Abstract (sommario):
This dissertation presents research into the public relations field in Australia, including its background, design, results and recommendations. Research investigated areas of convergence and divergence of ideas about public relations practice between Australian practitioners and academics. The project was inspired by a significant gap in the Australia-specific public relations literature, as there is limited or no in-depth empirical investigation into notions of meaning, dimensions of practice, professionalism, organisational power, and education, in the public relations field in Australia. While research has been conducted into how those outside the profession view public relations, few have asked those within the industry (practitioners and academics) about their understanding of public relations in Australia, nor compared these findings to locate and analyse spaces of convergence and divergence of meaning. Inquiry was facilitated through the administration of two online questionnaires; one targeted to those identifying as public relations practitioners, and the other for those who identified as public relations academics. Each questionnaire comprised six sections, and sought a mixture of in-depth qualitative and quantitative data on the following areas: o Meaning, scope and agreement of the term 'public relations' o The dimensions of public relations o Perceptions of public relations practice o Perceptions of public relations scholarship o Perceptions of public relations education o Respondent demographics As non-probability sampling was applied to this study, it is not possible to report a response rate. That said, a total of 40 academic and 107 practitioner responses were received and comprise the data set. Administration of the questionnaires generated a significant amount of both qualitative and quantitative data. The results were diverse and intriguing, leading to a number of specific recommendations and suggestions for further research. For example, the study found that: o There exists a gap between respondent definitions of the term 'public relations' and respondent reports of public relations practice; o Both public relations academics and practitioners underestimate the professional practice of their practitioner colleagues; o While most practitioners see academics as adding value to the public relations field, a considerable proportion do not, yet findings indicate that academics may not be as out of touch as practitioners imagine; o Both public relations academics and practitioners conceive notions of professionalism in the same manner; and o Both groups identify writing and interpersonal skills as the most valuable skills for a public relations practitioner to possess, and both groups also prioritise knowledge of public relations specific theory and principles. Practitioners also prioritise the need for greater attention to general business practices in public relations education, while academics determine a need for greater emphasis of ethical standards and research competence. This research project closes with a number of direct recommendations and areas for further inquiry. Among these, it is suggested, for example, that academics become mindful of underestimating professional practice as doing so may perpetuate negative images of the field. Rather, academics should be encouraged to seek out opportunities for collaboration with practitioners. Dialogue between academics and practitioners can enhance accurate understanding of, not only the dimensions of practice, but also the value of academia, in the field. Via these, and the other key lessons and recommendations, the findings and results of this research project have dramatically furthered efforts to map the landscape of public relations in Australia.

In December 1972 the Australian government recognised the government of the People's Republic of China (PRC) at the cost of breaking off all official contacts with Taiwan. Despite the initial shock to Australia-Taiwan relations of derecognition, trade contacts between Australia and Taiwan have continued to flourish, and in recent years, political relations between the two have also been improving. This thesis examines reasons behind the recent improvements in Australia-Taiwan relations and ways in which such improvements have been implemented - given the constraints that Australia has no official contacts with Taiwan. With its main focus as trade, this thesis shows that Taiwan's importance to Australia has been slowly evolving such that Taiwan is at present a more important and reliable trading partner to Australia than is the PRC. Improvements have been occurring in Australia-Taiwan political relations, therefore, primarily as a consequence of Taiwan's growing importanée in the Australian marketplace.

One of the major issues confronting public relations practitioners over the past decade has been how to measure the performance of theμ- activities in order to meet the increasing accountability expectations of senior management. However, the literature over this time has focussed on issues relating to the use of evaluation to demonstrate accountability and there has been very little research into the actual experiences of practitioners in endeavouring to meet these accountability expectations. This research adds to the body of knowledge by considering how Australian public relations practitioners address these issues by posing the question: How do public relations practitioners account for themselves within the corporate environment? Case study methodology was used to address this research question. Nine public relations managers from a range of state-based, national and international organisations located in Queensland, New South Wales and Victoria were selected. A survey was used to interview the managers to ascertain their perspective on issues relating seven research questions covering: • role and influence of public relations practitioners within organisations; • activities undertaken by public relations practitioners; • benefits from demonstrate accountability; • program planning; • evaluation; • conveying performance; and • communication models. The data was analysed using pattern-matching, matrices and cross-case analysis. The results of the research indicate that accountability and evaluation are current issues of concern to Australian public relations practitioners. The ability to demonstrate accountability is seen to have ramifications for both practitioners and the profession in terms of professional status, what is actually encompassed by public relations practice and resource levels. Additionally, this study highlighted that practitioners view evaluation and accountability from a highly politicised perspective which has implications for future research in this area. This study has provided in-depth qualitative data which contributes to the professional literature on evaluation and accountability.

Systems Psychodynamics is unique as an approach to consulting to organisations in the way it integrates three theory streams: psychoanalysis; group relations and open systems theory. Consultants who work in this way focus on the many layers of interactions and exchanges taking place both within organisations and at the interface between an organisation and its external environment. The territory for collaborative exploration with clients extends from interpersonal and group dynamics to service and product- related systems and processes. It is a holistic approach that creates opportunities for transformational learning at every level of the organisation. As a practice, consulting with a systems psychodynamics approach is complex and difficult to master. Arguably, the most challenging dimension of this work for consultants is developing a capacity to think within a psychoanalytic conceptual framework: to discern and hypothesise about unconscious processes in organisations. But what precisely does this mean and what is this experience like for the consultants? This research project was designed to explore and describe the experience of working with a systems psychodynamic approach from the consultants' perspectives within the Australian context. To this end, 20 consultants who self-selected as working with a systems psychodynamic approach were involved in this research. From the data created in this process, what is documented in this thesis is the first detailed description of the experience of 'working in this way' taken from the combined perspectives of these 20 consultants. Further, a systems psychodynamic approach to research is defined and applied in this thesis. In this way, the systems psychodynamics within the temporary 'system' created by the research was part of the territory under investigation. This process led to an important discovery. 18 of 20 consultants strongly asserted the importance of working with colleagues in pairs or teams when adopting a systems psychodynamic approach. However, at the time of interviewing, all 20 consultants were working alone and only 3 had immediate plans to work with others. An exploration of the reasons for this gap between beliefs about best practice and actual practice became the focus for the analysis of the data. What is discovered through this analysis is that the reasons why consultants are predominantly choosing to work alone are likely to be complex and irreducible. An exploration of the issues that working together can surface for consultants who apply a systems psychodynamic approach is presented under four sub-topics: system domain issues; theory-related issues; interpersonal issues and intrapsychic issues. In this detailed analysis, what is revealed is an absence of 'good enough' containment for the anxieties that are likely to be aroused when consultants work together. To this end, four 'containers' are proposed: organisation/brand-as-container; management-as-container; supervision-as-container and theory/praxis-as container. This research has uncovered some important challenges facing the community of practitioners in Australia. It is the contention in this thesis that they need to be addressed if the practice of consulting with a systems psychodynamic approach is to flourish and continue to grow.

The Russian Orthodox community is a relatively small and little known group in Australian society, however, the history of the Russian presence in Australia goes back to 1809. As the Russian community includes a number of groups, both Christian and non-Christian, it would not be feasible to undertake a complete review of all aspects of the community and consequently, this work limits itself in scope to the Russian Orthodox community. The thesis broadly chronicles the development of the Russian community as it struggles to become a viable partner in Australia’s multicultural society. Many never before published documents have been researched and hitherto closed archives in Russia have been accessed. To facilitate this research the author travelled to Russia, the United States and a number of European centres to study the archives of pre-Soviet Russian communities. Furthermore, the archives and publications of the Australian and New Zealand Diocese of the Russian Orthodox Church have been used extensively. The thesis notes the development of Australian-Russian relations as contacts with Imperial Russian naval and scientific ships visiting the colonies increase during the 1800’s and traces this relationship into the twentieth century. With the appearance of a Russian community in the nineteenth century, attempts were made to establish the Russian Orthodox Church on Australian soil. However, this did not eventuate until the arrival of a number of groups of Russian refugees after the Revolution of 1917 and the Civil War (1918-1922). As a consequence of Australia’s “Populate or Perish” policy following the Second World War, the numbers of Russian and other Orthodox Slavic displaced persons arriving in this country grew to such an extent that the Russian Church was able to establish a diocese in Australia, and later in New Zealand. The thesis then divides the history of the Russian Orthodox presence into chapters dealing with the administrative epochs of each of the ruling bishops. This has proven to be a suitable matrix for study as each period has its own distinct personalities and issues. The successes, tribulations and challengers of the Church in Australia are chronicled up to the end of the twentieth century. However, a further chapter deals with the issue of the Church’s prospects in Australia and its relevance to future generations of Russian Orthodox people. As the history of the Russians in this country has received little attention in the past, this work gives a broad spectrum of the issues, people and events associated with the Russian community and society at large, whilst opening up new opportunities for further research.

