This research assesses how professional expertise is constructed and deployed by public and private sector practitioners. In-depth case studies of urban design projects in two cities with differing local government capacities are used to critically examine professional expertise. The study finds that the expertise of consultants was portrayed as more creative and innovative, less constrained by bureaucratic and political contexts, and more knowledgeable of market conditions. In contrast, descriptions of public employee expertise often focused on regulatory knowledge. This study analyzes the relationship between limited public sector capacity and these constructions of expertise—and the implications for professional practices.

ABSTRACTThe politics of public policy is a vibrant research area increasingly at the forefront of intellectual innovations in the discipline. We argue that political scientists are best positioned to undertake research on the politics of public policy when they possess expertise in particular policy areas. Policy expertise positions scholars to conduct theoretically innovative work and to ensure that empirical research reflects the reality they aim to analyze. It also confers important practical advantages, such as access to a significant number of academic positions and major sources of research funding not otherwise available to political scientists. Perhaps most importantly, scholars with policy expertise are equipped to defend the value of political science degrees and research in the public sphere.

Feminists have celebrated success in gendering security discourse and practice since the end of the Cold War. Scholars have adapted theories of contentious politics to analyze how transnational feminist networks achieved this. I argue that such theories would be enhanced by richer conceptualizations of how transnational feminist networks produce and disseminate new forms of global governmental knowledge and expertise. This article engages social movement theory with theories of global governmentality. Governmentality analysis typically focuses upon governmental power rather than political contention or the collective agency of political outsiders. However, I argue that governmentality analysis contributes to an account of feminist influence on the fields of development and security within global politics. The governmentality lens views politics as a struggle over truth and expertise. Since experts have authority to speak the truth on a given issue, governmentality analysis seeks to uncover the social basis of expertise. Such analysis of expertise can illuminate important aspects of the power of movements. The power of transnational women’s movements lies in production and dissemination of knowledge about women within global knowledge networks.

What is expertise? In cultural work, the idea of expertise is commonly associated with a specialised knowledge of cultural forms and products, often possessed by art critics, dealers and cultural intermediaries. In the majority of literature on cultural work, the status of these ‘experts’ is mostly treated as normative and accepted as legitimate, with little attention paid to the expertise of the primary producers of the cultural forms which are judged. This thesis argues that expertise as a concept is taken for granted in cultural work scholarship, and thus requires further interrogation. The particular focus here is on the social media use of cultural workers to promote themselves, their aesthetic output and availability for work. As argued here, the status of their expertise is problematised in an ostensibly accessible and democratised space where ‘anyone’ can engage in cultural production. In this context, how do cultural workers signal their aesthetic expertise online? Signalling involves conveying information about one’s credentials. This concept is utilised in a framework to analyse the social media output of a group of UK cultural workers, who were also interviewed, in order to gain insight into their aesthetic expertise and how they manage signalling expertise online as part of cultural labour. The research reveals the expertise of cultural producers to be of a dynamic and fluid quality, worked on over the course of a cultural work career, where opportunities to build expertise can be constrained or enabled depending on access to resources. As these cases suggest, aesthetic expertise can be staged on social media by revealing creative skills and methods - the ‘back stage’ of production, then potentially enhanced through audience interaction, which can also put expertise signals at risk. The analysis also reveals gendered strategies for signalling expertise undertaken by the women cultural workers, to facilitate a potential collective raising of visibility online, but also raising questions about the exclusivity of such collective activity. The research concludes by suggesting ways in which cultural policy could widen access to creative skills and training, so that anyone who wishes to develop their own aesthetic expertise can do so.

