This report examines the role of the privatization in Sri Lanka and assesses its effectiveness. The focus was given for the evolution of privatization and how socio-political factors such as rent-seeking, inconsistency policy making, market competition, political uncertainty and role of supporting institutions have affected the privatization process. After the independence in 1948, several reforms have been taken place in Sri Lanka. In 1977, a market oriented policy package which brought huge amount of foreign aids into the country was introduced. Further the privatization in Sri Lanka can be addressed as: Sporadic attempt, Systematic approach and Structured approach. The appointment of short-term governments and changing of the leadership has always been a hurdle for a successful privatization in Sri Lanka. In order to establish a successful privatization, it requires having the changing of ownership from public sector to private sector, creating a competitive market environment and forming a proper institutional framework. Unfortunately, due to less emphasis was given to the latter two factors: the privatization has always given undesirable outcomes. In the whole history of privatization in Sri Lanka, the highest value for Foreign Direct Investment (FDI) was recorded in 2008. It is clear that the reason for the FDI value escalation in 2008 is the improved confidence of foreign investors by addressing security concerns. In conclusion, it is time to investigate whether the current regulatory model is the most appropriate arrangement for the prevailing economic, social and cultural circumstances in Sri Lanka.

For many years the private sector has been an active player in the provision of public services such as health, education and infrastructure. However, during the last two decades, the private sector has concentrated its participation mainly in telecommunications, power and transport. Because of to the lack of market forces and the public resistance to pay for what are perceived to be free-public services, areas such as education, health and a wide range of municipal services have remained unattractive to private investment. As governments learn from privatization experiences and keep on implementing market friendly policies, social values and perceptions will continue to evolve, allowing for the privatization of a larger scope of public services, including street furniture. This thesis looks into the recent trend among US cities to increase the private sector participation in the provision of street furniture by focusing on the following questions: - What is driving the recent trend towards street furniture privatization in the US? - What are the main public concerns raised by the privatization of street furniture? - How can the conflicting interests between public and private sectors concerning the privatization of street furniture be reconciled? - Compared to current delivery methods, is privatization a better alternative for providing street furniture in major US cities? In order to provide a practical perspective to the theoretical framework included in the first part of this work, this thesis also presents a case study on the City of Boston's Coordinated Street Furniture Program. This case discusses Boston's approach to reconciling the conflicting interests that exist between the public and private sectors regarding the privatization of street furniture. The work presented in this thesis demonstrates that privatization is a feasible alternative, not only for providing street furniture, but also for providing it in a more effective and efficient manner. The current trend among US cities towards the privatization of street furniture will keep growing as long as the benefits provided by these programs continue to outweigh the costs they impose on society and the urban environment. The rate of growth will be dictated by the evolution of social values and perceptions regarding the privatization of public services and by how efficiently governments assimilate their learning from other privatization experiences.

Despite being one of the major economic phenomena in recent history, privatization causes received relatively little attention in analysis until quite recently. This qualitative paper summarizes the causes that led to the privatization of state-owned enterprises, with the specific case of TAP Portugal being analyzed. For a better comprehension of the theme, the characteristics and the context of state enterprises creation, as well as the privatization movement and its impacts, were analyzed as well. The general objective of the study is to understand if there are differences between the motivations to privatize and the expectations that TAP Portugal executives and workers have on the matter, therefore using TAP Portugal as the case study to support the analysis. Some interviews were performed to TAP Portugal executive members and workers, and results show that, privatization causes and TAP’s members’ expectations are aligned in some motivations. The intervention of external organisms in managing state enterprises, the necessity of reduction of public sector borrowing requirement, the limited access to capital, the ineffective state administration, bureaucracy concerns, management conditions, lack of investment capacity and the role of the state, are the main conclusions that led TAP to be privatized.
Apesar de ser um dos principais fenómenos económicos da história recente, as causas da privatização receberam relativamente uma análise pouco atenta até recentemente. Este documento qualitativo resume as causas que levaram à privatização das empresas estatais, sendo analisado o caso específico da TAP Portugal. Para uma melhor compreensão do tema, foram analisados as características e o contexto da criação das empresas estatais, bem como o movimento de privatização e seus impactos. O objetivo geral do estudo é compreender se existem diferenças entre as motivações para a privatização e as expectativas que os executivos e trabalhadores da TAP Portugal têm sobre a matéria, utilizando a TAP Portugal como estudo de caso para apoiar a análise. Algumas entrevistas foram realizadas a membros executivos e trabalhadores da TAP Portugal, e os resultados mostram que as causas da privatização e as expectativas dos membros da TAP estão alinhadas em algumas motivações. As principais conclusões que levaram a TAP a ser privatizada são a intervenção de organismos externos na gestão das empresas estatais, a necessidade da redução de financiamento do sector público, o acesso limitado ao capital, a ineficácia da administração Pública, as preocupações burocráticas, as condições de gestão, a falta de capacidade de investimento e o papel do Estado.

Plagued by corruption, illegal connections, mismanagement, and more than $300 million in annual deficit, Electricite du Liban (EDL), the vertically integrated government owned Power Company, has become a financial burden on the Lebanese public sector. The following paper proposes a strategy for its privatization. We first start by exposing the relevant characteristics of the country, the current socio-economic situation and the factors that have led to the recent calls for privatization. We then focus our discussion on the power sector and on EDL, identifying the problems that have undermined its operations. The second part of the paper tries, based on an overview of three case studies, to define the different market models available and the requirements, strengths and weaknesses of each model. Finally, based on the country's and sector's specificities, we recommend a two-phase privatization strategy that calls for a corporatization and restructuring transitional phase preceding a limited form of wholesale competition.