For over two decades the issue of East Timor's right to self-determination has been a ‘prickly’ issue in Australian foreign policy. The invasion by Indonesian forces in 1975 was expected, as Australian policy-makers had been well informed of the events leading up to the punitive action being taken. Indeed, prior discussions involving the future of the territory were held between the Australian Prime Minister and the Indonesian President in 1974. In response to the events unfolding in the territory the Australian Labor Government at the time was presented with two policy options for dealing with the issue. The Department of Defence recommended the recognition of an independent East Timor; whereas the Department of Foreign Affairs proposed that Australia disengage itself as far as possible from the issue. The decision had ramifications for future policy considerations especially with changes in government. With the Department of Foreign Affairs option being the prevailing policy what were the essential ingredients that give explanation for the government's choice? It is important to note the existence of the continuity and cyclical nature of attitudes by Labor governments toward Indonesia before and after the invasion. To do so requires an analysis of the influence ‘Doc’ Evatt had in shaping any possible Labor tradition in foreign policy articulation. The support given by Evatt for the decolonisation of the Netherlands East Indies (Indonesia) gave rise to the development of a special relationship-so defined. Evidence of the effect Evatt had on future Labor governments may be found in the opinions of Gough Whitlam. In 1975 when he was Prime Minister, Whitlam felt the East Timor issue was merely the finalisation of Indonesia's decolonisation honouring Evatt's long held anti-colonialist tradition existing in the Australian Labor Party. The early predisposition toward Indonesia's cohesiveness surfaced again in the Hawke and Keating Labor governments of later years. It did not vary a great deal with changes in government The on-going commitment to preserving and strengthening the bilateral relationship meant Indonesia's territorial integrity became the focus of the Australian political elites’ regional foreign policy determinations. The actions taken by policy-makers served to promote the desire for a stable region ahead of independence claims of the East Timorese. From a realist perspective, the security dilemma for Australian policy-makers was how to best promote regional order and stability in the South East Asian region. The desire for regional cohesiveness and stability continues to drive Australian political elites to promote policies that gives a priority to the territorial integrity of regional states. Indonesia, in spite of its diversity, was only ever thought of as a cohesive unitary state and changes to its construct have rarely been countenanced. Australia's political elite justifications for this stance vacillate between strategic and economic considerations, ideological (anti-colonialism) to one of being a pragmatic response to international politics. The political elite argues the projection of power into the region is in Australia’s national interest. The policies from one government to the next necessarily see the national interest as being an apparent fixed feature of foreign policy. The persistent fear of invasion from the north traditionally motivated Australia's political elite to adopt a strategic realist policy that sought to ‘shore up’ the stability, strength and unity of Indonesia. The national interest was deemed to be at risk if support for East Timorese independence was given. The national interest though can involve more than just the security issue, and the political elite when dealing with East Timor assumed that they were acting in the common good. Questions that need to be addressed include determining what is the national interest in this context? What is the effect of a government invoking the national interest in debates over issues in foreign policy? And, who should participate in the debate? In an effort to answer these questions an analysis of how the ex-foreign affairs mandarin Richard Woolcott defines the national interest becomes crucial. Clearly, conflict in East Timor did have implications for the national interest. The invasion of East Timor by Indonesia had the potential to damage the relationship, but equally communist successes in 1975 in Indo-China raised Australia's regional security concerns. During the Cold War, the linking of communism to nationalism was driving the decision-making processes of the Australian policy-makers striving to come to grips with the strategic realities of a changing region. Because of this, did the constraints of world politics dominated by Cold War realities combined with domestic political disruption have anything to do with Australia's response? Certainly, Australia itself was experiencing a constitutional crisis in late 1975. The Senate had blocked supply and the Labor Government did not have the funds to govern. The Governor-General by dismissing the Labor Government finally resolved the impasse. What were the reactions of the two men charged with the responsibility of forming the caretaker government toward Indonesia's military action? And, could the crisis have prevented the Australian government from making a different response to the invasion? Importantly, and in terms of economic security, did the knowledge of oil and gas deposits thought to exist in the Timor Sea influence Australia's foreign policy? The search for oil and gas requires a stable political environment in which to operate. Therefore for exploration to continue in the Timor Sea Australia must have had a preferred political option and thoughts of with whom they preferred to negotiate. What was the extent of each government's cooperation and intervention in the oil and gas industry and could any involvement have influenced the Australian political elites’ attitude toward the prospect of an independent East Timor? Australia's subsequent de jure recognition that East Timor was part of Indonesia paved the way for the Timor Gap (Zone of Cooperation) Treaty signing in 1989. The signing underpinned Australia's acceptance of Indonesian sovereignty over East Timor. The outcome of the analysis of the issues that shaped Australia's foreign policy toward East Timor showed that the political elite became locked into an integration model, which was defended by successive governments. Moreover, they formed an almost reflexive defence of Indonesia both at the domestic and international level.

This thesis seeks to compare the anti–workplace bullying movements in Australia, Canada and the United States. It gives a broad perspective on how each country initiated its anti–workplace bullying measures and highlights the distinct roles that different actors can play in the process of social change. Although the three countries of focus are federated nations and have similar economies, cultures and historical backgrounds, the pace of anti–workplace bullying movement has varied between Australia, Canada and the US. This thesis argues that the key factors influencing anti–workplace bullying initiatives in the three countries are the political and economic environment and the role of specific actors (including the state, unions, non-traditional actors and employers) in employment relations, as well as the strength of the labour movement. Employers in the three countries generally hinder anti-bullying initiatives due to the fear of litigation and the cost involved in settling bullying cases. Compared to Australia and Canada, the anti–workplace bullying movement in the US has fallen behind. This can be attributed partly to the recent economic recession, the fact that labour relations systems in the US are less pro-labour, the relatively low rate of union density compared to Australia and Canada, the traditional culture of power imbalance in employment relationships and employers’ opposition. As a result of these factors, the anti–workplace bullying lobby in the US started from a grassroots movement, which has advocated to unions and lobbied government for anti-bullying legislative change; in Australia and Canada, on the other hand, it was the collaboration of interest groups and the unions lobbying the government that advanced the development of anti-bullying legislation. In terms of motivation to support the anti-bullying movement in the three countries, there are generally three reasons why the advocates, legislators and unions do so: political motivation, concern for workers’ dignity and rights and a moral argument based on personal experience. The anti-workplace bullying movement in the three countries have made some progress toward raising awareness of bullying at work. In Canada, the province of Quebec has unique protection against psychological harassment under the Labour Standard Act. Saskatchewan and Ontario have protection under their occupational and health safety frameworks; such protection also exists at the federal level. In Australia, the first state to generate a legislative definition of workplace bullying was South Australia. In the US, while a Bill has been submitted to a number of state legislatures, there is still no specific legislation against workplace bullying and no legal definition of the term. This thesis concludes that pursuing the enactment of a specific anti–workplace bullying law has proved to be challenging, as regulating interpersonal behaviour in the workplace can be tricky and difficult to quantify.

This thesis seeks to explore why public opinion moved so dramatically over these years by studying a select series of events, ranging from the Treaty of Peace with Japan to art exhibitions, throughout the decade.

