compared to those of the neighbouring CEE countries.

This paper examines the relationship between European integration and ethnonational demands with the example of selected regions in the European Union (EU). It follows the theoretical premises of new regionalism and explores the ways in which ethnonational groups use the opportunities and resources of European governance to express their identities, material interests, and political demands. Methodologically, it conducts a plausibility probe of the potential effects of European integration on ethnonationalism by testing for regional differences in identities, interests, and political attitudes. The case studies are drawn from the UK (Wales and Scotland), Belgium (Flanders), Austria (Carinthia and Burgenland), Romania (Northwest and Center regions), and Bulgaria (South-Central and South-Eastern regions) as a representative selection of regional interests in the EU. The paper finds that European integration affects ethnonational groups by reinforcing identity construction in the direction of inclusiveness and diversity. Although regional actors are more supportive of the EU than the European publics in general, they also seek access to representation in the authority structures of the state. Based on these findings, the paper concludes that European integration facilitates a growing public acceptance of its resources, in parallel with persisting allegiances to the nation-state, the community, and ethnoregional distinctiveness.

This thesis examines the relation between subnational autonomies, that is to say regional and local authorities and the norms they create, and European Union law. The existence of local and regional autonomies within the various Member States of the EU is a factual truth. We know that they exist and co-exist with other levels of public authority, themselves generating norms. Yet, on its surface European Union law does not devise any substantive understanding of such autonomies. This stands in stark contrast to the relation between the Member States and the EU, which is governed by a complex catalogue of Treaty rules. As a consequence of European integration, however, subnational autonomies and EU law do interact, so that the latter cannot simply ignore the existence of the former. This thesis sets out to determine the contours of their mutual relation through an analysis of EU procedural and substantive law. It uncovers that the relation between subnational autonomies and EU law is multifarious and diverges depending on whether we look at the surface of EU law, that is to say the Treaties, or whether we look below its surface, at the Court of Justice's rich case law or soft law instruments of the Commission. I map this conclusion through a modelling approach, relying on what I term the 'Insider Model' and the 'Outsider Model' respectively. These models underline that, in some areas of EU law, SNAs are seen to be outsiders to the project of European integration whereas other areas recognise SNAs and especially their norms to be the insiders of that project. The coexistence of both models forces us intellectually to rearrange things. It challenges our 'constitutional imagination'. The key to understanding the coexistence of both models can be found in the evolution of EU law itself. While the Outsider Model remains attached to the public international law origins of the EU Treaties, the Insider Model captures the reality that not only States and citizens, but also SNAs, are integrated into the EU legal order.

Adopting a critical cosmopolitan outlook the thesis identifies a constructive engagement with the European project at a time when the crisis of the Euro-zone is still threatening the very existence of the European Union. The purpose of the study is to determine whether cosmopolitanism is feasible in Europe. I argue that the EU can be conceived as a catalyst of cosmopolitanism without being cosmopolitan per se due its so far limited internal and external contexts of cosmopolitanism. In the case of the EU's limited inner cosmopolitanism, I seek cosmopolitan alternatives for the EU to overcome the crisis on the basis of an institutional and civil society analysis within the conceptual framework of cosmopolitan democracy. Instead of adopting the terminology of governance either for or by the people, my cosmopolitan approach focuses on governance with the people. The case of Greece is of utmost importance for my research as it reveals the causes and gravity of the crisis. It also broadens the empirical basis of cosmopolitan studies by embodying both the dynamics and challenges posed to cosmopolitanism which are exemplified in the paradoxes provoked; on the one hand there is aggravation of (fascist) nationalism and domination of economics on politics perhaps leading to Greece's de- Europeanisation; on the other hand the dynamics of a paradigm shift towards a post-crisis cosmopolitanism are revealed. That kind of cosmopolitanism needs to take under consideration the role of contestation and to redefine its position in the era of global capitalism for the confrontation of the crisis. In the case of the EU's limited external cosmopolitanism, my analysis of Turkey's possible impact on the EU and the reverse aims to demonstrate that Turkey's integration can contribute to the formation of a cosmopolitan, post-Western EU and post-national Turkey. What is of crucial importance for both cosmopolitan and Europeanisation studies is that the endogenous process of change within Turkey which is interlocking with the external dynamics of the EU may potentially lead to a distinctive ‘hybrid' type of cosmopolitanisation neither merely European nor simply Asian. The conclusions drawn from this multiple case study suggest that the current crisis may open new meanings for cosmopolitanism in Europe.

