Abstract (sommario):

Abstract (sommario):
I never watched the video. The descriptions themselves have always felt like enough. Traumatizing enough. Invasive enough. George Floyd, father of two, laying on the ground, as an unfazed officer kneeled on his neck for at least eight minutes and forty-six seconds. He pleaded for his life and cried out to his deceased mother until he met his inevitable death. His name should be said for the record before saying almost anything else. The recording of the chilling final minutes of his life is, in all probability, one of the impetuses for this multi-journal Reckoning and Reform Symposium.

Abstract (sommario):
Introduction: With the increase in life expectancy in Brazil (with an older population), the number of accidents, chronic and degenerative diseases, required the current health system to develop and offer assistance focused on holistic care. Responsible discharge is a process in which users leave a point in the health care network, in this case the hospital, and are received in primary care. Objective: Conceptualize highly qualified. Methodology: An integrative research methodology was used, in which articles were searched in online databases, in order to demonstrate the impact on care and knowledge on the topic addressed. Results: The high level of communication between the multiprofessional team and between the intra- and extra-hospital environment are the biggest obstacles to the realization of qualified discharge.

Abstract (sommario):
The Children's Services Regulation 2004 (NSW) makes it possible for children aged between birth and two years to be without a university qualified teacher in a centre-based long day care service. However, research demonstrates important links between caregivers' formal training and the quality of early childhood education. This case study, about a rural children‟s service which successfully employs a university qualified teacher in the infant-toddler room, highlights the role of strong pedagogical beliefs, sound management strategies and a commitment to rural community capacity building as important organisational contributions to the employment of a teacher. The research has implications for leadership in the provision of high quality infant-toddler education.

Abstract (sommario):
Given its tax-preferential treatment, careful study is warranted to determine whether life insurance can play an important role in an overall retirement portfolio. This study develops hypothetical scenarios for different types of individuals with varying ages and distribution periods, while using a historical outlook to determine the proper structure of a variable universal life insurance policy. We compare a variable universal life policy to different investment vehicles (both in qualified and non-qualified accounts) on an after-tax basis to better understand the potential tradeoff for tax-deferral and insurance fees within life insurance.

Abstract (sommario):
Background: Despite the increased presence of clinical psychologists in paediatric services, including palliative care teams, there has been little research into their experience of working with children with life-limiting conditions. Existing studies have tended to focus mainly on the experience of medical professionals working in this area. Such studies have found that working with life-limiting conditions and child death has a significant impact on medical professionals, causing stress, burnout and feelings of professional failure. As clinical psychologists have a role in supporting the emotional needs of children, families and staff teams, it is important to explore their experiences, the impact that such work has on them, and any potential personal and professional implications. Aims: After identifying the above gap in the research, this study aimed to explore clinical psychologists‟ experiences of working with children with life-limiting conditions. Method: Semi-structured interviews were conducted with seven qualified clinical psychologists who were working in hospital settings with children with life-limiting conditions. The transcripts of the interviews were then analysed using Interpretative Phenomenological Analysis (IPA). Results: Three superordinate themes emerged from the analysis: „The meeting of two worlds: When psychology and medicine converge‟, „Nobody is immune: Facing the challenges of working of life-limiting conditions‟ and „Balancing the rough with the smooth: Finding a way to manage‟. Implications & conclusion: Participants experienced challenges in having to adapt to a medical world and in facing emotional impacts however, they also reported positive experiences from their work. The study raised many implications for clinical practice including the need to potentially help psychologists to prepare for the possible changes required when practicing in a hospital setting. This could perhaps be incorporated more into clinical training or be provided as in-house training when starting in the post.

Abstract (sommario):
Although there is extensive literature regarding out-of-hospital use of capnography, the willingness and knowledge of South African paramedics where capnography is available for routine use is poorly understood. From informal reviews, it would appear that even when capnography is available the practitioners decided to not use the tool. Aim: To determine the knowledge of prehospital providers with respect to the use of capnography to guide decision making in the treatment of patients. Methods: A cross-sectional research-generated survey of 80 out-of-hospital advanced life support paramedic providers in South Africa working in the private industry where capnography is available. Participants will be recruited with the assistance of the company's research committee using an email platform, and consent process. The questionnaire will establish the knowledge, ability and willingness of advanced life support paramedics to identify and use capnography as part of their clinical decision making process. Descriptive statistics will be used to interpret and report the data. The study should be concluded within 6 months of receiving ethical approval from Human Research Ethics Committee of the University of Cape Town. Discussion: The findings of the study will describe a cohort of out-of-hospital practitioners' knowledge and willingness to use capnography in an environment where it is routinely available. Recommendations will be made regarding the need for further policy development and change management for the implementation of best practice.

