This study aims to analyze The Influence of Safety, Health, Work Accidents, Work Morale and Work Capability on Employee Performance at the Regional Development Planning Agency of Labuhanbatu Regency. The research method used in this research is quantitative. In this study, the population was employees of the Regional Development Planning Agency of Labuhanbatu Regency as many as 60 people. The research sample uses saturated sampling technique by attracting the entire existing population to be used as a research sample witha total of 60 people. Data collection techniques used were observation, documentation studies and questionnaires. The method of analysis of this research is multiple linear regression with the SPSS program. The research results prove that Safety positive and significant effect on Employee Performance at the Regional Development Planning Board of Labuhanbatu Regency.Health positive and significant effect on Employee Performance at the Regional Development Planning Board of Labuhanbatu Regency.Work accident positive and significant effect on Employee Performance at the Regional Development Planning Board of Labuhanbatu Regency.Spirit at workpositive and significant effect on Employee Performance at the Regional Development Planning Board of Labuhanbatu Regency Work ability positive and significant effect on Employee Performance at the Regional Development Planning Board of Labuhanbatu Regency. Safety, Health, Work Accidents, Work Morale And Work Ability simultaneously positive and significant effect on Employee Performance at the Regional Development Planning Board of Labuhanbatu Regency. The coefficient of determination is 0.848, meaning that employee performance can be explained by variables Safety(X1),Health(X2), work accidents (X3), morale (X4) and work ability (X5) of 84.8%, while the remaining 15.2% can be explained by other variables not examined in this study.

The sampling technique used is the census method , ie the entire population studied by distributing questionnaires to the employees of the Office of Regional Development Planning Board Lahat which numbered 60 people . The data analysis in this research using descriptive analysis and testing techniques Infrensial data used in this study is the normality test , F test ( ANOVA ) and t test in order to prove the hypothesis of the study . Simple Regression Analysis showed from the regression equation is Y = 2,149 + 0,862 + 0,109X1 X2 or Job Performance = 2,149 + Incentives 0109 + 0862 Work For these three variables can be seen constants = 0.116 , Incentives = 0.011 and Working Environment = 0.000 . This means that employees working in the Office of Regional Development Planning Board (Bappeda ) Lahat Incentives variable significant effect on employee job performance of Regional Development Planning Board Lahat ( for figures of significance < 0.05 ) , while the working environment positive effect and significant impact on Employee Job Performance Regional Development Planning Board Lahat ( because the numbers Significance < 0.05 )

This study aims to examine the effect of Incentives and work environment to performance of employees at the Office of the Regional Development Planning Board Lahat Regency. Sampling technique used is the census by distributing questionnaires to all 60 employees of the Office of Regional Development Planning Board Lahat. The data analysis in this research using descriptive analysis, normality test, multiple regression analysis, F test ( ANOVA ), and t-test in order to prove the hypothesis of the study. Multiple regression equation obtained is Y = 2,149 + 0,862X1 + 0,109X2 + e or Job Performance = 2,149 + Incentives 0109 + 0862 Work Environment + error. The results of t-test to each independent variable show the sig. value of constants = 0.116 , incentives = 0.011 and working environment = 0.000. This means that Incentives has a positive and significant effect to employee job performance of Regional Development Planning Board Lahat. Working environment also has positive and significant effect to Job Performance of employees of Regional Development Planning Board Lahat. Based on the significance of Anova test or F -test, obtained the F-count 447 870 with a significance level of 0.000. This means that incentives and working environment together (simultaneously) effect to Job Performance the Office of the Regional Development Planning Board (Bappeda) Lahat regency .

Development. Planning Board of Jambi City. This study aims to determine how the work motivation of the Regional Development Planning Agency of Jambi City in terms of intrinsic and extrinsic motivation. The research methodology used in this research is a descriptive analysis using data collection method through questionnaire, documentation, literature study. Respondents in this research are employees of the Regional Development Planning Board of Jambi City. The results of this study indicate that the overall motivation of employees of the Development Planning Agency of Jambi City has been running quite well. The situation is indicated by the percentage of motivation factors that get the response from the employees. From this research, it can be concluded that the employees of the Regional Development Planning Agency of Jambi City are motivated to perform the tasks, although there are several obstacles. Based on this research, it can be mentioned several suggestions to the Development Planning Board of Jambi City to maintain and improve the motivation of their existing employees, enhance the system of Corporate Administration Policy and Supervision to the employees so that they can understand and perform their duties well.