On the basis of case studies of 19th and early 20th century Germany, Sweden and the Netherlands, I address the question of how and when incumbent right elites reformed electoral systems under a rising political threat from the left. Some states adopted proportional representation (PR) earlier than others. Why did different states adopt PR at different times? One important factor was the existing electoral system before the adoption of PR. This has been missed in academic research since most scholars have assumed that the electoral system in place before the adoption of PR in most Western European states was single-member plurality (SMP). I show that the system in place prior to PR in most Western European states was not SMP but a two-round system (TRS). TRS effects are still poorly understood by political scientists. I argue that both PR and TRS were used as safeguards by the parties on the right against an electoral threat from the left, which originated from the expansion of suffrage. PR was used as a last resort after other safeguards had been exhausted. I state that in the presence of a strong left threat, countries with TRS could wait longer to implement PR than countries with SMP in place. Under TRS, the adoption of PR was considerably delayed since electoral coordination between parties could be applied more effectively than under SMP systems. This was largely due to the increase of information and time after the first round of TRS elections, which was used by right parties to coordinate votes around the most promising candidate before the second round. First round results under TRS were used as an "electoral opinion poll". Based on these results, the right could react more effectively than the left in order to improve outcomes in round two.

The purpose of this thesis is to focus on the impact of the influx of refugees on the European Union taking into consideration the challenges, threats and opportunities that arise from this persistent crisis. The examination of the above-mentioned issue presents and analyzed pertinent findings derived from the relevant literature in the field, ranging from diverse case studies, public statistics, data of European Union institutions as well as NGO's, associations and other entities that have addressed issues of human rights and refugee integration in European Union countries. The thesis discloses how this complex matter, referred to as the "current European refugee crisis" gives rise to complex problems and divergent concerns ranging from Islamophobia, terrorist attacks and threats, economic challenges, cultural conflicts, and social clashes. It concludes that there is a need for new perspectives and strategies for better addressing the long and short term causes and challenges of the European refugee crisis.

With the enlargement of the EU to 27 member states in 2007, this thesis considers the transition process of Romania and Bulgaria from the fall of communism in 1989 to accession to the European Union in 2007. The research focuses on the political and economic reforms of Romania and Bulgaria, using a chronological approach, to explore the concept of EU impact on countries in transition. The thesis focuses specifically on the ideas of European conditionality and leverage, in order to answer questions on the importance of the EU’s external influence on these two countries, as well as discussing future implications for candidate countries in transition.

A culture of accommodation and tolerance is a necessary part of establishing and preserving a functional multi-national and multi-ethnic European Union. Civil society organizations and their associated social capital have been shown to foster civic capacity and achievement of public policy goals. However, social capital that is based on group identity can also contribute to a sense of intolerance towards out-groups, undermining the stated tolerance objectives of the social pillar of the European Union. States with a strong presence alongside civil society are expected to be curb the development of the exclusionary bonding form of social capital in favor of bridging social capital which will improve progress toward policy goals. This study tests the link between government capacity, social capital and tolerance using data from the 1990-2009 waves of the World Values Survey and European Values Study. Using path analysis and multi-level models of the relationships between political capacity, social capital and intolerance, the model establishes that government capacity enhances bridging social capital and which increases social tolerance. The study fills a gap in understanding how government capacity and policy can result in improved social capital even with greater diversity. A proposed relationship between political capacity and bonding forms of social capital was not supported.

Resumo: Desde o início da década de 1990, os países-membros da União Européia tem se movido em direção a políticas e leis de imigração cada vez mais repressivas, punitivas e de amplo caráter discriminatório. A intensificação desta política bem como a militarização progressiva de suas fronteiras tem construído o fenômeno político denominado fortaleza Europa, constituído por muros reais e virtuais, pela vigilância constante tanto dos limites territoriais como do próprio espaço público e pelas práticas sancionadas pelos Estados de estigmatização dos imigrantes, refugiados e solicitantes de asilo com base em sua origem cultural, fenótipo e etnia. Neste contexto, o Estado italiano aparece como um caso exemplar desta nova política, pautada pela ótica da emergência, da exclusão de todos os seres considerados indesejáveis e pelo racismo de ordem cultural, que concebe o estrangeiro como incapaz de se adaptar aos valores ocidentais, sobretudo aos valores italianos. Esta dissertação tem como objeto a política italiana para imigração, cujo pilar principal é constituído pela instauração dos Centros de Permanência Temporária, espaço de exceção nos quais são confinados os imigrantes ilegais, refugiados e solicitantes de asilo, e nos quais se efetua a espoliação do estatuto jurídico destes seres, convertendo-os em não-pessoas. Nesse sentido, a análise destes espaços e da política que os criou pode ser capaz de revelar o sentido da reaplicação de esquemas racistas na configuração das relações sociais,bem como o lugar ocupado pelo paradigma da segurança e da exceção, nos quais se pautam diversos Estados europeus e que redefinem a política na atualidade
Abstract: Since the early 1990s, member states of the European Union (EU) have moved toward policies and immigration laws increasingly repressive, punitive and discriminatory. The intensification of these policies and the gradual militarization of EU's borders have built a political phenomenon called Fortress Europe, which consists of real and virtual walls, constant surveillance by both the territorial limits and the very public space and practices sanctioned by the States of stigmatization of immigrants, refugees and asylum seekers based on their cultural background, ethnicity and phenotype. In this context, the Italian State appears as a striking example of this new policy, guided by the optics of emergency, the exclusion of all beings that are considered undesirable, and by cultural racism that sees the foreigner as unable to adapt to Western values, especially Italian values. This thesis aims at Italian immigration policy, which main point is the establishment of Temporary Stay and Assistance Centers. These centers are states of exception in which illegal immigrants, refugees and asylum seekers are confined to, their legal status is spoiled, and thus, they are turned into non-persons. In this sense, the analysis of these states and the politics that created them may reveal the meaning of racist reapplication regimens in the social relations set, and the place occupied by the security and exception paradigm, in which several European States are governed redefining the political scene today