Abstract (sommario):
Exploring the issues faced by asocial work professional confronted with the paradoxes of the fight against exclusion, the starting point for this research is the invisibilization of the popular economy of waste recovery and resale, known as biffe, in the Ile-de-France region. However, it has made visible a network that is expanding internationally. The experiences of the biffins were put into dialogue with those of the National Movement of Recyclers of Recyclable Materials in Brazil and the Landless Rural Workers Movement in Brazil. The individual and collective strategies at play in these spaces of production and reproduction of life, at a distance from institutionalised social work, are analysed using a multi-referential theoretical framework combining institutional analysis, epistemologies of the South and social geography. A co-supervision with a Brazilian university has helped to rebalance one of the characteristics of this project, which is that it is situated on a historical line of exclusion between two continents. The denaturalisation of the gaze thus produced was reinforced by the place given to the actors in an inductive and collaborative methodology for an analysis that gives a significant place to their points of view, giving a glimpse of part of what is constructed and experienced in these collectives. The trip played a key role in shifting the focus to a different frame of reference, away from the paradigm of exclusion that dominates in France. I discovered the Brazilian paradigm of oppression in the roots of the two Brazilian social movements involved, through the influence of liberation theology and Paulo Freire's pedagogy of the oppressed. The political dimension of the collectives' activities directly challenges the established social work in France. Thinking of the fight against exclusion as a paradigm has helped to show its tendency to assign its recipients to an underprivileged social position in a circularity of social work practices that reinforce what they are supposed to be fighting against. Resistance from those involved has shown that this paradigm is not universal. It not only produces isolated individuals who are losing their bearings, but also groups rebuilding their identities.Surprisingly, the "life analyser" reveals two seemingly antagonistic organisations. In institutions dominated by the paradigm of exclusion, life seems to have already been written by projects and mechanisms, whereas in movements based on the paradigm of oppression, it seems to be written collectively

Abstract (sommario):
Resultat I analysen framkom sju kategorier.
Aim: To describe the new graduated registered general nurses' experiences of caring for patients in the end of life. Method: The author conducted a qualitative interview with descriptive design. The study group was selected by convenience sample and consisted of seven general nurses who had worked maximum two years as a nurse. The collected material was analyzed from a qualitative content analysis. Results: The analysis revealed seven categories. The nurses that were interviewed described a job satisfaction that could partly be because they were developed in the work they do, but it could also be because they got appreciation from patients and relatives. Despite the job satisfaction that the nurses described, they could also get a sense of inadequacy, which could be a consequence of lack of time and personnel. They also explained that they sometimes become sad and would think a lot after a patient died. The nurses also described a joy in their job, this could be if they saw that the patients were feeling well despite their illness. With experience the nurses felt more confidence in their job. The nurses also explained that they thought it was both difficult and liberating when death occurred. Near and nice but stressful relationship is how the nurses described the relationship with the patient and relatives.  Conclusion: Relatives have a big part in caring for patients in end of life, and this affects the way nurses think and feel about the situation. In meeting with patients and their families, feeling safe in the situation because of earlier experience, can make it easier.

The urban planning tool Parque Linear has been identified in Brazil as a sustainable measure of use and occupation of urban areas of valley bottom in the environmental, social, economic and cultural spheres. This work proposes to carry out an analysis of how the process of urban requalification took place in the municipality of Amparo, in the State of S?o Paulo, having as object of study the Linear Park ?guas do Camandocaia. It is intended to raise the trajectory, the scope and limits of the urban interventions implemented along the Camandocaia River. In its first part, it proposes to present, through periodization - via bibliographical research and analysis of historical documents - the historical process of urban evolution and its influence on issues related to the theme. In the second part, it points out interferences as the basis of the transformations in the new urban design from legal and political dimensions. In the third part, the presentation of the object itself in the technical aspects of the urban and architectural projects, the financial resources raised until the bidding processes, the execution of the works along the river. The fourth part deals with the concepts related to the production of public spaces and the sphere of public life as fundamental supports for the improvement of the quality of urban life. In the fifth and last part, in the correlation of the quality attributes of several authors for the analysis of the spatial quality of the Linear Park.