This thesis examines the nature of labour usage within a market-leading Australian food retail firm and the employment relations consequences of the labour usage strategies employed by the firm. Retail employment is well established as a research subject in the UK, but has received comparatively little research attention in Australia. Given that retail industry employment accounts for 15 per cent of the Australian workforce, this represents a significant oversight. Within the retail industry, the supermarket and grocery sector employs 6 per cent of the Australian workforce. The sector is dominated by two major chains and is highly competitive, with a reputation for low profit margins, mundane jobs and low pay. The sector is recognised for an employment structure that is segmented with one segment holding full-time jobs with core employment conditions and the other segment, part-time jobs with poor working conditions. The dominant theory used by scholars to explain this employment structure is the dual labour market model and later iterations such as Atkinson's flexible firm model. This research assesses the value of these models, in particular Atkinson's flexible firm model, as a representation of the labour usage strategies of a market-leading Australian food retail firm. This analysis demonstrates that, in a general sense, Atkinson's model has applicability to the labour usage strategies exhibited in food retailing. The research found that, contrary to the theories of dual labour markets, a strong internal labour market operated within the firm with short hours casual employment as the port of entry. The benefits of this practice for the organisation were flexibility in labour usage and substantial wage savings, while the negative consequences were recruitment difficulties, exacerbated by high levels of staff turnover. For the employees, the consequences depended on their position in the organisational hierarchy and their individual circumstances, but involved initially accepting limited working hours and low pay in order to gain entry into the organisation. The research undertaken for this thesis leads to the development of a revised model, the casual internal labour market model, which more accurately depicts the labour usage strategies within the case study organisation. Retail researchers argue that it is necessary to understand the dynamics of the industry in order to understand the structure of labour usage. Additionally, employment relations and retail researchers both stress the need to contextualise labour usage patterns within broader environmental constraints and supply side factors. In seeking to achieve this, this research examines business strategies, retail specific employment relations literature and the Australian employment relations context. Furthermore, this study addresses the issue of retail employment strategies at several levels within one of Australia's market-leading food retailers: corporate level, store level and at the level of individual departments within the store. In doing so, this thesis highlights the differences in labour usage between stores and between departments within the stores and thereby provides a more detailed picture of the labour use practices within food retailers.

This thesis argues that the Australian military intervention in East Timor in 1999 was motivated primarily by the need to defend Australia’s own strategic interests. It was an act of Australian imperialism understood from a Marxist perspective, and was consistent with longstanding strategic policy in the region.¶ Australian policy makers have long been concerned about the security threat posed by a small and weak neighbouring state in the territory of East Timor. This led to the deployment of Australian troops to the territory in World War Two. In 1974 Australia supported Indonesia’s invasion of the territory in order to prevent it from becoming a strategic liability in the context of Cold War geopolitics. But, as an indirect result of the Asian financial crisis, by September 1999 the Indonesian government’s control over the territory had become untenable. Indonesia’s political upheaval also raised the spectre of the ‘Balkanisation’ of the Indonesian archipelago, and East Timor thus became the focal point for Australian fears about an ‘arc of instability’ that arose in this period.¶ Australia’s insertion of military forces into East Timor in 1999 served its own strategic priorities by ensuring an orderly transfer of sovereignty took place, avoiding a destabilising power vacuum as the country transitioned to independence. It also guaranteed that Australia’s economic and strategic interests in the new nation could not be ignored by the United Nations or the East Timorese themselves. There are therefore underlying consistencies in Australia’s policy on East Timor stretching back several decades. Despite changing contexts, and hence radically different policy responses, Australia acted throughout this time to prevent political and strategic instability in East Timor.¶ In addition, the intervention reinforced Australia’s standing as a major power in Southeast Asia and the Southwest Pacific. The 1999 deployment therefore helped facilitate a string of subsequent Australian interventions in Pacific island nations, both by providing a model for action and by building a public consensus in favour of the use of military intervention as a policy tool.¶ This interpretation of events challenges the consensus among existing academic accounts. Australia’s support of Indonesia’s invasion and occupation of East Timor from 1974 was frequently criticised as favouring realpolitik over ethical considerations. But the 1999 intervention, which ostensibly ended severe violence and secured national independence for the territory, drew widespread support, both from the public and academic commentators. It has generally been seen as a break with previous Australian policy, and as driven by political forces outside the normal foreign policy process. Moreover, it has been almost universally regarded as a triumph for moral conduct in international affairs, and even as a redemptive moment for the Australian national conscience. Viewing the intervention as part of the longstanding strategy of Australian imperialism casts doubt on such positive evaluations.

The literature concerning work identities within universities is limited and focussed upon the ways academic staff construct their identities and the impacts these have upon their approaches to change. Similar studies for the range of differentiated roles that characterise the newly managerialised university are not available. The first stage of the research, therefore, was to develop a categorisation of the ways in which senior managers, line managers, support staff and academic staff construct their identities at work. This categorisation was created by bringing together the experiences of change of fifty three staff from five similar Australian universities, reported in interviews, with a review of the discourses widely available within the university sector (Deetz 1992; du Gay 1996a; Knights & Morgan 1991; Marginson 2000; Readings 1996) to produce thirteen different classifications associated with different roles. These categories described as case study one provide an initial framework for making sense of the different viewpoints expressed by staff in interviews and a language for understanding w hat particular actions might mean to the organisational members making them. As such it provides a starting point or tool for analysis and makes an original contribution to understanding change within universities. The second stage of this research examined the dynamics of a teaching change project and the interactions between differently constructed work identities it entailed. This was undertaken through an ethnographic study of a change project in process. The ethnography was supplemented by interviews with participants at the conclusion of the project. The analysis of the ethnography combined the first theoretical focus on constructed identity with concepts of power and their forms within organisations (Foucault 1998; Clegg 1989a; Callon 1986) to take account of the hierarchical organisation of the university and the differentiated organisational roles of participants in the change project.

Throughout history, Australia and New Zealand have developed a special relationship due to their close geographic proximity and their similar cultural and colonial backgrounds. Ever since 1986, when New Zealand was suspended from the trilateral Security Treaty Between Australia, New Zealand, and the United States of America (ANZUS), Australia has been New Zealand's closest ally. As a result, the thesis specifically focuses on trans-Tasman defence relations after 1986, with a particular emphasis on attitude trends towards the bilateral defence relationship. Overall, the thesis aims to find out whether there has been a drift in the bilateral defence relationship between Australia and New Zealand since 1986. In this regard, it examines two main questions: first, is the Australian-New Zealand defence relationship is less close today than it was in 1986? The thesis findings show that there has indeed been a visible drift in trans-Tasman defence relations. In both countries, the relationship is much less talked about today than it was in 1986. Second, do Australians and New Zealanders view the bilateral defence relationship any more negatively today than they did in 1986? As the results show, the disagreement over defence spending, New Zealand's decision to restructure the New Zealand Defence Force (NZDF) as well as the ANZUS split were the main factors that have brought about some distance between both countries' defence policies and priorities. However, beside the downs in the bilateral defence relationship, there have also been ups embodied by the sometimes rather elusive Anzac spirit, the optimism that surrounded the creation of Closer Defence Relations (CDR) in the 1990s and, most notably, enhanced trans-Tasman cooperation in peacekeeping, primarily in the immediate regional neighbourhood. Importantly, Australians and New Zealanders do not see the defence relationship any more negatively today than they did in 1986. Indeed, opinion trends at all societal levels have been remarkably constant over the last two decades. Based on these findings, the thesis concludes that the bilateral defence relationship may well become closer again in the future, especially if both countries continue their close cooperation in regional peacekeeping. This appears to be the most promising way ahead for the Anzac defence relationship in the 21st century.

The purpose of this study was to examine the provision of mentoring functions, specifically providing an analysis of the contrast between those functions provided to protégés by both mentors and supervisors. Thus, the study focused on two relationships maintained by the subordinate: the relationship with their supervisor and that with their mentor. Research dealing with the functions mentors are perceived to provide to the protégé examined extensively. Additionally, research which indicates that supervisors may perform mentoring functions is presented. This includes Situational Leadership Theory, Leader member Exchange and Transformational and Transactional Leadership. The functions provided by mentors and elaborated in research by Kram (1985) and Noe (1988), among others, form the basis for both qualitative and quantitative research in this study. An assessment of the potential mentoring benefit accruing from each relationship was made by measuring the functions provided by both supervisors and mentors, as perceived by subordinates. Results indicated that supervisors generally provided both career related and psychosocial mentoring functions to a greater extent than mentors. Relationships of significant strength were found to exist between both the demographic proximity and interaction levels of respondents and mentors and the provision of mentoring functions. Very little support was found for relationships between these factors and supervisory mentoring relationships. Additionally, several barriers were identified which influenced respondent's mentoring relationships with both their mentor and supervisor. Overall, this study found that supervisors provided subordinates with a significant level of mentoring support compared to that provided by mentors.