The aim of my thesis is to investigate the reasons for the appointment of technocratic governments in Europe. In order to do this, I conceptualise what technocratic governments are, both in terms of their own characteristics and in comparison with party governments. I problematize classic elements, such as independence, neutrality and expertise of ministers, and add further ones including the relation to electoral outcomes, their particular type of agenda, and the echo they have in the media. Having established that technocratic governments require a shift in politicians’ preferences away from typical office-seeking behaviour, I proceed to enquire as to the situations that make their appointment more likely. Through a statistical analysis on all European cabinets from 1977 to 2013, I identify situations of economic and political crises – in particular scandals - as the main variables influencing the likelihood of technocratic government appointments. I further examine how these crises have lead to these appointments by exploring cases of over 25 technocratic governments in a range of countries and years. The qualitative illustrative evidence highlights the importance of institutional characteristics of the given political system in which such governments were appointed. The status of the party system, the role of the Head of State and external pressures coming from international or supranational institutionas are thus shown to be important in technocratic cabinet appointments. Finally, I assess whether technocratic governments fit within the European democratic standards and conclude that technocratic governments are symptoms of the decline of party democracy, identifiable in the loosening of delegation and accountability ties between parties and cabinets, increasing external pressures on domestic political actors, and the weakening of partisan ideology-based politics. The thesis adds further elements to reinforce the already vast literature on the crisis of – especially party – democracy in Europe.

This thesis contributes to a growing body of literature on the role of transparency in public life. Analysing EU transparency through three levels of analysis, the thesis investigates how and why the expert advice proffered to EU policy makers is made transparent to EU citizens. At the institutional level, the study compares the transparency provided through the online registers to assess the extent of compliance with the rules and guidelines on the provision of information. It shows significant errors and gaps in the publicly available data, and demonstrates that these inaccuracies are the result of poor quality assurance at the institutions. At the group/actor level, the study draws on data from a series of elite interviews with policy-makers to consider the purpose of EU transparency. It shows that, whilst individual actors overwhelmingly frame transparency in wholly positive terms, collectively they bestow it with multiple attributes. The thesis posits that the EU has multiple transparencies and that the transparency tools - intended to improve citizen trust in the EU institutions - are frequently used by groups to undermine this trust. The process level of analysis examines the nature of the expertise used in the policy process in two distinct areas. It shows that, overwhelmingly, individuals apply to join an expert group following an informal approach from officials at the relevant Directorate General, and that those appointed in a personal capacity are likely to be already known to the Commission official responsible for the appointment. The study argues that, for the Commission’s expert group appointments, the non-transparent nature of these informal processes undermines the Commission’s rules and guidelines on transparency. Finally, the thesis recommends a number of specific and low cost measures to improve the transparency of the expertise used in the EU’s policy-making process.

The proliferation of market-based policy instruments for governing the global forest commons has resulted in a proposed internationalization of the institutional arrangements, policy standards, and certification practices for assessing the ‘quality’ of forest management systems worldwide. Yet, like other global environmental governance systems before it, proposals for a universalized approach to forest certification have yet to come to fruition. Drawing on insights provided by Malaysia’s efforts to develop and operationalize the Malaysian Timber Certification Scheme (MTCS), I argue that standardization of forest certification systems worldwide is an unlikely and, more importantly, undesirable approach to forest governance. The central findings of this dissertation are thus as follows: 1) Despite many ‘on paper’ changes, the Malaysian Timber Certification Council (MTCC) remains the most powerful actor within the MTCS. As an end result of an uneven distribution of rulemaking authority within the MTCS, the quasi state MTCC continues to dominate a distinctively monopolar MTCS institutional environment; 2) The current configuration of organizations involved in the day-to-day operations of the MTCS is reliant on a small, insular and tight knit group of similarly trained individuals who rely upon a single episteme that elevates state-conferred knowledge above all other ways of knowing; and, 3) Despite this state-derived episteme being a central component of the MTCS epistemic community, the audit process is far more ad hoc than planned. Instead of following a bureaucraticallyprescribed checklist approach to auditing, MTCS auditors simultaneously draw on the technical skill set that auditing demands (technê) and a more localized and contingent performance of their expertise (mētis) in order to make informed judgments. In summary, the MTCC and its scheme represent a highly contextualized approach to forest certification that values national priorities and local circumstances over international standards and norms. As a result, the case of Malaysia’s national forest certification scheme simultaneously challenges the state-derived episteme through which forestry experts are professionalized and, more broadly, the notion that forest certification systems can ever be fully standardized.

