Abstract (sommario):
The current issue of information access for different nations within one state is examined. The media of Quebec, the only francophone province of Canada, give us a clear example. However, Russian scholars almost disregard this domain. Therefore, the research is based on the Canadian works (M. Brunet, A. Beaulieu and J. Hamelin, W.H. Kesterton) in French and in English. The Royal Commission on Newspapers Report (1981), which described two separate media systems (French media and English media), was used as well. The focus is on the Franco-Canadian national problem and its influence on Quebec media historic evolution. This process moves from bilingual editions (two first newspapers were published in French and in English simultaneously) to modern monolingual media system. Through comparative analysis, the relationship between media bilingualism and media monolingualism in Quebec of 18-21st centuries is examined. Quebecs modern information politics can be defined as media regionalism (French language and specific Quebec content). Media regionalisms object is to resist federal doctrine one country - one nation with two languages, the base of Official Language Act (1969). As a result, the absence of traditional federal official media bilingualism in Quebec, which tries to save its national heritage by media regionalism, was discovered.

Abstract (sommario):
In this article, French-speaking immigrants who settle outside Quebec are referred to as “French-speaking immigrants”, similarly, “Francophone immigration” refers to the arrival of French-speaking immigrants in Canadian provinces and territories other than Quebec. The statistical data analysis shows that there are strong distinguishes between immigrants, who speak French as their first official language and those who speak both English and French as their first official language. According to the statistics, there are differences between these two groups in terms of their demographic and socio-economic characteristics. This article also marks English-speaking immigrants who settle in Quebec are referred to as “English-speaking immigrants”, similarly, “Anglophone immigration” refers to the arrival of English-speaking immigrants in Quebec. This paper reports on the first-ever linguistic study of the variety of English spoken in the Gaspé region of eastern Quebec, which is 86 percent French-speaking. An on-line survey was used to gather data from 200 participants on 58 phonological, grammatical and lexical variables, drawn mostly, for comparative purposes, from earlier research on Canadian and Quebec English. The analysis, focusing on data from the 124 participants who still live in the Gaspé region, produces a complex linguistic portrait of the community. It displays a unique mixture of Canadian, Quebec, Maritime and rural features, reflecting its location near the boundary between Quebec and New Brunswick, with evidence of both convergence with and divergence from Quebec English as spoken in Montreal. It also shows more frequent use of several Gallicisms, or borrowings from French, suggesting that this effect of language contact is encouraged by its minority status.

In Quebec—a province with complex and fraught language politics—the federal Official Languages Act recognizes the English-speaking population of Quebec as a minority language community. Anchored in the perspective of English-speaking Quebec, the essay argues that the Official Languages Act is an attempt at nation-building, embedded and embroiled in the history and politics of language. First, the essay discusses how the existence of English-speaking Quebec shaped language rights and the Official Languages Act in particular. Next, it describes the English-speaking minority of Quebec and how this minority fits within the framework of the Act, commenting on and critiquing the Act from this perspective. Lastly, it argues that the modernization of the Act is more than just a technical exercise and that it requires a national conversation and debate around language and identity.

Abstract Though forty years of language policies much improved the status and use of French in Quebec, laws such as Bill 101 played a role in reducing the demographic and institutional vitality of the English-speaking communities of Quebec (ESCQ). Pro-French laws maintained Francophones at close to 80% of the Quebec population and ensured that 95% of the Quebec population acquired knowledge of French. Language laws contributed to the decline of Anglophone mother tongue speakers from 13% of the population in 1971 to 7.5% in 2016, while increasing to 70% French/English bilingualism amongst Anglophones. With a net interprovincial loss of over 310,000 Anglophones who left Quebec for the rest of Canada (ROC), results show that Anglophones who stayed in Quebec are less educated and earn lower income than Quebec Francophones. Language laws limiting access to English schools succeeded in reducing the size of the English school system from 256, 251 pupils in 1971 (100%) to only 96,235 pupils in 2018 (37%). While the Anglophone minority bemoan their demographic and institutional decline in education, health care, and government services, many Francophones remains concerned about threats to French by bilingualism in Montreal and their minority status in Canada and North America.

