The Paul A. Stellhorn Undergraduate Paper in New Jersey History Award was established in 2004 to honor Paul A. Stellhorn (1947-2001), a distinguished historian and public servant who worked for the New Jersey Historical Commission, the New Jersey Committee (now Council) for the Humanities, and the Newark Pubic Library. An especially active and effective member of the New Jersey history community, he did much to expand the audience for New Jersey history and was an effective advocate for public history and a vigorous supporter of scholarship and publication about the state’s history. As a program officer and a grants administrator he helped many of our present historians and humanities scholars to achieve their goals, whether as scholars, history agency personnel, or educators. He earned a Ph.D. in American History from Rutgers University with a dissertation about Newark during the era of the Great Depression. He was the author or editor of many works about New Jersey’s past, especially about its urban history. The Stellhorn Awards consist of a framed certificate and a modest cash award, presented at the New Jersey Historical Commission’s Annual Conference. The 1890s was a decade of remarkable progress in Whanganui. The depression of the 1880s was over. The town became an important port and distribution centre with railway connections to Wellington and New Plymouth as well as wharves at Castlecliff and in town. Alexander Hatrick began his riverboat service on the river enabling tourists from all over the world to travel the "Rhine of New Zealand." The colonial town developed culturally. The Technical School of Design was established in 1892, the public museum opened a few years later and the library was extended. The local MP, John Ballance, was Premier until his death in 1893; his state funeral and that in 1898 of the Māori chief, Te Keepa Rangihiwinui, were defining moments in Whanganui's history. A 40-year building boom began, starting with the replacement of old town centre premises dating from the 1860s and earlier. In 1890 there were two architects in town, but only one with recognized qualifications: Alfred Atkins, FRIBA. Having been in practice with Frederick de Jersey Clere in the 1880s, Atkins' practice blossomed in the 1890s. He was architect to both the Education and Hospital Boards at a time of major commissions and advisor to the Borough Council. He designed the museum and a large warehouse and bond store for Sclanders of Nelson and organized the architectural competition for what is now known as The Royal Whanganui Opera House. This paper examines these and other buildings together with some "gentlemen's residences" as examples of the Victorian architecture which characterizes Whanganui today. During the 1890s the Borough Council continued to grapple with the problem of fires in town. The arguments raged over the merits of building in wood versus brick. This paper looks at the evolution of the Council's eventual designation in 1898 of a downtown "brick area" with bylaws requiring at least brick side walls on all new buildings. The era of building permits began and the erection of new brick walls heralded the end of the wooden shop. The brick buildings that followed changed the character of Whanganui's townscape.

Purpose This research study aims to examine influences on the public library funding decision from the perspectives of New Jersey mayors and public library directors. Design/methodology/approach Content analysis was used to explore statements of 84 public library directors and 45 mayors about what was most/least effective in a recent library budget request. Findings Although they may differ on the relative importance of a specific concept, the public library directors and mayors in this study have high levels of agreement about what information is important in the budget decision process. Research limitations/implications The primary limitations of the findings of this study stem from the reliability of self-reported data and the low response rates. While the researcher believes that the findings and conclusions are valid for the survey respondents, it is less certain that they are valid for all public libraries in New Jersey, and it is not recommended that the conclusions be extended to public libraries outside of the state which differ in state mandates and other circumstances. Practical implications Understanding more about the factors that can influence library funding decisions provides insight into the very complex public library funding process and may help public library directors and mayors engage in mutually satisfactory budget negotiations. Originality/value This study contributes to the Library and Information Science research literature on library budgets by examining influences on the public library funding decision, specifically adding the perspectives of mayors and public library directors on a recent budget cycle.

A free public library is the cornerstone of most American communities. Libraries offer a variety of far-reaching services, ranging from books for self-education and leisure reading, to informational and cultural programs. Carnegie libraries constructed in the early 1900s through the philanthropy of Andrew Carnegie played a significant role in transforming the library movement from subscription libraries for special interest groups to free public libraries with services accessible by all. Of the 1,412 communities in the United States to build Carnegie libraries, twenty-nine communities in New Jersey benefitted from this program. This research project draws primarily on original correspondence between New Jersey communities seeking library building funds and Andrew Carnegie. The letters supporting funding applications create a unique demographic and economic snapshot of New Jersey communities during the early 1900s when the Carnegie libraries were erected in the state. This study offers historical insights and informs the role that the Carnegie libraries played in their respective communities.

An often overlooked aspect of New Jersey history is that of the Ku Klux Klan activities throughout the state during the 1920s. Driven by a resurgence of anti-immigration rhetoric, the diversity of urban centers, and the general fears of some white Protestant residents of New Jersey, the Klan targeted immigrants, participated in public demonstrations and parades, hosted social events, and attempted to intimidate Catholic politicians in particular. This paper will examine this aspect of New Jersey history by using underutilized sources like the George Moss Collection at Monmouth University’s Murry and Leonie Guggenheim Memorial Library. Hopefully, by understanding the influence the Klan had on local politics, the mistakes of the past can avoid being repeated.

The Advanced Technology Center for Surface Engineered Materials (ATC-SEM) is a bold experiment in research management. Scientists from its five member institutions work independently within a central framework for overall planning and for the allocation of resources. Access to areas of expertise beyond the compass of the individual institutions more than offsets the logistical problems inherent in the distributed nature of the organization.ATC-SEM had its origins in 1988 as one of a number of Advanced Technology Centers established by a grant from the New Jersey Commission on Science and Technology after approval of the Jobs, Education, and Competitiveness Bond Act. All the ATCs are dedicated to improving the competitiveness of New Jersey's industry through the application of technology.The ATM-SEM is administered through Associated Institutions for Material Sciences (AIMS) which has six member institutions, five of which are universities. AIMS also administers other multicampus programs in New Jersey, including the New Jersey NASA space grant consortium and a SEMATECH Center of Excellence. The hallmark of each program is a collaborative effort which transcends the capabilities of any of the individual campuses. The consortium member institutions span the private, public, and industrial sectors and comprise the New Jersey Institute of Technology, Princeton University, Rutgers (the State University of New Jersey), Stevens Institute of Technology, the University of Medicine and Dentistry of New Jersey, and David Sarnoff Research Center (an independent contract research center).

Purpose – The purpose of this paper is to examine advertisements for part-time professional library jobs in Pennsylvania and New Jersey. The goal is to gain a better understanding of what skills and experience levels are being required of part-time librarians, as well as what their expected salary and hours might be. Design/methodology/approach – Advertisements for part-time professional library positions were collected from online sources over the course of one year. Findings – Part-time librarian positions tend to be public services positions in either public or academic libraries. Advertisements for these position indicate a need for flexibility and often do not contain information about salary or hours. Many are suitable for entry-level librarians with no experience. Research limitations/implications – Job advertisement studies are limited in that they can only examine the information contained in the advertisements themselves and therefore may not reflect the actual person hired. Practical implications – This paper will provide useful information for librarians seeking part-time positions, as well as for library and information science educators and library managers who wish to mentor or hire new librarians. Originality/value – This paper corrects an identified lack of research into part-time library employment.

ABSTRACTThis paper details the findings from a study investigating the efficacy of community‐based and ‐organized information sessions for dispelling public health misinformation around COVID‐19. The authors used community‐engaged participatory action research methods to co‐organize town halls with community members, groups, and officials to disseminate COVID information for two New Jersey towns and townships with differing demographic compositions in late 2020 through 2021. These sessions aimed to share reliable, trustworthy public health and safety information around the COVID‐19 pandemic. This small‐scale, qualitative study suggests that this type of hyper‐localized information session where residents can interact with local leaders and talk openly about local problems around public health can be a point of connection for people with their community, that helps them access and address localized public health problems in myriad ways. In so doing, this study suggests ways to re‐imagine public health information and communication practices to promote informational justice.

The creation of the Royal Historical Manuscripts Commission formed part of a wider movement of institutional renewal and reform in mid-Victorian Britain, including growing professionalisation of both public administration and the academic study of history, particularly from the 1850s. Two features of the commission’s work continued to influence its development and The National Archives’ engagement with the archives sector today: first, the need to respect the legitimate rights and interests of both individuals and organisations, and second, the relationships by necessity based on collaboration with many partners. This has led to the evolution of a distinctive British mixed economy embracing public and private archives. This article considers the Commission’s evolution from surveying and publishing reports on the contents and locations of private collections to becoming the central advisory body on all issues related to archives and manuscripts not covered by the 1958 Public Records Act. The social and technological changes over this time have had a profound influence on the commission’s professional practices. In addition, the range and rights of stakeholders have evolved, presenting new challenges. Meeting all the demands and possibilities of the commission’s delivery needs to be seen in the context of frequently operating with significant resource constraints.

John Cotton Dana, who died in 1929, had been Librarian of the Newark Public Library since 1902. Among many other achievements, he was responsible for the development of remarkable art collections in the Library, including a collection of prints, and of a Picture Collection of visual images; the programme of art exhibitions he organised in the Library led to the founding of the Newark Museum. The collections Dana initiated continued to grow after his death, guided by his inspiration: they are of regional and even national importance and, via library networking, serve the whole state of New Jersey; the scope of the print collection has been extended to include several categories of printed ephemera, including shopping bags.

AbstractEuropeana is the focus of a number of IPR issues. The portal provides access to three sets of assets: the Open Source code base, the authority-controlled metadata and the digitised content. Europeana has integrated metadata standards across the heritage domains and will now licence the metadata as a resource for the development of linked data and semantic web applications. The main rights issues concern the digitisation of public domain content and orphan works. Digitisation of out-of-copyright analogue material does not create new rights and the Europeana Public Domain Charter provides guidelines for the sector. An inhibitor to digitisation is the problem of orphan works, now under review by the European Commission.