This thesis explores the figure of the expert in a range of contemporary performance practices. Much has been written in recent years about the rise of education, pedagogy and research as both curatorial strategies and modes for making art (see below for cited texts). The significance of theatre and performance within these practices has also been asserted (see, for instance, Shannon Jackson’s Social Works). I argue, however, that the specific use of the figure of the expert within the conjunction of pedagogy, research and performance has not been fully addressed. I further argue that looking at the expert in performance practices provides valuable insight into the broader contemporary dynamic of knowledge and power, as well as telling us much about the current state of performance itself. This is clearly a broad topic, with many possibilities for analysis. In this introduction, therefore, I will outline the rationale behind my choices of practices and critical resources, and I will discuss the rationale behind the geographical and temporal limits that I have chosen. I will also define my key terms, while noting that all of them are both contested and subject to change. I will discuss my methodology, including the various ways I have accessed the performance events and documentation that are included in this thesis, and my approach to the interdisciplinarity that necessarily underpins a project with such potentially broad scope as this one. Finally, I will briefly outline the six chapters which form the body of this study, again indicating reasons for the choices I have made, as well as drawing a few initial connections between practices and ideas.

Since the 1990s, genetically modified (GM) agriculture has become a multi-billion dollar industry. Despite the rapid commercialization of GM crops in the United States, global controversy has slowed the adoption of the technology in developing countries. Yet, few studies have examined regulatory disputes outside of the United States and Europe. Debates in the United States and Europe focus on issues of human health and consumer choice. In other parts of the world, particularly Latin America, disputes center on the threats that GM agriculture poses to unique centers of biodiversity and food security, as well as issues related to bio-fuel expansion and the control over genetic resources and knowledge. My dissertation takes research on biotechnology in a new direction by analyzing the political process through which regulatory knowledge related to GM agriculture is negotiated, contested and reformulated. Guatemala is a key case to examine the politics of biotechnology regulation because despite strong US trade and transnational commercial interests, it is still illegal to grow biotech crops. The question becomes: what explains resistance to agricultural biotechnology? To address this issue, my dissertation focuses on three primary themes. First, I examine historical Mayan rural livelihood strategies within a context of political exclusion and state violence during the country's 36-year civil war. This history, in turn, informs a contemporary context characterized by the continued importance of subsistence-based corn production in the face of mounting rural inequality. Second, I contend that biotechnology regulatory debates in Guatemalan state institutions are integrally tied to a unique national context of corn biodiversity. I focus specifically on disputes between US-sponsored biotechnology regulations based on the principles of free trade and a more cautionary United Nations biosafety program. Third, I argue that resistance to agricultural biotechnology is bringing together diverse Guatemalan Mayan organizations until recently divided by the violence of the civil war. These organizations are deploying sophisticated cultural, economic and environmental knowledges that are effectively challenging efforts to commercialize GM agriculture. On a broader level, this study asserts that resistance to agricultural biotechnology is emblematic of broader struggles over the definition of legitimate knowledge in neoliberal development.

In this thesis, I show how a community of professionals providing equine therapy to individuals with disabilities discursively make sense of their enterprise. A market metaphor illustrates how disability is constructed as the capital sustaining the livelihood of their industry. Disability is a problem-centered concept. It is generally conceptualized according to a medical model which locates disability within the individual, as opposed to understanding it in a sociological sense which accounts for structural, cultural, and communicative factors. Therapy, on the other hand, is problem-determined-it needs to explicitly determine a problem to be treated in order to sustain itself as an industry and to legitimate the services it provides. As practitioners of an "alternative" form of therapy outside of the dominant biomedical frame, members of this community work not only to validate the need for therapy in general, but also to identify and justify the "uniqueness" of the therapy practiced. In an effort to proprietize disability, these professionals are involved in a politics of representation wherein divergent modes of speaking about disability (i.e., speaking from lived experience, speaking from expertise) vie to represent-or own-disability. In accordance with a market model, members are invested, with stakes in the rights to represent disability. Discourses of development and progress, hallmarks of economic ideology, are applied to bodies by staff as a means to validate the need for their services. Continuing this notion of disability as currency, I will demonstrate how, through their talk, members of this community construct types of disability-mental and physical-as having higher and lesser exchange values with respect to their therapeutic endeavors. Power too is conceptualized by professionals as a commodity to be exchanged in transactions from therapy-provider to therapy-receiver.

