- In this paper we analyse the innovative capacity of the most productive and most industrialised Italian regions by comparing them with a set of European regions that in the past two decades followed an industrial restructuring path towards knowledgebased sectors, doing so via the formation of a Regional Innovation System. Even though the European benchmarking regions now specialise in high-tech sectors and are characterised by high innovative activity, they share an industrial past based on heavy and traditional industries. This paper reports an attempt to investigate the extent of club-convergence amongst the prefectures of Greece during the time period 1980-2005. A model is developed in an attempt to assess the impact of agglomerations and regional capacities on the innovation and adoption of technology. Empirical application of this model suggests that adoption of technology and diversity in a region's economic structure are of critical importance in determining a club-convergence pattern. In addition, it is established that there is a significant spatial dimension to regional growth and that club-members are in close spatial proximity. One straightforward policy implication is that regional policies should provide the appropriate infrastructure in lagging regions so that they adopt advanced technology. . - The article describes the different stages which marked the elaboration of the EEC regional policy starting from the preliminary studies in the Sixties to the formal inclusion of this domain in the Single European Act (1986). The creation of the European Regional Development Fund (1975) and its reforms are crucial events in the definition of the EEC regional policy which highlight the slow and difficult passage from a system redistributing money among Member States to the launch of new form of supranational territorial solidarity. The ERDF, that was initially linked to the need to rearrange the financial benefits of membership/accession to the EEC for some members States (in particular, Italy and Great Britain), was later rearranged in order to allow more autonomous policy choices at the Community level (Community programmes). - By means of different econometric techniques, this paper estimates the relationship between the knowledge capabilities (i.e. the extent of R&D activities and higher education) and the GDP per capita growth of European developed regions. Along with structural features and initial income levels, our estimations account for the presence of spatial dependence. We find that regional growth is positively affected by the intensity of R&D and the share of adults with tertiary education. These findings are robust to alternative estimation procedures, as they arise from both OLS regressions with country demeaned variables and ML estimations of different spatial models. Financial accountability is the responsibility for financial management in the form of financial reports through the use of information technology, which is expected to be able to support regional governments in carrying out better regional financial management as well as having competent human resources in their management. This study aims to provide information about the usefulness of information technology and human resource competence in the accountability region financial report. This research was conducted in three regional expansion in Lampung Province with a descriptive qualitative method with the help of NVivo software for data analysts. The result showed that to achieve regional financial accountability is supported by utilizing information technology in the form of a regional management information system, while to be able to operate the SIMDA application program require adequate human resource and training is given to increase competence.

This study was done to see how regional asset management can affect a regional government's financial report. Furthermore, this study technique entails conducting a field survey and documenting asset management policies used by the Regional Government of West Java Province in the administration of regional assets. The findings of this study show that regional asset management strategies have a favorable and significant impact on the quality of financial reporting. This, the expected results of this study is to assist regional government in making a policy in making decisions on the management of regional assets.

One of the most striking features of the work of scientists specialized in regional environmental governance is the huge diversity of ways they refer to the notion of region. In this academic subfield, “regionality” refers to different orders of reality (ontology), and regions have a heterogeneous status in the production of knowledge (epistemology). While such a diversity of uses and meanings illustrates the rich potential of a regional scope in environmental governance analysis, scholars' ontological and epistemological stances must be made more explicit. The objective of this commentary is to elaborate this suggestion and to illustrate it on the basis of the articles published in this special issue.

The growth and reduction of cycle times is a characteristic feature of modern economy. Increasingly, cyclical factor is cause of imbalance and violation of global and national economies stability. However, the question of regional industry cycles asynchrony has not been studied. It was previously believed that the regional industry cycle, its stages of growth and decline, is consistent with the national one. The work shows that it is precisely the asynchrony of regional industrial cycles that underlies imbalance and reduces stability of country's economic development. The study presented by the authors expands boundaries of understanding the laws of recessions and upswings in industry cycles, since it reveals the causes and consequences of asynchronism of industry cycles in Russian regions. Terminologically, the regional sectoral cycle should be interpreted as a dynamic process of fluctuations in economic activity within life cycle of industry, characterized by repeatability of successive stages of decline and rise in the region's industry. The authors developed a classification of main parameters of regional industry cycle according to their cyclic properties, including leading, lagging and coinciding indicators of the cycle dynamics. A generalization of scientific and methodological approaches to industry cycles as a risk factor for sustainable and balanced development of regions is presented. The causes and consequences of regional sectoral cycles for the sustainability of regional economy are determined. The measures proposed for regional authorities to prevent the negative consequences of phase shift of sectoral regional cycle will be of practical importance.

Social-political transition in the former socialist countries led to a new understanding of borders and created the prerequisites for renaissance and significant activation of the cross-border co-operation. This way, Slovakia along with other countries joined the Euro-regional movement in Europe, which spread since the end of 60-ies through Western-European countries. Formation and institutionalisation of Euro-regional relations, links and co-operation was initially hindered by a whole range of obstacles, including the ones with political background. It was obvious mainly in Slovakia where it influenced the existence and potential establishment of new Euro-regional associations. Rebirth of the Euro-regional activities started after 1998. Currently, there are Euro-regions practically operating along the entire Slovak border with its neighbours. The extent and form of institutionalisation and professional staffing varies. Activities of Euro-regions are merely based on projects which bring funding. Projects are broadly oriented, while the prevailing focus is currently on the economic activation of Euro-regions. There is a lack of partner co-operation and co-ordination of activities between countries and their activities, including cross-border activities and activities of Euro-regions. Euro-regional activities play a significant role in activation of border areas in the country, while they have a complementary character for the regional state policy and regional policy of self-governed regions which is being formulated.

Germany is characterised by heterogeneous regional development in various economic spheres, including housing markets. Differences in housing prices persist during decades, causing undesirable inequality, affecting migration and employment patterns. The purpose of this work is to identify regional factors which affect regional housing prices in Germany. The peculiarity of the study is the consideration of the spatial location of regions for analysing the influence of the characteristics of neighbouring regions. Based on data from 397 German regions for 2004-2019, spatial econometric panel data models are built, which consider both selling and rental prices. The following factors that affect demand in the housing market are used as determinants of housing prices: the unemployment rate, the balance of pendulum migration at the place of work and living, the share of employment, wages, the number of employees, gross regional product. The analysis findings revealed that factors that raise income for the population trigger an upsurge in demand and prices for housing. Conversely, opposite effects result in a decline in prices due to a decrease in demand. Moreover, it was verified that neighbouring regions mutually affect housing markets through pendulum migration and the creation of economic clusters with similar living standards and prices. Furthermore, changes in labour market metrics are crucial; unemployment, wages, and the number of workers in nearby regions have a significant influence on real estate prices in the area under examination. The study’s practical importance lies in the possibility of using its outcomes to develop regional and migration policies.