Expenditure is one component that is of public concern in the Budget Realization Report. This study aims to: (1) find out the procedures for preparing the budget for the Manado City Regional Research and Development Planning Board (2) find out the consideration factors in preparing the budget for the Manado City Regional Research and Development Planning Board (3) Analyze the difference between the realization with a budget for the Manado City Regional Research and Development Planning Agency. The analytical method used in this thesis research is a descriptive method in which all data relating to the budget are collected to be analyzed and then drawn a conclusion. The results obtained show that the procedures for preparing the budget and the factors considered in preparing the budget are good, even in the implementation of the preparation are in accordance with the guidelines and the results of the analysis of variance (deviations) from the 2016-2018 fiscal year are still profitable because the realization is still lower than budgeted.

Regional Population Family Planning Board is an institution / agency that functions to control the population by providing information on contraceptives to the community to form family planning. Family Planning is a government program designed to balance the needs of life and population. The family planning program is carried out by the government so that the family as the smallest unit of national life accepts the Norms of a Happy and Prosperous Small Family which is oriented towards balanced growth. To support this goal, it is necessary to collect data on fertile age couples. The fertile age couples data collection activity that was previously carried out manually is an administrative process as well as routine activities carried out. Based on the reality on the ground, the fertile age couples data collection which is carried out manually is deemed ineffective and inefficient. Therefore, it is necessary to implement a Family Planning Management Information System, among others, for online fertile age couples data collection with the aim of creating transparency in fertile age couples data and facilitating data collection on participants of fertile, targeted, and quality family planning couples. The place of research is the Regional Population Family Planning Board Curugkembar Sukabumi District. From the results of the application of the Family Planning Management Information System, it can be concluded that: The application of a Web-based Family Planning Management Information System at the Regional Family Planning Population Board, facilitates and speeds up data processing. The system also allows setting the service schedule and control. In designing a web-based Management Information System program, it minimizes the possibility of errors in the data entry process for fertile age couples on family planning. With the implementation of this Management Information System, delays in making reports will be minimized every month.

In order to realize bureaucracy reform of public service, especially licensing service and easy doing of business in Indonesia need to be done planning improvement strategy of regional Licensing service. Gap performance analysis regional licensing service board of DKI Jakarta conducted using MBNQA method with criteria MBCfPE version 2017-2018, while the design of the performance improvement strategy of the board of regional licensing services of DKI Jakarta is done with SWOT analysis. The results of the performance measurement of regional licensing service of DKI Jakarta using MBNQA standard resulted in a score of 752,475 which is at the level of an excellent global image with industry leader category. SWOT analysis results put the regional licensing service of DKI Jakarta in the Quadrant I (strengths-opportunities) that recommend the strategy of aggressive. Researchers recommend ten strategies for the performance improvement of the Regional Licensing Service Board of DKI Jakarta.

