Bakalauro baigiamajame darbe nagrinėjamas Joniškio rajono savivaldybės administracijos Švietimo ir sporto skyriaus vaidmuo įgyvendinant švietimo reformas. Bakalauro baigiamojo darbo tyrimo tikslas - identifikuoti Švietimo skyriaus vaidmenį įgyvendinant švietimo reformas, remiantis Joniškio rajono Savivaldybės administracijos Švietimo ir sporto skyriaus atvejo analizė. Baigiamojo darbo teorinėje dalyje analizuojama švietimo reformos įgyvendinimo samprata vietos savivaldos lygmeniu, t.y. viešojo valdymo reformos samprata pokyčių valdymo kontekste, švietimo reformos samprata (sąsajos su kaitos procesais, inovacijomis, užsienio šalių reformų lyginamoji analizė), taip pat vietos savivaldos institucijų veikla reformų įgyvendinimo kontekste. Baigiamojo bakalauro darbo empirinėje dalyje tiriamas Švietimo skyriaus darbuotojų požiūris apie Švietimo reformų įgyvendinimą bei tai kokį vaidmenį reformų įgyvendinime atlieka Joniškio rajono administracijos Švietimo ir sporto skyrius. Taip pat tyrimo metu paaiškėjo ir darbuotojų nuomonė dėl galimų švietimo sistemos pokyčių, t.y. kokių lūkesčių darbuotojai turi būtent švietimo sistemai. Empirinėje dalyje pateikiama ir teisės aktų reglamentuojančių Švietimo skyriaus veiklą analizė (darbuotojų pareigybių aprašai, švietimo strategijos, nuostatai, švietimo gairės). Tyrimo metu nustatyta, kad švietimo skyriaus darbuotojai Švietimo skyriaus veiklą reformų įgyvendinimo procese vertina teigiamai ir mano, kad švietimo politikos įgyvendinimas vietos... The role of Department of Education in implementing education reforms in Joniskis municipality administration is being analyzed in the final thesis. The research objectives of the Bachelor thesis is to identify the role of Department of Education in implementing education reforms, based on case study of the Department of Education and Sports of Joniskis municipality administration. In the theoretical part of the final thesis the concept of education reform implementation is being analyzed within the level of local self-government, that is the concept of public management reform within the context of change management, the concept of educational reform (the interface with the processes of change, innovations, comparative analysis of reforms of foreign countries), as well as the activities of local self-government within the context of reform implementation. In the empirical part of the final thesis the attitudes of the employees working at the Department of Education regarding the implementation of educational reform and what role is undertaken by the Department of Education and Sports of Joniskis municipality administration in the implementation of the reforms are being analyzed. Also the researched revealed what is the employees’ position on the possible changes in the education system, which is what expectations the employees have towards the education system. The Chinese government has issued a series of directives of hukou system reform. However, the strength and depth of the hukou reforms at the local level differ greatly across localities. Some local governments refused to reform, while others implemented local reforms either radically or conservatively. Among those that reformed local system, some decided to suspend or alter it and others continued. Thus, the paper asks what accounts for the variance of hukou system reforms across localities. Specifically, the research question is two-fold: 1) regarding the initiation of reforms, why some local governments implemented radical hukou reform, others partially reformed their hukou policies, and still others did not carry out the reform, and 2) as for the maintenance of reform, why, among those that pursued hukou reform, some decided to suspend or alter it while others continued. The paper adopts the comparative case study method and delves into three cases: Zhengzhou, Hohhot, and Fenghua. Different from existing literature that focuses merely on either incentives or disincentives of local hukou reform, this paper brings the political factors in and argues that it is local leaders’ political decisions based on different degrees of pressure of urbanization from upper level governments and different levels of policy adjustability to costs that cause such divergence. What’s more, I contend that the variance of the adjustability to expected costs leads to different outcomes in maintaining hukou reforms.