This thesis examines the influence of compulsory state arbitration and wages board systems on workplace industrial relations. Using an historical and comparative case study approach, the thesis researches workplace industrial relations at three firms operating in the metal industry between 1900 and 1929. A political economy perspective is employed to examine the interaction of institutional stnictures and economic and political processes in the regulation of the wage-effort bargain at the workplace. Key concepts are drawn from both mainstream industrial relations theory, in particular the Oxford School approach, and labour process theory. Drawing on the work of flanders, a distinction is made between the economic and political aspects of the wage-effort bargain through the differentiation of market relations and managerial relations. This thesis argues that arbitral and wages board systems interacted with a range of factors to shape and influence workplace industrial relations. In keeping with the political economy perspective, the thesis examines the economic, industry, technological, political, and institutional environment within which the three cases operated, identifying changes and trends in these factors during the period under review and their implications for workplace industrial relations. The three cases allowed a closer examination of the influence of these general trends on the development of workplace industrial relations. The cases demonstrate the diversity of the metals sector, each representing a different industry in that sector. Further, the cases differed in their geographic and jurisdictional location, allowing comparisons between Victoria and New South Wales to be made. An examination of the role of arbitral tribunals and wages boards argues that the tribunals used their ability to regulate and stabilise market relations to offset their intervention in managerial relations. In this respect the tribunals sought to engineer changes in managerial relations favourable to industry development and yet simultaneously obtain support from the unions through improvements in market relations. As a consequence of these conflicting objectives the tribunals often behaved in a contradictory manner. In addition, unintended consequences often flowed from tribunal regulation and were important in shaping events at the workplace. Thus while industrial tribunals sought to improve market relations, they inadvertently assisted workers to gain more influence over managerial relations. In each case the workplace was the site of much regulatory activity, whether initiated by management, unions or workers. However, the three cases each present a different pattern of workplace industrial relations in terms: of scope of regulation at the workplace; the role of unions; the nature of managerial strategy; the role of unions; and the implementation and enforcement of tribunals decisions. Moreover, the effect of arbitration and wages board systems at each workplace varied, with the influence of a particular matrix of industry, economic, technological and institutional conditions shaped at the workplace.

This thesis is an analysis of the production of assimilation discourse, in terms of Aboriginal people’s and white people’s social relations, in a small selection of popular fiction texts from the 1950s and 1960s. I situate these novels in the broader context of assimilation by also undertaking a reading of three official texts from a slightly earlier period. These texts together produce the ambivalent white Australian story of assimilation. They illuminate some of the key sites of anxiety in assimilation discourses: inter-racial sexual relationships, the white family, and children and young adults of mixed heritage and land ownership. The crux of my argument is that in the 1950s and early 1960s the dominant cultural imagining of Australia was as a white nation. In white discourses of assimilation to fulfil the dream of whiteness, the Aboriginal people – the not-white – had to be included in or eliminated from this imagined white community. Fictional stories of assimilation were a key site for the representation of this process, that is, they produced discourses of ‘assimilation colonization’. The focus for this process were Aboriginal people of mixed ancestry, who came to be represented as ‘the half-caste’ in assimilation discourse. The novels I analyse work as ‘conduct books’. They aim to shape white reactions to the inclusion of Aboriginal people, in particular the half-caste, into ‘white Australia’. This inclusion, assimilation, was an ambivalent project – both pleasurable and unsettling – pleasurable because it worked to legitimate white colonization (Aboriginal presence as erased) and unsettling because it challenged the idea of a pure ‘white Australia’.

As China is Australia’s largest trading partner, much of Australia’s future economic success will rely on the next generation of leaders and policymakers having a deep understanding of China’s culture and its way of doing business. While not discounting the commercial value of higher education, this thesis focusses on Australian universities’ contribution to the public good, through the enduring value of international education as public diplomacy. My study and internship within the Australian Studies Centre (ASC) at Peking University coincided with the Abbott Government’s implementation of the New Colombo Plan (NCP) as a public diplomacy initiative. Given that there is little evidence of the efficacy of funded scholarships making a strong contribution to a nation’s soft power, I became curious as to why the government highlighted international education to increase its influence in China and the Indo-Pacific region more broadly. As education programs are long-term public diplomacy strategies, and Australian politics have been tumultuous with five prime ministers in five years, investigating the reasoning behind the continued political support for international education as public diplomacy provides an insight into Australia-China relations. This thesis investigates two key international education programs that were identified in the Australian Public Diplomacy Strategy 2014-2016; the NCP and the network of ASCs in China. A mixed method approach was undertaken to address the problem: Have Australian Government-funded international education programs resulted in a network of Sino-Australian opinion leaders who contribute to Australia’s public diplomacy efforts in China? Many nations, including Australia, provide funding support for international education programs as they are thought to build relationships and mutual understanding between the peoples of different nations, and thereby contribute to international goodwill and the cause of peace.1 Two theories from the psychology and communications literature (the contact hypothesis and the two-step flow hypothesis in the development of opinion leaders) were used. The findings show that the NCP and ASC programs do contribute to breaking down negative stereotypes and building mutual understanding between Australia and China. However, the programs’ outcomes would be improved through strengthening the conditions of contact. Government, and, home and host university support for the NCP was high, however, due to the lack of Chinese language skills and opportunities for out-of-class interactions the condition of high acquaintance potential was low. Equal status and common goals were identified as being present for NCP scholars but could be improved as students rarely co-operated on joint projects and felt like they were treated, positively but differently, to local students. Conversely, the ASCs require additional institutional and government support. In contrast to the NCP’s adequate funding, the ASCs need increased funding which is aligned to clear objectives. There are opportunities for the NCP scholars and the ASCs to work together to diversify the Australian students’ experiences and provide more opportunities for Australian and Chinese students and academics to collaborate. Because of the intersection between policy and politics, the reasoning behind Australian Government funds for international education programs in China will be subject to change to meet the geopolitical environment of the time. We could naively rely solely on the government’s promulgated key objectives, however, without transparency regarding the intent of these programs, any evaluation could be meaningless. The strong fabric of personal and professional links between Australian and Chinese individuals and institutions will assist Australia to navigate difficult times in the bilateral relationship. Considering the limited public funding, using the NCP and ASCs as vehicles for delivering a positive message that Australia is engaged with its region, is sufficient reason for funding these programs. Improving conditions of contact would increase the probability of creating opinion leaders and therefore improving the future contribution that these programs make to the nation’s good.

This thesis examines stories and storytelling about asylum seeker boat arrivals to Australia in 2009-2011. It aims to answer the questions ‘Who gets to be heard?’ and ‘What stories are told?’ on this issue. Research is undertaken in three different sites and focuses on two key incidents.The first site is with members of an activist public (in interviews) advocating for change to Australia’s treatment of asylum seekers. The second site is practices and newspaper articles of journalists in the media industry. The final site is in a space in-between, a site where the activists produce media releases to offer the group’s stories for inclusion in media portrayals. The logic that underpins the examination of the stories in the three sites in this study is the marriage of Symbolic Convergence Theory (SCT) (Bormann 1982) – to understand the stories and storytelling processes – with theories from public relations, social movements and media studies specific to individual sites. In addition, theories of power and hegemony are deployed to examine the relationships among the stories collected from the different sites. The key finding identifies a national story that dominates in the newspaper articles. However, the thesis also discerns three key alternative stories that emerge from the activists’ individual and public relations storytelling. Framing both the dominant national and the alternative stories are histories of racism, Australian nationalism and facticity. Despite marked differences in the stories in the three sites their underlying drivers are similar. The thesis illustrates the common yet different uses of themes of history, righteousness and connectedness.

Models of mass media and democracy, as commonly discussed by media theorists, suggest there is a tight ideological relationship between the dominant discourse of mass media outlets and incumbent governments (Chomsky, 1997; Curran, 2002; Curran and Gurevitch, 2001; Curran and Park, 1996; Curran and Seaton, 1986; Herman and Chomsky, 1986; Herman and McChesney, 2001; Jacka, 2003; Schultz, 1998). In this thesis I analyse Australian print media opinion pages, and argue that the workings of Herman and Chomksy's Propaganda Model (1988, pp. 1-35) are evident in opinion page output on the Iraq issue. However, when applied to Australia and the Australian government's decision to invade Iraq in March 2003, as part of the Coalition of the Willing, I claim that the tight connection between mass media outlets and the dominant discourse of the government is not as evident. In other words, in this instance the dominant discourse that emerged from an analysis of print opinion pages was not as ideologically synchronised with the position of the Australian government as traditional theory would posit.