This work discusses the Professional qualification mechanisms accessed by social workers, and their relationships and implications with the CFESS/CRESS group?s Permanent Educational Policy, with the main general objective of analyzing the socioeconomic and ethical-political determinants present in the search of the social workers of the Rio Grande do Norte State (RN State) for professional qualification. In the purpose, a documentary research was carried out in the Regional Council of Social Work (CRESS / RN - 14th Region) between the years of 2013 and 2015, based on the inspection records, through which we delimit our sample for field research, carried out with nine social workers through an interview guided by a semi-structured script, associated to the bibliographical survey, essential for the construction and analysis of our object. Throughout the work, we considered the changes that have been occurring in the social, politic and economic plans, engendered by the capital and the labor market, being orchestrated by neoliberalism since 1990 whose repercussions affect the working class and the social workers, objectively and subjectively. These transformations reflect on the professional formation, which turns to attend the interests of this market, forging a certain professional profile that is opposed to that proposed by the ethical-political project. Consequently, the defense and direction given by the Permanent Education Policy of the CFESS / CRESS group to the process of permanent education of social workers finds a strong limit, especially in the real possibilities of Permanent Education to contribute to the process of political organization of the category. Then, we seek to reflect on the reality found in the daily life of the social workers of the RN State about their formative processes beyond graduation, as well as on the impacts of their searches for qualification in their professional exercises, based on the analyzes based on the Marxist tradition. We observe that the supervised internship has enabled the social workers to access (re)readings, debates and (re)constructions of knowledge that, although presented with many limitations, can be oxygenated in the direction of the permanent education perspective that we defend as category. We have also seen that the difficulties in the process of permanent education of the social workers of the RN State express a set of macrossocietary determinations objectively and subjectively in the search and access of these professionals for the intellectual improvement. We emphasize that only with a perspective of education beyond capital can we construct a process of permanent education that exceeds the determinations imposed by the labor market, with many limitations imposed by the sociability of capital and the conditions and labor relations of social workers , Which imposes on us the need to resist and fight through the strategies built collectively, of which the Permanent Education Policy of the CFESS / CRESS group forms part.

This thesis has the aim to comprehend the development of the superior graduation in life service and daily scholar of the history teachers in-land of Sergipe. The History Course graduation was realized through the second part of (Projeto de Qualifica??o Docente-PQD), the so-called, Teaching Qualification Project of the Federal University of Sergipe, first settled in 1998. Eight teachers were chosen for this research with more than (15) fifteen years of teaching in the Fundamental and Medium levels at public schools of our state (Sergipe). This empiric research priviledged oral testimony from them, which (ones) reveled about the memory tragetory of life. Since childhood until the History Course graduation, besides the evidence as Principal of schools as well as the following classes. All of them were interviewed from in-land and they are from very poor families with lack of social economical conditions. Those evidencies point out economic limitations in their different towns, that contributed to the continuous obstacle in the following studies, moreover in the common market. Therefore they still teach in order to believe in who?s at the botton of this business. Their testimony about this history graduation through PQD , gave them new Professional horizons, modifying their pedagogic practice, choosing what is worth into the social space beyond life expectancy. Through the analyses from all the documents and evidence in loco, it was evident that this graduation is not sufficient to change all the acting of teaching. Consequently, the lack of scholar situation still happens because this qualification doesn?t consider the knowledge of the teachers into their contexts. This research could also observe that besides the changing purposes in the suggested common-job by the globalization, the public politics education, is still underdeveloped in-land of Sergipe. According to the educational laws which obliges all tearches should be graduated, it could be observed that nothing changed into their acting. The old curricula don?t give them new possibility in their acting. At last their salaries, poor conditions in their common-job as well as the difficult ways to get to their pos graduation course still contributes to the underdeveloped acting before they?d graduated from the period before of their graduation

