Abstract (sommario):
Selling state-owned enterprises to the private sector has become a popular policy for governments all around the world. Chapter 1 provides an historical perspective on privatization, and it describes the objectives and the privatization techniques that have been adopted by many governments since the late 70s. The chapter then focuses on two important issues in the privatization debate, the underpricing of shares and the effect of ownership on performance. It reviews the most significant theoretical and empirical contributions to the analysis of these two issues, and it introduces the questions addressed in the remaining chapters of this dissertation. In Chapter 2 I consider a government that first privatizes a company and then competes for votes against a political opponent. The government's objective is to choose the price of shares and the level of promotional effort to maximize its total net revenues. After the sale of the company to the public there is an election and the two parties announce what expropriation rate they would implement if they win the political competition. I show that in this context it is optimal for the party in power in the first period to actively promote the sale and to underprice the stock with respect to its true value, in order to increase the size of the shareholders' interest group that will vote for the party announcing a low expropriation rate. In Chapter 3 I estimate the long-term impact of the British privatization program of the 70s, 80s, and 90s, on the government's finances. For a large sample of British companies that were privatized in the years 1979 to 1994, regression analysis shows no effect of change in ownership on company's gross profitability. This information is then combined with estimates of all relevant costs (implicit and explicit) and revenues for each sale, to assess the long-term effect of the privatization policies on the government's net worth. The results show that "Selling the State" generated considerable losses for the British Government.

This report examines the role of the privatization in Sri Lanka and assesses its effectiveness. The focus was given for the evolution of privatization and how socio-political factors such as rent-seeking, inconsistency policy making, market competition, political uncertainty and role of supporting institutions have affected the privatization process. After the independence in 1948, several reforms have been taken place in Sri Lanka. In 1977, a market oriented policy package which brought huge amount of foreign aids into the country was introduced. Further the privatization in Sri Lanka can be addressed as: Sporadic attempt, Systematic approach and Structured approach. The appointment of short-term governments and changing of the leadership has always been a hurdle for a successful privatization in Sri Lanka. In order to establish a successful privatization, it requires having the changing of ownership from public sector to private sector, creating a competitive market environment and forming a proper institutional framework. Unfortunately, due to less emphasis was given to the latter two factors: the privatization has always given undesirable outcomes. In the whole history of privatization in Sri Lanka, the highest value for Foreign Direct Investment (FDI) was recorded in 2008. It is clear that the reason for the FDI value escalation in 2008 is the improved confidence of foreign investors by addressing security concerns. In conclusion, it is time to investigate whether the current regulatory model is the most appropriate arrangement for the prevailing economic, social and cultural circumstances in Sri Lanka.

This collection of papers originates from my interest in the reform efforts in transitional economies. Each of the chapters is self-contained. Chapter one presents a brief literature survey of those schools of thought that have contributed to our knowledge about privatization. In chapter two, a public firm model and a private firm model are compared based on agency approach, assuming that the owner of a firm has cost information but also bears the cost of production. I find that the question which type of ownership, private or public, is superior does not have a clear cut answer. Private ownership may induce higher work effort but suffers from a discrepancy of private and social goals. While production distortion is less serious, an obvious disincentive to work exists in the public firm. Chapter three examines how privatization can be considered as a threat to stimulate a public firm manager's work incentive when his effort level cannot be observed by the government. I find that, in the case when commitment to privatize is impossible, the government will set a strictly positive wage rate and a strictly positive investment subsidy to signal the government's determination to implement the privatization policy. In chapter four, I examine the role that public investment plays in a financial market with a credit rationing problem. Two kinds of borrowers co-exist in the economy, namely the public and the private. Public borrowers enjoy a "first mover" advantage to borrow money from banks. In this situation, the credit rationing is found escalating. But since the success of a public project (owned by a public borrower) can exert positive externality on the productivity of private projects, the adverse effect induced by credit rationing can be alleviated. We show that if the quality of the public projects is good enough, the economic growth rate can be higher than the case without public projects in the economy.

