As South Africa moved from formal apartheid to multi-party elections between February 1990 and April 1994, a unique testing ground for theories of media and democracy became available for analysis. Political struggles and discourses at every level of state and civil society were dominated by the demands of pressure groups, some with military support. Little agreement existed on what constituted democracy, on how such a practice could be attained, and whether or not a single nation could be forged out of the linguistic, cultural, ethnic, racial, class and geographical patchwork into which South Africa has been fragmented by apartheid.

During 2013, the New Zealand government heralded the launch of the Ultra-Fast Broadband (UFB) and Rural Broadband Initiatives (RBI) as significant tools across a range of economic and social policy areas, including the delivery of education and health services and the promotion of development policies for Maori. Conspicuously absent in the associated political discussion was the issue of public service broadcasting and the possibility for internet-based technologies to provide an efficient and cost-effective platform for the production and delivery of non-commercial public service media. The reason for this omission may be due to the governing National Party's historic disregard for public service broadcasting, as demonstrated by its disestablishment of a number of public broadcasting initiatives since 1999. Drawing on a Habermasian theoretical framework and Dan Hind's concept of ‘public commissioning’, the purpose of this article is to outline an alternative system for public service broadcasting based on a series of referenda and on open public debate. I begin by examining the present public broadcasting system and the traditional centrality of the state in governance and gatekeeping issues. I argue that the communicative potential of social media, enabled by universally accessible ultra-fast broadband, could provide an adequate platform for public gatekeeping, with the state having a significantly reduced role. I make the argument that the technological and resourcing mechanisms for such a system already exist, and the required shift in audience culture is already present in the consumption of entertainment and reality TV texts.

This research study has been carried out for the purpose of thoroughly examining and evaluating "liNE 1088 ", an interactive live cultural / informational TV programme, on the Cyprus Broadcasting Corporation (CYBC, the State Channel of Cyprus), of which I am the researcher and presenter. The CYBC, as a public service institution, is the only TV channel in Cyprus to offer programmes of this kind on a regular basis. At this point in time, especially now that Cyprus has joined the ED, the people of Cyprus need to be educated and informed on many matters that concern them, especially those which are relevant to the multicultural dimensions of Europe, and the many ways in which they affect their life. The aim of the project is to examine ways and forms of improving the TV programme "LINE 1088" in order to maximise the viewers' participation in the programme in accordance with the EU's directives on public broadcasting. The objectives of the study have been, mainly through an extensive audience research, to ascertain the strong points and the shortcomings of the programme as a whole, to what extent it meets the expectations of its audience, as well as how its overall quality may be improved. For this research a "mixed method" approach was adopted in order to collect data., using quantitative and qualitative research techniques. For the purpose of achieving validity, I used multiple data collection techniques and a range of sources of information namely four different kinds of surveys: literature review, existing viewing pools and the review of five transcripts with findings from one research technique checked against the findings from the research of another type. The results of the project led to a set of recommendations for the overall improvement of my programme as well as to a working model (pro to-type), for the CYBC which could fit into a more global picture of broadcasting and thus motivate society to become more actively concerned with cultural socialisation A working model which should not be static, but embody the time dimension and gradually become polymorphic. This vision should have as broad a range as possible. This working model could become a manual for public television and contribute to cultural development and to a society of active citizens. The project is the product of lifelong research, learning and experience in the media and in culture. Being the fIrst of its kind in Cyprus it will, I hope, contribute to a new body of knowledge in this field and will also become a valuable tool in a wider context.

This thesis is a theoretical and methodological engagement with the extent to which the public-private dichotomy is an appropriate and effective framework within which to critically approach the history of broadcasting regulation in the UK. The critical literature on the subject tends to present a narrative of decline, from an ethos of public service and citizenship, which is presumed to have enabled the public sphere, to a neoliberal faith in market logic and consumer choice, which is accused of undermining it. Much of this discussion is theoretically weakened, however, by a lack of engagement with the relevant literatures, and by the reduction to unitary oppositions between commonsensical terms of what are actually protean distinctions between contentious concepts. Taking this claim as its starting point, the thesis will attempt to clarify the ambiguity of the key concepts of debate on broadcasting regulation, recognising the need for the complexification of distinctions rather than their simplification or abandonment. Although not arguing that the assumptions or conclusions in the dominant literature are incorrect, the aim of the thesis is nevertheless to move away from an approach that identifies public service broadcasting (PSB) with political citizenship and the public sphere, and to explore instead the ways in which the distinction between public and private, and that between citizens and consumers, has always been a negotiated and unresolved process. Consequently, critical engagement with theoretical debates on citizenship, consumption, neoliberalism and the public sphere, as well as with methodological debates on the critical and genealogical approaches to discourse analysis, will be undertaken as a first step towards a more theoretically-informed (and more critical) genealogical account of the history of broadcasting regulation.

