Background: Across a range of policy areas and geographies, governments and philanthropists are increasingly looking to adopt a social outcomes contracting (SOC) approach. Under this model, an agreement is made that a provider of services must achieve specific, measurable social and/or environmental outcomes and payments are only made when these outcomes have been achieved. Despite this growing interest, there is currently a paucity of evidence in relation to the tangible improvement in outcomes associated with the implementation of these approaches. Although promising, evidence suggests that there are risks (especially around managing perverse incentives).[1] The growing interest in SOC has been accompanied by research of specific programmes, policy domains or geographies, but there has not been a systematic attempt to synthetise this emerging evidence. To address this gap, this systematic review aims to surface the best evidence on when and where effects have been associated with SOC. Methods: This mixed-methods systematic review protocol has been prepared using the Preferred Reporting Items for Systematic Reviews and Meta-Analyses Protocol (PRISMA-P) guidelines (Additional File 2) (Shamseer et al., 2010). The review aims to consult policymakers throughout the evidence synthesis process, by adopting a user-involved research process. This will include the establishment and involvement of a Policy Advisory Group (PAG). The PAG will consist of a large, diverse, international group of policy makers who are or have been actively involved in funding and shaping social outcomes contracts (Additional File 3). The following electronic databases will be searched: ABI/INFORM Global, Applied Social Sciences Index & Abstracts (ASSIA), Scopus, International Bibliography of the Social Sciences (IBSS), PAIS Index, PolicyFile Index, Proquest Dissertations and Theses, ProQuest Social Science, Social Services Abstracts, Web of Science, Worldwide Political Science Abstracts and PsycINFO. We will also conduct a comprehensive search of grey literature sources. Studies will be imported into Covidence and screened (after de-duplication) independently by two reviewers, using explicit inclusion/exclusion criteria. We will conduct risk of bias and quality assessment using recommended tools and we will extract data using a pre-piloted, standardised data extraction form. If meta-synthesis cannot be conducted for the effectiveness component, we will carry out a descriptive narrative synthesis of the quantitative evidence, categorised by type of intervention, type of outcome/s, population characteristics and/or policy sector. The qualitative studies will be synthesised using thematic content analysis (Thomas and Harden 2008). If possible, we will also analyse the available economic data to understand the costs and benefits associated with SOC. Finally, we will conduct a cross-study synthesis, which will involve bringing together the findings from the effectiveness review, economic review and qualitative review. We recognise that the proposed conventional effectiveness review method may lead to inconclusive or partial findings given the complexity of the intervention, the likely degree of heterogeneity and the under-developed evidence base. We see a traditional systematic review as an important foundation to describe the evidence landscape. We will use this formal review as a starting point and then explore more contextually rooted review work in future. Discussion: We will use the systematic review findings to produce accessible and reliable empirical insights on whether, when, and where (and if possible, how) SOC approaches deliver improved impact when compared to more conventional funding arrangements. The outputs will support policymakers to make informed decisions in relation to commissioning and funding approaches. Systematic review registration: This systematic review was registered with the International Prospective Register of Systematic Reviews (PROSPERO), on 20th November 2020 and was last updated on 21 January 2021: (registration number PROSPERO CRD42020215207). [1] A perverse incentive in an outcomes-based contract is an incentive that has unintended and undesirable results. For instance, a poorly designed welfare-to-work scheme could create incentives for service providers to prioritise clients who are easier to help and to ‘park’ those who are harder to assist (NAO 2015).

The urbanization process of the majority of the Brazilian cities has occurred without appropriate planning that would consider the importance of environmental components. Nevertheless, it is widely known that the quality of urban life depends on a variety of factors, such as infrastructure, socioeconomic development and environment related aspects. With regard to these last factors, public green areas are essential for the maintenance of public welfare and, among these places, the public squares function as social interactive and leisure options for citizens. Due to their beauty, the squares contribute to urban ornamentation and usually host civic or religious events. Thereby, this study aimed to characterization the social and environmental role played by the public squares in the municipality of Crato-CE. As a methodological approach, bibliographic researches, as well as, the application of 50 questionnaires have provided the necessary information. The results suggest that there is a diversification of the squares frequenters at different times of the day, in addition to a variety of reasons that influence people to stay at or pass by these places. It was perceived that being at squares stimulates positive feelings, as the feeling of happiness described by 46% of the interviewers, freedom experienced by 30% and contact with nature by 15%. Therefore, it is undoubtedly possible to emphasize the importance of public squares for the municipality and the wellbeing of its citizens.

The purpose of the article is to show the importance of urban happiness as a right of social welfare and what are the indicators of international measures that countries must comply with. The research question is: How to achieve happier cities? To answer the question, from the inductive method, a bibliographic search will be made of the concept of urban happiness and of the most relevant health, education and governance indicators proposed since 1979 by the different countries and research centers. Similarly, a contemporary count of the countries with the best indicators of urban happiness and their reasons will be made. Finally, some exemplifying cases of countries with better inter-subjective happiness indexes will be given. The article concludes with the importance of developing countries for achieving more social economies, capable of integrating growth in production (Economic growth) with general welfare and the enjoyment of public values.