This thesis was conducted to assess how the privatization of Iran Air process managed in last efforts and how should it be in right way. It increases the knowledge about privatization in Iran and the need for it. Iran air as our case study is a flag-carrier airline company that is protected by government regulations and subsidies. We try to find the reasons for failure of privatization in Iran Air and their attempt on privatization. The method used to collect data was a qualitative methodology, consisting of semi-structured interviews with relevant managers, and knowledgeable professors and the official sites and press. In conclusion, we find that privatization is an important need for Iran Air Company and the main problems that are against Iran Air can be categorized to political, financial, and social. The effects of political connections are most pronounced in countries with high levels of corruption. Iran’s level of corruption and law enforcement environment are lower than those are in developed countries. The root of financial problems of government and the company is the deficiency of liquidity to compensate the debts, but the share did not sell. The social problem arises from the uncertainty of the future of employees of going private company. Decreasing the level of corruption and increasing law enforcement in country are general solution for political problem. Preparing transparent financial statements and fair evaluation of share base price are our suggestion to Iran Air. The staff must be sure of their future. Social Security Organization and employment laws of country or any other response organization must protect them

Privatization, which is the most important component of neo-liberal policies since the 1980s, has been legitimized by the neo-liberal doctrine through a purely economic and technical terminology. Contrary to this, this thesis maintains that privatization is a highly political process, shaped by intertwined class- and identity-based interests in different countries. To support this argument, the thesis makes a comparative analysis of the privatizations of large-scale state economic enterprises in Turkey in the 2000s, namely Petrol Ofisi, TÜ
PRAS, ERDEMIR, Tü
rk Telekom and PETKIM, as part of the neo-liberal transformation of the Turkish state. It concludes that the privatizations of large-scale SEEs in Turkey represent typical examples to what David Harvey terms as &ldquo
accumulation by dispossession&rdquo
throughout which wealth has been transferred from the laboring classes to capital by the active involvement of the state though the Turkish experience has its own historical specificities. Political preferences made by governments in charge since the late 1990s in general and by the Islamist AKP government after 2002 in particular have to be understood to make sense of these specificities.

Military personnel are faced with having to move every three to four years, making it extremely difficult to build any equity in a home when they are forced to refinance their loan every time they buy and sell their home. This continuous churn of home loans over a 20 year career, results in military personnel ending their career with little equity in a home because they have primarily only paid the high interest portions of the loans to financial institutions and any equity gained from rising home prices is offset by closing costs. This research will review the current approaches to housing for military personnel, develop the stakeholders needs, propose new approaches to meet these needs, analyze these new approaches and identify the recommended new approaches. The major players in military home purchases have been the service member, Department of Defense, local real estate services, and financial institutions. Local real estate services and financial institutions are currently the groups benefiting from the churn of homes by service members so they have no obvious incentive to change. The research will break down the resources of each of these players and align them with new approaches to real estate. The new approaches listed below will establish the need for large property management/developers that have purchasing powers within the real estate markets similar to Wal-Mart/Sams Club within the consumer goods market. With the military base realignment and closure almost complete, Department of Defense looking to get out of the housing business and the military clearly at a low manning level, the markets are now primed for this transformation. New approaches include planned communities that are built specifically for military personnel and owned by the corporation. These communities can be strategically located near the bases (real estate values are often low adjacent to military bases), constructed according to the Basic Allowance for Housing (BAH) rate for each location, constructed for frequent resident moves, service contracts for maintenance, utilities maintained by corporation and then billed directly to residents, community center geared toward spouse and military activities and key business (veterinarian, pet boarding, video store, coffee shops, restaurants, military gear store, etc). If the corporation owned 2000 houses, there would be 4000 members with 30 year loans to maintain the equity for the homes.

This research essay is intended to examine the link between privatization and development in Thailand . It found that privatization in Thailand can come in many forms. The government has tried to bring the private sector to participate in infrastructural development to help relieve the government's financial burdens. But it appeared that privatization still has a small role in national development through infrastructural development This is because the government does not have a clear policy to define the role of the private sector and the public sector in this issue. In addition , Thailand's experience in bringing the private sector to participate in infrastructural development through the methods such as BTO(build-transfer-operate) and BOT(build-operate-transfer) has caused many problems which have had an adverse effect on many projects. The paper found that the state still retains its role as the developmental state . This can be seen from the fact that the state has no intention to divest state enterprises which it considers as important. Furthermore, state enterprises will continue to play a major role in national development . However, the trend of state enterprises in Thailand will move towards corporatization and commercialization in which more state enterprises will change their status to state-owned companies and focus on commercialization with a view to increasing their efficiency through competition with the private sector.

