Abstract (sommario):
The authors draw on international comparative research undertaken for the European Commission and other organizations in recent years to examine the regional strategic dimension of science park development in several European countries. They begin with a short review of the nature of regional technology policy, and then discuss the different models of science parks, considering whether the models reflect an evolutionary process or a deeper institutional variety across Europe. They then present several contrasting case studies, illustrating their embeddedness within different regional contexts. The paper concludes with a discussion of the future direction of science parks and the implications for public policy at the national, local and, most importantly, at the European level.

Regional sustainability promotes an integrated approach to planning and development in regional communities. European Union legislative acts bring together all levels of government to achieve a holistic approach to sustainability using Information and Communication Technologies tools for better delivery of services. Today, there has been observed an increasing interest in applying e-government to different business sectors such as the environmental sector. Sustainable management of National Forest Parks relies on a complete understanding of the goods and services, which are provided to the society. This paper aims to study e-government websites concerning the 10 Greek National Forest Parks and analyse the websites as to their qualitative and quantitative features. Then, the electronic services model adoption of the websites is assessed. The e-government websites are classified in electronic services adoption stages starting from a simple presence of the government agency in the Internet to the total electronic services integration through multiple ICT tools and applications provision according to content features accomplished by the websites. The findings can be helpful for managers, policy makers, web designers, environmentalists and government agencies.

The principal contention of this paper is that the traditional approach to park management is inadequate to deal with the contemporary goals of protected areas, in particular, biodiversity conservation, cultural heritage management and the management of socio-economic development within parks. This is particularly true for parks in remote regions like Central Australia, where management on a broader scale is required. The benefits of park management embracing a regional approach to development and conservation are examined. This paper also identifies some serious restrictions to development. Parks rely heavily on abstract management plans, and do not have a transparent framework through which to set objectives and targets. These objectives would allow parks to evaluate their organisation’s performance. Iconic landscape assets dominate the tourism economy in Central Australia. The number of different institutions managing parks has hampered the establishment of a valuation framework. This framework would allow regional resource allocation decisions to be assessed and parks’ performances to be monitored. Proper assessment and monitoring would strengthen the case for additional park funding to pursue conservation and development responsibilities.

The practice of the conception and park-like economic development (between market economy circumstances) seems to be novel in our country. The first industrial parks have been established decentralized, with a local initiation, with some determining foreign undertakings early in the 90 years. Since then the increase of the number of the parks is high also the areas which have weaker economic level. We have make attention (inthe development politics) to the industrial parks working in the most harmful micro-regions, where the capital task is to extension of the employment, and to involvement of the capital. In the Northern Great Plain Region there are 31 industrial park at the ends of 2007. There are developed infrastructure and service in the big part of the parks. The smaller part of the parks cannot live on its title of industrial park, because of regional position, and concerned their management troubles. But the extension and developing of the park’s economic is very important in the region.

An unresolved question in conservation biology is whether a single large reserve will support more or fewer species than several smaller reserves adding up to the same total area, and how this affects species composition. Within 'mammal provinces' of Canada, several parks supported the same number of mammalian species, or more, than a single large park with the same area. The proportion of species that require undisturbed habitats increased with total area conserved. Human disturbances should be reduced in parks because these undisturbed-site species are unable to survive in disturbed environments not protected by a park system. An analysis of species distributions across parks indicated that not all small parks had the same composition. I therefore recommend establishing many parks in a biologically defined region and incorporating as much total area as possible. To aid in developing a strategy for placing parks across Canada, areas with high total mammalian richness and high richness of mammal species intolerant of disturbances are highlighted. Maps showing these areas are particularly useful because it is unlikely that several large parks will be established in every region and it is therefore important to identify the most diverse sites.

Subject. This article discusses the issues related to the creation of environmental technology parks in the waste management system. Objectives. The article aims to identify essential features of the environmental technology park as a regional development institution. Methods. For the study, we used general scientific cognition methods and the systems approach. Results. Based on an analysis of the specialization of Russian environmental technology parks, the article describes potential organizational and investment models of the activities of the park residents. Conclusions. The use of organizational and investment models of the residents' functioning combined with the participation of public partners will help make additional incentives for the development of environmental technology parks.