Abstract A growing body of literature examines the EU’s reactions to illiberal trends in ECE countries. These studies predominantly focus on political instruments such as Article 7 and the Commission’s new rule of law mechanism, and there is a broad consensus on the view that these tools are too weak to combat breaches of liberal principles. This chapter therefore explores the potential of alternative strategies, namely the involvement of civil society actors in backsliding countries. By looking at the Polish case, it explores how much Polish civil society interacts with the European institutions in order to address violations of the rule of law and which strategies these actors unfold. It examines whether this cooperation may help to safeguard democracy in a bottom-up manner. The overall goal of the chapter is to investigate how much the EU’s instruments against democratic backsliding could and should be accompanied effectively by strategies aiming at collaboration with liberal forces within the backsliding member states.

AbstractIn terms of electoral rules, Belgium is an odd case out among the countries investigated in this volume on several levels. Elections for the regional, national and European level are held on the same day, and all voters are obligated to turn out to vote. This combination of circumstances makes Belgium a least-likely case to find evidence for EU voting on the national level: voters can express their European interests with a vote for that level specifically at the same moment, and the forced and less interested part of the electorate is less likely to express strong issue preferences with their vote. This study first shows that, overall, the European issue is not very salient in Belgium, and that there is a generally positive consensus among the parties and in the media. However, still, there are some effects of the EU issue on national voting behaviour. While these are limited overall, also other well-known determinants of the vote do not show strong effects. Explaining voting behaviour in the complex Belgian case remains challenging, and the EU issue seems to provide one piece of the puzzle.

Abstract Since the European refugee crisis 2015, the rather bureaucratic asylum and migration policy has become a highly politicised issue in ECE countries. The politicisation process started while political parties were involved with the policy. However, many studies have ignored the practice of executives’ and administrations’ action in this domain and knowledge of whether this public anti-EU rhetoric really resulted in non-compliance, therefore, remains limited. This chapter interlinks politicisation and non-compliance research in a comparative case study of Hungary and the Czech Republic. While combining findings of expert interviews, data on party manifestos and infringement procedures, it concludes that the partial politicisation did not lead to broader non-compliance in the Czech case, whereas the governmental-led politicisation in Hungary resulted in non-compliance. This difference is explained by the fact that in Hungary, the asylum-related administration, like other bureaucratic fields, has become increasingly re-politicised during the last decade.

AbstractCompared to the other countries examined in this volume, Greece is the one that suffered the most financially during the economic crisis. Public protest and growing political discontent emerged as a reaction to the strict austerity policies introduces, with European institutions becoming the symbol and the European Union (EU) becoming the main target of discontent. To this end, the Greek case offers a useful example of a country in which EU issues around the economic crisis polarized the general public. This analysis suggests the salience of the EU issue was greater during the crisis, with negative references towards the EU being widespread even among moderate media outlets. However, public opinion analysis suggests the EU issue can only explain the vote for the two parties competing to govern—Syriza and New Democracy (ND). While Syriza successfully closed the circle of the memoranda agreed upon by the Papandreou government in 2009, ND mobilized the emotions of citizens and the public by creating a “rally around the flag” that determined the outcome of the elections.