For many years the private sector has been an active player in the provision of public services such as health, education and infrastructure. However, during the last two decades, the private sector has concentrated its participation mainly in telecommunications, power and transport. Because of to the lack of market forces and the public resistance to pay for what are perceived to be free-public services, areas such as education, health and a wide range of municipal services have remained unattractive to private investment. As governments learn from privatization experiences and keep on implementing market friendly policies, social values and perceptions will continue to evolve, allowing for the privatization of a larger scope of public services, including street furniture. This thesis looks into the recent trend among US cities to increase the private sector participation in the provision of street furniture by focusing on the following questions: - What is driving the recent trend towards street furniture privatization in the US? - What are the main public concerns raised by the privatization of street furniture? - How can the conflicting interests between public and private sectors concerning the privatization of street furniture be reconciled? - Compared to current delivery methods, is privatization a better alternative for providing street furniture in major US cities? In order to provide a practical perspective to the theoretical framework included in the first part of this work, this thesis also presents a case study on the City of Boston's Coordinated Street Furniture Program. This case discusses Boston's approach to reconciling the conflicting interests that exist between the public and private sectors regarding the privatization of street furniture. The work presented in this thesis demonstrates that privatization is a feasible alternative, not only for providing street furniture, but also for providing it in a more effective and efficient manner. The current trend among US cities towards the privatization of street furniture will keep growing as long as the benefits provided by these programs continue to outweigh the costs they impose on society and the urban environment. The rate of growth will be dictated by the evolution of social values and perceptions regarding the privatization of public services and by how efficiently governments assimilate their learning from other privatization experiences.

This study, The Privatization of Special Education, addresses a shift in the provision of special education and related services to students with disabilities in the Commonwealth of Virginia. Students with disabilities are being publicly placed in private day and residential schools at public expense. In Virginia, 125 private schools are licensed by the Virginia Department of Education to serve students with Disabilities. The purpose of this study was to develop a profile of programs, services, and interventions offered in private education schools. This nonexperimental design study focused on a secondary data source: the Virginia Department of Education, Private Schools for Students With Disabilities 2010 Annual Survey. Completed surveys were returned by all 125 schools. Results indicated that the majority of private schools licensed to serve students with disabilities are day schools. Students with an Emotional Disability, Other Health Impairment, Specific Learning Disability, and Autism are the most frequently reported disability classifications. Schools tend to be run by corporations and report being accredited by the Virginia Association of Special Education Facilities. Schools offer varying curricula, programs, and services in a variety of settings. This comprehensive profile adds to the body of knowledge or private schools serving students with disabilities in the Commonwealth of Virginia.

Despite being one of the major economic phenomena in recent history, privatization causes received relatively little attention in analysis until quite recently. This qualitative paper summarizes the causes that led to the privatization of state-owned enterprises, with the specific case of TAP Portugal being analyzed. For a better comprehension of the theme, the characteristics and the context of state enterprises creation, as well as the privatization movement and its impacts, were analyzed as well. The general objective of the study is to understand if there are differences between the motivations to privatize and the expectations that TAP Portugal executives and workers have on the matter, therefore using TAP Portugal as the case study to support the analysis. Some interviews were performed to TAP Portugal executive members and workers, and results show that, privatization causes and TAP’s members’ expectations are aligned in some motivations. The intervention of external organisms in managing state enterprises, the necessity of reduction of public sector borrowing requirement, the limited access to capital, the ineffective state administration, bureaucracy concerns, management conditions, lack of investment capacity and the role of the state, are the main conclusions that led TAP to be privatized.
Apesar de ser um dos principais fenómenos económicos da história recente, as causas da privatização receberam relativamente uma análise pouco atenta até recentemente. Este documento qualitativo resume as causas que levaram à privatização das empresas estatais, sendo analisado o caso específico da TAP Portugal. Para uma melhor compreensão do tema, foram analisados as características e o contexto da criação das empresas estatais, bem como o movimento de privatização e seus impactos. O objetivo geral do estudo é compreender se existem diferenças entre as motivações para a privatização e as expectativas que os executivos e trabalhadores da TAP Portugal têm sobre a matéria, utilizando a TAP Portugal como estudo de caso para apoiar a análise. Algumas entrevistas foram realizadas a membros executivos e trabalhadores da TAP Portugal, e os resultados mostram que as causas da privatização e as expectativas dos membros da TAP estão alinhadas em algumas motivações. As principais conclusões que levaram a TAP a ser privatizada são a intervenção de organismos externos na gestão das empresas estatais, a necessidade da redução de financiamento do sector público, o acesso limitado ao capital, a ineficácia da administração Pública, as preocupações burocráticas, as condições de gestão, a falta de capacidade de investimento e o papel do Estado.