The structural topic of the thesis is the monetary reform carried out in 1953 in Czechoslovakia. The central focus is the reform itself, whose main task was to cope with relics of the previous non-socialistic regimes, yet at the same time to solve economic problems of the Czechoslovakia at the beginning of the 1950s. The work then analyses the causes of the monetary reform, preparation phase and its organization. Subsequent part is dedicated to the process of the reform as well as its impact on social, economic, monetary and international domain. The thesis was prepared using archives, contemporary documents, sources of the institutional provenance, professional literature and journalistic sources.

The thesis presents an empirical study of the telecommunications reform experience of Thailand between the mid 1980s and 2000s in an attempt to explain the effect of national institutional arrangements upon the reform process. This time period permits an exploration of the development of the reform as well as its major impediments in relation to three different political settings. The progress of reform on the three basic reform issues (privatisation, liberalisation, and regulation) is thoroughly examined to understand the consequences produced by different industry environments. An historical institutionalist study of the Thai experience identifies the political tensions among the reform's interested parties as well as the unwieldy political settings that were the dominant features that heavily influenced the reform story. The thesis places a special emphasis on the latest political regime (the hegemonic era) since it provided a different industry outlook compared to the previous two regimes (the bureaucratic and pluralistic eras), allowing substantial progress towards reform to be made. The telecommunications reform in Thailand is not complete. Thus, it may be too early to confirm the advantage of the strong politics on the reform in the long run, especially considering the possibilities of rent-seeking or the overuse of political power of the hegemonic govenunent. In any case, the Thai reform experience confirms that an institutionalist framework is helpful, and that institutional arrangements really matter in the policy-formation, policy-implementation and policy-outcome of a particular country.

Abstract (sommario):
After a series of reversals in its wars with European powers during the eighteenth century, the Ottoman Empire was forced to reevaluate its military technology and training. The realization that the West had outstripped the Muslim East in scientific and technological advancement led Ottoman reformers to introduce changes to the traditional educational system, especially to the curriculum. However, what the reformers soon realized was that the military superiority of Europe was only a symptom, and not the cause of, the West's advancement; this led to the introduction of more Western-style institutions in an effort to achieve its military goals. It was through these new institutions that Western ideas of equality, rationalism and liberalism were introduced into the Ottoman Empire. These imported ideas were bitterly resisted by the ulema, who continued to operate a traditional school system parallel to that developed by the reformers. In spite of their objections, however, the traditional Muslim educational system was forced to undergo a significant metamorphosis both prior to and during the Tanzimat period.

Jag har i detta arbete försökt belysa några uppfattningar ledning, personal och elever på en skola har rörande en reform där en gymnasieskola går från ett begränsat antal datorer till en dator per elev. Skolan i fråga befann sig vid undersökningens genomförande i reformens första skede, vilket innebar att det endast var en tredjedel av eleverna som dittills fått sina datorer. Undersökningen har utförts genom intervjustudier med 12 informanter. Dessa studier analyserades sedan genom kvalitativ intervjuanalys, vilken går ut på att lyfta ut de uppfattningar som framgår i intervjuerna formulerade i olika kategorier. Uppfattningarna har sedan jämförts med varandra samt med annan forskning på området.Resultatet undersökningen visar på många likheter mellan den undersökta skolan och andra skolor med en dator per elev. Något som framgår är att mottagandet av reformen till största del är positivt och att man genom att göra det till en pedagogisk satsning, i stället för en teknisk sådan, kunnat erbjuda personalen ett stort utbud av fortbildningar. Detta har lett till att samtliga intervjuade lärare börjat förändra sitt sätt att undervisa för att bättre använda sig av de nya verktygen. Brister som framgår i reformarbetet är att lärarna inte alltid ges tillräckligt med utrymme för att tillgodogöra sig fortbildningen och att elever och lärare uppfattar en oförmåga att begränsa elevernas användande av sociala medier och annan underhållning på lektionstid som ett stort problem. Detta visar sig vara ett orosmoment på många skolor med en dator per elev (Unos uno, 2013a). Man framhåller i forskning och från informanterna att det krävs satsningar från skolan i form av datoretikett eller annan reglering för att överkomma problemet.Något som också kan behöva utvecklas på skolan är det kollegiala samarbetet vilket av skolutvecklingsforskning framhålls som ytterst viktigt för att reformer ska bli lyckade. Som det ser ut för tillfället sker majoriteten av samarbete lärare emellan på det sätt som av Blossing (2003) benämner särbokultur och Hargreaves (1998) kallar för en balkaniserad skola.Slutligen ska det tilläggas att reformarbetet fortfarande är i ett tidigt skede och att det går att förklara många av de brister som framkommer i mitt resultat med just detta. Detta gör dock inte att bristerna försvinner, utan detta är någonting man kommer att ha möjlighet att ta itu med så snart man har resurser att göra så.