Abstract While in the majority of English-speaking territories the dominant legal tradition is common law, in Louisiana and Quebec the native language is English and the legal system stems from continental civil law. Both the Louisiana Civil Code and the Civil Code of Quebec take root in the European codification movement, following Code Napoleon. Bearing in mind the link between law and language, these jurisdictions provide a unique source of English civil law terminology with well-founded conceptual background. The civil codes of Louisiana and Quebec seem to be potentially useful for the translation of Polish private law into English. Yet there are some reservations which should be considered. By comparing two different translations of Article 292 of the Polish Civil Code, this paper is intended to contribute to the debate on the use of Quebec and Louisiana terminology in Polish-English legal translation.

Abstract (sommario):
This article creates a portrait of recent designations of nonbinary gender identities and sexual orientations in Quebec French. It addresses how purism and the condemnation of anglicisms played a part in this vocabulary. The most frequent neologisms in the French press in Quebec are LBGT* and queer. The Office québécois de la langue française (OQLF), Quebec’s official language institution, first condemned queer because of Quebec’s sensitive history with anglicisms and created allosexuel and altersexuel to replace it. However, these terms were found to be artificial and were not very successful, bringing the OQLF the change its initial normative judgment on queer, which is now accepted. More than the negative attitude toward anglicisms in Quebec, what played a major role in the circulation of those neologisms is the need for traditionally dominated groups to gain symbolic power by choosing their own labels, especially those used in a variety of languages worldwide, strengthening the sense of identity and belonging of historically marginalized groups and individuals.

Abstract (sommario):
Based on an analysis of five English-speaking students’ written narratives on Quebec’s history, this article proposes a pedagogical tool for better integrating and vitalizing these students’ language community in Quebec. Despite tendencies of reliance and opposition emerging from their historical consciousness, these students do not employ clearly articulated and coherent English-speaking storylines for positioning themselves as a minority group. To this end, I suggest the creation of schematic narrative templates of English-speaking Quebec’s collective historical experiences for offering students workable springboards to develop personal narratives of belonging, while taking Francophone concerns of linguistic and cultural fragility into account.

In the province of Quebec, Canada, linguistic issues are often covered by the French-language news media in a way that vilifies the English language and victimizes the French language. This author considers it necessary that the French-speaking population understand that English instruction need not harm students' school performance in any subject, including French. Individuals need to have access to accurate and diversified information about research on second language instruction. The thesis research reported here investigated how three French-language newspapers in Quebec (Le Devoir and La Presse, from Montreal, and Le Soleil, from Quebec City) framed the debate about the Ministère de l'Éducation, Loisir et Sports's (MELS) announcement of their intention to implement a mandatory intensive English program policy in all Quebec schools (Grade Six) between July 2010 and July 2012. The theoretical framework for this study was frame analysis (Entman, 1993; Goffman, 1974; Hallahan, 2008; McCombs, 2004; Pan, 2008; Scheufele, 2008). The study investigated how positive or gain frames contrast with negative or loss frames, with details of how the publications under study chose to position themselves on the issue. In total, 60 newspaper articles (news, editorials, op-eds and letters) containing the key words 'anglais intensif' ['intensive English'] were studied. The findings show that all three newspapers, but especially Le Devoir and Le Soleil, were mainly against the policy and that most of the arguments were framed as losses or negative attributes of intensive English. The results also show that the extensive scholarly research on intensive English was not well represented in the newspapers. These three publications should therefore give more space for differing views about language issues in their reporting. Moreover, newspaper readers should also question themselves about the objectivity of the reporting.
Dans la province du Québec, au Canada, les problèmes linguistiques sont souvent abordés par les medias francophones dans une façon que diffame la langue anglaise et victimise la langue française. L'auteure du présent rapport considère qu'il serait important que la population francophone comprenne que le fait d'apprendre l'anglais, langue seconde, n'a pas forcément de conséquences sur la performance des étudiants dans d'autres matières, y compris le français. Les individus on besoin d'avoir accès à de l'information exacte et diversifiée en ce qui concerne les recherches en didactique et apprentissage des langues secondes. Ce mémoire de maîtrise a examiné comment, pendant la période entre juillet 2010 et juillet 2012, trois quotidiens francophones au Québec (Le Devoir et La Presse, de Montréal ainsi que Le Soleil, de la Ville de Québec) ont encadré le débat autour de l'annonce du Ministère de l'Éducation, Loisir et Sports (MELS) de son intention d'implanter un programme d'anglais intensif obligatoire en sixième année. Le cadre théorique de cette étude est la théorie de l'encadrement ('frame analysis') (Entman, 1993; Goffman, 1974; Hallahan, 2008; McCombs, 2004; Pan, 2008; Scheufele, 2008). Nous nous penchons sur la question de comment les cadres positifs, ou de gains, contrastent aux cadres négatifs, ou de pertes, ajoutant des précisions sur la façon dont les quotidiens étudiés ont choisi de se positionner par rapport au sujet. Un total de 60 articles (nouvelles, éditoriaux, 'op-eds' et lettres) contenant le mot de recherche 'anglais intensif' ont été étudié. Les résultats démontrent que les trois quotidiens, plus particulièrement Le Devoir et Le Soleil, étaient en grande partie contre la politique et que la plupart de leurs arguments ont été encadrés comme étant des pertes, ou des attributs négatifs, de l'anglais intensif. Les résultats démontrent aussi que les recherches académiques sur le sujet n'on pas été adéquatement représentées par les quotidiens. Nous concluons que ces trois quotidiens devraient donner plus d'espace aux différents points de vue sur le sujet. De plus, les lecteurs des journaux devraient se questionner d'avantage sur l'objectivité des reportages.