Abstract (sommario):
There have been many challenges with respect to long term operation of flexible pipes, in many cases with the need to replace or repair them before the end of the initial design life. The number of identified failure mechanisms and observed failure events is also increasing. In the present paper, some typical issues that arise during the process of integrity assessment and qualification for lifetime extension are outlined. More detailed considerations are illustrated in relation to a particular case study. This involves elaboration of the different steps which are required in order to be able to extend the lifetime of a flexible riser for the case of corrosive annulus environments. The particular case of an outer sheath damage is applied for the purpose of illustration.

Abstract (sommario):
Private life it is essential is a right, along with other rights, shapes the human being, giving it value and identity. In this consensus, the legislator through the Romanian civil code sought to impose a series of deeds aimed at infringing on private life. Thus, the listed facts can be considered as violations of private life only subject to the presented of Civil Code (Romanian Civil Code, 2009). This means that the facts indicated in art. 74 of Civil Code they cannot be qualified under any circumstances as violations of private life, but only if they are not among the violations allowed by the international conventions and pacts ratified by Romania. More specifically, those acts do not attract civil liability (payment of compensation, etc.) if they have infringed the particular life allowed under the Convention and the jurisprudence of the ECHR. The private life must be protected and guaranteed by establishing and identifying actions that are prejudicial. The article is a study that in of regulations standards demonstrate violations of the right to life. Comparative development of ECHR case law pointed out that although there is a solid legislative framework, the right to life can be violated.

Abstract (sommario):
This paper presents an application of the Modulated Point Process (MPPP) to the service water pumps of a typical pressurized water reactor, as a model for the rate of occurrence of failures (ROCOF) of a repairable system, in order to decide for an extension of the qualified life in the context of a nuclear power plant license renewal. The analysis was carried considering some field data spanning a 2,300 calendar day period, which is approximately equivalent to four burn-up cycles and refueling periods. The reliability is estimated, and maintenance strategies are discussed. As a conclusion, the MPPP is adequate for modeling the rate of occurrence of failures that are time dependent, and can be used where aging mechanisms are present in the operation of repairable systems. This means that equipment characteristics that are important may be inserted into the model and the results can help make decisions in the context of maintenance programs, as is the case with the maintenance rule concept that has been proposed by the Nuclear Regulatory Commission and is about to be implemented in nuclear power plants in Brazil, for instance. Trade-offs on the difficulty with data acquisition for applying point processes are discussed.

Abstract (sommario):
The contribution of highly qualified employees, not only for multinational companies, is unquestionable. Their eventual departure often has negative economic consequences, and their replacement is usually difficult and expensive. Therefore, it is important to pay increased attention to their stabilization. This article aims to find out which of the work-life balance area benefits are more important for the stabilization of IT employees in an international automotive company (n=154). With the use of the Friedman test, it was found out that the most important benefit is flexible working hours. Based on the Kruskal-Wallis test, the evaluation of the importance of individual benefits was further verified according to basic socio-economic factors (age, gender, length of employment). The right setting of benefits will give a competitive advantage in the search for new talent and at the same time serve as an effective tool against brain drain.

Abstract (sommario):
Abstract Nuclear power plant cables were originally qualified for 40 year life and generally have not required specific test verification to assure service availability through the initial plant qualification period. However, license renewals to 60 and 80 years of operation require a cable aging management program that depends on some form of test and verification to assure fitness for service. Environmental stress (temperature, radiation, chemicals, water, and mechanical) varies dramatically within a nuclear power plant and, in some cases, cables have degraded and required repair or replacement before their qualified end-of-life period. In other cases, cable conditions have been mild and dependable cable performance confirmed to extend well beyond the initial qualified life. Most offline performance-based testing requires cables to be decoupled and de-energized for specially trained technicians to perform testing. These offline tests constitute an expensive operational burden that limits the economic viability of nuclear power plants. Although initial investment may be higher, new online test practices are emerging as options or complements to offline testing that avoid or minimize the regularly scheduled offline test burden. These online methods include electrical and fiber-optic partial discharge measurement, spread spectrum time or frequency domain reflectometry, distributed temperature profile measurements, and local interdigital capacitance measurement of insulation characteristics. Introduction of these methods must be supported by research to confirm efficacy plus either publicly financed or market driven investment to support the start-up expense of cost-effective instrumentation to monitor cable condition and assure reliable operation. This work summarizes various online cable assessment technologies plus introduces a new cable motor test bed to assess some of these technologies in a controlled test environment.