AbstractOne of the “bailout countries” during the Great Recession, Portugal is an interesting case-study to analyse EU politicisation and its effects at the national level. In this chapter, media, parliamentary and voting data provide a comprehensive picture of the role of EU politicisation in Portuguese political behaviour. Trends of EU issue politicisation are presented using salience and tone in mainstream media and parliamentary debates from 2002 to 2019. As expected, the post-2009 period exhibits an increase in politicisation both in media and parliamentary debates. Yet, in a post-bailout stage, and especially since the left coalition government took office in 2015, a degree of depoliticization of the EU issue is detected, with tone improving among the left parties in Parliament. A comprehensive vote model is then set up, using data from a post-2019 election online survey, to examine the degree to which EU issue voting matters, benchmarking with other political issues which were deemed relevant in the election. EU issue voting occurs among Communists but also for the PSD—signalling its importance not only for challenger but also for mainstream parties. Moreover, it matters more than the other socio-economic political issues included in the model.

AbstractTrade agreements between central and peripheral countries or regional groups with very different commercial and productive specializations have been in place for several decades now, since they were first promoted in the 1990s, initially by the US government and later by the European Union (EU). This resulted in the promotion of Free Trade Agreements (FTAs) in the first case, and Association Agreements (AAs) in the second, turning different individual economies or Latin American regional groups into preferential partners in these agreements, in the latter based on a model with certain specific differentiating features.This chapter analyses the main characteristics and consequences of the Trade Agreement signed in 2012 between the EU and Colombia, as well as its future prospects in the current context. We inquire to what extent the agreement is consistent with the rest of the EU's cooperation policies, where in recent years support for peacebuilding has gained great weight from a comprehensive perspective in order to end the root factors that generate conflict and promote lasting peace and development in Colombia.

AbstractThe so-called geoeconomic turn stands for the increased tendency of countries to use economic policy instruments to promote or defend national interests vis-à-vis trading partners or rival powers. Scholars note a similar shift in trade and investment policies of the European Union (“EU”). However, there are few studies that examine whether this proclaimed shift at the policy level is reflected in outcomes. Against this background, this chapter examines the EU’s ability to position itself as a defensive geoeconomic actor. Based on three exploratory case studies—investment screening, Most-Favoured Nations clauses in Free Trade Agreements (“FTAs”), and the EU’s (non-)response to China’s Belt and Road Initiative (“BRI”)—we find that the EU’s ability to act in line with its own geoeconomic ambitions varies across the policy initiatives studied. In particular, lack of alignment of individual EU Member States with a common EU policy stance serves as a possible challenge for implementing defensive geoeconomic policies. At the same time, we also find that that the EU’s own framing of what makes a policy initiative “geoeconomic” varies widely, and does not always correspond to the legal design or economic implications of a given initiative. These findings contribute to debates on the EU’s evolving relevance as a global actor and shed new light on recent conceptualizations of the geoeconomic turn.

AbstractA common perspective in migration studies is that of a North-South divide in European labour migration governance, with Southern European countries exhibiting a distinct – and generally less efficient – approach to the admission of migrants. Southern European states are known for their use of quotas, regularisations and the lack of emphasis on attracting highly skilled labour immigrants from outside of the European Union (EU). This chapter explores Italian labour immigration policy to assess whether its admission policy and practice has traditionally diverged from the Northern European approach and, if this has been the case, whether it has remained dissimilar since the disruption of the international financial crisis of 2008. I find similarities and differences between the Italian regime and labour immigration regimes in Northern Europe between the late 1990s and 2008. While the regulatory instruments (apart from general numerical limits on labour immigration) were like those used in Northern Europe, the Italian system was more open to permanent low and medium skilled labour immigration from outside the EU and had a more significant gap between its façade (laws) and practice than its neighbours in the North. The similarities with Northern European regimes have increased since 2008, as the system has become more selective, emphasising seasonal and occupational/sectoral permits, along with a stronger reliance on free movement and non-economic forms of immigration.

With a long and complicated history with Turkey's EU relations began in 1963 with Ankara Agreement. Turkey has been engaged the full membership since 2005 but nevertheless it could not have achieved results during the negotiations. Behind the slow pace of Turkey's membership, many political and cultural barriers can be shown. The events showed that reveals Turkey cannot be an EU member as soon as possible. This case may cause the Turkey have different pursuits in the political world arena. Turkey moved away from the EU, it can be motivated to participate in different political and economic union at the same time. Because, the world is constantly changing in terms of economic and political conditions and Turkey is hard to question the position in these new conditions. Founded in 2015 Eurasian Union has similar cultural and historical heritage alongside the geographical closely EAEU with Turkey. This common history may create opportunities for both sides. In this study, economic, social and political relations between Turkey and the EAEU countries are briefly discussed. Datas about this issue were gathered by Eurostat, europa.eu, wto.org and eurasiancommission.org etc. official data sources. The findings were compared with similar indicators between Turkey and the EU. So the EAEU is evaluated likely to be an alternative political and economic union to Turkey. Such a vision changes in Turkey will revise its economic and political stability of the region. This paper may contribute to further studies by providing a solid base.