Abstract (sommario):
This thesis has set out to shine a light on the prevalence of outdoor recreation in regional strategies, regarding how friluftsliv can contribute to regional development and growth. In the context of the outdoor recreation goals, friluftsliv has been pushed to be involved within the regional development and spatial planning process in regions. However, the extent of measures to involve friluftsliv in RDS/P (Regional Development Strategy/Plan) from regional authorities are far in-between. The County Administrative Board (TCAB) on the other hand, are actively working within their regions on how to involve friluftsliv in the spatial planning process, partly because of difference in responsibility factors from the two authorities. The same can be said regarding the many similarities and differences found primarily in the work from TCABs. For example, how friluftsliv frequently is described to have a positive contribution on citizens well-being and quality of life, that in-turn positively impact aspects of regional development, while some discuss the implications of friluftsliv on the environment. Friluftsliv can work as a catalyst for regional development, although it can be argued to be geographically dependant for commercial activities, while its indirect social, economic, and environmental contributions are not geography dependant. One conclusion made in the thesis is that a more transcending planning process regionally to promote friluftsliv is needed, where both the regions and TCAB carry out the planning in unison with the SEPA (Swedish Environmental Protection Agency) to spread the needed knowledge for the purpose of smart spatial planning between the authorities.
Denna masteruppsats har syftat till att belysa förekomsten av friluftsliv i regionala strategier, relaterat till hur friluftsliv kan bidra till regional utveckling och tillväxt. Detta analyserades i samband med uppkomsten av friluftslivsmålen, där friluftsliv är syftat till att vara involverad i den regionala utvecklingen och den fysiska planeringsprocessen i regioner. Emellertid är omfattningen av åtgärder för att involvera friluftsliv i RUS/P (Regional Utvecklingsstrategi/Plan) från regionala myndigheter låga. Länsstyrelserna å andra sidan arbetar aktivt inom sina regioner för att involvera friluftsliv i den fysiska planeringsprocessen. Detta är på grund av den skillnaden i ansvarsområden över specifika faktorer mellan de två myndigheterna. Detsamma kan kopplas till de många likheter och skillnader som främst återfinns i Länsstyrelsernas arbete. Exempelvis hur friluftsliv ofta beskrivs bidra på ett positivt sätt för medborgarens välbefinnande och livskvalitet, som i sin tur positivt påverkar många aspekter av regional utveckling, medan vissa fokuserar på att diskutera konsekvenserna av friluftsliv på miljön. Friluftsliv kan fungera som en katalysator för regional utveckling, även om friluftslivets kommersiella verksamhetsmöjligheter kan påstås vara geografiskt beroende kan dock dess indirekta sociala, ekonomiska och miljömässiga bidrag för regional utveckling syftas till att vara geografiskt oberoende. En slutsats som gjorts i uppsatsen är att en mer övergripande planeringsprocess regionalt för att främja friluftsliv behövs, där både regionerna och Länsstyrelserna genomför planeringen i överensstämmelse med Naturvårdsverket för att sprida den nödvändiga kunskapen i syfte att engagera i aktiv diskussion för främjandet av smart rumslig planering mellan myndigheterna.

A new territorial narrative has emerged around the following question: can coworking spaces, and more generally third workplaces, meet the needs of a French society that is looking for planning solutions in the face of successive emergencies, in favour of better territorial equality and individual well-being? To assess the growth of coworking in France and its territorial impact—real, potential, or symbolic—the authors refer to their own research in the Centre-Loire Valley region and to specialized literature on economics and regional planning.

Abstract Nusa Tenggara and Maluku (NT&M) is unlike any other region in Indonesia. It encompasses innumerable volcanic and coral reef islands scattered through some of the deepest seas in the world, and has no large islands such as Java or Sumatra. The area of Java, 132,000 km, is six and one-half times that of the largest island in NT&M, Halmahera, at 20,000 km. This region occurs at the heart of the complex crossroads of two continents, Asia and Australia, and two oceans, the Indian and Pacific. While this strategic position is a result of geological history, the climate, hydrology, and soils must also be considered if the biological, social, and economic life of the region is to be understood. An excellent review of the physical features of NT&M is supplied by the Regional Physical Planning Programme for Transmigration (RePPProT) in both Indonesian and English, but this is not widely available (RePPProT l 989a,b). However, every Regional Development Planning Board (Badan Perencanaan Pembanguan Daerah: BAPPEDA) in each provincial capital should hold a complete set of the relevant RePPProT reviews and maps.

Environmental science has no room for theoretical or methodological hegemony, and questions cannot be asked in the absence of purposeful design. Education must simultaneously engage students in thinking and doing, ideally in collaboration. Communication is a two-way process in which scientists are challenged to be credible and legitimate in conveying salient results to diverse audiences. Collaboration is about leveraging individual skills toward a common purpose, which can only succeed when trust exists between investigators. I was trained as an ecological anthropologist with an emphasis on behavioral and ecosystem ecology at the University of Montana and the Pennsylvania State University. I have conducted archaeological, behavioral, cultural, and historical research throughout the western and the southeastern United States, as well as in several countries in lowland South America, the Dominican Republic, and southern France. Currently, I am professor and head of the Department of Anthropology at the University of Georgia. In 1997, I was invited to join the Long-Term Ecological Research (LTER) program at the Coweeta site (CWT). CWT is based in the eastern deciduous forest of the southern Appalachian Mountains, and I was brought in to collaborate on regionalization of what had been exclusively a site-based project. Just prior to joining CWT, I had been involved for several years in regional conservation activities in Paraguay and Bolivia. Since 2002, I have served as principal investigator of CWT, leading the successful grant renewal efforts in 2002 and 2008. I recently completed the 2014 renewal effort, which was successful. There has been a dramatic shift over the period of my involvement in the LTER program in attitudes within the network to regionalization and participation by scientists from disciplines other than ecology (Gragson and Grove 2006; Robertson et al. 2012). Several colleagues and I have helped to foster this shift through our involvement on the LTER Social Science Standing Committee (1998–present), leadership in the LTER planning activities (2004–2007), and service on the LTER Executive Board (2008–2011). My experiences in the LTER program have influenced my ideas about the nature and conduct of environmental research.