Abstract: This article argues that the introduction of performance measurement should be seen as part of a larger trend towards the accreditation of public agencies and private business organizations. Because of its obvious similarities with accreditation, performance measurement in central government ministries can be assessed by examining the effects of accreditation in those areas where it has already been introduced. Accreditation systems are often seen as more realistic alternatives to program evaluation. In Quebec, for example, junior colleges have long been subject to a system of program evaluation administered by the Commission d’évaluation de l’enseignement collégial (CÉEC). The CÉEC has recently announced that it will abandon the field of program evaluation, in order to engage in a new form of “institutional evaluation.” This was done at the explicit request of the Federation of Junior Colleges, which has long been opposed to the system of program evaluation administered by the CÉEC. The junior colleges, or CÉGEPs (Collèges d’enseignement général et professionnel), see accreditation as a way of reducing competition among junior colleges. They argue that the CÉEC should help the colleges improve their performance, but should refrain from distinguishing between good performance and bad performance. When a college cannot meet the accreditation requirements, the accreditation process should be suspended. Viewed in this light, systems of accreditation and performance measurement can be seen as tools for reducing the accountability of public agencies to government and to public opinion. Whereas program evaluation assumes the possibility of public debate about programs being evaluated, accreditation ensures that the information necessary for public debate will be kept confidential.

Rising public interest in and use of holistic health (HH) practices and complementary and alternative medicine (CAM) has created a need for health care providers to become knowledgeable in these areas. HH/CAM content is increasingly included in curricula of professional health education, a trend less clear in associate, certificate, and diploma programs of 2-year colleges. A survey of directors and coordinators of allied health and nursing programs at New Jersey county colleges was conducted to determine curricular presence of HH/CAM and program constituency awareness of institutionally accessible HH/CAM information resources. Results indicated: rising interest in HH/CAM instruction; multiple forces influencing HH/CAM inclusion; HH/CAM strengthening programs; and uncertainty regarding knowledge of and perceived use of library HH/CAM resources. By including HH/CAM, New Jersey's allied health and nursing programs are progressively aligned with consumer use, and trends of professional health schools.

Abstract: With the example of the French government before them, European and regional administrations are establishing policy evaluation procedures, sometimes jointly and sometimes competitively. The interest these administrations have in evaluation is related to their relative youth. They are facing a double necessity: developing a formula for action appropriate to the new public entity whose interests they have to protect, and defending their own point of view vis-à-vis the machinery of the national administration, which remains powerful and takes a dim view of the emergence of competing definitions of the public interest. There are frequent negotiations between the three levels of authority in the context of arrangements referred to as partnership policies, which are increasing. Few projects undertaken by the regions and the European Community are not jointly financed by the French government. The contractual approach to defining common goals and resources is often accompanied by an obligation to conduct an evaluation.

The impact of bribery and corruption in Sri Lanka has paved the way to establish a permanent Commission to Investigate Allegations of Bribery and Corruption with an objective to the institution of prosecutions for offences under the Bribery Act and the Declaration of Assets and Liabilities Law. The basic structure of the Bribery Commission is outlined in the Commission to Investigate Allegations of Bribery or Corruption Act (CIABOC) and consequently, the legal framework has been developed from time to time. The research problem of the present study focuses on how the CIABOC has been effective in performing its duties as envisaged by the State. Data collected through library research method and available written sources and the findings indicate that the cooperation received from the general public in running the CIABOC smoothly is insufficient due to various factors such as fears of reprisals from culprits, inadequate communication between complainants and the CIABOC, delays in making complaints, lack of staff and lack of remuneration for the officials and all this militate against the performance of the GIABOC. The study proposes the amendment of the Bribery and Corruption Act as a timely requirement and the provision of adequate financial facilities and new recruitments to the staff to speed up the progress of the Commission to investigate bribery and corruption in Sri Lanka.

The modern world of libraries must be accessible, responsive, and reliable. This means that the libraries need to be user-sensitive and establish themselves as knowledge-creating hubs for academics, researchers, and students; supply-side to deliver customized products and services to add value to the users’ experience of university life. The report of the Commission of Inquiry into Higher Education and Training (2017) addressed student’s demands in a higher education sector in all South African universities, which resulted in multiple waves of protest. Amongst other things transformation, restructuring, and strengthening the higher education system. The objective of the article is to establish the extent of the balance between the demand and supply of tangible and intangible library materials in existing library systems and processes that meet daily library users’ needs. The agile response to the library demand of the ever-changing higher education landscape has enhanced new ideas in innovative learning spaces and aligned to new services, such as virtual reference, digitizing archival material, and collection (Raju & Schoombee, 2013). Quantitative data was collected from 380 sample questionnaires, spread among the University of KwaZulu-Natal library users. The data was analyzed using descriptive and inferential statistics and multiple regression, respectively. The results suggest a user-centered approach to library plans and services. It recommends collaborations of operations.

This article includes contents of recorded oral histories from Sigfredo Carrion, William Sanchez, Gustav Heninburg, and Raul Davila recounting the events that took place in Branch Brook Park in 1974; events also known as the Puerto Rican Riots. These events were witnessed by members of the Puerto Rican community living in the city at the time, as well as respected members of the city council and leaders of social activist groups. These oral histories were carefully read and analyzed in order to construct a brief and comprehensive retelling of those events for those unfamiliar with the subject. Much of the evidence used was found in the New Jersey Hispanic Research and In-formation Center located at the Newark Public Library. This article also examines the frustrations and concerns facing the Puerto Rican community as told by those who experienced them firsthand, and explains the breaking point that led the community to finally come together and de-mand their voices be heard. The results of this uprising led to the creation of local organizations, such as La Casa de Don Pedro, and the construction of a more visible Puerto Rican identity with-in the city.

The article presents the attempt to generalize the experience of working with graphic novels (comics, manga, etc.) available in the domestic book sector. The author considers the main stages of development in the historical perspective of forms and methods of popularization and distribution of graphic novels in Russia. At the first stage, formation of the segment of graphic novels in Russia was associated with the development of the festival movement. At the second stage — with the publishing boom and distribution of publications. Later — with work with a reader of graphic novels in libraries. Development of the festival movement was carried out due to the interest, first, in Japanese cartoons (anime) and Japnese graphic novels (manga), and secondly, in American comics and European graphic novels.The author presents the festival movement in the context of the main directions: anime festivals and comics festivals (with special emphasis on the work of the ‘KomMissia’ [ComMission] festival). The article gives general characteristics of these types of festivals and reveals the degree of their involvement in the processes of forming the readership and professional environment at a certain evolutionary stage.Bookstores and public libraries are the traditional operators of book dissemination and popularization of knowledge. The author explains why the integration of graphic novels into these spaces was delayed. The article notes the importance of reader communities in social networks in creating alternative channels for selling the products of publishers of graphic novels. In 2010, the Russian State Library for Young Adults (RSLYA) established the Centre for comics and visual culture, collecting graphic novels and providing methodological assistance to libraries that use graphic novels in their work. At present, it is the Centre for graphic novels and images that provides comprehensive support to libraries. The author highlights the role of the RSLYA as a methodological centre for library services to young people in the formation of loyalty to the new phenomenon among Russian library professionals. Based on the studied processes, the article gives characteristics of graphic novels as a new segment of the Russian book market with its inherent features of positioning in the reader’s environment.

This article seeks to review the Australian healthcare system and compare it to similar systems in other countries to highlight the main issues and problems. A literature search for articles relating to the Australian and other developed countries’ healthcare systems was conducted by using Google and the library of Victoria University, Melbourne. Data from the websites of the Commonwealth of Australia, the Australian Institute of Health and Welfare, the Australian Productivity Commission, the Organisation for Economic Co-operation and Development and the World Bank have also been used. Although care within the Australian healthcare system is among the best in the world, there is a need to change the paradigm currently being used to measure the outcomes and allocate resources. The Australian healthcare system is potentially dealing with two main problems: (a) resource allocation, and (b) performance and patient outcomes improvements. An interdisciplinary research approach in the areas of performance measurement, quality and patient outcomes improvement could be adopted to discover new insights, by using the policy implementation error/efficiency and bureaucratic capacity. Hospital managers, executives and healthcare management practitioners could use an interdisciplinary approach to design new performance measurement models, in which financial performance, quality, healthcare and patient outcomes are blended in, for resource allocation and performance improvement. This article recommends that public policy implementation error and the bureaucratic capacity models be applied to healthcare to optimise the outcomes for the healthcare system in Australia. In addition, it highlights the need for evaluation of the current reimbursement method, freedom of choice to patients and a regular scrutiny of the appropriateness of care.

Опера рассматривается как экспериментальная попытка постановки спектакля принципиально нового образца в рамках масштабного проекта ленинградского Государственного академического театра оперы и балета (ГАТОБ) по созданию советской оперы. Сочинение создавалось в рамках сформулированных специально созданной в театре комиссией следующих требований: документальный сюжет, основанный на реальных событиях, оригинальный литературный и музыкальный текст, специфическая драматургия и новый синтетический жанр. Хронология работы над оперой воссоздана с опорой на впервые вводимые в научный обиход письма Мосолова к С. Э. Радлову, записи Радлова из его личной записной книжки, протоколы заседаний театральной комиссии ГАТОБа об этапах работы над оперой и выдержки из прессы, хранящейся в фондах Российской национальной библиотеки (РНБ) и Центрального государственного архива литературы и искусства Санкт-Петербурга (ЦГАЛИ СПб). Представлена последовательность основных этапов создания «Плотины»: утверждение требований к коллективу авторов и к будущему «оперному продукту», критерии выбора кандидатур композитора и либреттиста, специфика литературного и музыкального текстов, ход работы над сочинением, поиск его названия, создание режиссерской концепции спектакля, его отмена непосредственно перед премьерой. Делается вывод о том, что срыв постановки «Плотины» стал закономерным итогом усилившейся со стороны рапмовских критиков кампании по публичному очернению создателей спектакля, а также личного конфликта Радлова с руководством ГАТОБа. This article presents a reconstructed history of Alexander Mosolov’s opera “The Dam” created by the composer in 1930. The opera is regarded as an experimental attempt of staging of a fundamentally new type of production within the framework of the GATOB’s ambitious project of creating a Soviet opera. The work was to follow particular requirements formulated by a special commission established by the theatre: a documentary plot based on real events, an original literary and musical text, specific dramaturgy and a new synthetic genre. The chronology of the work on the opera has been reconstructed on the basis of Radlov’s letters to Sergey Radlov, Radlov’s notes from his personal notebook, minutes of the meetings of the Theatre Commission of the State Theatre Bureau, and media excerpts kept in the Russian National Library and the Central State Archive of Literature and Art of St. Petersburg. The documentary heritage of the work has been revealed, providing new insights into the history of its creation and the circumstances which influenced the work process. The sequence of the main stages of “The Dam” production is investigated and presented: approval of the requirements to the authors’ team and to the future “opera product”, selection criteria for the composer and librettist, the work process, selection of the title, development of the stage director’s concept, its disruption just before the premiere. The conclusion is made that failure of the production of “The Dam” was a logical result of the campaign of public denigration of the creators of the work, which was intensified by the RAPM critics, as well as Radlov’s personal conflict with the management of the State academic theatre of opera and ballet (GATOB).

