Testo completoHow do international organizations produce their statistics? This thesis unveils these singular activities from the case of the United Nations Office on Drugs and Crime (UNODC). The demon-stration follows a double sociological approach (of international relations and of quantification) based on interviews conducted at headquarters (in Vienna, Austria), methodological literature (internal and published) and UN documents (normative and analytical). Quantifying internationally is a complex process organized in successive steps: agreeing a mandate, defining a method, collecting and then processing and validating the data, and finally publishing a world report. The enterprise is collective, involving the UNODC secretariat, member states and experts. However, the task is unequally distributed, the international civil servants realizes or coordinates a large part of the work; just as the interactions between actors are asymmetrical, UNODC depends on its member states in many respects and has no real power to constrain them. Bureaucratic, political, financial and even self-censorship issues affect routine statistical work. In addition, official but administrative national sources – with their documented and delicate biases to overcome – remain mostly used because of their legitimacy. The use of satellite imagery and field surveys is an exception. Developed under such conditions, UN drug and crime statistics provide a more consensual international inventory than the so-called global diagnosis

Testo completoThis research work is devoted to the study of a key British institution, its function and its organization, from the merger of the Commonwealth Office and the Foreign Office in 1968, until 1985.Of particular interest is the way the changing role of Britain in the world and international conflicts bear upon the functioning and the evolution of the FCO. The point is to assess to what extent the context influences the institution itself.British foreign policy seems to be mostly determined by the Foreign Secretary and the Prime Minister. It is therefore well worth gaging what the function of the FCO is, and its relationship with the holders of political power.The role of the FCO as one of the internal and external agents of British foreign policy is assessed here, through three cases: the internal reorganization of the service in 1968, the management of a crisis – the postponements of independence for Guiana from 1953 to 1966, and the failure of a negotiation in peacetime – the United Nations Convention on the Law of the Sea from 1973 to 1982.Beyond the internal functioning of the institution, this research work strives to offer an interpretation of the changes. The relationship between the FCO and the holders of political power, the real power and influence of the FCO are under consideration, in particular during key moments of particular significance for the institution

A pesquisa tem por objetivo compreender o entrosamento entre as agências públicas estatais ligadas ao desenvolvimento de políticas sociais e a cooperação internacional no setor, por meio de projetos desenvolvidos por agências da ONU na Bahia de 1996 a 2013. Para tanto, serão analisados quatro projetos na área social e as suas peculiaridades em termos de interação institucional, objetivos e resultados. Um projeto foi definido para cada agência, conforme se segue: Projeto "Pró-Gavião", realizado pela Companhia de Desenvolvimento e Ação Regional (CAR) em parceria com o Fundo Internacional de Desenvolvimento Agrícola (FIDA); Projeto "Promovendo Direitos de Jovens: Cultura e Saúde Sexual e Reprodutiva em Salvador", realizado pela Secretaria Municipal de Educação, Cultura, Esporte e Lazer da capital baiana junto ao Fundo de População das Nações Unidas (UNFPA); Programa "Ministério Público e os Objetivos do Milênio: Saúde e Educação de Qualidade para Todos", executado pelo Ministério Público do Estado da Bahia em conjunto com o Programa das Nações Unidas para o Desenvolvimento (PNUD); e Selo UNICEF Município Aprovado, desenvolvido pelo Fundo das Nações Unidas para a Infância com inúmeros municípios baianos. A partir de uma explanação sobre o papel da ONU no mundo, compreendido através de uma discussão sobre a reforma desta organização, buscou-se explicitar as características da cooperação internacional observáveis localmente a partir de categorias conceituais definidas pelos campos da Administração e das Relações Internacionais. Os resultados do estudo evidenciam quais desses conceitos foram comprovados ou relativizados, permitindo-se uma conclusão que desvela algumas certezas sobre as interações entre organizações internacionais e atores públicos locais. This research aims to understand the interplay between local government agencies linked to social policies development and the international cooperation in this area through projects carried out by (or in partnerships with) United Nations in Bahia from 1996 until 2013. In order to achieve this, four projects developed in the social police sector will be analyzed in it's institutional interactions peculiarities, goals and results. For each UN agency, one project was picked: "Pró-Gavião" Project, carried out by the Company for Regional Development and Action (CAR) in a partnership with the International Fund for Agricultural Development (IFAD); "Promovendo Direitos de Jovens: Cultura e Saúde Sexual e Reprodutiva em Salvador" Project, carried out by the City Department of Education, Culture, Sport and Recreation of Salvador together with the United Nations Population Fund (UNFPA); "Ministério Público e os Objetivos do Milênio: Saúde e Educação de Qualidade para Todos" Programme, implemented by the Public Ministry of the State of Bahia along with the United Nations Development Programme (UNDP); and "Selo UNICEF Município Aprovado" Initiative, developed by the United Nations Children's Fund with numerous municipalities in Bahia. From an explanation about the role of the United Nations in the international system, understood through a discussion on the reform of this organization, we attempted to explain the observable characteristics of international cooperation locally from conceptual categories defined by the fields of Administration and International Relations. The results of the study show that these concepts were proven or relativized, allowing a conclusion that reveals some certainties about the interactions between international organizations and local public actors.