Sustainable development of regions is a priority direction of state policy. The creation and development of industrial infrastructure within the region becomes one of the recent trends aimed at obtaining the highest results in indicators of sustainable development. The formation of industrial parks as drivers of economic growth contributes to the formation of an integral production system within the region aimed both at ensuring the economic security of the region and at accelerating its development. In order to assess the role of industrial parks in achieving sustainable development goals (SDG) at the regional level, the authors correlated the SDG and the contribution of industrial parks to their achievement. The authors proposed indicators of the impact of industrial parks on the sustainable development of the region based on a theory review of regional sustainable development and indicators of its assessment. Evaluation of development indicators of industrial parks in the Russian Federation made it possible to determine the trends of economic growth in the region with an increase in investment in industrial parks.

Nowadays, the green spaces in cities and especially metropolises have adopted a variety of functions. In addition to improving the environmental conditions, they are suitable places for spending free times and mitigating nervous pressures of the machinery life based on their distribution and dispersion in the cities. In this research, in order to study the spatial distribution and composition of the parks and green spaces in Tabriz metropolis, the map of Parks prepared using the digital atlas of Tabriz parks and Arc Map and IDRISI softwares. Then, quantitative information of spatial patterns of Tabriz parks provided using Fragstats software and a selection of landscape metrics including: the area of class, patch density, percentage of landscape, average patch size, average patch area, largest patch index, landscape shape index, average Euclidean distance of the nearest neighborhood and average index of patch shape. Then the spatial distribution, composition, extent and continuity of the parks was evaluated. Overall, only 8.5 percent of the landscape is assigned to the parks, and they are studied in three classes of neighborhood, district and regional parks. Neighborhood parks and green spaces have a better spatial distribution pattern compared to the other classes and the studied metrics showed better results for this class. In contrast, the quantitative results of the metrics calculated for regional parks, showed the most unfavorable spatial status for this class of parks among the three classes studied in Tabriz city.

As an important subset of the urban population and a major contributor to urban social wealth, the elderly play an important role in a city’s sustainable development. Based on data from the statistical yearbook and an empirical investigation, this paper evaluated the elderly suitability of 75 parks in China’s Shanghai Central District using a self-defined Python script tool based on ArcGIS. According to spatial differences in the elderly suitability of parks, we employed spatial interpolation to explore the reasons for variations in park services in different residential spaces in Shanghai Central District. The results revealed the following: (1) the elderly suitability of parks in Shanghai Central District decreases gradually from the inner ring to the outer ring; (2) the park accessibility in Shanghai Central District is generally low, and the park service space can be divided into five categories ranging from “low accessibility, super-low elderly suitability” to “high accessibility, high elderly suitability”; and (3) the advantages of regional function and location, the development of regional culture and tourism economy, and the implementation of regional elderly-care policies are factors promoting the improvement of the elderly suitability of regional park services. Finally, this paper provided scientific decision-making suggestions for Shanghai and other aging cities to optimize the elderly suitability of urban parks.

The social network analysis has been actively applied in various tourist destinations, with a few studies on the tourism economic network structure of national parks. Taking the national parks in the Central Region of China as research objects, this study applies the modified gravity model to measure the strength of tourism economic connection. The social network analysis method (SNA) is used to analyze the network structure of tourism economic connection among national parks from the perspectives of overall network density, network centrality, and cohesive subgroups. The results show that the intensity of the tourism relationships among national parks in Central China is unbalanced in spatial distribution. The structure of tourism economic network presents a multi-core model. Lushan Mountain, Shaoshan, Wudang Mountain, and other national parks play a necessary role in the transmission of regional tourism economic elements. There are cohesive subgroups of connections among national parks, which are closely related to administrative divisions and regional cultural background. The subgroups of interior scenes in the same province are more closely related, and the degree of tourism integration still needs to be improved. The study advances the understanding of tourism economic network relationships among tourist attractions in a destination.