Purpose Digital libraries promote and accelerate scientific research in academic institutions. The subscribed database resources of digital libraries have become an increasingly valuable asset for researchers. Database resources help generate new ideas, determine research directions and promote productive academic interaction between teachers and students in the information age. The purpose of this study is to examine the use of electronic resources by students in various databases, the research productivity of the faculty in the science network and the number of students who graduate each year. Design/methodology/approach This study uses a quantitative method to collect secondary data from the central database of the Higher Education Commission (HEC) for the population of 26 universities for 2 years (2015–2016). In addition to the HEC digital library, data was also collected from the Web of Science to determine the quality academic performance of faculty and researchers. Moreover, in the study, the total strength of teaching staff and doctoral faculty was extracted from the HEC website for investigation. The authors applied the Spearman’s correlation test to the secondary data using Statistical Package for Social Sciences version 25. Findings The correlation results of the enrolled students and the downloaded papers from various databases were statistically insignificant (p > 0.05). However, the result showed a positive correlation (p < 0.05) between the use of selected/known databases from a number of databases accessed by the HEC. More importantly, it turns out that the faculty’s productivity in the scientific network and the number of students who graduated from public and private universities are found to be insignificant (p > 0.05). However, the authors found a positive correlation (p < 0.05) between doctoral and non-doctoral faculties, which show that a significant number of non-doctoral faculties are still actively involved in teaching and research. Originality/value Research based on academic activities by faculties and students, performed for the first time on the basis of secondary data, will help the HEC and university management to determine the right direction and develop plans to improve academic performance and research quality.

Purpose The idea of “best practice” is very much built into information systems and the ways in which they organise and structure work. The purpose of this paper is to examine how “best practice” may be identified (produced) through a community-based evaluation process as opposed to traditional expert-based evaluation frameworks. The paper poses the following research questions: how does “best practice” (e)valuation in online communities differ depending on whether they are produced by community members or experts? And what role play these two practices of valuation for online community performance? Design/methodology/approach The paper is based on a three-year ethnographic study of a large-scale online community initiative run by the European Commission. Participant observation of online and offline activities (23 events) was complemented with 73 semi-structured interviews with 58 interviewees. The paper draws on Science and Technology Studies, and in particular actor-network theory. Findings Promoting the idea of “best practice” is not just an exercise about determining what “best” is but rather supposes that best is something that can travel across sites and be replicated. The paper argues that it is crucial to understand the work performed to coordinate multiple practices of producing “best practice” as apparatuses of valuation. Hence if practices are shared or circulate within an online community, this is possible because of material-discursive practices of dissociation and association, through agential cuts. These cuts demarcate what is important – and foregrounded – and what is backgrounded. In so doing new “practice objects” are produced. Research limitations/implications The research was conducted in the European public sector where participants are not associated through shared organisational membership (e.g. as employees of the same organisation). An environment for determining “best practice” that is limited to an organisation’s employees and more homogeneous may reveal further dynamics for “best practice” production. Practical implications This paper sheds light on why it is so difficult to reach commensuration in crowd-sourced environments. Originality/value The paper provides an analysis of how online community members collaborate in order to identify relevant and meaningful user-generated content. It argues that “best practice” is produced through a process of commensuration.

Judaica Europeana envisions a world in which all digitized Jewish content in a variety of databases worldwide is aggregated and made accessible to users and applications anywhere, at any time. It seeks to set the ground so such content is cross-linked to conceptual structures (vocabularies, encyclopedias) that enrich them and provide contextual significance. Judaica Europeana is part of a cluster of projects building Europeana, a Linked Data infrastructure initiative of the European Commission. Judaica Europeana involves now some thirty-five partners from Europe, America and Israel, among them some of the most important Jewish content holders running long term digitization programs. It aggregated more than five million digital cultural objects and is continuing to process more. The data model (EDM) for describing these contents is that adopted by both leading world initiatives, Europeana and the Digital Public Library of America. The basic approach enabling EDM and based on the application of protocols and standards like RDF and Linked Data is surveyed and some actual examples of their current applications provided. The critical role of vocabularies for conceptual integration and access to contents is reviewed. A work program is outlined for the use of such vocabularies (thesauri, taxonomies, encyclopedias, etc.) to enrich the digitized content, interlink its diverse manifestations, and provide context and meaning. A first substantial achievement in carrying out such program is the publication of the YIVO Encyclopedia of Jews in Eastern Europe as Linked Data. Two main challenges facing the domain in the near future are detailed: (1) How to expand the availability, reaching a critical mass, of Jewish related vocabularies supporting queries like Who? What? When? Where? and expressed in the Linked Data/SKOS formats. (2) How the solid bases of such infrastructure so established may have an enabling effect in the development of new services: sophisticated offerings to the patrons of websites/portals, advanced K-12 ICT-based education, mobile cultural tourism applications, e-books, digital narratives storytelling, digital humanities scholarship, virtual research environments, MOOCs.

Pada umumnya perpustakaan bersifat indoor dan tertutup yang memberikan kesan serius dan menegangkan sehingga desainer memberikan beberapa inovasi perpustakaan digital dengan konsep perpustakaan learning commons sesuai gaya hidup masa kini. Mengangkat gaya ‘Transisional Kontemporer’ kebudayaan Banten dengan kebudayaan masa kini dan gaya ‘Natural’ yang dapat menghasilkan desain harmonis dan tidak bertabrakan satu sama lain, mampu menggabungkan elemen estetis saling melengkapi dan menghasilkan suatu desain ruangan baru yang terasa berbeda. Dengan itu, terciptalah sebuah tema “Innovative Bantenese Transitional Contemporary Interior Design For The Future Library” yang dapat mencapai tujuan awal perancangan Perpustakaan Daerah Provinsi Banten agar mampu meningkatkan minat pembaca dengan memperhatikan segi kenyamanan, efisiensi, dan produktivitas dengan sentuhan teknologi serta penyesuaian gaya hidup generasi kini tanpa meninggalkan kelokalitasan budaya Banten.Kata Kunci: Banten, inovatif, natural, perpustakaan. “Living substance is biosphere's driving force whom main activity type is biogeochemical work in biosphere”. Biosphere development problems came up in twentieth century. Conception of sustainable development as translational headway which provides with society rational needs and conservation of environment state for future generations was accepted in 1922 at UN international conference, Rio de Janeiro. In Russia in 1992 were issued presidential decree № 236 and government decree № 217-r. In SPSTL SB RAS creation of bibliographical database of society and nature sustainable development started in 1997 due to theme actuality and large amount of scientific researches in Russia and in the world entirely. Since 2011 it is introduced in “Scientific Sibirica” database as a topic section. Deposit copies and public access scientific publications are the main database information sources. To cover all theme aspects literature selection and systematization methods and documents analytical processing structure were set up. State Classifier of Scientific and Technical information, not normative key words and thematic classifier are used as language support. Thematic classifier reflects main civilization problems represented in SB RAS research establishments priority areas of activity: general issues (historical, philosophical, law, informational), social and ecological issues, economical issues of sustainable development. Analysis of database information since 1998 to 2017 showed up next points: • reflection of social processes in data store by focus on particular sustainable development directions. • topic actuality. Annual large stock of publications (8700 documents averagely) which are highly dissipated (1236 periodicals (39%) and 5899 scientific events materials (35%) are represented by only one publication). • prevalence of scientific publications for: 13623 symposiums, seminars, conferences (81%); 605 productive Russian journals included in scientometrical systems; 448 (43%) productive Russian journals included in State Commission for Academic Degrees and Titles list. • various access levels of articles full texts: on electronic scientific library (E-library.ru) 531 (68%) productive Russian journals are at free access, the others may be viewed only directly from library or by subscription; on E-library and in Open Access systems materials of symposiums, conferences and seminars are partly accessible and temporarily published on the Internet. In the interest of specialists' and scientists' time economy they receive information by selective dissemination of information system since 1997. Since 1998 information is available by WEB-oriented information retrieval system of SPSTL SB RAS which includes optimized set of retrieval parameters; retrieval by all resources or by some certain resources; various retrieval modes; retrieval result improvement by retrieval vocabulary or hyperlinks in publications description; retrieval result saving in common formats; retrieval request saving and edition; subscription on new arrivals by e-mail; access to information by retrieval result (publications full texts browsing, print media order). From 2019 new WEB-oriented IRS will be supplemented by: full-text retrieval, retrieval by natural language phrase; faceted navigation; various access rights and full texts references registration and other options. Bibliographical resources in-formational opportunities will extend as 22655 documents (17%) from “Sustainable development of society and nature” section of “Scientific Siberica” database already have links on their full text (publications having DOI, publications on CD-ROM; publications in the public domain; published scientific events materials which arrive at libraries in printed format). For Internet-oriented customers on the web-site there are: topic sector description allowing switch to WEB IRS; virtual literature collections are represented (in xml-format) allowing full texts browsing and switch to WEB IRS. There is another advanced research direction -semantic WEB projects based on authority files of authors, personalities, organizations, subject and geographical headings. Update of “Scientific Siberica” bibliographical database and specially “Sustainable development of society and nature” section is directed at next points: documents analytic processing extension; functional files of authors, personalities, organizations, subject and geographical headings authority setting up; links on opened fulltext Internet resources addition; user interface development in WEB IRS and on the SPSTL SB RAS web-site.