Testo completoThe European Commission Directorate-General for Humanitarian Aid (ECHO) has become a unique actor in international relations. Its singularity is defined by a progressive institutionalisation and a proper functioning within the European institutions. In particular, the study of the strategy ECHO has developed to fight malnutrition in the Sahel reveals the strengths, the weaknesses, the opportunities and the constraints of the European Commission humanitarian aid system. Indeed, ECHO has succeeded in promoting a credible and recognized policy to combat malnutrition. However, the security challenge posed by malnutrition exposes the European Commission’s vulnerabilities, which are heightened in the volatile environment of the Sahel. The lack of coherence of the EuropeanUnion external actions and administration are particularly constraining. Though, the authority and maturity displayed by ECHO, specifically in the nutritional dimensions of aid, has increased its legitimacy to exist and to be a key player in the humanitarian aid system. The added value it provides is based on the expertise of its staff,but also on a unique system of partnerships with specialized operators. Twenty years after its creation, ECHO has asserted itself and has a growing influence on the international and European scene, where it contributes to the construction of the EU identity

Testo completoMore than sixty years after its adoption, the Geneva Convention counts 145 States ascontracting Parties. This universal legal instrument on refugee’s status represents the lex specialis ofinternational refugee Law. Who can be a refugee? What can be his level of protection? These questionsare particularly relevant under the influence of the increasing population flows, the multiples crises andthe fight against terrorism. The current context of the Convention’s application is different than the one ofits adoption. And due to its general provisions, this Convention needs to be interpreted in order to beapplied. However, there is no sole interpreter. The States, the United Nations High Commissioner forRefugees and the International Court of Justice are indeed the official interpreters, but not the only onesensuring this mission. Not only the French Office for the Protection of Refugees and Stateless Persons andthe National Court of Asylum play an important role in this matter, but the European Court of HumanRights and the Court of Justice of the European Union also play an expanding role. This multiplicity ofinterpreters can induce a variety of interpretations. Nevertheless, a divergent interpretation can affect thereadability and the visibility of the Convention as a refugee defining and protective legal instrument. Thepresent study constitutes an analysis of the interpreters’ contribution to the Convention’s developments. Inthis perspective, the overgrowth of European and International Human Rights Law instrument and thecomplexity of forced migration are ineluctable feature, taken into account by the interpreters, to clarify themeaning and the scope of the Convention

Testo completoOur study focuses on the work achieved by international civil servants at the Office of the Special Representative of the Secretary-General on Sexual Violence in Conflict (SRSG-SVC), regarding the situation in the Democratic Republic of the Congo (DRC) through the prism of the Weberian bureaucracy. Based on six semi-directive interviews and the analysis of United Nations public sources, this study aims to providing perspectives on the views of the Office’s officials in relation to their missions and the means at their disposal to carry them out. This academic work also focuses on the scope of the work of the RSSG-VSC Office in the DRC, from the point of view of these international officials based in headquarters. So far, no qualitative studies had been conducted on the topic of the work of these civil servants. In addition to that, the Secretary-General’s annual reports drafted by this Office do not provide an understanding of the full scope of the work done in the DRC. Thus, this research project seeks to fill this gap. The analysis of the data collected shows that the creation of the mandate would have been premeditated: indeed, despite several Security Council resolutions and call for the end to conflict-related sexual violence, these crimes continue to be perpetrated. Thus, the mandate of the Special Representative of the Secretary-General for Children and Armed Conflict would have enabled the creation of the mandate of the SRSG-SVC, through advocacy work combined with multiple calls from the international community. The mandate’s goals which are ending conflict-related sexual violence around the world by helping to free victims’ voices, ensuring their reintegration into communities, filling gaps and strengthening knowledge about these crimes are shared by all respondents. In addition, the vision of their work within the Office is unanimously shared. However, respondents’ views differ when addressing the scope of the Office’s actions. The mandate still faces many challenges to end rape in war.

Testo completoThis study propose to assess whether Canada meets the international requirements of business and human rights in relation to the supervision it has on Canadian mining companies operating abroad. In 2011, the Human rights Council adopted the Special Representative’s Guiding Principles on Business and Human Rights in order to implement the United Nations “Protect, Respect and Remedy” Framework. According to this framework, States have obligations to protect and remedy while companies only have responsibilities to respect human rights. After six years of work, the Special Representative on Business and Human rights, John Ruggie, has chosen to give in its Guiding Principles non- binding recommendations in order to help States and businesses to encounter their obligations and responsibilities towards human rights. According to the UN, this universal instrument is the most developed in the field. Thus, it is strongly recommended that companies and especially States, comply those «guiding principles» when they elaborate their respective policies on economic activity and human rights. It is therefore necessary to check first if the supervision exercised by the legislature and the government on Canadian mining companies operating abroad succeeds to comply with the "Protect" principles. On the other hand, it must be checked whether the judicial and extrajudicial remedies available in Canada meet the requirements of the «Remedy" principles. This dual analysis will led to conclude that Canada meets broadly the "Guiding Principles" but could do much more, especially in terms of access to effective remedies for foreign victims of Canadian mining companies.