The European Union (EU) strategy for the Sahel region has simultaneously focused on security and development. For years, the EU has invested massively in the region with this objective. In time, it has even adopted a more comprehensive approach to raise the living standards across the region. Field action and collaboration have been developed. Nevertheless, the EU’s achievements have remained mostly inadequate. Discourse analysis will be the research method that will be employed in the study. EU strategy papers together with EU institutional declarations will lay the ground for the main analyses. Indeed, the literature review will cover secondary sources as well as the primary ones. Case studies will involve individual states (Mali, Niger and Burkina Faso) along with the G5 Sahel organization and the missions that have convened within the framework of the EU’s Common Security and Defence Policy. Some reasons explain the EU’s failure, such as the heterogeneity of Sahel: Stretching on more than three million square kilometres, it is a vast, diverse, and complex region encompassing multiple countries and ethnicities. Security deserves attention as well, both at regional and international levels. Limited resources at the EU’s (and its member states’) disposal is also an obstacle for coherent development and security strategies. So is the coordination challenges: The EU member states have different priorities and approaches to addressing the challenges in the Sahel region. Last, but not least, political instability makes it extremely difficult to implement effective and sustainable development and security programs.

The transition of the European former socialist countries had different consequences on their development. Most of the countries did not achieve the expected successes. The border regions in this context become connectors and initiators of the cross-border cooperation, due to the relation intensification between the transition countries and the developed countries of the European Union. The research studies the impact of the transition on the integration of the Baranja within the framework of the national and wider regional market - especially in the conditions of globalization, changes in the geographical position and the meaning of borders within the framework of the European Union and the Schengen area. The area of Baranja is organized as part of the Osijek-Baranja County, organized through nine local self-government units and 52 settlements, one of which is a town. Differences in the forms and intensity of spatial processes in the transition are conditioned by the location, traffic accessibility and the change in the meaning of the main centres of work and have influenced the strengthening of negative demographic processes near the state border. A demogeographical analysis was made according to the data available from authorized databases and supplemented by the research interview method. Demographic dynamics, total population change and changes in population structures from 1991 to the recent period, 2021, were analysed. A comparison of the age index over time indicates an advanced process of senility and the absence of bioreproductive potential. Traditionally low birth rates, war events and emigration of the population have had a negative impact on the recent regional demographic and economic development. In addition to intensive emigration, which was most pronounced in the nineties and after the accession to the European Union, this cumulatively adds to the impossibility of valorising the economic potential. Despite the expected development shifts through the process of transition, in the case of the border region of Baranja, the result is the opposite. In order to confirm this, the method of calculating a synthetic indicator, the index of demographic resources, was used. The components of the index are the demographic index and the education index and clearly indicate the collapse of the demographic potential in the observed area. Microsoft Excel and Arc Map 9.3 techniques were used for tabular analysis of statistical data and visualization of selected parameters. The region lags behind the national and European average because, at the beginning of the system reforms, it was not brought to an equally position to participate in development. New opportunities for the researched area appear due to the change in geographical position by joining the European Union and the Schengen area. A possible solution to stagnation would be economic development based on a multi-sectoral model of economic development. For the stabilization of rural areas and the inclusion of Baranja in regional flows and the European market, a more coherent spatial organization is necessary, with the functional strengthening of central settlements. The construction of the Vc corridor opens numerous opportunities for networking, cross-border cooperation and territorial cohesion.

Much has happened in the three countries of the South Caucasus-namely, Azerbaijan, Georgia, and Armenia-since the collapse of the Soviet Union. Political events, institutional reforms, and economic development have resulted in greater economic welfare in these countries after the painful transition period of the 1990s. However, it remains to be seen whether they have achieved any solid results or whether they still have much to accomplish. While the answer is ambiguous, each country has followed a different political, geopolitical, economic, and institutional path and achieved different economic outcomes despite their close geographical proximity to each other. This paper compares the available data on economic and institutional quality in Azerbaijan, Georgia, and Armenia to portray the overall situation in terms of changes in institutional patterns. Then, special attention is given to Azerbaijan, as the country is considered to be oil-rich and thus resource-dependent. A comparative perspective on institutional quality suggests that Georgia has been a leading country in terms of institutions and effective bureaucracy-building, despite having lower economic indicators compared to Azerbaijan. Moreover, while Armenia is positioned between Georgia and Azerbaijan in terms of institutional quality, its economic growth is similar to Georgia's. Lastly, institutional variables (e.g., control of corruption, rule of law, and government effectiveness, and human rights) in Azerbaijan are negatively correlated with oil-related variables. This result aligns with the natural resource curse and Dutch disease theories, which posit that oil boom periods in mineral-rich countries are associated with a deterioration in institutional quality, thereby leading to slower growth. Also, the results are important to build up analytical frameworks to address the Dutch disease or resource curse studies in the case of Azerbaijan in a comparative manner with oil-poor countries even if the scope is limited to the South Caucasian former Soviet Union countries.