Introduction:“Tailor-made” training programs have been started in two theme parks in North and East Taiwan after the dust explosion of Ba-xien theme park in 2015. The training programs emphasized several areas. They work to strengthen the incident command system (ICS) and the skills of first responders, especially evacuation, placement, triage, and first aid, as well as to assist the park’s cooperation with local disaster response units, such as the fire department and Health Bureau.Methods:The first step was to find out the practical problems of the two theme parks, and then make a one-year, tailor-made training program according to the needs of parks and different levels of staff: senior supervisors, middle-level district supervisors, and frontline colleagues. After the phased training, the training results are inspected in the non-scripted exercise mode.Results:It was found that the staff are relatively familiar with the evacuation process and placement of tourists. The initial emergency responses such as triage, first aid skills, and patient transport gradually improve after several drills. The ICS operation and communication also became more effective and efficient. The regional emergency response units could understand these theme parks capability and how to cooperate with them.Discussion:The experience of emergency response training and exercise in these two theme parks has shown that such a model is feasible and should be valued.

Regional parks in Lithuania preserve the most valuable physical and cultural components of the landscape, NATURA 2000 habitats, etc. They are usually located in natural or semi-natural landscapes of rural areas. These territories, however, have a higher depopulation rate than urbanised districts. Still, conservation priority areas were expected to attract young families as permanent residents and make their population more stable. This study aims to investigate changes in the rural population in three regional parks of the Klaipėda county to determine the number of abandoned villages (with no residents) and vanishing ones (with a population < 5), as compared to territories with no conservation regime. The article examines migration as one of the determinants of depopulation. The analysis of national and local statistics, institutional documents, and structured interviews revealed that the conservation regime applied in regional parks did not necessarily encourage local people to stay or newcomers to arrive. Proximity to the sea and towns with developed social infrastructure remains a priority when looking for a residence in the countryside.

In the paper are investigated the regional competitiveness and the territorial aspects of industry in Serbia. There are analyzed the key recent movement in industrial development of Serbia and macrolocational factors and territorial organization of industry. The research of possible structural changes of industry and identification of its key development sectors is the important component of territorial development analysis in Serbia. This paper points to the kinds and types of industrial zones and industrial parks as fundamental models of regional and urban development of that activity with critical retrospection on the industrial zones in Serbia (greenfield and brownfield industrial locations). There are shown results of evaluation the regional competitiveness from a stand-point of possibilities of industrial development on the regional level (NUTS 3) by comparative analyses and Spider method. Results are used as one of the bases for making preliminary draft of territorial development scenario of this activity in Serbia and for the possible alocation of the future industrial zones and industrial parks in region level.

After nearly 20 years of development, agricultural S&T parks in Beijing have become an important carrier and the leading force for the metropolitan modern agriculture development in the capital, and an important model for the modern agriculture development in metropolis. But in the process of the agricultural S&T parks development, low park productivity, insufficient regional integrated development and sustainable development fatigue widely exist. Under the construction of "World City with Chinese Characteristics" and "Humanistic, S&T and Green Beijing", agricultural S&T parks are facing higher development requirements, and it has become a very urgent need to innovatively transform the model of agricultural S&T parks development from "introduction-demonstration-popularization" to "innovation-service-combination of the two". In this paper, based on the scientific analysis of the current situation of agricultural S&T parks in Beijing and the objective analysis of the environmental conditions, by applying such theoretic approaches as strategic analysis, value analysis, knowledge network and so on, the author proposes the innovative development model for agricultural S&T parks in Beijing, including path model of "integration of urban and rural development" at regional level, business model of "three-chain integration" at park operation level and the profitability model of "knowledge creation" at enterprise level. Thees innovative models are of great significance to the sustainable development of agricultural S&T parks in Beijing and other metropolis.