This study deals with the relationship between the political field and the media field especially the role of the social media platforms on the political transformation recently in Kurdistan region of Iraq. This is done through a scientific and theoretical study about the controversial relationship between both politic and media and by directing a group of questions concerning this subject to the media experts and socialists in both of Sulaymaniyah and Polytechnic University of Sulaymaniyah. Finally the researcher reaches a group of results, of which: most of the sample members see that the social media platforms is a suitable environment to express and oppose the authority in the Kurdistan region but it is also see that the social media platforms causes stirring up strife and chaos in the region and they also see that it encourages violence which leads to burning party headquarters and governmental institutes in the Kurdistan region of Iraq. On the other hand, most of the sample people see that the role of the religious leaders is stronger than the role of the social media on the community in the Kurdistan region of Iraq.

Nearly 17 years after the US invasion, Iraq ranks first in the list of the most corrupt and least stable countries in the world. The state of instability and rampant corruption in Iraqi society since 2003 made some critics blame the constitution itself as the main obstacle to the country's democratic transition. For them, the hasty method of drafting the constitution, the absence of Iraqi constitutional expertise, and the lateral representation of Sunni Arabs are among the factors that have contributed to the precarious situation in Iraq over the past years. Likewise, critics argue that the ambiguity and ambiguity in some constitutional articles hindered its application. Amid these readings, the October revolution erupted on October 1, 2019 in Baghdad and the rest of the southern governorates of Iraq in protest against the deteriorating economic conditions of the country, unemployment, and the spread of administrative corruption. The demands of the demonstrators reached to change the constitution and amend the electoral law. Thus, the question posed in this paper is to what extent can the constitution really be an obstacle to the democratization process in Iraq? This paper discusses that the nature of Iraqi society as a deeply divided society, the absence of the previous democratic experience among the citizens, the weakness of the political culture of cooperation and tolerance among the political elites, and external interference are among the main obstacles to the democratic transformation in the country. Finally, the conclusion of the study is that despite all the criticisms and criticisms about the democratic experience in Iraq, the process of democratic transformation is slow in itself, and therefore it can be said that the process is still ongoing and has not failed yet.

This publication presents an experimental model for assessing the competence of production managers, which is based on classical management and modern mathematical tools. The research was done in response to a real practical need set as a research task by the business. As a result, a model for selection of specialists and experts for solving complex management problems related to production management in industrial enterprises and an algorithm for application of this model is proposed. Key indicators for assessing the competence of production managers have been identified. To create the model, surveys conducted among functional experts in the field of production management were used. The model can be successfully applied in other functional areas of management, modifying the key indicators so that they are applicable in these areas.

Abstract On March 26, 1999, the United States (U.S.) Department of Energy (DOE) Carlsbad Field Office (CBFO) opened the Waste Isolation Pilot Plant (WIPP) in New Mexico, United States of America (USA), for safe deep geological disposal of up to 175,584 cubic meters (m3) of long-lived radioactive wastes/materials (LLRMs). Twenty-four years of intensive, iterative interactions with scientific, environmental, public, institutional, political, and regulatory interest groups resolved all regulatory and legal challenges involved in bringing a deep geological repository for LLRMs to adequate scientific, technical, institutional, political, and public acceptance and fruition. International strategic partnerships and research and development (R&D) collaborations are cornerstones in both past and current strategies designed to timely, cost-effectively, and safely accomplish the CBFO mission. The primary objectives of the CBFO’s international programs are to: 1. Acquire information supporting the CBFO mission. 2. Present and share CBFO mission information, expertise, and facilities of potential interest and/or value to other radioactive waste management and disposal programs, including using the WIPP underground research laboratory (URL) for joint R&D and training.