Abstract (sommario):
Abstract In Section III, Division 5 of the American Society of Mechanical Engineers Boiler and Pressure Vessel Code, Alloy 800H is qualified for elevated-temperature nuclear construction for temperatures up to 760°C (1400°F) and a maximum service life of 300,000 hours. There are two permissible filler metals for Alloy 800H weldments specified in Division 5: ENiCrFe-2 (Alloy A) and ERNiCr-3 (Alloy 82). Low creep-rupture strengths of these weldments at the upper limits of the qualified temperatures and service lives may restrict the design envelope for elevated-temperature nuclear construction with Alloy 800H. As a result, an alternative filler metal is desired to improve the creep-rupture strengths of Alloy 800H weldments for the qualified temperatures and service lives. This work investigates an overmatched filler metal. Specifically, a weldment with Alloy 800H base metal and Alloy 617 filler metal fabricated by semiautomated gas tungsten arc welding is investigated. A scoping creep-rupture test program was conducted of cross-weld specimens at temperatures ranging from 750 to 1000°C (1292 to 1832°F). Preliminary results on the creep-rupture strengths of the Alloy 800H weldment with an Alloy 617 filler metal do not show significant improvement compared to the filler metals currently qualified in Division 5 for Alloy 800H weldments. Consequently, work is in progress to investigate a matching filler metal.

Abstract (sommario):
The rapid technological progress in artificial intelligence (AI) has placed universities in a field of tension in which regulation and the urgently needed teaching of AI skills must be balanced. The discussion often neglects the unique position that universities can offer as a protected space for testing, making mistakes, and learning. After all, one of the fundamental tasks of a university is to prepare students for highly qualified jobs in life after gradua-tion, and AI has already become an integral part of this.

Abstract (sommario):
European societies need to increase the participation in work over the life course to support the provision of qualified labour and to meet the challenges for social security systems under the condition of their ageing populations. One of the key ambitions is to extend people’s working lives and to postpone labour market exit and retirement where possible. This requires informed policies, and the research programme EIWO – ‘Exclusion and Inequality in Late Working Life: Evidence for Policy Innovation towards Inclusive Extended Work and Sustainable Working Conditions in Sweden and Europe’ – aims to push the boundaries of knowledge about late working life and the potential of its inclusive and equal prolongation via a theoretically driven, gender-sensitive combination of multi-level perspectives. EIWO takes a life course approach on exclusion and inequality by security of tenure, quality of work, workplaces, and their consequences. It identifies life course policies, promoting lifelong learning processes and flexible adaptation to prolong working lives and to avoid increased exclusion and inequality. Moreover, it provides evidence for policies to ensure both individual, company and societal benefits from longer lives. To do so, EIWO orientates its analyses systematically to the macro-political contexts at the European Union level and to the policy goals expressed in the respective official statements, reports and plans. This report systematizes this ambitious approach. Relevant documents such as reports, green books and other publications of the European Commission (EC), the European Parliament (EP), the Organisation for Economic Co-operation and Development (OECD), as well as those of social partners and research institutions, have been systematically scanned and evaluated. In addition, relevant decisions of European summits have been considered. The selection of documents claims completeness regarding relevant and generally available publication, while relevance is defined from the point of view of EIWO’s interests. It is the aim of this report to provide a sound knowledge base for EIWO’s analyses and impact strategies and to contribute to the emerging research on the connection between population ageing and the European policies towards productivity, inclusiveness, equity, resilience and sustainability. This report aims to answer the following questions: How are EIWO’s conceptual classification and programme objectives reflected in the European Union’s policy programming? How can EIWO’s analyses and impact benefit from a reference to current EU policy considerations, and how does this focus support the outline of policy options and the formulating of possible proposals to Swedish and European stakeholders? The present report was written during early 2022; analyses were finalized in February 2022 and represent the status until this date.