Practical training is very important the modern society. Therefore it is recommended to study Natural Science in different environments through observing, exploring, comparing, experimenting and verifying one’s own hypotheses, etc. These activities can be realized not only in the traditional classroom, but outside class as well. Educational tourism is a educa-tional activity which is implemented through excursions, tours or trips, and helps to acquire knowledge and skills. One of the most popular forms of educational tourism is the education-al excursion, whose importance in education is emphasised in general education programs. In pursuance of reasoning for the potential of educational tourism in Natural Science education, a research was carried out. The subject of the research was educational excursions in the national and regional parks of Lithuania. The aim of the research was to identify the educational activities in the regional and national parks of Lithuania and to establish the are-as of Natural Science education in which the aforementioned activities could be applied. In total, 92 educational excursions, which develop skills in Natural Science education, were ana-lyzed. The results of the research suggest that not all the national and regional parks in Lithu-ania have designed educational excursions and defined specific educational activities. The largest choice of educational excursions is in the national parks of Aukštaitija and Dzūkija, and in the regional park of Kurtuvėnai. The educational excursions implemented mainly fo-cus on Natural Science and Biology subjects, with little emphasis on Physics. In terms of the Natural Science education areas, the largest number of the educational excursions are de-signed for Continuity and Diversity of Life and Organism and Environment; Biosphere and Man; however, only a few focus on Movement and Cognition of Force and Energy and Cog-nition of Physical Processes. The most popular activities offered by the educational excur-sions are discovering, observing, identifying and exploring. To study the spatial layout of urban sports parks, the constraint graph model was used to quantitatively analyze the construction of urban sports parks in China. At the same time, theories on the construction and development of urban sports parks and urban renewal at home and abroad were reviewed. The construction status of urban sports parks in China was systematically studied. Foreign case cities were investigated. Finally, the case cities in our country were discussed. The results showed that in addition to the influence of certain policies and economic factors, the development of sports parks was affected by factors such as urban space development, population size and living distribution, urban culture, regional environmental characteristics and the layout of original sports resources. Therefore, the impact of the above factors should be considered in the development of sports parks and their spatial layout. The layout of the sports park should be balanced to meet the diverse needs of the residents.

The main provisions, methods and conclusions can be used as in the activities of technopark in the sphere of high technologies in the Republic of Ingushetia and the construction of technology parks at the regional level.

Purpose – The purpose of this paper is to investigate the role of the interface organizations of a regional innovation system on the dynamics of knowledge transfer between universities and firms. Design/methodology/approach – The Triple Helix approach is used as a heuristic tool. The paper is based on a face-to-face survey to a sample of 800 innovative firms in Andalusia (Spain). The analysis focusses on the effectiveness attributed by the firms to technology transfer offices (TTOs), science parks and the regional innovation agency. Findings – Different organizations have different roles in the relationships that firms maintain with universities in a regional innovation system. Firm’s positive perceptions of TTOs, science parks and the innovation agency in the promotion of knowledge transfer are associated to the kind of relationships maintained with universities. Research limitations/implications – The research focusses on the region of Andalusia. Further studies could consider the applicability of the findings in other regional innovation systems. Practical implications – The paper helps governments and managers of TTOs, science parks and innovation agencies to understand the real use that interface organizations have for the industrial tissue of a regional innovation system. Originality/value – There have been few studies that observe together the value attributed by firms to the several interface organizations in a specific innovation system. The analysis contributes to the debate on the adjustment of the different roles of interface organizations in the promotion of knowledge transfer and innovation dynamics.

Fires burn vast areas of the monsoonal savannas of northern Australia each year. This paper describes the contemporary fire regimes of two ecologically similar, relatively large national parks (Litchfield—1464 km2; Nitmiluk—2924 km2) in the Top End of the Northern Territory, over 8 and 9 years, respectively. Fire histories for both parks were derived from interpretation of LANDSAT TM imagery, supplemented with NOAA-AVHRR for cloudy periods at the end of the 7-month dry season (c. April–Oct). Data concerning seasonality, extent and frequency of burning were analysed with respect to digital coverages for the park as a whole, landscape units, vegetation types, infrastructure and tenure boundaries. Ground-truth data established that interpreted accuracy overall, for 2 assessment years, ranged between 82 and 91% for both parks. Over 50% of Litchfield and 40% of Nitmiluk was burnt on average over this period, with Litchfield being burnt substantially in the earlier, cooler, and moister, dry season, and Nitmiluk mostly in the parched late dry season, after August. On both parks the current frequency of burning in at least low open woodland / heath habitats is ecologically unsustainable. Both parks are prone to extensive fire incursions. The data support earlier regional assessments that the average fire return interval is around 2 years in at least some areas of northern Australia. Nevertheless, comparison of contemporary fire regimes operating in three major regional national parks shows distinct differences, particularly with respect to the extent and seasonality (hence intensity) of burning in relation to different landscape components. Management implications are considered in discussion.