Computational Thinking (CT) is a set of logical-operational cognitive skills or processes of reasoning, based on Computer Science. Abstraction, pattern recognition, algorithmic reasoning, and decomposition are examples of some of these skills that form the four pillar of CT. Some researchers have considered these skills as useful, and even mandatory to to cognitive development of the schoolchildren. In this paper, we present practical aspects and the possible contributions of CT in the development of competence of reading and interpreting English texts. Didactic interventions were carried out in high school classes of a public school, supported by the Bring Your Own Device (BYOD) approach, in which the students used their own smartphones. During these interventions, the students developed concept maps and podcasts, performed online exercises and the traditional exam, all of that composed the set of evaluation instruments. It was possible to understand that the CT skills are intrinsically present and contributed to the development of the reading and writing skills in English. According to testimonials, we highlight that the BYOD approach provided new conceptions and perspectives on the use of electronic equipment in function of the students’ learning.ResumoO Raciocínio Computacional (RC) é um conjunto de habilidades ou processos cognitivos lógico-operacionais de raciocínio, fundamentadas na Ciência da Computação. Abstração, reconhecimento de padrões, raciocínio algorítmico e decomposição são exemplos de algumas dessas habilidades que formam os quatro pilares do RC. Alguns pesquisadores consideram essas habilidades úteis, e até mesmo fundamentais, para o desenvolvimento cognitivo dos estudantes. Nesse sentido, este relato de experiência tem por objetivo apresentar aspectos práticos e possíveis contribuições do RC no desenvolvimento da competência de leitura e interpretação de textos de diferentes naturezas na disciplina de língua inglesa. Para isso, realizaram-se intervenções didáticas em uma turma do ensino médio de uma escola pública, apoiadas na abordagem Bring Your Own Device ou, simplesmente, BYOD, em que os estudantes usaram seus próprios aparelhos celulares. Durante o desenvolvimento das intervenções, os estudantes construíram mapas conceituais e podcasts, realizarem exercício online e a tradicional prova, os quais compuseram o conjunto de instrumentos avaliativos do bimestre. Por meio dessas intervenções, foi possível identificar como as habilidades do RC estiveram intrinsecamente presentes e contribuíram para o desenvolvimento da competência de leitura e escrita em língua inglesa, elencada pelos Parâmetros Curriculares Nacionais. Collections of antiquities on Danish manorsBefore the establishment of the public museum system and during its first phase after 1807, important activity concerning the relics of antiquity was managed by the estates (fig. 3). This resulted in the creation of collections with varied contents, including Danish antiquities. These were either bought or found within the estate district as was the case with the pieces of ”danefæ”, which the peasants found and brought to the manor (according to a decree from 1737, all treasures found in the Danish soil must be handed over to the king or – later – the state. Such finds are called” danefæ”). It is notable that the collection of danefæ took place according to a decentralised structure, as described in King Frederik V’s public notice from 1752, which also stated that a reward is given in return. According to this, the king delegated his right to collect danefæ to counts and barons, who could then again pass it on and cash the reward. The danefæ became the nucleus in many collections (fig. 4). This category of landowners kept their central position to archaeological work for a long time. Their right to collect danefæ lasted until 1853, and the practice of delivering antiquities found on the estate at the manor went on until modern times.The early museum collections, the kunstkammers and collections of curios of the 17th and 18th centuries, are well described in the literature on museum history. However, only little attention has been paid to the collections of the 19th and early 20th centuries. For instance, the collections of Broholm on Fyn (fig. 9), of Nr. Vosbjerg in Western Jutland, of Brattingsborg on Samsø, and of Valbygaard (fig. 1) and Lerchenborg on Sjælland have all been thoroughly described, but only individually (note 5), not as a phenomenon. This article is based on information from a few selected archives supplemented by spot tests involving a number of manors and several museums in areas with many estates (note 14). ln spite of the limitations induced by the source material it is the aim of the article to throw light on as many collections as possible to reach a general view. The article focuses on the manor collections as a phenomenon and on the museum development and museum traditions to which these collections belong , with the emphasis on the 19th and early 20th centuries.The article is based on two archives,Victor Hermansen’s papers in the Royal Library, indicated in the lists I-V with the signature of ”gl. Bib. VH” and the part of the report archive in the National Museum / Danish Prehistory, listed as ”NM, Oldtiden”, which contains the private collections. The material has been described using five time references: Before 1807 (list I); 1807-1848 (list II); 1848-1892 (list III); and finally 1892-1919 and 1919- the present time (both in list IV) (fig. 2). The time divisions were the result of an overall evaluation of the material, the type of collections and the intellectual, mental and social motives behind the collecting activity. Although the types of collections from different periods overlap and late examples of early collection types do occur, it is still obvious that the ideal for collector’s activity changed in the course of time.The review begins with the period 1807-1848, at the start of which the ”Royal Commission to the Safe keeping of Antiquities” was to become the foundation stone of the public museum system.1807-1848: landowners and others put much work into the issue, which the ”Commission” had been appointed to safeguarding. Danish artefacts were collected as never before. A flow of artefacts arrived at the collection in the capital from several landowners on Fyn and elsewhere. As in the beginning of the previous period, the landowners were also taking part in excavations, in protecting relics of antiquity and in publishing archaeological treatises.1848-1892:The public museum services were established. The new keeper of the Danish antiquities, the archaeologist J.J.A. Worsaae travelled the country to collect information, and he specifically contacted the landowners, knowing that these were key figures within archaeological research (fig. 5 and 10). Consequently, the landowners changed the way they dealt with archaeology in line with the development of the profession as initiated by Worsaae, who went in the direction of a more scholarly method and a dissociation of philosophy and history, which had been closely connected to archaeology. King Frederik VII’s (1848-1863) personal interest in archaeology had a positive influence on the development of the profession and contributed to its growing popularity among the landowners and the public.1892-1919: This period began with the Old Nordic Museum changing its name into the National Museum, and Sophus Müller becoming its curator. The landowners continued their archaeological activity, especially on those estates, which had a tradition for this (fig. 6). However, in the correlation between these archaeologically interested and active landowners, the National Museum gained more authority due to its growing expertise. Not only did the museum engage itself in the landowners’ investigations, it also took over the work and continued it on its own terms. But at the same time the museum staff showed appropriate consideration to the landowners, who according to the constitution had the right of owners hip to extensive areas with artefacts and relics of the past. Cooperation was necessary for the growth of the profession. The landowners had unlimited rights to those finds of artefacts and structures that were not danefæ or listed relics. However, the registers of the National Museum from this time show that after the excavation, the landowner often gave the finds to the museum.This period also saw conflicts between the provincial museums and the National Museum, caused by Sophus Müller’s policy of a centralised museum structure, which gave the provincial museums little liberty of action (note 7). We lack a coherent description of the private artefact collectors’ part in this game. A closer examination of some of them, such as Beck on Valbygaard, the private collectors associated with the museum in Odense, and Collet on Lundbygaard suggests that they were sometimes on one, sometimes on the other front in this controversy (note 9 and 47).After 1919: In 1919, the privileges and special duties of the nobility were cancelled, a development parallelled in the rest of Central, East and Northern Europe. The advanced position in the government previously held by this social class had ended to be replaced by the public sector of the democratic society of which the modern museum system forms a part. However, some estates carried on the tradition of building up collections of artefacts even in this period, and a few landowners opened museums on their estates (fig. 7). These are late activities in the long tradition of archaeological activity on the manors. Both in this periods and the previous one, the interest in collecting artefacts spread down the hierarchy of the manors to the employees and to the farmers on the small holdings. Today almost every family holding owns a collection of artefacts found on the property.To throw light on the changing intellectual context of which the artefact collections on the manors formed part, from the collections of the late Renaissance until the present, the article includes the collections of curios and minerals from the 17th and 18th centuries (list I). Most royal and princely courts in Europe had a kunstkammer with a wideranging content. The archive information used for this article has shown that in Denmark in the 19th century, these collections were not exclusively connected to the nobility or the manors. It is a common trait that the collector was a learned person, an academic or a high official or a well- educated nobleman with or without property. To agree with this, both in Denmark and internationally, a well-equipped library was attached to the collection as a fixed element (fig. 8). Some kunstkammers were attached to grammar schools, orphanages and student hostels. Through purchase and sale parts of the collections changed owner and location from time to time, as for instance the collection of Jesper Friis, which can be followed in written so urces from the 17th century through the following centuries and for a couple of items even into the antique collection of the National Museum.Around 1800, the Romantic Movement and the national currents increased the interest in Danish arte facts and relics of the past. Via folk high school education, which was inspired by the Nordic mythology and attached importance to the prehistory and early history of the nation, this interest spread into the population. As opposed to the earlier collections, which formed part of a learned environment characterised by a classical, humanistic education, the many manor collections, which had their prime in the period of c. 1860-1919, formed part of a practical agronomy universe, where demanding farming techniques were pushed into effect and where hunting and outdoor life was an important part of life. At the same time the landowners put much strength into renovating buildings and erecting fine manor complexes, a natural consequence of the wealth that originated from the corn sales. In an era where natural sciences and practical trades were given pride of place, the turn of archaeology away from the old humanistic method and tradition within philology and history towards the exact sciences will have contributed to the populariry of the profession.The private collections of artefacts have a larger professional and intellectual value than what is usually attributed to them. They were made at a time when the creation of rype collections of artefacts, suites, were in fashion. Information on find conditions and contexts are therefore rare. In the 20th century, professional archaeologists valued these collections according to the presence of find information, and so many of them were split through exchange. The fact that many of these artefacts were from the time before the parish accounts (a registering of relics of the past initiated by the National Museum) and thus – when it comes to the local artefacts – told of the relics of the past that had been situated on the estate earlier, but had been demolished in the early, active farming years of the first half of the 19th century. Also, the ethnological value of these collections has been disregarded.The article ends with considerations as to the public / the private. Nowadays these two notions create two separate rooms. ICOM’s ethical rules for museums have a clear definition, stating that a professional museum activiry is in compatible with private collecting activity.The history of the private collections of arte facts throws light on the development from the time before the public sector, when landowners and other private persons were supporting archaeology and the public museum initiative economically, politically and professionally. The profession developed from here and in a continued interaction between the professionals and the private collectors. Even when today there is a clear distinction between public and private, there are some interesting reminiscences left. The trends in Palanga architecture of the second half of the 19th – first half of the 20th century are represented in the National Cultural Heritage List by 10 villas, 14 residential houses, two hotels (Kurhauses of Nemirseta and Palanga), a pharmacy, a spa building, a ship rescue station and a bus station. But such heritage objects reflect the stages in the town development only partially. If the cultural heritage list of Palanga town is treated as a coherent and continuous collection reflecting different stages in architecture and culture of this town (as it should be), it would be relevant to add a few more samples of the mid and second half of the 20th century architecture to the list. Taking into consideration the presence of exclusive Soviet period architectural objects on the list (made according to recommendations of different professional and social communities), and recommendations of the list founders, the following two educational institutions realized less than 50 years ago that these may as well be enrolled as examples of specific historic period and acknowledged artistic style or trend, and as most progressive and/or artistic architectural solutions of the time, to be protected for public information and use purposes: the music school designed by architect I. Likšienė,1981, (Maironio St.8; see Fig. 1) and former Pioneers’ Palace designed by I. Likšienė and G. P. Likša,1985, (now the elementary school, at the address Virbališkės Takas 4; see Fig. 2). These buildings are distinctive examples of contemporary architecture development. At present managed by the local municipality, they are in good physical state, with retained initial qualities of space and volume structure, use of materials, environment and purpose. In the category of accommodation buildings the following may be marked out: the early architectural design works by A. Lėckas, namely, the Žilvinas hotel (Kęstučio St. 34; see Fig. 4, a.), designed and implemented in 1968 as a rest house for 45 guests (21 apartment) on commission of the Council of Ministers of the Soviet Socialist Republic of Lithuania and the Žilvinėlis apartment building for 24 guests implemented in 1970 (Birutės al. 44; see Fig. 4, b.). These objects still owned by the state have been prepared for privatization. Before privatization it is suggested to enroll them on the Cultural Heritage List, identify their valuable qualities, character and level of significance and perform any other required procedures. It is also recommended to make agreements for protection of cultural heritage objects with the new owners of such buildings. The initial protection is also needed for the Rąžė book shop and café building (Vytauto St.84; see Fig. 5) designed by R. V. Kraniauskas in 1967 and considered mature in the artistic sense. The building has retained its small scale, which is characteristic for the resort town, and thus enriches the spatial perspective of the street. Considering its physical shape, functional and aesthetical qualities and the use character, it is also highly recommended to grant the heritage protection status to the administration building Komprojektas (Gintaro St.30,30A; see Fig. 6) designed by G. P. and I. Likša in 1988. The collection of Palanga architecture may also be enriched by the conserved pavilions of the summer reading hall of the National Martynas Mažvydas Library (Vytauto St.72, (1968); see Fig. 7) and Kupeta (S.Daukanto/ S.Dariaus and S.Girėno St., (1969); see Fig. 8) designed by architect A. Čepys; an example of the original concrete plastics, the coffee shop Banga (J. Basanavičius St. 2; see Fig. 10) designed by G. J. Telksnys in 1976–77 and realized in 1979. The present shape and use character of these buildings cause serious threat to their preservation. There is little probability that within the context of the on-going reconstructions traditional acts for enrollment on the heritage list could somehow contribute to the conservation of values of the Vanagupė resort center, the laureate (1984) of prestigious prize by the USSR Council of Ministers (architects A. Lėckas, S. Šarkinas and L. Merkinas; see Fig. 3); the resthouse Guboja implemented only partially in 1976 (in Šventoji, Jūros St 65A., architect. R. Buivydas); resthouse Auska (presently, hotel, Vytauto St.11; architect J. Šipalis, 1977); and the resthouse Šiaulių Tauras (Vytauto St.116, architect G. P. Likša,1983). Nevertheless, the identified architectural, urban, landscape and engineering values of objects and analyzed possible forms for their conservation (ex-situ and in-situ) could become a basis for scientific study of contemporary architecture and urban planning in Palanga resort. Based on their design material, the initial concepts of such objects should be identified and their present as well planned for the future transformations should be analyzed. Such study to be presented publicly (for example, on the National Cultural Heritage List database) could ensure conditions for better understanding of past and present values of the objects, for both, specialists and public at large, and be a highly valuable source of information describing the architecture of the time to be used for information, scientific and professional purposes. Such study may also become a stimulus for preparation of complex regeneration design projects of objects and landscapes, which would comprise the conservation and development needs and add new artistic values. Todėl kyla abejonių ar registro plėtra bus veiksminga. Straipsnyje Palangos miesto pavyzdžiu nagrinėjamos galimybės sudaryti vėlyvojo modernizmo architektūros kolekciją. Manoma, kad sistemingas kultūriškai vertingų architektūros objektų rinkinys formuojamas apjungiant skirtingus saugojimo metodus gali paskatinti atsakingas institucijas, vietos ir profesines bendruomenes susitelkti atsakingam architektūros paveldo puoselėjimo ir tvaraus naudojimo procesui.