This exegesis frames my studio thesis, which explores whether visual art can be a site for reconciliation, a tool for healing, an educational experience and a political act. It details how my art work evolved as a series of cycles and stages, as a systematic engagement with people, involving them in a process of investigating 'their' own realities - both the stories of their inner worlds and the community story framework of their outer conditions. It reveals how for my ongoing work as an indigenous artist, I became the learner and the teacher, the subject and the object. Of central importance for my exploration was the concept and methodology of bothways. As a social process, bothways action-learning methodology was found to incorporate the needs, motivations and cultural values of the learner through negotiated learning. Discussion of bothways methodology and disciplinary context demonstrated the relationships, connections and disjunctions shared by both Aboriginal and Western domains and informed the processes and techniques to position visual art as an educational experience and a tool for healing. From this emerged a range of ARTsongs - installations which reveal possible new alternatives sites for reconciliation, spaces and frames of reference to 'open our minds, heart and spirit so we can know beyond the boundaries of what is acceptable, so that we can think and rethink, so that we can create new visions, transgressions - a movement against and beyond boundaries' (hooks, 1994 p.12). Central to studio production was bricolage as an artistic strategy and my commitment to praxis - to weaving together my art practice with hands-on political action and direct involvement with my communities. I refer to this as the trial and feedback process or SIDEtracks. These were documented acts of personal empowerment, which led to a more activist role in the political struggle of reconciliation. I conclude that, as aboriginal people, we can provide a leadership role, and in so doing, we can demonstrate to the wider community how to move beyond a state of apathy.

This thesis is a case study about the choices and constraints faced by women clerical workers in a labour market where they have very little autonomy in negotiating their pay and conditions of employment. On the one hand, clerical work has developed as a feminised occupation with a history of being low in status and low paid. On the other hand, it is an ideal occupation for women wanting to combine work and family across their life cycle. How these two phenomena impact upon women clerical workers ability to negotiate enterprise agreements is the subject of this thesis. From a theoretical perspective this thesis builds upon Catherine Hakim�s preference theory which explores the choices women clerical workers� make in relation to their work and family lives. Where Hakim�s preference theory focuses on the way in which women use their agency to determine their work and life style choices, this thesis gives equal weighting to the impact of agency and the constraints imposed by external structures such as the availability of part-time work and childcare, as well as the impact of organisational culture. The research data presented was based on face-to-face interviews with forty female clerical workers. The clerical workers ranged in age from 21 to 59 years of age. The respondents were made up of single or partnered women without family responsibilities, women juggling work and family, and women who no longer had dependent children and were approaching retirement. This thesis contends that these clerical workers are ill placed to optimise their conditions of employment under the new industrial regime of enterprise bargaining and individual contracts. Very few of the women were union members and generally they were uninformed about their rights and entitlements.

"Warriors and Wanderers: Making Race in the Tasman World, 1769-1840" is an exploration of the development of racial thought in Australia and New Zealand from the period of first contact between British and the respective indigenous peoples to the signing of the Treaty of Waitangi. It analyses four groups of primary documents: the journals and published manuscripts of James Cook's Pacific voyages; An Account of the English Colony in New South Wales by David Collins published in 1798; documents written by and about Samuel Marsden, colonial chaplain in New South Wales and the father of the first mission to New Zealand; and the Reports from the British House of Commons Select Committee into the Treatment of Aborigines in the British Empire from 1835 to 1837. This study employs a transnational methodology and explores the early imperial history of the two countries as a Tasman world of imperial activity. It argues that ideas of human difference and racial thought had important material effects for the indigenous peoples of the region, and were critical to the design of colonial projects and ongoing relationships with both Maori and Aboriginal people, influencing the countries; and their national historiographies, right up to the present day. Part 1 examines the journals of James Cook's three Pacific voyages, and the ideas about Maori and Aboriginal people which were developed out them. The journals and published books of Cook's Pacific voyages depicted Maori as a warrior race living in hierarchical communities, people who were physically akin to Europeans and keen to interact with the voyagers, and who were understood to change their landscape as well as to defend their land, people who, I argue, were depicted as sovereign owners of their land. In Australia encounter was completely different, characterised by Aboriginal people's strategic use of withdrawal and observation, and British descriptions can be characterised as an ethnology of absence, with skin colour dominating documentation of Aboriginal people in the Endeavour voyage journals. Aboriginal withdrawal from encounter with the British signified to Banks that Aboriginal people had no defensive capability. Assumptions of low population numbers and that Aboriginal people did not change their landscape exacerbated this idea, and culminated in the concept that Aboriginal people were not sovereign owners of their country. Part 2 examines debates informing the decision to colonise the east coast of Australia through the evidence of Joseph Banks and James Matra to the British Government Committee on Transportation. The idea that Aboriginal people would not resist settlement was a feature not only of this expert evidence but dominated representation of the Sydney Eora community in David Collins's An Account of the English Colony in New South Wales, such that Aboriginal attacks on the settlement were not said to be resistance. A report of the kidnapping of two Muriwhenua Maori men by Norfolk Island colonial authorities was also included in Collins Account, relaying to a British audience a Maori view of their own communities while also opening up further British knowledge of the resources New Zealand offered the empire. The connection with Maori communities facilitated by British kidnapping and subsequent visits by Maori chiefs to New South Wales encouraged the New South Wales colonial chaplain Samuel Marsden to lobby for a New Zealand mission, which was established in 1814, as discussed in Part 3. Marsden was a tireless advocate for Maori civilisation and religious instruction, while he argued that Aboriginal people could not be converted to Christianity. Part 3 explores Marsden's colonial career in the Tasman world, arguing that his divergent actions in the two communities shaped racial thought about the two communities of the two countries. It explores the crucial role of the chaplain's connection to the Australian colony, especially through his significant holdings of land and his relationships with individual Aboriginal children who he raised in his home, to his depiction of Aboriginal people and his assessment of their capacity as human beings. Evidence from missionary experience in New Zealand was central to the divergent depictions of Tasman world indigenous people in the Buxton Committee Reports produced in 1836 and 1837, which are analysed in Part 4. The Buxton Committee placed their conclusions about Maori and Aboriginal people within the context of British imperial activity around the globe. While the Buxton Committee stressed that all peoples were owners of their land, in the Tasman world evidence suggested that Aboriginal people did not use land in a way that would confer practical ownership rights. And while the Buxton Committee believed that Australia's race relations were a failure of British benevolent imperialism, they did not feel that colonial expansion could, or should be, halted. Evidence from New Zealand stressed that Maori independence was threatened by those seen to be "inappropriate" British imperial agents who came via Australia, reinforcing a discourse of separation between Australia and New Zealand that Marsden had first initiated. While the Buxton Committee had not advocated the negotiation of treaties, the idea that Maori sovereignty was too fragile to be sustained justified the British decision to negotiate a treaty with Maori just three years after the Select Committee delivered its final Report.