Th e corona pandemic is incredible and, allegedly, a new phenomenon for many Europeans. Th at is why few people know the history of European pandemics. Th e lack of interest (disinterest) in historical development is due to the misconception of many experts. Preventive care and advances in medicine and technology always require only “looking ahead”. Th is (future-oriented) advanced way of thinking and acting meant that any disease that has epidemic proportions can, in the shortest possible time, be “defeated”. However, history shows that in Europe, from the Middle Ages until today, not a century has passed without epidemics or pandemics, and that signifi cant lessons and conclusions for the future could be drawn from any such crisis. Since the 18th century, development has tended more and more towards an insurance-oriented health and social policy, which in the 19th century was called insurance policy. By combining traditional experience with new or modifi ed concepts based on the principle of “preserving tradition, shaping the future”, the insurance industry can adapt to the new requirements of health and social policy, even in a crisis caused by the coronavirus. In this case, there is digitization, with the help of which it is possible to network with new studies and data, in order to improve quality.

This paper explores some of the social dimensions affecting higher education policies in Estonia, and in respect to the European Union (EU) institutional framework and priorities, and looking at higher education as a fundamental human right. From this perspective, the aim is to establish that understanding underlying phenomena becomes key to respond strategically, raise awareness and improve the development of academic policies at the national and institutional levels. The combination of work and studies is one of the most critical dimensions to factor into this assessment but it has been neglected in the practice. Lecturers and other faculty members intervene, developing independent academic policies and initiatives in the absence of a pre-concerted strategy, expertise, mandate and/or capabilities. Instead, universities should prepare for unorthodox engagements adapting to the students in need, and train their faculties to facilitate a shift towards less traditional learning environments. Responsive adjustments to the current social developments can be interpreted to be the proper way or the state to perform its duties and to better guarantee the exercise of the human right to education.

While many political strategies focus on the promotion of start-ups, the existing companies are often neglected. Recent studies confirm, that more jobs are lost due to failed business transfers, then new ones are created. In fact, the generation change has reached the European SMEs and they suffer from a lack of successor to take over the business. Suitable successors are entrepreneurs and this arti-cle sets out to investigate a feasible way to educate and attract them to the SME sector. Based on sol-id literature research the paper argues, that a dual training, where students receive training in school and at the same time on the job can provide this needed expertise for entrepreneurship education. In 2016 such a dual training was initiated in Lithuania, this papers highlights results of the first compre-hensive evaluation and provides an outlook on whether the graduates can become suitable successors in the long run.

The integration of novel technologies for monitoring and investigating compliance can enhance the effectiveness of regimes related to weapons of mass destruction (WMD). This report looks at the potential role of four novel approaches based on recent technological advances – remote sensing tools; open-source satellite data; open-source trade data; and artificial intelligence (AI) – in monitoring and investigating compliance with WMD treaties. The report consists of short essays from leading experts that introduce particular technologies, discuss their applications in WMD regimes, and consider some of the wider economic and political requirements for their adoption. The growing number of space-based sensors is raising confidence in what open-source satellite systems can observe and record. These systems are being combined with local knowledge and technical expertise through social media platforms, resulting in dramatically improved coverage of the Earth’s surface. These open-source tools can complement and augment existing treaty verification and monitoring capabilities in the nuclear regime. Remote sensing tools, such as uncrewed vehicles, can assist investigators by enabling the remote collection of data and chemical samples. In turn, this data can provide valuable indicators, which, in combination with other data, can inform assessments of compliance with the chemical weapons regime. In addition, remote sensing tools can provide inspectors with real time two- or three-dimensional images of a site prior to entry or at the point of inspection. This can facilitate on-site investigations. In the past, trade data has proven valuable in informing assessments of non-compliance with the biological weapons regime. Today, it is possible to analyse trade data through online, public databases. In combination with other methods, open-source trade data could be used to detect anomalies in the biological weapons regime. AI and the digitization of data create new ways to enhance confidence in compliance with WMD regimes. In the context of the chemical weapons regime, the digitization of the chemical industry as part of a wider shift to Industry 4.0 presents possibilities for streamlining declarations under the Chemical Weapons Convention (CWC) and for facilitating CWC regulatory requirements.