The purpose of this study was to examine the role of the secondary school principal in anglophone Quebec. A sample of eighteen experienced principals were interviewed in-depth about their role expectations, sources of role conflict, and their sense of ambiguity.
Role ambiguity appeared to be non-existent in the principalship. Expectations and conflicts were identified with regard to students, teachers, parents, community members, and principal's superiors. The principalship was clearly more a managerial than leadership role. Principals were responders to a series of problems and issues. They orchestrated responses. Instructional leadership was not a part of their role.

Abstract (sommario):
This thesis examines the everyday experiences of Anglophone communities in three different regions of Quebec – the Gaspésie, Gatineau and Eastern Townships – with the aim to understand their sense of place. Specifically, the focus is on the role of different geographic contexts on everyday access to social services, particularly healthcare, and how these experiences contribute to Anglophones’ place attachment. Data collection involved semi-structured personal interviews with ten participants in each region. Comparative analysis yielded three main findings: (1) issues with accessing healthcare in English reinforces Anglophones’ minority status; (2) in spite of the challenges faced as a linguistic minority, Anglophones demonstrate a strong sense of place to their region; and (3) feelings of home, heritage, and rootedness constitute elements in Anglophones’ place attachment and contribute to their sense of place in Quebec. The study also concludes that age, mobility, and location are important variables in influencing everyday experiences in each of the three regions.

Abstract (sommario):
To better understand Anglophone elderly experience in accessing health care services in a Francophone area, it is important to look beyond availability of healthcare services near their homes. This study explored factors such as language competence, preference, motivation, reaching and waiting times, as contributors to elderly people's choice.
A questionnaire designed for this study was administered to 199 males and females, aged 55 years and older, recruited from the only Anglophone Seniors' Centre in East-End Montreal. It was found that elderly people with limited French proficiency were more likely to travel out of their area for healthcare services, resulting in significantly longer average travel and waiting times. Of those who would have liked an interpreter, very few were actually able to get one. The most frequently expressed need was for more English or bilingual workers and services.
To improve access and enhance elderly people's quality of life, training and intervention programs need to be developed in collaboration with the government.