This thesis explores the question of intercultural personhood in two 'mainstream' Australian cases within interpersonal, intercultural relations in Australian contexts in the second half of the twentieth century. The problem is viewed through three disciplinary lenses: those of communication, psychology and sociology. A qualitative, interdisciplinary approach integrates these through an inductive biographical research design. Within cross-cultural communication studies, a host culture such as that of the Anglo-Australian majority is seen in a monolithic and static way to which Australians of other cultural backgrounds are seen to adapt. These studies give no place to the changes which members of the majority undergo. 'Intercultural personhood', a term coined by Kim (1988, 2001), describes the kinds of 'ethnic' individuals who through negotiating their identities within personal, social and mass communication contexts, both host and ethnic, move beyond the bounds of their own cultural heritage to embrace both their former cultural identity and the new 'host' (viz Australian) identity. In this thesis, the elements of cross-cultural adaptation theory and of 'intercultural personhood' are applied to the intercultural experience of 'mainstream' Australians. From preliminary memory work workshops and focus groups, the cases of two mainstream individuals who show some evidence of 'intercultural personhood' and make identity claims comparable with 'ethnic' adapters are then developed through biographical method. Their life accounts are drawn on for the exploration of issues of identity and personhood within interpersonal, intercultural relations. Major focus is given to the social psychology of Harre (1983, 1993, 1998), whose work provided both a conceptualisation and a methodological tool for the problem. In Harre's work, three dimensions of personhood, namely consciousness, agency and biography are identified together with the psycho-social processes through which an individual's identity and orientation to their culture is appropriated, transformed and publicised. This publication is then rejected or incorporated into the culture through processes of conventionalisation. These four psycho-social processes are explored in my study through an adaptation of assisted biography method (De Waele & Harre, 1979). The strength of the psycho-social approach of Harre lies in its ability to get below the surface behaviours to an analysis of the theory of self which individuals, as 'singular' beings, bring into play in their interactions within themselves and with one another. While this approach draws on social contexts to support the transformations, it is not designed to explicate to a sufficient degree the conditions under which such theories of self are activated and within which changes in identity occur and are maintained. For this reason it is essential to incorporate a sociological framework to understand the influence of the conditions within which such experiences are played out. Bourdieu's (1984, 1987) cultural, relational sociology is coupled with Harre's (1983, 1993, 1998) theory of personal and social being in that it brings together the individual and the society in a way which proves fruitful for ongoing analysis of the biographical data collected within the communication and psycho-social framework of the earlier research. Bourdieu's critique of a methodology based on biography points to the 'illusion' that is created through a biographical interview process. Taking this critique of biography into the study of interpersonal, intercultural relations meant a shift from the communication interactions and psycho-social analysis undertaken to an analysis of the various social constructions evident within the elements of the life account and a search for the cognitive imprint of social structures as durable dispositions within the persons. These dispositions are evident from within a social trajectory of the life and they are applied to the intercultural encounters recounted by the participants in their autobiographies. The addition of Bourdieu's (1984, 1987) sociology strengthens the ability to view the individual and the society through a single lens and to position the individual life course as secondary within a broader and primary analysis of social structure and social structuring as a means of interpreting lives. Its weakness lies in the degree of 'voluntariness' brought into effect as individuals both chart their course through life and are pushed and pulled by the various social forces at work within their trajectories. Within the scope of this thesis, these two approaches, that is, a psychological and a sociological one, are illustrated and incorporated into an interdisciplinary model for the study of interpersonal, intercultural relations. Further rigorous research to validate the components and the relationships of the model and to investigate these strengths and weaknesses more thoroughly is foreshadowed. This interdisciplinary model of interpersonal, intercultural relations is the major contribution of this work to the field of intercultural communication. Advances which are achieved through use of psychology, sociology and biographical research method as a tool through this study are also identified. The thesis concludes with a review of the contributions of the thesis and a discussion of the implications for future research on interpersonal, intercultural relations.

[Truncated abstract] Rational order and play are often conceptualised as oppositional forces. In modern urban life especially, rational order is presented as destructive of a playful orientation towards life eschewing mystery through coherence, spontaneity through predictability, and contingency through systematic planning. In turn, the postmodern debate often asserts the reinvigoration of free, playful, and contingent individuals whose collective acts are destructive of the rationality of modern order with the present, in contrast to the past, offering a condition of enduring and unremitting uncertainty. This thesis explores the dynamic relation between rational order and play in urban society through an ethnographic account of a public commuter railway in Perth, Western Australia. Notwithstanding this ethnographic setting, the thesis addresses questions of broader significance through an analysis of the railway as an instance of public space and state techno-bureaucratic order. I investigate the creative process through which the state attempts to standardise the various operational components of the railway as well as the reasons underpinning the state's desire to produce what I term a 'clean machine'. In turn, I investigate how differentially positioned actors live within this carefully crafted machine. I do so by following the stories, experiences, and practices of: government administrators charged with building the railway; the managers who oversee the network's operation; the staff members who operate trains, clean stations, and discipline passengers; and the railway's end-users, including passengers and graffiti artists. ... In examining the two tensions of rational order/play and revelation/ concealment, I attempt to explicate how it is that people experience life as simultaneously coherent and serendipitous. In the thesis, I document the ways in which railway officials, passengers, and graffiti artists express a pervasive ambivalence towards their experience of the railway system. On the one hand, these actors experience the railway as a system of constraint that produces 'robotic' behaviours and automated transactions. On the other, they see the railway as a liberating space that enables autonomous expression and spontaneous interaction. By examining these contending experiences and associated sentiments, I highlight the railway as a stimulating site within which to explore the meaning and significance of urban modernity. Lastly, this thesis contributes to debate on the challenges posed by the character of contemporary social processes to anthropological research methodology. I illustrate the utility of such methods as written and photographic diaries as well as mental-mapping exercises, but primarily advocate the documentary and analytical advantages of participant observation in a mobile field-site. I assert that while participant observation poses a number of personal and professional challenges in this setting, these challenges uncover the stimulating complexity of contemporary urban life. To this end, I contest emergent academic commentary that propounds the destabilisation of anthropological techniques in what is frequently described as an equally destabilised world.

This thesis is concerned with public relations education in Australia. It focuses on 1985–1999, as in these years there was significant growth in education and the Public Relations Institute of Australia (PRIA) sought greater regulation and jurisdiction over public relations activity. Existing historical scholarship focuses on the evolution of the Australian public relations industry towards professional status, and tertiary education is perceived to confirm the field’s professional standing. In contrast, I consider the development of public relations education in a broader social context and the involvement of the PRIA in tertiary education. This thesis aims to investigate the role of public relations education in the professionalisation of public relations in Australia. It uses a qualitative approach, combining archival research, focusing on the previously unstudied archives of the PRIA’s National Education Committee, and interviews with practitioners and educators. This thesis provides an analysis of how, and why, the PRIA sought to regulate public relations education. The use of historical sociology allows the findings to be interpreted in relation to broader societal structures and institutional processes, such as the expansion of the Australian higher education sector, the PRIA’s preoccupation with professional status, and the increase in female practitioners. In developing a critical account of Australian public relations education, this thesis argues that higher education was pivotal to the PRIA’s professional project. The findings confirm the constitution of public relations knowledge and its institutionalisation in the Australian academy were dynamic and contested, and that the PRIA’s professional drive informed its attempts to regulate the transmission of that knowledge. A significant finding is the ambivalent attitudes towards gender and education, given the increasing number of female graduates. These findings contribute a unique Australian perspective to the global public relations scholarship on history and professionalisation and allow a reconceptualisation of the development of public relations in Australia.

This study examined the relationship between male gender role conflict and life satisfaction, once the effects of both psychological symptoms and recent traumatic life events were accounted for. The study comprised 100 male participants, 50 from a clinical sample and 50 from a non-clinical sample. Participants were aged between 19 and 70. Participants were asked to complete 4 questionnaires: the Gender Role Conflict Scale, the Satisfaction with Life Scale, the General Health Questionnaire (GHQ-28), and the Life Events Questionnaire. Results were obtained using standard and multiple regression analyses. Gender role conflict was found to impact on life satisfaction for both the clinical and normal sample groups. Age was predictive of gender role conflict in the normal sample but not the clinical sample. Older men were found to experience more issues with success, power and conflict than younger men in both sample groups. These findings may assist clinicians in the treatment of male clients. Through therapy men could gain greater insight into how they function in society. Such knowledge would provide them with the option of altering their behaviour patterns, and ultimately living more satisfying lives.

The Australian Federal government has well-defined guidelines for undertaking program evaluations. Advertising and Public Relations campaigns support program aims, and are subject to the same guidelines. However, an examination of actual practice in the Australian Federal government, as observed by the Office of Government Information and Advertising in Canberra, suggests that there are significant differences in the extent to which Public Relations campaigns, as opposed to advertising campaigns, are systematically evaluated. Evaluation theory, Public Relations theory, strategic planning theory, and public administration theory provide insights into methods of managing and reporting on communication campaigns designed to forward government objectives. A literature review and an assessment of existing models of Public Relations evaluation were undertaken, and a synthesis of several theoretical and practical approaches led to the construction of a model of Public Relations evaluation which could be applied to Australian government communication campaigns.

The aim of this thesis is to explore the politics of discourse within Australian universities with particular reference to the position of creative writing as a research discipline. My thesis argues that some discourses have more power than others, with the effect that some forms of knowledge are seen as valid research and others as invalid, at least in research terms. Academic research has been increasingly dichotomised in the short history of research in Australian universities through issues of public versus private funding, and university concern for sector autonomy. The growing influence on university research, stemming from a global market economy, is one that privileges applied research. Creative writing�s position within a basic/applied dichotomy is tenuous as its practitioners vie for a place in the shrinking autonomous research sector of universities. I show the philosophical understanding of creativity (with specific reference to creative writing) from a historical perspective and explore this understanding in the current climate. This understanding of creativity confounds creative writing�s position as research, for this highlights the obstacles faced in certifying it as a valid form of knowledge. I investigate the current status of creative writing in the area of university research in relation to research equivalence, and examine the terminology, the social structures and individual experiences surrounding creative writing as a form of research.