We drew attention in our study to two directions of the growing regionalism in the Post – Soviet countries. The regionalism in the Post – Soviet Space has an indecisive character. A group of the country (Ukraine, Moldova, South Caucasus countries) is evaluating the regionalism as a medium of the integration with global markets and liberal world, but the other group (leading through Russia, Belarus and countries of Central Asia) see the regionalism as a factor, which is against the globalism. We made a conceptional analyze in the first part of our study. The second part of our study contents the implementation. The main these of our study “Regionalism processes in the Post – Soviet space” have been researched and analyzed under the title of Commonwealth of Independent States and Eurasian Economic Union. The foundation of the Eurasia Economic Union with the aim of more supporting of the economically integration in the Post – Soviet countries is a very important example of the new regionalism tendencies. There will be analyzed in our studies the phases of the Eurasian Economic Union – Eurasian Economic Community, Custom Union and Common Economic Space in scope of regionalism concept. It will be also explained the strategically aims of the mentioned regional structure.

This article investigates the processes of digital transformation in public administrations across several European countries: Denmark, the Netherlands, Romania, Estonia, Sweden and Latvia. Each case study provides insight into how different countries are tackling the challenges of digitisation within specific contexts. In Denmark, the article examines how the country is addressing the modernisation of legacy systems to comply with European Union standards, emphasising the importance of change management and a progressive approach. In the Netherlands, the focus is on digital transformation efforts, including data deduplication, GDPR compliance, and the promotion of flexibility to meet the evolving needs of citizens. In Romania, the article highlights the need to accelerate public sector digitization in response to the COVID-19 pandemic and the importance of building trust in digital institutions. In Estonia, the process through which it has become an example of best practises in the digitalisation of public institutions at the European level will be analysed, with a focus on their advancements in information technology development. In Sweden, the case study provides an overview of the complexities of digitizing paternity records, underscoring the need for changes to existing regulations and careful consultation with all stakeholders. In Latvia, the article explores efforts to bridge the digital divide, support small and medium companies in adopting information and communication technologies, and promote cybersecurity. These case studies offer valuable lessons about the complexity and challenges of digital transformation in public administrations. They underscore the importance of consultation and stakeholder preparation, adaptability to change, and alignment of technology with societal values and needs. Digital transformation is not only a technological change, but also an opportunity to improve governance and services for citizens.

Purpose – the main aim of the study is an assessment of the banking sector in Poland, including the size of the sector, banking institutions forming the sector and consolidation processes taking place in the sector against the background of banking sectors in other countries. The paper also indicates ownership changes as a consequence of consolidation processes in the banking sectors after the global financial crisis of 2008−2012. Research methodology – the following research methods were used: cause and effect analysis, comparative analysis, case studies, observation method, secondary data analysis, and synthesis method. Findings – the research allowed to find out that the banking sector in Poland is growing at a rate significantly exceeding the growth rate in other European countries. However, rapid development does not mean a radical increase in the importance of this sector in Europe. Concentration ratios of the Polish banking sector show continuous but slight increases, although their level is still quite low compared to other European Union countries. Moreover, in Poland, a decreasing number of banks, observed in recent years, reduces a share of foreign investors in the structure of the sector. This means a high activity of domestic investors in taking over bank capital. Research limitations – the main research limitation is that the study mainly focuses on changes as well as comparative analysis of the concentration ratio (CR5). While further research should be expanded by more measures to compare ownership structure and the profitability of Polish and the European Unionʼs banking sectors. Practical implications – the results might be useful for central banks and supervisory authorities when it comes to their role in changes in the ownership structure of banking sectors. Originality/Value – the main value of the article is the in-depth analysis of the ownership structure of the Polish banking sector in the background of the European ones