Testo completoThe sample consists of 476 respondents: employees (survivors) and ex-employees (retrenched) of public, privatized and private banks. Data were collected in 1998 by using a method of triangulation, i.e., surveys and in-depth semi-structured interviews. The principal results for this study confirm that changes in employment quality are more significant for workers associated with the privatized sector when compared to workers affiliated with other sectors of the Brazilian banking industry. Both quantitative and qualitative data for this study suggest that significant transformations in employment quality occurred as a result of privatization. It is further argued that the decline in employment quality after privatization can be conversely understood as a negative commitment on the part of Brazilian employers. This lack of commitment can be ultimately associated with a new developmental model with a particular type of economic orientation and specific form of labor organization based on flexibility.

Japan has long been in a recession, and the politicians and the public have a consensus that the administrative and regulative reform is essential for to getting rid of the recession. The highway public corporations in Japan, such as the Japan Highway Public Corporation (JHPC), the Metropolitan Expressway Public Corporation (MEPC), the Hanshin Expressway Public Corporation (HEPC) and the Honshu Shikoku Bridge Authority (HSBA) are considered as ones of the sectors, which have the top priority for reform. The objective of this thesis is to examine the problems of the highway public corporations and to suggest their privatization as a problem-solving driver. First, this thesis analyzes the financial aspect of the highway public corporations by examining the actual financial situation of the corporations. It also analyzes the managerial aspect of the corporation by observing decision-making systems for the development of new highway routes, and examines the degree of political and government intervention. Next, this thesis introduces the role of the public sectors in general and the reason why they do not have an incentive to improve productive and allocative efficiency. Then, it introduces the cases of denationalization of the Japan National Railways (JNR) and of Autostrade S.p.A., a highway concessionaire in Italy. These cases showed significant improvement of productive efficiency and financial soundness, and proved denationalization as one of the most effective tools for the reform of public sectors. By understanding these general facts, privatization, especially denationalization of the highway public corporations in Japan, can be considered as the most possible solution for their financial and managerial reform. This thesis proposes a form of privatization to combine private ownership of profitable routes and vertical separation of unprofitable routes. This solves financial problems and still maintains their autonomous management. This thesis also suggests that the construction of new routes with a social or political objective should be suspended not to affect the financial situation of the privatized enterprises.

The worldwide liberalization of the telecommunications industry has accelerated due to an explosion of technological innovation, growing consumer sophistication, and increasing competition. The process of privatizing state owned telecommunications corporations in Europe and other areas of the world is comparable to the deregulation of the telecommunications industry in the United States. This thesis explores the link between innovation and privatization in the telecommunications industry. In addition to providing an analysis of how innovation and privatization are connected in the telecommunications industry, the thesis also examines the structure, market trends, technology strategy, and globalization of the industry. Finally, it contrasts the management of innovation and deregulation of two incumbent telecommunications companies, Deutsche Telekom and Bell Atlantic.

The Response Strategies to Privatization Policy Among the Non- Profit Organizations In TaiwanABSTRACT The outgrowths of welfare states result in the welfare consciousness arising. Simultaneously, the many so-called "welfare states crisis" results from the over emphasis on welfare consciousness. Privatization of social welfare organization is one of the methods to resolve the mentioned crises. In Taiwan, the privatization of social welfare organization is adopted, because of the executive system, and welfare resources limitations, etc. The purpose of this study tries to understand what problem of privatization of welfare organization is. What is the major concern of civilian welfare organization committed by government? What is the response strategy of these organizations? All of these answers can be as references of privatization policy of government. Questionnaire and interview investigation are used in this study. For questionnaire investigation, try to understand the thoughts and difficulties of civilian organizations. Furthermore, there are 20 civilian welfare organizations were interviewed, and response strategies of civilian organizations can be analyzed by "ground theory." Totally, 8 categories can be induced, there are organization characteristics, organization task environment, policy characteristics, organization autonomy, intervention, the past interaction experience with government, the present interaction experience with government, and the responses'' strategies and outcomes. Results Questionnaire Investigation: Civilian welfare organizations considered the standard of subsidy is too low, and the check process is too complicated, and the items of contract are inflexible and unreasonable. However, the reasons, why the civilian organizations have tasks on commission, are expansion of service, resource utilization, subsidy increase, and spirit lift. Interview Investigation: The results of this study indicated that there are five models of response strategies to privatization policy, empowerment, adaptation, cooperation, conformation, and avoidance. The results of this study also indicated that the responses of the influent factors strategies of civilian organizations are the ambitions of the people in charge, the funds'' resources, the efficiency of officers, and the leader''s manner of executive system. All of these will influent the response strategies of civilian organization. Recommendations The suggestions of practical respect are, (a) unification of propaganda; (b) subsidy increase; (c) simplification of check process; (d) cancellation of registration limitations. The recommendations of privatization policy are, (a) establishment of evaluation system; (b) increase support of civilian welfare organization; (c) different supports'' adoptions for empowerment, adaptation, cooperation conformation, and avoidance models.