The article explores the key vocabulary of 2020 in the network space of Ukraine. Texts of journalistic, official-business style, analytical publications of well-known journalists on current topics are analyzed. Extralinguistic factors of new word formation, their adaptation to the sphere of special and socio-political vocabulary of the Ukrainian language are determined. Examples show modern impressions in the media, their stylistic use and impact on public opinion in a pandemic. New meanings of foreign expressions, media terminology, peculiarities of translation of neologisms from English into Ukrainian have been clarified. According to the materials of the online media, a «dictionary of the coronavirus era» is provided. The journalistic text functions in the media on the basis of logical judgments, credible arguments, impressive language. Its purpose is to show the socio-political problem, to sharpen its significance for society and to propose solutions through convincing considerations. Most researchers emphasize the influential role of journalistic style, which through the media shapes public opinion on issues of politics, economics, education, health care, war, the future of the country. To cover such a wide range of topics, socio-political vocabulary is used first of all – neutral and emotionally-evaluative, rhetorical questions and imperatives, special terminology, foreign words. There is an ongoing discussion in online publications about the use of the new foreign token «lockdown» instead of the word «quarantine», which has long been learned in the Ukrainian language. Research on this topic has shown that at the initial stage of the pandemic, the word «lockdown» prevailed in the colloquial language of politicians, media personalities and part of society did not quite understand its meaning. Lockdown, in its current interpretation, is a restrictive measure to protect people from a dangerous virus that has spread to many countries; isolation of the population («stay in place») in case of risk of spreading Covid-19. In English, US citizens are told what a lockdown is: «A lockdown is a restriction policy for people or communities to stay where they are, usually due to specific risks to themselves or to others if they can move and interact freely. The term «stay-at-home» or «shelter-in-place» is often used for lockdowns that affect an area, rather than specific locations». Content analysis of online texts leads to the conclusion that in 2020 a special vocabulary was actively functioning, with the appropriate definitions, which the media described as a «dictionary of coronavirus vocabulary». Media broadcasting is the deepest and pulsating source of creative texts with new meanings, phrases, expressiveness. The influential power of the word finds its unconditional embodiment in the media. Journalists, bloggers, experts, politicians, analyzing current events, produce concepts of a new reality. The world is changing and the language of the media is responding to these changes. It manifests itself most vividly and emotionally in the network sphere, in various genres and styles.

The article analyses the peculiarities of the coverage of the covid pandemic in the Ukrainian media, the emphasis placed by the media in news, and how the online mode of modern life and social distancing affects the growth of media influence. Special attention is paid to the view of the famous publicist Heorhii Pocheptsov, who does not exclude the possibility that the coronavirus was invented intentionally to control millions of people around the world. Permanently, the world faces numerous challenges of different scales: economic, military, socio-political, environmental, epidemiological ones. In 2020, the largest and the most unexpected event, undoubtedly, was the deadly coronavirus pandemic, which spread from the small Chinese province of Wuhan to the whole world and already took more than one million people’s lives in less than a year. Thus, the media, that in the post-information society actually have an unprecedented impact on people, form a person’s perception of such challenges. As a result, our understanding of the pandemic is directly related to the information we consume from the media. In fact, from the very start of quarantine, the media space began to be captured by analytical materials in which experts from various fields tried to predict what the world would be like after the end of coronavirus. These experts were of two types: some claimed that irreversible changes would deepen the permanent economic and socio-political crisis, and by claiming that they intensified panic, while others argued that any crisis is a chance to restart and grow. The experts put different emphases covering the covid pandemic in the media, but it is important to pay attention to the analysis of the famous publicist, propaganda researcher – Heorhii Pocheptsov, who sees the coronavirus as a tool to influence millions of people. The pandemic will end sooner or later, but no matter whether the virus was artificially invented or not, the processes that have already been launched around the world cannot stop as if nothing had happened. But Heorhii Pocheptsov’s opinion about the possible artificial nature of the virus should make us more vigilant while consuming information from TVs or from the online media, as it is possible that this information might be a part of a great game that we were not warned about.