In the English-speaking Caribbean, internationally-funded local NGOs pioneered the introduction of family planning, a game-changer in women’s empowerment, ensuring access to women who cannot afford private physicians. These NGOs faced social controversy and cleared the space for governments to introduce the service in primary care clinics. As governments have cautiously stepped into this space, Family Planning Associations have lost clientele and not benefitted from significant government contributions. After 50 years, they remain fragile and dependent on foreign funds. They have been buffeted by the winds of the US Gag Rule, the COVID-19 pandemic, and the drive from IPPF to provide more comprehensive services, including abortion. Small size and stigma are obstacles to attracting high quality board members, and grant reductions make staff salaries unattractive to skilled professionals. The purpose of the paper is to explore the history, growth, gender bias, and the struggles for sustainability among family planning associations across the Caribbean region.

The facts, figures, and inferences in chapter 7 regarding municipal behavior toward transit-oriented housing opportunities illustrate many points. Still, there is much that even a careful statistical analysis might miss or misunderstand. For that reason, we also explored what we could learn by talking to real planners about these issues. The case of San Diego is interesting and useful for several reasons. First, the San Diego Trolley is the oldest of the current generation of light rail projects in the United States. Unlike many newer systems, the age of San Diego’s rail transit (the South Line opened in 1981) allows time for land use planning to respond to the fixed investment. Second, the San Diego system is no stranger to modern transit-based planning ideas. The San Diego City Council approved a land-use plan for their stations that includes many of the ideas promoted by transit-oriented development (TOD) advocates (City of San Diego, 1992). Third, the light rail transit (LRT) authority in San Diego County, the Metropolitan Transit Development Board (MTDB), is often regarded as one of the more successful municipal LRT agencies. The initial parts of the MTDB rail transit system were constructed strictly with state and local funds, using readily available, relatively low-cost technology (Demoro and Harder, 1989, p. 6). Portions of San Diego’s system have high fare-box recovery rates, including the South Line, which in its early years recovered as much as 90 percent of operating costs at the fare box (Gómez-Ibáñez, 1985). All of these factors make San Diego potentially a “best-case” example of TOD implementation. When generalizing from this case study, it is important to remember that the transit station area development process in San Diego is likely better developed than in many other urban areas in the United States. The results from San Diego County can illustrate general issues that, if they have not already been encountered, might soon become important in other urban areas with rail transit systems. Also, given San Diego County’s longer history of both LRT and TOD when compared with most other regions, any barriers identified in San Diego County might be even more important elsewhere.

This chapter is based on the assumptions, methodologies, and results of two intermunicipal entrepreneurship education projects carried out in Portugal, specifically in Dão Lafões and Baixo Alentejo regions. It analyzes and demonstrates how, in formal and/or non-formal educational contexts, developing work methodologies that promote entrepreneurship consolidate competencies of creativity, proactivity, group work, planning, division of tasks, focus on problem solving, which are fundamental to full and active citizenship. The projects undertaken, supported on learning by doing methodology involved different agents of the communities beyond the schools, are and/or have been valuable contributions to the formation of more autonomous and proactive citizens with a democratic, pluralistic, critical, and creative spirit. Entrepreneurship is a competence for life. Taking initiative, mobilizing others, and getting them on board with ideas and/or solutions to problems are useful skills for daily life in our society and contribute to the sustainability of our common world.

The waterfront along the San Francisco Bay is facing a growing threat from sea-level rise. Over the years, the Bay Area has seen a large portion of the historic wetlands filled or leveled off for residential, commercial, and industrial land uses. According to current sea level rise projections, water will once again reclaim the bay lands that have been filled. The issues presented by sea level rise along the urban edge of the San Francisco Bay involve a complex series of challenges including: regional versus local governance, built versus natural environment, vulnerable local and regional infrastructure, diverging interests with diverse stakeholders, and population growth. With each possible future scenario come multiple outcomes with winners and losers. How can the best policy and design be selected and tested? How will distinct communities learn about different options and strategies for adaptation and be empowered to act? By creating and playing a sea level rise adaptation “game,” student were able to explore these different scenarios and inform future urban planning and design decisions.