The advent of democracy in South Africa ushered in a new paradigm for freedom of religion and freedom of expression. Public broadcasting in general and the South African Broadcasting Corporation in particular constituted critical sites where the material possibilities and impossibilities of these rights were to be defined, negotiated, and regulated. This thesis investigates the role of religion in the history and development of the South African mediascape. Substantial chapters analyse the role of religion in the banning and introduction of television under apartheid, the place of religion in the formulation of new media policy in the democratic era, and the regulatory role of the Broadcasting Complaints Commission of South Africa in dealing with allegations of religious offense, blasphemy, defamation, and incitement to violence. From the television controversy in apartheid South Africa to postapartheid media policy and practice, the thesis uncovers issues of religious legitimation, religious regulation, freedom of expression, and freedom of religion in relation to the multiple configurations of religion, media, and politics. The way that the media industry and its regulatory bodies engage with religion, whether through production, dissemination, or regulation, is expected to be underlined in policy and practice by the constitutional mandate to balance freedom of expression against other rights that might be at stake in the mediasphere. Whereas freedom of expression is considered the defining framework for broadcast media, freedom of religion is subject to regulation. As the first extended study of religion and media in South Africa, this thesis shows that as a result of the deeply rooted Christian national heritage of public broadcasting and the Western Christian orientation of the constitutional democracy, Christian normative sensibilities regarding religion have been sustained within the institutional structures that govern the political economy of religion and public broadcasting.

This thesis provides an overview to a series of reforms undertaken at RAI (Radiotelevisione Italiana), the Italian public service broadcasting company between June 1993 and April 1996. The reform process began as a direct result of the collapse of the Christian Democrats and its coalition partners after 45 years of continuous government and was initiated by the centre-left 'Technocrat' government led by the former governor of the Bank of Italy, Carlo Azeglio Ciampi (April 1993 to May 1994); it was also continued by the centre-right Berlusconi government (May 1994 to December 1994) and by the centre-left Dini technocrat government (January 1995 to April 1996). The research aims to focus on two related topics in order to fully explain the broad social, economic and political context within which the reforms took place. Firstly, especial interest wil be given to an historical analysis of public service provision in Italy in the light of the twin pressures coming from the state and market. Historically, these twin pressures have had a detrimental effect on public service broadcasting in Italy. Secondly, the research also focuses on the impact of the reform process on the functioning of public service broadcasting in Italy. It identifies four areas of RAJ's operations which merit special attention: the system of political occupation, the so-called lottizzazione; the internal network system; the devolution of Raitre; and RAI and Fininvest-Mediaset duopoly. This thesis uses a combination of qualitative and quantitative methodologies, including primary and secondary analysis and interviews with key architects of the reform process.

Abstract (sommario):
In this blog post, the author examines the specifics of the work of minority media and minority journalists during the first six months of the war of aggression against Ukraine. The text is based on the author’s interviews with representatives of different types of minority media outlets – printed, digital, as well as the public broadcaster – operating in different regions of Ukraine. The key findings indicate a tendency towards scarcer reporting about the daily lives of ethnic communities and a more vulnerable situation for minority reporters, many of whom have fled abroad, of all media outlets scrutinized. Moreover, a significant decrease in broadcasting in minority languages through the public broadcaster is identified in one of the multi-ethnic regions.

Abstract (sommario):
This report, prepared for The Jim Henson Company, shares findings of a sub-study investigating the types of support parents and caregivers need when navigating and using the second-screen Splash and Bubbles for Parents app. This study originated from a prior field study finding indicating families would benefit from support around the app since it represents a new kind of digital tool. In partnership with local Public Broadcasting Service (PBS) stations, we provided parents and caregivers more detailed support around the features of the app. Based on survey and interview findings, parents and caregivers found the app helpful for supporting their children’s science learning, thus validating the field study findings. We also found that all sections of the app were used and could help promote conversations between parent/caregiver and child. Moreover, families expressed choosing to use a specific app section when they felt it was more relevant or developmentally appropriate for their child.