Abstract (sommario):
Innovative technologies have an impact on the countries socio- economic development, the structure of labor market and educational services transformation. Rapid IT industry development constantly requires qualified programmers capable of professional self-improvement throughout life, the driving force of which is the individual motivation which activates the individual self-development process, optimizes thinking and develops special professional qualities, moral and ethical values. The main article purpose is to analyze the state of the form of motivational readiness for future programmer’s professional self-improvement, to identify problems of its formation in colleges and to determine the ways of its increase as one of the main factors of quality improvement. To achieve it, a complex of theoretical and empirical methods was used, with help of which a number of problems were revealed which slow down the process of improving the quality of future programmers professional training. To eliminate them, a system of phased motivation for future specialists professional self-improvement has been developed on the basis of general secondary education, which can be integrated into the teaching of both general education and professionally-oriented disciplines; ways of improving the quality of the educational process through the creation of a cloud of oriented environment, the introduction of innovative teaching technologies, special training of teachers in the system of professional development.

Abstract (sommario):
As K12 computer science education is expanding nationwide, school districts are challenged to find qualified computer science teachers. It will take many years for schools of education to produce a sufficient number of certified computer science teachers to meet the demand. In the interim courses like Exploring Computer Science (ECS) can fill the gap. ECS is designed to provide a robust introduction to computer science and the accompanying professional development is structured such that a college level understanding of computer science is not required. This brief summarizes research with 20,000 Chicago Public Schools high school students and their teachers to test the claim that the ECS professional development can provide an adequate preparation for teaching ECS. The results provide strong evidence that full completion of the ECS professional development program by teachers from any discipline leads to much higher student outcomes, independent of whether a teacher is certified in computer science.

Abstract (sommario):
Veterans often struggle to access affordable, high-quality dental care. Only 15% of veterans are eligible for dental care through the Veterans Affairs health care system. With the 2018 MISSION Act, Veterans Affairs (VA) expanded access to care for veterans through the Community Care Network (CCN). The CCN comprises six regional networks that serve as the contract vehicle for the VA to finance care for veterans from community providers like federally qualified health centers (FQHCs). This compendium was developed by the American Institute of Dental Public Health (AIDPH) in collaboration with NATIONAL NETWORK FOR ORAL HEALTH ACCESS (NNOHA) to identify frameworks for emerging, promising, and best practices in veteran oral health by highlighting innovative care delivery programs across the U.S. AIDPH and NNOHA solicited information from veteran-centric oral health programs that provided clinical dental care to veterans. An expert panel reviewed, scored, and categorized each program submission as an emerging, promising, or best practice model within three categories: patient recruitment, clinical care delivery, and community engagement. The final 14 submissions are included in this compendium to be reviewed, replicated, and implemented for veteran oral health care.

Abstract (sommario):
The Sustainable Development Goal 6 targets are all dependent on capacity development as outlined in SDG 6a “Expand international cooperation and capacity-building support to developing countries in water- and sanitation related activities and programmes “. Massive Open On-line Courses (MOOCs) and distance learning in general have a significant role to play in this expansion. This report examines the role that MOOCs and similar courses could play in capacity development in the water sector. The appearance of MOOCs in 2010/11 led within 4 years to a huge increase in this type of course and in student enrollment. Some problems with student dropout rates, over-estimating the transformational and disruptive nature of MOOCs and uncertain business models remain, but less “massive” MOOCs with more engaged students are overcoming these problems. There are many existing distance learning courses and programmes in the water sector designed to train and/ or educate professionals, operators, graduate and undergraduate students and, to a lesser extent, members of communities dealing with water issues. There are few existing true MOOCs in the water sector. MOOCs could supply significant numbers of qualified practitioners for the water sector. A suite of programmes on water-related topics would allow anyone to try the courses and determine whether they were appropriate and useful. If they were, the students could officially enroll in the course or programme to gain a meaningful qualification or simply to upgrade their qualifications. To make MOOCs more relevant to education and training in the water sector an analysis of the requirements in the sector and the potential demand for such courses is required. Cooperation between institutions preparing MOOCs would be desirable given the substantial time and funding required to produce excellent quality courses. One attractive model for cooperation would be to produce modules on all aspects of water and sanitation dealing with technical, scientific, social, legal and management topics. These should be produced by recognized experts in each field and should be “stand-alone” or complete in themselves. If all modules were made freely available, users or mentors could assemble different MOOCs by linking relevant modules. Then extracts, simplified or less technical versions of the modules could then be used to produce presentations to encourage public participation and for other training purposes. Adaptive learning, where course materials are more tailored to individual students based on their test results and reactions to the material, can be an integral part of MOOCs. MOOCs efficiently provide access to quality courses at low or no cost to students around the world, they enable students to try courses at their convenience, they can be tailored to both professional and technical aspects, and they are very suitable to provide adaptive learning courses. Cooperation between institutions would provide many course modules for the water sector that collectively could provide excellent programmes to address the challenges of capacity development for SDG 6 and other issues within the water sector.