The experiences and marginalisation of international organisation employees with caring responsibilities has a direct negative impact on the type of security and justice being built in conflict-affected environments. This is in large part because international organisations fail to respond to the needs of those with caring responsibilities, which leads to their early departure from the field, and negatively affects their work while in post. In this toolkit we describe this problem, the exacerbating factors, and challenges to overcoming it. We offer a theory of change demonstrating how caring for carers can both improve the working conditions of employees of international organisations as well as the effectiveness, inclusivity and responsiveness of peace and justice interventions. This is important because it raises awareness among employers in the sector of the severity of the problem and its consequences. We also offer a guide for employers for how to take the caring responsibilities of their employees into account when developing human resource policies and practices, designing working conditions and planning interventions. Finally, we underscore the importance of conducting research on the gendered impacts of the marginalisation of employees with caring responsibilities, not least because of the breadth and depth of resultant individual, organisational and sectoral harms. In this regard, we also draw attention to the way in which gender stereotypes and gender biases not only inform and undermine peacebuilding efforts, but also permeate research in this field. Our toolkit is aimed at international organisation employees, employers and human resources personnel, as well as students and scholars of peacebuilding and international development. We see these communities of knowledge and action as overlapping, with insights to be brought to bear as well as challenges to be overcome in this area. The content of the toolkit is equally relevant across these knowledge communities as well as between different specialisms and disciplines. Peacebuilding and development draw in experts from economics, politics, anthropology, sociology and law, to name but a few. The authors of this toolkit have come together from gender studies, political science, and development studies to develop a theory of change informed by interdisciplinary insights. We hope, therefore, that this toolkit will be useful to an inclusive and interdisciplinary set of knowledge communities. Our core argument - that caring for carers benefits the individual, the sectors, and the intended beneficiaries of interventions - is relevant for students, researchers, policy makers and practitioners alike.

Based on the proposal by the European Council, more than 25 heads of state and the World Health Organization (WHO) support development of an international treaty on pandemics, that planned to be negotiated under the auspices of WHO, will be presented to the World Health Assembly in May 2021. Given that the treaty alone is not enough to ensure compliance, triggers for a high-level political response is required. To this end, to inform the design of a support system, we explored institutional mechanismsi with a mandate to review compliance with key international agreements in their signatory countries and conduct independent country investigations in a manner that manages sovereign considerations. Based on our review, there is no single global mechanism that could serve as a model in its own right. There is, however, potential to combine aspects of existing mechanisms to support a strong, enforceable treaty. These aspects include: • Periodic review - based on the model of human rights treaties, with independent experts as the authorized monitoring body to ensure the independence. If made obligatory, the review could support compliance with the treaty. • On-site investigations - based on the model by the Committee on Prevention of Torture according to which visits cannot be blocked by state parties. • Non-negotiable design principles - including accountability; independence; transparency and data sharing; speed; emphasis on capabilities; and incentives. • Technical support - WHO can provide countries with technical assistance, tools, monitoring, and assessment to enhance emergency preparedness and response.