Abstract (sommario):
The article investigates functional techniques of extralinguistic expression in multimedia texts; the effectiveness of figurative expressions as a reaction to modern events in Ukraine and their influence on the formation of public opinion is shown. Publications of journalists, broadcasts of media resonators, experts, public figures, politicians, readers are analyzed. The language of the media plays a key role in shaping the worldview of the young political elite in the first place. The essence of each statement is a focused thought that reacts to events in the world or in one’s own country. The most popular platform for mass information and social interaction is, first of all, network journalism, which is characterized by mobility and unlimited time and space. Authors have complete freedom to express their views in direct language, including their own word formation. Phonetic, lexical, phraseological and stylistic means of speech create expression of the text. A figurative word, a good aphorism or proverb, a paraphrased expression, etc. enhance the effectiveness of a multimedia text. This is especially important for headlines that simultaneously inform and influence the views of millions of readers. Given the wide range of issues raised by the Internet as a medium, research in this area is interdisciplinary. The science of information, combining language and social communication, is at the forefront of global interactions. The Internet is an effective source of knowledge and a forum for free thought. Nonlinear texts (hypertexts) – «branching texts or texts that perform actions on request», multimedia texts change the principles of information collection, storage and dissemination, involving billions of readers in the discussion of global issues. Mastering the word is not an easy task if the author of the publication is not well-read, is not deep in the topic, does not know the psychology of the audience for which he writes. Therefore, the study of media broadcasting is an important component of the professional training of future journalists. The functions of the language of the media require the authors to make the right statements and convincing arguments in the text. Journalism education is not only knowledge of imperative and dispositive norms, but also apodictic ones. In practice, this means that there are rules in media creativity that are based on logical necessity. Apodicticity is the first sign of impressive language on the platform of print or electronic media. Social expression is a combination of creative abilities and linguistic competencies that a journalist realizes in his activity. Creative self-expression is realized in a set of many important factors in the media: the choice of topic, convincing arguments, logical presentation of ideas and deep philological education. Linguistic art, in contrast to painting, music, sculpture, accumulates all visual, auditory, tactile and empathic sensations in a universal sign – the word. The choice of the word for the reproduction of sensory and semantic meanings, its competent use in the appropriate context distinguishes the journalist-intellectual from other participants in forums, round tables, analytical or entertainment programs. Expressive speech in the media is a product of the intellect (ability to think) of all those who write on socio-political or economic topics. In the same plane with him – intelligence (awareness, prudence), the first sign of which (according to Ivan Ogienko) is a good knowledge of the language. Intellectual language is an important means of organizing a journalistic text. It, on the one hand, logically conveys the author’s thoughts, and on the other – encourages the reader to reflect and comprehend what is read. The richness of language is accumulated through continuous self-education and interesting communication. Studies of social expression as an important factor influencing the formation of public consciousness should open up new facets of rational and emotional media broadcasting; to trace physical and psychological reactions to communicative mimicry in the media. Speech mimicry as one of the methods of disguise is increasingly becoming a dangerous factor in manipulating the media. Mimicry is an unprincipled adaptation to the surrounding social conditions; one of the most famous examples of an animal characterized by mimicry (change of protective color and shape) is a chameleon. In a figurative sense, chameleons are called adaptive journalists. Observations show that mimicry in politics is to some extent a kind of game that, like every game, is always conditional and artificial.

The article explores the key vocabulary of 2020 in the network space of Ukraine. Texts of journalistic, official-business style, analytical publications of well-known journalists on current topics are analyzed. Extralinguistic factors of new word formation, their adaptation to the sphere of special and socio-political vocabulary of the Ukrainian language are determined. Examples show modern impressions in the media, their stylistic use and impact on public opinion in a pandemic. New meanings of foreign expressions, media terminology, peculiarities of translation of neologisms from English into Ukrainian have been clarified. According to the materials of the online media, a «dictionary of the coronavirus era» is provided. The journalistic text functions in the media on the basis of logical judgments, credible arguments, impressive language. Its purpose is to show the socio-political problem, to sharpen its significance for society and to propose solutions through convincing considerations. Most researchers emphasize the influential role of journalistic style, which through the media shapes public opinion on issues of politics, economics, education, health care, war, the future of the country. To cover such a wide range of topics, socio-political vocabulary is used first of all – neutral and emotionally-evaluative, rhetorical questions and imperatives, special terminology, foreign words. There is an ongoing discussion in online publications about the use of the new foreign token «lockdown» instead of the word «quarantine», which has long been learned in the Ukrainian language. Research on this topic has shown that at the initial stage of the pandemic, the word «lockdown» prevailed in the colloquial language of politicians, media personalities and part of society did not quite understand its meaning. Lockdown, in its current interpretation, is a restrictive measure to protect people from a dangerous virus that has spread to many countries; isolation of the population («stay in place») in case of risk of spreading Covid-19. In English, US citizens are told what a lockdown is: «A lockdown is a restriction policy for people or communities to stay where they are, usually due to specific risks to themselves or to others if they can move and interact freely. The term «stay-at-home» or «shelter-in-place» is often used for lockdowns that affect an area, rather than specific locations». Content analysis of online texts leads to the conclusion that in 2020 a special vocabulary was actively functioning, with the appropriate definitions, which the media described as a «dictionary of coronavirus vocabulary». Media broadcasting is the deepest and pulsating source of creative texts with new meanings, phrases, expressiveness. The influential power of the word finds its unconditional embodiment in the media. Journalists, bloggers, experts, politicians, analyzing current events, produce concepts of a new reality. The world is changing and the language of the media is responding to these changes. It manifests itself most vividly and emotionally in the network sphere, in various genres and styles.