In the master’s work I analyze and systematize pension system classifying methods of different Lithuanian and foreign authors, present pension provision models, disclose problems of single-stage pension systems (applied till 2004) and mark out the advantages of the system, based upon accumulation. I analyze in detail experience of the foreign countries in pension fund creation. I perform analysis of the readiness of the Lithuanian residents for funds accumulation in the 3rd stage pension funds. I confirm the scientific investigation hypothesis, formulated by myself, that the previous experience of participation in the financial market predetermines better the ability of the people to select the pension fund that meets the required interests best of all regarding the investment direction, taking into consideration age, income and gender of the pension fund participants.

Passados 20 anos da 8ª. Conferência Nacional de Saúde e três décadas da fundação do Centro Brasileiro de Estudos de Saúde, justifica-se uma análise sobre o projeto, processo e perspectivas da Reforma Sanitária Brasileira. Desse modo, o objetivo da presente investigação é analisar a emergência e o desenvolvimento de uma Reforma Sanitária numa formação social capitalista, seus fundamentos e características, discutindo os desafios da práxis. Partindo de quatro tipos de práxis e de mudanças em sociedades - reforma parcial, reforma geral, movimentos políticos revolucionários e revolução social total - defende-se a tese segundo a qual a Reforma Sanitária Brasileira, como fenômeno social e histórico, constitui uma reforma social. O estudo tem como hipótese que a Reforma Sanitária Brasileira, embora proposta como práxis de reforma geral e teorizada para alcançar a revolução do modo de vida, apresentaria como desfecho uma reforma parcial - setorial e institucional. Realizou-se um estudo de caso, a partir de pesquisa documental, em duas conjunturas, tendo como componente descritivo o ciclo idéia-proposta-projeto-movimento-processo e, como componente explanatório, a análise do desenvolvimento da sociedade brasileira, recorrendo ao referencial "gramsciano", particularmente as categorias de revolução passiva e transformismo. Os resultados apontam para uma reforma parcial cuja práxis tenderia à manipulação político-ideológica na medida em que aponta para mudanças, mas mantém o status quo. Equivale ao binômio alusão-ilusão presente nas práticas ideológicas, quando alude aos problemas de saúde e da organização dos serviços e ilude quanto à solução. Procura-se acentuar a relevância do elemento jacobino no caso de uma Reforma Democrática da Saúde, cuja radicalização da democracia contribuiria para a alteração da correlação de forças, desequilibrando o binômio conservação-mudança em benefício do segundo e conferindo um caráter mais progressista para a revolução passiva. Esta poderia, devidamente compreendida, compor um critério para os novos sujeitos sociais constituídos mudarem a direção do transformismo.

This thesis examines China's state-owned enterprise reform and financial reform in the last two decades. I characterize the progress of China's state-owned enterprises reform in two areas: privatization of small SOEs and mass layoffs. I argue that privatization rests on the political economy of China. I also discuss the evolution of the financial system and come up with some strategies of financial liberalization in China. Result from this study suggests that if the necessary reforms of the financial sector and state enterprises are effectively carried out, inevitably this will lead to a significantly slower rate of growth for a period of time. However, these reforms will provide the basis for a period of sustained growth in the long run.