The article investigates functional techniques of extralinguistic expression in multimedia texts; the effectiveness of figurative expressions as a reaction to modern events in Ukraine and their influence on the formation of public opinion is shown. Publications of journalists, broadcasts of media resonators, experts, public figures, politicians, readers are analyzed. The language of the media plays a key role in shaping the worldview of the young political elite in the first place. The essence of each statement is a focused thought that reacts to events in the world or in one’s own country. The most popular platform for mass information and social interaction is, first of all, network journalism, which is characterized by mobility and unlimited time and space. Authors have complete freedom to express their views in direct language, including their own word formation. Phonetic, lexical, phraseological and stylistic means of speech create expression of the text. A figurative word, a good aphorism or proverb, a paraphrased expression, etc. enhance the effectiveness of a multimedia text. This is especially important for headlines that simultaneously inform and influence the views of millions of readers. Given the wide range of issues raised by the Internet as a medium, research in this area is interdisciplinary. The science of information, combining language and social communication, is at the forefront of global interactions. The Internet is an effective source of knowledge and a forum for free thought. Nonlinear texts (hypertexts) – «branching texts or texts that perform actions on request», multimedia texts change the principles of information collection, storage and dissemination, involving billions of readers in the discussion of global issues. Mastering the word is not an easy task if the author of the publication is not well-read, is not deep in the topic, does not know the psychology of the audience for which he writes. Therefore, the study of media broadcasting is an important component of the professional training of future journalists. The functions of the language of the media require the authors to make the right statements and convincing arguments in the text. Journalism education is not only knowledge of imperative and dispositive norms, but also apodictic ones. In practice, this means that there are rules in media creativity that are based on logical necessity. Apodicticity is the first sign of impressive language on the platform of print or electronic media. Social expression is a combination of creative abilities and linguistic competencies that a journalist realizes in his activity. Creative self-expression is realized in a set of many important factors in the media: the choice of topic, convincing arguments, logical presentation of ideas and deep philological education. Linguistic art, in contrast to painting, music, sculpture, accumulates all visual, auditory, tactile and empathic sensations in a universal sign – the word. The choice of the word for the reproduction of sensory and semantic meanings, its competent use in the appropriate context distinguishes the journalist-intellectual from other participants in forums, round tables, analytical or entertainment programs. Expressive speech in the media is a product of the intellect (ability to think) of all those who write on socio-political or economic topics. In the same plane with him – intelligence (awareness, prudence), the first sign of which (according to Ivan Ogienko) is a good knowledge of the language. Intellectual language is an important means of organizing a journalistic text. It, on the one hand, logically conveys the author’s thoughts, and on the other – encourages the reader to reflect and comprehend what is read. The richness of language is accumulated through continuous self-education and interesting communication. Studies of social expression as an important factor influencing the formation of public consciousness should open up new facets of rational and emotional media broadcasting; to trace physical and psychological reactions to communicative mimicry in the media. Speech mimicry as one of the methods of disguise is increasingly becoming a dangerous factor in manipulating the media. Mimicry is an unprincipled adaptation to the surrounding social conditions; one of the most famous examples of an animal characterized by mimicry (change of protective color and shape) is a chameleon. In a figurative sense, chameleons are called adaptive journalists. Observations show that mimicry in politics is to some extent a kind of game that, like every game, is always conditional and artificial.

The COVID-19 pandemic has created enormous challenges for national economies, livelihoods, and public services, including health systems. In January 2021, the World Health Organization proposed an international treaty on pandemics to strengthen the political commitment towards global pandemic preparedness, control, and response. The plan is to present a draft treaty to the World Health Assembly in May 2021. To inform the design of a support system for this treaty, we explored existing mechanisms for periodic reviews conducted either by peers or an external group as well as mechanisms for in-country investigations, conducted with or without country consent. Based on our review, we summarized key design principles requisite for review and investigation mechanisms and explain how these could be applied to pandemics preparedness, control, and response in global health. While there is no single global mechanism that could serve as a model in its own right, there is potential to combine aspects of existing mechanisms. A Universal Periodic Review design based on the model of human rights treaties with independent experts as the authorized monitoring body, if made obligatory, could support compliance with a new pandemic treaty. In terms of on-site investigations, the model by the Committee on Prevention of Torture could lend itself to treaty monitoring and outbreak investigations on short notice or unannounced. These mechanisms need to be put in place in accordance with several core interlinked design principles: compliance; accountability; independence; transparency and data sharing; speed; emphasis on capabilities; and incentives. The World Health Organization can incentivize and complement these efforts. It has an essential role in providing countries with technical support and tools to strengthen emergency preparedness and response capacities, including technical support for creating surveillance structures, integrating non-traditional data sources, creating data governance and data sharing standards, and conducting regular monitoring and assessment of preparedness and response capacities.

As the socio-political dynamics of conflict and insecurity continue to evolve across North Africa and the Sahel, efforts to prioritize the exploration of ongoing and emerging violent extremist trends remain important. For decades, violent conflict, poor resource management, environmental change, and weak governments (through lack of institutional capacity or by predatory elite design) have contributed to cycles of instability and state fragility. Violent extremist organizations such as Boko Haram, al-Qaeda, and the self-proclaimed Islamic State and its affiliates have benefited from this instability. As the groups, tactics, and contexts continue to change, greater attention to ongoing and emerging threats to peace and stability in the region is needed. In 2018, the RESOLVE Network convened over 30 global, regional, and local researchers, practitioners and policymakers with varied expertise in local governance, development, and the preventing and countering violent extremism (P/CVE) research landscape in the Lake Chad Basin and regional proximity. The topics identified here reflect participants’ collective assessment of current dynamics, expertise, in-depth understanding, and commitment to continued analysis of violent extremism (VE) trends and dynamics in the region.