This paper investigates the empirical importance of distinguishing visitors and their expenditures by trip purpose when estimating the tourism effects of a national park on a local economy. Accounting for trip purpose is quite important when there are two or more nearby major attractions in the same geographical area. This applies to the author's case study of Grand Teton and Yellowstone National Parks in the State of Wyoming, and also to other areas, such as the State of Utah's Bryce and Zion National Parks or amusement parks in the Orlando area in Florida. The authors illustrate the various types of survey questions and methods for correcting for trip purpose. In the case study, it would be quite misleading to attribute all spending by visitors to Grand Teton National Park (GTNP) in the town of Jackson, Wyoming, solely to GTNP because this would overstate employment actually attributable to the park by 3,455 jobs, or 22%. In turn, this overestimates the dependence of jobs in the Jackson economy on GTNP by 15%, incorrectly estimating it at 75% rather than the sounder figure of 60% of total jobs.

Agglomeration spillovers are a major driver of policy creating science parks across the world. However, agglomeration benefits may be offset by competition arising out of spatial proximity of firms. Analysis of Taiwanese firms’ total factor productivity distribution shows that, depending on location choice, the impact of agglomeration and selection is heterogeneous across firm types. Spatial analysis is applied to evaluate the regional innovation policy of establishing science parks. A sectoral analysis of productivity distributions reveals that there is a positive relationship between technology intensity of the production process and firm productivity levels when firms are located in science parks.

The personal and community-wide benefits of parks are well documented in previous studies. Despite a strong recognition of park benefits in the literature, there has been limited inquiry focused on the relationship between visitation and perceptions of the personal and community-wide benefits of parks. Consequently, this paper revisits the influence of visitation, as well as other key variables, on public perceptions of the benefits of parks. To achieve this objective, a survey was administered to 1584 participants from Australia. Overall, the Australian public was quite positive about the benefits of parks. Results revealed a strong association between visitation, age, gender and public perceptions of park benefits. Residing in an urban or regional location had little effect on perceptions of park benefits. Future research and management attention should be directed towards improving non-visitors', young people's and males' perceptions of the benefits of parks.

In the paper, industrial parks are considered as the most dynamically developing, universal and effective format of the investment infrastructure organization. A whole range of advantages for enterprises resident in industrial parks when placing production in such investment sites actualizes the need to study industrial parks as an effective mechanism to increase the competitiveness of Russian industrial enterprises and to identify a set of factors that contribute to the growth of competitiveness of industries located within the boundaries of industrial parks. Based on the analysis of the aggregate of advantages of industrial park residents, the authors proposed a system of factors of increasing their competitiveness, which includes three aggregated blocks: "intra-park" factors, local factors and regional factors. A considerable influence of each block of factors on key performance indicators and the competitive position of the resident enterprises of industrial parks has been discovered. The basis for the development of a system of indices for the functioning of industrial parks has been created, which makes it possible to quantify the impact of factors proposed by the authors of the system.