State legislative campaign finance reform varies considerably among states and over time. Over the past 35 years states have adopted increasingly stronger reform policies; however, many disparities between states still exist. Current state legislative campaign finance laws range from disclosure only to clean elections programs. All states have disclosure laws, while only three have clean elections regulations. Many studies of state campaign finance reform examine the regulatory effects on campaigns and elections (e.g., Thompson and Moncrief 1998; Francia and Herrnson 2003) but none consider the causes of such reforms. This dissertation employs a unique research strategy by individually analyzing the specific types of state legislative campaign finance reform: 1) disclosure, 2) contribution limits, and 3) expenditure limits and public funding from 1970-2005. What emerges from these analyses indicates the conditions under which states have adopted more and less stringent types of legislative campaign finance reform. It examines the extent to which legislative professionalism, Democratic control of government, political scandals, and the initiative affect the stringency of campaign finance reform in the states. Just because a state requires legislative candidates to disclose campaign finance figures does not mean that the requirement is strong when compared to what other states are doing. Measuring the type of campaign finance reform based on a unique stringency scale allows us to understand the conditions under which a state supports strong or weak campaign finance laws.

Australia is implementing its first national curriculum, the Australian Curriculum, after many years of debate regarding the validity and practicality of such an undertaking. Although it is widely accepted that “the effects of education policies and programs depend chiefly on what teachers make of them” (Cohen & Ball, 1990, p. 233), little is known about teachers’ perceptions of the Australian Curriculum or their prior experiences of mandatory curriculum reform as they begin engaging with this unique reform. To provide a means of exploring these perceptions and experiences, 18 teachers, four Head of Learning Areas (HOLAs) and the principal from a regional high school in Western Australia (WA) were asked to reflect on their experiences with curriculum change in general, and the Australian Curriculum in particular. This occurred at different points throughout 2011/12 giving an insight into ‘what they will make of’ the Australian Curriculum. Four lenses of typical experiences and perceptions emerged during the study. These lenses are presented as four composite narratives that show the depth and breadth of the curriculum reform experience for the participants. Results indicated that the participants were yet to experience mandated curriculum reform in WA they perceived to be successful. Dispositions towards reform were both being effected by such past experiences and affecting reactions to current experiences. Peer support was demonstrated to be a safety net for the participants in the absence of clear guidelines and resources. Additional to those absent needs, the participants conveyed a need for greater prescription accompanying the AC in this clime of frequent and increasingly accountability focused mandated reform.

This paper compares police reforms during democratization in Poland, Hungary, and Bosnia-Herzegovina. It analyses the changes to the structure of the democratic control of the police in each reform, paying special attention to the decentralization versus centralization aspect of it. The research question of this paper is: Why are some states decentralizing the democratic control of the police, while others are centralizing it, both with the aim of democratization? The theoretical background of this study are theories about policy diffusion and policy transfer. Therefore this study can be categorized as part of two different research areas. On the one hand, it is a paper from the discipline of International Relations. On the other hand, it is a paper from the discipline of Comparative Politics. The combined attention to international and national factors influencing police reform is reflected by the structure of this paper. Chapter 3 examines police structures and police reforms in established democracies as possible role models for new democracies. Chapter 4 looks at international and transnational actors that actively try to influence police reform. After having examined these external factors, three cases of police reform in new democracies are examined in chapter 5.

One was an area with dense population and predominant customary form of land tenure (Kakamega); another one had the most recent land reform programme - group-ranching system (Kajiado); and the third had an early land reform acclaimed as a success within the former 'white highlands (Trans Nzoia). Although many studies on land reform suggest that collateral is one of the common ways of funding agricultural development, this was found to be defective as it does not test the borrower's ability to repay the loan, encourages excessive borrowing, and repayment schedules are often not realistic. For many farmers, the use of land as collateral depended on their ability to process title deeds; financial institutions to lend money; no market distortions/information asymmetry; and absence of cultural restrictions. We have also demonstrated that how land rights are assigned and the land tenure security determines households ability to generate income, their social and economic status, incentives to make investments, and a farmer's ability to access financial markets. Creation of land board committees in Kenya composed of local elders for resolving land disputes was aimed at increasing their (elders) involvement leading to decisions that reflected community wishes. Our findings were that on average, about 70 per cent of such decisions on land disputes were upheld by courts of appeal on technicalities because land boards lack a sufficient basis in law and there was no training programme for the members. Group ownership of land with shared possession and communal decision making on its administration hardly existed in the case study areas but was used to foster unity, address social needs, and provided a mechanism for disbursing inequalities in ability, knowledge and wealth. On gender issues and land tenure, the need for increased tenure security to women was found not be enough for their participation in the land market without access to credit, information, and appropriate technologies. This research has proposed an improved system of managing land reforms based upon an analysis of existing land record system, and formulated an alternative address referencing system.