The World Trade Center Attack or 9/11 tragedy has awakened the international community, particularly the United States (US) to sharpen its foreign policy in facing security threats coming from ‘weak states’. One of the most prominent weak states examples that pose a grave threat to other countries are the Northern Triangle Countries of Central America that referred to Guatemala, Honduras, and El Salvador. Hence, this paper will discuss the rationale behind US initiatives in dealing with security threats in El Salvador as one of the Northern Triangle Countries. In analyzing the case, the writers will use the weak state concept and national interest concept. The result of this paper finds that El Salvador corresponds to the elements of a weak state and further poses security threats by giving rise to transnational criminal organizations, drug trafficking, and migrant problems in which overcoming those security threats has become US vital national interest. However, we also find that although decreasing security threats and strengthening El Salvador government capacity is highly correlated, strengthening El Salvador governance through the providence of aid and assistance is actually classified as US important national interest. Modern sociology has a special look at the three associated variables of environment, water and energy. The three variables are not in a harmonial state in many parts of the globe. Some have access to two, or not sufficient to one. Only a few countries are in an equilibrium state of the three. For example, many African countries are in short fall of water and energy. What sociologists suggest is to bring about resources enough as far as the three parts are concerned. In the past, the threefold relationship was less considered and measured, but currently with the heavy weight of population over 7.8 billion world over (WPDS, 2020), balance between the three is inevitable. While population all over the world has increased considerably, water resources have not increased in the same way. Moreover, in the past, population dependency on energy was not that much. But, in the industrial age of today, man is highly in need of energy of different types to maintain life. However, waste and wastewater have become problematic in current age and in most parts of the world. The emerging situation is polluting environment, seas and water streams. It is more observable in less developed world than the developed world. Therefore, the water and energy crisis is wide and ongoing. It is discussed elaborately in the present article. However, national security could be accessible only if water-energy policies are there (Bauer et el. 2014). Introduction The threefold relationship of environment, water and energy is very important from a sociological point of view. Although in the past these three variables were less considered, and their relationship with each other has been less measured, at the same time, following the comprehensive development of modern societies, the tripartite relationship of these variables is inevitable today. To have a healthy environment, enough water resources and enough energy, you must always invest in it. While energy is highly dependent on water, the supply and transfer of water, and the disposal and transfer of wastewater also require energy. Therefore, water and energy, while being necessary for each other, also ensure the health and safety of individuals. Existence of lakes, dams and other similar sources generate energy through and with the power of these elements. At the same time, energy itself transports water resources from one region to another. It also happens with the energy power of the waste disposal system or system. Otherwise, the health of individuals and the health of society in general will face irreparable risks. In the past, when such facilities were less available, many health problems arose that eventually led to an increase in mortality. Therefore, in order to have a healthy environment, providing water and energy resources is very vital and inevitable. Likewise, drinking water itself needs energy for purification and purification operations, and re-pumping to consumers. This means that any interaction regarding the sanitation of water, its purification, its displacement, etc., is itself highly dependent on energy. These conditions ultimately lead to greater well-being, health and security. While developed societies have more or less achieved these possibilities over the last century or so, non-industrial societies have recently been able to implement such schemes; That is, a strategy that leads to better health for them. Where there is a shortage of clean drinking water, and water has to be transported over long distances, having energy is extremely important. Countries generally do not have the same amount of water resources for different uses. As a result, in many cases they have to move water from long distances to other places. This kind of movement requires sufficient and sustainable energy, and this makes agricultural exploitation, agricultural prosperity, access to more resources and products, and the like, more practical and achievable. One of the most significant challenges in this regard is within African countries; That is, areas that are generally short of energy, and the aforementioned losses have made it impossible for such communities to make good use of their potential resources (agricultural land); As a result, poverty and scarcity are widespread in such societies. Method of ResearchMethodology used in the present article is of qualitative type. In that, various paradigms have been used to find out about the facts regarding pandemics during the history. Qualitative research usually studies people, events or areas in their natural settings. In finding facts for the research, the researcher engaged in careful data collection and thoughtful analysis of what was relevant. In the documentary research applied for the present research, printed and written materials were widely regarded. The research was performed as a qualitative library-type in which the researcher had to refer to the relevant and related sources. In the current research, various documents were thoroughly investigated, and the needful inferences were made. The data fed by the investigator in the present article is hopefully reliable. Though literature on pandemics is very limited, yet the author tried to investigate many different resources in order to elicit the necessary information to build up the text. Energy and waterMany of the problems of the society will be reduced if all the people of a society have adequate access to energy and water. It means the safety of water for drinking and sanitary consumption (UNDP: 2015). Access to water and energy also greatly contributes to improving the quality of life. At the same time, access to these resources greatly contributes to the health of the environment, its preservation and maintenance. Today, many less developed communities face increasing population, population density, and mass migration to urban areas. They face water and energy constraints. This has caused the environment to be directly and indirectly affected, and in a negative way. Overpopulation in urban areas, on the one hand, and water scarcity, on the other, put many green space resources at risk of extinction. Therefore, urban environmental planners must always adjust and consider the relocation and resettlement of the population in accordance with water and energy resources. This statement can be applied to all human societies, and it means that energy and water are inseparable. For example, energy is inevitably needed to cool biofuels (hydropower) or water-based power plants, and so on, to access water sources or safe water. In other words, to transfer water from one area to another, or to pump water for change or desalination, we need sufficient and appropriate energy. Therefore, countries should always pay enough attention to these two sources in their planning path. However, many traditional water sources such as springs, aqueducts and the like are being destroyed in many communities. Likewise, following the general warming of the earth, water scarcity is felt more than ever in different communities. On the other hand, following the consumption of more and more population, the need for water directly and indirectly is always increasing. Given this scenario, environmental planners must always take new practical measures to meet the growing needs of their citizens. From a sociological point of view, basic human needs cannot be met without energy and water. That is, it provided food for the growing population, and sustained economic growth. Many societies today need more food, even than in previous years. In other words, more per capita should be considered for them in terms of food, services, agricultural resources and the like. This means that as the quality of life improves, so does the expectation of consumption. In such circumstances, the community in question needs more water resources. While many societies are in such a situation. Future consumption needs are less predictable. Rising prices for food and consumables around the world in recent years are evidence of this claim. That is, many societies around the world over the past decades have not paid attention to the current years (decades) of the 21st century. At the same time (today) (1.3 billion) 1.3 billion people in the world do not have access to electricity, and about 800 million people get their water from unhealthy sources. These conditions lead to many diseases, health problems, personal and social threats and other deprivations. Therefore, considering the natural trend of population growth, which is generally 2% per year or more in developing countries, the forecast and increase of water and energy resources is of crucial importance. As noted, nearly one-seventh of the world's population is now forced to use polluted water resources, which threatens the health of current and even future generations. Therefore, environmental sociologists must always measure and predict population growth index and water resources index together. Many African countries today are in such a situation. That is, a situation whose unhealthy conditions can be transferred to other communities. It's about the same billion people suffering from poverty, hunger and deprivation, and over the next thirty years the demand for food and energy will increase at an unprecedented rate. However, a high proportion of the population, or in other words one-seventh of the world's population, faces food deprivation. While by 2050 the world population will increase from the current 7.2 billion (2013) to more than 9.2 billion, during this time the expectations of individuals, their way of life and the different needs of citizens in different societies will also increase. . These conditions will further exacerbate food and energy problems. Therefore, social planners should distribute their urban and rural population in proportion to their water and energy resources. If more population pressure is applied to urban areas, it will put additional pressure on water and energy resources. However, many human societies today still rely on the same water resources to sustain their lives, economic growth and their environment. In a situation where the share of the population is increasing, effective and productive sources of agricultural and food production. That is, water and energy resources must also increase, otherwise many products. Food production, agricultural production and the like are more or less failing. Under such circumstances, more migration will inevitably occur, which in itself has a negative impact on the environment. This trend is more related to less developed countries than industrialized and developed countries. Improving communities and ecosystemsPutting water and energy on the agenda (from a systemic point of view). How it was developed and managed must be pursued at the local, national, regional and global levels. Water and energy as two influential and vital factors today should be regularly included in development plans, sufficient budgets should be allocated to them, and as mentioned, they should be pursued at different levels and in a participatory manner. In this way, water and energy supply can be achieved to some extent. Likewise, specialized