This thesis examines how staff working within Aboriginal community-controlled non-profit organisations (ACCOs) perceive and practice Public Relations (PR), and foregrounds how ACCO staff, in the role as the organisations’ key communicators, can be seen as facilitating communicative processes of social change that lead to positive social outcomes within Australian Aboriginal communities. This relationship between PR and social change has been increasingly acknowledged in scholarship. Although most of the PR literature continues to focus on the management of communications between organisations and their publics, recent scholarship sheds light on PR’s influence on society and culture, and vice versa. This indicates PR is more than just a practical tool for an organisation. Rather, PR has the potential to be a much-needed voice for marginalised groups in society. More specifically, this thesis explores PR in the non-corporate environments of the Indigenous sector in Perth, Western Australia. A selection of six ACCOs based in the metropolitan area of Perth represent the sample, and seven ACCO staff members participated in this research. Drawing on a postcolonial theoretical framework and employing a qualitative research approach and Indigenous methodology, this thesis found that ACCOs predominantly practice PR-like activities in reactive ways on an ad hoc basis due to their limited communicative resources or lack of knowledge on how to integrate PR into their organisational structure. It was further established that short-term government funding programs challenge the ACCOs’ ability to budget for PR. A key finding was the importance of Aboriginal culture and kinship systems that must be factored in to understanding the ACCOs’ working environments and ways of communicating with members, communities and other stakeholders. This thesis calls for further research and development of theoretical frameworks embracing and extending the cultural diversity of PR practices. Moreover, it contends that there is a need to introduce culturally sensitive and sector-specific PR that sheds light on Indigenous contexts particularly within postcolonial societies, as PR holds the potential to give voice to and drive social change for minorities in our communities locally and abroad.

This thesis examines the constitutional position in relation to those geographical areas over which the Commonwealth has sole power. These are the Territories, and Commonwealth places (over which, however, the States may retain some vestigial power). The thesis seeks to give a comprehensive account of the constitutional law concerning these heads of power. The thesis traces the tortuous history of the case law on the Territories, with its many instances of inconsistent decisions and dicta. In the words of a High Court Judge, Sir Douglas Menzies, the cases have "not resulted in a coherent body of doctrine". The problems have been particularly acute in regard to the exercise of judicial power, and they are compounded by the silence of the Constitution on some major issues concerning the Territories, such as the relationship between the 'Territories' power and the Constitution as a whole. The thesis' main contention is that, contrary to predominant doctrine, the constitutional position of the Territories and of Commonwealth places is federal, not 'disparate'. In this connection, several tenets are advanced: first, that the Constitution must be interpreted as a whole�that is, as a single instrument; secondly, that the Territories are an integral part of Australia, and their inhabitants, while not enjoying all the constitutional benefits of State residents, are full members of the Australian community; and thirdly, that there is no constitutional distinction to be drawn between different classes of Territory�thus, despite some contrary suggestions, there is no distinction between 'internal' and 'external' Territories or between Territories acquired from the States and Territories otherwise acquired. The thesis explores the particular difficulties, notably in the judicial sphere, that arise from the relevant case law, and it critically examines the cases against the text of the Constitution, as well as against the yardstick of those tenets. With regard to the Territories, the thesis analyses the constitutional topics of executive power and self-government. It considers particular issues concerning each of the three self-governing Territories, including the special status of the Australian Capital Territory as the federal "seat of government". In addition, the thesis looks at the constitutional position in the United States concerning Territories, federal enclaves and the American seat of government (the District of Columbia). The thesis draws a comparison between the American position and the corresponding position in Australia, and it critically considers the judicial interpretation, in both countries, of the constitutional grant to the federal legislature of exclusive, or sole, power over such geographical areas. This process assists an evaluation of the Australian position. The thesis concludes that, in some respects, the Australian case law has gone seriously astray, especially in treating the 'Territories' power as more or less separate from the rest of the Constitution. This judicial approach has led to a convoluted and confusing situation. Despite a degree of amelioration as a result of some more recent cases, the corrective process is by no means complete. The courts are hampered in their development of a "coherent body of doctrine" by the random way in which cases come before them, and it is unlikely that the position can be fully retrieved solely by judicial decisions. The thesis therefore proposes various reforms, and it sets out, in an appendix, proposed amendments of the Constitution. In addition to expounding and criticising the case law on the constitutional topics under discussion, the thesis reviews and, where appropriate, cites from the relevant legal literature. The thesis considers the Australian case law as decided down to the end of 2004.

Este trabalho de investigação tem como objetivo estudar a importância da diáspora portuguesa na política externa de Portugal e no desenvolvimento de relações numa vertente bilateral, incidindo sobretudo sob o eixo cultural, e considerando um caso concreto: o caso Portugal - Austrália. Partindo do plano geral para o particular, começa por apresentar um estudo da política externa portuguesa, desde os seus três eixos históricos até ao quarto eixo: o das comunidades. É ainda considerada uma ferramenta essencial, a diplomacia, e explorado um conceito atual aplicado ao tema do trabalho: a diplomacia pública. O estudo aqui exposto dá ênfase ao vetor cultural sendo também apresentada uma breve análise da política cultural externa de Portugal. Por fim, é apresentado o caso de estudo: a comunidade portuguesa na Austrália aplicada à análise das relações bilaterais Portugal – Austrália. Neste último capítulo, analisam-se as dinâmicas de organização civil enquanto ações de promoção cultural considerando o Estado português e a comunidade portuguesa aliados na promoção de Portugal.
This research paper aims to study the importance of the Portuguese diaspora in the foreign policy of Portugal and the development of relations in a bilateral aspect. It focuses mainly on the cultural axis and considers a specific case: the Portugal-Australia case. Starting from a general plan, ending with a specific one, it begins by presenting a study of the Portuguese foreign policy, from its three historical axes to the fourth axis: that of the communities. It also goes through the analysis of an essential tool, diplomacy, and exploration of a current concept applied to the main topic: public diplomacy. The study outlined here gives emphasis to the cultural aspect, for this reason is presented a brief analysis of the foreign cultural policy of Portugal. Finally, the study case is brought out: the Portuguese community in Australia applied to the analysis of the Portugal – Australia bilateral relations. In this last chapter, I analyze the dynamics of civil organization as cultural promotion actions considering the Portuguese State and the Portuguese community allies in the promotion of Portugal.

Abstract (sommario):
This thesis is a social history of workplace Australian football between the years 1860 and 1939, charting in detail the evolution of this form of the game as a popular phenomenon, as well as the beginning of its eventual demise with changes in the nature and composition of the workforce. Though it is presented in a largely chronological format, the thesis utilises an approach to history best epitomised in the work of the progenitors of social history, E.P. Thompson and Eric Hobsbawm, and their successors. It embraces and contributes to both labour and sport history-two sub-groups of social history that are not often considered together. A number of themes, such as social control and the links between class and culture, are employed to throw light on this form of football; in turn, the analysis of the game presented here illuminates patterns of development in the culture of working people in Victoria and beyond. The thesis also provides new insights into under-re searched fields such as industrial recreation and the role of sport in shaping employer-employee relations. In enhancing knowledge of the history of grass roots Australian football and demonstrating the workplace game's links with the growth of unionism and expansion of industry, the thesis therefore highlights the complexity and interconnectedness of economic development, class relations and popular culture in constructing social history.