A smoothly functioning freight transportation network is part of the nation’s critical infrastructure and is essential to the operation of the U.S. economy. Rail is a significant component of this infrastructure. There are serious threats to American’s freight rail system caused in large part by intrusion of incompatible land uses, especially in America’s burgeoning megapolitans. Population growth, rising incomes, and other aspects of economic growth have all led to increased competition for the land resources around the freight rail network. Incompatible land uses around freight rail corridors and facilities often results in conflicts between those uses and barriers to efficient freight transportation. This paper discusses the research results from Transportation Research Board (TRB) Project NCFRP 24 that developed a website, www.EnvisionFreight.com, and a report outlining tools and strategies for better planning and design of residential and other structures in proximity to freight corridors and facilities. The paper initially discusses the benefits and importance of an integrated multimodal freight system, and the value of a smoothly functioning freight transportation network. This includes discussion of the freight rail network’s part in the nation’s critical freight transportation infrastructure. The paper then reviews the conflicts and barriers that often occur between incompatible land uses and freight rail assets. Case studies that were conducted during the research are also utilized to show current practices in planning for freight. Finally the paper discusses strategies for preserving and evolving the network of freight rail corridors and access points, which requires foreseeing future areas of conflict and acting proactively in an economically rational manner. Our research found four areas of tools and preservation and protection strategies to minimize and resolve conflicts between freight and other land uses: long-range planning, zoning and design, mitigation, and education and outreach. The research found that tremendous potential exists to significantly affect decision making that impacts freight. With the likely emergence of freight mega-regions that do not respect state or even national boundaries, a new planning dialogue is required to prepare for the next generation freight system to support these regions. Planning decisions that will be made over the next decade will be critical to our future transportation system efficiencies and regional competitiveness. Local and regional freight planning in this context will require highly skilled freight transportation planners, new planning strategies and tools, community support, longer-term regional visioning, and legislative authority.

In recent years, the policy and regulatory environment for intercity passenger rail in the United States has shifted dramatically. To support the resulting increase in intercity passenger rail planning activities, there is a need to understand the roles for passenger rail service in an intercity corridor, including who is using the service and how it is being used. Using on-board passenger survey data, this paper examines the role of the Hiawatha Service in the modal mix of the dense Milwaukee-Chicago intercity corridor. Primary trip purposes among Hiawatha Service travelers include personal trips, work commutes, and business trips. In the absence of the Hiawatha Service, more than 85 percent of passengers would travel via alternative travel modes. Consequently, it is estimated that the Hiawatha Service removes nearly 400,000 vehicles and 32 million vehicle-miles (51 million vehicle-km) traveled from the congested Milwaukee-Chicago corridor annually. As the nation moves forward with significant investment in intercity passenger rail, there are lessons to be learned from the Hiawatha Service, both for rail service planning and the formation of transportation policy. For rail planning, this research indicates that the proper service configurations can result in a variety of trip purposes being accommodated on the route; this raises additional challenges when considering service elements such as on-board amenities. From a policy perspective, these findings present a compelling argument for continued investment in intercity passenger rail because they demonstrate that the availability of high-quality passenger rail service in the right corridor can have meaningful impacts on highway congestion, regional economic development and job access, and air quality and greenhouse gas emissions.

In response to public pressure and in a desire to ensure that the public was adequately informed about potential projects, the National Energy Board (NEB) produced a Memorandum of Guidance with respect to its expectations regarding its Early Public Notification (EPN) program in 1990. Over time, issues such as Stress Corrosion Cracking, Risk Assessment, Pipeline Integrity and Landowner Compensation have all significantly impacted the way companies have adjusted their approaches to the delivery of EPN programs. In the future, the pipeline industry can expect that public consultation programs will increasingly become an essential component on both project specific and long range strategic communications planning. The purpose of this paper is to review the development and implementation of the EPN process and to propose future issues which may impact the planning and execution of consultation programs. The focus of this paper will be to: A. Profile the evolution and delivery of EPN programs and review the communications tools typically used with EPN programs; B. Examine the recent emergence of regional landowner interest groups and to review their effect on the regulatory process and issues such as pipeline integrity, pipeline safety and environmental stewardship; C. Review how the pipeline industry has responded to public, Board and government initiatives regarding intervenor funding, and; D. Provide insight into future EPN delivery systems as well as emerging trends with respect to public participation in the pipeline and resource sector.