The first part of the thesis describes the history of the Slovak pension scheme until its recent reform, within an international context. The second half of the paper is split into two parts, first one devoted to the macroeconomic and microeconomic analysis of the Slovak republic with respect to the ageing population. The second part analyses the Czech case. In both cases I applied the one-country General Equilibrium Overlapping Generations Model (OLG). I show the impact of a changing population structure on the respective economies in the long run and how the possible reform scenarios (PAYG, Defined Contribution and Fully-Funded system) would alter these results.

Resumo: Foi na retomada da reforma agrária no Brasil na década de 1990, que SurgIU um programa complementar ao modelo constitucional. Utilizando mecanismos de mercado para agilizar o acesso à terra, o Programa Cédula da Terra (PCT) tinha como objetivo beneficiar 15.000 famílias pobres de áreas rurais da região nordeste brasileira. O PCT pelas suas características pode ser classificado como um programa da reforma agrária de mercado. A reforma agrária de mercado (RAM) surgiu como alternativa ao modelo de reforma agrária que utilizada mecanismos de expropriação, também conhecida como modelo de reforma agrária tradicional, e com discurso de possuir mecanismos que agilizariam o processo de redistribuição de terras. Apesar de a elaboração teórica partir da crítica ao modelo tradicional, a RAM também sofre duras críticas quanto ao seu desempenho, notadamente por pesquisadores que defendem o modelo tradicional. As experiências internacionais dos programas que seguem a linha da RAM trazem algumas lições, principalmente quanto aos resultados verificados. No caso brasileiro, o PCT foi elaborado com diversos mecanismos que proporcionariam uma estrutura de governança eficiente. Com base no objetivo do trabalho que é analisar os principais componentes do Programa Cédula da Terra (processo de seleção, associativismo, processo de aquisição de terras), principalmente demonstrar que algumas das expectativas sobre os resultados do programa não ocorreram como planejado. As análises, com base nos estudos desenvolvidos pelos pesquisadores da Universidade Estadual de Campinas, demonstraram que realmente as regras do programa não foram seguidas corretamente, isto indica que a estrutura de governança do programa não conseguiu superar as especificidades locais
Abstract: In the 90', when Brazil was retaking its land refonn, it was built a program complementary to the constitutional mode!. By using market mechanisms to make the access to land ownership speedier, the main goal ofthe Cédula da Terra Program (PCT) was to benefit 15.000 low income families leaving in the Brazilian northeast region countryside. Based on its characteristics the PCT can be classified as a market agrarian refonn programo The Market Assisted Land Refonn also known as traditional agrarian refonn, carne as an altemative to the agrarian refonn model based on expropriation methods, by evidencing a belief of having means to speed up land redistribution. In spite of the theoretical elaboration having as its source the criticism to the traditional model, the market assisted land refonn had its perfonnance hardly criticized mainly by those researchers supporting the traditional mode!. The experience of intemational programs using the same method as RAM's brought some lessons as for its results. In the Brazilian case, the PCT was created by joining several mechanisms to allow an efficient govemance structure. The objective of the study is to analyze the main Cédula da Terra Program components (selection process, associativism, land acquisition process) and mainly to demonstrate that some expectations about program results did not happen as planned. Based on studies developed by researchers from the State University of Campinas the analysis demonstrated that the program rules were not properly followed. This is an indication that the program's govemance structures did not succeed in overcoming local specificities