Abstract (sommario):
The present paper deals with the importance of communication and translation as a means of communication between cultures. It also highlights the intra and extra linguistic factors that are significant for translator works and thus, effective communication. In this respect the paper is an attempt to represent the equivalents of Georgian polysemic words within the frame of paradigms and syntactical functions on the basis of two English versions of Georgian hagiographic text, of the V century AD, The Martyrdom of the Blessed Queen Shushanik by Iakob Tsurtaveli. The Paper deals with the problem of reference between the notions and subjects, the process of decoding and the reasons for possible simultaneous misconceptions or misunderstanding. It also outlines the formation of a concept word through the linguistic-stylistic studies of the information by both translators which in turn provides the correct perception of the hagiographic text for the English speaking reader. The research is base don comparative and component analysis.

Abstract (sommario):
Aim/Purpose: The aim of this paper is analysis of applicants for study at the University of Economics, Prague (UEP) that are coming from foreign countries. The second aim is to learn the graduation rate of foreign students. Background: Knowledge about applicants results are important for changing entrance exams according to the changing situation in high school education systems and according to the changing requirements coming from teachers at UEP. The background question is, if the both components of entrance exams should have the same significance. Methodology: Entrance exams results were analysed for 2009-2016 period. We used standard statistics methods supported by the IBM SPSS tool and Microsoft Excel. All data were processed by way of Microsoft SQL Server. We analyzed the faculties that require Mathematics and English entrance exams. We are comparing mainly results of applicants from Russia and Vietnam. For graduation rate estimations the logit model approach has been applied. The data for our analysis came from UEP information systems and hard-copy applications and were then set anonymous. Contribution: Detailed analysis of situation at the UEP and guideline on how to process similar research at another universities. Paper offers comparison of Russian education system results in Mathematics and English with the education system of Vietnam. Further contribution is for Vietnamese potential applicants for study in the Czech Republic. Findings: Based on our analysis, we concluded that total number of applicants for studies was 109,996 students at the UEP during the analyzed period and applicants from Vietnam 1,686 and from Russia 7,227. For studies were accepted 717 applicants from Vietnam (42.5%) and 1,986 applicants from Russia (27.5%). We were also able to prove a slightly positive correlation between the number of points obtained for the English entrance exam and the mathematics entrance exam. However, this correlation goes slightly downhill over time. Further findings are from logit model of correlation between number of obtained points and successfully studies completion. The border for effective acceptance of students from this data set is approximately 170 obtained points in entrance exam. Recommendations for Practitioners : This analysis offers results of entrance exams on UEP from English and Mathematics. Recommendation could be held in comparison of education systems efficiency in Russia and Vietnam in these two areas with reflection requirements on students of economy at University of Economics, Prague. Recommendation for Researchers: The way of analysis, number of analyzed sample, final data and conclusions from this research. Using logit model for study success rate modeling. Offer for cooperation in analysis of entrance exams data queues. Impact on Society: Comparison of entrance exams results on University of Economics, Prague between Russian and Vietnamese applicants for study in the area of economics. Comparison of education systems effectiveness in Vietnam and in Russia in relation to economics studies in EU country. Future Research: Process this analysis in longer period and extend for another countries and nationalities. Next step planned for this is year is analysis of relation among results of Mock Entrance Exams – Entrance Exams – Study Results. This is long-term plan. In next 5 years, we should be able to answer question if there is some probability, that students failed during standard entrance exams when these students pass mock exams for example because he was in stress?

В XVIII веке Англия становится одной из самых читающих стран в Европе, количество публикаций растет, как в Лондоне, так и в провинции. Развитие книжной торговли было связано с повышением грамотности населения, что стимулировало рост спроса на печатную продукцию. Периодические издания активно развивались, появлялись новые их виды и жанры (обзоры, еже-дневные издания). Повышению спроса также способствовало развитие рекламы и обострение по-литической борьбы в стране. Отмена предварительной цензуры 1695 г. и Статут королевы Анны 1710 г. сыграли важную роль в формировании английской книжной культуры XVIII века, послед-ний заложил основу авторского права в Англии. В статье исследуется организация книжного рын-ка в Англии XVIII века, анализируется развитие авторского права, особенности книгоиздания, проблема пиратства или нарушения авторских прав, создание системы библиотек. In the XVIIIth century England becomes one of the most reading countries in Europe, the number of publications is growing, both in London and in the provinces. The development of the book trade was due to an increase in literacy of the population, which stimulated an increase in demand for printed products. Periodicals are actively developing, new types of printed publications and new genres (reviews, daily editions) appear. The rise in demand also contributed to the development of advertising and intensification of political strife in the country. The abolition of preliminary censorship in 1695 and the Statute of Queen Anne of 1710 were significant for the formation of English book culture in the XVIIIth century, the latter laid the foundation for copyright in England. The article examines the organization of the book market in England in the XVIIIth century, analyzes the development of copyright, features of book publishing, the problem of piracy or copyright infringement, the creation of a system of libraries.