The pursuit of an African Renaissance has become an important aspect of regional cooperation between South Africa and its neighbours. Transfrontier conservation areas, or ‘Peace Parks’ as they are popularly called, have been identified as key instruments to promote the African Renaissance dream, and are increasingly advocated and justified on this basis. By fostering joint conservation (and tourism) development in Southern Africa's marginalised border regions, Peace Parks are claimed to further international peace, regional cooperation and poverty reduction, and thus serve basic ideals of the African Renaissance. This article critically explores this assumption. Using the joint South African-Mozambican-Zimbabwean Great Limpopo Park as a case study, it argues that in reality the creation of Peace Parks hardly stimulates and possibly even undermines the realisation of the African Renaissance ideals of regional cooperation, emancipation, cultural reaffirmation, sustainable economic development and democratisation. So far, their achievement has been severely hindered by domination of national interests, insufficient community consultation, and sensitive border issues such as the illegal flows of goods and migrants between South Africa and neighbouring countries. Furthermore, exacerbation of inter-state differences induced by power imbalances in the region, and harmonisation of land use and legal systems across boundaries, are increasingly becoming sources of conflict and controversy. Some of these problems are so severe, we conclude, that they might eventually even undermine support for African Renaissance as a whole. Utmost care is thus required to optimally use the chances that Peace Parks do offer in furthering an African Renaissance.

In this paper, the comprehensive benefits of artificial ecological wetland are analyzed in terms of ecological, social, economic. Including the industrial park wastewater treatment, water conservation, increase biodiversity, promote regional low-carbon development, beautify the landscape of industrial parks, produce the best possible results of ecological publicity and education function and promote regional economic development. The analysis showed that the artificial ecological wetland in Tianjin Harbor Economic Area has broad application prospects for such large-scale industrial parks, and it can be used as demonstration to promote ecological industrial park construction.

The ecological consequences of contemporary land-use in the neotropics have important influences on national park management in the region. Historical patterns suggest that major land-use changes have occurred regularly, and that these patterns have recently intensified. Is there a relationship between specific land-uses and specific threats to protected areas? Can this relationship be detected in a population of parks?In a survey of managers of 183 national parks, 122 returned questionnaires from 19 countries in the neotropics. We found that a range of land-uses, from livestock grazing to quarrying, are occurring in and around the parks. The results of our statistical analysis indicate that many of these activities are associated with specific threats to park resources: for example, poaching for subsistence was statistically associated with each of the ten most-reported threats.We offer two suggestions for improving our understanding of environmental degradation within parks. First, that research and park management be expanded to acquire a regional focus, namely that the land-transforming activities which threaten park resources can best be understood by incorporating the regional-social and political-economic contexts in the analysis. Second, that the influences of the global economic system be increasingly considered in conceptual frameworks of conservation biology.

Industrial parks are one of the most widely used regional policy tools in the world, aimed at promoting investment and economic growth and reducing social exclusion. The rational layout of the parks, taking into account the accessibility of transport infrastructure and the availability of work force, helps to achieve this goal. Otherwise, the creation of the park may not produce the desired result and the investment in the project will not be justified. The authors analyse the spatial distribution of industrial parks in Lithuania, as well as their supply. In order to achieve this goal, a comprehensive review of the scientific literature was carried out, the types and features of the most common parks in the world were identified, and a map of the spatial distribution of industrial parks in Lithuania was compiled using GIS. The object of the research is limited to the territory of the Republic of Lithuania and its regions.

AbstractNowadays, regional pro-innovation policy concentrates on the creation of endogenous economic resources that are intended to become the main driving force for regional economic growth. In current economic conditions, this resource refers primarily to the paradigm of the knowledge economy. Hence the crucial importance of regional policy is to support the development of innovative enterprises. At the same time, a prerequisite for the more dynamic development of innovative enterprises, and thus the development of the region, is to implement efficient pro-innovation policy instruments. Therefore the main research aim of this paper is to define how the technology parks in Poland, as a regional tool of the public pro-innovation policy, could stimulate innovations as well as competitiveness of SME. The article will be based mostly on the empirical approach, presenting selected results of the nationwide research project financed by the National Science Centre of Poland. The obtained initial empirical data suggest that technology parks in Poland expand highly-specialized services for their tenant enterprises to a very limited extent and focus on basic and routine aspects of their operations (rental, day-to-day administration of premises and equipment etc). In effect, the technology parks in Poland have played so far a very limited role in practice as a stimulus of innovativeness of SME. The study used the method of systemic analysis and also the empirical method (PAPI) for primary data collections.