El presente trabajo titulado análisis de la obligatoriedad del arbitraje en las contrataciones del Estado, se realizó con la finalidad de indagar acerca de la problemática que genera la obligatoriedad de la figura del arbitraje en las contrataciones públicas, planteando una reforma a la cláusula de solución de controversias y por ende la Ley de Contrataciones del Estado, otorgando otras alternativas a las partes, para la solución de las controversias y no solo limitarla al arbitraje, para ello se contó con la revisión bibliográfica de documentos legales; arribando a la conclusión, que el arbitraje y la corrupción se han relacionado de distintas formas, disputas derivadas de contratos obtenidos mediante corrupción, disputas derivadas de contratos para llevar a cabo prácticas corruptas, y disputas llevadas en un arbitraje corrupto. En ese sentido, se presenta como propuesta la creación de una reforma legal en virtud a modificar el carácter ‘obligatorio’ de la cláusula arbitral, eliminándola, en las contrataciones públicas.
The present work entitled analysis the mandatory of arbitration in contracting with the state, was carried out with the resolution to inquire about the problem generated by the obligatory nature of the arbitration figure in public procurement, proposing a reform to the dispute resolution clause and therefore, the State Contracting Law, granting other alternatives to the parties for the solution of the disputes and not only limits it to arbitration, for this there was a literature review of legal documents, reaching the conclusion that, arbitration and Corruption has been related in different ways, disputes arising from contracts affected by corruption, disputes arising from contracts to carry out corrupt practices, and disputes conducted in corrupt arbitration. Likewise, the creation of a legal reform was presented as a proposal by virtue of modifying the ‘mandatory’ character of the arbitration clause by eliminating it, in public procurement.

Systems Thinking, (ST), has lately received increased attention, once again, as a result of accelerate change conditions and as organisations seem to operate in a more complex and uncertain context, which demands a new way of thinking. ST is an answer to these challenges as it is a way of thinking and acting that adopt a broader perspective. However, the perspective is not new itself and despite its positive aspects, it is still received inferior attention in the academia as well as practice. The purpose of this research was to contribute to an understanding of the employees perception of the change process towards this perspective, in order to gain an understanding of what is difficult and what factors that have helped these individuals to gain the perspective. A theoretical framework was developed and by conducting an exploratory study of the individual change, data were collected from in-depth interviews. The research findings come up with a model of nine key factors that are considered helpful to the employees in the change process, and three of those especially useful when implementing the ST perspective. The model can be seen as practical guidelines for implementation of ST reforms.

This bachelor thesis is the result of a minor field study which took place in Bosnia and Herzegovina (BiH). The purpose of this bachelor thesis is to contribute to the understanding and improvement of Security Sector Reform (SSR), which could be explained as a process of reformation applied in post-conflict scenarios aimed at the military, police and/or judicial sector which might be an element of insecurity, particularly the police, and very particularly in post conflict scenarios where conflict resolution resulted in a divided police force, by using the BiH as a case study. We have used the theoretical framework/process of SSR and more specifically the part of SSR which touches upon police reform. However, SSR entails reformation of the security sector including military-, police- and judicial sectors, as mentioned our focus will be the police sector. This serving as a foundation for the thesis, we asked the following questions; Taking the point of departure in the Dayton Accords and its complex power sharing structure, which are the underlying factors/reasons why the Security Sector Reformation of the police force has been so problematic and why is there such inability to reach an agreement on this issue, especially in terms of structure? In terms of methodology, this is a qualitative study based on semi-structured interviews in combination with previous research. Concluding remarks, progress has been made, however, the reformation of the police is to a large extent dependent on the political will not to do so, not much indicate a change related to this. The status of the BiH police force continues to be de-centralized in terms of structure due to the Dayton Accords which has still serves a fertile ground for the continuation of inefficiency, especially in terms of cooperation, information exchange, administrative issues, war-criminals within the police etc related to the different police forces.