Air pollution is one of the most important causes of morbidity and mortality. The fact that more cities are now improving their air quality control system is good news, so when they take action to improve air quality, they set a goal accordingly. As air quality declines, the risk of stroke, heart disease, lung cancer and chronic and acute respiratory diseases, including asthma, increases in people who live in these cities. Ambient air pollution, which contains high concentrations of fine and fine particles, poses the highest environmental health risk, causing three million premature deaths worldwide each year. At the same time, people's awareness is rising, and air quality monitoring is being carried out in more cities. As air quality improves, global prevalence of respiratory and cardiovascular diseases is declining.� Most sources of urban outdoor air pollution are wholly beyond the control of individuals, suggesting the need for action at the city level and by national and international policy makers to promote cleaner modes of transport, more efficient energy production and appropriate waste management. More than half of controlled cities located in high-income countries, and more than one-third of cities located in low- and middle-income countries reduced their air pollution levels by more than 5% within five years. The set of affordable and accessible policies includes measures such as reducing emissions from industrial chimneys, increasing the use of renewable energy sources such as solar and wind, and prioritizing the development of rapid transit systems, increasing walking and developing bike path networks. Air quality in Bulgaria raises serious concerns: measurements show that citizens across the country breathe air that is assessed as harmful to health. For example, the concentration of PM2.5 and PM10 is much higher than the values prescribed by the European Union and the World Health Organization (WHO) for health protection. The concentrations of PM2.5 in the urban areas of Bulgaria were the highest of all 28 EU member states as average values for a three-year period. For PM10, Bulgaria also leads among the countries with the highest pollution with an average daily concentration of 77 �g / m3 (the EU limit value is 50 �g / m3). According to the World Health Organization, 60% of the urban population of Bulgaria is exposed to dangerous (unhealthy) levels of dust particles (PM10). Air pollution in the Republic of Bulgaria is a significant and difficult to solve environmental problem related to physiographic, social, economic and anthropological factors. Bringing the air quality in the country in line with the norms and goals set in Directive 2008/50 / EC, although difficult, is achievable. For the last 10 years our country has made significant progress in terms of controlled pollutants.

Abstract An escape of injected carbon dioxide (CO2) from a subsurface storage site is not a leak according to the Council and Parliament of the European Union (EU), who suggest it is migration of CO2 into the surrounding storage complex. This definition is given in the EU Directive 2009/31/EC for geological storage of CO2, which has been adopted and adapted by the countries that border and operate in the North Sea. However, when assessing the potential capacity of a deep saline aquifer of large areal extent, how do stakeholders delineate the storage complex? Can the monitoring grid size change over time? And how might this impact the monitoring of the injected CO2 volume? From data available in the public domain, and from discussions with a Norwegian Operator and the Regulator of Norway, the authors explore the assumptions and perceptions of the storage potential and containment risks of identified sites in the North Sea. Examples are given of a pre-FEED project and an ongoing storage project in the region and how the risk of lateral containment of the injected CO2 is perceived and how it may be mitigated. With only a limited database of examples, it is a challenge to assign values to the likelihood of CO2 leakages occurring. This paper offers some suggestions on how the directive on the geo-sequestration of CO2 might be improved to define a storage site vs. a storage complex, leveraging lessons learnt from case studies which now exist.

According to the general theory, it is recognized that exports increase employment. Recently, in the world economy, increasing unemployment, foreign trade of the impact on employment has led to new research. Many of the aforementioned studies validating the theory, some of them have different results. In recent studies in Turkey was a different result. In this study, Turkey and the European Union countries in terms of trade effect on employment will be examined. For this purpose, employment and foreign trade data for the years 2000-2012 using a panel data analysis will be done. Exports, imports, wages, and production depending on the change in employment and the interaction will be investigated. Depending on available data at the sectoral level, there will be a distinction. Especially in the last ten years, the recession and rise in unemployment in Europe will be discussed with the relevant dynamics. In Turkey, the current account deficit, growth, unemployment issues are noteworthy. European Union accession process, Turkey and the European Union countries in the comparison will be significant in the economic indicators.

This working paper examines the puzzle of the gaps between the images that the EU projects, voluntarily and involuntarily, and the perceptions of the EU in Latin America. After reviewing some of the debates related to the role of perceptions in public policy and EU Public Diplomacy (EUPD), the paper analyzes some critical developments in global perceptions of the EU based on the study Update of the 2015 Analysis of the Perception of the EU and EU Policies Abroad (2021 Update Study), which assessed the attitudes of the EU in 13 countries. The third section examines some studies on the attitudes of the EU in Latin America, including some contributions from Latinobarometer. The fourth section offers comparative cases of EU perception in Brazil, Mexico, and Colombia based on the findings of the 2021 Update Study. The analysis of each country relies on the interpretation of surveys with some references to the press analysis and interview methods provided in the 2021 Update Study. Each case discusses specific trends in the following areas: visibility, primary descriptors, global economics, and international leadership. Also, it identifies some patterns in perceptions of the EU in social development, climate change, research/technology, development assistance, culture, the case of the critical juncture in the survey (pandemic), and the EU as a normative setter. The final section offers some general trends in the perceptions of the EU in Latin America.