This study examines the impact of provincial government privatization initiatives on voluntary organizations that provide personal social services in Vancouver. A variety of key personnel in each of six very diverse agencies are interviewed, and the data from -these interviews is then qualitatively analyzed. The data suggests that: (1) organizations which are perceived to voluntarily alter their mission in response to privatization experience internal division, (2) dependence on contracting can pose a threat to the fundamental operating principles of an organization if those principles do not conform to a bureaucratic ideal, (3) there is a wide range of opinion within the voluntary sector regarding the motives of the provincial government for pursuing privatization, that these opinions have both a descriptive and a prescriptive function, and therefore relate to differences in the response of individual agencies to privatization, (4) that contracting alone is not an effective means for an agency to meet the additional demands that result from the reduction and elimination of public services, (5) that competition has generally increased throughout the voluntary sector as a result of privatization, (6) that privatization has resulted in gaps in service which it has become the de facto responsibility of the voluntary sector to address, and (7) that the decision-making structure of an organization is the most constant determining factor in regard to which opinion of government motivation will guide an agency's response to privatization. Concerns raised by professional associations and researchers in the field of social work regarding the potential negative implications of privatization for voluntary organizations are partially supported by this study. A theory of the impact of privatization on voluntary organizations is generated from the data.

Privatization of juvenile facilities and services has been the norm since the inception of the juvenile justice system. However, little research has been performed examining the impact of privatization on juvenile justice, despite the possible repercussions of this policy for the juveniles served. Prior research on privatization in other fields has tended to find a connection between privatization and outcomes; however, very little research has examined how privatization impacts operations, how operations impact recidivism, and how privatization and operations interact to produce juvenile justice outcomes. This exploratory study, informed by cybernetic systems theory and principal-agent theory, examined the mechanism by which privatization influences juvenile recidivism by exploring the possible mediating effect of facility operations. Using annual juvenile facility evaluation and recidivism data collected by the Florida Department of Juvenile Justice through 548 evaluations performed on 158 facilities from 2003-2006, this research examined whether facility operations mediated the relationship between ownership (public, for-profit, and non-profit) and juvenile recidivism. Multilevel analyses were completed using Stata software to account for the clustered nature of the data (facilities nested within provider companies). The results from multilevel regression analyses indicated no relationship between ownership type and either operations or recidivism. However, multilevel regression analyses indicated significant inverse relationships between recidivism and each of four of the operational variables: program management, health care services, security, and intervention management. A mediating relationship was not supported. Results also indicated that both provider company and characteristics of the juveniles served were significant predictors of both operational variables and recidivism. These results suggest that privatization concerns may be more suitably focused on identifying the appropriate provider company rather than on choosing the appropriate ownership type. In addition, during the contract negotiation stage, juvenile justice administrators may wish to incorporate policies and/or incentives into the contract that are related to juvenile characteristics. Plagued by corruption, illegal connections, mismanagement, and more than $300 million in annual deficit, Electricite du Liban (EDL), the vertically integrated government owned Power Company, has become a financial burden on the Lebanese public sector. The following paper proposes a strategy for its privatization. We first start by exposing the relevant characteristics of the country, the current socio-economic situation and the factors that have led to the recent calls for privatization. We then focus our discussion on the power sector and on EDL, identifying the problems that have undermined its operations. The second part of the paper tries, based on an overview of three case studies, to define the different market models available and the requirements, strengths and weaknesses of each model. Finally, based on the country's and sector's specificities, we recommend a two-phase privatization strategy that calls for a corporatization and restructuring transitional phase preceding a limited form of wholesale competition.