This thesis consists of three inter-related empirical papers. It examines the gender dimensions of rural land reform process and impacts by exploring the accessibility and benefits of land-use certificates for female household heads vis-à-vis male household heads in the Amhara region of Ethiopia. The existing literature lacks a gender lens of the reform process and impacts. The first paper examines the factors that determine which lands are included in the household's land-use certificate (status of certification), when during the reform process they become included (timing of certification), and whether there are gender differentials in each of these outcomes. The findings show that there was gender bias in the rural land reform process of the Amhara region in terms of both outcomes. The second paper examines the impact of land-use certificates and socioeconomic factors on household perceived tenure security by gender. The findings suggest that what consistently matters more for enhancing perceived tenure security of both male, and particularly female household heads is possession of legal documented rights to land holdings i.e. land-use certificates. The impact of socioeconomic factors such as male presence in the household, mode of production or land use do not seem to be relevant for determining the perceived tenure security of male and female household heads. The third paper examines the impact of land-use certificates and socioeconomic factors on land related investments by gender. The findings suggest that land-use certificates are significant determinants for enhancing land investments among both male and female household heads, although a relatively lesser impact on the latter group is observed. While the findings show that land-use certificates are important for enhancing land related investments, the results also suggest that the impact of socioeconomic factors are relevant for the female household heads such as renting-out land, and male presence in the household.

The central role of media in the Rwandan genocide of 1994 has led to restrictive precautions from the government. Restrictive legislation due to the genocide has for long limited media freedoms and been target for domestic and international critique. In light of the new media reform adopted in 2013 this essay seek to examine the experienced impact of the reform on the journalistic role as watchdog, setting the agenda, nation builder, agent of empowerment and government partner. The empirical material is based on qualitative interviews performed in Rwanda with journalists, bloggers, reform implementers and international collaborators. The analysis constitutes a discussion regarding to what extent the new reform seems to reinforce these roles. Here I will use my theoretical framework, namely Development Journalism, and the answers from the respondents in order to understand and examine this particular problem. The final part of the essay deals with my specific case, which is Rwanda’s media landscape after the newly adopted media reform. Here I will analyze the experienced change introduced by the new media reform. My essay finds that an official narrative, which is enforced by the Rwandan constitution, restricts the impact of the reform on the role of media

This thesis analyzes the political genesis of Brazil’s recent reform of its upper-secondary education system, the Novo Ensino Médio Reform. This latest reform has been highly controversial and linked by many to the government of President Michel Temer. However, this argues that the reform is much larger than the Temer administration that produced it. This reform, that creates a seven-hour school day and allows upper-secondary students to choose an area of specialization, is a continuation of a history of incremental reform that has taken place against the backdrop of shifting educational priorities. This reform coincided with a shift towards a human capital centric ideology that is heavily influenced by international organizations, such as the World Bank. Furthermore, the reform is also largely the result of a bipartisan commission whose work preceded the Temer administration. The impeachment of Dilma Rousseff brought President Temer to power and allowed for the construction of a new majority. The new administration in turn adopted the already existing proposal for reform of upper-secondary education and modified it to fit their agenda of market friendliness and public burden reduction. The new majority was largely supportive of the reform but the reform also found support amongst the opposition who saw the reform as the logical next step in Brazil’s long march towards universalization of upper-secondary education.

This thesis focuses on the comparison of tax reform in four selected OECD countries. For the purposes of this study were chosen following countries: Czech Republic, Slovak Republic, the Federal Republic of Germany and the United States of America. The aim is to make mutual comparison of tax reforms. In all these countries, especially in the last ten years many changes and each country is dealt with differently. While the Czech Republic and Slovakia seek to adapt to EU legislation, tax system and then fairer taxation, in Germany, the main objective was to reduce the tax cost of labor and in the USA modernization, simplification and computerization of taxation. The first part of this thesis explains the tax reform and its historical development up to the present economic crisis. The second part describes the tax systems and reforms in each country. In the last chapter there is a mutual comparison of these reforms from different perspectives and at the end are a few suggestions for future reforms.