Abstract (sommario):
This baseline study focuses on analyzing policies and practices related to open and distance learning (ODL) and technology-enabled learning (TEL) in teacher education in Rwanda. The research, adopting a descriptive survey design, examines the status of ODL and TEL for teacher training, identifies challenges in policy practices, and proposes mitigating strategies. The findings underscore the Rwandan government's commitment to enhancing the teaching profession, with a significant increase in teaching staff across all educational levels. However, despite improvements, pupil-to-teacher ratios remain higher than Sub-Saharan Africa averages, signaling the need for increased efforts to train more teachers. The study highlights the historical emphasis on leveraging ODL and TEL in education, particularly after the 1994 genocide. Various ICT-related policies advocate for integrating technology into teacher training, but several key policies and strategies remain in draft form, indicating a gap in formal approval. Regarding ICT penetration in schools, the government has adopted smart classrooms and increased connectivity, yet challenges like maintenance and server capacity affect learning platforms' reliability. The University of Rwanda's College of Education offers blended learning, but the roadmap for ODL is unclear. The study recommends leveraging ODL/TEL as a cost-effective pathway to address the shortage of qualified teachers. It emphasises the importance of clear strategies, guidelines, and the use of MOOCs and OER for flexible continuing professional development and academic teacher education programmes. The Ministry of Education is encouraged to establish an open access repository for OER and formulate a comprehensive strategy for harnessing ODL/TEL for teacher education and professional development.

Abstract (sommario):
There is a periodic requirement for immediate weld repairs during all pipe-laying operations. This need arises due to the occasional occurrence of girth weld flaws, which exceed specified defect tolerance levels. These defects are most commonly discovered by on-site radiographic inspection techniques and may be voids, inclusions and geometric irregularities. Repair welding may be required only over a limited portion of the pipe circumference and access for carrying out the repair may be restricted. Due to the range of types of repairs carried out and the limited time scales available, it is common for the weld repair procedures to be less well documented than the girth weld procedures. In particular, the welding procedure may not have been qualified with the same thoroughness and attention to detail as was the girth welding procedure.Weldments typically contain high residual stresses. The primary source of these residual stresses is the differential contraction, which occurs as a weldment cools. This contraction is restrained by the surrounding cooler material resulting in the weld metal being placed in tension with balancing areas of compression in the surrounding material. The input of additional thermal energy due to a repair in a highly restrained region may create a new residual stress pattern around the repair. Mechanical properties, especially toughness, may be adversely affected in the region near the repair. This program assessed the effects of SMAW repair welding on changes in surface residual stress distribution; fracture toughness and hardness around girth weld joints in line pipe. The following types of repair welds were studied: a part wall repair, a multiple part wall repair and full wall repair. The results were compared with a non-repaired weld sample. It was found that for the weld samples studied in this program, the full wall repair produced the most severe residual stress distribution followed by the multiple and single part wall repairs. The single repair only slightly increased the residual stress distribution when compared to the as-welded condition. Dramatic reductions in toughness were found in the multiple and full wall repairs due to coarse-grained regions produced during the repair operations. The single part wall repair exhibited an increase in toughness as a result of the addition of a cosmetic capping pass that resulted in greater grain refinement. This suggests that repair procedures utilizing a stringer or temper bead technique may reduce the effect of weld repairs on toughness.