The European Union (EU) has deployed a wide variety of civilian missions that have sought to advise, train and build the capacity of internal security sectors in host coun­tries as part of its civilian Common Security and Defence Policy (CSDP). These mis­sions constitute integral parts of broader international programmes of Security Sector Reform (SSR) in conflict-affected countries. Their strategic objective is to con­tribute to the development of a civilian security sector that is efficient and accountable, and enjoys the trust of the public. This report looks at three case studies: EUPOL Afghanistan (2007–2016), EUCAP Sahel Mali (2014–) and EUCAP Sahel Niger (2012–2024). All three have engaged in civil­ian SSR activities amid ongoing armed conflict, and operated in broader national and international counterinsurgency contexts. Each case study reflects on the key research question: ‘What contributions have EU civilian CSDP missions involved in SSR made to durable peace?’

In this paper, we explore the role of trade in the evolution of labor share in Latin American countries. We use trade agreements with large economies (the United States, the European Union, and China) to capture the effect of sharp changes in trade. In the last two decades, labor share has displayed a negative trend among those countries that signed trade agreements, while in other countries labor share increased, widening the gap by 7 percentage points. We apply synthetic control methods to estimate the average causal impact of trade agreements on labor share. While effects are heterogeneous in our eight case studies, the average impact is negative between 2 to 4 percentage points of GDP four years after the entry into force of the trade agreements. This result is robust to the specification used and to the set of countries in the donor pool. We also find that, after trade agreements, exports of manufactured goods and the share of industry in GDP increase on average, most notably in the case studies where negative effects on labor share are significant. A decomposition shows that all the reduction in labor share is explained by a negative impact on real wages.

The Sustainable Urban Mobility Plan (SUMP) is a concept of the European Union. The non-binding guidelines formulated within this framework aim to help municipalities and cities to strategically define a local and long term transport and mobility plan. From the European Union's point of view, citizen participation plays a pivotal role during all phases – from the development of the plan until its implementation. This intends to achieve greater support and acceptance from the community for the plan, and to facilitate its implementation. This paper investigates whether the planning and political SUMP approach guarantees successful participatory processes, and what conclusions can be drawn to amend the SUMP process and general transport planning practice. It discusses how citizen participation is defined in the SUMP guidelines and how these elements are reflected in the SUMP guidelines of 2013 and 2019. In a second step, this paper shows how successful citizen participation is defined in an academic context and to what extent the SUMP reflects these findings. The findings derived from the academic context are then applied to the case studies of Ghent and Limburg in order to evaluate how successfully participation procedures were implemented in these SUMP processes. Finally, the question - what conclusions can be drawn from this to improve the SUMP process and general transport planning practice - is assessed.

The present research aims to understand the current situation of strategic communication and public relations applied in the professional field of fundraising in the cultural heritage environment. It observes the current patterns used in the sector to obtain and generate long-term sustainable funding, through the stimulation of investors and International Cooperation projects from the European Union in line with UNESCO. Two international case studies are compared: Spain and Mexico, through the selection of territorial samples in Malaga and San Luis Potosi. The methodology used is based on a combination of in-depth interviews with key informants and content analysis. In the first instance, the degree of application of communication and public relations tools for strategic purposes to directly attract economic resources to the management of cultural heritage (tangible and intangible) in the region is studied. In line with the results obtained, the current parameters and key indicators of the profile of the fundraising professional in public and private cultural management are presented.

Since April 2016, The European Union and the Oxfam Pro-Resilience Action Project in Kebbi and Adamawa States, Nigeria, have supported poor smallholder rural farmers to improve their agricultural productivity. The project has a specific focus on increasing crop yields per hectare for better land usage, as well as ensuring farmers possess the skills they need to maintain good agricultural practices, such as inputs utilization and climate mitigation strategies, as well as an information-sharing system on weather and market prices. The project uses a Farmer Field School model that continues to serve as a viable platform for rural farmers to access hands-on skills and basic modern farming knowledge and techniques. The case studies presented here demonstrate a significant increase in farmers’ productivity, income and resilience. This approach should be emulated by governments and private sector players to achieve impact at scale in Nigeria’s agricultural sector, which is the country’s top non-oil revenue stream.