This text is focuses on the topic of Tax Reform and, in particular, its difficulty to be approved by the Congress. As the Tax System is the basis of the maintenance of federalism, since without the sharing of tax revenues among the federal entities, there is no possibility to ensure their financial independence and thus also their autonomy, the federal context is presented as an obstacle, since Reform, besides looking forward to approaching the current Tax System to an ideal system, must seek to maintain a minimum autonomy of the mentioned entities, in order that the Federal Government system - an unchangeable rule of our Constitution - does not become Unitarian. In this context, the relationship among the Federal Executive, the State Executive and the National Congress, with respect to the approval of matters concerning the agenda of the Tax Reform, is of crucial importance to understand the obstacles that have led to the shutdown of the main projects related to that subject. It seems also important to understand the interplay among elites that results on substantial changes of such proposals and that occurs inside and outside the Congress. In this sense, rational choice theory proves to be a suitable tool to help this understanding. To reach the goal of this study – which is to list the obstacles that have prevent the success of projects aimed to promote comprehensive reform in the Brazilian Tax System - 28 interviews were held. The basic requirements to select the group to be interviewed were: to exercise their activities in the State of Pernambuco, and to have participated directly or indirectly in processes of Tax Reform, in particular the proposal that was presented in 2008 and turned out to be the PEC 233/08. We interviewed former ministers, former governors, former secretaries and secretaries of revenue of the three spheres of power, federal deputies, business leaders, governmental agencies and entities’s presidents or leaders, tax lawyers and agents of the state treasure. The results suggest that, although there are several obstacles very difficult to overcome and that they must be solved and discussed during the negotiations that should take place before the proposal will be sent to the Congress, the distributive conflict among the federal entities appears to be itself as the main problem to be observed. And this problem seems to be able to dissolve – or not to respect - the arrangements made concerning the political parties – coalitions of support and opposition to the Government. And this situation has the power to chance the main 'actors' in the process of negotiation related with these kind of matters. Therefore, the negotiations will happen involving only the Federal and the State Executives and no longer the Federal Executive and its coalition of support, as it normally occurs.
O presente texto está focado na temática da Reforma Tributária e, em particular, na sua dificuldade em ser aprovada pelo Congresso Nacional. Sendo o Sistema Tributário a base da manutenção do federalismo, já que sem a partilha das receitas tributárias entre os entes federados não há como assegurar sua independência financeira e, portanto, também sua autonomia, o contexto federativo se apresenta como um dificultador. A Reforma, além de tratar de aproximar o atual Sistema Tributário de um sistema ideal, tem que procurar manter uma autonomia mínima dos entes para que o Estado Federal – cláusula pétrea de nossa Constituição Federal - não se converta em Unitário. Nesse panorama, a relação entre o Executivo Federal, os Executivos Estaduais e o Congresso Nacional, no que tange à aprovação de assuntos ligados à agenda da Reforma Tributária, se reveste de fundamental importância para o entendimento dos obstáculos que têm levado à paralisação os principais projetos a ela ligados. Importante, também, se afigura o entendimento do jogo entre as elites que ocorre dentro e fora do Congresso Nacional, resultando substanciais alterações nessas propostas. Nesse sentido, a teoria das escolhas racionais se mostra uma ferramenta adequada para ajudar nessa compreensão. Para se alcançar o objetivo proposto - levantar os obstáculos que têm impedido o avanço de projetos que visem promover ampla reforma no Sistema Tributário brasileiro -, foram realizadas 28 entrevistas que tiveram com requisitos básicos para a seleção dos sujeitos: o de estarem exercendo suas atividades no Estado de Pernambuco; e de terem participado direta ou indiretamente em processos de Reformas Tributárias amplas, em particular, da proposta que foi apresentada em 2008 por meio da PEC 233/08. Foram entrevistados Ex-ministros de Estado, Ex-governadores, Secretários e Ex-Secretários das Receitas das três esferas de Poder, Deputados Federais, líderes empresariais, líderes de órgãos e entidades de classe, advogados tributaristas e agentes do fisco estadual. Os resultados obtidos sugerem que, embora existam diversos obstáculos de difícil superação e que devem ser esgotados em mesas de negociação antes de a proposta ser remetida ao Congresso Nacional, o conflito distributivo entre os entes federados se apresenta como o principal problema a ser observado. A sua presença parece ter a capacidade de romper o tecido partidário e dissolver as coalizões de apoio e de oposição ao Governo, repercutindo sobre o eixo da negociação que, para processos dessa natureza, passa a ser entre os Executivos Federal e Estaduais e não mais entre o Executivo Federal e sua coalizão de apoio, como normalmente ocorre.