Abstract (sommario):
With the gradual adaptation of HUD (Head-Up-Display) in civil transportation, it was normal for civil pilots or even drivers to use it. Howev-er, any failure warning of airplane HUD was so fatal that required pilot to search for it immediately and make correct response to recover. As the pri-mary indicator of HUD warning, failure flag was well-designed especially in visual coding, which directly affected pilot’s recognition and acquisition of warning information. This research developed ergonomics experiment of HUD simulation interface and designed character size of failure flag as ex-periment variable. The participants were required to perform signal detection task and response to signal (warning occurred) or noise (no warning) accord-ingly. Therefore, both sensitivity and response bias were measured to analyze visual characteristics of failure flag and its influence on HUD warning.The mechanical failures of airplane were mainly caused by unreasonable mecha-nism structures or improper system operations, which was excluded from conse-quence of any manually operation or other outside factors . And the failure flag was shown on HUD when the sensor status was unavailable and the same parameter from different sources did not match . The representative mechanical failure flags were included with indicated airspeed warning, barometrical altitude warning, head-ing warning and ground proximity warning. Moreover, HUD failure warning could be displayed in various channels of visual, auditory and tactile manners, and the first two were most widely used channels . The visual channel of HUD failure warning was normally designed in visual coding technology, which was involved with size, position, salient of blink or textbox frame. And the auditory channel focused on volume and tone of warning voice. Specifically, the minimum character size of failure flag was 1/200 of the visual field distance, i.e., at least 0.18-inch character was required to be shown on HUD at distance of 36-inch away. In addition, the aspect ratio for English letter was required as 3:5 , and its typeface was selected as Arial . To analyze the effect of visual coding on failure flag on HUD, this research firstly developed HUD interface simu-lation, and then carried out ergonomics experiment to validate the influence of char-acter size.3.2Experiment InterfaceAs shown in Fig.3, the experiment interface was displayed on 17-inch computer screen with visual distance of 60cm. The screen resolution was 1440×900 and aver-age luminance was 120cd/m2. The participants were required to interact with exper-iment computer through normal mouse and keyboard. The HUD interface was simu-lated on GL Studio platform, and the experiment was realized using C++ and net communication technology on Visual Studio 2012. Each interaction with experiment computer was recorded and output when the experiment task was completed.3.4Experimental TaskThe participants were required to perform signal detection task during the experi-ment block, followed by the order of Latin Square fashion. And each block lasted for ten minutes with interval of five minutes. Moreover, the failure flag was designed to occur at possibility of 75%, with noise-signal ratio as 1:3. To response each failure flag, they need to press corresponding button of W/A/S/D/E on keyboard according to the specific warning. And SPACE button was expected to be pressed when no warning was shown.ResultsBoth statistics analysis and signal detection method were used to process the exper-iment results. First, descriptive statistics was used to illustrate central tendency and dispersion degree of detection performance. Then, repeated measured ANOVA was used to examine the effect of character size. In addition, sensitivity d’ and response bias were processed to evaluate the influence of failure warning based on signal detection theory.

Abstract (sommario):
This contribution offers a list of queer picturebooks considered potentially suitable for primary ELT (English Language Teaching). The list emerged from six qualitative interviews with primary school teachers conducted in the context of a small-scale research project. During the interviews, the teachers provided insights into their practices and perspectives on the usage of queer picturebooks in the German primary EFL (English as a Foreign Language) classroom.