departments, in partnership with other institutions, must make the necessary predictions in proportion to time and place. Therefore, water, energy and food supply will play a central role in the importance and environmental health of communities. Due to increasing population, urban population density, population growth, and changing lifestyles, the need for water, energy and food is felt more than ever in the past. Today, however, a significant portion of the world's population cannot easily meet these needs. Therefore, countries, both independently and in partnership with other communities, must meet the growing needs for water, energy and food as much as possible. In this way, the quality of life in these communities also improves. Many Third World countries, and African countries in general, face severe restrictions in the water, energy and food sectors. The issue of energy and water in general is important in two ways. That is, in terms of the opportunities and challenges of society, and the elimination of many of the growing needs in different societies. Water and energy, while creating opportunities, on the other hand, and in conditions of scarcity or scarcity, water inevitably brings challenges and limitations. Opportunities mean that in the conditions of having sufficient water and energy, economic-agricultural development takes place in its desired form. That is, a movement that itself provides more added value. With the opportunity in question, this situation will lead to more investment, more income, and ultimately more per capita GDP. That is, what leads to an improvement in the quality of life. Few countries have achieved this today. However, many developing societies today and in the years to come will face a water and energy crisis. The problem itself requires more studies, more investment and more international cooperation. Population, economy and energy and water demandThe production and use of energy and water in its national form is a significant necessity in order to meet the basic needs and develop opportunities for the people. Energy supply means access to clean, reliable and revenue-generating energy services for cooking, heating, lighting, communications and productive uses (United Nations: 2010). The supply of water resources and the production of energy required due to the growing needs, today is the first level of importance in different countries. The provision of these resources in its national and global form must be considered, otherwise uncontrolled migration from places without water and energy to other places will inevitably take place. That is, the flow that ultimately leads to environmental problems in various forms. This process leads to housing constraints, transportation problems, and many socio-economic disadvantages. Therefore, social planners, environmental sociologists, and economists must always have adequate oversight and effective forecasting in the water and energy sectors. Water and energy themselves provide food security. It means providing and accessing adequate, healthy and nutritious food that meets the daily nutritional needs and nutritional preferences for a healthy and active life (FAO: 1996). In any case, both energy and water cross national borders in some cases, thereby facilitating international cooperation. Today, following the need of countries for these two factors, new relations have emerged between countries. Whereas in the distant past, water currents flowed easily from one country to another, today for this movement. Contracts and treaties are concluded. Similarly, while countries today need more energy (for example, electricity), cooperation and areas of trade and transmission of electricity between countries are taking place. In this way, the fields of economic cooperation between countries have increased. That is, it provides conditions that improve agriculture, improve the environment, and provide more food, and so on. Cooperation between neighbors in this way provides benefits sharing, profitability, access to more food and water-related products. As the population of countries has increased in recent decades, and on the other hand, the need for food has increased, this has made the connection between countries more and more in terms of water and energy transmission. Is. Improved global water, energy and food supply conditions can be achieved through a cohesive policy. It means adopting a method in terms of management and administration, integrated in all sections and scales (WWF Retrieved). At the international level, ongoing crises such as energy, food, financial issues, and the like indicate systemic interdependence. If the needs related to the mentioned indicators such as energy, water and food are not met in an adequate level, the society will face various crises. Under such circumstances, the standard of living declines. That is, comfort, access to the required material goods, income, employment, domestic products, and inflation are all affected by the declining trend in living standards (Retrieved: 2011). For example, in the absence of energy and water, many villagers migrate to urban areas. That is, a movement that itself leads to crises such as environmental pollution, transportation, population density, destruction of the urban environment and the like. Such crises also lead to greater challenges to personal and social health. Therefore, the water and energy crisis poses many and ongoing challenges. Sociologists in general and environmental sociologists in particular evaluate and predict these conditions. Developing countries face serious challenges in achieving their Millennium Development Goals by 2015, and their close and intimate relationships with water, energy and food need to be re-examined to achieve the Millennium Development Goals. Developing countries must always anticipate their coming years by turning to water and energy resources. That is, such facilities that lead to the provision of food. However, such countries face unforeseen challenges and problems due to their increasing population on the one hand, and their extensive migration to urban areas on the other hand. Sociologists have always advised that greater individual and social health be achieved through access to adequate sources of water and energy, otherwise there will be many challenges in the lives of different strata. Likewise, the emergence of new injuries endangers individual and social health in various forms. Energy and water balanceEnergy and water are two important factors in urban development. Any industrial development and access to more industrial products, and more processing itself requires more energy and water resources. In the absence of these two sources, urban communities are largely exposed to economic stagnation, unemployment, and consequently economic inflation. This also leads to a decline in quality of life. Therefore, in proportion to the capacities related to their water and energy resources, they should welcome urban development. Today, many developing communities are facing this problem (restrictions on water and energy resources) in urban areas due to the general increase in their population, and migration from rural to urban areas. Fast-growing cities are heavily dependent on energy and water supply. But at the same time, they must reduce water demand, manage relevant trade, and make good use of their water resources. That is, through the reuse of water, the recycling of water and the production of energy from waste and the like. In a coherent and coordinated manner for industrial development, the use and reuse of energy and water is essential, in order to increase scarce resources and save costs. That is, during the production and management of waste, the motivation for social-environmental responsibility should be strengthened as much as possible through sustainable production. The relationship between energy and water is not only quantitative, but also water quality, water pollution, water pollution and the like must be considered. Different countries and societies, given their growing needs on the one hand, and the scarcity of water resources on the other hand, must always make multiple uses of the available water resources. It means recycling a lot of used water and reusing it in other fields and the like. Otherwise, the limitation and shortage of water resources will lead to food shortages. Therefore, continuous monitoring of its water resources to a large extent ensures the health and quality of life in urban and rural areas as much as possible. The connection between water and energy is inseparable, especially in urban areas. That is, city life depends on these two elements (Sustainca: 2015). Disseminate information on water and energyAccess to information and dissemination of data in the field of energy and water resources, or in other words, management of water resources, etc., is itself a major challenge in most societies today. Many countries, especially in less developed societies, do not have enough information about their water resources, water needs, future water resources, and water management in general. Therefore, based on estimates, such communities will sooner or later face challenges and problems due to water shortages. Therefore, from the sociological point of view of the environment, these communities should prioritize studies and information gathering in this regard as part of their plans, given the increase in their population and water consumption. Green infrastructure facilities, and nature conservation, provide significant services in protecting communities from floods and overheating, dust control, etc. It means strengthening green infrastructure (Benedict: 1947). The complexity of energy and water development decisions often requires some kind of modeling (or hybrid model), based on which an integrated support system is developed and maintained. To meet their water needs, countries must use newer and more advanced methods and models. Likewise, the link between less developed and more developed countries, in order to benefit from their experiences, can itself help in making decisions about energy and water development in less developed societies. Otherwise, the scope of the crisis will expand further in the coming years. Such developments include water and energy economics, their ecological impacts, social criteria, and economic tools that can be measured through choices. In other words, calculating and measuring their water and energy resources as effective methods help these countries in providing water resources. In general, today water and energy resources in its scientific form should be evaluated, measured and predicted. The bridge between science, politics and peopleDialogue or science, politics and people in the field of energy and water based on knowledge and education (literacy), indicates that energy and water need improvement and development. That is, effective efforts must be made in this regard. Innovations in technology, management and the like. In this way, a bridge between science, politics and people can be created. By creating such a tripartite relationship, energy and water resources can be fundamentally managed. At the same time, science and technology must be aligned with, and aligned with, energy and water policy.Otherwise, the challenges and shortcomings of energy and water constraints will become more and more widespread. With India's growing economy and status as an emerging world power, a new consciousness is developing in the country about the need to reinvest in public services. The National Knowledge Commission (NKC) is an advisory body constituted by the Prime Minister to provide recommendations for improving India's knowledge infrastructure. As part of this Commission, a set of recommendations has been developed to improve India's long neglected library system. This article explores the implications of these recommendations, with a specific focus on India's public library system and the social development gains that are often associated with public libraries. The potential of India's public libraries to serve as community information centres (CICs) is highlighted, as well as the challenges that lie ahead in implementing a new vision for public library revitalization. The article serves as an invitation for concerted action, reflection, and dialogue with regard to this important and pressing issue.