The Mojave Desert and Mountain Recycling Authority is a California Joint Powers Authority (the JPA), consisting of nine communities in California’s San Bernardino County high desert and mountain region. In August 2008 the JPA contracted with Gershman, Brickner & Bratton, Inc. (GBB) to prepare the Victor Valley Resource Management Strategy (Resource Management Strategy). Working with RRT Design and Construction, Inc. (RRT), GBB prepared a coordinated forward-looking strategy to guide the JPA’s future program and facilities decisions. The Resource Management Strategy focused on the Town of Apple Valley, population 70,092, and the City of Victorville, population 107,408, the two largest JPA member communities, which have a combined total of more than 130,000 tons per year of material entering the JPA’s recycling system and the Victorville Landfill. The Resource Management Strategy is underpinned by a characterization of waste loads delivered to the Victorville Landfill. A visual characterization was carried out by RRT in September/October 2008. RRT engineers identified proportions of materials recoverable for recycling and composting among all loads collected from residential and non-residential generators for a full week, nearly 300 loads total. The JPA financed and manages the operations contract for the highly automated Victor Valley Material Recovery Facility (MRF). The MRF today receives and processes an average of 130 tons per day (tpd), five days per week, of single stream paper and containers and recyclable-rich commercial waste loads. The waste characterization indicated that as much as 80 percent of loads of residential and commercial waste currently landfilled could be processed for recycling and composting in a combination manual and automated sorting facility. Residue from the MRF, which is predominated by paper, would provide potential feedstock for an energy recovery project; however, the JPA has two strategies regarding process residue. The first strategy is to reduce residue rates from existing deliveries, to optimize MRF operations. An assessment of the MRF conducted by RRT indicated that residue rates could be reduced, although this material would continue to be rich in combustible materials. The second strategy is to increase recovery for recycling by expanding the recyclable-rich and organics-dense waste load deliveries to the MRF and/or a composting facility. The Resource Management Strategy provided a conceptual design and cost that identified projected capital and operations costs that would be incurred to expand the MRF processing system for the program expansion. Based on the waste composition analysis, residue from a proposed system was estimated. This residue also would be rich in combustible materials. The December 2008 California Scoping Plan is the roadmap for statewide greenhouse gas emission reduction efforts. The Scoping Plan specifically calls out mandatory commercial recycling, expanded organics composting (particularly food residue), and inclusion of anaerobic digestion as renewable energy. The Resource Management Strategy sets the stage for JPA programs to address Scoping Plan mandates and priorities. California Public Resources Code Section 40051(b) requires that communities: Maximize the use of all feasible source reduction, recycling, and composting options in order to reduce the amount of solid waste that must be disposed of by transformation and land disposal. For wastes that cannot feasibly be reduced at their source, recycled, or composted, the local agency may use environmentally safe transformation or environmentally safe land disposal, or both of those practices. Moreover, Section 41783(b) only allows transformation diversion credit (10 percent of the 50 percent required) if: The transformation project uses front-end methods or programs to remove all recyclable materials from the waste stream prior to transformation to the maximum extent feasible. Finally, prior to permitting a new transformation facility the California Integrated Waste Management Board is governed by Section 41783(d), which requires that CIWMB: “Hold a public hearing in the city, county, or regional agency jurisdiction within which the transformation project is proposed, and, after the public hearing, the board makes both of the following findings, based upon substantial evidence on the record: (1) The city, county, or regional agency is, and will continue to be, effectively implementing all feasible source reduction, recycling, and composting measures. (2) The transformation project will not adversely affect public health and safety or the environment.” The Resource Management Strategy assessed two cement manufacturers located in the high desert region for their potential to replace coal fuel with residue from the MRF and potentially from other waste quantities generated in the region. Cement kilns are large consumers of fossil fuels, operate on a continuous basis, and collectively are California’s largest source of greenhouse gas emissions. The Resource Management Strategy also identified further processing requirements for size reduction and screening to remove non-combustible materials and produce a feasible refuse derived fuel (RDF). A conceptual design system to process residue and supply RDF to a cement kiln was developed, as were estimated capital and operating costs to implement the RDF production system. The Resource Management Strategy addressed the PRC requirement that “all feasible source reduction, recycling and composting measures” are implemented prior to approving any new “transformation” facility. This planning effort also provided a basis for greenhouse gas reduction analysis, consistent with statewide initiatives to reduce landfill disposal. This paper will report on the results of this planning and the decisions made by the JPA, brought current to the time of the conference.