This study aims to investigate to what extent the views of the managers of the enterprises to be privatized are a barrier to smooth implementation of privatization as opposed to other problems. Accordingly, the research tackles two main issues: Identification and analysis of the major problems encountered in the implementation of the Egyptian privatization programme and at which level these problems exist while proposing different approaches to tackle them; and views of public sector top and middle-level managers regarding the main issues of privatization. The study relies upon a literature survey, interviews with stakeholders, a survey of managers' attitudes and several illustrative case studies. A model of "good practice" for the smooth and effective implementation of privatization has been designed. Practice in Egypt has then been studied and compared with the "good practice" model. Lack of strictness and firmness in implementing the announced privatization programme has been found to be a characteristic of Egyptian practice. This is partly attributable to the inadequacy of the programme and partly to the different obstacles to implementation. The main obstacles are doubtful desirability of privatization on the part of the managers at different implementation levels, resistance of stakeholders, in adequately of the legal framework governing privatization, redundant labour, lack of an efficient monitoring system allowing for accountability, inefficient marketing of privatization, ineffective communication, insufficient information at different levels and problems related to valuation and selling procedures. A large part of the thesis is concerned with SOE (State Owned Enterprise) managers' attitudes on and understanding of the privatization (appraised through surveys). Although most managers have stated their acceptance of privatization, many of their responses show that they do not accept selling SOEs. They understand privatization to include enterprise reform and restructuring, changing procedures and giving more authority to company executives, but not necessarily as selling SOEs. The majority of managers still see many issues that have to be addressed for smooth implementation of privatization e.g. insufficiency of information, incompleteness of legal framework, restructuring and labour problems. The main contribution to knowledge of this thesis is the study of problems of implementing privatization in developing countries especially managers' resistance to privatization as a major change, partly because of the threat it poses and partly because of the lack of understanding of privatization and implications of operating private businesses. A programme of persuading managers and offsetting the unfavourable effects is recommended as an outcome of the study. Five different phrases and words for the national Index to theses are: Egypt, privatization, implementation of privatization, problems of implementing privatization and managers' attitudes towards privatization.

Research on the labor impact of privatization usually equates the process to other types of restructuring processes, such as downsizing, mergers or acquisitions. It is argued that not unlike other restructuring processes, privatization is likely to generate organizational changes that may lead to major alterations in employment quality. Few studies, however, have investigated the labor effects of privatization and other restructuring processes in a comparative manner, especially in developing countries. The overall purpose of this dissertation is to contribute to the understanding of the labor consequences of privatization in developing countries. This objective is undertaken through an exploration of the association between privatization and other restructuring processes occurring within the Brazilian banking industry and changes in employment quality, i.e., fluctuations in wages, non-wage benefits and job security. The most basic premise guiding this study's comparative framework is that the process of privatization is likely to affect labor in unique ways, that is, generating employment quality changes unlike those occurring at other sectors undergoing alternative restructuring processes.
The sample consists of 476 respondents: employees (survivors) and ex-employees (retrenched) of public, privatized and private banks. Data were collected in 1998 by using a method of triangulation, i.e., surveys and in-depth semi-structured interviews. The principal results for this study confirm that changes in employment quality are more significant for workers associated with the privatized sector when compared to workers affiliated with other sectors of the Brazilian banking industry. Both quantitative and qualitative data for this study suggest that significant transformations in employment quality occurred as a result of privatization. It is further argued that the decline in employment quality after privatization can be conversely understood as a negative commitment on the part of Brazilian employers. This lack of commitment can be ultimately associated with a new developmental model with a particular type of economic orientation and specific form of labor organization based on flexibility.