The New Jersey Digital Highway (NJDH) is a statewide collaborative being built by public information providers in New Jersey including libraries, museums, archives, historical societies, public broadcasting, and schools. Its broad mission is to develop and sustain an immersive, user-centered information portal to support the New Jersey learner, providing seamless access to cultural heritage materials. To that end, NJDH integrates concepts and technologies of mature digital library initiatives. Equal attention is being given to the competing needs of standardization and customization. It has a user-centered focus that emphasizes the active engagement of the education community and end users. The project stresses iterative training and assessment to inform the entire development and presentation process. But the NJDH initiative extends beyond that of earlier statewide digitization projects in its core mission: to build a robust preservation platform that will ensure perpetual access to the State's digitized collections. NJDH development is one of the first statewide digitization initiatives to have as its core mission the development of a solid digital preservation platform. The integration of core digital preservation extends the capabilities of existing consortial digital library initiatives. NJDH will demonstrate a digital preservation strategy for a statewide digitization initiative that is extensible to other states or institutions. The initial development of NJDH was funded through a National Leadership Grant for Museums and Libraries awarded by the Institute for Museum and Library Services (IMLS) in 2003.

The State of New Jersey Public Relations Employment Commission recently rendered a decision in a dispute over the Piscataway Police Department’s procedure for promoting individuals to the rank of sergeant. One important component of the case was how to properly interpret the results of a 1999 sergeant’s promotion exam. This paper gives a brief history of the promotional process and offers the data and statistical analysis submitted by both the Plaintiff (Patrolmen’s Benevolent Association- PBA) and the Police Administration. The case provides an excellent tutorial for beginners and practitioners on how to properly apply some elementary, but powerful, statistical concepts.

Indeed! It may be on the web today, but is there a plan in place to ensure that it will be there in twenty or more years? Probably not. In the haste to make information available electronically there are few agreed-upon plans for the preservation of digital information and much has already been lost. The particular concern of preserving electronic state government documents recently became an issue for our State Documents Interest Group of the Documents Association of New Jersey (DANJ) when we recognized not only that fewer documents are produced in print format but also that there is not a state plan to preserve the electronic documents being produced. For several years the Division of Elections in New Jersey eliminated the webpage that gave the previous year's election lists and results. Fortunately, the concern from those using the information prompted the Division of Elections to begin to retain this information. But the earlier information is gone. Recently, Public Utilities created a new webpage and eliminated virtually all of the documents that had existed on the earlier page. At least one agency replaces its old annual report with the new one. The predicament in New Jersey is not an isolated one. Our response was to research the issue of digital preservation and to present a report of recommendations to the State Librarian. The report, edited by Sue Lyons (2001, available at the DANJ website www.danj.org/DANJ), provides a thoughtful overview of the concerns and problems of digital archiving, offering recommendations for a cooperative process and plan by the state. In the report, Lyons cites several examples of lost digital information, including data from the Viking mission to Mars and all computerized data from a New York study mapping land use and environmental data throughout the state.

Objectives. States that are legalizing cannabis for adult use are increasingly focused on equity, with the goal of repairing some of the harm caused by the War on Drugs. This study explains and describes the emphasis states are placing on equity and assesses whether public education can be used to increase public support for equity-focused cannabis policies. Methods. We conducted an online survey of 893 New Jersey adults in August and September of 2021, just as state’s Cannabis Regulatory Commission was publishing the first set of regulations for the legal sale and use of cannabis for adults age 21 and older. The study included an experimental design, in which half of respondents viewed an educational message about equity-focused cannabis policies before answering survey questions, and the other half did not. Results. Few participants (24.9%) were familiar with the concept of equity in cannabis policy, and a substantial proportion—from about 20% to 35%—provided a “neutral” or “don’t know” response when asked about support for specific policies. Exposure to an educational message was associated with greater perceived importance of equity in cannabis policy (p < 0.05) and greater support for equity-focused policies. Specifically, participants who saw an educational message had greater agreement that New Jersey should provide priority licensing (p < 0.01) and grants (p < 0.001) to people who have been arrested for cannabis, and who now want to participate in the legal cannabis industry. Conclusions. Cannabis regulators, public health professionals, and people working to advance racial justice may be able to advance state equity goals and remedy some of the harm from the War on Drugs by expanding public education campaigns to include equity messages.

Rev. Dr. William Augustus Jones, Jr. was pastor of Brooklyn’s Bethany Baptist Church for over 40 years and a significant figure in the African-American community. In the mid-1970’s New Jersey radio station WFME approached him with an offer to have his Sunday sermons broadcast as The Bethany Hour in the New York, New Jersey, and Connecticut markets. Brooklyn College Archives has the Jones collection, which contains cassette recordings of several hundred of these sermons, as well as video recordings from the program’s short time on broadcast television. With no playback equipment for patrons, and concerned about the physical integrity of the recordings, the archives decided to digitize the materials. With a tight budget and no digitization expertise on staff, the archives applied for and won a Council on Library and Information Resources Recordings-at-Risk grant. Despite some delays due to the COVID-19 pandemic, the project was made available to the public at the end of March 2021.