The Regional Municipality of York is located immediately north of the City of Toronto. It is the fastest growing municipality in Ontario. The rapid expansion of residential, industrial and commercial development in the municipality has led to a weakness in the electrical and gas infrastructure. The Ontario Power Authority (the agency responsible for managing the power requirements in the Province of Ontario) has recognized this weakness and has developed plans calling for a new gas-fired generating station and improvements to the electrical grid. The shortages of gas supply and electricity have not developed overnight. Hydro One, which runs the electrical grid, initiated a supply study in 2002. The study recommended upgrading a 115 kV transmission line to a double circuit 230 kV transmission line on the existing corridor. The ensuing public outcry resulted in the municipality passing a resolution against the upgrade. Similarly, a large gas-fired generating station proposal was abandoned as the result of citizen opposition. In 2003, the Ontario Energy Board approved new Environmental Guidelines for the Location, Construction and Operation of Hydrocarbon Pipelines and Facilities in Ontario. The guidelines include specific new requirements for planning pipelines in urban areas. Among other things, these requirements involve the identification of indirectly affected landowners and a more detailed analysis of public issues and how they were resolved. It became clear that in order to achieve regulatory success, not only would the public have to become actively engaged in the decision-making early in the process, the technical reviewers (federal, provincial and municipal agencies) would likewise have to be actively involved. Through the use of two case studies of proposed large-diameter natural gas pipelines initiated in York Region in 2005, this paper describes the techniques used to engage the public and the regulators. It also describes how the public involvement requirements contained in the Ontario Energy Board’s new guidelines were incorporated into the planning process. The case studies begin with a rationale for the study area selected. A description of issues follows. The techniques used to address these issues and the success of the program are documented. Techniques include face-to-face project initiation meetings, use of technical and citizens’ advisory committees, sub-committee meetings to resolve specific issues and site-specific field work. The study results illustrate that it is possible to plan a right-of-way in such a manner as to satisfy the general public and regulators, be compatible with existing development, conform to the new Ontario Energy Board guidelines and minimize the amount of remedial work required to mitigate the impacts occurring on and adjacent to the right-of-way.

ABSTRACT Background: One of strategic goals of the Population and Family Planning Board for the 2015-2019 period is to increase active family planning participants using the Long-Term Contraception Method (MKJP). This method is emphasized by the government because it is the most effective way to reduce the birth rate. However, the data show that the interest in using MKJP by women of fertile age is still lower than that of using non-MKJP. This study aimed to determine the factors that influence the selection of MKJP among fertile aged women at public health center, Depok, West Java. Subjects and Methods: This was an analytic observational study with a cross sectional design. The study was conducted at Sukmajaya public health center, Depok, West Java, Indonesia, from March to May 2019. A sample of 84 reproductive-age women was selected for this study. The dependent variable was choice of long term contraception. The independent variables were age, education, knowledge, income, employment status, number of children, and husband support. The data were collected by a questionnaire and analyzed using a multiple logistic regression. Results: The choice of long-term contraceptive method increased with age > 35 years (OR = 2.84; 95% CI= 0.86 to 9.42), high education (OR= 3.40; 95% CI = 0.51 to 22.67), the number of children ≥ 3 (OR = 1.25; 95% CI= 0.36 to 4.38), working mothers (OR= 4.98; 95% CI= 1.06 to 23.40), income> Minimum Regional Wage (OR= 0.21; 95% CI= 0.05 to 0.85), high knowledge (OR= 5.01; 95% CI= 1.33 to 18.85), and strong husband support (OR= 2.04, 95% CI= 0.34 to 11.44). Conclusion: Factors that influence the choice of long term contraception methods are age, education, number of children, employment status, income, knowledge and support of husbands.