This article used theorists to reinforce data on the effectiveness of the Internal Control System as an instrument that regulates public pension expenditure for Accountabilty. This topic allows the understanding of the importance of internal control as a practice that helps in the quality and results of an organization, because Accountability represents the obligation of accountability for the performance of a work from the responsibility of a delegated authority. How much and how the Internal Control System can assist the manager in decisions? The general objective is to analyze the effectiveness of the internal control system in order to serve pension institutions more effectively. The methodology was bibliographic, exploring magazines and websites, besides the Brazilian legislation; the data collection was carried out at the Public Servants Welfare Institute of the State of Rondônia (IPERON). It was possible to conclude that it is necessary for IPERON's Internal Control Sector to develop its activities according to its mission and vision so that qualitative results have priorities.

Brazilian Federal universities were directly affected by the COVID-19 pandemic, requiring educational changes and new teaching policies. The role of universities in society go far beyond the classroom, and with the changes caused by the COVID-19 pandemic, this role has intensified with social policies and actions developed thinking about the welfare of the community in which it is inserted. The objective of this study was to carry out a survey using a systematic literature review to identify the educational scenarios of public higher education in Brazil designed by the COVID-19 pandemic. The Methodi Ordinatio was used which ranked the main studies. The search was conducted in four bibliographic databases: Science Direct, Web of Science, Scopus, and Emerald. With the application of the systematic literature review, it was possible to find out that Brazilian federal universities played a key role, with actions in the community to which they belong, namely: activities carried out to clarify the community about the SARS-CoV-2 virus, information about prophylactic care, community care services, food distribution, diagnostics, development of applications and portals, research activities carried out by teachers for the development of vaccines, production, and manufacture of materials and equipment such as alcohol gel, personal protective equipment, cleaning materials and maintenance of hospital equipment, reinforcing the important role played by universities.

The scenario of the world crisis, in Latin America and specifically in Brazil, causes social service to face a historical and structural process of social inequality, a crisis that deeply cuts across the welfare state and the ineffectiveness of public policies. The challenges faced by social work are unquestionable as the profession faces different language games in social and political contexts that diverge between human needs and ideological interests in a constant struggle for social advances and setbacks. The approach methodology is analytical and critical, part of the analysis of concepts and perspectives from theoretical frameworks on human rights, social work and language games.

This paper aims to review and examine the qualitative research literature on women in the illicit drug economy and to identify and integrate key themes using the technique of qualitative metasynthesis. A search of citation lists and online bibliographic databases identified a total of 36 studies, 15 of which met the inclusion criteria of generating findings in relation to female participation using qualitative or ethnographic research methods. Results suggest that the drug economy is a gender-stratified labor market and that while women draw on a diverse range of economic and social resources, including informal sector networks such as those involved in sex work, family, and community and welfare networks, most women in most drug markets remain confined to low-level and marginal roles.

ObjectivesTo provide a 7-year update of the most recent systematic review about the relationships between political features and population health outcomes.SettingInternationally comparative scholarly literature.Data sourcesTen scholarly bibliographic databases plus supplementary searches in bibliographies and Google Scholar were used to update a previous systematic review. The final search was conducted in November 2017.Primary and secondary outcome measuresAny population health outcome measure, apart from healthcare spending.Results73 unique publications were identified from the previous systematic review. The database searches to update the literature identified 45 356 raw records with 35 207 remaining following de-duplication. 55 publications were identified from supplementary searches. In total, 258 publications proceeded to full-text review and 176 were included in narrative synthesis. 85 studies were assessed at low risk of bias, 89 at moderate risk of bias and none at high risk of bias. Assessment could not be conducted for two studies that had only book chapters. No meta-analysis was conducted. 102 studies assessed welfare state generosity and 79 found a positive association. Of the 17 studies that assessed political tradition, 15 were found to show a positive association with the left-of-centre tradition. 44 studies assessed democracy and 34 found a positive association. 28 studies assessed globalisation and 14 found a negative association, while seven were positive and seven inconclusive.ConclusionsThis review concludes that welfare state generosity, left-of-centre democratic political tradition and democracy are generally positively associated with population health. Globalisation may be negatively associated with population health, but the results are less conclusive. It is important for the academic public health community to engage with the political evidence base in its research as well as in stakeholder engagement, in order to facilitate positive outcomes for population health.

The Italian public-owned Academic Medical Centers (AMCs) are hospitals where the activities of scientific research, teaching, and patients care are fully integrated. AMCs have an enormous impact on society and country health. Recently, policymakers and practitioners give more and more great importance to the AMCs’ scientific activity for both welfare and national competitivity. The scientific production and its impact on the research community could be obviously affected by different factors related to the structural and operational characteristics of each AMC. Healthcare institutions could be different for the typology of services that they offer, their geolocation, the presence/absence of Emergency Departments, the number of employees, and so forth. In this sense, our study aims to investigate and determine which are the possible factors impacting the research productivity of AMCs. We develop a model to assess the academic value of AMCs by taking into account these factors and how they are related to healthcare performance, measured in terms of scientific production (e.g. scientific publications) and impact on the research field (e.g. citations). To face this issue, for each of the public AMCs we collect data about research productivity from bibliographic indexing databases (e.g. Web of Science, PubMed) and we retrieve structural information mainly from their official websites. This work has been partially financed by the research project “Leading Change in Academic Medical Centers”, funded by the competitive call for projects V:ALERE 2019. The project aims to provide evidence, advice, and remarks to help the agents of the public health system to address the many challenges that they face.