First a scenario, second its context, and third, an analysis. The text draws on ethnographic research on security practices in the United States among police and parts of the intelligence community from 2006 through to the beginning of 2014. Real names are used when the material is drawn from archival sources, while individuals who were interviewed during fieldwork are referred to by their position rank or title. For matters of fact not otherwise referenced, see the sources compiled on “The Complete 911 Timeline” at History Commons. First, a scenario. Oklahoma, 2001 It is 1 April 2001, in far western Oklahoma, warm beneath the late afternoon sun. Highway Patrol Trooper C.L. Parkins is about 80 kilometres from the border of Texas, watching trucks and cars speed along Interstate 40. The speed limit is around 110 kilometres per hour, and just then, his radar clocks a blue Toyota Corolla going 135 kph. The driver is not wearing a seatbelt. Trooper Parkins swung in behind the vehicle, and after a while signalled that the car should pull over. The driver was dark-haired and short; in Parkins’s memory, he spoke English without any problem. He asked the man to come sit in the patrol car while he did a series of routine checks—to see if the vehicle was stolen, if there were warrants out for his arrest, if his license was valid. Parkins said, “I visited with him a little bit but I just barely remember even having him in my car. You stop so many people that if […] you don't arrest them or anything […] you don't remember too much after a couple months” (Clay and Ellis). Nawaf Al Hazmi had a valid California driver’s license, with an address in San Diego, and the car’s registration had been legally transferred to him by his former roommate. Parkins’s inquiries to the National Crime Information Center returned no warnings, nor did anything seem odd in their interaction. So the officer wrote Al Hazmi two tickets totalling $138, one for speeding and one for failure to use a seat belt, and told him to be on his way. Al Hazmi, for his part, was crossing the country to a new apartment in a Virginia suburb of Washington, DC, and upon arrival he mailed the payment for his tickets to the county court clerk in Oklahoma. Over the next five months, he lived several places on the East Coast: going to the gym, making routine purchases, and taking a few trips that included Las Vegas and Florida. He had a couple more encounters with local law enforcement and these too were unremarkable. On 1 May 2001 he was mugged, and promptly notified the police, who documented the incident with his name and local address (Federal Bureau of Investigation, 139). At the end of June, having moved to New Jersey, he was involved in a minor traffic accident on the George Washington Bridge, and officers again recorded his real name and details of the incident. In July, Khalid Al Mihdhar, the previous owner of the car, returned from abroad, and joined Al Hazmi in New Jersey. The two were boyhood friends, and they went together to a library several times to look up travel information, and then, with Al Hazmi’s younger brother Selem, to book their final flight. On 11 September, the three boarded American Airlines flight 77 as part of the Al Qaeda team that flew the mid-sized jet into the west façade of the Pentagon. They died along with the piloting hijacker, all the passengers, and 125 people on the ground. Theirs was one of four airplanes hijacked that day, one of which was crashed by passengers, the others into significant sites of American power, by men who had been living for varying lengths of time all but unnoticed in the United States. No one thought that Trooper Parkins, or the other officers with whom the 9/11 hijackers crossed paths, should have acted differently. The Commissioner of the Oklahoma Department of Public Safety himself commented that the trooper “did the right thing” at that April traffic stop. And yet, interviewed by a local newspaper in January of 2002, Parkins mused to the reporter “it's difficult sometimes to think back and go: 'What if you had known something else?'" (Clay and Ellis). In fact, several of the men who would become the 9/11 hijackers were stopped for minor traffic violations. Mohamed Atta, usually pointed to as the ringleader, was given a citation in Florida that spring of 2001 for driving without a license. When he missed his court date, a bench warrant was issued (Wall Street Journal). Perhaps the warrant was not flagged properly, however, since nothing happened when he was pulled over again, for speeding. In the government inquiries that followed attack, and in the press, these brushes with the law were “missed opportunities” to thwart the 9/11 plot (Kean and Hamilton, Report 353). Among a certain set of career law enforcement personnel, particularly those active in management and police associations, these missed opportunities were fraught with a sense of personal failure. Yet, in short order, they were to become a source of professional revelation. The scenarios—Trooper Parkins and Al Hazmi, other encounters in other states, the general fact that there had been chance meetings between police officers and the hijackers—were re-imagined in the aftermath of 9/11. Those moments were returned to and reversed, so that multiple potentialities could be seen, beyond or in addition to what had taken place. The deputy director of an intelligence fusion centre told me in an interview, “it is always a local cop who saw something” and he replayed how the incidents of contact had unfolded with the men. These scenarios offered a way to recapture the past. In the uncertainty of every encounter, whether a traffic stop or questioning someone taking photos of a landmark (and potential terrorist target), was also potential. Through a process of re-imagining, police encounters with the public became part of the government’s “national intelligence” strategy. Previously a division had been marked between foreign and domestic intelligence. While the phrase “national intelligence” had long been used, notably in National Intelligence Estimates, after 9/11 it became more significant. The overall director of the US intelligence community became the Director National Intelligence, for instance, and the cohesive term marked the way that increasingly diverse institutional components, types of data and forms of action were evolving to address the collection of data and intelligence production (McConnell). In a series of working groups mobilised by members of major police professional organisations, and funded by the US Department of Justice, career officers and representatives from federal agencies produced detailed recommendations and plans for involving police in the new Information Sharing Environment. Among the plans drawn up during this period was what would eventually come to be the Nationwide Suspicious Activity Reporting Initiative, built principally around the idea of encounters such as the one between Parkins and Al Hazmi. In an interview, a fusion centre director who participated in this planning as well as its implementation, told me that his thought had been, “if we train state and local cops to understand pre-terrorism indicators, if we train them to be more curious, and to question more what they see,” this could feed into “a system where they could actually get that information to somebody where it matters.” In devising the reporting initiative, the working groups counter-actualised the scenarios of those encounters, and the kinds of larger plots to which they were understood to belong, in order to extract a set of concepts: categories of suspicious “activities” or “patterns of behaviour” corresponding to the phases of a terrorism event in the process of becoming (Deleuze, Negotiations). This conceptualisation of terrorism was standardised, so that it could be taught, and applied, in discerning and documenting the incidents comprising an event’s phases. In police officer training, the various suspicious behaviours were called “terrorism precursor activities” and were divided between criminal and non-criminal. “Functional Standards,” developed by the Los Angeles Police Department and then tested by the Department of Homeland Security (DHS), served to code the observed behaviours for sharing (via compatible communication protocols) up the federal hierarchy and also horizontally between states and regions. In the popular parlance of videos made for the public by local police departments and DHS, which would come to populate the internet within a few years, these categories were “signs of terrorism,” more specifically: surveillance, eliciting information, testing security, and so on. If the problem of 9/11 had been that the men who would become hijackers had gone unnoticed, the basic idea of the Suspicious Activity Reporting Initiative was to create a mechanism through which the eyes and ears of everyone could contribute to their detection. In this vein, “If You See Something, Say Something™” was a campaign that originated with the New York City Metropolitan Transportation Authority, and was then licensed for use to DHS. The tips and leads such campaigns generated, together with the reports from officers on suspicious incidents that might have to do with terrorism, were coordinated in the Information Sharing Environment. Drawing on reports thus generated, the Federal Government would, in theory, communicate timely information on security threats to law enforcement so that they would be better able to discern the incidents to be reported. The cycle aimed to catch events in emergence, in a distinctively anticipatory strategy of counterterrorism (Stalcup). Re-imagination A curious fact emerges from this history, and it is key to understanding how this initiative developed. That is, there was nothing suspicious in the encounters. The soon-to-be terrorists’ licenses were up-to-date, the cars were legal, they were not nervous. Even Mohamed Atta’s warrant would have resulted in nothing more than a fine. It is not self-evident, given these facts, how a governmental technology came to be designed from these scenarios. How––if nothing seemed of immediate concern, if there had been nothing suspicious to discern––did an intelligence strategy come to be assembled around such encounters? Evidently, strident demands were made after the events of 9/11 to know, “what went wrong?” Policies were crafted and implemented according to the answers given: it was too easy to obtain identification, or to enter and stay in the country, or to buy airplane tickets and fly. But the trooper’s question, the reader will recall, was somewhat different. He had said, “It’s difficult sometimes to think back and go: ‘What if you had known something else?’” To ask “what if you had known something else?” is also to ask what else might have been. Janet Roitman shows that identifying a crisis tends to implicate precisely the question of what went wrong. Crisis, and its critique, take up history as a series of right and wrong turns, bad choices made between existing dichotomies (90): liberty-security, security-privacy, ordinary-suspicious. It is to say, what were the possibilities and how could we have selected the correct one? Such questions seek to retrospectively uncover latencies—systemic or structural, human error or a moral lapse (71)—but they ask of those latencies what false understanding of the enemy, of threat, of priorities, allowed a terrible thing to happen. “What if…?” instead turns to the virtuality hidden in history, through which missed opportunities can be re-imagined. Gilles Deleuze, speaking with Claire Parnet, says, “memory is not an actual image which forms after the object has been perceived, but a virtual image coexisting with the actual perception of the object” (150). Re-imagined scenarios take up the potential of memory, so that as the trooper’s traffic stop was revisited, it also became a way of imagining what else might have been. As Immanuel Kant, among others, points out, “the productive power of imagination is […] not exactly creative, for it is not capable of producing a sense representation that was never given to our faculty of sense; one can always furnish evidence of the material of its ideas” (61). The “memory” of these encounters provided the material for re-imagining them, and thereby re-virtualising history. This was different than other governmental responses, such as examining past events in order to assess the probable risk of their repetition, or drawing on past events to imagine future scenarios, for use in exercises that identify vulnerabilities and remedy deficiencies (Anderson). Re-imagining scenarios of police-hijacker encounters through the question of “what if?” evoked what Erin Manning calls “a certain array of recognizable elastic points” (39), through which options for other movements were invented. The Suspicious Activity Reporting Initiative’s architects instrumentalised such moments as they designed new governmental entities and programs to anticipate terrorism. For each element of the encounter, an aspect of the initiative was developed: training, functional standards, a way to (hypothetically) get real-time information about threats. Suspicion was identified as a key affect, one which, if cultivated, could offer a way to effectively deal not with binary right or wrong possibilities, but with the potential which lies nestled in uncertainty. The “signs of terrorism” (that is, categories of “terrorism precursor activities”) served to maximise receptivity to encounters. Indeed, it can apparently create an oversensitivity, manifested, for example, in police surveillance of innocent people exercising their right to assemble (Madigan), or the confiscation of photographers’s equipment (Simon). “What went wrong?” and “what if?” were different interrogations of the same pre-9/11 incidents. The questions are of course intimately related. Moments where something went wrong are when one is likely to ask, what else might have been known? Moreover, what else might have been? The answers to each question informed and shaped the other, as re-imagined scenarios became the means of extracting categories of suspicious activities and patterns of behaviour that comprise the phases of an event in becoming. Conclusion The 9/11 Commission, after two years of investigation into the causes of the disastrous day, reported that “the most important failure was one of imagination” (Kean and Hamilton, Summary). The iconic images of 9/11––such as airplanes being flown into symbols of American power––already existed, in guises ranging from fictive thrillers to the infamous FBI field memo sent to headquarters on Arab men learning to fly, but not land. In 1974 there had already been an actual (failed) attempt to steal a plane and kill the president by crashing it into the White House (Kean and Hamilton, Report Ch11 n21). The threats had been imagined, as Pat O’Malley and Philip Bougen put it, but not how to govern them, and because the ways to address those threats had been not imagined, they were discounted as matters for intervention (29). O’Malley and Bougen argue that one effect of 9/11, and the general rise of incalculable insecurities, was to make it necessary for the “merely imaginable” to become governable. Images of threats from the mundane to the extreme had to be conjured, and then imagination applied again, to devise ways to render them amenable to calculation, minimisation or elimination. In the words of the 9/11 Commission, the Government must bureaucratise imagination. There is a sense in which this led to more of the same. Re-imagining the early encounters reinforced expectations for officers to do what they already do, that is, to be on the lookout for suspicious behaviours. Yet, the images of threat brought forth, in their mixing of memory and an elastic “almost,” generated their own momentum and distinctive demands. Existing capacities, such as suspicion, were re-shaped and elaborated into specific forms of security governance. The question of “what if?” and the scenarios of police-hijacker encounter were particularly potent equipment for this re-imagining of history and its re-virtualisation.