The dominant paradigm in public relations theory positions public relations as a management function within a corporate environment. It argues that two-way ‘professional’ rather than one-way ‘craft’ practice is the most ethical form of public relations. However, this approach has contributed limited theoretical insights into public relations practices outside of a managerial, corporate setting. This thesis therefore aims to investigate public relations in a niche environment, the Australian fashion industry, employing a multi-method qualitative research design of ethnography and practitioner interviews. Drawing on an analysis of the researcher’s observations and experiences in the Australian fashion industry, as well as the perceptions of fashion PR practitioners, this thesis argues that fashion PR has been relegated to a ‘craft’ i.e. a non-professional practice in an effort to confirm public relations’ status as a professional activity. This thesis reveals that fashion PR is marginalised from mainstream understandings of public relations due to its association with marketing, promotion and publicity, its highly feminised domain, and its reputation as a glamorous, yet superficial occupation. The findings of this thesis suggest the theoretical gap between ‘craft’ and ‘professional’ public relations practices cannot be sustained, and therefore the dominant paradigm is not an adequate conceptual model for embracing the diversity of public relations practices. Investigating the use of public relations in the Australian fashion industry provides a unique contribution to the existing body of knowledge underpinning public relations, informing new understandings of the industry by examining the work performed and drawing on the perceptions of practitioners.

This thesis uses institutional ethnography to explore the text-based regulatory framework of the Australian Vocational Education and Training (VET) sector. Training Packages are national competency standards used to assess local workplace practice. The Australian Quality Training Framework (AQTF) is a national compliance framework used to audit local learning and assessment practice. These texts operate in a ‘symbiotic relationship’ to achieve a policy goal of national consistency. The researcher explicates the social relations of VET starting from her disquiet as a practitioner. The thesis argues that Training Packages and the AQTF socially organise the content and delivery of local learning and assessment activities. VET practitioners struggle to use these texts to support good practice, and their hidden work maintains an unstable VET system. Yet the extralocal mode of ruling offers no room to challenge VET policy. The thesis explicates three themes. Interview data is used to explore the contrast between the institutional language of Training Packages and the vernacular of workplaces in which these texts are activated. Many practitioners and participants simply do not understand Training Package competency standards. Using these texts to judge employee performance shifts the policing of workplace practice from local sites to external VET authorities. A second theme emerges as the analysis explores why VET practitioners use this excluding language in their work with participants. Interview data reveals that local training organisations achieve different readings as they engage with ruling VET texts. Some organisations use the national texts as broad frameworks, allowing practitioners to create spaces for meaningful learning. Other organisations adopt a narrow and rule-bound reading of national texts, displacing practitioners’ authority over their own practice. A third theme is explored through examination of a sequence of VET texts. The review and redevelopment of the mandatory qualifications for VET practitioners identified the language of the competency standards as a significant accessibility issue. These concerns were reshaped and subsumed in an official response that established the use of this language as a compulsory assessable requirement and a language and literacy benchmark. The thesis presents a new understanding of VET as a regulatory framework established through multiple levels of ruling texts that connect local sites to national government agendas. While some individual practitioners are able to navigate through this system, there is an urgent need for practitioners as a profession to challenge national hegemony.

This thesis investigates the search for new relationships between indigenous and settler peoples in Australia and Canada. Both reconciliation and the treaty-making process in British Columbia are understood as attempts to build such relationships. Yetthese are policies that have arisen in response to the persistence of indigenous claims for recognition of rights and respect for identity. Consequently, I consider what the purpose of new relationships might be: is the creation of new relationships to be the means by which settlers recognise and respect indigenous rights and identities, or is there some other goal? To answer this, I analyse the two policies as the opening of negotiations over indigenous claims for recognition. That is, the opening of new political spaces in which indigenous people�s voices and claims may be heard. Reconciliation opened a space to rethink Australian attitudes to history and culture, to renegotiate Australian identity. Treaties in British Columbia primarily seek to renegotiate ownership and control of lands and resources. Both policies attempt to relegitimise the polities in which they operate, by making new relationships that provide for mutual recognition. However, the thesis establishes that these new spaces are not nearly as expansive or inclusive as they are made out to be. They are in fact defined by the internal struggles of settler society to make life more certain: to resume identities that are secure and satisfying, and to restore territorial control and economic security. This takes place with little regard for the legitimate claims of indigenous peoples to be recognised as people and to enjoy dynamic, flourishing identities of their own. Building new relationships becomes the path to entrenching old certainties.

This study examined whether Australian public relations and communication practitioners enact an organizational conscience role through their involvement in the organizational value-setting process. Thirty communication practitioners from 26 large organizations in Melbourne and Sydney were interviewed between May 2004 and May 2005 to ascertain and discuss their involvement in organizational value setting. Using semi-structured in-depth interviews to gather data and then applying a multiple perspective approach in its thematic data analysis, the research found that most respondents were involved in organizational value setting albeit at different stages of the process. In analysing the nature of the respondent's involvement in the process along with individual and organizational factors, three roles emerged namely, the agent of critical conscience, the agent of concertive control, and the agent of corporate compliance. However the results suggest that most respond ents enacted primarily the concertive control and corporate compliance agency roles. The study also found that the predominant managerial/functionalist perspective constrains practitioners from enacting the conscience leadership role. In exploring the practitioners' ability to influence organizational members, findings support recent studies that membership in the dominant coalition does not necessarily give public relations/communication practitioners power and influence. Rather, direct access to the CEO, expertise, performance and personality were found to be the key ingredients to the individual communication practitioners' organizational influence. Findings also reveal that public relations/communication practitioners preferred to participate but not drive the organizational value-setting process. In using a multiple perspective approach to study public relations roles, this study provides empirical basis for identifying potential leadership roles for public relations/communication practitioners and for suggesting an extension of the manager-technician role typology. The study calls for public relations/communication practitioners to enact a critical conscience agent role as part of finding a meaningful, ethical and socially responsible practice. This study proposes that critical thought and dialectical inquiry be embedded within the public relations/communication practitioner's role and public relations education.

This doctoral research explores the implications for the employment relationship of the intersection between employment relations and customer relations. The context for the research is Australian higher education - specifically those university workplaces which are strongly market focused and where resourcing is inadequate to meet customer expectations. Traditionally, serving one's customer has meant providing goods or services (as requested by the customer) and doing so with courtesy (as defined by social custom). The customer was clearly outside the traditional employment relationship between employer and employee, although a focus of its output. However, in the context of post-Fordist production systems and post-modern values including the rise of consumption, there has occurred an intersection of product and labour markets which has led to changes to the employment relationship and the labour process. The thesis answers the questions: In higher education, does the student-as-customer have significant influence on the organisation of work? If so, does this constitute a reconfigured model of the employment relationship? The rationale for re-examining the employment relationship in the context of changing consumption patterns lies in the search for more extensive explanations of factors which influence the labour process with the suggestion that consumption is of increasing relevance for industrial relations theory and practice (see for example Heery 1993; Frenkel, Korczynski, Shire and Tam 1999a). The growth of a culture of consumption and changing consumption patterns are symptomatic of change which is central to the Australian economy as a whole and to higher education in particular (Usher, Bryant and Johnson 1997; Scott 1995a). In this context the doctoral research explores the social relations involved in the process of Australian higher education as a service encounter. It examines the implications for the organisation of work in particular, and the traditional bipartite employment relationship in general (between employer and employee although it is noted that the state has a peripheral role), of the student's newly constructed status of customer. The research focus is on flexible delivery which is seen as a key strategic response by higher education institutions to meet their perceptions of their customers' needs and wants. Flexible delivery is a pedagogy, a marketing tool and a form of work organisation and is a fertile domain within which to seek the intersection of employment relations and customer relations. In keeping with the labour process ethnographic tradition, this research employs Burawoy's (1991) methodology of Extended Case Method. This doctoral research raises critical issues related to the incongruence between current Australian national research ethics regimes and long established ethnographic methods employing participant observation. The practical consequences of the national research ethics regime for empirical research are explored in the concluding chapter. The data identifies that university managements' preoccupation with customer relations has undermined the traditional employment relationship between employing institution and academic. While the academic employee in the service encounter is engaged in the primary relationship of the bipartite employment relationship, management's incorporation of the student-customer into formal organisational processes which may lead to control over the organisation of work, potentially brings into being a tripartite employment relationship between employee/employer/customer. In such a model, customer relations is no longer merely the output of the employment relationship but a process within it, with customers acting as management's agents of control. This thesis introduces the concept of the customer as partial-employer. The thesis findings challenge the current management paradigm of customer focus as a 'win-win' situation. In Australian higher education customer focused strategies have emerged from managerial assumptions about student-customer needs and wants, specifically those of flexibility and value-for-money. The unintended consequence of these assumptions on the academic labour process has been a significant shift in the balance of power between academic educator and student at the level of the service encounter, with the subjugation of traditional academic authority to the power of the consumer in what has become a market relationship.