This paper examines the fiscal impact of privatization revenues in 47 developing countries. There are many reasons that privatization is attractive for the central government of developing countries. If substantial, these revenues from the sale of state owned enterprises can present a potential solution to persistent deficits. On the other hand, the privatization revenues could be used to finance an even larger deficit. In this paper, I will discuss previous research on the fiscal impact of privatization revenues, the factors that contribute to persistent fiscal budget deficits and explain how empirical research on the fiscal impact of privatization in the developing world is a logical extension of this research. Using data from the World Bank’s Privatization Database on privatization revenues from the years 1988 to 2008 and panel data techniques, I find that an increase in privatization revenues is correlated with a worsening of the fiscal budget balance, lending support to the hypothesis that revenues from the sales of state owned enterprises are used to finance a larger deficit.

Japan has long been in a recession, and the politicians and the public have a consensus that the administrative and regulative reform is essential for to getting rid of the recession. The highway public corporations in Japan, such as the Japan Highway Public Corporation (JHPC), the Metropolitan Expressway Public Corporation (MEPC), the Hanshin Expressway Public Corporation (HEPC) and the Honshu Shikoku Bridge Authority (HSBA) are considered as ones of the sectors, which have the top priority for reform. The objective of this thesis is to examine the problems of the highway public corporations and to suggest their privatization as a problem-solving driver. First, this thesis analyzes the financial aspect of the highway public corporations by examining the actual financial situation of the corporations. It also analyzes the managerial aspect of the corporation by observing decision-making systems for the development of new highway routes, and examines the degree of political and government intervention. Next, this thesis introduces the role of the public sectors in general and the reason why they do not have an incentive to improve productive and allocative efficiency. Then, it introduces the cases of denationalization of the Japan National Railways (JNR) and of Autostrade S.p.A., a highway concessionaire in Italy. These cases showed significant improvement of productive efficiency and financial soundness, and proved denationalization as one of the most effective tools for the reform of public sectors. By understanding these general facts, privatization, especially denationalization of the highway public corporations in Japan, can be considered as the most possible solution for their financial and managerial reform. This thesis proposes a form of privatization to combine private ownership of profitable routes and vertical separation of unprofitable routes. This solves financial problems and still maintains their autonomous management. This thesis also suggests that the construction of new routes with a social or political objective should be suspended not to affect the financial situation of the privatized enterprises.

The Response Strategies to Privatization Policy Among the Non- Profit Organizations In TaiwanABSTRACT The outgrowths of welfare states result in the welfare consciousness arising. Simultaneously, the many so-called "welfare states crisis" results from the over emphasis on welfare consciousness. Privatization of social welfare organization is one of the methods to resolve the mentioned crises. In Taiwan, the privatization of social welfare organization is adopted, because of the executive system, and welfare resources limitations, etc. The purpose of this study tries to understand what problem of privatization of welfare organization is. What is the major concern of civilian welfare organization committed by government? What is the response strategy of these organizations? All of these answers can be as references of privatization policy of government. Questionnaire and interview investigation are used in this study. For questionnaire investigation, try to understand the thoughts and difficulties of civilian organizations. Furthermore, there are 20 civilian welfare organizations were interviewed, and response strategies of civilian organizations can be analyzed by "ground theory." Totally, 8 categories can be induced, there are organization characteristics, organization task environment, policy characteristics, organization autonomy, intervention, the past interaction experience with government, the present interaction experience with government, and the responses'' strategies and outcomes. Results Questionnaire Investigation: Civilian welfare organizations considered the standard of subsidy is too low, and the check process is too complicated, and the items of contract are inflexible and unreasonable. However, the reasons, why the civilian organizations have tasks on commission, are expansion of service, resource utilization, subsidy increase, and spirit lift. Interview Investigation: The results of this study indicated that there are five models of response strategies to privatization policy, empowerment, adaptation, cooperation, conformation, and avoidance. The results of this study also indicated that the responses of the influent factors strategies of civilian organizations are the ambitions of the people in charge, the funds'' resources, the efficiency of officers, and the leader''s manner of executive system. All of these will influent the response strategies of civilian organization. Recommendations The suggestions of practical respect are, (a) unification of propaganda; (b) subsidy increase; (c) simplification of check process; (d) cancellation of registration limitations. The recommendations of privatization policy are, (a) establishment of evaluation system; (b) increase support of civilian welfare organization; (c) different supports'' adoptions for empowerment, adaptation, cooperation conformation, and avoidance models.
